UPND leader Hakainde Hichilema has formally written to UN Secretary General, Antonio Gutierrez on what he has termed as the unbecoming conduct of UN Resident Coordinator, Janet Rogan.
Mr. Hichilema’s deputy press secretary Brian Mwiinga has confirmed to Q-News that the UPND leader has outlined a catalogue of how Ms. Rogan has allegedly interfered in Zambia’s politics.
Mr. Hichilema has further accused Ms. Rogan of being partisan and discarding UN’s core principle of neutrality.
He has also challenged Ms. Rogan to release the post elections reports which he says documented the flaws of the electoral process and has specific recommendation on how such flaws could be remedied.
The UPND leader has since copied his letter to among others the British High Commissioner, Irish embassy, European Union and American Embassy.
And Information Minister Dora Siliya has advised the opposition UPND to tone down on their wild allegations against the United Nations Development Program (UNDP) resident representative Janet Rogan whilst seeking a meeting with her.
Siliya said that it not going to help the UPND to go to town dressing down Rogan whilst seeking answers from her.
She said that some of the allegations raised against Rogan were so vile they could embarrass Zambia in the eyes of the international community.
The UPND has been at crossroads with Rogan over the alleged failure to publish the conflict structure vulnerability report for the 2016 general elections.
Being a diplomat Rogan has had little window to respond to the savage political attacks.

Mbala Central Member of Parliament(MP), Mwalimu Simfukwe says education is key to the country’ social and economic development.
Mr. Simfukwe said provision of quality education enhances the development of the country.
The MP was speaking when he flagged off the distribution of exercise books donated by President Edgar to pupils in Mbala district.
He cautioned the girl child in the area against involving themselves in early marriages but ensure that they complete their education.
And speaking on behalf of the pupils in Mbala, Celeste Secondary School Head girl, Abigail Banda extolled President Edgar Lungu for the provision of books to pupils.
Mis Banda has since called on parents to take advantage of the newly donated books and send their girl children to school.
There was jubilation amongst the pupils in the district when the Area Member of Parliament donated the exercise books on behalf of the President.
And Kasama Member of Parliament Kelvin Sampa donated books to various schools in his constituency. Hon Sampa donated 550 books to Kapata Day Secondary School. In a post interview Hon Sampa who is also an accomplished businessman said; “Investment in education pays the best interest.”
He said he was ready to drive the education agenda of the Patriotic Front by ensuring President Edgar Chagwa Lungu’s vision of improved quality education.

Margaret Kalimina and her family live in a newly-built three-roomed house near a new water borehole in Kalima Village, Chisamba District.
This year marks the first rainy season that Margaret Kalimina will not have to worry about a holey roof in her thatched hut.
And soon, the use of intensive means of watering crops and waiting for the rains will be a thing of the past for her and many other households in the villages of Hankwa, Malama, Toba and Kalima in Mwomboshi area of Chisamba District.
Kalimina is one of several households relocated by the government, away from the Mwomboshi River to pave way for the construction of a dam and setting up of irrigation schemes.
Supported through the World Bank-funded Irrigation Development and Support Project, this will help small scale farmers increase yields per hectare, and enable year-round crop production.
“We will be given a hectare of irrigated land per household and this will enable us to engage into farming throughout the year without worrying about food shortages,” said Kalimina, who now lives in a three-room home with her mother, two sisters and her daughter in Kalima Village.
The dam is part of an overall irrigation project in the country, which includes two additional irrigation schemes; the Lusitu in the Southern Province, and the Musakashi in the Copperbelt Province. With a wall 1,700 meters long and 23 meters high, the Mwomboshi Dam is expected to bring more than 10,000 hectares of land under irrigation when it is at full capacity, making it the largest in the country’s agriculture sector.
“The people of Mwomboshi will benefit immeasurably from this project as they will not only be able to irrigate their crops and have pasture throughout the year, but will also have access to water for their livestock and fisheries,” said Ina Marlene-Ruthenberg, World Bank country manager for Zambia.
For much of their lives, the people of this area have relied on the Mwomboshi river as a daily source of water for washing, cooking, drinking, as well as small-scale fishing.
Maize farming is the chief source of income in Mwomboshi, where more than 90% of the people who live there are farmers.
Kalimina’s new house stands nearby one of the newly-installed hand pumps that she is sharing with three other households for all their domestics uses.
“The government is also encouraging us to reduce on maize-oriented agriculture and try new food crops such as wheat, butternut and sweet corn,” Kalimina said.”
The project irrigation scheme has been divided into four tiers. The first one will be allocated to small scale farmers, such as Kalimina. The second tier will be specifically for co-operatives, which includes benefits such as access to government-subsidized farming inputs. The third and fourth tiers will be exclusive to commercial and large-scale farming.
When the project becomes operational, 338 households will have been relocated.
Africa-focused base and precious metals exploration and production company Cradle Arc has entered into an option agreement to sell its Matala and Dunrobin gold assets, in Zambia, to Singa Holdings Zambia.
The assets are currently held by Cradle Arc subsidiary Luiri Gold Mines.
Cradle Arc has granted Singa an exclusive option to initially form a joint venture for the operation of the Matala and Dunrobin gold assets.
This option will expire on June 30, unless extended.
Cradle Arc has further granted Singa an exclusive option to acquire the entire issued share capital of Luiri for $2.5-million.
The share option expires on July 1; however, Singa may extend the share option period for up to two months by paying Cradle Arc $50 000 for each month that the option period is extended.
Singa will use the share option period to complete its formal legal and technical due diligence.
On receipt of the cash consideration, Cradle Arc will transfer to Singa 75% of the shares, with the remaining 25% of the shares being transferred to Singa upon the start of commercial production of gold, at which point the proposed JV will terminate.
Once Singa has acquired 100% of Luiri, a royalty of up to a maximum amount of the net present value of $2.5-million discounted at 8% yearly is payable by Singa Cradle Arc.
The royalty will be calculated as 1.5% of the gross revenue generated from any mining operations on the HQ-8074-LML mining licence, which hosts the Matala and Dunrobin gold deposits.
“The development of our Zambian gold assets has long been an important goal for the company. We are, however, extremely mindful of the potential dilution that raising equity funds for the development of Matala could have on existing shareholders at the company’s current share price and we, therefore, consider that this partnership with Singa represents the best path towards potential production in the near to mid-term,” said Cradle Arc CEO Kevin van Wouw.
The Second Deputy Speaker of the National Assembly Mwiimba Malama
The Second Deputy Speaker of the National Assembly Mwiimba Malama (MP) says Zambian parliamentarians will continue campaigning for professionals to be deployed in the Foreign Service.
Mr. Malama said this is aimed at preserving the country’s image and accrue economic benefits from countries where Zambia is represented.
Speaking in Addis Ababa, Ethiopia when he made a stopover, enroot to Canada for a familiarization tour of the Canadian Parliament.
Mr. Malama said the many projects that have been facilitated by Zambian Embassies are testimony of the advantage and usefulness of a Career Foreign Service.
He cited the relocation of the Headquarters of the Economic , Social and Cultural Council-ECOSOCC- an African Union Organ, from Addis Ababa to Zambia , the construction of the SADC Centre for Disease Control in Zambia as some of the milestones scored by the Zambia Mission in Addis Ababa.
The Second Deputy Speaker also said it is impressive to learn that Zambian Embassy in Ethiopia has facilitated and negotiated for a team of Chinese investors to visit Zambia tomorrow to look at possibilities of investing in Manufacturing, Mining and Agricultural sectors.
“We can also look at the fly-over roads to be constructed by India which will help decongest the roads Lusaka, all these and several other projects have been initiated by Zambian Missions abroad,” he said.
Mr. Malam stressed that such success can only be scored when there are professionals that are deployed to work in Zambian Missions.
Government’s foreign policy emphasizes the need for enhanced economic cooperation through trade and foreign Direct Investment.

The Mongu High Court has sentenced three Congolese and one Zambian to twenty five years imprisonment with hard labour for the offence of human trafficking. Nicole Nyassa, Ikyengelo Abwe Samuel, Hussein Zulu, all Congolese nationals and Justine Mutafela, a Zambian, were on 18th February, 2017 arrested in Sesheke for trafficking five female and nine male Congolese juveniles. The four were on 24th January, 2018 convicted for human trafficking by the Sesheke Magistrate Court and committed to the High Court for sentencing.
Meanwhile, the Department of Immigration between Friday, 13th April, 2018 and Sunday, 15th April, 2018 arrested thirty three persons for various immigration offences countrywide. Those arrested are four Ugandans and one Somali in Lusaka, five (05) Congolese in Kaputa, four Congolese in Chingola and two Tanzanians and one Namibian in Kaoma, all for the offence of unlawful entry. Others are one Malawian in Chipata, one Tanzanian in Mbala, one Namibian in Senanga and one Malawian in Mpika.
Those arrested for unlawful stay are one Congolese at Kenneth Kaunda International Airport and one Tanzanian in Mpika. Meanwhile, in Kitwe, ten (10) Tanzanians were arrested for trading without permits.
During this period the Department also secured seven convictions. The convicts received fines ranging from K700 to K15, 000 or in default 6 months to 12 months simple imprisonment. Those convicted are one Congolese in Chingola and one (01) Malawian in Lundazi, both for the offence of unlawful entry, two Rwandese in Kafue and two Congolese in Kitwe, for the offence of unlawful stay. One South African in Kitwe was also convicted for the offence of offence of failing to observe conditions of an Employment Permit.
The Department of Immigration between Friday, 13th April, 2018 and Sunday, 15th April, 2018 also removed twenty two foreign nationals from the country and deported one . Those removed are six Congolese in Kazembe, four Congolese in Kasumbalesa, three Congolese and one Burundian in Katete. Others are three Congolese in Chipata, three Congolese in Chingola, one Tanzanian in Ndola and one Congolese in Kashiba. Meanwhile, in Kabwe, one Somali was deported upon completion of prison sentence for an immigration offence.
Traffickers are constantly coming up with new ways to lure their victims. They prey on desperation, curiosity and naivety and as such, children are an easy target. In this regard, we wish to appeal to parents and guardians to monitor their children’s activities, who they are talking to, applications on their phones and websites they visit. We also wish to appeal to members of the public to continue reporting suspected cases of human trafficking, smuggling and illegal migration to the Department.
Copperbelt minister Japhen Mwakalombe has called on the Seventh Day Adventist Church members to avoid issuing disparaging statements which he says will only ruin the good relationship that exits between the church and government.
Mr Mwakalombe says since government has for a long time now been enjoying the good working relationship with the SDA church, it is unfortunate that some of SDA members are issuing disparaging statements that he said will put the two parties in an awkward situation.
The minister said this yesterday when leaders from the SDA church on the Copperbelt paid a courtesy call on him, ZANIS reports.

The SDA church is a partner in development of the country especially in the education and health sector and wants this to continue.
The minister observed that the recent statements that were uttered by a named Dorcas mother against government were unfortunate.
Mr. Mwakalombe further added that the ministry of Religious Affairs and National Guidance will soon issues a comprehensive statement on the matter.
He has since urged all Dorcas mothers on the Copperbelt and the country as a whole to continue ministering the word of God and wear their uniforms freely as government is there to protect them.
And Seventh Day Adventist Church Copperbelt Conference executive secretary Christopher Mwampokota says the church has already started educating it’s members on the importance of remaining non-partisan as doing so will put his church and government in a compromised state.
Mr. Mwampokota however pledged that the SDA church has always and will continue to be nonpartisan and continue working with the government of the day in fostering development in the country.
He also noted with sadness the reaction from a suspected PF carder who wore a Dorcas mothers uniform that he tarnished the image of the church especially the women who are now living in fear when they are in there uniforms.
Chairman of the London-listed Vedanta Resources Plc, the majority shareholder of Konkola Copper Mines (KCM), Anil Agarwal, has told employees to feel secure and understand that the company cares for them as it rolls its “Path to Growth” to boost copper production.
Mr Agarwal said at a Town Hall meeting in Chingola, which was beamed live via video link to all Vedanta operations, that the global diversified minerals and resources giant would explore ways to introduce a stock option plan to empower employees once KCM hits the right production levels.
Mr Agarwal said: “Employees should feel secure and know that the company cares for them. I have said that our people should not spend their salaries on buying a house. I am looking at a stock option if we do things right, make our production good, keep our environment good and our governance good. Our community social investment will be better than others.”
“We have the passion and with the right expertise and determination, we can achieve our production targets” Mr Agarwal said in reference to KCM’s plans to lift production to 400,000 metric tonnes per annum in the next few years.
The Chairman told employees that he had assured the Government about Vedanta’s commitment to continue mining in Zambia for the next 50 years, and reiterated the assurance to the employees too.
The Chairman said KCM had potential to be ‘the best company in terms of copper production in Zambia,’ adding that, “KCM is a large asset with a lot of potential. I have spoken with Management to come up with projects where each employee can participate fully and contribute positively to the company’s record of achievement.”
Mr Agarwal said Vedanta was continually looking for opportunities to contribute positively to growth and transformation of the Copperbelt. He said that the company would continue to develop young talent and invest in communities through KCM’s expansive corporate social responsibility programmes anchored on education, health, poverty alleviation programmes and sport.
During his two-day visit, the Chairman had talks with President Lungu, President Kovind, and the President of Botswana Mokgweetsi Masisi, who was also visiting Zambia. He also met with the Minister of Mines and Minerals Development Honourable Richard Musukwa and the Copperbelt Minister Honourable Japhen Mwakalombe. He also met several government officials, including the Mayor of Chingola Titus Tembo and District Commissioner Mary Chibesa, where he reaffirmed Vedanta Resources Group’s commitment to Zambia.
The stalls that were destroyed by Council police officers at Kamwala Market
Lusaka Province Minister Bowman Lusambo has disclosed that the Lusaka City Council notified the owners of the Luburma stores before demolishing the 18 makeshift stores at the market.
Mr Lusambo said the shop owners were communicated to in good time therefore the allegations of the LCC not communicating in time are baseless.
This follows the recent exercise by Lusaka City Council where 18 stores were demolished at Luburma market at Kamwala shopping complex.
Speaking during a Hot FM phone in programme yesterday, Mr Lusambo said Lusaka province has embarked on the exercise of cleaning up the city to ensure that sanity is upheld.
Mr. Lusambo stated that he engaged the Local authority to find out what really happened and is waiting for a report from the council.
He added that government is a pro poor government and has been working with the Zambian people to ensure that standards of living are improved.
Mr. Lusambo has since revealed that the issue at the market is under control.
And Mr. Lusambo noted that it is for this reason that government has provided many empowerment programmes to cater for different sectors of society such as women and the youth.
He said government is there to protect the interests of the people regardless of their social status.
He added that with regards to claims that Chinese officials bribed the local authority to demolish the stores, he said that is not true as government cannot be bribed to do the right thing because everything the government does is in the best interest of the Zambian people.
He further explained that the authority will always ensure that the interests of every Zambians are protected.
The minister further revealed that he will be meeting the affected traders today and is expecting a report from the local authority over the matter.
However, the traders who where talked to expressed shock at the development, stating that they were not notified over the demolition.
The traders also wondered why their structures have been demolished when they have trading licenses from the council further accusing the Chinese who are the majority shop owners of facilitating for the demolitions.
The traders also accused council police of stealing their goods, as they could not find any goods from their shops when they got to the scene early yesterday morning.
And Lusaka Deputy Mayor Chilando Chitangala explained that the demolitions are part of controlling measures that the council is undertaking in the setting up of structures in markets and other areas of the city.
And Patriotic Front Secretary General Davies Mwila described the destruction and looting of people’s merchandise stalls at Lusaka’s Kamwala market as heartless and criminal.
Mr. Mwila has since summoned Acting Lusaka Mayor, Chilando Chitangala to explain why the Council had gone ahead to demolish the market structures without giving the traders prior notice so that they could remove their merchandise from the stalls before the Council could move in to raze the structures.
Mr Mwila said that the action of the Council has jeopardized the very core of the traders’ survival and livelihood, adding that while the PF does not support illegality, it is extremely wrong and insensitive for the Council to destroy and loot people’s property.
Mr Mwila has since demanded that the Council compensates all the affected traders whose goods have been destroyed or looted, and further demanded for the immediate investigation of what transpired and who was involved in the looting.
Mr. Mwila appealed for calm and restraint from the affected traders as the party and Government look at corrective measures to help them.
The Zambia Under-20 team held its first training session on Monday afternoon in Lusaka ahead of their 2019 U20 AFCON qualifiers.
Zambia U20 assistant Charles Bwale and goalkeeper trainer Kalilo Kakonje are in charge of the first week of training camp while head coach Mumamba Numba is away with Zanaco in Morocco on 2018 CAF Confederation Cup duty to play Raja Casablanca on Wednesday.
Forty-one out of the 53 call-ups reported for day one as the defending U20 AFCON champions begin their one month training camp.
Zambia will face the winner between Kenya and Rwanda in next month’s second round who are tied at 1-1 heading into the final leg on April 21 in Kigali.
The defending champions will visit the winner in the first leg during the weekend of May 11 and the final leg will be played during the weekend on May 18.
Winner both legs of the second round will advance to the last qualifying stage in July to play Sudan, Burundi or Ethiopia to decide who qualifies to next year’s Niger finals.
Home Affairs Minister Stephen Kampyongo has cautioned people propagating for the impeachment of President Edgar Lungu not to cross the line.
Mr Kampyongo who featured last evening on Zambia National Broadcasting Cooperation (ZNBC) Sunday interview, wondered why some people were desperate to impeach the President, when the country will be having general elections in 2021.
He explained that the impeachment motion is aimed at creating uncertainty among the citizenry.
Mr Kampyongo said the opposition are using the impeachment motion to cast doubt in the minds of people who elected President Lungu during the 2016 general elections.
“Let’s not create unnecessary situations, unnecessary certainties, when it is not necessary at all. We all know there will be elections coming in 2021, why would one be desperate to impeach the President? What next, and in whose interest is the impeachment, not to cross the line?” he said.
The Home Affairs Minister said the talk about the impeachment motion is only creating uncertainties among Zambians both locally and those living in the diaspora.
He noted that the maneuvers being employed by the opposition are not good for the economy, as they have the potential to negatively affect the country’s national economy.
Mr Kampyongo said the impeachment motion is not an ordinary situation but aimed at undermining the presidency.
The Minister has since urged the opposition to respect the decision made by the courts of law.
He explained that President Lungu was ushered into office through the highest constitutional court, which should be respected.
And commenting on the enforcing of the law, Mr Kampyongo refuted assertions that law enforcing agencies were selective in the application of the law.
Mr Kampyongo said law enforcing agencies have been impartial in there execution of their mandate.
He noted that it is wrong for people to insinuate that the Anti-Corruption Commission and the Zambia Police was selective in applying the law.
Mr Kampyongo explained that the same treatment that ordinary Zambians are subjected to is the same treatment that is rendered to people perceived as “big shots” in the political arena.
“When we are offering checks and balances lets be sincere, there is no selection, no abuse, the same things happening to the would be big shots is what is happening to the ordinary citizen.” He stated.
He emphasized that whoever commits an offences despite their status in society will be dealt with according to the set rules and laws of the land.

Mongu District Commissioner (DC) Susiku Kamona says contrary to concerns of rising insecurity in the District ahead of the forthcoming Kuomboka ceremony of the Lozi speaking people, there is relative peace in the area.
Mr. Kamona says the security wing in the area was on high alert to ensure peace and security in the area especially ahead of the Kuomboka Ceremony to be held on the 28th April 2018 .
He said all Zambians and foreign tourists would be accorded maximum security before, during and after the colourful traditional ceremony.
The District commissioner said this in an interview in reaction to reports of alleged attacks of pupils by scandalous syndicate of boys known as the ‘ Dark City boys’ in the area.
Recently ,a Women Lobby Group member, Collete Lubinda, said the alleged unruly behavior and eventual attacks on unsuspecting members of the public should be condemned in the strictest of terms by all patriotic Zambians.
Ms. Lubinda has since urged the law enforcement agencies in the area not to relent in bringing culprits to book and ensure that safety is restored in the region.
And Police in Mongu have picked-up nine (9) suspects of the group’s notorious teenagers for allegedly being behind a spate of crime incidences in the area such as rape, pickpocketing and assault, among other crimes.

MINISTER OF FINANCE MARGARET MWANAKATWE has assured United Kingdom based investors that the Zambian Government will firmly implement the Medium Term Debt Strategy [MTDS] and the Economic Stabilization and Growth Programme [ESGP].
Speaking from her Lusaka office through a conference call to over twenty [20] INVESTORS AND FUND MANAGERS GATHERED AT THE METROPOLITAN HOTEL IN LONDON, on the sidelines of the on-going Commonwealth Heads of Government Summit at which Vice President INONGE MUTUKWA WINA is representing the country, Mrs. Mwanakatwe said the Zambian Government is profoundly watching both the foreign and domestic debt trajectories and would ensure that there is sustainability in the medium to long term.
The Minister added that the planning and budgeting act will activate statutory induced budget credibility and enhance the Governments initiatives on fiscal consolidation.
“We have also taken the Public Finance Act to Parliament for repeal and replacement in order to bring in more stringent deterrent measures and punitive measures,” she said.
Mrs. Mwanakatwe invited the investors to consider Zambian risk as the economy is stable and growing, adding that, “the energy demand is increasing and may get higher due to our industrialisation and value addition programmes, this is why we need investment in the energy sector.”
The Minister has assured the investors that highlights of the Debt Sustainability Strategy [DSA] will be made public and available to both the domestic and foreign financial market players.

Meanwhile, Republican Vice President Inonge Wina has arrived in London for the Commonwealth Heads of Government meeting in the United Kingdom (UK).
Mrs. Wina who landed at Gatwick Airport around midday was received by Minister of Foreign Affairs Joseph Malanji and Zambia’s High Commissioner to the United Kingdom Muyeba Chikonde as well as other Senior Governmental Officials.
The Commonwealth Summit starts today 16 April and ends on April 2018, under the theme ‘Towards a common future’.
And the Vice President is scheduled to meet with the Commonwealth Secretary General Patricia Scotland during her engagement in London.
Minister of Foreign Affairs Joseph Malanji confirmed this to ZANIS in London this afternoon.
Mr. Malanji also stated that the Vice President will hold several bilateral meetings on the sidelines of the Commonwealth summit.
He further said Mrs. Wina will this evening meet Zambians living in the United Kingdom at the residence of Zambia’s High Commissioner to the United Kingdom Muyeba Chikonde.

The Barotse Royal Establishment (BRE) says it is now ready for negotiations with Government of the Republic of Zambia on the controversial Barotseland Agreement of 1964.
Speaking at a press briefing at the Kuta in Limulunga district today, BRE Prime Minister , also known as Ngambela locally, Nyambe Mwenda said the BRE has concluded its pre-dialogue consultation process in respect to the pending negotiations.
The BRE had concertized the formation of a dialogue Council which will handle the negotiations with government, the Ngambela said.
He told the media that the council would comprise representatives of communities, Barotse political activists, the institutions of traditional governance structures and specific nominees of the BRE.
The Ngambela disclosed that the dialogue Council will be unveiled after a meeting of the district Chiefs and their Kutas in due course.
Mr Mwenda expressed his gratitude to President Edgar Lungu’s commitment to engage in direct negotiation with the Barotse Royal Establishment and for providing a conducive environment for the BRE to work through the process of pre-dialogue consultation.
The Ngambela also extended appreciation of the Litunga Lubosi Imwiko II to the people of Barotseland for their patience during the period leading to the current position.
About 74, 639 Farmers E-Voucher Cards for the 2017/2018 farming season have not been redeemed in Central Province.
Acting Provincial Agricultural Coordinator (PACO) Sylvester Mubanga, said this is out of the 100, 265 cards that were activated.
Speaking in an interview with ZANIS in Kabwe today, Mr. Mubanga said 130, 421 farmers made deposits amounting to K110, 196, 800 in the Province.
He said 25, 617 farmers e-voucher cards were successfully redeemed for the 2017/2018 farming season in Central Province.
Mr. Mubanga however, said it is difficult to arrive at the exact number of cards that have not been redeemed because apparently, farmers can use the same cards to swipe at any Automated Teller Machine (ATM) and get cash.
He also explained that a good number of farmers who made their deposits could not redeem inputs because banks did not activate their cards on time.
Mr. Mubanga further said most of the challenges that characterized the E-Voucher Farmer Input Support Programme (FISP) hinged on technological lapses, the slow pace by banks to load the cards and the absence of agro service providers in some districts.
He revealed that currently, all the districts in the Province are compiling reports on the e-voucher FISP with a view of generating accurate data.
He however, singled out Kapiri Mposhi as the best performing district and Ngabwe as the worst performing in the Province.
