Ng’ona bridge washed away following heavy rains

Ng’ona River Bridge in Kawambwa district has been washed away following heavy rains being experienced in the area.

The District has since been cut off from being accessed from Mwansabombwe and Nchelenge Districts.

Kawambwa District Council Chairperson Kalumba Chifumbe told ZANIS in Mansa yesterday that the bridge which is on the Kawambwa – Mbereshi road was swept away yesterday morning due to flooding leaving motorists and other road users stranded.

Mr. Chifumbe said the bridge which was constructed in the early 1980s collapsed due to heavy downpours that have been experienced in the area and lack of periodic maintenance.

He said the bridge could not withstand the amount of water pressure which passed through the culverts leading to its collapse and subsequent washing away.

Mr. Chifumbe has however called on the people of Kawambwa not to panic as the district can also be accessed using the newly constructed Kawambwa – Mushota – Luwingu road and the old Mansa – Mung’anga – Kawambwa road.

He has advised people travelling from outside the district using both public and private transport to use the said roads.

Mr. Chifumbe said the Ministry of Housing and Infrastructure Development has assured him that engineers will be moving in to put temporal measures to make the road passable.

And Infrastructure Development Minister Ronald Chitotela has revealed that engineers from the Road Development Agency Luapula regional office have been dispatched to check the washed away Ng’ona River Bridge.

Mr Chitotela said Kawambwa like other parts of Luapula Province has been experiencing heavy downpours leading to the swelling of many rivers due to flooding.

He explained that the corroded culverts under the bridge could not withstand the huge of volume of water violently passing through them.

“I wish to appeal to our people not to panic as government is doing everything possible to replace the washed away bridge. As you may know, the Ng’ona river bridge connects Kawambwa to Nchelenge and Mwansabombwe districts; so it’s an important bridge,” Mr Chitotela said.

He said government is looking at possibilities of using berry bridges as a temporal measure to allow traffic and movement of people to resume.

Mr Chitotela however said people wishing to travel to Kawambwa should use either the Kawambwa – Luwingu – Mushota Road (from Mansa) or the Nchelenge – Kampampi – Mulwe Road (from Mwansabombwe or Nchelenge).

“We are working hard to ensure that we restore the damaged infrastructure in the quickest possible time,” he said.

Zambia drops on April FIFA Rankings

Zambia has dropped one place on the FIFA rankings for April, 2018.

Chipolppolo have dropped from 77 to 78 as Wedson Nyirenda’s team continues its slide since January when they started the year at number 72.

Last month’s 2-0 loss the hosts suffered in the Four Nations Tournament final to Bafana Bafana in Ndola contributed to this month’s slide.

Bafana on the other hand shot four places after their victory in the tournament Zambia hosted in Ndola from March 21-24.

Chipolopolo are also 17th on the CAF rankings where Tunisia are the highest ranked country from the continent on the FIFA charts at number 14 in the World.

HH says he will instruct UPND lawyers to file a motion to reopen the 2016 presidential Petition

The opposition United Party for National Development (UPND) has said that it will file a motion in the constitutional court to reopen its presidential Petition.

UPND leader Hakainde Hichilema said that his party will file the motion because the Constitutional Court has also entertained Patriotic Front (PF) Secretary General Davies Mwila’s application to set aside or reverse its ruling on Ministers who served beyond the dissolution of parliament in 2016.

Mr. Hichilema said that he will instruct the UPND lawyers to reopen the election petition because the ConCourt has entertained an application by the PF Chief Executive Officer.

President Edgar Lungu and visiting President of India Shri Ram Nati Kovind today launched works to decongest Lusaka roads at a cost of 289 Million US Dollars.

At a ground-breaking ceremony in Chilanga District, Lusaka Province, President Lungu says the decongestion of Lusaka roads is the biggest government to government cooperation project.

The Head of State says the PF Government has shown commitment towards decongesting Lusaka through other road projects such as the L400.

He says Zambia is positioning itself well to become a transport hub for the SADC region especially through the expansion of roads and creation of ring roads.

President Lungu says the people of Zambia did not misplace their confidence in the Patriotic Front- PF as it has proven hard work.

He has since praised Export and Import- EXIM Bank of India and the contractors AFCOMS and Shapoorji Pallonji for the commitment towards the project.

And President of the Republic of India Shri Ram Nati Kovind says development cooperation is key in India’s economic diplomacy.

President Kovind says he is happy to be part of the launch of the historic project in Chilanga as congestion results in loss of man hours and productivity.

He says he is confident that the project is a landmark symbol of the enhancement of the already existing friendship between India and Zambia.

Earlier, Local Government Minister Vincent Mwale says the project is a landmark move to improve motorised mobility in urban areas.

Mr. Mwale has since urged Zambians to continue supporting President Lungu as he has put great effort to improve the lives of the Zambian people.

Meanwhile, Housing and Infrastructure Development Minister Ronald Chitotela has assured the nation of quality works.

He says the local people will also have to be empowered through the 20 percent reserved for Zambian contractors.

And Lusaka Province Minister Bowman Lusambo says people in his Province are excited over the roads project.

The Republican President of India has since left for Livingstone to appreciate the natural wonder of the world, the Victoria Falls.

The three day State Visit ends today as he is expected to leave Zambia this evening.

Jean kapata explains why she never took Kambwili to court

I did not take Chishimba Kambwili to court for lying when he claimed that I was involved in the illegal sell of mukula timber because he apologised and we reconciled, says Lands and Natural Resources Minister Jean Kapata.

Ms Kapata who is Mandevu constituency PF Member of Parliament (MP) told the Daily Nation that the church intervened and prevailed over their case and subsequently reconciled the duo.

Late last year, Ms Kapata threatened PF Roan constituency MP, with legal action for allegedly defaming her character.

But when asked yesterday how far the case had gone, Ms Kapata said it was water under bridge as the two had reconciled after Mr Kambwili apologized.

“For me and Mr. Kambwili we have come a long way, we are colleagues and our children are friends. He is Catholic and I’m Catholic, and the church prevailed over us. He apologized to me and I also apologized to him, so that case is water under the bridge,

“He (Kambwili) is actually my young brother and I know he respects me as his older sister,” Ms Kapata said.

Ms Kapata however said the corruption allegations were unfounded and false aimed at depicting the PF government with a corruption tag.

Mr Kambwili accused Ms Kapata of being involved in the illegal selling of mukula timber to Chinese nationals without any kind of evidence at all.

The allegation then prompted Ms Kapata to seek legal redress against Mr Kambwili.

Ms Kapata told a press briefing in Lusaka late last year that she had asked her Lawyers to write to Mr Kambwili to ask him to retract and apologize to her within seven days failure to which he would be taken to court. She also demanded for K10 million from Mr Kambwili for defaming her.

ZCID will not lead the dialogue process-UPND

The opposition UPND says it is shocked that the ruling party PF is peddling lies that the party has agreed for the Zambia Center for Inter Party Dialogue (ZCID) to lead the dialogue process.

UPND Spokesperson Charles Kakoma says the UPND rejected the proposal last year to have ZCID to lead the dialogue process because they have no capacity.

Mr. Kakoma says since then, the Commonwealth in consultation with other stakeholders, has come up with a new and revised strategy paper in which the dialogue process in Zambia will be spearheaded by a Political Dialogue Steering Committee and not the ZCID.

He says for the avoidance of doubt, the Commonwealth Special Envoy for the Zambian dialogue talks Professor Ibrahim Gambari stated at his latest press conference at the Intercontinental Hotel in Lusaka held on 11th March 2018 that the talks will be spearheaded by the Political Dialogue Steering Committee.

He states that the PF are sleeping and dreaming about the ZCID leading the Commonwealth dialogue talks in Zambia and that they should wake up and face the new reality that the ZCID will not lead the dialogue process.

Mr. Kakoma says the Steering Committee is the agreed Zambian owned and-led oversight body mandated to steer, manage and coordinate the national dialogue process, under the overall guidance and consultation with the Commonwealth Special Envoy for the Zambian dialogue talks Prof Ibrahim Gambari.

He adds that after the formation of the Steering committee, the nominees from all stakeholders will meet and elect a chairperson from among the members.

Kabwe Council facing challenges to pay workers

Kabwe Town Clerk (TC), Ronald Daka says the wage bill for the municipality has increased tremendously to an extent that the local authority is facing serious challenges to pay salaries.

Mr. Daka said the monthly wage bill for the council stands at about K2.4million which is largely financed by government through the Equalization Fund currently pegged at K1.3 million per month.

He said this in a report presented on his behalf by the Director of Public Health, Paul Mukuka, to the ordinary full council meeting in Kabwe.

Mr. Daka said the equalization fund which is the main source of payments for officers in divisions one to three is not adequate adding that it is late by one month making it difficult to pay the rest of the workforce.

He stated that the balance of about K1. 6 million has to be generated locally in order to meet the monthly total wage bill for all the workers putting a strain on service delivery by the council.

Mr. Daka disclosed that in the interim, arrangements are being made to secure an overdraft facility to pay the rest of the workforce in the next one week while management awaits for the March 2018 equalization fund.

He however said management is pushing for the completion of the valuation roll which should be ready for implementation in the second quarter of this year among others long term interventions.

Meanwhile, Mr. Daka said the newly opened Intra City Bus Station in Kabwe is reportedly running at a loss saying the municipality is spending about K53, 400 in service charges and wages.

Mr. Daka said this is a sharp contrast to about the K25, 000 the council collects in bus charges and ablution fees per month.

He explained that the council on average per month spends K8, 000 on water, K1, 000 on electricity, K3, 900 on toiletries and K41, 000 on workers manning the station.

Mr. Daka has since urged the council to consider revising the daily fees upwards or reduce the current fees and start charging buses per trip in order to improve the revenue performance.

He argued that the move would see the council raise about K72, 000 per month from the Intra City Bus Station.

And Kabwe Mayor, Prince Chileshe, advised the council management to be cautious with tariff adjustments.

Mr. Chileshe said there are guidelines to that effect saying management should study them carefully before implementing any revisions.

And Kabwe Municipal Council has approved the expenditure of over K700, 000 Constituency Development Fund (CDF) for Kabwe Central to be used for various developmental projects.

The ordinary full council meeting that was held at the Civic Centre yesterday unanimously gave a go ahead for the expenditure of K781, 946 CDF for various projects.

This was after the Director of Public Health, Paul Mukuka, on behalf of the Town Clerk, Ronald Daka, presented the recommendations of the Kabwe District Development Coordinating Committee for considerations.

About K240, 000 out of the funds has been set aside for the gravelling and rehabilitation of roads in all the wards in the municipality.

Speaker urges Architects to Redesign National Assembly motel into a wondrous site

Speaker of the National Assembly Patrick Matibini has implored the Ministry of Housing and Infrastructure Development to prioritize the accommodation of Members of Parliament (MPs) in the redevelopment of the National Assembly and its Project.

Dr. Matibini said this at the National Assembly Projects’ Architectural Design Review meeting with the Finance Minister Margret Mwanakatwe and the Ministry of Housing and Infrastructure Development architectural team.

The Speaker explained that it is vital that at least 140 units of accommodation is secured in the second phase of the redevelopment of the National Assembly Motel.

Dr. Matibini further explained that the Conference facilities with improved dining and restaurants need to be prioritized as a means of generating income within the Motel.

And Mrs. Mwanakatwe has since challenged the Ministry of Housing and Infrastructure Development to redevelop the National Assembly architectural design into wondrous sites that will give a high class profile to MPs in their stay at the Motel.

She added that the Motel should provide security and enough space as most MPs use the premises with their families hence, the need for it to offer a conducive environment for them.

And Ministry of Housing and Infrastructure Development Senior Architect Emmanuel Mwamba received the concerns made by the Finance Minister and the Speaker by pledging to improve the designs to the suggested standards.

India’s First Lady donates K10, 000 to ZAMISE

Indian First Lady, Savita Kovind who made a donation of K10000 when she visited Zambia Institute of Special Education (ZAMISE) in the company of first Lady Esther Lungu.

The Indian first Lady said said she is impressed with the school.

And First Lady Esther Lungu said children with special needs need to be shown care and love like any other children in society.

The First Lady noted that children with special needs also have the right to proper education and social life.

The First Lady said she has the passion to see that children with special needs are appreciated hence, she is happy to see that schools such as ZAMISE have taken up such responsibility.

Earlier, ZAMISE Principle Grace Mulenga indicated that the school is committed to empowering children with special needs with quality education to enable them lead independent lives.

Botswana President Masisi arrives in the country on a working visit

Newly inaugurated Botswana President Mokgweetsi Masisi has arrived in the country for a one day State visit.

The plane carrying President Masisi touched down Kenneth Kaunda International Airport at 10:53 hours local time.

He was received upon arrive by Foreign Affairs Minister Joseph Malajni, Lusaka Province Minister Bowman Lusambo, Senior Government Officials and staff from the Botswana Embassy.

Speaking to journalists shortly upon arrival, President Masisi disclosed that he is in the country to strengthen and broaden the exiting bilateral ties between the two SADC countries.

He stressed that Botswana is committed to further deepen and grow the existing relations.

President Masisi said he wants to reassure President Lungu of his government’s resolve to continue with the projects embarked on by the former President Ian Khama.

This is the first visit President Masisi has taken to Zambia after assuming office on Sunday 1st April 2018.

President Masisi took office following the stepping down of former President Ian Khama who stepped down on Saturday 31st, 2018 ahead of next year’s elections.

President Masisi is expected to fly back home this afternoon after concluding his working visit.

Anil Agarwal, the Chairman of Vedanta Resources Plc, today outlined a Path to Growth for the Konkola Copper Mines (KCM), a Zambian subsidiary of the diversified global mining and resources company. The Chairman also expressed confidence in what he sees as the start of an African economic resurgence driven by various metals.

Mr Agarwal, who is on a two-day visit to Zambia, where he has attended the India-Zambia Business forum, said Vedanta was fully committed to supporting KCM’s plans to increase production to 400,000 metric tonnes per annum in the next few years. The growth will be driven by an injection of $700 million, following Vedanta’s previous injection of $300 million (comprising the $1 billion pledge of fresh investments made by Mr Agarwal in 2017)

Speaking on the sidelines of the Zambia-India Business forum, the Chairman said that KCM will construct a new cobalt refinery, a coal-fired power plant, a training school for upskilling local talent and continue to invest in local communities in the areas of education, health, sport and poverty eradication and sustainable livelihoods.

Mr Agarwal commented: “I was eager to come to Zambia almost 15 years ago at a time when KCM was facing a lot of challenges. We have now created a strong position for KCM after investing over $3 billion. Last year I pledged to invest an extra $1 billion. We are targeting strong growth for KCM in the years ahead.

Mr Agarwal said Zambia remains one of Africa’s preferred investment destinations and that further improvements to investment climate, stability in the tax regime and affordable power would attract still more foreign direct investment to the country. Zambia has an excellent pool of talent, which Vedanta and KCM will continue to nurture.

“Our desire is to have a win-win situation. The government must be happy the Zambian public must be happy and our communities must flourish. We will maintain a continued focus on safety and the environment to realise this. We need to be patient, and we would ask our labour unions to be patient too. We plan to redeploy all the money we make to ensure the growth of KCM,” he added.

The Chairman, who spoke on a wide range of mining issues, touted South Africa as another attractive destination for FDI, in view of President Cyril Ramaphosa’s business friendly disposition, and he pointed to Anglo American Plc’s commitment to remain in South Africa as a positive turnaround.

“Anglo is very much a part of South Africa and they should be proud to remain in South Africa. I am happy that they have changed their mind about selling all their assets in South Africa. All this, I am sure, is because investor confidence has picked up in the wake of President Cyril Ramaphosa’s election,” Mr Agarwal said.

Mr Agarwal has become the biggest individual shareholder in Anglo American after investing a part of his family’s wealth in the global mining firm.

The Chairman projected a strong performance for aluminum and zinc on global markets and for a steady price for copper.

Mr Agarwal concluded on the subject of south-south cooperation and investments, saying: “India will need a lot of resources from Africa and this will strengthen cultural and economic relations between, for instance, Zambia and India.”

Creamy Mushroom Soup

Ready: 20 mins

Serves: 6

Ingredients

  • 227g of fresh mushrooms
  • 2 tablespoons of chopped onions
  • 1 to 2 minced garlic cloves
  • 2 tablespoons butter
  • 3 tablespoons flour
  • 473 ml of chicken broth
  • 237 ml light cream or evaporated milk
  • Salt and Pepper to taste
  • 1/4 teaspoon of nutmeg

Directions

Cut the mushrooms into slices.

On a medium-high heat, melt the butter in a large frying pan; add in onions, garlic, and mushrooms and cook until the onions are soft.

Mix in 2 tablespoons of flour and stir well. Add in the chicken broth and heat until slightly thickened, stir frequently.

In a separate bowl, stir the last tablespoon of flour into the cream and add the seasonings.  Pour the cream mixture into the soup and stir on a medium heat until thickened.

Serving

Serve hot with fresh bread. Enjoy.

Zambia, India holds business forum, sign 4 MOUs

President Edgar Lungu says he expects trade exports to India to exceed U$D1 billion by the end of this year.

President Lungu regretted that Zambia’s exports to India are less than eight hundred million US dollars.

Mr. Lungu has since challenged the business community to take advantage of the bilateral and trade ties that exists between Zambia and that country.

The Head of State said this during the Zambia-India Business Forum held in Lusaka today.

The Forum is organised by Government through the Ministry of Commerce, Trade and Industry under the auspices of the Zambia Development Agency(ZDA).

President Lungu said government through the Seventh National Development Plan(7NDP) wants to promote and accelerate trade by diversifying Zambia’s economy through a resilient but robust industrialized path or agenda.

He said to achieve this agenda, the private sector is key in participating in the activities that will help grow the country’s economy.

The Head of State noted that Zambia is endowed with abundant natural resources such as water, land and good soils that can spur economic growth.

The President said this is also evidenced by a number of visitations by former Republican Presidents as well as current serving government officials from India and other countries.

And the visiting President of India Ram Nath Kovind disclosed that his country would continue assisting Zambia become a regional hub for pharmaceutical products since it imports most of her medicines.

The Indian President said trade investment between his country and Zambia would soon hit U$D5 billion in key sectors of the economy such as energy, tourism, education, health among others.

Mr. Kovind said there is still room for expanding linkages and entrepreneurships through the bilateral relations which have continued to exist for many years now.

He called for the establishment of the India-Zambia trade corridor through the established Chambers of Commerce (Zambia’s Industrial Chamber of Commerce and that of India).

The two Heads of State commended the holding of the Forum saying it was a platform for intensifying trade investment opportunities and also assured that their governments are catalysts for promoting trade by empowering local businesses.

The forum was attended by senior government officials from both India and Zambia and representatives from the private sector.

The Ministry of Health and Apollo Hospitals of India has signed a Memorandum of Understanding (MoU).

The MoU is based on technical assistance, capacity building and exchange programmes among others between India and Zambia.

Minister of Health, Chitalu Chilufya signed on behalf of the Zambian government while Apollo Hospitals of India Vice President Dr. Haariner Singh Sidhu signed on behalf of the hospital.

The two governments reaffirmed their commitments to improving the welfare of the Zambian people with regards to the provision of quality health care services.

Dr. Chiluya noted that India is endowed with highly expertise in cardiac hence Zambia can learn from that country.

Dr. Chilufya stated that the number of referrals abroad would now be reduced following the historic signing of MoU which is driven by the private sector in improving the health sector in Zambia.

The signing in ceremony was witnessed by Foreign Affairs Minister, Joseph Malanji, Zambia’ High Commissioner to India Judith Kapijipanga, Medisys Limited Executive Director Chandan Yadav, senior health and government officials.

Government says it recognizes the critical role of local authorities as an engine of delivering services, infrastructure and development to communities.

Central Province Minister, Sydney Mushanga says this is why government has remained committed to promoting decentralization, democracy and good governance through local authorities and strengthening their financial capacities.

Mr. Mushanga stated that government will also strengthen the capacity of councils with respect to management and efficiency, resource mobilization and strategic planning for efficient service delivery.

The Provincial Minister was speaking yesterday in Kapiri Mposhi district during the groundbreaking ceremony for the construction of a shopping plaza and hotel by Kapiri Mposhi Town Council.

He pledged government’s full support to the local authority for it to create realistic valuation rolls, charging of fair levies and licenses in order for it raise its revenue for service delivery.

Mr. Mushanga also told the council management that government was in the process of devising an appropriate formula for sharing national taxes collected within the jurisdiction of local authorities in order to strengthen their revenue base.

He therefore called on councilors to put behind their partisan politics and focus on their civic responsibilities of ensuring that services are provided to residents in their respective wards.

“This approach will enable you to provide efficient and effective services to your residents who have been receiving poor levels of services. Communities should also be allowed to have an input into decision making in the delivery of services in their communities,” he said.

He noted that the construction of the shopping plaza, which has been awarded to a Chinese firm, ZINCOR Investment Limited, will change the face of Kapiri -Mposhi town.

Mr. Mushanga also called on the construction company to employ local people during and after the construction phases in line with the Seventh National Development Plan of creating jobs for local people.

The construction of the shopping plaza and hotel is expected to take eight months.

Speaking earlier, Acting Kapiri Mposhi District Council Chairperson, John Mutambo, unveiled Zambia’s FIFA referee, Jan Sikazwe as Tourism Ambassador for Kapiri Mposhi.

And speaking in an interview with ZANIS, Mr. Sikazwe described his appointment as Tourism Ambassador for his home town as an honour.
