ZESCO Muzuma substation being upgraded to KV 330 (from KV 220) in order to be connected to the national grid as soon as the Maamba coal plant station is commissioned
Some Senga residents in Northern Province have expressed displeasure over the delay by ZESCO to connect electricity to their homes despite paying connection fees.
Stephen Chanda from Senga District who spoke on behalf of the affected customers complained that they were disappointed over the poor service being rendered by utility the company.
Mr. Chanda explained that they paid connection fees more than five months ago but up to now no single house has been connected to electricity.
He said each time they make a follow up they are given excuses of the company being in short supply of meters, the situation he described as unfortunate.
Mr. Chanda has since appealed to the higher authorities to look into their plight or risk taking the matter to court.
But when contacted for comment, ZESCO Spokesperson, Henry Kapata said the company had some challenges with power connection materials.
Mr. Kapata has however pointed out that the issue is steadily being normalized as the company has started receiving materials that will soon be distributed to various parts of the country.
He has appealed to the company’s customers to remain patient and calm stating that the company is committed to providing quality services to them.
UPND Member of Parliament Gary Nkombo and his Roan counterpart Chishimba Kambwili have applied to the Constitutional Court to join the case in which two known PF supporters, Robert Chabinga and Henry Mulenga have commenced Judicial Review proceedings over the motion to Impeach President Edgar Lungu.
This is after PF lawyers led by Lewis Mosho and others commenced the action with a view to quickly entering into a consent judgment with Attorney General Likando Kalaluka to have the impeachment motion quashed by Court before Members of Parliament even get an opportunity to debate the motion.
With Mr Nkombo and Mr. Kambwili joining the proceedings, such a move will be prevented.
The matter is now before Judge Banda Bobo.
Tuesday, THE Lusaka High Court has halted the impeachment of President Edgar Lungu following a challenge against the Speaker’s decision to entertain the motion.
The Applicants, Robert Chabinga and Henry Mulenga say the Speaker’s decision to accept the motion of impeachment was unreasonable, procedurally improper and illegal.
The decision they said was tainted with procedural impropriety, because the issues raised in the impeachment directly touched on matters that were actively before the courts of law making it illegal, unreasonable and procedurally improper.

The applicants are being represented by Lusaka lawyers Mr Hobday Kabwe of Hobday Kabwe and Company, Mr Lewis Mosho of Lewis Nathan Advocates and Mr Kanja Mpundu of Palan and George Advocates.
They noted that parliament could be challenged in court when it made decisions that impinged on constitutionality and that the National Assembly was not meant to shield itself with privileges which glaringly undermined the constitution.
The rule of law they noted provided for the control of public power including judicial review of all legislation and conduct which was inconsistent with the constitution.
In her ex parte order for leave to apply for judicial review granted on 4th April, 2018, Judge Bobo Banda granted the application for leave that was to operate as a stay of the decision of the Speaker of the National Assembly to table the Notice of Motion presented by Mr Gary Nkombo and Mr Chishimba Kambwili to impeach the President pending the full determination of the matter or until any further direction by the court.
The Applicants noted that any act or omission that contravened the constitution was illegal. The motion was such act.
This was because the motion of impeachment dealt with grounds that were still being determined by another arm of the government which were the courts of law and were therefore sub judice.
Failure to observe this fact was prejudicial.
They argued that the Speaker’s decision to table the motion was unreasonable in so far as the Speaker should have known some of the issues raised were before the courts or irrelevant as they related to decisions made by independent organisations such as Kawambwa Tea and ZAFFICO operating under the Industrial Development Corporation (IDC), which entities were audited by the Auditor General and were therefore accountable to the central treasury.
They also said that the motion was unreasonable because all the signatories who appended their signatures were members of the UPND, hence the Speaker should have exercised reasonable observation of partisanry.
They also said the motion was illegal, null and void because the Speaker should not have entertained receipt and notice of matters that were either awaiting determination under various causes before the courts, or indeed were not of sufficient gravitas to warrant the impeachment of a sitting President.

Independent Churches of Zambia (ICOZ) Board Chairperson Bishop David Masupa has apologised to MMD Faction leader Dr. Nevers Mumba that the church was unable to give him the necessary support during his incarceration.
On Monday UPND Vice President Geoffrey Mwamba accused the church of abandoning Dr Mumba in his hard times.
But Bishop Masupa has told Q-news that the church cannot abandon their own irrespective of their standing in society.
He says Dr. Mumba’s incarceration happened within the shortest period of time therefore it was difficult for the church to even pay him a visit in prison.
Botswana’s new president, Mr Mokgweetsi Masisi is today expected to pay a courtesy call on Zambia’s President Edgar Chagwa Lungu.
President Masisi will be accompanied by the Minister of International Affairs and Cooperation, Vincent T. Seretse, Minister of Mineral Resources, Green Technology & Energy Security, Eric Mothibi Molale and Minister of Transport and Communications, Onkokame Kitso Mokaila. The delegation will return home the same day.

The Inter-Company Relay (ICR) Chairperson Elias Mpondela says the ICR project has contributed immensely to the development of sport and athletics in the country.
Mr. Mpondela said ICR is not a profit making project as it was initiated in 1999 by the Zambia Amateur Athletic Association (ZAAA) to raise funds for the development and promotion of athletics in the country and also promoting an integrated approach to health response and wellness.
He was speaking at the official launch of the multi-choice 20th anniversary of the inter- company relay under the theme, ‘20 years of promoting wellness and athletics.”
Mr. Mpondela noted that ICR brings together corporate, civil and government leaders and the community at large.
He said they will provide testing and screening of various medical conditions during the relay which will be held on 16th June 2018.
He further said ICR has enabled ZAAA, through the funds raised to participate favorably at the African championships, world championships, commonwealth, continental and Olympic Games as well as the ongoing Gold coast games in Australia.
And Multi Choice Zambia Managing Director, Ngoza Matakala said they are honored to be the main sponsors of this year’s ICR and that they have been partners since its inception.

Minister of Commerce, Trade and Industry, Christopher Yaluma
Government says Zambia will only sign up to the African Continental Free Trade Area (ACFTA) after thorough engagements with stakeholders and the private sector in the country.
The AFCFTA was officially launched on 21st march 2018 as part of Africa’s wider agenda to boost intra Africa trade in line with agenda 2063.
Once fully operational, the AFCFTA will be the largest trading bloc on the continent bringing together 55 African countries with a combine population of more than 1 billion people and a combines GDP of more than US$3.4 trillion.
Speaking during a high level sanitization meeting on the continental free trade area, Commerce Trade and Industry Minister Christopher Yaluma says his ministry welcomes collaborations from various partners to create awareness and prepare the private sector and the common man for the agreement.
Mr. Yaluma says there is need for the private sector and all stakeholders in the area of trade to take keen interest in developments taking place in the context of the African continental free trade area.
He has since called on the private sector, and manufacturers to continue working towards enhancing productivity and promotion of trade in value added products to create the necessary competitive edge at both regional and continental level.
Speaking at the same meeting Transport and Communications Minister Brian Mushimba affirmed his ministry’s commitment in ensuring that there is proper and adequate infrastructure at local, regional and continental level that will contribute to the enhancement of trade.

The Barotse Royal Establishment (BRE) has postponed the Kuomboka traditional ceremony of the Lozi speaking people of Western Province from the 21st to the 28th April, 2018.
In a statement issued to ZANIS today, BRE Representative Induna Katema Aketata Batunda, disclosed that the change has been necessitated to allow the Kuomboka Kufuluhela Committee to prepare adequately.
“I wish to repeat that the date for this year’s Kuomboka ceremony has been changed from the 21st April to the 28th of April 2018 to enable the Kuomboka –Kufuluhela committee prepare thoroughly and complete necessary tasks and obligations,” he said.
BRE Representative Induna Katema said the preparations of the ceremony were receiving overwhelming responses from both the local and international communities.
Induna Katema apologized to all well-wishers for any inconveniences the adjustment would cause.
Meanwile the BRE has expressed disappointment with the infamous dark city boys who have been terrorizing residents of Mongu district in Western Province.
Induna Katema said the behaviour being exhibited was uncalled for and strange to the cultural of the land.
He said Zambians are known to be peaceful and trustworthy thus the disturbances emanating from the notorious group were a source of concern.
Induna Katema cautioned the group perpetrating violence to desist from the behaviour stating that police were on the ground to bring the culprits to book.
He expressed hope that the Kuomboka ceremony which has been pushed to the 28th of this month as announced will be peaceful.
And police in Mongu have assured the public that they are conducting patrols and will intensify police presence to ensure that the situation is addressed and culprits brought to book.
Earlier this week Police arrested 9 boys between the ages of 17-18 from the group after disrupting learning and forcing a number of schools to be closed in the district on Monday.
Chipata District Commissioner, Kalunga Zulu says the district has continued to perform below par in maternal health as a result of mothers not seeking health services.
Mr. Kalunga said the district has already recorded six maternal deaths this year saying the majority of which occurred in health facilities.
The DC was speaking during a traditional leaders’ meeting on maternal health in Chipata today.
‘’Regrettably, Chipata District has continued to perform below par in maternal health due to low demand for antenatal coverage which was at 83 percent in 2017 and has remained below 90 percent of the national target while institutional deliveries is stagnant at 73 percent,’’ he said.
Mr. Zulu however said in an effort to address the problem, the Ministry of Health has since organized a meeting for Chiefs in Chipata to develop strategies on how to increase demand for reproductive health services.
He stated that the role of traditional leaders in the development of the nation is cardinal if the number of maternal deaths were to reduce.
Mr. Zulu said traditional leaders are key stakeholders in national development hence their attendance in such important meetings will help improve the health of mothers and children since they are closer to the people.
He further said there is need for continuous sensitization of so that people can take advantage and utilize the health services that government has brought closer to them.
The District Commissioner said so far 600 Community Volunteers such as Safe Motherhood Action Groups (SMAGs) and 300 Neighbourhood Health Committees (NHCs) who are actively involved in mobilization of the local community members have been trained with regard to encouraging people to seek health services.
Mr. Zulu also said government is committed to closing the staffing gap in the Ministry of health as it intends to recruit 1,000 health personnel.
Out of the number recruited last year, the district received 39 health workers to add to the existing 88 workers.
And speaking earlier, Chipata District Heath Director, Charles Fanaka said the meeting was aimed at engaging traditional leaders towards improving maternal health in the district.
Southern Province Minister Edify Hamukale says the coming of Indian President Ram Nath Kovind to Southern province tomorrow will be an opportunity for government to market the tourism potential in Livingstone.
Speaking when he addressed the public media at his office in Livingstone today, Mr. Hamukale said there are a lot of investment potential in the tourist capital and the province at large that needed the outside world’s attention.
Mr. Hamukale said it is for this reason that as a Provincial Minister, he was delighted that the Indian President will be visiting the tourist capital, an opportunity for government to show case what Livingstone and the country at large can offer to the Indian business community.
He said government is privileged to have such a rare visit by the Indian President adding that the visit will enhance the existing cordial relationship the two countries have enjoyed over the past years.
“I am hopeful that the Indian business community will learn more from the Zambian side and equally share what India has to offer in terms of business opportunities in that country,” Mr. Hamukale said.
The Indian President is expected to arrive at Harry Mwaanga Nkumbula International airport in Livingstone tomorrow at 11:00 hours and expected to visit the famous Victoria Falls before his departure from Livingstone.

The opposition UPND has announced that it is taking further steps to officially write to the UN Secretary General on the conduct of its Resident Representative Janet Rogan.
UPND Deputy Secretary General Patrick Mucheleka said the party will report Ms Rogan to the UN Chief together with accompanying documentation as proof of her compromised position.
He has since challenged the UNDP Resident Coordinator Janet Rogan and the Electoral Commission of Zambia (ECZ) to tell the nation on the credibility of the 2016 elections since the UN funded report has been unearthed and published.

PF DEFENCE OF JANET ROGAN CONFIRMS SHE IS COMPROMISED
Now that the UN funded report has been unearthed and published, we challenge the UNDP Resident Coordinator Janet Rogan and the Electoral Commission of Zambia (ECZ) to tell the nation on the credibility of the 2016 elections.
Janet Rogan was on record immediately after the elections declaration at Mulungushi Conference Centre telling the media that the elections were free and fair and that those that had lost must move on and look to the 2021 elections.
But her own report has identified massive flaws in the entire process hence putting into question the credibility of the 2016 elections.
The report that was commissioned and funded by the UN system in Zambia under Janet Rogan’s watch has vindicated what we have been saying that the UN Resident Coordinator in Zambia is highly compromised, that’s why she never wanted that report released.
And for us, it comes as no surprise that when the UPND President Hakainde Hichilema questions the impartiality of Janet Rogan, it is the PF as a political party under Sunday Chanda that has rushed to her defense.
Had it been the government, through the Ministry of Foreign Affairs, one would have understood, but Janet Rogan being defended by PF political cadres clearly confirms our long held view that she is heavily partisan and compromised.
Since when did the PF fall in love with international organisations with their recent record of deporting the Cuban Ambassador and deporting delegates who recently came for the formation of the Socialist Party?
PF have been on record condemning any attempts by foreign entities to interfere in Zambia’s affairs but they are now conveniently protecting Janet Rogan.
For the record, the UPND President, Hakainde Hichilema, never attacked the UN system. He actually said he respects the principles and values of the UN such as justice and equity based on respect for law and order. But Mr. Hichilema was concerned with the conduct of some of the UN staff members like Janet Rogan who has completely veered off the UN principles of respect for human rights and freedoms.
We know that all institutions of governance in Zambia have completely collapsed and the country is dangerously sliding into chaos, yet Janet Rogan has remained conspicuously quiet.
This country has been experiencing numerous incidences of political violence and injustices not seen in modern history. Opposition leaders have been brutalised and yet Janet Rogan has been absent when in fact she is supposed to take a proactive role as head of UN in Zambia . Instead, her office has met all these impunities with a deafening silence.
We are once more challenging Janet Rogan to release the post 2016 Review Report which basically indicts the UNDP as having been complicit in the mismanagement of the elections in Zambia leading to political tension in the country today.
Meanwhile, as UPND, we are taking further steps by officially writing to the UN Secretary General on the conduct of their staff member Janet Rogan together with accompanying documentation as proof of her compromised position.

President Edgar Lungu says he has cherished the long and cordial relationship which has existed between Zambia and India.
President Lungu said the relationship between India and Zambia has been there before Zambia gained its independence in 1964.
President Lungu said this when he held bilateral talks with his Indian counterpart Shri Ram Nath Kovind at State House in Lusaka today.
The Head of State affirmed that the visit by the Indian Head of State will enhance bilateral relations that the two countries have entered into.
And Indian President Nath Kovind said he is confident that the relationship which the two countries have enjoyed from the time of former President Kenneth Kaunda will continue.
Mr. Kovind commended Zambia for the peace and tranquility that the country has enjoyed over time.
This the first time in three decades that a President from India is undertaking a state visit to Zambia.
Early today, President Nath Kovind laid wreaths at the Presidential Burial Site in Lusaka.President Kovind who was accompanied by Minister of Foreign Affairs Joseph Malangi paid his respects on the burial sites of late President Michael Sata, President Levy Mwanawasa and President Frederick Chiluba.
President Kovind is accompanied by his wife Savita Kovind and other Senior Government Officials.He is expected to conclude his three day state visit on Thursday April 11, 2018 after visiting the Victoria Falls in Livingstone.
President Edgar Lungu address in Parliament for the State of the Nation Address on the Application of National values and Principles
Deputy Chief Whip Chanda Mutale has dismissed rumors circulating that the ruling party Members of Parliament (MPs) have been given K1 million each by the United Party for National Development (UPND) to support the motion of impeaching President Edgar Chagwa Lungu in parliament.
Responding to a question from Chief Chitambo of the Lala speaking people of Chitambo district in Central Province when he paid a courtesy call on him, Mr Mutale said the rumors were a fallacy and fabricated.
Mr Mutale who is also Area Member of Parliament for Chitambo said at no point has any member of parliament held a meeting with the opposition nor exchanged money.
“I would like to dismiss those rumors, they are just propaganda, I have not seen any exchange of money or meetings with the opposition,” he said.
“Where ever money is exchanging hands cannot be missed, money speaks louder, all the independent and MMD MPs are with the ruling party,” he said.
Mr Mutale said the motion of impeaching the President is a Brought In Dead (BID) motion and all matters contained in that motion would not stand on the floor of the house.
“I don’t see the substance in that motion, it will die because it is already a BID, it has no future on the floor of the house, besides, as PF we have a slogan of ‘don’t kubeba’, if they want to give us money we will eat it for free and will not support them,” he said.
He retaliated that the rumors were a lie and do not stand adding that they were desperate propaganda being propagated by the UPND.
Chief Chitambo earlier asked the Area Member of Parliament whether he and other PF MPs have been given a sum of K1 million each to support the opposition UPND on the motion to impeach the President.

ZAMBIANS resident in Sweden have called on government to intervene so that imports from Zambia could be allowed into Sweden and other countries in the region. The Zambians made a range of requests and suggestions to government at a meeting held at the residence of the Zambian Ambassador to Sweden, Ms. Rose Salukatula at the weekend.
One resident,Mr. Munir Mulla, said “those of us who have ventured into business are having challenges to bring in goods from Zambia for reasons we do not understand clearly. It is surprising because we have been able to get items from other African countries into Sweden and other countries in Europe.”

Several of those who attended the meeting said they would like to come back to Zambia but did not have land on which to invest.
Mrs. Joyce Phiri and Mr. Allan Kabanshi of Stockholm, both called for a government policy that would make it easier for Zambians in the diaspora to own land.
“We have been trying to find our way back into Zambia but this has not been easy because we do not have a place on which we can set up our homes. Most of us want to go back to Zambia but we do not have a place to stay. We would like, while we are here, to start preparing a place we can go back to when we retire,” Mrs Phiri said.
And Mr. Kabanshi added: “We need a mechanism that will help us to easily get land while we are here. A number of us would like to venture into activities such as agriculture if we were given some land.”

The Zambians resident in Sweden commended President Edgar Lungu for taking decisive action and taking the lead in containing the cholera outbreak which hit the country over the last four months.They said the President was firm, decisive and did not consider political expediency when he acted in the manner he did which was an indication that he believed in achieving what was the best for the nation.
Mrs. Docas Svensson of Uppsala, north of Stockholm, said it was commendable that for once, government decided to risk its popularity and put the nation first by removing vendors from the streets.Mrs. Svensson urged Zambians to support government on the decision to clean up streets as this had lasting benefits for the country.
“Zambians should realise that doing business on the streets in the manner that they were doing was exposing them to a lot of different hazards. The President was firm enough and decisive when he directed the cleaning up of the streets. It showed decisiveness without looking at political implications. He showed that he put the interests of the nation above his own and that is the Zambia we would like to see and the leader we want,” Mrs. Svensson said as the crowd cheered her on, with several others passing comments in agreement.
The Zambians have also called on Government to outlaw digging of rubbish pits in residential areas as these were a source of hazardous contamination.
Mr. Mutepa Sokoni also of Uppsala pointed out that there was a lot of indiscriminate digging of pits in residential areas in which people threw a variety of rubbish without regard to the harm caused to the environment.
“A lot of items thrown in these pits contain hazardous material and this will always get in contact with the aquifer which will lead to different diseases such as cancer as people drink water from boreholes and other ground water sources,” Mr. Sokoni said.
The Zambians commended the embassy for arranging the meeting noting that it was the first time they were being invited to the Ambassador’s residence for just a meeting on an ordinary day.
“You are the first Ambassador that has invited us to merely come together unlike before when we have only met during independence celebrations. This is a good thing for us as Zambians living here as it helps us feel welcome by our country and understand what government is doing for its people,” Mrs. Svensson said.
And in response, Ambassador Salukatula said she was happy to hear that Zambians were following events back home and could even commend President Lungu for the efforts he was putting up to develop the country.
She said the support shown to the President by the Zambians in Sweden over the cleaning up of the streets went to confirm that there were still a lot more Zambians who were able to evaluate issues without being subjective and were seeing the many good things that the government was doing.
“It is unfortunate that the country has seen a growing culture of condemning everything for as long as it is done by government. But today, I am impressed that you people here have set yourselves apart and are able to identify and commend a good thing for what it is. The action taken by the President was not meant to punish anyone but was done in the interest of protecting lives of the citizens and achieving a sustainable solution for the nation.”
In response to a question on what was being done to ensure that vendors did not go back onto the streets, Ms. Salukatula said government was currently constructing markets which would accommodate traders who may not have had trading space.
On the cholera issue, the Ambassador said it had been discovered that contaminated water from shallow wells and boreholes in urban settlements was one of the major sources of the bacteria that led to the outbreak.
She said government, with the help of cooperating partners, was currently upgrading the water and sewerage reticulation system around the country.
Ms. Salukatula noted that government has also signed a Statutory Instrument to regulate the drilling of boreholes while improperly dug wells had been buried.
Government has also amended and strengthened the law against street vending and public nuisances which now included numerous other offences such as offering or sale of goods in undesignated places or streets, discharging rubbish or waste from one’s moving vehicle, among others.

On land, Ms. Salukatula said the embassy would follow up the matter with authorities in Zambia before reverting with a position.
She urged the audience to revive the Zambians association as this would be an important vehicle through which they could pursue causes, such as the issue of land and others that were common to them.
“I am sure as an organised citizenry, you will find it easier to present your issues through your representatives to any entity that you may feel you need to engage. Even collaboration with your embassy here will be easier and more effective if you were an organised unit,” the ambassador said.
She called on all Zambians living in Sweden and the seven other countries to which the embassy was accredited, to register with the Mission so that they could easily be accounted for. The seven are Norway, Denmark, Finland, Estonia, Lithuania, Latvia and Iceland.
The Ambassador also took time to brief the Zambians on President Lungu’s National Assembly address on 16th March, 2018 in which the President made significant pronouncements relating to Zambia’s application of national values and principles over the last one year.
She said as the President said, it was important to note that the application of the national values and principles was not a matter for government alone but a responsibility of every citizen, family, community, institution, whether private or public, and the Zambian society at large.
Ms. Salukatula told the meeting that it had now become mandatory to sing the national anthem in full at all official gatherings and in learning institutions and that it was important that all learnt the words of the national anthem and appreciated its meaning as this was a primary symbol of the citizens’ patriotism.
She urged the Zambians to remain the law abiding citizens that they have always been so that they continue making the country proud.
The ambassador also announced that the embassy had started processing applications for dual citizenship for Zambians living in Sweden and the other countries of extra-accreditation who would want to restore their Zambian citizenship which they lost upon acquiring other nationality.
The essence of the provision in the amended constitution is that a citizen shall not lose citizenship by acquiring nationality of another country.
Ms. Salukatula said all those wishing to restore their Zambian citizenship could present themselves for an interview at the embassy and fill-out the appropriate forms.
