Minister of Information and Broadcasting Services and Chief Government Spokesperson kampamba Mulenga has severely warned what she termed as cyber criminals in Zambia.

In a statement made available to the media yesterday, Ms. Mulenga revealed that security officers are seriously following perpetrators of the vice and very soon the law will catch up with them because Government’s desire is to ensure that such criminals are caged to halt cyber-crime in the country.

The Information Minister observed with regret that the swindlers are now using her name and those of other Cabinet Ministers by posting fake details on Facebook and other social media platforms advertising opportunities such as scholarships and jobs to defraud innocent young people and some parents in Zambia.

She has since disclosed that victims are now claiming that they deposited some money in leaders’ bank accounts after being promised the same fake opportunities, affirming that some of them are even claiming refunds from Government leaders.

Ms. Mulenga was however hasty to explain that Government, through the Ministry of Higher Education is in charge of scholarships and not individual ministers and urged Zambians to be cautious by ensuring that they verify any information found on the internet because crime has now taken a new dimension and the internet is being used as a medium.

“This crime cannot go unpunished because Government realises the effort that people are putting in to earn a leaving. Depriving the little that people earn is not only criminal, it is evil”

“Let me also remind citizens that they should verify information they find on the internet because crime has now taken a new dimension and the internet is being used as a medium. Do not deposit your hard earned money unless you are really sure of the credibility of the receiver”

“Therefore, let me warn whoever is behind this crime that your days are numbered” Ms. Mulenga said

Waste management has potential to grow economy – Malupenga

Government says the waste management sector has potential to contribute to the growth of the economy.

Local Government Permanent Secretary Amos Malupenga is therefore urging stakeholders in the waste management industry to take it upon themselves to become champions of the necessary paradigm shift that no longer views waste as merely a by-product of society’s economic and social activities to be dealt with by government, but rather as something from which both the private and public sectors can derive economic opportunities.

Speaking when he officiated at a symposium aimed at discussing issues around waste management based on a study on waste management with a focus on decent green jobs creation in six cities namely: Lusaka, Livingstone, Chipata, Ndola, Kitwe and Solwezi, dubbed turning Zambia’s Trash Talk into public Private Business and Employment Opportunities, Mr. Malupenga reiterated government’s commitment to transforming waste into a resource that is aimed at improving the economy.

Mr. Malupenga says fostering sustainable development and reducing people’s vulnerability from the risk of climate change, natural and man-made disasters and environmental degradation are key pillars under the framework of the sixth national development plan.

He has also observed that solid waste management is a growing challenge for city authorities in several developing countries.

And speaking at the same event, Zambia Environmental Management Agency (ZEMA) Director General John Msimuko says the changing human consumption patterns and economic activities are contributing to the generation of various types of waste that require sustainable management.

Mr. Msimuko says waste has been recognized and utilized as a resource and has resulted in significant employment creation.

He says ZEMA remains committed to providing regulatory guidance in waste management in the country.

And speaking earlier, International Labour Organization ILO Country Director for Zambia, Malawi and Mozambique, Alexio Musindo says about 16 million Zambians and 7 billion people in the world produce waste every day.

Mr. Musindo says it is however sad to note that very few people know how much waste they produce, what happens to the waste, how it is collected and where it is dumped.

He says the amount of waste generated by humans globally will more than triple from 1.3 billion tons today to 4 billion tons by 2100.

And speaking at the same event, Finnish Ambassador to Zambia Timo Olkkonen says the public can benefit from the waste that is being pilled everywhere.

Mr. Olkkonen says there is need for Zambia to lead the way to carbon-neutral circular economy where materials are not destroyed at the end of their useful life, but are used to make new products

THE Lusaka Magistrates Court has heard that United Party for National Development (UPND) vice-president Geoffrey Mwamba is undergoing medical surgery abroad and it will take six to eight weeks.

When the matter came up for trial in the case Mwamba is charged with proposing violence against President Lungu, his lawyer, Zevyanji Sinkala, asked the court to grant his client an adjournment of two months as he was receiving medical treatment abroad.

However, the State, through Zalila Sakala, told the court that the accused was absent together with his two sureties.

In response, Mr Sinkala insisted that his client is unwell.

“Your honour, we are asking for an adjournment due to the fact that the accused person in this matter is unwell and will soon be undergoing an operation. We are equally desirous to have the matter take off,” Mr Sinkala said.

It was at this point that the State, through Mr Sakala, demanded that the defence avails the court with proper documentation to prove that indeed Mwamba is unwell and receiving treatment.

“We have heard your position, however, there is no proof to show that the accused person is unwell. Without proof, it is very difficult to accept the two-month adjournment,” Mr Sakala said.

Mwamba’s lawyer then asked the court to stand down the matter for five minutes, saying the medical report was in place but needed to get it from his colleague, who was at the High Court.

After the medical report was tabled before court, Lusaka magistrate Tandose Chabala adjourned the matter to June 30, 2017 for trial.

“I have taken into account the submissions by both parties. I have seen the medical report and it shows that it was issued on April 19, 2017, and that the accused person is unwell,” she said.

And according to a medical report, issued at CFB Medical Centre, the hospital says Mwamba attended orthopaedic clinic with complaints of painful knee joint and sometimes locking.

The hospital further said Mwamba did have injury on his left knee joint in 2013 and was diagnosed with medial meniscal tear in a South African hospital and was advised to undergo surgery.

DEFENCE Minister Davies Chama has implored Zambians to help preserve the peace and democracy which the country has continued to enjoy, by issuing responsible statements and not claiming that there is political tension in Zambia.

Mr Chama said alarming statements like the recent ones, such as that the country was experiencing political tension, had the potential to harm the nation’s image and create chaos.

The minister said this in an interview in Lusaka.

Mr Chama said statements of political tension were mere perceptions of people who were aggrieved and did not want to portray what was on the ground.

“Tension can be a perception. If people are aggrieved or annoyed, there can be tension, but in Zambia there is no political tension. The fact that you disagree does not mean there is no peace,” he said.

Mr Chama said such statements had the potential to ruin Zambia’s reputation as a valuable investment destination, which would in turn affect its economy.

He said in a democratic country, people would always have different views and disagree on certain matters, but that did not mean there was no peace.

Zambians have always known peace and so, if any form of tension arose, it would easily be recognised and would be dealt with.

Mr Chama said it was the desire of the Government to maintain and uphold the country’s peace and democracy by all means possible and in line with the rule of law.

The Defence minister wished those with grievances or were annoyed could calm down and have peace in their hearts so that they could contribute positively to the wellbeing of the country

MINES Minister Christopher Yaluma has condemned repeated invasions of KCM operations by illegal miners called jerabos, whose conduct has been likened to warfare by the company’s CEO, Steven Din.

Mr Yaluma said he was appalled by the levels of lawlessness brazenly exhibited by the jerabos in their attacks on KCM operations at Nchanga Mine in Chingola, where he was told the mine was losing millions of dollars to illegal activities of the group.

“I have never seen such lawlessness in my life. This is unacceptable. More youths will die here…we will not allow this to continue,” Mr Yaluma said as he was taken on a tour of the mine yesterday and shown a number of areas that had been invaded by mobs of jerabos.

Mr Yaluma’s visit came two days after a jerabo was killed in clashes with police, the second such death in less than a week as police battled the growing menace that has caused anxiety in Chingola.

Responding to Mr Din’s concerns about the presence of illegal processing facilities in town, he promised the Government would shut down any such operations which he said were encouraging the activities of jerabos by providing a market for stolen copper waste.

He said equipment would be confiscated from illegally set-up mining operations and urged unemployed youth, who make up the majority of jerabos, to organise themselves into cooperatives and start operating legally.

Mr Din said the current situation at the mine was like warfare.

“We are losing about US$ 1 million through illegal mining activities and vandalism of equipment which is a sad situation, but following the current happenings over the last two weeks, we are still doing auditing to come up with the actual figures,” he said.

And a leader of the jerabos in Chingola, Kabaso Mulenga, popularly known as Spax, has distanced his group from the attacks on KCM operations, saying in statement that the people invading the company’s premises were scrap metal dealers.

“The people raiding KCM are metal merchants known as scrap metal dealers and not Jerabos. Even the circumstances in which they were killed simply points to what they followed in KCM which is scrap metal,” he said.

Mr Mulenga said Jerabos were a law-abiding group.

“We enjoy satisfactory relations with the law enforcement agencies as we seek to prevent or resolve community conflict and tensions arising from actions, policies and practices taken by security personnel at KCM. And since we never take matters of the law into our own hands, will never engage in such vices,” he said.

Pay back CEEC loans – Dr Mutukwa

Citizen Economic Empowerment Commission (CEEC) Board Chairperson Kasuka Mutukwa has called on the beneficiaries who have acquired loans from the commission to pay back the money.

Dr Mutukwa says it is sad that while government was encouraging initiative by organizations such as CEEC to give out loans, it was sad that most of the beneficiaries are not paying back loans.

Commissioner Caroline Mwanza, who was represented by District Works Supervisor, Mabvuto Zulu yesterday.

The Chairperson said Zambians should however take advantage of getting loans from CEEC whose interest rates stood at twelve percent.

Meanwhile, Dr Mutukwa noted that Mambwe district is among the three districts that were in the lead in projects accessing the funds from CEEC alongside Chipata and Petauke since its inception six years ago.

Dr Mutukwa also said the district is famous because of its rice production which is being processed locally through hammer mills procured using funds acquired from CEEC.

Accompanied by CEEC Commissioner Mercy Siame among others, Dr Mutukwa , toured several projects in Mambwe district .

Among these included the first ever Zambian owned Air Mafuta Aviation Services Limited (AMAS) at Mfuwe International Airport which supplies aviation fuel for both local and international planes.

Other projects toured include Mangani Banda, Ndembe, Minemac and Lillli Rice projects, some of whom have already paid back.

And AMAS Managing Director Eliya Zulu disclosed that his company acquired K1,015,734.00 from CEEC in 2011 and has since paid back.

Mr. Zulu who has a workforce of five people is intending to spread his business to Chipata and intends to apply for over K2 million from CEEC to fund the project which requires a total sum of K2, 862,860.

The commission was on a three day tour of some projects funded by CEEC in three districts, namely Mambwe, Chipata and Petauke.

President Edgar Chagwa Lungu has commended the Zambia Under-20 National team for their victory over Germany in the FIFA World Cup round of 16 Match played on Wednesday at Jeju, South Korea.

“I once again wish to sincerely commend and thank the Under-20 National Soccer team for a splendid performance in this afternoon’s game at Jeju where they defeated Germany 4-3,” said the President.

“The Juniour Chipolopolo has continued to show the nation an example of the power of unity and purpose. The journey to ultimate glory seems assured going by the dedication the team has continued to display, said the President.

“On behalf of Government and indeed on my own behalf, l once again wish to encourage the players and the technical bench to continuously set their eyes on the ball in the ongoing campaign to lift the World Cup,” said the President.

NUMSA is misdirected and malicious, says Zambia Union of Govt and Allied workers

The Zambia Union of Government and Allied Workers (UG) is saddened by the continuous unjustified calls on South Africans by a Mr. Irvin Jim the Secretary General of National Union of Metal Workers of South Africa (NUMSA) to boycott buying Zambian products.

The latest of these calls were covered by the South African online publication the Independent Online (IOL) on the 30th of May 2017.

If NUMSA had done its research very well, they would have known that Zambia is a developing country which has for the year 2017 “prioritized International Trade as a tool for attaining economic growth and development”.

The calls by NUMSA work to reverse this very aim of the Zambian people.

We consider NUMSA’s calls un African, Careless, Malicious, Miscalculated and a direct attack on the Zambian people.

We also recognize that Irvin Jim is a personal friend of owner and editor of the defunct Post newspapers.

So he speaks with anger and malice and wishes to drag the entire Union into his personal fight and in solidarity with Mmembe.

We translate these persistent calls by NUMSA to South Africans to boycott Zambian products as a call to the South African people to rise up and end trade between South Africa and Zambia. NUMSA should realize that there are more goods flowing from South Africa to Zambia than from Zambia to South Africa. If Zambians chose to reciprocate because of NUMSA’s calls most South African Companies operating in Zambia would close down and that would impact negatively on the South African economy as well.

We have noted from the statement issued to Independent Online by Mr. Jim that NUMSA’s calls are based on Mr. Jim’s perception that there is political chaos in Zambia.

We want to indicate here that the perception held by Mr. Jim is not correct and that it is unwise to make calls to end trade between states based on false information.

Mr. Jim on behalf of NUMSA insinuates that Zambia is sliding into Civil War.

He claims that there is no Press Freedom in Zambia and that the Zambian Government is a confirmed dictatorship, a tyrannical government that is oppressing its people.

These are strong false allegations by Mr. Jim against the Zambian Government and its people.

It would be folly on our part as Zambia Labour Movement and also on the part of all Zambian opposition political parties to sit quiet if Mr. Jim’s claims were founded.

Mr. Jim is a lone voice on this matter; the situation in Zambia does not collaborate his claims.

Media Houses in Zambia are operating and some such as the Mast Newspaper are even critical of the regime.

Opposition parties are operating and some very critical of the regime too.

Zambian people are going about their businesses without a thought of a Civil War. If the situation was as NUMSA claims it to be, the Zambian Trade Unions as well as the Opposition Political parties in Zambia would have been the first to stand up against all such vices of evil and call for help from the outside world.

We can only conclude therefore, that there should be some personal benefit accruing to Mr. Jim for him to call upon South Africans to rise against trade between Zambia and South Africa.

What is going on in Zambia now is not new to our politics.

Politicians have been at each others throats and arrests have been done before.

Newspapers have had frictions with those in power and some have died down before but Zambia has been able to manage its affairs.

We want to appeal to all those that claim they stand with Zambia not to create unnecessary tension in Zambia by their stories because of the positions they may hold.

Zambia has systems of governance and those systems must be left to thrive uninfluenced.

We appeal to the working class in South Africa not to listen to NUMSA’s calls as those calls are founded on falsehoods.

Never at any time should they support any schemes aimed at hurting an African.

We cherish the support Zambia enjoying from South Africa but NUMSA’s calls are aimed at hurting the Zambian people.

Zambia stun Germany to reach U20 WC milestone

Zambia have reached their debut FIFA U20 World Cup quarterfinals following a dramatic 4-3 win over Germany in Jeju on Wednesday.

But Zambia had to dig deep to earn their quarterfinal spot against the 1981 winners thanks an extra-time goal from Zesco United defender Shemmy Mayembe after the two sides finished 3-3 at full-time.

It was Mayembe’s first international goal for both club and country for the right back who got his big break under George Lwandamina at Zesco Last season.

But Zambia have had to rally twice to stay in the game and later to clinch their historic last 8 spot.

Germany took the lead in the 37th minute through Philipp Ochs who whipped in a breathtaking free kick to give them a 1-0 halftime lead.

Emmanuel Banda crushed in one of his trademark volleys in the 50th minute before Fashion Sakala hammered Zambia into the lead from an acute angle in the 68th minute.

Sakala’s goal finally saw him break Bernard Makufi’s 17 year old two goal record set at the 1999 tournament in Nigeria where Zambia made its debut but exited at the group stage.

Enock Mwepu poked in the third in the 86th minute before Zambia lost it at the back.

Suat Serder sneak in one in the 89th minute to narrow Zambians lead before Jonas Arweiler equalised four minutes deep into stoppage time.

However, Mayembe made sure of Zambia’s Passage in the 107th minute after a well-worked move involving Mwepu,Fashion and Daka

Zambia now await winner of Thursdays last 16 date between France and Italy whom they face on June 5 in Suwon.

Meanwhile, Zambia have gone one better than in their second appearance at Canada 2007 where they made a last 16 exit at the hands of Nigeria.

Patriotic Front (PF) Youth chairperson Kennedy Kamba has said that the Foundation for Democratic Process (FODEP) is preaching democracy to the already converted.

Kamba noted that FODEP ought to have correctly analysed the position as emphasized by both the Patriotic Front (PF) Secretary General (SG) Davies Mwila and supported by PF National Youth Chairperson Stephen Kampyongo is that the General Conference will be held in 2020 at which all Central Committee positions will be open for elections, without exception.

He said nothing stops party structures from rallying behind an incumbent president if he will make himself available, adding that that only thing remaining is for President Edgar Lungu to inform the Party at the right time whether he will be available or not, considering the fact that Party structures have confidence in his leadership.

RESPONSE TO FODEP BY LUSAKA YOUTH PROVINCIAL CHAIRPERSON KENNEDY KAMBA

Lusaka, Zambia – We wish to state that Foundation for Democratic Process (FODEP) is preaching democracy to the already converted. As stated by the Party leadership before, our democratic credentials as a political party are incomparable to none. Before drawing their conclusions, FODEP ought to have correctly analysed the position as emphasized by both the Patriotic Front Secretary General Hon Davies Mwila and supported by PF National Youth Chairperson Hon Stephen Kampyongo is that the General Conference will be held in 2020 at which all Central Committee positions will be open for elections, without exception.

FODEP knows that nothing stops structures from rallying behind an incumbent if he will make himself available. What therefore remains is for President Edgar Lungu to inform the Party, at the right time whether he will be available, considering the structures have confidence in his leadership.

FODEP also knows that in advanced democracies that incumbents can sail through unopposed. In our case, we have not avoided primaries at all. Those with intentions to challenge the incumbent and in good standing with the Party would be allowed to do so.

We also wonder what advice FODEP would render to the UK where snap elections have been called and none is talking about primary elections for Prime Minister Theresa May. We are aware, like FODEP is, that in the USA, incumbents can sail through unopposed. In the case of PF, FODEP should in fact commend the decision for primaries at the General Conference to be held in 2020 and agree that there is nothing undemocratic for the structures to have confidence in the President if he says he’s available. There is nothing undemocratic about that.

More importantly, we invite FODEP and others to shift their attention to standards of democratic practice in the opposition. This is important because if PF were to take advice from FODEP it should give impartial advice and guidelines to all parties.

We are asking FODEP to respond and guide the Opposition considering that:

UPND has refused to have an elective conference since 2006 and its leader Hakainde Hichilema harasses anyone who demands for an election in the party. The Opposition party calls those making such demands traitors for demanding party constitutional guidelines;

The undemocratic tendencies in Opposition FDD aimed at making Ms. Edith Nawakwi go for a third unconstitutional term and barring of the party’s Vice President

We invite FODEP to remind the Opposition that one man parties that have no democratic processes

There is a drop in levels of compliance by importers of used motor vehicles-ZABS

Zambia Bureau of Standards (ZABS) Head of Marketing and Public Relations Hazel Mafwenko Zulu has expressed worry about the drop in levels of compliance by importers of used motor vehicles to the Zambian Standard, ZS 560 for used motor vehicles in the month of April 2017.

In a statement today, Ms. Zulu noted that all used motor vehicles are supposed to undergo inspection, testing and certification for roadworthiness at the point of origin before they are shipped to avoid bringing in substandard motor vehicles in Zambia.

She disclosed that a number of used motor vehicles have entered the country without road worthiness certificates, particularly in the month of April 2017 which has increased as compared to the month of March 2017.

Ms. Zulu said in March ZABS through its roadworthiness agents inspected 1.028 motor vehicles of which 975 had roadworthiness certificates while 53 vehicles had no roadworthiness certificates and had to pay the statutory penalties while in the month of April ZABS inspected 1,005 used motor vehicles of which 524 had road worthiness certificates while 481 had no roadworthiness certificates and were charged the statutory penalty of 15% of the Cost, Insurance and Freight (CIF).

“It is against this background that ZABS would like to caution importers of used motor vehicles against bringing in vehicles that have not been inspected and certified roadworthy as such vehicles are a risk to the safety of road users”.

“Consumers or customers of such vehicles on the other hand, should also play a critical role by demanding for valid road worthiness certificates before they buy such vehicles”

“Let me emphasize that pre-shipment inspection of goods in general is a standard international practice which helps countries control the influx of sub-standard products from entering their markets”

“The greatest advantage of this practice is that the sub-standard products are detected at source and prevented from being shipped to importing countries” Ms. Zulu said

ZCCM-IH Chief Executive Officer Pius Kasolo has alleged that he has suffered harassment after reports emerged that he will be challenging President Edgar Lungu for the PF presidency before the 2021 elections.

Dr Kasolo also claimed that he has been put in a position that makes him appear hostile to the ruling party, the Patriotic Front.

This is according to court documents filed in the Lusaka High Court on May 31st 2017 by Dr Kasolo.

Dr Kasolo has sued the Daily Nation for an article dated February 23rd 2017 titled Team Pius Kasolo which he said was in direct reference to him.

He said the article falsely stated and imputed among other things that he had political ambitions to take over the Patriotic Front.

Dr Kasolo also stated that the article was stated that there was ‘a community who believed that the goals and beliefs of the Patriotic Front were (are) well embodied in him’ when in fact not there existed no such community.

He said there was no factual evidence to show that he had any political ambitions to take over the leadership of the PF as alleged, a matter he said the author know or ought to have known.

Dr Kasolo said being a person of professional public standing, he has suffered harassment and unnecessary questioning on whether he is challenging the leadership of the Patriotic Front.

The ZCCM-IH Chief said the article has wholly affected his professional integrity and standing in and out of the country.

Dr Kasolo said the article has caused him stress, mental anguish, fear and isolation.

He said the Daily Nation has since refused, ignored and or neglected to apologise publicly on the terms given by the Plaintiff.

Dr Kasolo is now demanding damages for malicious falsehood, exemplary damages, interest on all sums, costs and any other relief the court may deem appropriate to award in the circumstances.

No US visa free travel for Zambia

The Zambian Embassy in Washington D.C has refuted online media reports suggesting that United States President, Donald Trump has signed an executive order to allow all Zambian nationals travel to the United States without visas.

Zambia’s Charge´ D’affaires to the USA Joseph Chilaizya says the Department of State in Washington DC has not communicated such information the Zambian Embassy.

Mr. Chilaizya stated that Zambians around the world seeking to come to the USA should contact the American Embassy in their respective countries for visa applications.

He says following the online reports, Zambians around the world have been contacting the Embassy in Washington D.C. to clarify this misleading report.

Mr. Chilaizya has since advised Zambians to be cautious with these online reports, as many are fake news.

PF deputy secretary general Mumbi Phiri advised to stop attacking Mrs Mutinta Hichilema

United Party for National Development (UPND) Lusaka Province Chairlady Rosa Zulu has said Mumbi Phiri’s attempts to curtail UPND President Hakainde Hichilema’s wife from speaking against the incarceration of her husband is ill-intended and out of line.

In a statement unveiled to the media yesterday, Ms. Zulu said Mumbi Phiri has no legal or moral right whatsoever to advise Mrs Hichilema not to speak against the ills her husband and her family have been subjected to by the allegedly PF led Government.

Ms. Zulu expressed worry that Mrs Mutinta Hichilema is a victim and instead of being supported, another woman who is also PF Deputy Secretary General decides to hold a Press Conference to attack Mrs Hichilema.

She noted that it will be imprudent for Patriotic Front (PF) Deputy Secretary General (DSG) Mumbi Phiri to expect Mrs. Hichilema to be silent after the heavily armed police without a warrant invaded her home, broke her gate, damaged her house, stole from her house, tortured her workers, teargased her, the son and the husband.

“She is a very private person who rarely speaks or appears in the public domain. Her recent statements have been necessitated by the manner in which police misconducted themselves during the raid at her house”

“Zambian need to be weary of the likes of Mumbi Phiri. By attacking and calling Mrs Hichilema a liar is going out of the political realm and is bordering on personal hate”

“My advice to Mumbi Phiri is to keep her hands off Mrs Hichilema. She is a dignified and respectable woman whose privacy has been invaded. She is currently going through a turbulent time and instead of giving her emotional support she decides to kick her when she is down” Ms. Zulu said
