President Lungu expresses concern with succession disputes

President Edgar Lungu is saddened by the increasing number of succession disputes in some chiefdom.

The President has since requested the House of Chiefs to look into the matter and draft guidelines to regulate the institution of chieftaincy.

President Lungu says there is need to foster stability in chiefdoms because they serve as a foundation of the country’s peace.

He says one of the ways of minimizing succession disputes is for chiefs to prepare indisputable family tress which must be submitted to the Ministry of Chiefs and Traditional Affairs.

President Lungu has since appealed to the House of Chiefs to take interest in finding a lasting solution to succession disputes.

The Head of State was speaking when he addressed the first meeting of the fifth session of the House of Chiefs at Cabinet Office in Lusaka.

President Lungu has explained that following the constitutional amendments, it is no longer within Government’s jurisdiction to issue any statutory instrument to recognize or not to recognize a chief.

Meanwhile, President Edgar Lungu said traditional leaders have a huge role to play in ending child marriages.

Government says Northwestern province has a lot of  unexplored high tourism potential sites which have remained  underutilized and underdeveloped for a long time.

 

Northwestern province assistant secretary Mukwambuyu Katungu says despite tourism being the fastest growing industry in the world, the Tourism industry has not benefited Zambia in general.

 

He said the country’s  share in the sector has remained low as it is only concentrated on the mighty Victoria falls in Livingstone city in Southern province at the expense of other equally important sites which he said remain untapped.

 

ZANIS reports that Mr. Katungu said during the provincial tourism development master plan consultative meeting held in Solwezi today.

 He, however, said government has prioritized the tourism sector by unlocking the potential of the sector in all parts of the country in its bid to diversify the economy from the mining industry.

 Speaking earlier, ministry of tourism and arts principle planner Lucas Zulu said the ministry with support from the European Union has procured professional consultants on the development of the national tourism master plan.

 Mr. Zulu explained that the master plan is aimed at  identifying key tourism opportunities in various parts of the country and how they can be developed.

 He said the undertaking was arrived at when the ministry realized that the tourism sector was not performing to their expectations in terms of its contribution to the national development.

 He said the team of consultants on the development of the national tourism master plan is in Northwestern province to identify key tourism sites in the province that can be pull factors of tourism and contribute to national development.

And stakeholders in Solwezi have proposed that a lot of infrastructures such as hotels, lodges, roads to the identified tourism sites need to be improved and established to attract tourists.

Govt. implores civil servants to engage in agriculture

Government has  called on civil servants and small scale farmers in Mwense District in Luapula province to be active players in national economy development by engaging in various agriculture activities ..

Mwense District Commissioner (DC) Geoffrey Chipampata says Government through the Public Service Financing has  introduced affordable loans for agriculture implements such as tractors to enable civil servants and small scale farmers to participate in agriculture activities.

He said the country’s over dependence on copper is long gone adding that  full participation in agriculture by all citizens would contribute positively to the economic growth.

ZANIS reports that the DC said during the official opening of Lukwesa Agriculture Block show held at FTJ Primary school.

“Agriculture is a backbone of the economy hence the need for everyone to engage in agriculture production of any kind such as farming, gardening, livestock, aquaculture among others,” he said.

Mr. Chipampata also implored small scale farmers and entrepreneurs to engage in profitable and sustainable activities that benefit their communities and families.

He said emphasis should be in taking agriculture as a business adding through growing high value crops such as Rice, Soya beans, Irish potatoes, and vegetables if they are to realize much profit.

Mr. Chipampata also expressed happiness to note that the district is yet again earmarked for a bumper harvest.

He said though government has lifted a ban on export of maize, farmers should not rush in selling their produce to the briefcase businessmen but wait for the maize marketing season and sale their produce at good price to the Food Reserve Agency.

The Lukwesa Agriculture Block show was held under the theme promoting a green economy.

Lake Kariba sees 20% rise in water levels

Water levels in Lake Kariba have now reached 54% as the 2016/2017 rainy Season is all but coming to an end.

The Zambezi River Authority says from the period 17th May 2017 to 23rd May 2017, the water levels in Lake Kariba rose by 0.13 metres to close at 482.91 Metres.

It said that this is well above the levels recorded last year during the same period, which stood at 31 Percent, or 479.85 Metres.

The Authority says all spillway gates at Kariba Dam remained closed during the week under review.

The Kariba Lake was created and designed to operate between levels of 475.50 metres and 488.50 metres with 0.70 metres Freeboard at all times.

Sichone gives Chambeshi water and Sewerage company a two day ultimatum

 

 Government has  given Chambeshi water and Sewerage company a two day ultimatum to drill boreholes in Mpika District in Muchinga Province or face the consequences.

 

Muchinga Province Minister Malozo Sichone says he was giving the utility firm a two day ultimatum to set up the boreholes in an effort to curb the water shortage and help curb the looming typhoid outbreak.

 

Mr. Sichone told Chambeshi Acting Managing Director, Engineer Luckson Simumba  at the weekend that drilling of boreholes should be done by Wednesday this week or risk suspension.

 

He said  the water utility firm will be suspended if  it fails to do their job without viable and understandable reasons.

 

Mr Sichone further warned  the utilitiy firm not to take advantage of the community as it has no other competitor in the area.

 

And Mr Simumba says his company will work hand in hand with Mpika District Council to ensure that the drilling of boreholes is done.

 

Meanwhile, Principal Environmental Health Technologist, Paul Muma says typhoid cases as of today have reduced to 138 from 143.

Zambian Breweries donates sewing machines to House of Moses orphanage

Zambian Breweries has empowered five less-privileged graduates from the House of Moses (HoM) orphanage in Lusaka with sewing machines to help them start up their own tailoring business, earn some income and support their families.
The five recently graduated in tailoring from the practical skills development centre which is located at the orphanage.
Zambian Breweries corporate affairs director Ezekiel Sekele said the company was committed to helping and empowering people to improve their lives, adding that through its empowerment programme Zambian Breweries believed in bringing people together for a better community.
“We support entrepreneurs, whether directly linked to our value chain or not. We, at Zambian Breweries, believe in growing livelihoods and supporting the change that young people in business can bring to our country,” he said.
“The story of House of Moses empowerment of five graduates to start sewing business was a good project to support due to the immediate benefit that the donation will make on the families. We are also mindful of the fact that sustained growth of the business is intertwined with the prosperity of our people in the community.’’” he added.
House of Moses executive director Daisy Muzukutwa said the orphanage started an empowerment programme, this year, for vulnerable families after turning one of the rooms at the ,house of moses, into a skills development centre.
HoM is an orphanage managed by the Christian Alliance of Churches in Zambia (CACZ). Currently the orphanage has 32 children under three years old. Most of these are children that are abandoned in communities and brought to the centre by social and community development officials working with the medical personnel.

The need to move with technology: a case of Zambia’s national registration card

Prologue

The year is 1998 and I had just turned 16. My mum comes to my room and says I should get ready as we are going to get my Green National Registration. I am now becoming a man I thought. The excitement I was feeling at that moment I cannot describe. My mum and I go to the Kamwala centre and stand in a queue. The queue is moving fast and this is impressive. As we enter the interview room, the officials ask me questions regarding my parentage and their villages. They even speak to me in the local lingo (A technique public officials have horned and perfected so well when trying to detect Zambians and non-Zambians). After the interview I go into a room and my picture is taken but I am taken aback as I see that my identity card is a piece of paper that is placed in a typewriter and suddenly I feel like I am in 1988. But this is 1998! I don’t understand why two years before the year 2000, these people are using outdated technology. I watch the typing and afterwards a portrait of myself is placed in the typewritten paper. I am then told to sign this piece of paper and then afterwards, it is placed in a thick lamination clear plastic and paced through a laminator. After that I sign a register and I am given my warm National Registration Card. I am filled with mixed emotions and my mum gets my card for safe keeping.

The South African Smart card

I had to set the tone for this article and give the reader a sense of what I felt when I got my National Registration Card because it was a big moment for me and it meant a lot. Now that I have the attention of the readers, let me get straight to what the article is about. This is 2017 and I still have my National Registration Card which is in very good condition as I respect important documents. I showed my NRC card to my South African friend and he asked me what I was holding and when I told him he thought I was joking. Well, I don’t blame him and this is why. On the 18th July 2013, South Africa started rolling out a smart identity card moving away from what the used which were green identity books. With a smart card, it can be conveniently carried in your wallet or purse because of its size and shape. It is the same size and shape as your other cards – bank cards etc. Your personal information is stored in a computer chip in the card. The chip cannot be stolen from your card therefore your information will be safe. Your fingerprints will also be stored in the computer chip in the card. The information contained in the Smart ID card cannot be easily stolen or duplicated.

The Nigerian Identity card

I have a Nigerian friend who told me that in Nigeria, when he was growing up, they had no Identity card and everyone had a passport. He mentioned that this caused a lot of foreigners to just cross over from neighbouring countries and obtain the Nigerian passport simply because the borders that exist in Africa are considered artificial in most parts of Africa and people have relatives in neighbouring countries but now that these borders are law, people are obliged to remain in the confines of their borders.

The card, which fits into a wallet and comes with a credit-card style chip, can also be used to make electronic payments. Nigerians can use it to deposit funds, receive social benefits, pay for goods and withdraw cash at ATMs across the country, according to MasterCard, which provides the card’s prepaid payment technology. The company also claims that by providing proof of identity, the card solves one of the biggest problems people face when trying to open a bank account. The card could also be used for voting in the future.

The Malawian identity card

East of Zambia, lies a small and peaceful country called Malawi. Malawi smart identity card serves a number of purposes. The national ID card will make it possible for the ID card holder to show their eligibility for multiple purposes. For example, it can be used to access free primary education, social services such as health care and to meet financial requirements such as getting a loan. Even Malawi as small as it is in embracing technology which is a wonderful thing.

The Ugandan Identity card

According to the africanreport of April 14th 2014, for the first time since its independence in 1962, Uganda was slated to undertake a massive registration exercise to ensure every citizen in the east African country obtains a national identity card. The national identification cards are now digitised and bear the holders’ photo, names, biometric details including fingerprints.

The benefits of the new identity card enable for proper identification helping authorities apprehend suspects faster, drive down crime, and reduce fraud in the banking sector as well as electoral malpractices.”

The Zambian National Registration card

The Zambian National Registration card looks very retro when placed with the modern smart identity cards that most countries use and this is because it is. It looks so old school and laughable. It is supposed to be a symbol of national pride but I will not take out my card when friends ask me because it is simply unacceptable. The picture below shows Zambia’s backwardness. When countries are incorporating their smart identity cards with voter’s information, in Zambia, we need a second card when voting. The horror!

The Zambian NRC is an embarrassment and should be phased out. How can we be used this kind of identity in the technological age surely.

The benefits of adopting a smart Zambian national registration card

This article has outlined benefits using other countries in terms of moving on with the new technology.
To reiterate, the benefits are

  1. If I use the Nigerian case in point, electronic payments can be made. It can be used it to deposit funds, receive social benefits, pay for goods and withdraw cash at ATMs across.
  2. To avoid people obtaining Zambian National Registration cards and avoid people pretending to others as this information will be in a national database.
  3. Avoid fraudulent activities and early detection of such as this will be easy to trace with computer technology.
  4. Can also be used to combine as a voting card, hence avoiding doing the voters cards every time we have to vote, this will save money obviously.
  5. As in the Malawian case, this new smart card will be used for a lot of things, hence eliminating the carrying of multiple cards like for example, pensioner’s cards, etc.
  6. The digitisation of the NRC will make unscrupulous people fear stealing other people’s identities. Zambian NRCs are now in the possession of many nationalities across the globe.
  7. The chip that most smart cards have stores personal information that cannot be stolen. The current Zambian NRC lacks proper security features.

Epilogue

In conclusion, I would like to urge the government to really think hard and start digitising the National Registration Card system. There was a recent cry from chiefs in Southern province over subjects they know to be foreigners masquerading as Zambians and are busy stealing land. Such problems can be prevented if the identity system is a working system.

Kitwe came to a near-standstill on Friday (May 26) when thousands of music-loving revellers showed up at the launch of Vodafone JUMP’s music portal, which serves as a free distribution channel for up-and-coming musicians.

The spirited event, which was held at the Zambia Institute of Business Studies and Industrial Practice (ZIBSIP), showcased an entertainment platform that displayed such top acts as the renowned musical maestros Chef 187, Magg44 and Cleo Ice Queen.

In the weeks leading up to the launch of JUMP Music, a competition was created with the aim to find the most outstanding unsigned solo recording artists in Zambia from different genres of music, such as Hip Hop, R&B, and Reggae. Through a series of online auditions, a group of four finalists were selected by a panel of judges who included Magg44, Chef 187, Cleo Ice Queen and Slap Dee.

Mordon Malitoli believes Zambia U20 can reach final

Ex-Chipolopolo and Nkana defender Mordon Malitoli believes Zambia has the potential to reach the final of the 2017 FIFA Under-20 World Cup in South Korea.

Zambia meets Germany in Wednesday’s last 16 encounter in Jeju after winning Group C with six points from three first round matches.

Speaking from his Kitwe base, Malitoli rated Zambia’s display so far at the global championship as excellent.

“They are doing well. So far so good, their performance is excellent,” he said.

Coach Beston Chambeshi’s side beat Portugal 2-1 and Iran 4-2 before losing their final group stage match to Costa Rica by 1-0 on Saturday.

Malitoli advised the Junior Chipolopolo against complacency.

“They should not relax. The boys should work extra hard so that they can reach the final,” the 1994 Africa Cup silver-medallist said.

“They will make it to the final. I am very sure they will make it,” Malitoli added.

Zambia’s last 16 rivals Germany finished as the best third placed side from Groups A, B and F.

People should not abrogate the law in the name of freedom of expression

MMD Die Hard Youths National Coordinator Gerald Chiluba says people should not abrogate the law in the name of freedom of expression.

Speaking when he featured on Joy FM’ s interactive Radio programme Talking Points on Sunday, Mr Chiluba said there is so much ” nonsense in the country” because people were abusing their right to express themselves.

He said freedom of expression should not be a free pass to abrogating the law.

“It being abused because people are speaking carelessly, people are using this expression to abrogate the law that is why we are having a lot of nonsense in our country.

“That has the potential to incite people not to obey the laws of the country or submit to the government of the day especially when it is coming from a political party because that party has a following and what does that message send to the community and the people in their party structures? It will bring about lawlessness in the country,” he said.

And Mr Chiluba has called on politicians to start practicing politics that champion the agenda of a common Zambian.

He said political parties and their leaders should refocus their energies to offering positive checks and balances and add value to the growth of the country as opposed to being at each other’s throats all the time.

“What should be done is that number one, can we begin to play politics that is aimed at championing a good agenda for this country?We need opposition political parties to be giving us a basket of broad policies.

“We feel the way things are being done it is not correct. Why can’t we offer positive criticism by offering solutions. If we start saying why can’t we put into practice such policy because it will achieve ABCD or D because that type of critical opposition will add value to the growth of this country not just criticising without offering solutions,” he said.

Mr Chiluba who is also former Copperbelt University Students Union(COBUSU) president explained that no single individual has the collective wisdom to run the country hence the need for every well meaning Zambian including the opposition political parties which he described as the government in waiting to offer solutions as the point of getting into government was to better the lives of people.

Further Mr Chiluba advised political parties not to be oblivious to the fact that governments are systems which must be used by anyone who ascends to power.

“A government is a system, today we can be in the opposition and say that when we come back into government we are going to do ABC or D but there is a system in government, my Comrade here from the UPND can say when we form government we are going to do this and that but when they get there they will find the same system which the PF are in today, they are not looking at the issue at a bigger point of view, they think that when they get there, they will be just pointing at people and saying hey do this or that, but no we don’t operate a country like that,” said Mr Chiluba.

Malawi and Zambia has signed a bilateral agreement on One Stop Border Post (OSBP) at Mwami- Mchinji Border whose main objective is to enhance trade facilitation through efficient movement of goods and people within the COMESA and SADC regions.

Malawi’s Minister of Industry, Trade and Tourism, Joseph Mwanamveka speaking during the signing ceremony in Lilongwe, said the signing of the Bilateral Agreement will take the two nations a step forward in a bilateral economic relationship.

“I am convinced that a closer partnership between Malawi and Zambia will not only accelerate economic development and promote the well-being of our people, but also the potential to bring enhanced prosperity to the region,” Mr. Mwanamveka said.

Mr. Mwanamveka said the agreement will also strengthen the economic collaboration between the two countries by increasing the cross-border flows of goods, movement of business and natural persons, investments, and services.

“This agreement will be good for our citizens, our companies, and the region and beyond. We are here today to witness and celebrate the opening of a new chapter in our cooperation,” he said.

In her remarks, Zambian Minister of Commerce, Trade and Industry, Margaret Mwanakatwe said the establishment of the OSBP will contribute to making the Nacala Corridor competitive in the near future.

“The Mwami- Mchinji OSBP project will contribute to improving transport and trade facilitation along the Nacala Transport Corridor. The opening of the Nacala Corridor will serve as an important alternative for importers and exporters within this part of the region and beyond,” said Mrs Mwanakatwe.

African Development Bank (AFDB) Principal Transport Engineer, Davies Makasa, whose bank financed the OSBP project said the project will improve the transport and logistics environment between the two countries.
He added that it will also reduce delays in custom clearances.

Green Party alarmed by ballooning external debt, demands quarterly reports on debt stock

The opposition Green Party says it is extremely alarmed by Zambia’s sky-rocketing external public and private debt stock since 2011.

Green Party President Peter Sinkamba said the most unfortunate situation is that the public is kept in the dark on the total debt stock for the country.

Mr Sinkamba said in the interest of transparency, accountability and good governance, the Green Party demands that Finance Minister Felix Mutati makes a full disclosure of the current status of the external public and private debt stock as well as the domestic public debt.

He said the party is also demanding that the public disclosure be made on quarterly basis.

“Three days ago, Finance Minister signed confirmation agreement of a $246 million credit facility with Export- Import Bank of India (EXIM). Meantime, government is in the process of acquiring a $1.6 billion loan from the IMF. Several other loans have been contracted in the recent months,” Mr Sinkamba said.

“When Alexander Chikwanda was Minister of Finance, he had an open door policy on the fiscus issues. He used to publish quarterly bulletins in public media of expenditure and other information. This made it easier for the public to track budget expenditure and conduct debt sustainability analyses on regular basis.”

He added, “We are aware that at the end of 2014, Zambia’s stock of external public and private debt stood at $6.9 billion or 24 percent of GDP compared to $3.6 billion or 15 percent in 2011. We are also aware that the domestic public debt increased from $2.8 billion or 12 percent of GDP in 2011 to $3.8 billion or 17 percent of GDP in 2014.”

Mr Sinkamba said, “After issuing separate sovereign bonds in September 2012, April 2014, and July 2015, the country’s public debt to international investors significantly increased by about $7 billion, through Eurobonds alone.”

“Meantime, government has since 2014 borrowed more funds from private banks and other investors. It has been very difficult to track government these loans, especially from China, Middle East and other Eastern Asian States. It’s hard to know how much the country owes other external debtors, besides Eurobond debtors, since the public is not given updates.”

Mr Sinkamba said the Green Party is extremely worried because the share of central government’s debt from multilaterals has fallen sharply since 2012, while the share owed to private banks and investors has increased.

“Further, though inflation has reduced from 22 percent to 6-7 percent, we are worried that the fiscal deficit is on the increase and may reach as high as 20 percent, if stalled infrastructure projects countrywide have to be financed this year or next. We foresee a situation where government may be tempted to borrow more from private banks and investors,” he said.

“Though easier to obtain, such funds tend to be more risky to the nation than multilateral loans because of potential of the loans being acquired by vulture funds. It is in this regard that we find it imperative for the Finance Minister to make quarterly full public disclosure of the debt stock so that the public not only keeps track of the fiscus but also becomes aware of the bottom line of national balance sheet as well as potential risks at play.”

He added, “After all, government is managing the funds on behalf of the public. So, the public must be in the know.”

Deadlock in Zesco-Zanaco clash

Zanaco and Zesco United on Sunday played out to a deadlock in their ‘continental derby’ at Levy Mwanawasa Stadium in Ndola.

Zanaco are Zambia’s reps in the 2017 CAF Champions League while Zesco are in the 2017 CAF Confederation Cup.

Zesco had the better chances in their home game,especially in the first half, but poor finishing let them down.

The match also marked striker Jackson Mwanza’s first game back after a two month injury layoff.

Mwanza had a great chance in the 8th minute wasted when he,and Kondwani Mtonga, failed to connect with a cross from Fackson Kapumbu.

Idris Mbombo then sent his 25th minute header inches high from close range, and two minutes later, John Chingandu broke through Zanaco’s backline but sent his shot wide.

Zanaco’s best chance came in between in the 10th minute when striker Felix Nyaende’s header went wide before the match lost some steam after the break.

But Zesco breathed a sigh of relief in the 90th minute when Adamson Mulao sent two great chances wide.

Zesco stay put in 5th place despite gaining a point to 15 points.

But Zanaco rose to 3rd exchanging places with Nkana-all tied on 15 points.

Meanwhile, promoted Buildcon beat Green Eagles thanks to late goals newcomers from Mustapha Essuman and Clifton Miheso in the 86th and 88th minutes respectively after Anos Tembo had put the visitors ahead in the 7th minute.

The defeat was Eagles third in a roll while Buildcon bounced back from their 1-0 Ndola derby home loss against Forest Rangers.

Patriotic Front Secretary General Davies Mwila said that President Edgar Lungu is the PF Candidate for the 2021 General Elections.

Mr. Mwila has since advised members who may have ambitions for the presidency to cancel them as the party already has a candidate.

He said this during the PF provincial Fundraising Dinner for Northern Province in kasama last evening.

Mr. Mwila also reiterated that the PF will on the first of July 2018 start conducting Elections for the party structures that will build up to the General conference in 2020.

And Mr Mwila has challenged PF structures to rise above the differences that engulfed the party before the elections.

He said the party Central Committee has resolved that members who stood as independent candidates and their supporters can come back to the party but only as ordinary members.

The PF Secretary General said this is for the purpose of discipline because the party does not want to promote the mentality that it is acceptable to contest as an independent candidate without the PF Central Committee blessings.

Mr Mwila was in the province to assess the general condition of the party structures in all districts and to thank the party structures for their efforts which led to the Patriotic Front’s victory in the August 11, 2016 general Elections.

And Patriotic Front Chairperson for Mines and Minerals in the Central Committee Yamfwa Mukanga called on Party structures in Northern Province to rally behind President Edgar Chagwa Lungu as he works hard to deliver on the 2016-2021 election manifesto.

Addressing Provincial, district, constituency and branch officials in Mungwi on 26th May 2017, Hon Mukanga said President Lungu had proved himself worthy of the 2021 candidature and all structures must rally behind him without exception. He also called for loyalty and dedication to duty in the Party. “Loyalty and dedication are signs of a disciplined party. All of us as members of the party must be loyal to the leadership we have and make sacrifices. Late President Michael Sata founded this party on sacrifice and that is one attribute the party must never lose sight of”, he said.

Speaking at the same meeting, Patriotic Front Chairperson for Land and Natural Resources and the Party’s first Member of Parliament in 2001 Hon Musonda Mpankata thanked Mungwi and Malole Constituency for being a dedicated PF stronghold as demonstrated by the votes President Lungu and Vice President Inonge Wina and Patriotic Front received in the 2016 elections.

Hon Mpankata called on PF structures to mobilize and educate the electorate in Northern Province against voter apathy. “There is something Northern Province must learn from Southern Province’s voting pattern. We must aim for zero voter apathy in 2021. That is what democracy expects us to do. As structures, that is a challenge before you – we have the numbers and we must create interest in our people to fight voter apathy”, he said.

The Secretary General Mr. Davies Mwila is in Northern Province mobilizing Party structures from Wards up to the Province and to understand their challenges in recruiting new members. He winds his tour of duty tomorrow, 27th May 2017 after addressing a meeting of Party officials in Kasama District.

President Edgar Lungu says government has intentions of dividing Chilubi Constituency in Northern Province into two constituencies.

The President notes that Chilubi constituency which covers the island and mainland is too vast.

He says government will take the proposal to parliament so that the constituency is divided into two.

The President says government will work with the Electoral Commission of Zambia and other stakeholders to ensure the constituency is divided.

He made the remarks during a public meeting held at Mpopu area in Chilubi District.

And the President expressed concern over the non utilization of a grader and a dredger.

He said he has not been informed about the status of the equipment which has been lying idle since September last year.

The president has since urged the Area Member of Parliament Rosaria Fundanga to be proactive and ensure the people’s concerns in the area are addressed.

He also tasked the Northern Provincial authorities to push for the commencement of works on the Luwingu – Chilubi road.

He said works should start because the contract has already been signed.

And Mrs. Fundanga assured the people that government will address their concerns.
