Patriotic Front Mwansabombwe Member of Parliament Rodgers Mwewa has moved a motion in Parliament seeking to amend the constitution.

In his private member’s motion, Mr Mwewa wants Parliament to urge Government to amend the constitution so as to provide for membership of Members of Parliament to local Councils and also to remove lacunas in the constitution.

Mr Mwewa has proposed among other amendments that the constitution be amended so that the election of the president reverts to the simple majority system from the current 50% plus one vote system.

Mr Mwewa says under the current constitution, there is no link between members of parliament and councils.

Mr. Mwewa says the inclusion of members of parliament in the membership of the council will ensure a well coordinated approach to development at all levels within the context of decentralization.

He explains that local government is the sphere of government that is closer to the people and so as representatives of the people, they need to have an input in the decisions that the council makes.

Mr. Mwewa stresses that the exclusion of the members of the parliament in councils is detrimental to the development of the constituencies they represent.

By broadcast time Members of Parliament were still debating the motion with PF Members of Parliament in support of the motion while those from the UPND are opposed to the motion.

Agriculture Minister Dora Siliya has maintained that government will not allow the export of maize to other countries to enable the Food Reserve Agency (FRA) to meet the maize purchase target of 500,000 metric tons.

The FRA failed to meet the maize purchase target at the close of the maize marketing season on 31st October, 2016.

Ms Siliya says in order for FRA to meet the target, there is need for farmers, grain traders and other stakeholders to offload their maize to the agency.
Ms Siliya says this is the more reason why government will not allow for the export of the maize so that stakeholders sale their maize to the agency in order to meet the required 500, 000 metric tons target.

Meanwhile, the National Union of Small Scale Farmers of Zambia (NUSFZ) has attributed the failure by the Food Reserve Agency to meet the maize purchase target to the low maize floor price the agency was offering to farmers compared to what private buyers were offering.

NUSFZ Executive Director Dr. Frank Kayula says it was clear from the onset that the farmers were not happy with the maize floor price government had set.

The Patriotic Front (PF) party has commended former Information Minister Chishimba Kambwili for pledging his loyalty to the party despite his dismissal by President Edgar Lungu.

PF Deputy Spokesperson Frank Bwalya says appointments come and go, but that Dr. Kambwili will always remain one of the founding fathers of the party.
He says Dr. Kambwili joined the PF as an ordinary member and still contributed greatly to the party.

Father Bwalya says he is confident that Dr. Kambwili will continue doing all he can for the PF and the people of Roan Constituency.

Meanwhile, President Edgar Lungu has been called upon to tell the Zambian people why he fired Chishimba Kambwili as Information and Broadcasting service Minister.

Mr. Sinkamba says President Lungu should clear Mr. Kambwili’s name by telling the nation the reasons why he fired the Roan Member of Parliament in view of the speculation surrounding his dismissal.

He says it is important for the President to give reasons for Dr Kambwili’s dismissal considering that he recently indicated that some of his Ministers are corrupt.

Mr. Sinkamba says President Lungu is the only one who can explain the reasons behind Mr. Kambwili’s dismissal and put an end to the speculation which has the potential to tarnish his name and political future.

He says failure to give reasons for Dr Kambwili’s dismissal will make people assume that he is corrupt when he is not.

Opposition UPND President Hakainde Hichilema has moved swiftly to congratulate US President Elect Donald Trump.

Mr Hichilema said Mr Trump’s victory again shows that the American people can rise and show the world that they are great believers in Constitutional democracy and rule of law.

“We want to congratulate the newly elected American President Donald J. Trump and the American people for once again rising and showing the world that they are great believers in Constitutional democracy and rule of law. There are always many lessons to be learnt in the American politics which is that they freely exercise their rights and freedoms to choose their leaders,” Mr Hichilema said.

He said having keenly followed the campaign period and the debates, one can clearly see that all the contenders freely traversed their great nation and marketed themselves unhindered by institutionalised brutality and suppression which is characteristic of most African countries, including Zambia. 

“Even in instances where some American media houses had their own preferences in terms of candidates, they still gave an opportunity and fair coverage to all contesting parties, hence giving citizens the right to choose based on the information they were hearing from all contenders,” he said.

He added, “It is these values and eventual outcome that makes everyone happy because they are based on a free, fair, transparent and credible electoral process whose results show the will of the people. As a leader of the greatest democracy in the world, we hope President-elect Trump will stump his authority and guide emerging democracies, especially in Africa, on the need to respect the rule of law, human rights, and constitutionalism which is key to economic development.”

Police say they have received a report of murder in which Francis Zimba aged 46 of Garden House compound in Lusaka has allegedly been murdered by a female believed to be his girlfriend identified as Meya Namfukwe aged 21 years of Kanyama West.

Police Spokesperson Esther Katongo said this happened in the early hours of today, 09th November, 2016 at around 0100 hours.

“This was after the two allegedly picked up a quarrel which led to the suspect picking a knife and stabbed the victim. The suspect who handed herself to police is currently detained in police custody and will be charged with murder. The body of the deceased is in UTH mortuary awaiting postmoterm,” Mrs Katongo said.

More Post Newspaper employees set to join winding up petition

Post copies selling outside the officesHUNDREDS of former Post Newspapers employees are set to join the petition in winding up the company following Lusaka High Court Justice Sunday Nkonde’s decision to place it under provisional liquidation.

Some of the workers who talked to the Daily Nation explained that they did not understand the situation with the provisional liquidation and what it meant for them. They charged that management has not been clear about their position and has not advised them on what was happening other than what they have been reading in the media.

“We are meeting on Wednesday at 08:00 hours to go and seek advice from the liquidator, Lewis Nathan Advocates. “We are told they are in Woodlands, and that is where we want to go and try to get a position for our situation,” one of the employees said.

Five former Post employees petitioned the winding up of the publication owing to non-payment of their dues with huge debts including almost K80 million owed to Zambia Revenue Authority (ZRA), US$ 3 million to Investrust Bank and over K750,000 owed in employee emoluments from June 2016 since the closure of the company’s administration and printing plant respectively.

Those who petitioned the High Court are Andrew Hebert Chiwenda, Roy Habaalu, Bonaventure Bwalya, Mwendalubi Mwene and Abel Mbozi who proposed the winding up of the business to enable them obtain their dues.

Mr Justice Nkonde appointed Lewis Mosho of Lewis Nathan Advocates as Liquidator for the winding up of the publication, and has since invited debtors and creditors of the newspaper to present their claims.

Mr Mosho appointed new lawyers, Palan and George Advocates, to handle legal issues pertaining to the provisional liquidation of the newspaper company. As liquidator, Mr Mosho holds custody and control of all the assets of the Post Newspaper and has since requested for a catalogue of all assets of the company from management. Some of the employees included journalists, drivers, newspaper packers, office staff and utility staff employed by the company.

MUNALI Patriotic Front (PF) Member of Parliament Professor Nkandu Luo yesterday demanded that Chilanga UPND member of Parliament Keith Mukata should be punished for referring to Gender Minister Victoria Kalima as “Dorika” on the floor of the House.

Meanwhile, there was a war of words in Parliament yesterday between Ms Kalima who is Kasenegwa PF lawmaker and Mr Mukata for who had earlier teased her by referring her to a male comedian acting as“Dorika.” The incident happened when Ms Kalima passed a running comment while Mr Mukata was on the floor of the House contributing to the debate on the Zambia Institute for Tourism and Hospitality Studies Bill. Mr Mukata was heard telling Ms Kalima “Shut up Dorika!” during his debate.

His comment “Shut up Dorika!” did not go well with Ms Kalima as she immediately got incensed and started verbally hitting back at Mr Mukata.

Incensed Ms Kalima, uncontrollably told off Mr Mukata that he had provoked her by referring to her as “Dorika”. Speaker of the National Assembly Patrick Matibini who attempted to quell the verbal fight between the two parliamentarians, earlier, threatened to throw both parliamentarians outside the House if they continued engaging in verbal confrontation.

It only took leader of the opposition Mr Jack Mwiimbu to calm down Mr Mukata who was also throwing back words at Ms Kalima while Chipangali Member of Parliament Vincent Mwale was seen calming Ms Kalima as he went to seat next to her.

But Prof Luo said women would not tolerate Mr Mukata’s comment on Ms Kalima. Concluding her maiden speech, Prof Luo said Mr Mukata needed to be disciplined for referring to Ms Kalima as “Dorika”, adding that his comment was sign of disrespect for the women folk.

A Lusaka woman who murdered her husband by running over him with her motor vehicle has today appeared for mention in the Lusaka Magistrate Court.

Jacqueline Mwiindwa, a health administrator by profession is said to have murdered her husband Kofi Milumbe on 28th October 2016 in Lusaka’s Makeni area.

Details are that Mrs Mwiindwa went to pick up her three children from her husband and a disagreement ensued.

After the accused picked up the children, her husband attempted to stop the wife from going with the children.

In an attempt to stop the wife who was driving a motor vehicle from driving off with the children, he pushed his head through the rear window with his body halfway inside the motor vehicle but the wife sped off dragging him 700 meters and that is how the victim fell off.

After turning the motor vehicle, the accused person hit the victim with the motor vehicle and left him lying on the ground with injuries and later died.

Appearing before Magistrate Racheal Mwansa, Ms Mwiindwa who appeared tense is set to go back to court on 14th November for the explanation of the charge.

 

 

Two juveniles fined for feeding teachers cannabis cake

THE Ndola magistrate court has fined two juveniles K5, 000 each in each of the three counts of feeding teachers cannabis cake.

Two Ndola pupils gave a cake laced with cannabis to their teachers during these years’ World Teachers Day commemoration in October.

The two pupils are jointly charged with unlawful trafficking in marijuana and inducing another to take the substance.

The juveniles who had earlier appeared for plea before Ndola magistrate Bubala Sikalunda pleaded guilty in court.

In count one, the juveniles are charged with unlawful possession of psychotropic substances contrary to the Laws of Zambia.

It is alleged that the juveniles on October 10, in Ndola, jointly and whilst acting together, unlawfully possessed 0.4 grammes of marijuana, a herbal product of cannabis sativa without lawful authority.

In count two, the charge is inducing another to take narcotic and psychotropic substance contrary to the Laws of Zambia.
It is alleged that on October 10, the juveniles induced a psychotropic substance to Muma Mulenga and Chisenga  Mulenga by force and deceit in a cake namely 0.4 grammes of marijuana without lawful authority.

When the matter came up in court, the juveniles said they understood the charge and pleaded guilty.

The juveniles stated that the cake was an experiment and the teachers that consumed it had no knowledge that it contained marijuana.

“While in class for a period of geography, the class teacher did ask for the cake we were having, which they later took to the staffroom and shared with other teachers,” they said.
They admitted that they had full knowledge of the contents in the cake, which included marijuana.

When the matter came up for judgment yesterday Magistrate Sikalunda said the matter the juveniles committed was very serious.

“The offence was serious and I don’t know what will make young people behave like this. The cake was not for the teachers but merely asked for cake which makes it hard to believe.

“I don’t believe that they were commanded to take something for teachers. To put something is totally irresponsible and dangerous. Smoking is one thing but to put in food, it is clear that the victims got sick and admitted to hospital, it could have being worse,” magistrate Sikalunda said.

“Who do you conduct the experiment in human beings? Parents worried that these juveniles are in contact with drugs. I order for 12 months probation to be counseled so that they become better citizens. In addition, order the juveniles in first count fine of K5, 000 in default four months imprisonment, and second and third count K5, 000 in default, four months imprisonment each.”

Magistrate Sikalunda also ordered the juveniles to pay K1,000 each to the victims for the pain and suffering.

The juveniles were by press time remanded in the holding cells to meet their conditions by 17:00 hours.

 

Zambia travellers to South Africa urged to book in reputable hotels to avoid being victims of crime

The High Commission of Zambia in Pretoria has advise Zambians travelling to South Africa to ensure that they book themselves in reputable hotels and other forms of accommodation to avoid falling victim to unscrupulous people.

In a statement issued by Nicky Shabolyo the Press Secretary at the Zambian mission in  South Africa said there has been an increase in the number of Zambian victims of crimes in South Africa.

Mr Shabolyo said it is advisable that the travelling public, instead stay at renowned hotels around ORT International Airport.

“We have noted with concern the frequency in which Zambians are victims of crime especially to those arriving at Oliver Reginald Tambo (ORT) International Airport and staying overnight to transit to other countries. Most of those who have been attacked book themselves in lodges around Kempton Park. It is advisable that the travelling public, instead stay at renowned hotels around ORT International Airport.

He urged has the  travelling public to avoid seeking services from exposed points of sale such as Bureaux de Change or ATMs at airports of bus stations as this tended to attract criminals.

The Press Secretary noted that Airports Company of South Africa (ACSA) has provided bureaux de change in the arrivals halls which are more secure and travellers should obtain services from such points.

He said the advise comes in the wake of reports of several Zambians being waylaid and robbed of their belongings and valuables as soon as they arrived at airports or bus stations.

Mr Shabolyo explained that several reports have been received in the recent past with the latest being that of seven Zambian senior officials travelling from Angola who were trailed from the airport to their lodging facility in Kempton Park in Johannesburg, where they were held at gun point and ordered to surrender all that they were carrying.

He also said Zambians travelling by bus, especially those arriving through Kirk Street in Johannesburg’s central business district, should avoid carrying cash.

“The Mission would also like to repeat the call to those going to meet church leaders in various parts of South Africa, to ensure that they make adequate arrangements before they travel. It has been observed that several Zambians have continued getting stranded while in South Africa after running out of money and consequently going without food for days and spending nights in the open,” he said.

He explained that as a result of budgetary constraints, Foreign Missions are unable to provide funds for repatriation and the South African High Commission is no exception.

“We wish to advise and reiterate that citizens travelling and seeking faith healing and prayers from churches in South Africa must financially prepare to avoid being stranded and endangering their lives.

“Based on the overwhelming number of cases of stranded citizens, we wish, therefore, to advise that those who intend to travel should first contact their hosts in South Africa so that they could gather all the necessary information pertaining to their trip. It would be important for travellers to make prior arrangements for accommodation, transportation, food and to carry money to last them the entire duration of their stay in South Africa.”

Hillary Clinton has conceded the hard-fought presidential contest to her Republican rival Donald Trump Tuesday night after the real estate mogul, a political novice, achieved victory in a number of key battleground states and even managed to turn formerly blue states red.

Against all odds, polls and projections Donald Trump claimed victory in the presidential election, delivering a speech at the Hilton Hotel in New York City to a cheering crowd of supporters.

It was an unexpected outcome for the Republican candidate, who not only beat out a stacked GOP primary field with numerous, but also an even more formidable opponent in Hillary Clinton, who was consistently ahead of him in the polls up and in a much stronger position on the electoral map.

Not to mention, Trump has been mired in scandal and gaffe throughout the election: More than a dozen women have accused him of sexual assault after a hot mic tape revealing Trump bragging about “grabbing” women by the genitals, he has made vague insinuations connecting Obama and Clinton to terrorism groups, led a campaign built on wild inaccuracies and vague to nonexistent policy proposals and built his campaign on divisive anti-immigrant and anti-Muslim rhetoric, garnering even the support of white nationalists.

Despite all this however, Trump managed to strike a chord with the American people, as an unorthodox candidate without a political background, selling a call for a Southern border wall, a temporary ban on Muslim immigrants and his strong opposition to trade deals

Agreement provides reliable high-speed connectivity for branches and banking Systems

First National Bank (FNB) is set to continue providing its customers with reliable high-speed electronic banking services thanks to a renewed contract signed this week with internet service provider Paratus Telecommunications Zambia.

Under the terms of the contract, Paratus enables FNB to provide a robust electronic banking platform to its customers across the bank’s branches and agencies throughout the country, connecting FNB Zambia to the Bank of Zambia’s Electronic Clearing House and the Zambia Revenue Authority (ZRA) as well as the MTN and Airtel mobile networks. Paratus is also connecting FNB Zambia back to the bank’s head office in South Africa via a redundant Virtual Private LAN Service (VPLS).

Paratus Telecom Zambia’s Country Manager, Marius van Vuuren, and FNB Zambia Chief Executive Officer, Leonard Haynes, signed the agreement at a ceremony last week, extending the companies six-year working relationship.

Donald Trump has captured crucial victories over Hillary Clinton Tuesday night in Florida, Ohio and North Carolina, showing remarkable strength in three of the nation’s most fiercely fought battleground states in an unexpectedly tight race for the presidency.

Clinton carried Virginia and Colorado, as well as California, the nation’s largest prize. With a handful of other states still undecided, neither candidate had cleared the 270 Electoral College votes needed to win the White House.

Michigan and Wisconsin, two Midwestern powerhouses that haven’t voted for a Republican presidential candidate since the 1980s, took on unexpected importance. Clinton’s campaign had largely taken both for granted, but made a late push in Michigan in the race’s final days.

The uncertainty sent Markets and Asian markets tumbling, reflecting investor concern over what a Trump presidency might mean for the economy and trade.

All government heads of Departments and Parastatals advised to submit quarterly reports

SOUTHERN Province Minister Edify Hamukale has advised all government heads departments and parastatals to ensure they submit the quarterly reports.

Dr Hamukale said the quarterly reports were being submitted to Republican President Edgar Lungu and it was important that all departments submit quarterly reports.

The Minister who was speaking in Choma during a meeting with District Commissioners, Mayors, Council chairpersons and Town Clerks said President Lungu would like to know how the government departments and parastatals were functioning hence the need for them to adhere to the directive of submission of the quarterly reports.

“The quarterly reports are of benefit to us as President Lungu will have access to know what is on the ground,” he said.

He said parastatals should not distance themselves from the submission of the reports but were required to comply and submit the reports.

He also called on all mayors, district council chairperson and district commissioners to read the constitution, Patriotic Front (PF) manifesto and the Seventh National Development Plan (SNDP) as they would help in the implementation of government programmes.

During the same meeting the Minister called on the Mazabuka Municipal Council to work at the creation of a divergent road to help curb the increased road accidents in the district.

Meanwhile Dr Hamukale assured the people of Kalomo that government had engaged Zamtel and the communication towers would soon be mounted in the district.

The Minister made the assurance following a question from Kalomo District Commissioner Cosmos Chiiba who sought for the intervention of the provincial Minister in the installation of the communication towers.

Mr Chiba said people of Dundumwezi and were subjected to climbing trees whenever they wanted to talk on mobile phones.

“Our people in Dundumwezi climb anti hills in for them to communicate and I request for your intervention,” he said.
