Zambia Police Charge and Release Post Newspapers Editor-in-Chief

Police in Lusaka have released Post Newspapers Editor-in-Chief Fred M’membe on Police bond with two working sureties.

Mr M’membe was released this evening has since been charged with criminal trespass and uttering forged documents.

Police arrested Mr M’membe, his wife Mutinta and Deputy News Editor Joseph Mwenda after they gained entry into the Post offices on Bwinjifumu road around 01:00hours this morning.

This was after obtaining a stay from the ZRA Appeals Tribunal restraining Zambia Revenue Authority from seizing the newspaper’s property.

And Mr. M’membe says he will not be silenced like others, but will continue to speak when things go wrong

Meanwhile, Visiting US Assistant Secretary of State for Africa Affairs Linda Thomas – Greenfield says Zambia’s democratic reputation is on the line depending on how the country conducts the August 11th elections.

Ms Greenfield says Zambians should strive to ensure that the August 11th General Elections are free, fair and credible.

Speaking during a media briefing to mark the end of her two day state visit in Lusaka today, Ms Greenfield says mission was to see how the US Government can help the country in holding peaceful elections free from political violence.

She during her visit she managed to meet with UPND President Hakainde Hichilema, but could not meet up with President Edgar Lungu to discuss the current political situation in the country.

Ms Greenfield says Zambia has a good record of being democratic country, and thus the need for all people to remain united and ensure they are not used for political expedience.

The US Assistant Secretary of State for Africa Affairs has also advised the Zambian government to find means and ways of sitting down with the Zambia Revenue Authority (ZRA) and the Post Newspapers and come up with a plan on how the company can pay the taxes it owes while remaining operational.

She says it is important that an amicable solution is found to this problem so that the government is not seen to be fighting the newspaper.

The Law Association of Zambia (LAZ) is alarmed by the brutal manner in which the police service arrested and beat up the Post editors Mr.Fred Mmembe and Mr.Joseph Mwenda,including Mr.Mmembe’s wife Mrs Mutinta Mazoka Mmembe. LAZ also condemns the the way the police man handled lawyers Mr.Nchima Nchito SC and Mr.Chisuwo Hamwela who were present following an attempt to enforce a legally binding order by the Revenue Appeals Tribunal dated 27th June 2016.

LAZ says the manner in which ZRA and the law enforcement has gone after the Post Newspapers appears to give credence to the argument by the Post that the actions are politically motivated.

Government Transforms Robert Makasa into CBU faculty

Government has announced that it has transformed the recently constructed Robert Kapasa Makasa in Chinsali into a faculty of the Copperbelt University.
In a statement, Ministry of Higher Education Spokesperson Chiselwa Kawanda said the decision is meant to reduce operational overheads of setting up a new university by placing it under CBU Management and address the lecturer availability concerns for the new university by using an already established faculty without necessary increasing the wage bill of the University.

Ms. Kawanda added that the decision will also help operationalize the University without necessary incurring the full costs of establishing a new University and also help decongest the Copperbelt University.

“This University has now been completed at the total cost of K107 million and the Ministry of Higher Education has decided to establish it as a faculty of the Copperbelt University. This decision was arrived at after exhaustive consultations by the Ministry as well as a comprehensive evaluation of the bids from the two Public Universities (UNZA and CBU) that were vying to take up RKM University,” she said.

Ms. Kawanda revealed that the Ministry of Higher Education gave both universities time to visit and inspect the Robert Makasa University then made proposals on how best they could run the new institution.

The Robert Makasa University is comprised of 15 housing units, 4 student hostels, 2 lecture theatres, 8 lecture rooms, and a library.

The Competition and Consumer Protection Commission (CCPC) has implored all businesses in Zambia to desist from engaging in conducts that negatively impact on competition in various sectors of the economy.

CCPC public relations offer Handford Chaba said the commission has noted with great concern that some businesses are still perpetrating anti-competitive which do not which distorts competition and erodes consumer welfare.

Mr Chaba said the commission wants to ensure that a competitive culture is inculcated in all market players hence the need for the business community to cooperate in adhering to competition laws.

“We have noted with great concern some of the conducts happening in various markets where businesses still perpetrate vices that are anti-competitive such as refusal to supply, sharing and foreclosure of markets, which do not only distort competition on the market but ultimately erodes consumer welfare.

CCPC is committed to ensuring that a competitive culture is inculcated in all market players in various sectors of the economy, and it is also imperative that the business community helps by adhering to tents of competition law.

“This is because a competitive market brings about innovation through research and development, lower prices for consumers, creates efficiency in service delivery and also gives an opportunity to consumers to choose from a wide range of goods and services.

“Competition is a critical driver of performance and innovation. It benefits everyone by enabling us to choose from an array of excellent products at affordable prices. Competition also encourages the adoption of innovation as companies evolve and new ideas flourish in the marketplace.
As a matter of fact, in modern economic development, promoting competition is broadly accepted as the best available tool for promoting consumer well-being,” he said.

He explained that the commission’s goal is to have competitive market environment across economic sectors which will not only benefit traders but also consumers and the economy at large.

“This is the more reason why the CCPC has always been against market tendencies that have a likely effect of distorting, eliminating, reducing or restricting competition on the market such as restrictive business practices, abuse of dominance position, cartel conduct among others.

“In so doing, our ultimate desire or goal is to have competitive market environment across economic sectors which will not only benefit traders but also consumers and the economy at large.
We therefore, want to appeal to the both members of the public and the business players across the country to look out for such vices and report them to the Commission,” he said.

UPND Presidential running-mate Geoffrey Mwamba says the decision to revoke the flying permit for the helicopter campaign is purely political and a violation of the Electoral Code of Conduct.

The opposition leaders accused Republican President Edgar Lungu of being behind the revocation of the flying permit because he has no message for the people.

He claimed that the PF President has realised that his Party has dismantled the PF’s strongholds and that PF has nothing to offer as President Lungu seeks a fresh mandate hence the interference with the flight permit.

“The decision by Edgar Chagwa Lungu’s government to revoke the flying permit of
our official helicopter campaign is purely political discrimination and violation of the Electoral Code of Conduct.

“This is because President Lungu is aware that we have dismantled the PF in all corners of their strongholds and so he is scared of losing the coming elections.

“Secondly the PF government has nothing to offer even as President Lungu seeks a fresh mandate because they have failed to govern, hence the use of unconventional and uncivilised methods to slow our campaigns,” read the statement in part.

He demanded for a the playing field be levelled as this a critical stage of campaigns and that it is not the fault of the UPND that President Lungu and his running-mate are failing to attract crowds as they try to market their party.

“If Edgar and his running-mate Inonge Wina are failing to pull crowds and market their party which has brought poverty and hunger among the people of Zambia,that cannot be the fault of UPND that he should now turn to unconventional methods to derail our campaigns,” he said.

He also said that his Party is aware of the maneuvers by the PF to silence alternative voice something he said will not happen saying people cannot be silenced.

“We are aware of all his schemes to silence the alternative voice ;
– He has revoked my flying permit
– Made my President HH and I as a campaign message and part of PF manifesto discussed during rallies
– Closed the Post Newspapers down
but the truth remains that he cannot silence the will of the people,” he said.

He vowed to continue his campaigns using whatever means possible.

“Leka Nkwebe our campaigns will continue by any means possible whether by road,by water even by air or on foot, we shall reach every corner of our beloved country,” he said.

He also bemoaned the lack of adherence to the electoral code of conduct by the ruling party.

“The Electoral Code of Conduct provides a code on how people should conduct themselves during campaigns, therefore revocation of our flying permit and grounding the helicopter is a total disregard of the electoral Code of Conduct which President Lungu as a lawyer understands.

“This act is also an assault on fundamental principles of a free and fair election and also hinges on Human Rights and good governance.

“This violation can actually go to the International Court of Justice and President Lungu can be subjected to the international tribunal,” Mr Mwamba noted.

He has since given the ECZ 48hrs to intervene in the matter or risk being taken to Court.

“However we shall start by appealing to the Electoral Commission of Zambia to intervene in this matter within 48hrs failure to which we shall take a legal route.

“I’ve used the said helicopter specifically for campaigns and according to the flying permit granted, the campaign schedule has been shared and everything has been within the law, to revoke it, is like a personal attack on me,” he said.

Student body disappointed with PF and LAZ’s handling of the Referendum

The Zambia National Students Union says the student body in the country is disappointed with PF leadership and the Law Association of Zambia for failing to provide leadership on the Referendum.

Prince Ndoyi the student body’s Vice President expressed disappointment with the Patriotic Front leadership and LAZ in the manner they have opted to address the issue of the Referendum.

Mr Ndoyi said it is very disheartening to hear the biggest stakeholders in the process impose a choice instead of prioritising the sensitization on the contents of the proposed Bill.

“As the Zambia National Students Union we would like to express disappointment with the Patriotic Front leadership and LAZ in the manner they have opted to address the issue of the Referendum exercise we shall be undertaking as a country alongside the general elections on August 11. We say so because it is very disheartening to hear such great stakeholders in this process beginning to impose a choice instead of prioritising the sensitization on the contents of the proposed Bill,” he said.

He said the ruling PF should prioritise sensitization of the public and reserve the right to choose to the public.

“What we all must be doing especially for the ruling party that has the resources, is conduct sensitization of the electorates and reserve the right to choose to the electorates themselves. Let us allow the people to choose independently, because it is utter nonsense to tell people to vote YES or NO for something they completely don’t know and understand fully,” he said.

He also accused the ECZ of mismanaging the process and that ample time should be given to electoral body when undertaking such a massive task.

“ECZ has mismanaged the referendum and we call on government to ensure that ample time is give to the ECZ if the country is to undertake such a massive process again. Barely a month into elections, we are still talking about lack of a comprehensive voter education on why they must vote in the referendum and what it is.

“We are calling on all civil society organizations and the church to help and sensitize the masses, as ZANASU we shall begin sensitizing our students,” he said.

The Media Institute of Southern Africa (MISA) Zambia has demanded the immediate and unconditional release of M’membe, wife and Post Editor Joseph Mwenda.

In a statement released to the media and signed by MISA Zambia President Helen Mwale, MISA said the arrest of the POST Newspaper Staff, despite being in possession of a court order, proves that the Newspaper is being Politically victimised and called on President Lungu to immediately rise to the occasion and intervene in the matter if he really believes in the freedom of the press and democracy.

MISA Demands Immediate, unconditional Release of M’membe, wife and Post Editor Joseph Mwenda

We are alarmed by the arrest of Post Newspaper Editor-in-Chief, Fred M’membe, his wife Mutinta and Post Deputy Managing Editor, Joseph Mwenda for attempting to access their office premises following an ex-parte order staying execution of the Zambia Revenue Authority’s warrant of distress issued on June 21st, 2016.

The arrest of M’membe and his Deputy Managing Editor, who had an ex-parte order is proof that the action by the state is politically motivated and only aimed at crippling the newspaper.

It is saddening that the Police who are charged with the duty of upholding law and order decided to defy a legitimate order of the court.

State institutions, including the Zambia Police and Zambia Revenue Authority must not allow themselves to be used to achieve petty political aims but must act in a fair and reasonable manner which is above board.

It is clear that the matter is worsening by the day because of the refusal by the ZRA and other institutions to treat the Post Newspaper fairly like they would any other tax payer or media house in Zambia.

We demand that the paper be treated in a non-discriminatory manner in the interest of a media house’s freedom and continued duty to provide a platform for open debate and exchange of ideas, even those deemed to be critical and dissenting.

We strongly appeal to His Excellency, President Edgar Chagwa Lungu, to immediately rise to the occasion and intervene in the matter if he really believes in the freedom of the press and democracy.

We say so because President Lungu stated at his press briefing on May 13th, 2016 that he would ensure media operate independently and without any interference or censorship from the state.

It is our belief that if President Lungu really meant this statement, the situation with the Post would have been amicably settled by now.

We call on the Inspector General of Police, Kakoma Kanganja and the Police command to immediately and unconditionally release Fred M’membe, his wife Mutinta and the Post Deputy Managing Editor, Joseph Mwenda.

It is saddening to note that in a country that boasts about being democrat, law enforcement agencies are being used to break the law and disobey court orders.

The attempts to muzzle the Press in Zambia using force will not succeed as this has already reflected badly on the current leadership with their character currently under question internationally.

Political leaders must know that this decision to close the Post Newspaper, in addition to political violence, restriction of fundamental freedoms of association, expression and movement undermines the holding of a free, fair and peaceful election.

The Problem of Overcrowded Cities

In modern Zambia, municipal authori­ties are, by and large, faced with the problem of con­ges­tion in major urban centers. The problem has particu­larly become more pro­found and mind-bogg­ling due to the lack of ade­quate resou­rces to provide decent social services and amenities to unprece­dented num­bers of people who congregate in such centers to engage in various kinds of social and economic activities.

Lusaka city center provides a good example in this regard.

By and large, the problem is a result of what deve­lopment econo­mists have referred to as the “dual econo­my”—that is, un­even develop­ment in the national eco­nomy betw­een the agricul­ture-based rural sector and the urban sector that is largely based on manufac­tur­ing and the provision of various kinds of services, where­by the latter sector is relative­ly more developed than the former.

There are several situa­tions which can lead to such uneven develop­ment in a cou­ntry’s economy; they include the following:

(a) The general lack of trans­portation, decent housing, healthcare facilities, educa­tional institu­tions, recrea­tional facili­ties, and other basic facilities and services in the agriculture-based rural sector causes a drift of people to the relatively more devel­oped urban sect­or;

(b) Distorted govern­ment policies and incen­tives which are largely and deliberately intended to promote economic activities in urban areas and less designed to promote agri­cultural activities or any other kinds of economic activities in the rural sector; and

(c) Rela­tive­ly higher wages in the urban sector facilitated lar­gely by colle­ctive bargaining, which attract skilled people away from the gene­rally non-unio­nized and low-wage agricul­tural sec­tor.

Larger populations in urban areas overwhelm exis­ting public facili­ties in such areas, as well as diminish munici­pal au­thoriti­es’ ability to cater for the basic needs of communi­ties in their areas of jurisdic­tion. Besides, the rural-to-urban emigration of citizens has made the rural areas even more unat­tractive to private invest­ment, and has resulted in diminished provision for educa­tional, recreation­al, healthcare, and other essential public services and faci­lities in the sparsely populated rural sector.

The unsavory symp­toms of uneven development in countries with low population densities like Zambia are easy to not­ice. They include wi­despread unemployment, fre­quent outbreaks of com­muni­ca­ble disea­ses, an increase in crime and other social vices, and a mush­rooming of spon­tane­ously crea­ted shanty town­ships in and/or arou­nd towns and cities.

Uneven development needs to be redressed by the national government thr­ough special incen­tives designed to lure investors and job seek­ers from urban centers to rural and sub-urban areas. Moreover, municipal authorities and the national government need to work hand in hand in providing essent­ial public services and faci­lities in both rural and sub-urban areas if investors and job seekers are to be enticed to move to such areas.

Examples of public services and facilities which need to be provided for in both rural and sub-urban areas include police protec­tion, an inter-modal transportation network, fire protec­tion, low-cost public hou­sing, and adequate education­al, voca­tional, recre­ational, and healthcare faci­lities.

There are, of course, no quick fixes to any of the numerous socioeconomic ills and challenges currently facing our beloved country, but we still need to make an earnest effort to seek and pursue viable ways and means of addressing such predicaments.

In The Kitchen With Kanta : Honey Mustard Chicken

I have always loved sweet and sour food; let’s just say that I like to mix my savoury food with my sweet food.  Oh yes, I’m a sucker for; chicken and waffles, bacon drizzled with maple syrup,  sweet chilli prawns…pretty much anything savoury that has a sweet tinge to it.  Now, I realise that not everyone feels the same way, but like they say “don’t knock it ‘til you’ve tried it”.  So today I thought I’d introduce you to this delicious Honey Mustard Chicken recipe, I know some of you might be doubtful, but it truly it delicious.  The honey and mustard marry together beautifully, neither overpowering the other, but simply blending together in perfect harmony, giving your taste buds some much needed excitement.

My general rule is, you have to try something at least once; and besides we only regret the things that we didn’t do…so don’t let this be one of those regrets.  Here goes!!

Preparation 15 mins | Cooking 45 mins 

Serves 6

Ingredients

  • 6 chicken thighs or legs, bone in, skin on
  • Salt and black pepper to taste
  • 118ml honey
  • 118ml mustard
  • 1 tsp paprika
  • ½ teaspoon dried parsley (optional)
  • 3 tbsp vegetable
  • ½ an onion
  • 1 yellow pepper
  • 1 clove of garlic, finely chopped

Directions

Preheat a large pan with oil.  Season your chicken with salt and pepper.

In a small bowl, combine the honey, mustard, paprika and parsley (if you are using any); and mix well. Pour ½ of the mixture over the chicken, making sure all the chicken pieces are completely covered.

Fry the chicken in the pan, for about 20-30 minutes or until cooked through; turning them often to prevent burning.

Throw in your garlic, onions and yellow pepper, and brown them slightly.  Pour in the remaining honey mustard mixture, and add about 50ml of water.  Simmer until thickened, adding more water if needed.

To make this dish a bit healthier, try frying the chicken with about 1 tablespoon of coconut oil.

ZAF Interfering With UPND Campaign Again

Once again we are seeing the Zambian Air Force interfering with our campaigning schedule after cancelling our flying permit to Luapula at late notice with the sole intention of disrupting our rallies, draining our resources and further fanning the tensions on the ground being felt across Zambia. The following airspace clearance certificate demonstrates the illegal and provocative behaviour we face. We have now lost a major rally plan.

The Zambian Air Force is funded by the tax payer and their role is to be neutral. Unfortunately senior officials within the Air Force, including Colonel Jere, are abusing their power, corrupting our society, and demolishing the public’s faith in democracy. It is time for them to go.

We have made it clear to these officials that they need not fear us when we come into power. We are not the tyrannical brutes that we see in the PF, we just want to do the best for our country, create jobs for our people and fix our broken economy. Colonel Jere and his thuggish tactics represent everything that is deplorable about PF’s regime, but we shall allow them to enjoy their retirement.

We call on all Zambians and all stakeholders to stand steady and resolute. If PF think they will frustrate us, they are in for a shock. We are not relenting, if it means us traversing Luapula on bicycles to spread our message of hope, we shall do just that.

Police arrest and Detain Fred M’membe, Wife Mutinta and Deputy News Editor

Police in Lusaka last night arrested Post News Editor Fred M’membe and his wife Mutinta including Deputy News Editor Joseph Mwenda.

This was after the trio gained entry to the Post Newspapers Head Office on Bwimjimfumu road around 01 Hours this morning following a stay that restrained Zambia Revenue Authority from seizing the newspaper’s property. 

Armed Police officers also brutally beat up Mr M’membe, his wife Mutinta and Mr Mwenda before bundling them in a police van which drove off to Lusaka Central Police where they have been locked up.

Post Newspapers Lawyer Nchima Nchito was also beaten when he tried to reason with police when they were beating up the trio.

Police later started towing cars of Post employees away from Bwinjimfumu road who had gone back to their offices following a court order restraining ZRA from seizing Post property.

President Lungu has done nothing, Luapula Sub Chief tells GBM

A tradition leader says President Edgar Lungu and his party, the Patriotic Front, have done nothing to improve lives of Zambians especially in rural areas.

Sub Chief Kafola of the Chishinga people in Chibote area of Kawambwa district in Luapula Province says there is nothing that President Lungu can and should be boasting about as almost all the projects being undertaken today were late President Michael Sata’s initiatives.

Speaking at his house at Chibote Mission, the traditional leader complained of not having a fixed, permanent and official residence as he has been relocated several times.

The Sub Chief with 68 village headmen and women further asked politicians to look at the plight of traditional leaders and those citizens in rural areas.

Sub Chief Kafola said this when opposition United Party of National Development (UPND) Vice President Geoffrey Bwalya Mwamba paid a courtesy call on him on Monday afternoon as he (Mr. Mwamba) was on a campaign tour of the province.

And addressing a crowd that gathered at Chibote Mission, Mr. Mwamba or GBM as commonly known asked people to reject the ruling PF come 11 August 2016 for failure to provide basic needs to the people.

Mr. Mwamba who is UPND Presidential Running Mate under the 2016 amended Constitution said evidence of the PF’s fiasco can be seen in all parts of the country a thing he describes as unfortunate.

The opposition leader is in Luapula Province in his nation-wide campaign trail ahead of the 2016 August General Election.

Zambia has repatriated the remains of 19 Ethiopians who suffocated in a Truck

The Zambia Government has repatriated to Ethiopia the remains of the 19 Ethiopians who died along the pedicle road in a suspected smuggling case.

According to a statement made available to the media by Department of Immigration public relations person, Mr Namati H. Nshinka , the repatriation exercise took place on Saturday, 19th June, 2016, and was done in collaboration with the Ethiopian Government through their Embassy in Harare and the International Organization for Migration (IOM). So far eighteen (18) of the Nineteen (19) bodies have been claimed by their families. The 76 surviving Ethiopians are still in a safe shelter within Lusaka and arrangements for their repatriation to Ethiopia have reached an advanced stage.

On Wednesday, 15th June, 2016, the Department of Immigration received information that a Zambian Truck Registration number AFB 496 belonging to BM Transport of Ndola had been intercepted by Congolese Officials about 8 km from Mwenda Border Control in the Democratic Republic of Congo (Border corresponding to Chembe Border Control on the Zambian side) along the Pedicle road. Alerted by motorists who heard banging sounds emanating from the container of the truck, the Congolese Officials stopped the truck and discovered 95 Ethiopians behind bags of fish and beans. Eleven (11) of the Ninety Five (95) Ethiopians were reported deceased at the time the container was opened, this number rose to Nineteen (19). They died of suffocation due to poor ventilation in the container which was laden with bags of fish and beans.

The driver of the truck, by the name of Edward Simwaba (29), a Zambians of Masala in Ndola, his co-driver, Kesta Kanyanta (37), also of Masala Ndola, and another named Zambian remain in the custody of the Congolese authorities.

Meanwhile, the Department of Immigration, with financial support from IOM, also successfully removed 39 Ethiopians from the Country. These are among the 40 Ethiopians pardoned by His Excellency, the President of the Republic of Zambia, Mr. Edgar Chagwa Lungu, in commemoration of the Africa Freedom Day on 25th May, 2016. One of the 40 was not removed as he is still receiving medical treatment. The 40 had been serving prison sentences for consenting to being smuggled.
