Zimbabweans cross border to Zambia to get cheap blood – report

11

Harare – Zimbabweans in the north of the country are “crossing to Zambia with cooler boxes” so they can buy blood for sick relatives who need it back home, a Member of Parliament has reportedly said.

In yet more evidence of the crisis gripping Zimbabwe’s public health sector, local tabloid H-Metro quotes the MP for Binga North, Prince Sibanda, as telling a parliamentary portfolio committee: “Relatives have to run with cooler boxes from Victoria Falls, Hwange and surrounding areas to get blood in Zambia because it is way cheaper there.”

Blood supplies in Zambia are apparently one-quarter of the cost in northern Zimbabwe, at around $50 per unit, compared to $200 across the border.

The average salary in Zimbabwe is less than $400.

The cost per unit is sometimes lower in Harare.

The blood is often needed for new mothers or accident victims.

The director of Zimbabwe’s national blood service, Lucy Marowa, admitted blood was cheaper in Zambia, but said that was because it was subsidised by the Zambian government, H-Metro said.

Zimbabwe’s health sector has been in the spotlight recently over a decision by some private doctors to no longer accept medical insurance cards.

The sector was badly affected by the last economic crisis from 2000-8, when medical staff left in droves and some public hospitals were short of even the most basic drugs.

President Robert Mugabe last week suggested Zimbabwean doctors were “greedy” for demanding payment, though he himself flies regularly to Singapore for medical attention.

The Zimbabwean newspaper reported late last year that Zimbabweans in the east of the country were crossing the border to seek dental care in Mozambique

Miles Sampa’s UDF suffers setback

Some members of the National Executive Committee of the United Democratic Front has defected to the PF.

Leading the defection, Former UDF Central Province Chairperson Adora Phiri said the decision was reached after major consultations in all provinces.

And former UDF Copperbelt Province deputy chairman Robert Mtonga cited failure by party president Miles Sampa to consult his members on the alliance with UPND.

And UDF National Youth Chairperson Kingsley Chinyama said the decision to go to PF has been received well by UDF members.

And receiving the defectors, PF Deputy Election Chairperson Kelvin Bwalya said the ruling party has space for people who want to be part of the development agenda.

Mr. Bwalya said the PF in all structures will welcome any person who supports President Edgar Lungu.

He said the party is growing and people are appreciating its manifesto and vision for Zambia.

TAZARA strikes 48 Million Litres deal

anzania-Zambia Railway Authority (TAZARA) has received four new diesel-electric mainline locomotives and 18 new passenger coaches valued at US$22.4 million.
Tanzania-Zambia Railway Authority (TAZARA) has received four new diesel-electric mainline locomotives and 18 new passenger coaches valued at US$22.4 million.

Dar es Salaam-Malawi Government has given an order to the Tanzania-Zambia Railway Authority (TAZARA) to move 48 million litres of petroleum products in the next 12 months, starting July 2016.

The order was communicated at a meeting between TAZARA and a delegation of 11 officials from the Malawi Government headed by Estelle Nuka, Board Member of the Malawi Energy Regulation Authority.

TAZARA Managing Director Eng. Bruno Ching’andu assured the Malawi delegation that with the new leadership TAZARA had the best management team to compete with any in the world and was fully geared to take the firm to another level.

“Our shareholders have recently appointed me and my deputy, and between us we have vast engineering and business experience. Together with the rest of our management, we have the best team that can compete with any in the world and are well prepared to handle the cargo you will be bringing to us,” Eng. Ching’andu said.

TAZARA is also in discussion with the Zambian Government and another private firm to begin transporting at least 14 million litres of fuel per month from the Port of Dar es Salaam to Zambia and the Democratic Republic of Congo within the month of July 2016.

Since joining TAZARA in April 2016, Eng. Ching’andu has instilled discipline in the railway operations, with the firm now registering consistent and shorter transit times in freight trains as well as passenger trains, an impediment that tended to drive clients away in the past.

The new Managing Director has also ordered his Management team to be customer-centric, giving maximum respect to the clients and being responsive to their needs.

In another development, Eng. Ching’andu has laid out his vision to the employees, calling on every worker to be customer-centric in order to turn the Authority into the best transport organization in the region.

Speaking last week to over 500 Dar es Salaam – based employees, Eng. Ching’andu said he wants to preside over a workforce that is proud to work for TAZARA, paid handsomely and competitively and operating in a safe environment, with plenty of opportunities to learn and grow.

Four in five Zambians say the economic situation has worsened

A business survey and opinion poll commissioned by the Zambia Institute for Public Analysis and Research and conducted by research firm Ipsos shows that 4 in 5 Zambians feel that the economic situation has worsened in the last 12 months.

The report titled in the eye of a storm “The impact of the economic slowdown on the labour market in Zambia” noted that jobs are a major priority for most Zambians.

It reports that most Zambians surveyed identified improving job opportunities as the top priority for how the government should improve the economy.

It also shows that the main impact of the economic slowdown on the Zambian labour market has been job losses with 9.3% of Zambians reporting that they have lost a job and were unable to find a new one.2.8% reported of going from having no job to acquiring one.

73% of firms reported experiencing at least a 25% fall in profits and that small firms have been hit the hardest.

The most common response from business has been to increase their prices, followed by decreasing production while large firms were more likely to impose a recruitment freeze or effect redundancies.

A third of businesses surveyed reported laying off staff in the last year and a further 6.1% of Zambians polled reported falling wages, while 6.6% say that they received a pay rise over the last year.

The report shows that the main losers of the economic slowdown are those with low education and young people, particularly recent university and college graduates.

Around 9 in 10 Zambians surveyed say government has most responsibility to improve job opportunities and 62% think not enough is currently being done.

About a third of Zambians and businesses were however upbeat about future job opportunities.
The business survey covered 173 private sector firms, purposively sampled to ensure a good cross section of different sized firms from different economic sectors.

Face-to-face interviews were conducted in Lusaka, Copperbelt, Southern and Central Provinces between the 5th and 20th of April 2016.

The opinion poll was nationally representative and based on a sample of 1,510 Zambians.

Judge hands down sentences to brother and sister for killing their mother using a pounding stick

Court hammer

A 38 year old man of Insomnia area in Masaiti has been sentenced to death, while his 17 year old sister has been sent to a reformatory by the Ndola High court for murdering their mother using a pounding stick on suspicions that she was a witch.

Judge Mary Mulanda convicted the duo on grounds that she was satisfied that they acted together in murdering their mother following their discussion that she was behind the deaths in the family.

Caphas Kaniki, and the juvenile offender, on February 8, 2015, in Masaiti, did murder Robina Mwaba.

“I find Kaniki and the juvenile offender, guilty of murder, and accordingly, i return the verdict of murder without extenuating circumstances. Kaniki shall hang by the neck until he dies.”

“As for the juvenile,I order that she should undergo reformation at Nsakwe Approved school in Ndola in accordance with the juveniles’ act,” Ms Justice Mulanda said.

During trial, the court heard that Kaniki had a meeting with his siblings and planned on how to harm their mother as he believed that she was the one who had bewitched his deceased children and that she was the one causing her children to have bad luck as Kaniki had a lot of un cleared debts with people.

The court also heard that the juvenile participated in the killing of her mother when she aided Kaniki to go and get a pounding stick with which he used to kill Ms Mwaba because she was sick at the time and she believed that her mother was behind her illness.
But in her defence, the juvenile offender told the court that she agreed to go and pick the pounding stick because she believed that it was always good to obey elders when send and that she only did that as per instructions from Kaniki.

And when asked as to why she did not scream for help when she saw her mother being pounded to death, the juvenile offender told the court that Kaniki had ordered her to remain silent about everything.

But Ms Justice Mulanda said: I have considered the evidence on record and there is evidence on record that the juvenile offender aided and abetted in the beating of her mother by her brother as it was suspected that her illness was caused by her. I strongly believe that she participated in commissioning the offence as she was sick at the time. She assisted in knocking on her mother’s door. Furthermore, Kaniki used a pounding stick procured in killing her mother, who sustained broken arms.”

Let Diplomats Sympathetic to the POST clear the ZRA Debt-President Lungu

99
President Lungu at the State House Press Conference
President Lungu

President Edgar Lungu has told the diplomats that those who feel that the POST Newspaper is being victimised should raise money to pay ZRA and the matter will be cleared overnight.

This is according to the speech released to the media by his Special Assistant for Press Mr Amos Chanda.

Speaking to Diplomatic Corps on the upcoming general elections set for 11th August, 2016 this morning, the president said that the judicial proceedings concerning ZRA and the POST Newspaper are not new and that the matter cannot be stayed because of elections and wondered when will be the the right time for courts to act independently.

Below is the President’s Address:

YOUR EXCELLENCIES, AMBASSADORS, AND HIGH COMMISSIONERS ACCREDITED TO ZAMBIA;
YOUR EXCELLENCIES, HEADS OF INTERNATIONAL ORGANISATIONS;
DISTINGUISHED LADIES AND GENTLEMEN.

It is an honour and privilege to welcome you all to this meeting whose purpose is to provide an update on the state of preparedness of the Zambian government for the forthcoming general elections scheduled for 11th august, 2016. It is necessary and important to keep communication open between government and cooperating partners on any issues of mutual concern, and particularly over this important national issue.

Your excellencies,

Following Government’s invitation to local and international election observer missions to observe the general elections in Zambia, I am pleased to inform you that a number of observer missions have accepted Zambia’s invitation to observe the upcoming elections.

Notable amongst those that have confirmed are the southern African development community observer mission (SEOM), the European union observer mission, and the commonwealth observer mission, as well as some non-governmental organisations, faith based organisations, inter-governmental organisations and individual countries.

It is important to note that government values the presence of election observer missions during national elections because they provide legitimacy to electoral and democratic processes, and thus further leads to the consolidation and enhancement of democracy.

In this regard, I wish to express appreciation to all your countries that will be observing the elections, as well as those already in the country.

Your excellencies,

You will note that as government, we are making important strides and have tried to create a conducive environment for elections, as you have observed with the fair coverage of election campaigns of the different political parties in the media. As far as we are concerned, an enabling environment has been created and the playing field is level, as can be seen from the campaign material for the different political parties around the country.

Your Excellencies,

Government is cognisant of the various perceptions surrounding the closure of the POST Newspaper, and admittedly perceptions are the order of the day in this field. But when you consider the facts on the ground, they are actually different.

It is, however, important for our cooperating partners and stakeholders to note that Zambia values the principle of separation of powers between the three arms of government, and is guided by this principle in its interactions. As such, the decision by the Zambia Revenue Authority (ZRA) to take over assets of the post newspaper was indeed an independent action to recover tax debt as per the mandate of the ZRA.

It is also worth noting that the judicial proceedings concerning ZRA and the POST Newspaper are not new. This matter cannot be stayed because of elections. When is it the right time for courts to act independently?

This issue of the POST Newspaper was there as far back as 2009. When we came into power in 2011, we found it. Some of you are saying that the timing of the court’s decision is awkward. Tell me when is the right time to do this? You are the same people, saying the Tax System in Zambia is not efficient, that we are not collecting tax for development projects.

I don’t know where this happens. My own diplomats who are accredited in other countries can not comment on such matters, if it were in your countries. This is the decision of the Supreme Court and it has nothing to do with me.

Those who feel the POST newspaper is being victimised, let them raise money to pay ZRA and the matter will be cleared overnight. ZRA will close this matter overnight.

Your Excellencies,

In terms of the security situation in the country, government is concerned about the recent incidences of violence between the different political parties in the country, which could potentially harm the country’s reputation as a beacon of peace and stability in the region and the continent as a whole.

In this regard, government has taken measures to ensure that a peaceful environment prevails to ensure that all political parties carry out campaigns without fear or intimidation, which are necessary for the holding of credible elections.

I have personally condemned violence and been calling upon my party members and citizens to desist from violent acts. The Zambia police have been working hard to address the situation. They have been arresting perpetrators of violence regardless of one’s political party. I have had discussions with police to act against anyone perpetrating violence.

In conclusion, may I take this opportunity to remind your excellencies, that Zambia has a good record in the development of democracy, particularly in popular elections and respecting the will of the people. Zambia stands ready to work with your respective countries to ensure that upcoming elections are free and fair and will continue to dialogue with you on important issues regarding the elections.

I thought I could call this meeting so that we can discuss frankly and those with issues to clarify can do so.

I Thank You.

Fisho Mwale pledges to deal with the Katondo Street unfinished building

building in freedom way many years of non completion

Independent Lusaka Mayoral candidate Fisho Mwale has pledged to deal with the issues surrounding the Katondo Street unfinished building known as Mususu Kalenga which he says must be a source of concern to Lusaka residents. Mr Mwale has charged that successive governments have neglected the structure for too long.

Mr Mwale who visited the site said the building had been a hiding place for thieves for a long time.

He noted with concern the high levels of negligence by successive governments regarding the infamous building belonging to Royal Lutanda Company.

H e said Over the general public has continuously expressed concern and discomfort over the state of the building and the activities it attracts as a result.

Mr Mwale said the building is not only a danger in terms of security, but that it has for a long time made Lusaka city look filthy.

He said the overflowing garbage outside the building are a breeding ground for flies and rats which pose a great health risk to residents that conduct their business in the CBD.

He stated that It is worrying that the structure has become a den for those engaging in illicit activities such as robbers and underage sex.

He said street kids on the other hand have continued using the building as shelter a situation he said poses high risk on their lives and put them at the risk of also falling into a life of crime.

Mr Mwale said it is hard to comprehend why for almost 30 years the concerned parties have failed to deal with the issues surrounding the structure.

He said this shows lack of seriousness and commitment to dealing with the matter by concerned parties.

Mr. Mwale said he will take on this matter with the urgency and seriousness required once voted into office as Lusaka mayor.

He charged that leaving matters such as this one unattended is very dangerous for the city adding that it will be difficult to deal with theft given the circumstances.

Mr Mwale further argued that high levels of theft in the different communities must be dealt with in order make the city of Lusaka safe for the residents. He said this is a matter that requires urgent attention.

Meanwhile former First Lady and UPND candidate for the same position Maureen Mwanawasa said she will work towards removing Street vendors from the streets of Lusaka.

Ms Mwanawasa said the people working on the streets of Lusaka are doing so because the country’s economy is shrinking something she said has created a deficit in jobs hence people rushing to earn ends meat from the streets.

She said people can be moved out the streets by voting for a government that will prioritise value addition to the farm products and the creation of manufacturing industries in the country.

She said the UPND will ensure that it creates industries which will in turn help in removing the people from the streets through the creation of jobs.

FDD will shock PF and UPND-Nawakwi

21
Edith Nawakwi arrival at Mulungushi Conference Centre

THE UPND and PF should be ready to accept the results of the August general elections when they will be shocked that FDD has carried the day and should not attempt to make the country ungovernable by rejecting the will of the people, Edith Nawakwi has said.

Ms Nawakwi, the FDD presidential candidate, said the only way to preserve peace after the coming general elections was for Zambians to reject political parties that were violent and were maiming citizens they purport to have the desire to govern.

She said it was not correct for the PF and the UPND to continue claiming that they had won the coming general elections before voting; stating that an election is only won after the last vote had been counted and declared.

Ms Nawakwi has declared that there shall be a miracle in the coming elections and that the FDD which she referred to as a ‘‘little David’’ was likely to cause a huge upset by coming out victorious because God had planned it.

Ms Nawakwi, who was one of the invited guests at the United Church of Zambia (UCZ) farewell ceremony for Synod Bishop, Reverend Mutale Mulumbwa, said her prayer was that there shall be change of government and direction after the general elections.

She said her main preoccupation should Zambians elect her president would be to fight poverty which she said was as a result of failure by successive governments to decentralize the governance system of the country.

Ms Nawakwi said there was also lack of love for the people in the current leadership and advised that Zambians should frown upon leaders who did not believe in God.

She said some political leaders were only using the name of God to dupe the electorate to vote for them but that such leaders would not be able to govern the country according to wishes of God because they lacked love and sincerity.

“My prayer is that there shall be change of government and direction after the general elections. I pray that there shall be peace, love and unity among Zambians but we can only achieve such virtues if Zambians are going to reject political leaders who are violent in nature.

‘‘There is a little David in the corner and those claiming victory before Zambians have voted will be shocked but either the PF or the UPND will have to accept the results. The only way to avoid plunging this country into chaos is to reject the two warring political parties and vote for the FDD,” Ms Nawakwi said.

Ms Nawakwi said the only route to poverty eradication in Zambia was through decentralization because the scourge had been more pronounced in the country’s rural communities.

She said once the governance system was decentralized, rural communities that had been suffocating because of lack of resources would be able to have resources and develop.

Ms Nawakwi however said development would continue to elude Zambia without peace, love and political stability.

Zambia, UK and EU ties won’t suffer because of Brexit-Kalaba

Foreign Affairs Minister Harry Kalaba
Foreign Affairs Minister Harry Kalaba

Foreign Affairs Minister Harry Kalaba has assured that relations between Zambia and the United Kingdom and the European Union will not be negatively affected by UK’s vote to leave the EU.
Mr Kalaba explained that the country’s bilateral cooperation with the UK will not change in any way following their exit from the EU.

He said the UK Government still remains determined to help reduce the inequalities of opportunity and promoting prosperity in our Country.

“We will continue working well with UK institutions that are doing a great amount of work in Zambia such as the DFID and Save the Children,” Mr Kalaba stressed.

“I wish to assure you that Zambia will continue to enjoy good bilateral relations with both the UK and the EU. Zambia and the European Union (EU) will continue to enjoy a positive and constructive bilateral relationship built on a shared commitment to freedom and democratic values,” he said.

Mr Kalaba said Zambia’s cooperation with the EU is anchored on the Cotonou Agreement, a global agreement signed in 2000 between African, Caribbean and Pacific Group of States and the European Union.

He said the agreement was preceded by the cooperation between the two that started way back in 1975 with the coming into force of the Lomé Convention, precursor to the present Cotonou Agreement.

“In this regard, as one of the most important development partners of Zambia, the European Union has a significant development cooperation programme with Zambia to the tune of €484 Million under the 11th European Development Fund to remain in force until 2020. Thus, the EU is still committed to helping Zambia integrate into the world’s trading system so that our country can benefit from the global economy,” he said.

GBM shared the UPND’s plans to bring prosperity to Kasama

United Party for National Development Vice President Geoffrey Bwalya Mwamba on Sunday entered Luapula Province as he continues canvassing for votes ahead of the 2016 August 11 General elections.

On Sunday Mr. Mwamba addressed a series of public Rallies starting with Serenje in Central Province before concluding his day in Chipili in Luapula province.

In his address to scores of locals that gathered at the rallies, Mr. Mwamba explained the UPND’s 10 Point Plan and how it will be implemented.

He said the country’s health sector has been below required standards accusing the current Patriotic Front government of failing to manage it.

Mr. Mwamba added that his party is concerned with the Education sector which they have promised to better by offering free quality education.

And Mr. Mwamba has urged people to stop following tribe but critically analyse leaders when voting.

He notes that wisdom is one cardinal thing voters need to look at when casting their ballots this August.

And when he addressed Chipili resident at Chipili School grounds in the evening, the UPND Vice President and Running Mate to party President Hakainde Hichilema pledged to complete the construction of Boma offices.

Meanwhile, Mr. Mwamba said the immediate past Member of Parliament for that area Davies Mwila had neglected them after being voted into office.

He also accused Mr. Mwila of being engaged in corrupt activities hence asking locals not to vote for him again.

The UPND is fielding Kenneth N’gona in Chipili who asked voters to give him an opportunity to represent them in Parliament.

PF has continued a systematic clampdown on freedoms

3

nevers1

MMD President Dr. Nevers Mumba has said the PF Government has continued its systematic clumpdown on fundamental democratic freedoms of Zambians which the MMD introduced in 1991 to free the country from the one-party dictatorship.

He said the ZRA saga with the Post Newspaper is a mere smoke-screen to hide a wider strategy of political oppression.Which he said the PF unleashed on Zambians upon coming into power in 2011 and manifested through indiscriminate harrassment and detentions of members of the opposition, land grabbing, harrassment of journalists which has continued unabated to this day. He urged Zambians not to allow the situation to continue, because it has potential to spill into uncontrollable political violence and general unrest.

He said all Zambians are aware that the Post newspaper played a key role in the victory of the PF in 2011 and therefore Government could have found a more responsible and civilized way of engaging them than what is happening, particularly in an election year.

Speaking on arrival at Mongu airport in the company of UPND Chairman for Elections Ackson Sejani, welcomed by the entire MMD Western Province leadership and a crowd of local MMD and UPND officials and cadres, Dr. Mumba told the crowd that he had come to flag-off the joint UPND/MMD campaigns for the forth-coming August 2016 elections. He went on to say the people of Western Province were justified in taking issue with the PF Government on the whereabouts of the Roger Chongwe Commission of Enquiry Report on the Barotseland Agreement, which gobbled colossal sums of money but is now just gathering dust at State House.

President Mumba had been on a marathon tour of five provinces, Copperbelt, Luapula, Northern, Western and Southern Provinces by air in part accompanied by UPND Party Spokesperson Charles Kadoma Chairman for Elections , to flag-off the joint UPND/MMD joint campaigns ahead of the 11 August, 2016 elections following the momentous signing of the UPND/MMD Memorandum of Understanding of the two partes’ strategic partnership on 26th May, 2016.

He also took advantage of the provincial visits to hold consultative Provincial Conferences with the full compliment of MMD structures in all those centres.

The resolutions passed by the Provincial Committees were summarised as follows:
i) All MMD structures had resolved to fully embrace the MMD/UPND Alliance as approved by the MMD NEC on 16 June 2016 at Ibis Gardens and involve all members to get vigorously involved in the joint campaigns on the ground,
ii) All structures resolved to reject and condemn the illegal conference held in Kabwe as no bonafide MMD officials or approved electoral college of the party attended that gathering.
iii) All provinces to immediately embark on organizing provincial elections for new office bearers which will culminate in readiness for the National Convention to be held on a date to be announced by the MMD NEC.
iv) All provincial structures pledged solidarity behind the leadership of President Nevers Mumba, for practically demonstrating strong and dedication leadership for the party during very harsh times that the party has been through recently and roundly condemned the Mutati group for attempting sell the party to Rupiah Banda.

Some residents of Ngombe Compound in Mandevu constituency have expressed disappointment with their former area member of parliament Jean Kapata for not bringing development in their area.

Speaking when the MMD Mandevu constituency candidate Marry Phiri and Independent Mayoral Candidate Fisho Mwale introduced themselves to the women of Reformed Church of Zambia (RCZ), the women said the immediate past MP had failed to bring meaningful development in the area.

They said Ms Kapata had failed to deliver on any of her promises which she made during her re-election campaigns in 2011.

The cautioned the candidates to stop taking voters for granted by making promises and disappearing once they are voted for.

The women said it was not the first time that candidates were coming to ask for votes and that politicians should now start delivering on what they promise the voters.

“I have been voting since the time of UNIP but I don’t see any change. Ba Jean Kapata came here when she was campaigning in 2011 before this church had even roofs asked for a vote from us and we gave her but she has never returned to work on the challenges she promised she promised to work on. What assurances are you giving us that you will not do the same? We know you come from this same constituency but that is not a guarantee that you will not be closing your car windows on us,” said Mrs Maggie Daka.

“We voted for Ms Kapata but we don’t see any benefits in voting for her again because she has forgotten about us. Our roads are in a bad condition, she has failed to put even a short stretch to the clinic so that the ambulance can move quickly. We are asking you to use the old tarmac so that you see for yourselves the condition of the road, and we also have a challenge with bridges. A number of young lives have been lost during rainy season due to the lack of proper bridges all these things put together makes us feel that ba MP is a let down,” another RCZ congregant Sanforosa Musonda said.

In reply Marry Phiri the MMD candidate said when elected, she would not impose development projects without consulting the people in the constituency.

She said despite being the constituency with the highest number of registered voters in the country,Mandevu has remained behind in terms of development.

She said with such a high number of people, the constituency just has one secondary school, has no referral hospital or a skills training centre for youths.

She said the constituency needs someone who can be able to address the said challenges but that it was not for her to say which ones should be a priority because her job would be to listen and push their agenda of development.

She also advised the voters to choose a leader who would represent them effectively as opposed to people who disappear after being declared winner.

And Fisho Mwale the independent Mayoral candidate for Lusaka city council said he was a proven leader whose work he did during his time as Mayor of Lusaka speaks for itself.

He said when elected he would prioritise the access to clean drinking water and water born toilets so as to avoid the out break of diseases in the city.

He also said he will ensure that the people who own land but do not have title to the land are given title so that they can use the title in businesses.

He said land without title is as good as having nothing as it can not be used to borrow money or used as collateral in any business transaction.

He also said as a business man he would like to empower the women of Lusaka through the creation of business cooperatives.
