Isoka council disposes off Expired goods

4

Isoka Town Council has seized and disposed off assorted expired goods worth over K16 thousand.

Council Public Relations Officer Peter Sichali confirmed the seizure of goods to ZANIS in a press statement that the expired items included beer, cosmetics, soft drinks, and food additives among others.

And Council Senior Health Inspector Cholwe Shanyinde disclosed that the goods were seized in the first quarter of 2023 after conducting a health inspection across all trading places in Isoka District.

He said the seizure and disposal of the expired, dented and infested goods is in line with the provisions of Food Safety Act number 7 of 2019 and the Competition and Consumer Protection Commission (CCPC) Act number 24 of 2010.

Mr Shanyinde also expressed disappointment that the traders have continued selling expired goods to the public despite the local authority and other stakeholders making efforts to sensitise them on the procedure of handling expired goods.

He further warned traders to desist from deposing off expired good on their own without the knowledge of the council as such endangers the health of the public when the goods are picked by the scavengers

Ministry of Defence Denies Allegations of Zambia Army Sending Special Forces to Chilufya Tayali’s Home

24

Minister of Defence, Hon Ambrose Lufuma, has issued a statement regarding recent allegations made by Chilufya Tayali, a Zambian politician, on social media platforms. The allegations were made against the Zambia Army, claiming that the army had sent Special Forces to Tayali’s home to harm him and arrested his garden boy.

The Ministry of Defence has strongly denied these allegations, stating that at no time did the army or any wing of the defence force go to Tayali’s house to breach his fence perimeter to force entry into his house to either arrest or harm him. The Ministry also cautioned the public not to take everything that comes from social media as gospel truth.

Hon Lufuma went on to state that the Ministry of Defence and the Zambia Army are aware of innuendos and calculated manoeuvers from unscrupulous people to destabilise the country by weakening the defence force. He urged the public not to abuse their personal and universal rights of freedom of speech, the rule of law, and the right to participate in politics and affiliate with any political party of their choice.

The Ministry of Defence also issued a timely warning to all politicians, including Tayali, that conspiracy against the defence force and the presidency is a violation of the laws of Zambia and constitutes an offence.

The Zambia Army remains a people’s and professional army mandated by the constitution to defend and serve the nation at all times. The Ministry of Defence urged citizens to always protect the good name of the Army and its works, and the defence and security wings in general, and never allow desperate citizens to damage the country’s reputation.

Hon Lufuma also urged political leaders to avoid dragging the Zambia Army into politics, as it is non-partisan. He emphasized the importance of safeguarding the peace in the country by respecting those entrusted with powers to maintain it and avoiding political strife that may plunge the country into chaos.

The Minister of Defence reminded citizens that unrest and instability in the country will affect all residents, including and especially the vulnerable, such as children and women. It is the responsibility of all well-meaning Zambians to guard and protect the peace, stability, and sovereignty that the country enjoys.

The Minister concluded his statement by thanking the public for their attention and cooperation, stating that “the Zambia Army remains a people’s and professional army mandated by the constitution to defend and serve the nation at all times.” He urged citizens to always protect the good name of the Army and its works, and to never allow desperate citizens to damage the country’s reputation.

Mwambazi Accused of sidelining officials from UPND when implementing CDF projects

Ndola District Commissioner Joseph Phiri has accused independent Bwana Mkubwa Member of Parliament Warren Chisha Mwambazi of sidelining officials from the ruling UPND when implementing Constituency Development Fund (CDF) projects.

Mr. Phiri alleged that only people from opposition Patriotic Front (PF) were benefiting from CDF in Bwana Mkubwa Constituency.

The chief civil servant in Ndola said he was displeased over the manner in which Mr Mwambazi is handling CDF issues.

Mr. Phiri, the immediate past UPND Ndola District Chairman, said he was receiving numerous complaints and reports from some ruling UPND party members and officials that the said Mr. Mwambazi was working in isolation as he was not engaging, recognising or inviting any UPND party officials in projects under the Constituency Development Fund (CDF).

He said it is unacceptable that the Member of parliament was sidelining the party officials including himself in CDF programmes and projects yet he was using Government’s resources and the name of the Republican President Hakainde Hichilema.

The Ndola DC claimed that he is entitled to monitor any ongoing CDF projects in all the four constituencies of Ndola District because he was an overseer of the four constituencies namely Chifubu, Ndola Central, Bwana Mkubwa and Kabushi.

Mr. Phiri was speaking during the official commissioning of the first ever Mwenye Police Post in Ndola’s Chichele area attended by Ndola Mayor Jones Kalyati.

“Ndefwaya ukulanda pama reports and nama complaints ndepokelela , elo ili ilyashi tatwalinyantilile, abantu bambi tamubachita engage kuma programs and everyday ndepokelela ama similar reports ati ba upnd tabelichita benefit muma CDF programs its like muleloleshya pamenso. This should be discarded. Let me be very open and truthful to you Hon Mwambazi according to the reports and complaints i’m receiving on a daily basis especially from members of the ruling party including myself. You don’t engage leaders from the ruling party when taking up CDF programs and projects, its like you’re sidelining them from your programs,” Mr. Phiri said.

He said no leader should capitalise on CDF for political expediency because the money is for the people of Zambia.

“Let me also take this opportunity to clarify that CDF is not for you, it’s not for Joseph Phiri but its for the people of Zambia and everyone must benefit from it, you shouldn’t be segregative ” Only people from PF are benefiting from CDF here in Bwana Mkubwa. Stop it,” Mr Phiri said.

According to Mr Phiri, the Mwenye Police Post failed to be commissioned on the earlier set time and date as it lacked furniture and police officers to be deployed at the newly built structure.

Mr Phiri further challenged Mr Mwambazi to refrain from segregative behaviour and instead engage every individual despite their political affiliation.

“As much as you are independent, the councilor is independent, CDF money is not independent. We have to monitor it for the benefit of every resident of Bwana Mkubwa. That’s what President Hakainde Hichilema wants. It should not benefit a few individuals no,” he said.

The Ndola DC further encouraged the residents of Mwenye Compound to guard the new police post jealously as so much government resources was allocated to the project further calling on the deployed police officers to remain professional and respect the residents.

Meanwhile, earlier in his speech, Mr. Mwambazi said he was aware that some people say he is not working well in Bwana Mkubwa Constituency.

“This is our police post, let us safeguard it. Respect the police. Like the Ndola Mayor Mr. Jones Kalyati said, we need to respect the government. We won’t allow someone to come and say police are not working well. We have channels of communication. Some people say Mwambazi doesn’t work well others say he works well. Let us give respect to the government. When you have issues consult and follow procedure. President Hakainde Hichilema usually say when you do wrong things you are on your own. You elected me to make laws which are enforced by the police, this is how we work. Thank you the people of Mwenye. We will discuss the rest of the issues inhouse, we will discuss them in the bedroom as a family,” Mr. Mwambazi said.

The Bwana Mkubwa lawmaker has in the past indicated that he was working well with the UPND Government of President Hakainde Hichilema for the benefit of people in his Constituency.

“It is a notorious fact that the UPND is the ones in power and we need to support them like we supported others who did not want to listen. The people of Bwana Mkubwa elected me because they saw it fit that we want this gentleman to help us and even today I am still reaffirming my promise to the people of Government that we will deliver development. With the help of the New Dawn Government we will push and have our projects and deliver to the people. We only have one country and development will come through state coffers. Government does not stop, parties will come and go but the government will continue. What is important is for the people of Bwana Mkubwa to get the share of the national cake and to have development. That is what I am pushing as Member of Parliament for Bwana Mkubwa,” Mr. Mwambazi told journalists late last year.

Kitwe plans to construct street kids’ rehabilitation centre

Kitwe District Administration is working on modalities to construct a street kids rehabilitation centre.

The centre which is expected to be used to transform the children from the streets is expected to have education, sports, counselling and skills training facilities for kids who will be withdrawn from the streets in Kitwe.

This was agreed during a special meeting held by selected heads of Government departments chaired by Kitwe District Commissioner Lawrence Mwanza in Kitwe yesterday.

During the meeting Mr. Mwanza noted that the problem of street Kids in Kitwe was getting out of hand.

He said establishing a permanent centre for housing them will create a lasting solution to the problem.

“It is not right that we should continue ignoring the rising number of streets kids to a level where they are also having children among themselves, it’s also a dangerously situation because these same street kids tend to attack people in the night and engage in illicit activities such as prostitution and drug abuse, we need to remove them from the streets and put them in a centre where they can be transformed into responsible citizens,” he said.

Mr. Mwanza suggested that the street kids can temporarily be put in some identified children centres in Kitwe and Mufulira.

He said his office will seek material support from various stakeholders in terms of food, beddings and other necessities before an operation to remove them from the street is conducted.

Me. Mwanza has further appealed to members of parliament in Kitwe and the council to help fund the construction of the street kids’ rehabilitation centre through the Constituency Development Funds (CDF).

And Kitwe District Social Welfare officer Kombe Kamanga cited Friends of the Street Kids and Life Song centre as some of the centres willing to temporarily take up some street kids.

Kasama businessman fined K3,000 for operating illegal pharmacy

2

The Kasama Subordinate Court has fined a Kasama businessman K3,000 or, in default, serve four months simple imprisonment for operating a drug store without a license.

Bright Musonda, 27, of Musenga Township, pleaded guilty to the charge of selling medicines in a place that is not a pharmacy or health facility contrary to the laws of Zambia.

Facts before Resident Magistrate Samson Mumba are that, on 14 April, 2023, the Drug Enforcement Commission (DEC) office received information of the accused dealing in illegal activities and followed up the matter.

The officers later confiscated assorted drugs from the accused person’s shop.

In mitigation, Musonda pleaded for leniency as he had no one to pay for his education and raised money through the sales from the shop.

He also pledged to abide by the rules governing the sale of drugs.

And Magistrate Mumba, sentenced him accordingly, considering his mitigation and for not wasting the court’s time.

Meanwhile, a couple caused laughter in the court after they were made to reconcile after the husband withdrew the assault case.

Facts of the matter is that Esnart Chileshe, 27, was facing the charge of Assault Occasioning Bodily Harm after she pushed her husband Webster Choomba 32 and hit him with an object on the left side of the eye and fell down.

The suspect was remanded at Milima Correctional Facility for about two weeks and walked to her freedom with a caution that they need to show love to each other rather than resort to fighting.

The couple was then asked to demonstrate in court how they would show that oneness to each other and hugged one another.

SA Tourism Minister wants harmonised visa regime across Africa as 2023 Travel Indaba opens in Durban

6

South Africa’s Tourism Minister Patricia De Lille has called on African governments to harmonise their visa processes in order to grow tourism across the continent.

Ms. De Lille said African must have a harmonised visa regime to make it easier for visitors to move from one country to another.

She said the continent must also simplify the e-visa application process and reduce visa costs to make Africa a more attractive destination for both Africans and international travellers.

She was speaking when she opened the 2023 edition of Africa’s Travel Indaba (ATI) in Durban on Tuesday under the theme, “Unlimited Africa”.

Zambia is represented at the Travel Indaba by Tourism Minister Rodney Sikumba and officials from the Zambia Tourism Agency.

Ms. De Lille revealed that South Africa has visa waivers for several African countries for a specified period and up to a maximum of 90 days, including SADC countries such as Zambia, Tanzania, Namibia, Angola, and Mozambique, Mauritius, Malawi and Botswana.

“We have also rolled out the e-visa system to several countries including Kenya, Nigeria, Egypt, Ethiopia, Uganda, Cameroon and the Democratic Republic of Congo and we are expanding the e-visa system to an additional 20 countries,” she said.

Ms. De Lille also stated that to reposition African travel and tourism market, Africans have to engage in healthy and balanced collaborations and competitions.

She said competition was often considered to be the life-blood of destination marketing and tourism.

“While healthy competition can drive growth and innovation, unhealthy competition can lead to a race to the bottom, with businesses and destinations undercutting each other on price and quality,” she said.

“As the tourism industry, let us foster a culture of healthy competition, where businesses and destinations are encouraged to compete on quality and innovation. Let us remember that long-term success in the industry depends not only on competing but also on recognising the value of collaboration and partnerships.”

“So, each player in the value chain has a unique role to play, and by working together, we can create seamless and memorable travel experiences for visitors – that is the spirit of Africa’s Travel Indaba,” she said.

She said the 2023 ATI, at near the pre-pandemic scale, also demonstrated that Africans could host world-class safe events.

Earlier, Nomasonto Ndlovu, Acting Chief Executive Officer of South African Tourism (SAT), said the theme for the event was crafted with the observation of the enormous potential Africans possessed as well as their ingenuity.

“The theme for this year’s Indaba speaks directly to African countries’ immerse potential which will be showcased in the course of this expo. The energy here is absolutely electrifying and I am happy to be here today,” she said.

This year’s Indaba has attracted more than 1000 buyers from across the tourism ecosystem and just under 1 000 exhibitors with over 350 tourism products being showcased.

The attendees include destination marketing bodies, hotel groups, airlines, tour operators, and 10 African Tourism Boards and 21 African countries represented.

UPND Condemns Archbishop Alick Banda’s Utterances on Police Search at Edgar Lungu’s House

The United Party for National Development (UPND) has expressed serious concern over recent statements made by Archbishop Alick Banda regarding the search conducted by the Zambia Police Service at the residence of former President Edgar Lungu. In a statement, the party called on the Archbishop to retract his comments, which they say promote gender inequality and could incite division among Zambians.

The Archbishop had questioned the need for 200 police officers to be sent to former first lady Esther Lungu’s residence, stating that he was uncertain if the same number of officers would be sent if it were a man.

In the statement, UPND Media Director Ms. Ruth Dante Heaton called on the Archbishop to retract his statements, which she said could promote gender inequality and division among Zambians.

Ms. Dante Heaton stated, “As a leader and man of God, Archbishop Banda’s language has the potential to promote higher gender inequality, which is something he should be preaching against. It is important to recognize that language has a powerful impact on how the world perceives women, and it is our responsibility to use language that promotes equality and respect for all individuals.”

Ms. Dante Heaton also clarified that the police had gone to the residence to conduct a search for stolen vehicles and had a valid search warrant, not a warrant of arrest. She emphasized that it was not appropriate for a religious leader to spread false information and fuel division among Zambians.

“Archbishop Banda should be playing an objective advisory role to those in political leadership and promoting unity among Zambians. As a man of God, he should be providing guidance and direction to the leadership of the country and avoiding making sentiments that have the potential to divide our nation,” Ms. Dante Heaton added.

Can A.I Play a Role in Your Investment Portfolio?

Another way AI is transforming investment is through its ability to perform quantitative analysis. AI tools can perform complex calculations and statistical analysis on data to identify correlations and trends. This analysis can help investors identify patterns in market data and make informed investment decisions based on these patterns.

AI is also being used to enhance portfolio management. AI tools can analyze a portfolio’s performance and provide recommendations on how to optimize it based on specific goals and risk tolerance. This analysis can help investors rebalance their portfolio, adjust their investment strategy, and mitigate risk.

AI is also transforming risk management in investment. With the use of machine learning algorithms, AI tools can analyze market data and identify potential risks to a portfolio. This analysis can help investors identify potential threats and make informed decisions on how to mitigate risk.

One of the most exciting developments in the use of AI in investment is the use of natural language processing (NLP) and sentiment analysis. NLP can analyze news articles and social media posts to identify sentiment and identify trends that may impact the market. This analysis can help investors identify potential opportunities and risks and make informed decisions on how to adjust their portfolio.

In conclusion, artificial intelligence is transforming the investment industry. AI tools and techniques are being used to help investors make more informed decisions, improve portfolio management, and enhance risk management. As AI continues to evolve, we can expect to see even more significant developments in the use of AI in investment, and it will become increasingly important for investors to understand and leverage these technologies to stay ahead in the market.

Green Party Leader Expresses Concerns over Viability of ZCCM-IH Amid Corruption Allegations

Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) has recently faced a spate of challenges, including the resignation of its board chairperson, Dolika Banda, and the suspension of its share listing from the London Stock Exchange. The Green Party Leader, Peter Sinkamba, has called for a thorough investigation into the happenings at ZCCM-IH and for those responsible for the corruption to be dealt with accordingly.

Sinkamba has expressed his concerns that the corruption allegations and the suspension of the share listing are likely to lead to the departure of minority investors from ZCCM-IH, which will have a negative impact on the institution’s viability. He has also noted that ZCCM-IH has lost credibility at an international level due to the recent corruption allegations, which will make it difficult for the institution to conduct serious business abroad.

The Financial Conduct Authority of the London Stock Exchange suspended the trading of ZCCM-IH shares due to the non-publication of audited financial results for the years 2021 and 2022. In addition, Dolika Banda’s abrupt resignation allegedly resulted from excessive and irregular interference from State House. Banda is a renowned business executive who has held several non-executive director positions and has over 25 years of experience in international finance.

ZCCM-IH’s board recently approved a proposal from First Quantum Minerals (FQM) to convert Kansanshi Copper and Gold Mine’s 20% shares to a royalty payment. Additionally, negotiations are ongoing regarding the potential involvement of investors such as Vedanta Resources and FQM in Konkola Copper Mines and Mopani Copper Mines, respectively.

Minister of Finance and National Planning, Dr. Situmbeko Musokotwane, has announced the appointment of Kakenenwa Muyanga as Dolika Banda’s replacement. The Green Party Leader has challenged the UPND administration to interrogate the matter, particularly given the administration’s focus on addressing corruption.

Sinkamba has called for a thorough investigation into the happenings at ZCCM-IH, and for those responsible for the corruption to be dealt with accordingly. The recent suspension of the share listing and resignation of the board chairperson are likely to have negative effects on the institution’s viability and credibility, as well as its ability to conduct business abroad.

Fred M’membe praises professionals for refusing to do wrong things and stepping down from positions

Zambia’s Socialist Party President Dr. Fred M’membe has issued a statement applauding professionals who refuse to do wrong things and resign from their positions. He has urged politicians to be mindful of interfering with the running of public institutions and for appointing authorities to take cognisance of the recent resignations of high-profile professionals from state-run institutions.

In his statement, Dr. M’membe highlighted that the resignations of the Bank of Zambia Governor and ZCCM-IH Board Chairperson were triggered by the divergence of views between the appointing authority and the concerned persons running public institutions. He stressed that political interference by the appointing authorities can compromise the corporate governance standards of state institutions and create an environment of distrust.

He said, “It’s pleasing to see some professionals refusing to do wrong things and resigning from their positions. This is the professional culture we would like to emerge in our country among those appointed to public office.”

He suggested that their resignations were likely triggered by their conscience on breaching corporate governance standards. “One common thread of the resignations we have cited is that these are individuals who have worked both local and abroad for reputable institutions and are highly qualified individuals who are well conversant with corporate governance issues. Therefore, these resignations must have been triggered by their conscience on breaching corporate governance standards.”

Dr. M’membe urged professionals appointed in public office to prioritize their professionalism and resist taking decisions imposed upon them by the appointing authorities. He emphasized that in the event the heat is too much, they should step down to maintain the integrity of state institutions and strengthen the economy.

Dr. M’membe’s statement comes amid leaked audio involving a provincial minister, the Head of State and FRA Board chair, where political interference was evident. The Socialist Party President believes that this is an opportunity for professionals to exercise their conscience and resist external undue influence.

Dr. M’membe urged appointing authorities to take note of these resignations and desist from interfering with the running of state institutions. He said, “We urge the appointing authorities to take cognisance of these developments and strongly desist from interfering with the running of state institutions. This is evident from the recently leaked audio which involved a provincial minister, the Head of State and FRA Board chair.”

Dr. M’membe’s call for a culture of professionalism in Zambia’s public institutions is a step towards creating a transparent and accountable government. His statement is a reminder that senior public officials are appointed based on their competence to independently discharge their duties, and it is their delegated responsibility to make independent decisions without external undue influence.

Bakala Takes Positives From U17 AFCON Outing

1

Zambia Under-17 Coach Ian Bakala says it was good that his team won a match at the Junior Africa Cup despite being eliminated from the competition.

Zambia on Saturday night beat Morocco 2-1 in their final group match at the Africa Cup in Algeria as they failed to advance as best third placed team.

Bakala said playing at the Under-17 Africa was a learning curve for him and the entire team.

“All we wanted was to go out at least with a one. It is a great achievement to win the first game at the Africa Cup as a young coach,” Bakala said.

This was the second time Zambia was appearing at the Junior Africa Cup.
