LCC calls on businesses to acquire health permits

The Lusaka City Council (LCC) is calling on all business entities in the city to acquire Health Permits for 2023 during this year’s licensing period which is from August to December, 2022.

In a statement issued, Lusaka City Council Public Relations Manager Chola Mwamba explained that the acquiring of the health permits will be conducted in compliance with various public health statutes such as the Public Health Act Chapter 295 of the Laws of Zambia, the Food Safety Act No. 7 of 2019, and the Solid Waste Regulation and Management Act No. 20 of 2018 respectively.

Ms Mwamba added that the pre-conditions for the business entities to acquire a Health Permit for the year 2023 includes conditions such as ensuring that the building structures are decorated and painted to an attractive finish, the business premises to be subscribed to the legal solid waste management system, meeting satisfactory drainage system to manage grey (waste) water and avoid discharging in the storm water drainage.

Ms Mwamba further added that adequate lighting both artificial and natural within the business premises for the purpose of workers’ (employees’) health and safety should be put in place, assessment of other possible hazards ranging from biological, chemical and physical, including other hazards are to be noted, keeping quality of commodities being displayed for sell and availability, adequacy and cleanliness of sanitary accommodation (toilets) and finally any other conditions that are incidental thereto.

“The Lusaka City Council therefore, is hereby encouraging business entities to follow the above outlined procedures without fail,” Ms Mwamba noted

She noted that no business premises will be issued with a Health Permit without meeting the minimum Public Health Standards.

The Local Authority has since urged the business entities to comply with the guidance and contribute positively to achieving a Green, Clean and Healthy Lusaka City.

Public order act, not bad – clergy

Caritas Solwezi Director, Fr. Noel Haaninga says the current Public Order Act (PAO) is not an entirely bad document.

Speaking in an exclusive interview in Solwezi yesterday, Fr. Haaninga said the biggest problem has been the implementation of the Public Order Act by the police.

Fr. Haaninga said from his observations the people that are tasked to safe guard and implement the Public Order Act are the ones that create problems.

“The problem I think for me from my little analysis is not so much about the Public Order Act…as it is now is not an entirely bad document…as it is now there are a lot of good things that are there. The biggest problem has been the implementation of the Public Order Act,” he said.

Fr. Haaninga said even if changes are made to the current Public Order Act as long as the police remain with little knowledge on how to implement it there will always be problems.

He said the problem is that the people that are tasked to safeguard and implement the Public Order Act for the benefit of the Zambian People have little understanding of the spirit behind the Public Order Act or deliberately decide ignore to appropriately implement it.

Fr. Haaninga said previously the police abused the Public Order Act to the extent of injuring the same people they were supposed to protect.

“In the previous regime the police were too heavy handed…were too strong in the implementation of the Public Order Act so much so that what they were supposed to protect actually was injured and affected,” he said.

Fr. Haaninga said for him what is supposed to be looked at in the Public Order Act reform is its implementation by the police.

He therefore, appealed to Zambians to take part in the reform by making submissions and not to leave the reform process to the politicians.

President Hichilema heads to DRC for 42nd SADC Ordinary Summit

President Hakainde Hichilema is this week expected to attend the 42nd Ordinary Summit of Southern African Development Community(SADC) Heads of State and Government scheduled for August 17th to 18th, 2022 in Kinshasa, Democratic Republic of Congo(DRC).

President Hichilema will be attending the annual regional Summit for the first time since assuming office in August 2021.

Minister of Foreign Affair and International Cooperation, Stanley Kakubo in a statement made available to ZANIS this evening said President Hichilema’s visit at the 42nd ordinary summit is in accordance with SADC Summit tradition for newly elected Heads of State.

He further stated that the President is expected to deliver his maiden speech and is also scheduled to hold bilateral meetings on the margins of the Summit.

The Ordinary Summit will be convened under the theme: “Promoting Industrialization through agro-processing, mineral beneficiation, and regional value chains for inclusive and resilient economic growth”.

“The Summit is also expected to review progress on the implementation of the SADC regional integration Agenda as outlined in the Regional Indicative Strategic Development Plan (RISDP) 2020-2030, which seeks to promote a peaceful, inclusive, competitive, and middle-to-high income industrialized bloc,” Mr Kakubo stated.

The Minister added that the Heads of State and Government will also deliberate on, among other issues, the Covid-19 Pandemic situation, the food and nutrition situation in the region, mitigation of disasters in the region, and development cooperation and resource mobilization for regional integration programmes and projects.

President Hichilema has reiterated Zambia’s commitment to increased trade and investment amongst African countries and the Summit theme resonates with Government’s Economic Transformation Agenda.

The President has also continued to underscore the importance of peace and security as a prerequisite to the achievement of social and economic development in the regional integration agenda.

He noted that the inaugural participation of the President in the SADC Summit will further reassert Zambia’s influential historical position in the SADC family.

The President is expected to return to Zambia immediately after his participation in the Summit.

Meanwhile the Summit was preceded by the meeting of the SADC Council of Ministers that took place on 13th and 14th of August 2022 in the Democratic Republic of Congo.

Barbara Banda In Shepolopolo 2022 COSAFA Women’s Cup Squad

Shepolopolo Zambia coach Bruce Mwape has announced a 33-member provisional squad for the 2022 COSAFA Women’s Championship to be held in South Africa from August 31-September 11.

Captain Barbara Banda has bounced back in the squad after controversially missing the Africa Cup in Morocco.

19 players from the Africa Cup squad have made it into the provisional squad.

Zambia is in Group B alongside Namibia, Eswatini and Lesotho.

Shepolopolo will kick off the COSAFA campaign against Namibia on 1 September at Nelson Mandela Bay Stadium before the penultimate group match against Lesotho on 4 September and will tackle Eswatini two days later.

Help reduce stunting in the province – PS

Luapula Province Permanent Secretary, Mighty Mumba has called on cooperating partners under the 1000 Most Critical Days’ Programme to help reduce the stunting levels in the Province.

Speaking when the Permanent Secretary under the Office of the Vice President Lillian Kapusana and cooperating partners called on him at the Provincial Administration in Mansa today, Mr. Mumba observed that the province has been struggling with stunting in children and poor nutrition.

He disclosed the high stunting levels and poor food nutrition are the reason the province should continue being supported through the 1000 most critical days’ programme under the Scaling Up Nutrition Technical Assistance (SUN TA).

 “We are all aware that the first 1000 days are critical in a child, when you say this child is intelligent or not, some of the factors that affect the child are associated with food and nutrition,” he said.

Mr. Mumba stated that the government values the support of its cooperating partners and has since encouraged partners to continue with their humanitarian work of helping the Zambians.

The Permanent Secretary in the Office of the Vice, Lilian Kapusana disclosed that Republican Vice President Mutale Nalumango, who is in charge of driving the agenda for food and nutrition in the country, wants to see the food and nutrition agenda be elevated to the national agenda.

Ms. Kapusana observed that the food and nutrition agenda has only been happening in rural communities hence the need to elevate it.

“The President of the Republic of Zambia has said on several occasions that we need to have zero hunger in the country and also the Vice President has echoed that we need to reduce poverty levels in this country and from that point we are very happy to be with you, our partners on this team,” she said.

The Embassy of the Federal Republic of Germany Deputy Head of Development Cooperation, Jonathan Gatzer said the team of different cooperating partners will visit selected districts in the Province that are focusing on the 1000 most critical days of the child programme.

He said the team is in the province to learn the challenges of the projects and how they can try to implement them and also how the implementation is going.

The cooperating partners that are in the province are UNICEF, German Cooperation (GIZ) and USAID.

UPND bubbles with confident of scooping Kwacha seat

The ruling  United Party for National Development (UPND) in Kitwe has expressed confidence that it will scoop the Kwacha constituency seat in next month’s by-election beacsue of the  massive development posted by the New Dawn administration in its first one year in office.

Speaking in an interview in Kitwe today, UPND Kitwe District Publicity Secretary Jimmy Kaunda said it will be easy to campaign in the forthcoming Kwacha By-Election because the Ruling party will just be pointing at its numerous scored achievements which are being appreciated by the people.

” As the ruling party, we commit to conducting peaceful and issue based campaigns so that people can make well informed choices, further, we will not entice the electorates with cash handout as that amounts to electoral malpractice,” he said.

Mr. Kaunda has since urged the Electoral Commission of Zambia (ECZ) to ensure that no party is engaged in any electoral malpractices such as making cash donations or engaging in electoral violence.

He said the UPND government has already stumped out cadres who was intimidating electorates as such the commission should not allow it to come back during the campaigns.

Mr.Kaunda has also cautioned the people of Kwacha against being duped by people who may try to win their votes by bribing them with unsustainable cash and material handouts.

“People should be able to question why a politician would want to give them money now when there is a by-election, an action they do not do when there are no elections,” He said.

Meanwhile, Mr. Kaunda has disclosed that five people have so far expressed interest to contest the Kwacha seat.

He said the national executive will finally decide on who the party will field in.

And Patriotic Front (PF) Kitwe Chairperson Evaristo Chilufya has also expressed confidence that the former ruling party will retain the seat because its candidate is popular on the ground and has been tested and proven.

” We have no doubt we will retain the seat because we have a strong candidate who is liked by the people, he has no problems with other wings but the people on the ground like him,” Mr. Chilufya said.

The Kwacha seat fell vacant following the nullification of the election of Joseph Malanji as area Member of Parliament on grounds that he had no grade 12 certificate.

 And the Electoral Commission of Zambia has set September 15 as the polling day for the by-election.

President Hichilema warns local authorities against mediocre standards

President Hakainde Hichilema has sounded a warning to local authorities that his administration will not tolerate any action that will be a departure away from serving the people.

And President Hichilema says local authorities must work in a coordinated manner to deliver development to the local people.

Speaking in Lusaka today during a Special Meeting with heads of local authorities, Mr Hichilema said the old conventional mediocre standards set of how work is done in the local authorities should be done away with.

The President also called on councils countrywide to not repeat mistakes of the past that never yielded any positivity.

Mr Hichilema says councils belong to the ordinary Zambians and not politicians.

The President also said opposition Members of Parliament sabotaging CDF are doing a disservice to their electorate.

President Hichilema said CDF does not belong to any political party but that the facility belongs to  Zambians.

He, therefore, called for the CDF process to be depoliticized.

Mr Hichilema also challenged local authorities to install toilets in all markets.

The President further challenged the councils to ensure that health facilities contain maternity wings.

Mr Hichilema added that by 2024 adequate desks should be procured so that no school going child should sit on the floor.

 Following the challenge, Lusaka Mayor Chilando Chitangala moved a proposal to adopt and commit to the challenges set by the Head of State.

The proposals were seconded by Mwandi Town Council Chairperson, Lubasi Mwenda and have since been adopted by the local authorities.

Meanwhile during presentations, various councils commended Government for increasing the CDF allocation.

Mufulira Municipal Council Town Clerk, Moses Mwelwa said 123 CDF projects have been approved.

Mr Mwelwa called on Government to reform the procurement process to avoid bureaucracy.

He also said full decentralization must be implemented to ensure the smooth running of CDF issues.

Kanchibiya Town Council, District Planning Officer, Charles Simukonda also observed minimal political interference at his local authority.

Chipata City Council, Acting Town Clerk, Aaron Kamalonda bemoaned inadequate staffing levels in departments handling CDF.

He also called for standardisation of procurement contracts by the Attorney General.

But Local Government Service Commission, Chairperson Ackson Sejani assured that the Commission is looking into employing more people in the local authorities.

And Kasama Mayor Theresa Kolala said there is need for heads of local authorities to have more influence in the administration of CDF.

Minister of Information and Media has advised people to be careful when buying used motor vehicles from Japan

Minister of Information and Media Chushi Kasanda has advised members of the public to be cautious when purchasing used motor vehicles from online dealers purporting to be operating in Japan.

Chushi Kasanda who is also Chief Government Spokesperson stated that the Government through the Ministry of Foreign Affairs and International Cooperation has received information regarding mounting complaints from Zambian citizens who have been swindled or shortchanged by unscrupulous individuals running websites purporting to sell used motor vehicles when in fact not.

Ms Kasanda added that the Government has been notified of cases involving Zambians who have not had their vehicles delivered, despite having made the payment, while some have only received their motor vehicles after intervention by our mission in Tokyo, Japan.

She noted that in view of the foregoing, the Government wishes to advise all individuals wishing to purchase used motor vehicles from Japan to contact the Embassy of the Republic of Zambia in Tokyo, Japan.

“For guidance on the legitimate sources to avoid loss of funds and personal inconvenience, members of the public are advised to contact the Zambian embassy in Tokyo, Japan on [email protected],” Ms Kasanda said

Ms Kasanda cited that alternatively, Zambians are advised to use the Zambia Postal Services Corporation (ZAMPOST), which has a signed Memoranda of Understanding (MOU) with various car dealers in Japan, or to purchase their vehicles from companies with a physical presence in Zambia.

She has encouraged individuals to read online reviews of companies before engaging in business, as this will enable them to appreciate the experiences of other customers.

Ms Kasanda has since directed individuals who may prefer online purchases to deal with companies belonging to the Japan Used Motor Vehicle Exporters Association (JUMVEA), an association approved by the Government of Japan.

Former State House Economic Advisor Arrested for Corruption

The Anti-Corruption Commission has arrested and charged former Special Assistant for Economics Hibeene Mwiinga for possession of property valued at over K41 Million and cash amounting to over US $238,900.

Mr Hibeene Mwiinga is the former Economic Advisor to the former Republican President Edgar Chagwa Lungu has been arrested for being in possession of properties that are reasonably suspected to be proceeds of crime.

The Anti-Corruption Commission Public Relations Manager Timothy Moono highlighted in a statement issued that Mr Hibeene Mwiinga, 60 years, of Hichikey Farm in Mwembeshi has been charged with 23 counts of possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010 of the Laws of Zambia.

Mr Moono explained that the said properties include a house in Kingsland City which he purchased for cash at US Dollars 600,000 and five (5) houses in Silverest Gardens all valued at K4,383,144, while other properties include a double storey flat in NAPSA Housing Complex in Ibex Hill valued at K1,520,000; and two (2) properties in Chililabombwe valued at K2,140,000.

Furthermore, Mr Mwiinga is also in possession of seven (7) motor vehicles which include Mercedes Benz car, Jeep Cherokee, an Isuzu D-Max, a FAW Truck and two trailers, all valued at K1,466,478.68.

“Between January 2015 and January 2021, Mr Mwiinga was in possession of a total of US Dollars 238, 924.00 in his bank accounts,” Mr Moono said

And Mr Moono added that Mercy Munsanje Mwenda Mr Mwiinga’s wife and his son Hakaantu Mwiinga have also been arrested and charged with possession of properties reasonably suspected to be proceeds of crime.

He noted that Mercy Munsanje Mwenda, 56 years, has been arrested and charged with two counts of possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010, of the Laws of Zambia.

He said that the properties include eleven (11) vehicles which include an Isuzu D-Max, two Hino Trucks, a Mercedes Benz car; a Dyna Truck and a Toyota Alphard, all valued at K1,251,660.59.

“Mercy is also in possession of a property in Salama Park valued at USD 20,750.00,” he noted

Meanwhile, Hakaantu Mwiinga, 32 years, son to Mr Mwiinga of house number 22 Salama Park, has also been arrested and charged with two counts of possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the forfeiture of proceeds of crime Act No. 19 of 2010 of the Laws of Zambia.

“The properties include 9 vehicles which include; a Dodge Nitro; a DAF Trailer; a Van Hool Trailer; a Volvo, and a Nissan Navara; all valued at K680, 900,” Mr Moono stated

Mr Moono cited that Hakaantu is also in possession of a property in Silverest Garden valued at USD 50,000.

Mr Moono stated that the trio have been jointly arrested and charged with 17 counts of being in possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010 of the Laws of Zambia.

“The properties came into their possession between January 2015 and January 2021, and include cash deposits in a company account amounting to K7,516, 943.27; twenty-seven motor vehicles valued at K4,026, 525.27 and a farm in Mwembeshi in the name of Hechikay Farms valued at K12, 400, 000 and the farm which was acquired much earlier was, however, developed between the same period,” Mr Moono explained

Mr Moono alluded that the trio are expected to appear before Court on 31st August 2022 as there are a total of 54 properties that have been linked to Mwiinga, his wife and son that are reasonably suspected to have been acquired through proceeds of crime between 2015 and 2021.

Inferno destroys merchandise at Riverside Market in Kapiri Mposhi Town

An inferno in the early hours of today swept through a storage house and about 27 stalls at Riverside Market in Kapiri Mposhi Town destroying merchandise worth over  K 400, 000.

The burnt merchandise included bales of second hand clothes, grains, groceries and farm produce belonging to marketeers.

The cause of the inferno which started around 03:00 hours today is not yet established.

A check at the market around 06:00 hours found affected marketers and dozens of people salvaging through their burnt merchandise.

Joseph Silungwe, a security guard at the market, who reported the fire break out to police around 03:00 hours revealed that the Council Fire Brigade only managed to arrive to the scene about 25 minutes after the shops had completely already ignited.

” As I was patrolling I just saw a huge flame of fire so I alerted some people who sleep in the stores to wake up and I called the police but the fire brigade only  responded after about 25 minutes,” Mr Silungwe said.

And the affected traders have appealed to the Disaster Management and Mitigation Unit (DMMU) to come to their aid.

One of the marketers, Samuel Sichone said he has lost 12 bags of popcorn and groundnuts adding that all his capital has gone to waste.

Another Trader, Beatrice Musonda, a second hand clothes trader, says she has lost merchandise worth over K 20,000 in  the fire.

” I just ordered new clothes to be sold and they are all gone I don’t know we’re to start from this is all I had,” Ms Musonda said.

Kapiri Mposhi Central Ward Councilor, Ronald Simwanza says 27 shops and merchandise worth over K 400, 000  have been destroyed in the fire.

” We have received information from most of the marketers on the worth of goods they kept in the storage and shops which is coming to around K 400,000 altogether and this is a disaster,” Mr Simwanza said at the scene.

Meanwhile, Kapiri Mposhi District Commissioner who equally rushed to the scene later in the company of police and council officials said that investigations have been launched into the cause of the fire.

Mr Hasalama said the government is compiling the list of all affected marketers for generation of the report.

The DC appealed to the affected marketers to remain patient as police investigates the matter.

” The cause of the fire is not known but police are investigating the matter and for now that’s where we are,”  Mr Hasalama said.

Efforts to get a comment from Central Province Police Commanding Officer Dennis Moola failed by reporting time.

Corruption in land administration irks govt.

Minister of Lands and Natural Resources, Elijah Muchima says he is saddened with the continued reports of corruption in the administration of land.

Mr Muchima said he has been receiving reports from different parts of the country on how title deeds and multiple allocation of land has been administered in corrupt ways.

He said it is disappointing that corruption in the ministry has taken a center stage instead of officers providing the service to the public.

Mr Muchima has since called on the officers in the ministry to service the people diligently.

The minister said when he officially opened the training of officers at the Ministry of Lands and Natural Resources in the new Zambia Integrated Land Administration System (ZILAS) at Chalimbana Local Government Training Institute in Chongwe district.

Mr. Muchima, however, said he is confident that the ZILAS system which is aimed at modernizing the delivery of public services through digital technology will help improve service delivery at the ministry.

He noted that the system has been developed by the Ministry of Finance and National Planning and Smart Zambia in collaboration with the Ministry of Lands.

Mr Muchima added that a total of 57 online services covering all the departments of the Ministry of Lands are expected to be developed of which 33 services have since been completed.

Smart Zambia National Coordinator, Percy Chinyama said the system will no doubt help increase public service revenue collection by eliminating human interactions and influence.

Mr. Chinyama said the system will be rolled out to all the ten provinces and the general public will also have access to online self-service.

Two armed security guards on the run after stealing money from 6 ATMS at Zanaco Bank in the Kitwe

Two armed security guards from a private firm are on the run after allegedly stealing an undisclosed amount of money from six Automated Teller Machines (ATMS) at Zanaco Bank in the Kitwe Central Business District.

Copperbelt Police Commanding Officer Sharon Zulu said police are looking for the suspects identified as Carol Muluti and Munthali Chingi who were seen on the CCTV footage entering the two ATM points putting money in their laptop bags and a carton box on Sunday.

Ms. Zulu said the suspects locked the doors to the two ATM points and went away with the keys to the same doors.

She said Police visited the crime scene and observed that access to the ATMs was gained by virtue of the guards being employed through their security company to load the ATMs with cash.

“A case of theft by servant was reported at Kitwe Central police station, Occurred on the 14/08/22 between 19.40 hrs and 20.00 hrs at ZANACO Business Centre ATMs along Obote Avenue and /ZANACO Meat Market ATM opposite Anglican Church along Independence Avenue Town Center Kitwe. In which Male Hubert Tembo aged 39, of House No. 67 -18th Street Nkana East Kitwe, also a service manager at ZANACO bank Business Centre Kitwe reported that, (2) two armed Secure Security Guards who are authorized ATM custodians stole some undisclosed amount of money from six (6) Automated Teller Machines located at ZANACO Business center along Obote road and at Meat Market along Independence avenue Kitwe,” Ms. Zulu confirmed.

All the six ZANACO ATM points are currently not working until verification is done.

“Facts of the case are that, on 14/08/22, the two security guards identified as female Carol Muluti other details not yet given and male Munthali Chingi whose details are yet to be given was seen on the CCTV footage entering the two ATM points putting money in their laptop bags and a carton box. They locked the doors to the 2 ATM points and went away with the keys to the same doors. The scene of crime was visited and it was observed that, Access was gained by virtue of them (guards) being employed (through their security company) to load the ATMs with cash. Currently, all the six ZANACO ATM points are not working until verification is done and the two are on the run though investigations into the matter have been launched and a Docket of case opened,” Ms. Zulu said.

550 PF Members ditch party, join UPND in Kabushi

Over 550 members of the Patriotic Front-(PF) in Kabushi constituency have defected to the Ruling United Party for National Development (UPND) citing good leadership by the new administration.

Representing the defectors from Kaloko ward, Victoria Chikamba said they have resolved to vote for the UPND candidate in the fourth coming Kabushi Parliamentary by-election slated for September 15, 2022.

And speaking on behalf of other defectors from Kabushi ward, Rosina Siwale said the introduction of free education and recruitment of teachers are some of the pulling factors attracting people to the UPND.

And receiving the defectors, Copperbelt UPND Provincial Chairperson, Elisha Matambo thanked the defectors for joining the UPND which he said has a clear vision and destination for the country.

Mr.Matambo added that the UPND administration has in the last one year performed wonders that other successful government’s failed to do in ten years.

He said what President Hakainde Hichilema and his administration have done is everywhere to be seen by all well-meaning Zambians, the reason many should support him.

Mr. Matambo who is also Copperbelt province Minister said the government is working tirelessly to transform the lives of Zambians in all regions.

When reached for a comment, Ndola District PF Chairperson, Benjamin Chitondo said he is not aware of the defections.

Mr.Chitondo said his party is ready to face UPND in the by-election on 15 September.

Simata assures safety and security in Kamwala Ward 5

Kamwala Ward Five (5) Councillor Mainda Simata says stringent measures are being put in place to ensure safety and security is enhanced in the community.

Mr Simata stated that Kamwala is one of the places with a serious problem of crime, and measures are being put in place to ensure that there’s an upgrade on the levels of security in the Ward.

He noted that one of the things that is being done is the upgrading of Lackson Makushi Police Post into a Police Station as it is located closer to the boundary of Kamwala, Chawama, Nkuku and Misisi compounds and these are areas with a lot of influx of people that are stealing in Kamwala South.

Mr Simata stated that the project to upgrade the Lackson Makushi Police Post has already been submitted to the Ministry of Local Government and Rural Development awaiting clearance and approval.

“We are hoping that with that we are going to have more facilities at the Police Station such as armed Patrol Police Officers with vehicles,” he stated

He added that neighbourhood watch committee is being constituting to work in close collaboration with the Police who may not have the capacity in terms of man power and even amenities such as vehicles to patrol and police the entire area, hence, the need for the communities to also play their part to ensure that security within the residents and Wards prevails.

He explained that the neighbourhood watch committee will always be in the company of an armed Police Officer as they are conducting their patrols because in case of any incident or encounter with criminals the armed Police will be able to assist and even when they will be a shooting the Police will be answerable by explain what really transpired.

“These are some of the programmes that we are rolling out to ensure that the levels of security are provided in the community,” he said

Mr Simata has since appealed to the Police to work together with the community through the formation of the neighbourhood watch committee as resources will be mobilised and insights will be acknowledged from successful neighbourhood watch committees such as the Makeni neighbourhood watch.

“We are trying to replicate that success in our community so that our community can be safer especially for people who work late and knock off at awkward hours,” Mr Simata noted

And Mr Simata cited that the Police need to take a hard stance on crime, there has to be a very hard-liner approach not the soft approach to criminals who have been repeatedly found wanting.

“I think that was last year where a story was covered where five people were shot and fortunately enough, they didn’t die but this was an attack by some armed criminals who robbed a number of liquor stores and ended up shooting innocent marketeers in the process as they fled,” he said

“So, this really has put us on a spot as civic leaders because the major cry of the residents of Kamwala Ward Five in particular is that something has to be done heighten the security situation, and as civic leaders ours is about service delivery working together with stakeholders such as the Police in the community,” he noted

Mr Simata explained that there are people in Kamwala South that live in unfinished buildings as founded from the investigations where these people who are squatting in unfinished buildings are also suspects over these thefts happening in the area.

Mr Simata added that it’s not just unfinished buildings but there are also mushrooming illegal settlements or camps especially along the Ring Road where they are people dealing in scrap metal and recycling waste by setting up illegal makeshift houses, and bathrooms, and in the evening or night time one can even see spots of lit fires.

He stated that the community has complained to say these are some of the people that turn into criminals at night, when in the afternoon one might think that maybe they are legitimate business people trying to make a living by dealing in scrap metal and recycling.

“In the evenings as early as 20 hours people are being attacked by these people that have illegally settled and those that live in incomplete building, this is a reported case which I had last week when we had a community programme to try and figure out how we can sort out crime,” Mr Simata said

“I have reported this to the Council but no action has been taken to repossess these places or have them demolished, but I will continue to pursue this matter and I will still engage the Town Clerk to know why action hasn’t been taken this far,” he said

Mr Simata cited this when he made an appearance on the CAMNET TV Breakfast Show.

Help overcome the huge shortage of desks in schools countrywide, Zambia companies urged

Education Hope Foundation Board Vice Chairperson Aaron Chansa has challenged companies operating in Zambia to help overcome the huge shortage of desks in schools countrywide.

Mr. Chansa said with the re-introduction of free education, local schools need up to about 2 million desks to cushion the deficit.

He observed that many learners in schools countrywide are sitting on the floor owing to increased enrolment.

Mr. Chansa said companies should consider donating desks to schools in their localities to improve the quality of education.

He was speaking when Hope Foundation partnered with Hitachi Construction to donate 32 desks to Insakwe Reformatory School for Female Juvenile Offenders located in Ndola in the Copperbelt Province.

Mr. Chansa saluted Hitachi Construction for facilitating the donation of 32 desks to Insakwe School.

“We are going to go out to mobilise more desks so that we can be second occupant of this school. Insakwe must be our second and Hitachi must be our all weather partner. I am also excited that the Ministry of Community Development and Social Services respects the fact that education is a public good that must be consumed by everyone regardless of their legal status in society. Regardless of whatever offence they have done to society. They have allowed our girls here to continue consuming this public good that we all know as a key to success. You can’t deal without education in this century,” Mr. Chansa said.

“So, the Ministry must be supported, whilst we reform our girls here, we must give them education and from where I come from myself, we don’t just demand education we demand for quality education because poorly educated people are very dangerous to society. So, I will not be happy to come next year and find that there is poor quality here. We want quality education to be provided and this is the reason why I want to thank the management here for opening up the doors.Let me say something about our corporate world. I don’t think that some of our challenges we face today could have been faced if all the companies in Zambia were like Hitachi. Can you imagine if all companies donated 30 desks to schools? Are we going to have learners sitting on the floor? No. By 2019, the education sector in Zambia had a deficit of 1.3 million desks. With the coming in of the free education policy, we are estimating that we need 2 million desks in this country. I have been to all provinces of this country, learners today are sitting on the floor and we have thousands of companies making profits and that is why I took time to thank Hitachi for ploughing back into the community,” he said.

Mr. Chansa has since appealed to the Government to formulate a policy that will make corporate social responsibility among companies mandatory.

“I want to make a call to all companies in this country to emulate Hitachi and identify a school nearby and donate desks, donate computers, donate books and build houses for teachers. I also want to further challenge companies in Ndola to come and build a classroom block at this school. We can’t be struggling with inadequate classrooms when Ndola is dotted with nothing but companies. I also want to appeal to the government to introduce a policy, corporate social responsibility policy that is going to compel companies in Zambia to at least pay back to the community. We need that policy as soon as possible. I found this policy in Malawi. In Zambia it is possible to have this policy. As Education Hope Foundation we call upon the Minister of Justice or the Minister of Community Development to initiate a policy that is going to compel companies to pay back to companies,” Mr. Chansa said.


Young offenders interviewed by reporters said they were pleased with the skills training being offered at Juvenile Reformatory School called Insakwe in Ndola.

Some juvenile offenders said the skills they are acquiring in tailoring, poultry and gardening will help them as they integrate in society after serving their sentences.

Others highlighted some challenges they are facing such as lack of transport when going to access health services from the school.

Ndola District Commissioner Joseph Phiri, who was the guest of honour, said all children deserve to be educated even if they are in conflict with the law.
