Presidential Hichilema heads North

16

President Hakainde Hichilema is tomorrow August 12th,2022, expected in Northern Province for a two day working visit.

President Hichilema is also scheduled to grace this year’s Ukusefya Pa Ng’wena Bemba traditional ceremony in Mungwi District on Saturday,August 13,2022.

Provincial Minister Leonard Mbao said that the Head of State will also officiate at a fundraising luncheon in Kasama tomorrow before meeting United Party for National Development ( UPND ) officials.

Mr. Mbao said President Hichilema is expected to fly back to Lusaka after the ceremony on Saturday.

“I wish to confirm that the President will be visiting the Northern Province for two days.” He said.

Mr. Mbao said President Hichilema and the new dawn administration attach great importance to tradition and culture as they are pillars of national values.

He said traditional ceremonies are a key factor in uniting people from different tribes across the country in appreciating their rich cultural heritage.

“Traditional ceremonies are a unifying factor and they remind each one of us of our genesis” Mr. Mbao said

The Provincial Minister said this when he inspected the Ukusefya Pa Ng’wena main arena in Mungwi District.

Paramount Chief Chitimukulu said about 30 traditional leaders from different parts of the country are expected to attend this year’s ceremony.

The Mwinelubemba further thanked the government for the support towards hosting of the event.

“We just want to thank the government for the tremendous support we have received in organizing this year’s ceremony.

Spokesperson of the Bemba Royal Establishment James Mulenga reiterated that traditional ceremonies are non-political functions and no party regalia will be allowed at the venue.

Part 2: A Letter to Traditional Leaders on controversies regarding land issues

14

Dr. Henry Kanyanta Sosala

Professor Akuffo: ’’When a fool becomes wise, then the game is over since there is no one to play the game.’’

Identifying the Source of Leadership

Any human society of whatever level requires organization and speaking of “organization,” I refer to the pattern of observable regularities of behavior by reference to which people are seen to order their social relationships among themselves. And this is the reason how and why political leadership was birthed.

And this therefore means that people are born equal but not necessarily of the same status. William Shakespeare put it thus: ‘’Be not afraid of greatness. Some people are born great; some achieve greatness and others have greatness thrust upon them.’’ I am therefore in this article emphasizing to their Royal Highnesses that they stand on a superior moral ground than politicians because of a ‘’Mystical Charter and a Divine Right’’ to be rulers, which can only be described as ‘’intangible mysticism.’’

In fact traditional leadership is inherently political. This is born out of history, custom and practice because before the present mode of governments in Africa, traditional kingship was the sole government. And each chiefdom was a “state” on its own under a traditional government. Traditional authority refers to powers that are associated with and emanate from the institution of chieftaincy. In African societies, traditional rulers derive their authority from customs and traditions that have existed since time immemorial. Traditional rulers are custodians and repositories of traditional customs and cultural heritage. Customs and norms provide a means whereby modes of behavior for each society are fixed. These provide a mechanism whereby young people cannot be brought up in a higgledy-piggledy manner.

When the Babylonian King Nebuchadnezzar decided to conscript young men from Judah into his service, he ordered his servant ‘’to select from among the Israelite exiles some young men of the royal family and of the noble families.’’ (Daniel 1:3).

This then means that there are certain clans or families within every nation or tribe that are destined to be leaders. Let me refer to the descendants of Abraham through the patriarch Jacob as revealed when he was blessing his children. And in case of Judah, he said: ‘’Judah will hold the royal scepter, and his descendants will always rule…….’’ (Genesis 49:5).

And as regards the Barotse kingship, the clan of royal blood line or lineage is Banda Andula. The Bemba tribe has about thirty clans, but the royal clan is that of the Bena Ng’andu (i.e., crocodile totem). And in this respect, Andrew Roberts wrote: ‘’The most important social institution among the Bemba, other than the family, is chieftainship. It is above all this institution which generates and perpetuates historical traditions; the affairs regarding which the Bemba look to history for guidance and inspiration are the affairs of chiefs. Bemba history, then, is above all the history of Bemba chieftainship and the doing of the royal clan, the Bena Ng’andu. Yet although such history serves to affirm and reinforce the power and prestige of a ruling group, it is nevertheless accepted by the Bemba as being in an important sense as their own history. The glory of the Bena Ng’andu is something in which all Bemba can share and derive a sense of communal pride. Amid the upheavals of the twentieth century, the Bemba have retained a sense of corporate continuity and communal pride through the survival of their political structure, a living testimony to their imperial past. Besides no other chiefly clan in the region has gained such power for its tribe as the Bena ng’andu…’’
Zambia today as a nation is a federation of chiefdoms voluntarily united to meet their common economic, social and cultural needs and aspirations through a jointly-owned and democratically-controlled central government which is run by tribesmen and women from various chiefdoms. And that was why Dr. Kenneth Kaunda in applauding this wonderful unification of various chiefdoms came up with the motto: One Zambia, One Nation.

The Great, Adolf Hitler in his book, ‘’Mein Kampf’’’ wrote: ’’Popular support is the first element which is necessary for the creation of authority. If popular support and power are united together and can endure for a certain time, then an authority may arise which is based on a still stronger foundation, namely, the authority of tradition. And, finally, if popular support, power and tradition are united together, then the authority based on them may be looked upon as invincible.’’

We must look to another philosophical equation in order to understand the implications of Hitler’s declaration. It is said that Royalty is a government in which the attention of the nation is concentrated on one person doing interesting actions. A Republic is a government in which that attention is divided between many, who are doing interesting actions. Accordingly, so long as the human heart is strong and human reason weak, Royalty will be stronger and human reason weak. Royalty will be stronger because it appeals to diffused feelings and Republic weak because they appeal to understanding.

On the Copper-belt before the African Mine Workers’ Union was established in 1953, there were Elders or Tribal Representatives who were primary agents of administration over Africans on the mines. A social anthropologist, A.L. Epstein carried out a research in Luanshya in the 1950s and here is what he wrote in his book, ‘’Politics in an Urban African Community’’: ‘’There were twenty-three Elders in the Municipal location, representing some twenty-three tribes. They all fell within the social category known in Bemba as ‘Abakalamba.’’ They were big ones, men of age and maturity. And on how did they come to be elected as Elders? All the Elders with whom I was able to discuss were in complete agreement that tribal status in itself mattered little in their elections as elders. Any man, they used to say, who was wise and intelligent and well-known among the people might be chosen as an Elder.

And here is the Tribal Status of Location Elders in Mikomfwa (Luanshya) (1953)
Brother of a Chief 4
Son or Maternal Nephew of a Chief 8
Grandson of a Chief 6
Brother-in-law of a Chief 1
Son of a Tribal Councillor 2
Ordinary Commoners 2
Total 23

The apostle Paul wrote: ‘’Everyone must obey the state authorities because no authority exists without God’s permission and the existing authorities have been put there by God.’’ (Romans 13:1). In order to clearly understand the root cause of the rejection of traditional ruler-ship in Africa, we must look back to history. Israel was being ruled by priests, however, during the reign of the patriarch Samuel, the people of Israel demanded to be ruled by a king: ‘’All the leaders of Israel met together went to Samuel and said, ‘appoint a king to rule over us as other countries’.’’ Samuel was displeased with their request for a king so he prayed to the Lord and the Lord said, ‘’Listen to everything the people say to you. You are not the one they have rejected; I am the One they have rejected as their King.’’ (I Samuel 8:4-7).

In his book ‘’God, Spies and Lies’’ John Matisonn quotes Charles Bloomberg thus: ‘’intellectually, the French Revolution was a product of the Enlightenment. Though different Enlightenment thinkers had different priorities, there were common threads. The Enlightenment based its thinking on science and reason. Its political significance was that if you base analysis on reason; if you challenge the divine right of kings. This was truly revolutionary. The French Revolutionary did not just remove the king; it removed God’s political power. Now the ruler’s policies could be contested, assessed, opposed. Overthrowing the king opened the way to election by the people, and the entitlement to debate the correct course of action. The French Revolution dethroned God as well the king.’’

In the course of history, several kingdoms have been overthrown like the Czars of Russia; the kingship of China; Emperor Haile Selassie of Ethiopia; The Pharaoh of Egypt and even including Britain’s Monarch.
Let us look at the events in the history of England. In 1647, there sprung up all sorts of figures in the United Kingdom to denounce the Divine Right —- the Crown or Monarch. At the end of 1648, Oliver Cromwell became a dictator. Let us now listen to what followed from the pen of one of Europe’s great statesmen, Sir Winston Churchill : ‘’At 1300 hours of 30th January 1649, king Charles I was informed that his hour had come. He walked through a window of the Bunqueting house on to the scaffold. He resigned himself to death and assisted the executioner in arranging his hair under a small white satin cap. He laid himself upon the block and upon his signal, his head was struck off at a single stroke. His severed head was shown to the people and someone cried, ‘this is the head of a traitor’.’’

The English Republic was born and the handful of the Members of the House of Commons who served the purposes of Cromwell resolved that: ‘’The people are under God, the original of all power…….that the Common of England in Parliament assembled, being chosen by the and representing the people, have the supreme power in this nation.’’ It was further voted that the name of a single person should no longer be mentioned in legal transactions under the Great Seal. A new seal was presented, bearing on one side a map of England and Ireland and on the other side a picture of the House of Commons with the inscription ‘’In the First year of freedom, by God’s blessing restored.’’ A statue of king Charles was thrown and on the pedestal was inscribed the words, ‘’Exit the tyrant, the last of the kings.’’ On February 5, it was declared that the House of Lords ‘’is useless and dangerous and ought to be abolished.’’ Thereafter, it ceased to meet. The country was then governed by a Council of State annually chosen by Parliament.

How was the Crown restored? George Monk, the Commander-in-chief of all forces was one of those Englishmen who understood to perfection the use of time and circumstances. He was convinced that the mass of English people were tired of constitutional experiments and longed for the return of the Monarch. After only twelve years, on 25th May 1660, King Charles II (the son of the murdered King) returned from exile. He was received with profound reverence. All classes crowded to welcome the King back to his home. They cheered and wept in uncontrollable emotion. They felt themselves delivered from a nightmare. They now dreamed they had entered a Golden Age. It was England’s supreme day of joy. (A History of the English-Speaking Peoples vol. 2 the New World )
The Crown of England is today the most popular and the most respected in the world. Here is what an American church minister, Reverend Jack Hayford observed when he visited the United Kingdom: ‘’Great Britain is a kingdom with a great and glorious past, its history and royal heritage give people faith and hope for the future. They know who they are and what they must do as a nation. Even as I think about these things, millions of ordinary people are excited about the coming celebration of the Queen (fifty years on the throne). The entire kingdom is caught up in a mood of personal and national importance. They are a people of royal destiny and dignity. Each one feels in some mystical way that he is related to the one who wears the crown and holds the scepter. As a visitor from another country, I am deeply moved. There seems to be a national dignity that flows from the throne, even in the humblest home. Each person, great or small feels they are an important part of the kingdom. They are all a part of one royal family, united by a rich sense of historic purpose and identity.’’

President Hichilema’s record historical – Mutale

9

Former Muchinga Province Mayor and Provincial Patriotic Front(PF) Treasurer Thomas Mutale has hailed the United Party for National Development’s good governance record within one year in power.

Mr Mutale has also praised President Hakainde Hichilema for the various socio-economic developments that he has initiated just within one year as head of state.

Mr Mutale said in Chinsali today, that the UPND government under the leadership of President Hichilema has recorded a good number of developments in almost all the sectors of the economy.

He mentioned the provision of bursaries and scholarships through Constituency Development Fund (CDF) which he said has enabled many young people in the country and the province to access tertiary education.

Mr Mutale added that the free education and the employment of over 40 thousand Zambian citizens in both education and the health sectors is a milestone which the Zambian citizens should be proud of as it will remain a history in the country.

“For the first time in the country we have seen a huge recruitment of civil servants which has never happened with these other past governments since Zambia got independence,” Mr Mutale said.

The former Mayor added that in just one year, people’s lives have been changed in many ways.

He further challenged other political parties to emulate what the UPND has done saying politics of just talking should not be entertained instead politicians should focus on what the people want and implement various projects if they want to win the people’s hearts.

Commonwealth Athletes have paid their allowances-Nkandu

10

The government has refuted social media reports suggesting that Zambia’s athletes at the Commonwealth Games in Birmingham have not been paid their allowances.

Minister of Youth, Sports and Arts, Elvis Nkandu has described as false suggestions that Zambia’s representatives in Birmingham have not received what is due to them.

Nkandu has, in an interview in Lusaka, said that there have been some issues with bank details for some athletes who are yet to receive the allowances although he stated that it will soon be rectified.

“As I’m talking to you, almost everyone has been paid but there was a hiccup somewhere. About 29 athletes were paid out of the 43. The remainder, we had problems with the bank details, some of them were submitting their fathers NRCs and you know the system cannot permit that so we had to tell them to resubmit the bank details and those who are minors, we had channeled the money to their federations, that’s the procedure,” he said.

The Minister also clarified that the athletes are getting paid 80 United States dollars per day and not 50 dollars as some social media reports have suggested.

He said there is a need for Zambians to appreciate because the kind of allowances are unprecedented.

“This is the first time we have given out such an amount of money to any athlete that has gone out of the country.it is the first time we have also prepared our athletes adequately. When you prepare the athletes adequately it means you are sending them to go and compete and we did just that,” Nkandu said.

And Nkandu added that 5,000 United States Dollars has been prepared for the gold winner, $4,000 each for those who minted silver while 3,500 dollars is the reward for the bronze winner.

Boxers Steven Zimba and Patrick Chinyemba both won silver medals while athlete Muzala Samukonga minted gold.

Zambia were ranked 12th overall in the entire gaming showpiece which has since come to an end.

Zambia Swimmer Tilka Pajk took to social media accusing the Government of not paying the athletes.

Former Presidents Remain the Property of the State

By Sunday Chanda

Reports that thieves broke into the residence of Zambia’s sixth Republican President Dr Edgar Chagwa Lungu and walked away with some household goods must be condemned by all right-thinking citizens and calls for thorough and extensive investigations.

For purposes of this write-up, Zambia has so far had seven Presidents with two of them, Levy Mwanawasa and Michael Sata, dying in office and the first, second and fourth heads of State Dr Kenneth David Kaunda, Dr Frederick Chiluba, Rupiah Banda after leaving the presidency.

Today, Zambia’s only surviving former President is Dr Edgar Lungu.

It is a no brainer that upon leaving Office, former presidents continue to be public figures. Though they may no longer make big decisions, they are, by virtue of having been in State House, still in possession of a lot of confidential information about the country and the government. A former President therefore cannot be separated from that of the incumbent President and Government at any given time on this premise. As such, the need to provide them with adequate security need not be overemphasized.

For purposes of clarity, there is a good reason why there exists the Benefits of Former Presidents Act as amended by Act No 33 of 1994 and No 21 of 1998.

Among the many entitlements accrued to a former President, this Act provides the following:

  1. “A former President, immediately upon ceasing to hold office, shall be provided housing accommodation as the government considers fit before the executive house is built for him or her.”
  2. “The State shall provide to a former President, within a period of not more than six months from the date of ceasing to hold office, three drivers, three motor vehicles with free maintenance and entitlement to fuel to the extent determined by Cabinet.”
  3. “… a former President shall, upon ceasing to hold office, be entitled to a tax-free monthly pension at the rate of 80 percent of the incumbent President’s emoluments, all of which shall be a charge on the general revenues of the republic”.
  4. Other entitlements include “ one personal secretary, three security persons, one administrative assistant who shall be at the level of deputy permanent secretary, and three house employees, whose number may be increased by Cabinet.”

Let me hasten to mention that the Act applies to all former Presidents, including those that ceased to hold office before the commencement of this Act.

In conclusion, the welfare of any former President, the moment he or she leaves office rests with the state to the extent that it will continue to dictate different aspects of their lives, up to and including their funeral arrangements.

Farmers’ Union says that CC Misguided Over Tomato and Cabbage Dumping

9

By Jervis Zimba ZNFU PRESIDENT

The Zambia National Farmers’ Union (ZNFU) would like to state that the press statement attributed to the Competition and Consumer Protection Commission (CCPC) over tomato and cabbage dumping is extremely irresponsible and must be condemned with the contempt it deserves.

To the best of our knowledge, the CCPC has a mandate and responsibility to ensure that entities compete in a level playing field and this aspect is premised on the Competition and Consumer Protection Act No. 24 of 2010 which allows the CCPC to investigate and prohibit abuse of dominant position specifically on selling of goods below their marginal or variable costs and a penalty is defined in the same Act.

The producers are concerned that the Commission has quickly jumped to the public gallery and concluded that the Union is advocating for restrictions in the market when the reverse is true. Our expectation was for the Commission to take keen interest in this development, conduct immediate investigations then issue a factual statement and measures to correct the anomaly observed in the market.

As a Union we are alive to the risks associated with predatory pricing and dumping on the economy. If predatory pricing is not checked, prices set low will drive out competitors and create a monopoly. Consumers may benefit from lower prices in the short term but will suffer in the long run after eliminating competition which would trigger a rise in prices and a decline in choice.

Such potential volatility should attract the eagle’s eye of the regulator, CCPC in this case, and guarded against. Dumping perpetrated by a few entities and gross distortion of commodity markets ultimately undermines the livelihoods of farmers. The Commission has the mandate and resources to correct this, and the ZNFU shall not be bullied into not reminding regulators to do their jobs.

The Union has been on record before sounding the alarm on other commodities in the past and the failure by relevant government institutions to act has only served to hamper the agriculture sector’s growth and the most negatively impacted are producers. We don’t want history torepeat itself under the New Dawn Administration. Failure to ensure that farmers compete in a properly regulated marketing environment only serves to compromise consumer welfare and the food security position of our country hence our call for immediate intervention in this matter is valid. The past has examples of production of commodities that collapsed because government entities failed to put in place the necessary safeguards to protect market integrity in a timely manner.

Safe to say that ours is a noble call which should be heard and acted upon by the competent authorities that are empowered by law. The Union needs not be preached to about value addition and promoting storage as we have championed this in other commodities. There are success stories on record which can be replicated if the price incentive remains right as it is a catalyst for remaining in business and increased production. It is not feasible to survive in business and increase production if one sells below production costs hence we remain adamant that CCPC should own the problem we highlighted and invoke remedial measures.

The Formular Shows that Bus Fares Should be Reduced by K2.50

1

By David Chishimba President – Association of Unemployed Youths

We all want prices of goods and services to reduce, so that the cost of living can also reduce, but it shouldn’t be at the expense of others. The economy is interconnected, hurting one sector has ripple effects on other sectors.

I have seen the saga among Taxi and bus drivers and authorities and the general public unfold after the Energy Regulation Board announced the reduction of fuel and diesel by K3.56/litre and K3.14/litre respectively followed by an announcement by Road Transport and Safety Agency’s(RTSA) directing taxi and bus drivers to reduce fares by K7 for intermine and Peri urban areas, K5 for local routes and 14% for intercity bus fares.

This has sparked debates for those who are for the reduction and those who are against. What I have gathered so far is that the Argument for those who are for the reduction is centered around the fact that taxi and bus drivers are quick to increase fares when there is an increase in fuel prices but always drag their feet when the time comes to reduce prices. For those who are against the increase, their argument is that the increment just doesn’t make sense. For example for some routes, when fuel was at K17/litre the fare was at K11,
Now that fuel is at K23, the government wants the fare to be at K9, which economically doesn’t make sense.

Others argue that this should be a lesson and the government should come up with a standard for reviewing fares proportional to petroleum products reviews.

After seeing this deadlock, I took the liberty of reviewing both the increments of fuel and fares starting from February, 2022 because that’s when the the review of the price for petroleum products was changed from 60 days cycle to 30 days cycle. The 60 days cycle has been in place from 2008 until February, 2022. The rationale behind the 60 days cycle was that it took 60 days for petroleum products to be transported via TAZAMA pipelines to reach Zambia and later on filling stations. So the price would remain unchanged for the next 60 days.

The price for petroleum products is determined by the trading of the Kwacha against the dollar and the pump price. The cycle has been changed to 30 days so that consumers can benefit from the gains made by the gain in the country’s currency or the reduction in the pump price which would otherwise not be enjoyed over the 60 days cycle.

That said, let’s look at the increments and reductions of fuel and diesel from February this year and see if we ca make sense of it.

MY PROPOSAL
I took the average increment for 3 significant months which are February, March and June for both fuel and diesel.
Average Increments
February – K2.37/litre, March – K4.61/litre, June – K2.09/litre.
The average Increment for the three months gave me K3.02/litre

I also took the average increment for taxi and bus fares for the 3 months which gave me K2.17. I then divided the average increment of petrol and diesel by the average increment of bus fares which gave me K0.72. This means that for every K1/litre increment of fuel and petrol, local routes were increased by approximately K0.72 ngwee.

For example average increment for February, 2022 was K2.37/litre this multiplied by K0.72 gives K1.71. Rounding this off gives K1.5 as bus fare increment for local routes which coincides with the increment in that month.
So for the month of August the bus fare Increment should be:-
K3.35 X K0.72 = K2.41 ~ K2.5 for local routes.
I used the same formular to calculate for intermine and intercity fares. Therefore the taxi and bus fares should be;

Intermine – K4.05
Local routes – K2.5
Intercity – 10%

I know the government is eager to reduce thq cost of living, but it should do it the right way.

Victory is certain.

PF must Account for Enormity of their Transgressions Before we Pardon them

17

By Prince Bill M. Kaping’a (Political/Social Analyst)

Patriotic Front national chairman Davis Mwila says one year after losing the general elections, the party has repented and reflected on several things that upset the Zambians. He’s further pleading for another chance to rule the country after the 2026 elections. Nonsense!

Without sounding very religious, we would like to remind the PF what the scriptures teach about repentance. We believe the party still has some clergy within its ranks or better still, sympathizers such as Pastor Sumaili, Apostle Amata, Apostle Sinyangwe, Pastor Ngosa, and Pastor Banda, among others. We’ve no doubt these would’ve no qualms sitting down with them and delving into the scriptures to help them easily comprehend such fundamental Biblical issues.

In 1 John 1:9, the scriptures teach thus, “If we confess our sins, He is faithful and righteous to forgive us our sins and to cleanse us from all unrighteousness.” Romans 10:9 further states; “That if you confess with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved.”

What do we make of this?

One can only be said to have repented of their SINS once they take the trouble of divulging the full extent of their transgressions. Well…..if the PF national party chairman claims they have repented, for which SINS have they atoned?

There were a lot of atrocities that occurred under their watch; the nation would be keen to know whether they are indeed remorseful. And if indeed they are, they shouldn’t just be making blanket statements that they have repented! They ought to take a step further and confess their SINS; there and then, citizens can then go an extra mile and forgive them.

For instance, does PF as a party still accept responsibility for condemning people into misery by retiring them in the so-called national interest? What about estranging young couples by transferring them to far-flung areas, do they admit that marriages collapsed while a lot of individuals became vulnerable to HIV/AIDS infection? Was it acceptable for senior PF members to fuel tribalism and division in our nation by ostracizing a certain ethnic group through their careless utterances?

When the gassing of innocent citizens with dangerous chemicals into their homes commenced in Chingola, the Copperbelt police chief Charity Katanga, a lawyer by profession, informed the nation that suspects were turning into cats whenever confronted; really! We’d still want to know who was behind this Satanic operation and whether it is protected by some kind of OATH under the state securities act or not! What about those PF cadres that clobbered us, tore up our party regalia, and hurled expletives at us, was it in order?

If the PF would be courageous enough to CONFESS all these transgressions plus many others, only then can the people of Zambia forgive them!

Socialist Party President Fred M’membe swiftly lends support to the recently fired Ministry of Health PS

20

Socialist Party President Fred M’membe has swiftly moved to lend support to the recently fired permanent secretary in the Ministry of Health Dr George Magwende.

In a post on his Facebook page, Dr M’membe acknowledged that Dr Magwende has been very close to him for many years, going back to 1992 when he entered Medical School in Lusaka, adding that he has been a brother and Comrade of his for many years and that the Dr Magwende he knows is very different from the one who is being summoned to the the Anti Corruption Commission ACC over corruption allegations.

Dr M’membe said that Dr Magwende is an absolutely incorruptible man, an honest and selfless human being and he has no doubt whatsoever that Dr Magwende cannot engage in the abuses that are being insinuated and bandied around, further adding that, if anything, Dr Magwende can only be victimised for his integrity – inability to do wrong things and his courage to say no to wrong schemes.

Dr M’membe further said that by being fired, Dr Magwende has been investigated, charged, tried and judged by President Hakainde Hichilema, and has been found guilty.

“With these happenings, what would be expected of the ACC? To disagree with the President’s verdict?” he Dr M’membe questioned.

Below is the full post

YES, DR MAGWENDE IS CLOSE TO ME

There has been some ceaseless media reports that Dr George Magwende has been fired from his job as permanent secretary in the Ministry of Health because of his connection or association with me. It cannot be denied that Dr Magwende has been very close to me for many years, going back to 1992 when he entered Medical School here in Lusaka. I can say he has been a brother and Comrade of mine for many years. And the Dr Magwende I know is very different from the one who is being summoned to the ACC.

The Dr Magwende I know is an absolutely incorruptible man, an honest and selfless human being. This is a man who has undertaken very risky humanitarian assignments in Mozambique and Malawi when those sister nations were hit by floods in the early 2000s. The Dr Magwende I know is a doctor who I had asked to go to eastern Congo in 2000 to take care of the ill brothers and sisters in response to the request from President Laurent Kabila. All this was for no pay.

The Dr Magwende I know is one who responded favourably to my request to help President Hakainde Hichilema and ensure his health and safety when he was incarcerated at Mukobeko Maximum Prison where Dr Magwende was the Head of Health Services and the only active medical officer. And Dr Magwende paid a very high price doing this – he was fired from his job.

And here we are talking about a very young man with very young children and a young wife being jobless. I am talking about a trained officer with the discipline of a loyal lieutenant.

I have no doubt whatsoever that Dr Magwende cannot engage in the abuses that are being insinuated and bandied around. If anything, Dr Magwende can only be victimised for his integrity – inability to do wrong things and his courage to say no to wrong schemes.

And if he had done something wrong as a serving Civil Servant, what measures were taken to charge him and hear his side of the story? By being fired, Dr Magwende has been investigated, charged, tried and judged by the President, and has been found guilty. With these happenings, what would be expected of the ACC? To disagree with the President’s verdict?

This is certainly not the best way to treat other human beings. Yes, corruption must be resolutely fought, but it must be fought in a just, fair and humane manner.

FAZ Suspends Buildcon and Lusaka Dynamos

0

Buildcon and Lusaka Dynamos have been suspended from the Football Association of Zambia league.

This follows relegated Dynamos and FAZ Super League side Buildcon’s failure to settle contractual disputes that some ex-players successfully lodged against them with FIFA.

“We have noticed with great concern that by all indications that these clubs do not meet basic requirements to obtain a licence to participate in the forthcoming 2022/23 season. Playing in the Zambia Premier League requires a license,” FAZ general secretary Adrian Kashala said in a statement.

“The said teams are also under several transfer bans with FIFA for unpaid dues and have several cases pending with the Player Status Committee. We have also noted a general exodus of players and technical staff because of non-payment of salaries and other payments due.

“The two teams are also still serving a FIFA ban on transfers and may be unable to raise credible squads for the 2022/2023 season.”

Kashala added that both clubs had until Friday, August 12 to settle all outstanding issues or face expulsion from the league.

I did not sponsor a tournament to fight anybody in UPND, says party member who was not adopted

Ruling United Party for National Development (UPND) official in Ndola’s Chifubu Constituency Victor Imakumbili says he is not fighting anyone by sponsoring the recent football tournament in the constituency.

Mr. Imakumbili, the UPND Chifubu Constituency Vice Chairman, in his personal capacity over the weekend sponsored the inaugural Chifubu Constituency Pre-season Soccer tournament which attracted eight teams.

Mr. Imakumbili last year applied to the UPND to contest the Chifubu Constituency Parliamentary Seat prior to the 2021 general election but was not adopted.

The UPND adopted Lloyd Lubosha who went on to become Chifubu Member of Parliament after last year’s general elections.

Speaking to the crowd that gathered at Chifubu Grounds during the tournament prize presentation ceremony, Mr. Imakumbili said he sponsored the competition as a citizen of Chifubu Constituency.

Mr. Imakumbili said he wants to contribute to the well being of Chifubu Constituency.

He declared that he loves the people of Chifubu Constituency and that he wants to see the area progress.

“Firstly, I want to say that I love you, the people of Chifubu. I love you so much people of Chifubu Constituency, which is why we have come here to watch football together. Our wish is that we start working together here in Chifubu Constituency. We want to bring unity in our community of Chifubu. When we bring peace and unite here is Chifubu you will find that things will be working out well. We want to see unity, today we have used sport. We have used football but we know that we have many other sports activities here in Chifubu. We want to ensure that other sports disciplines have support. As a resident of Chifubu, I want you to count on me for the progress of our constituency. In the small things God has given us we will help each other. We will be walking together so that when things happen and we succeed it is not me who is going to succeed but the people of Chifubu,” Mr. Imakumbili said.

“We will move together and we will help each other using the little resources God has given us. I am asking our colleagues who may think I have come to fight people here in Chifubu; I am here to serve as a community worker, so that we bring progress in this constituency. We have a lot of work to do. Let us focus on things we can improve here in Chifubu. We also want to appeal to the office of the Member of Parliament to say that through CDF, look at sports as well so that many people benefit,” Mr. Imakumbili said.

He also appealed to the business community in Chifubu to support newly promoted FAZ Copperbelt Division One side Chifubu Bullets who won the inaugural Chifubu Constituency Pre-season Soccer tournament.

Mr. Imakumbili said Chifubu Bullets need support to progress up to the FAZ Super Division.

“I want to thank you all for this game you have played. I know that our team Chifubu Bullets was promoted into FAZ Division One and this team needs our support as Chifubu residents. I want to take this opportunity to appeal to the business houses of this constituency to come to the aid of Chifubu Bullets and these other teams we have in our constituency. We want to see business men ploughing back to the community of Chifubu. Together we shall be able to build a strong team through Chifubu Bullets. God has blessed this team it has been promoted to Division. God again will promote the team to the Premier League but this won’t work until we work together to support the club. What we were doing today is just a curtain raiser. We have a huge task of working together here in Chifubu,” he said.

Mr. Imakumbili has pledged to continue supporting sports activities in Chifubu Constituency.

Zambia’s current economic situation is bad, inflation rate is not a sign of economic improvement

19

Socialist Party Member of the National Mobilization Committee Frank Bwalya has rated Zambia’s current economic situation as bad. Mr. Bwalya, who is on a branch formation drive in Copperbelt Province, said many Zambians are not affording basic things such as food and bus fares.

He said the recent improvement in the national inflation rate is not a sign of economic improvement. Featuring on SUN FM Radio in Ndola, Mr. Bwalya said low inflation rate does not translate into reduced goods and services and emphasised that real economy is about affording food.

“The current economic situation in the country is bad and it is in the public domain. I will give this example of a church service that I attended on Sunday. I knew that attending that church service, the platform that was given was not supposed to be a political platform and that I wasn’t there to politic but politicians should speak about the struggles of the people, the disappointments and so on. And I struggled to find what to say in that church service because a platform was given to speak to the people but as I was sitting there praying, the choir sang a song ‘Tulefuluka Kenani’ mu Calo tamuli insansa. We are missing the land of Canaan, there is no happiness in the country, and there is no happiness in the land,” Mr. Bwalya said.

“That is an economic statement and it perfectly reflects what is happening in the country. Everywhere you go that is what is happening, the people are missing a situation where they can afford what Canaan represents. People are looking for a situation where they can afford a bus fare. People are looking for a situation where drivers, RTSA, the government and all stakeholders would be able to come to a round table, speak sense and ensure that those of our brothers and sisters who are running buses are able to be assisted to run their business smoothly. Not this unpredictability that we are seeing in the economy. Today you increase fuel, before people even realise this change has happened and then there is a small reduction. You increase by K5; you reduce by K3, very unpredictable that is in my view what can accurately describe the economic situation not only on the Copperbelt but in Zambia as a whole,” he said.

Mr. Bwalya added:”When we now zero in to the Copperbelt, there are certain factors of course that we may need to look at that may not apply to other areas. The Copperbelt as you know very well, this has been a mining province. That is why it is called Copperbelt. Not so much mining in Ndola but Ndola has benefited for many years from what has been happening on the Copperbelt. When you go to Luanshya, I was in Luanshya yesterday (Tuesday), I was told after a meeting with our members, this man tells me ba Father kabiyenifye mu market mulya.”

“People still call me Father (laughs) but they know very well that I am no longer a Catholic Priest, a serving Catholic Priest of course I was validly ordained and some people say once a Priest always a Priest but I want to make it clear that I don’t hang on to that title and maybe for political reasons or whatever I have made it clear and I am sure many people do see what is on my finger (wedding ring) that kwalibako bamo ku ng’anda. So this man says to me ba Father, ba Bwalya nga mwayafye mu market umuntu aleya amilombe 50 Ngwee. Nomba 50 Ngwee finshi wingashitamo? And said this is the situation kuno ku Luanshya. There is no economic activity to talk about.”

“When we talk about the real economy, the production of goods and services. When you talk about the real economy, ubunonshi bwa Calo bwaba mu mpoto (the real economy is in a cooking pot). When we talk about issues of inflation and so on. These are issues that can be tinkled here and there. They don’t practically reflect what would be happening on the ground,” Mr. Bwalya said.

Police in Ndola on the Copperbelt Province have arrested and detained a 24-year old man of Chipulukusu Compound for assaulting his four-year old son. Copperbelt Police Commanding Officer Sharon Zulu said the boy was beaten after asking for money from his father.

She identified the suspect as Ephraim Kalande, a businessman, who used kicks and fists to injure his son in the early hours of Tuesday morning. Ms. Zulu said the boy sustained a swollen and bruised face and general body pains.

She said the victim was only rescued from further beatings by a neighbour who also alerted the area Chairman who apprehend the suspect and handed him over to Mapalo Police Post. Police have since charged Mr. Kalande for assault on a child.

Brief facts of the matter are that, on the material date and time, the reporter who shares rooms in the same house with the suspect heard the latter beating the victim as he cried uncontrollably,” she said.

Ms. Zulu concluded:”The suspect was even heard shouting when beating the victim that he should stop asking for coins or money. The reporter rescued the victim from the abusive father and took it upon herself by calling the section Chairman who came in to help and managed to apprehend the suspect and handed him over to Mapalo police post where he was detained and charged for Assault on a child.”

Census enumerators warned against manipulating data

5

Chipangali District Commissioner, Paul Sakala, has cautioned Census enumerators not to manipulate data when the exercise commences on August 18, 2022.

Mr. Sakala said those who would be found to be manipulating data would face serious consequences because the exercise is important for planning purposes.

ZANIS reports that the DC said this when he launched the enumerators’ training at Eastern Girls Secondary School in Chipangali district.

Mr. Sakala observed that supervisors of enumerators want accurate data, saying where there would be a mismatch, enumerators would be told to go back and do the right thing.

“Once it is known that the data is cooked, just know that serious consequences will follow. The exercise is very important because the government’s planning will be based on the data that will be collected,” Mr Sakala said.

He noted that government institutions such as the Ministries of Agriculture and Education would only perform well in service delivery if correct data is collected by enumerators.

Mr. Sakala also urged the supervisors and coordinators to ensure they scrutinized data submitted because it was through the information that was obtained on the ground that government would adjust the national budget.

He further encouraged enumerators to get vaccinated against COVID-19 so that they protect themselves as they move around in communities collecting data.

The department of health last Saturday tested 199 participants out of which two cases come out positive for COVID-19.

The department also carried out a vaccination exercise for COVID-19, where 77 of those who turned up to write census aptitude tests were vaccinated.

Chipangali District is expected to have 332 enumerators to conduct the Census of Population and Housing which runs from August 18, 2022 to September 14, 2022.

And, Mpika District Census Coordinator, Songiso Songiso says over 400 people have been shortlisted and undergoing training for the National Census of Population and Housing in Mpika District, Muchinga Province.

Mr. Songiso said 485 candidates have been shortlisted as enumerators out of which 60 will be motorbike riders.

He stated that the 10 day training has started adding that the district has received materials to aid the work.

“Everything is set and trainings have started,” said Mr. Songiso

Mr. Songiso revealed that the materials received are 239 bicycles, 328 mattresses, eight projectors and 454 tablets for the enumerators.

And Mpika District Commissioner, David Siame who is also District Census Officer, says Government has empowered youths not in employment by engaging them as enumerators.

Mr. Siame said those above the age of 35 and are in active employment should give a chance to young people to be enumerators.

“I would like to urge those who are not eligible for these positions to leave room for young people, Government wants to empower those youths who are not in active employment,” said Mr. Siame

Mr. Siame said the District Census Committee is working hard to ensure that the right candidates get trained and equipped for the exercise.

Meanwhile, Over 190 people are currently being trained in Luano District as supervisors and enumerators in readiness for the 2022 National Census of Population and Housing.

Speaking during the official opening of the ten days training, Luano District Commissioner, Kells Meleki said the exercise is essential in the census implementation process as it is the third in the series of training meant to adequately prepare field staff.

Mr. Meleki said the data from the Census is important as it provides government with information at all levels of administration such as district, constituency as well as ward level.

“I urge you all to engage yourselves fully to this training for you have a huge assignment ahead of you,” he said.

Government issued a statutory Instrument (No. 92 of 2021) to gazette the period of August 18, 2022 to September 14, 2022 as official dates for the country to undertake the National Census of Population and Housing.

The exercise is adopting the computer assisted personal interview technique which involves gathering information with the use of an electronic questionnaires on computer tablets.

The Zambia Statistics Agency is mandated to conduct National Census of Population and Housing every ten years as per Statistics Act No. 13 of 2018.

Nkandu Says Commonwealth Games Results Were Fair

4

Minister of Sports Elvis Nkandu has described Zambia’s performance at the just ended 2022 Commonwealth Games in Birmingham, England as fair.

Zambia won three medals to finish 20th out of over 70 participating countries at the Birmingham Games.

Team Zambia won gold in athletics, silver and bronze in boxing.

“We came out number 20 out of 72 countries that participated in the Commonwealth Games,” Nkandu told ZNBC.

“And out of 280 events we managed to come out I think number 20 out of 73 countries people should now know that we are at number 20 as per yesterday’s (Monday) last games. So obviously I would say it was fair,” Nkandu said.

Zambia was among the top seven African countries at the games.

“Looking at the events we participated in which to some extent is very embarrassing to find ourselves participating in only eight events out of 280,” Nkandu said.

Team Zambia fielded 41 athletes from nine sports disciplines namely athletics, badminton, boxing, cycling, judo, rugby sevens, para-powerlifting, squash and swimming.
