ACC Arrest ZAMRA Director Over Honeybee Pharmacy Saga

The Anti-Corruption Commission has arrested and charged Zambia Medicines Regulatory Authority (ZAMRA) Director- General and a Principal Regulatory Officer for corrupt practices.

Bernice Mwale, aged 64, of Chudleigh, Lusaka and Brian Muwanei Kabika, aged 42, of Meanwood Chamba Valley, Lusaka have been charged with Willful Failure to Comply with Applicable Law and Procedure contrary to Section 34 sub section (2) (b) of the Anti-Corruption Act No. 3 of 2012.

Details are that on dates unknown but between 1st July 2019 and 30th September, 2019 Ms Mwale and Mr Kabika jointly and whilst acting together with other persons unknown, failed to comply with applicable procedure and regulations when processing license number PL/ 5- 00091/19, in favor of Honeybee Pharmacy.

The above officials have since been released on Bond and will appear in Court soon.

Meanwhile, The Kasama Magistrate Court has convicted a Ndola businessman to four (4) years imprisonment for corruption.
The Anti – Corruption Commission- Kasama in November 2021, arrested and charged Albert Oraya Nkonde 39, of house no. CHT 3277, Chifubu Ndola, for corrupt practices, contrary to section 19 (2) as read with Section 41 of the Anti-Corruption Act No. 3 of 2012, of the Laws of Zambia.

Details are that Mr Nkonde in Kasama district, Northern Province Zambia, on a date unknown but between 1st February 2021 and 28th February 2021 did corruptly give K5, 000 cash gratification to a Zambia Police Inspector Martha Ngambi as a reward or inducement for her to release three (3) impounded motor vehicles that traffic Police officers had impounded, a matter or transaction concerning the Zambia Police, a public body.

The matter was presided over by Magistrate Hon. Samson Mumba.

Fans Challenge FAZ To Clampdown on Hooliganism

The Zambia Football Fans Association (ZAFFA) is challenging FAZ to be more proactive in dealing with cases of hooliganism in the Super Division.

Pockets of violence among fans were reported last Saturday when league leaders Red Arrows thumped Nkana 3-0 at Nkoloma Stadium in Lusaka.

Referees were also harassed during a league match between Zanaco and Green Buffaloes that ended 1-1 at Sunset Stadium in Lusaka.

ZAFFA General Secretary Chawezi Katwizi said the Football Association of Zambia (FAZ) must swiftly punish clubs or fans over violent incidents being witnessed in the league.

Katwizi attributed increased incidents of hooliganism to alcohol abuse during matches, inadequate security and failure by fans to accept defeat.

“You know football is a unifying factor, football brings different backgrounds, be it race, colour or political affiliation. So football should be enjoyed. Fans should know that there are three results in football. A win, a loss and a draw so every result that comes fans should understand. You can’t win all the games all the time. Each game comes with it’s own result so just accept the result and move on to the next game,” Katwizi said.

“Going forward we urge fans to reduce on alcohol consumption during games, you know I have observed that during games a lot of people especially those who do hooliganism most of them are intoxicated. We are also urging fans to excise maximum restraint when provocate let them just walk away from the situation to prevent injuries to some extent deaths when they start fighting,” he said.

Katwizi wants clubs to enhance security during matches.

“We also urge clubs to improve on security starting with perimeter fences and man power. Let the clubs ensure that they beef up security.”

Katwizi added:”FAZ should ensure that the ban on the sale of alcohol in bottles at the stadium during matches is enforced. FAZ should also be quick in making decisions or act on hooliganism. We have all these cases of hooliganism that have happened but FAZ has not done anything, they have not acted on any case up to now.”

“Let FAZ stamp their authority and give stiff punishment to offenders so that it acts as a warning to those who want to do hooliganism in future. Let them ban teams, let them fine teams, let them ban supporters, let them fine supporters so that it deters would be offenders,” Katwizi said.

Green Eagles Fail to Go to Second Place

Green Eagles on Wednesday failed to go to number two after they were held away by Zanaco.

The two sides finished 1-1 at Sunset Stadium in Lusaka to see Eagles miss a great opportunity to displace defending FAZ Super League champions Zesco United from second spot.

Emmanuel Mwaba put Eagles ahead just after the start of the second half.

But Zanaco equalized in the 57th minute through their top scorer Moses Phiri who netted his eighth league goal of the season.

Eagles slightly rise from fourth to third on 33 points, six points behind leaders Red Arrows.

They are a point behind Zesco whom they have failed to relegate to number three.

Zanaco stay put at number nine on 29 points.

RB hosts former Botswana President!

Zambia’s fourth Republican President Rupiah Bwezani Banda’s office has announced that Lieutenant General Seretse Ian Khama, the Former President of the Republic of Botswana was in the country on a private visit, from Monday 24th to Wednesday 26th January, 2022.

In a statement released to the media, the President said that the purpose of President Khama’s visit was primarily to see his brother, Former President Rupiah Banda and to encourage and wish him a quick recovery.

While in the country, Lt. General Khama, paid a curtesy call on, President Hakainde Hichilema at State House and also met with the Minister of Foreign Affairs and International Co-operation Honourable Stanley Kakubo.

President Khama, whose family enjoys long-time family ties with that of late Founding President of Zambia, Dr. Kenneth David Kaunda, had occasion to visit the Kaunda family, represented by Dr. Kaunda’s eldest son, Colonel Panji Kaunda to pay his respects and commiserate with the family.

The Kaunda family have recently suffered the tragic loss of Mr. Kambarage Kaunda, the twin last born son of Dr. Kaunda.

For his part, President Banda, greatly appreciates and cherishes the visit as a gesture of true friendship and goodwill by Former President of Botswana, Lt. General Seretse Khama Ian Khama.

President Hakainde Hichilema has arrived in South Africa for detailed bilateral talks with his counterpart Cyril Ramaphosa.

President Hichilema said that the two will discuss matters of peace and security that are of mutual importance to the two countries.

President Hichilema further said that his mission is to accelerate trade and investment at home and abroad, in order to strengthen the economy, create jobs, and improve livelihoods.

The President said that this will only be possible when there is peace and stability in the SADC region.

President Hichilema said that efforts to uplift the people, are of utmost importance and will leave no stone unturned until meaningful, sustainable employment opportunities for everyone are created.

Nevers Mumba Joins UPND Campaign teams in Kabwata and hails the peaceful atmosphere

New Hope Movement for Multiparty Democracy President, Dr. Nevers Mumba says his experience in Kabwata during yesterday’s door-to-door campaigns spelled a new era of a peaceful Zambia in which every political party Is able to campaign freely.

President Dr. Nevers Mumba this afternoon joined the Kabwata by-election campaign to support UPND parliamentary candidate Andrew Tayengwa in the forthcoming by-elections slated for February 3rd.

Dr. Mumba in the company of his entire National executive committee addressed the media after a tour of kabwata constituency at Chilenje community Hall where he declared his intention to support Andrew Tayengwa who he referred to, as his son who grew up in his Ministry ‘Zambia shall be saved’.

Dr Mumba in his speech said that today’s gesture was an affirmation that the MMD has resolved to support the UPND during the on-going Kabwata parliamentary by-elections campaigns and its governance.

He appealed to MMD members across Kabwata Constituency to vote for the UPND Parliametary candidate, Andrew Tayengwa for continued peace and development.

“My presence here is a clear indication that the MMD stands in support with the UPND. We are here to push for the aspirations that the people of Zambia carry in their hearts-of integrity, peace, love and unity. For the first time now, we have new politics of love and unity that have been brought by President Hichilema,”

He charged that today’s experience where members of the ruling and opposition political parties could campaign side by side without any reprisals and violent clashes was a clear indication that President Hichilema was committed to creating a conducive peaceful political environment for all political players.

He said it was gratifying that at long last, the people of differing political affiliation and ideologies were able to co-exist in Zambia, adding that the campaign promises by the UPND of an entrenched democracy by President Hichilema were being fulfilled.

“What we experienced this morning while we were talking to the people of Kabwata is a clear sign that the people of Kabwata have already decided to vote for UPND. They indicated to us that this election is already won. Even when the PF were in the area where we were campaigning, no single stone was thrown and no panga was used. No insult was used and blood was spilled.
Therefore, I decided that it would be selfish for Nevers Mumba not to join UPND campaigns in Kabwata,” he said.

Speaking at the same occasion, UPND Kabwata parliamentary candidate Andrew Tayengwa, in the forthcoming Kabwata parliamentary by-elections says he will endeavour to continue with the vision of President Hakainde Hichilema of taking development and resources closer to the people of Kabwata.

Mr Tayengwa, who has deep roots in Kabwata, says he will ensure that the people of Kabwata benefits from the bulk of the K25.7 million CDF allocation in a transparent and accountable manner.

He said he was proud to contest under UPND because his President Hichilema has demonstrated his love for the people and his vision of making life better for the people of Zambia.

And UPND SG, Batuke Imenda thanked the New Hope MMD-for partnering with the ruling party in order to deliver Kabwata to the ruling party.

Ministry of Finance releases K198 million towards the First term Boarding Schools and Bursary Scheme

The Ministry of Finance and National Planning yesterday released K198 million towards the First term Secondary Boarding Schools and Skills Development Bursary Scheme. The resources are part of the 20% allocated towards the Secondary Boarding Schools and Skills Development Bursary Scheme from the 2022 Constituency Development Fund.

According to the guidelines issued by the Ministry of Local Government and Rural Development, the selection of beneficiaries shall be conducted at the community level through Ward Development Committees.

It is the resolve of the Government that savings arising from Governments policy to restructure expenditures through the elimination of subsidies, such as fuel, should steadily benefit our people. We do recognize the critical role that education plays in human capital formation and in economic growth over the long term. This is why we are happy to redirect resources to investing in young people through education. This will ensure job creation and socio-economic transformation and provide equitable and quality education for all. As Government, we will endeavor to promote policies that will address the core barriers to access education and ensure that all the vulnerable learners can easily access education.

The bursary component that is targeted at beneficiaries who are pursuing tertiary education will enable youths from each and every constituency of Zambia to gain skills that are required in national building. The acquired skills will prepare the youths in constituencies to construct classrooms, teachers houses, and clinics. They will also be able to manufacture school furniture and undertake plumbing and electrical works etc.

Therefore, using the enhanced allocations of the CDF from K1.6 million to K25.7 million per year for each Constituency, the bursaries for skills training will also empower youths to undertake development works in their areas either as contractors or employees.

It is our hope that bursary administrators will fully embrace these guidelines so that together we can achieve the objectives of the Secondary Boarding Schools and Skills Development Bursary Scheme. Failure to comply with established financial regulations in the management of the scheme will not be tolerated.

We are optimistic that once the economic reform measures are fully implemented, significant benefits will accrue to the people of Zambia through increased financing of social protection mechanisms. This will further alleviate the suffering of poor and vulnerable households.

Government departments directed not to start Projects without funds gauarantee

Vice President, Mutale Nalumango has directed government departments not to commence developmental projects without the assurance of the availability of resources.

The Vice President said that it is important for resources to be made available in order to have a clear understanding of the nature of work to be achieved.

Speaking when she toured the National Infectious Disease Isolation Facility in Mwembeshi, Mrs. Nalumango expressed displeasure with the dilapidated state of the facility even before its completion.

She stated that it is unfortunate that the facility has been under construction for the last seven years.

Mrs. Nalumango bemoaned the fact that K28m has been spent on a project yet it has never been completed and continues to deteriorate.

She has however said the UPND administration will not continue to complain about the poor manner in which things were being done under the previous regime but will endeavor to complete all the projects that were started.

Construction of the 20-bed capacity National Infectious Disease Isolation Facility commenced in 2015 and was supposed to be the country’s Centre for the isolation of diseases of national importance such as Ebola and others.

The Vice President said all contracts should meet the correct cost, quality and must be delivered on time.
The Vice President also toured the Food Reserve Agency -FRA – to appreciate the availability of stocks and ascertain on what must be procured to ensure disaster victims across the country are supported.

Government to review the allocation of Plots in Chililabombwe’s Kamenza Forest Reserve Number 19

Minister of Green Economy and Environment Collins Nzovu says the Government will review the allegedly dubious allocation of residential and commercial plots in Chililabombwe’s Kamenza Forest Reserve Number 19.

Mr. Nzovu said the Government may repossess the land in question.

According to Chililabombwe District Commissioner Precious Njekwa close to 3000 hectares of land in the Kamenza Forest Reserve was allocated to among others former miners by the previous Patriotic Front Government.

Flanked by Chililabombwe Mayor Lucky Sichone, Ms. Njekwa told Mr. Nzovu on his tour of Copperbelt Province that land in the forest reserve was given out to potential developers despite opposition from the Forest Department.

She said land encroachments in the forest reserve were disturbing the life of five streams with one of them drying up in recent times.

“Following the massive job losses in the mines on the Copperbelt declaration was made by then President Edgar Lungu to empower ex-miners with land for Agriculture purposes. Kamenza Forest was chosen to be given to our ex-miners. During an extra ordinary council meeting held on 19th April, 2018 the follow following was mentioned: Town Clerk invited forest officers on the Copperbelt to conduct a technical assessment of the potential to de-gazette Kamenza Forest Resource,” Ms. Njekwa said.

“Honourable Minister, I have given you a brief report on that one, what happened is that council wrote to Forest and then also Forest gave a report which they noted that it was not possible to give it out because of the water bodies around it. We went to check and it is true it has five streams and one stream has so far dried up so the main stream is not doing very well because some streams that have dried up are flowing into the Kafue River,” she said in a written statement.

“A brief report is that letters were written by (Forestry Department) but there was no response and the Government then went ahead to give the ex-miners land. So far the issue I have is that some miners benefited about 1000 hectors and also about 1000 hectares were given to the people that had farms already so I think we are talking about almost 3000 hectors given away from the same forest,” Ms . Njekwa concluded.

In his response, Mr. Nzovu said it was unacceptable to give out land in forest reserves and asked the council in Chililabombwe not to allow people to develop in ecological sensitive areas.

“What used to happen before is giving out land for political expediency so there was no thought process to it. People were just coming, giving these forests to the cadres, and giving this forest to the ex-miners because of the desire to win elections. If indeed we have to make a decision for all of us to go a certain way, maybe give out a small portion of land we have to have technical backing, we have to have science behind it,” he said.

“We have to say maybe this small portion; you can’t go out to give away a forest which is so ecological sensitive. So through you my leaders (Mayor and District Commissioner) we also ask, actually the first thing to do is to ensure that there are no more people going there (Forest Reserve), that the encroachment is stopped fourth with because the fact of the matter is that certain places that may have been given out we may have to get them back because we can’t lose rivers. Rivers have started drying up because of human activities, you cut all the forest, headwaters and you cut the water sources.”

“And there are five streams D.C you are correct in everything you said. If these streams are affected it means the main river Kafue will be affected. All the water in the Kafue River comes from this end so we need to work together. Our first reaction basically is that we are still looking at this issue very critically so if there are people still going there they may lose that land, they may lose their investment because there is no legal decision right now to give out that land. That land given to our ex-miners as well, we need to relook at the whole map and say maybe we can give you here not there,” Mr. Nzovu said.

“I know there are commercial people as well, big people who have gone there but we don’t mind if it is ecologically sensitive we will get it back. I am sure your worship, you are in charge of the council. Here people cannot develop without council consent and council cannot authorize developments in a forest so that is where the catch is you find that most of them are illegal structures. People are occupying that land illegally,” he said.

Foreign Affairs has Hidden the Real Reason President Hichilema is Travelling to South Africa-Fred M’membe

The President of the Opposition Socialist Party Fred M’membe has revealed that the main reason republican President Hakainde Hichilema is travelling to South Africa today is to launch a book written by a private person who happens to be his friend named Greg Mills, the CEO of the Brenthurst Foundation, a Johannesburg-based organisation established by the Oppenheimer family, the founders of Anglo American Plc, in 2004. This Foundation is widely believed to have bankrolled the UPND campaigns in the last few elections.

In a posting on his Facebook Page, Dr M’membe wondered if President Hichilema is repaying a favour on this trip because the Ministry of Foreign Affairs announced that the President’s visit is a two-day working visit and that the President will pay a courtesy call on South African President President Cyril Ramaphosa, explaining that a courtesy call is a, by the way, a call or visit made out of politeness.

Dr M’membe asked what exactly is the purpose of President Hichilema’s trip to South Africa if the meeting with President Ramaphosa is only a by the way and questioned if the meeting with President Ramaphosa a mere cover-up for his private pursuits, especially that SADC leaders only recently met in Malawi to discuss the security situation in the region.

“Is this the best way to use public resources and time: galavanting all over South Africa to promote the commercial interests of the President’s non-Zambian associates?

“Is it justified to travel to another country using taxpayers’ resources (office, money, time, etc) to physically promote the commercial interests of private entities even if they may have helped fund one’s election campaigns.

“Doesn’t this make it plain who the power brokers in the new government are?

“Is this the beginning of State Capture,” Dr Membe asked

Media should be left alone: Properties recovery is failing because of 1990s privatization process

Impartial reporting has always been a tradition for media in Zambia. Specifically independent media.

Genuine checks and balances on government in power come from independent media. It has been like that for every government in power.

As a result, all Zambian governments are always at loggerhead with independent media. For example, the immediate past government of Patriotic Front (PF) broke the record on media closure and suspensions.

President Hakainde Hichilema describes those he believes stole from Zambian people while serving under the previous government of President Edgar Chagwa Lungu clique of thieves.

He has declared that everything stolen will be recovered. Unfortunately, the recovery effort continues to hit the wall.

Hichilema is among the richest individuals in Zambia. He took part in the 1990s privatization of state-owned properties. Corruption reports on the process make some people believe the president is not clean hence not a right person to recover stolen properties.

The debate on that is being accommodated by independent media. President Hichilema believes it is a plot to suffocate his effort to recover stolen properties.

“The clique is now employing colleagues in the media to generate stories diverting our attention away from following up the money that belongs to the public.”

HH alleged at State House in Lusaka on January 17 after swearing-in the new Drug Enforcement Commission (DEC) Director-General.

The president should name who has been bought by the clique. Otherwise, the claim will be taken as a made-up story, which is not good for his career.

The search for the leader that would protect the integrity of media is the reason HH is the president today. He promised to protect media.

Associating media with clique of thieves (corruption) is an assault on media. It is not media protection but exposure to harm. Especially that cadres are real out there and have vowed to deal with anyone attacking the president.

The media is just doing its job. It should be left alone. The effort to recover stolen properties is failing because people are not satisfied with the explanation of HH source of wealth.

The day Zambians will be satisfied with the explanation of the source of his wealth, President Hakainde fight against corruption will start going smooth.

Green Eagles Eye Second Place on Wednesday

Green Eagles have an opportunity to quietly sneak into second place this Wednesday when they visit Zanaco in a FAZ Super League Week 22 fixture at Sunset Stadium in Lusaka.

Eagles are fourth heading into the midweek date against Zanaco on 32 points from 20 games played.

A win for Eagles will relegated Zesco to third place and move to 35 and 34 points respectively.

Interestingly, Eagles are back in Lusaka just four days after they beat bottom of the table Lusaka Dynamos 1-0 up the road at Nkoloma Stadium.

But Eagles coach Aggrey Chiyangi is aware that ninth placed Zanaco is a different complexion altogether.

“Another tough game, we know it won’t be easy playing against Zanaco and as you know, they are in the CAF games. So we just have to plan and see what happens,” Chiyangi said.

Chiyangi has reason to feel that way considering the two sides drew 0-0 in the first leg last September in Choma.

Meanwhile, Zanaco are unbeaten since the start of 2022 but come into the home game battling to end a three match winless run.

Zanaco’s last three draws have left them stuck in mid-table where they currently sit at number nine on 28 points from 21 matches played.

Lumwana Radiants have returned to the top of the FAZ National Division table after a walkover win against Kabwe Youth.

FAZ has awarded Lumwana three points after Kabwe Youth failed to travel to Lumwana in North Western Province for the Week 20 match.

The three points moved Lumwana to 39 points as they jumped one place up the table.

Napsa Stars dropped one place down to number two on 39 points as well.

A couple of non-FIFA date friendlies for new Chipolopolo Zambia coach Aljosa Asanovic with his home-based players would be very ideal before the next International Window in March.

Yes, the traditional monthly get together are expected to continue being a staple but it will be ideal for Asanovic to run the rule on his potential CHAN team with at least two friendlies before the March Window.

President Hichilema expected in South Africa for a Two-day Working Visit

President Hakainde Hichilema is scheduled to undertake a two-day working visit to South Africa from January 26 to 27, 2022.

The President will be accompanied by Foreign Affairs and International Cooperation Minister Stanley Kakubo and Defence Minister Ambrose Lufuma.

Foreign Affairs and International Cooperation Minister Stenly Kakubo has said that President Hichilema will pay a courtesy call on South Africa’s President Cyril Ramaphosa in his capacity as SADC Chairperson of the Organ for politics, defense and security cooperation.

During the visit, President Hichilema will hold a bilateral talk with Mr. Ramaphosa.

Mr. Kakubo said that President Hichilema attaches great importance to peace initiatives in the region and remains firmly committed to ensuring that Zambia continues to play a pivotal role in the SADC Peace Agenda.

Mr. Kakubo said that Zambia and South Africa share excellent historical bilateral relations and cooperation, within the framework of the Joint Commission of Cooperation (JCC).

Mr. Kakubo said that Zambia will continue to collaborate with South Africa at regional, continental and international levels through SADC, COMESA, the African Union, the Commonwealth, and the United Nations.

Mr. Kakubo said that the strong multilateral cooperation between the two countries is premised on shared values and principles.

Mr. Kakubo said his ministry is confident that the continued engagement of President Hichilema with his counterparts in the region and beyond will contribute immensely to the country’s economic transformation agenda, and yield tangible benefits for Zambians

He said in a statement to ZNBC news that President Hichilema and his delegation are scheduled to return to Zambia immediately after their engagements.
