Minister of Infrastructure, Housing and Urban Development Charles Milupi says the New Dawn Government has stopped the tendency of paying contractors without seriously evaluating the work done.

Mr. Milupi said paying contractors before works are done has contributed to the K127 debt the Government has accumulated in the construction sector.

The Minister of Infrastructure, Housing and Urban Development said in the past companies with political connections were being awarded Government deals even though they did not have the capacity to deliver.

Mr. Milupi said the UPND Government will ensure that only Zambians who have the capacity to deliver are awarded contracts in the construction sector.

“Why do we have a K127 billion construction sector debt? Too often, people who were politically connected to the party in power registered construction companies, and they were awarded contracts. This is despite these individuals not having had the capacity to deliver on the specifications of those works,” he said.

“Now, that way of doing things does not help that contractor and it does not help the country either because most of the time, the works that were delivered were shoddy,” the Minister stated in facebook post on Tuesday evening.

Mr. Milupi said no payment will be made to a contractor without certifying that the works have been delivered at the right quality and specifications.

“Going forward, the New Dawn government will ensure that only Zambians who have the capacity to deliver will be awarded contracts. No IPC (Interim Payment Certificate) will be issued until the works have been approved by the Road Development Agency, the National Council for Construction, and the Ministry,” he said.

Mr. Milupi added: “In short, no payment will be made without certifying that the works have been delivered at the right quality and specifications.”

Mr. Milupi also preached on transparency saying it was key in the new Government’s core road management through Public Private Partnership (PPP).

He took time to explain the Public-Private Partnership (PPP) model, which the New Dawn administration is embracing.

Mr. Milupi responded to public concerns regarding Public-Private Partnership (PPP) model, which the New Dawn administration is using especially in the construction sector.

“Transparency forms cornerstone of the New Dawn Government’s core road management using Public-Private Partnership procurement model. This morning, we would like to thank Mr Moola Mushenywa, who yesterday requested us to publicly explain the Public-Private Partnership (PPP) Model, which the New Dawn administration is strongly opting for in sustainably managing the country’s core road network,” Mr. Milupi stated.

“In simple terms, a PPP is a contract between a public body and a private organisation. PPPs bring together the expertise and resources of the two sectors with the intention of providing services or infrastructure at a better value for money. Usually, the public sector engages the private sector to construct facilities or to supply equipment. The private agencies then own and operate the facilities or equipment, or engage separate bodies to deliver the public service for an agreed duration.”

He added: “But in the Zambian context, your government will take sufficient due diligence and scrutiny of every proposed PPP procurement in the road sector before signing on. We will, with all stakeholders, ensure that PPP projects are procured at the right price, delivered at the agreed quality, and completed within the agreed time, a key focus of the New Dawn’s public procurement approach.”

“In short, transparency and accountability, as has been demonstrated, will be the cornerstone of all PPP procurements tailored towards the management of the core road network, a model that will allow us free up resources from the ‘huge’ road infrastructure budget to the social sectors like health, education and social protection,” Mr. Milupi concluded.

Zanaco Visit Prison Leopards

Zanaco are back in action this Wednesday when they visit Prison Leopards away at Presidents Stadium in Kabwe.

The seven-time FAZ Super League champions have brought forward their February fixtures to January mid-week dates due to their tight commitments ahead in next month’s CAF Confederation Cup group stage. 

Wednesday’s FAZ Super League Week 23 match come days after Zanaco rallied from one-down at Nkana to earn a 1-1 draw courtesy of a Moses Phiri 64th minute equalizer via penalty at Nkana Stadium in Kitwe. 

“We need to reduce the numbers looking at the teams at the top and also the teams at the bottom we are just there in the middle and we just need to push up in the coming games,” Zanaco coach Kelvin Kaindu said. 

Zanaco are 10th on 26 points and an away victory over Prison may lift them to sixth and join fifth placed Green Eagles and Power Dynamos on 29 points. 

But Zanaco face a Prison Leopards side who are unbeaten in January with a 2-1 home win over Buildcon on Saturday that came on the back of two successive draws in 2022. 

Meanwhile, Zanaco are set to unveil the much-travelled striker Emmanuel Mwiinde who has joined them on a short-term deal until the end of the 2021/2022 season.  

Asanovic: I Am Ready For Chipolopolo Job

Croatian born trainer Aljosa Asanovic has declared himself ready for the Chipolopolo top coaching job after being unveiled in Lusaka on Tuesday.

Former Croatia National Team assistant coach Asanovic has been appointed Chipolopolo coach on a four-year contract.

Asanovic is the immediate past Chipolopolo Technical Advisor.

Asanovic will work with first assistant Karol Prazenica (Slovakia), Video Analyst Stefan Ceravic (Serbia), Goalkeeper coach Tonci Gabric (Croatia) and Physical trainer Hrvoje Matijevic (Croatia).

Speaking during his official unveiling ceremony at Protea Hotel, Asanovic said he was honoured to be Zambia coach.

“I am so happy to be the Head Coach of the Zambia national team because it is a great country with great players and I have the job to make you happy,” Asanovic said.

He is expecting to ride on his recent experience with the National Team as he settles in the new role.

“I know my players and how we are going to make them to be good in every game, this is my job and I know I will make the team. I am so glad to be here and to work with these players,” he said.

Asanovic’s immediate task is to qualify Zambia to the Ivory Coast 2023 Africa Cup of Nations.

FAZ Executive Committee Member Jordan Maliti expressed confidence that Asanovic will revive Chipolopolo’s dwindling fortunes.

“We believe that his spell as Technical Advisor to the Zambia National Team in 2021 gives him insight into our game and will help him make the most of the talents of our players. We also believe that with the long-term goals that we have given him of giving our game clear direction he will be able to succeed,” Maliti said.

“His experience at the Croatia National Team where he served as assistant and also having worked at various European clubs gives us confidence that he will help reboot our various national teams that he will oversee,” he said.

It is too soon to judge the UPND’s performance in government-Katuka

United Party for National Development (UPND) national chairperson Stephen Katuka has said that it is too soon to judge the party’s performance in government.

Mr. Katuka said that it is unfair for some people to say the UPND has failed to deliver on its election campaign promises when it has only been in power for a few months.

Mr. Katuka said that the UPND government has a five–year mandate and should be given chance to develop the country.

Mr. Katuka was speaking in Milenge District when he drummed up support for UPND candidate Charles Safely in the Sokontwe local government by election slated for this Thursday.

He said the UPND government has so far introduced free education, increased Constituency Development Fund (CDF) from K1.6 million to K25.7-million, and is paying retirees.

Mr. Katuka said President Hakainde Hichilema is working hard to fix the economy.

And Chairperson for Mobilisation Sylvia Masebo said President Hichilema is keen on distributing wealth to all parts of the country without discrimination, an indication that he is not a tribalist.

Ms. Masebo urged the electorate to vote for a candidate who understands the UPND party manifesto of free education, rural development and wealth creation.

The PF is fielding Morgan Mayani while the Socialist party has Rabby Kunda as its candidate and Patrick Chola is contesting the seat as an independent candidate.

The seat fell vacant after Vincent Kunda who was an independent councillor resigned.

Yes, Previous Regime is Enticing the Current Workforce to Engage in Corrupt Practices-Kawana

The government has unearthed a scam where some members of the previous regime are trying to hoodwink current Ministers and Permanent Secretaries into their system of plundering public resources.

Ministry of Information and Media Spokesperson Thabo Kawana has disclosed this in Lusaka today.

Mr. Kawana has warned that government will not hesitate to enforce the law on any political figure that will be found enticing the workforce in the current regime to engage in corrupt practices.

He said the current crop of office bearers are of noble character and have since reported such cases to the police.

Mr. Kawana further clarified that President Hakainde Hichilema’s use of the term ‘Clique’, was not directed at any individual but aimed at a group of people who were in the habit of abusing public resources previously.

He has also indicated that the President’s remarks on the fight against corruption on Monday were not made to intimidate the media or target specific individuals as purported in some sections of the media.

Mr. Kawana explained that the remarks were simply made to heighten awareness of the fight against Corruption and should not be misinterpreted.

The Appointment of Minister’s Wife as Head of Procurement at ZESCO raises debate

The appointment of Minister of Green economy and Environment Collins Nzovu’s wife, Shezzipe Banda Nzovu as Head of Procurement at ZESCO has attracted criticism from some sections of the society.

According to ZESCO’s internal news publication, dated 17th January 2022, ZESCO’s new Managing Director Victor Mapani unveiled his corporate leadership, which included among others, Mr Nzovu’s Shezzipe Banda.

Although there has been no direct response from the Minister on either his Facebook page or the Facebook page of his Ministry, several pages are quoting the minister to have responded to the criticism of his wife being appointed as Head of Procurement at ZESCO.

According to the Minister:

“The media needs to be responsible and not incite hatred against public servants. The Managing Director and all new directors at Zesco are previously Zesco employees who are highly qualified but were victimised because of alleged belonging to the opposition.

Shesippie Banda Nzovu is a Zambian, highly qualified for the job and with the necessary requisite experience to run the department suffered the same fate. Shesippie Banda Nzovu is not a new person at ZESCO or in this department she has just been reinstated. The cream is back to Zesco and watch the space, Zesco will start performing again

This lady despite her high credentials suffered because of her acquired name, should she continue suffering because of the same name? isnt she a qualified Zambian with the necessary experience?”

And in a lengthy post on his Facebook page, former Ambassador to Ethiopia Emmanuel Mwamba questioned the reasoning allegedly advanced by Mr Nzovu.

Mr. Mwamba said that ZESCO or the IDC needed to advertise all these senior positions including that of the Chief Executive Officer, to help attract the best qualified Zambians to one of Africa’s largest utilities.

Mr. Mwamba said that such a decision on ZESCO and many others in the energy sector can begin to place parastatals as drivers to the development of our country.

Mr. Mwamba concluded that, if President Hichilema is serious about fighting corruption, tribalism, nepotism, cronyism and favoritism, he should revoke such appointments and urge all CEO’s to abide by an acceptable developed code of conduct.

Recently, Commerce Minister Chipoka Mulenga’s wife, a qualified Engineer, Likonge Makai Mulenga, was also appointed as Board Chairperson of the Rural Electrification Authority (REA).

President Hichilema thanks Saudi Arabia for the multi-million dollar 800-bed capacity Hospital

President Hakainde Hichilema yesterday toured the construction site of the multi-million dollar 800-bed capacity King Salman Bin Abdelaziz specialist hospital for women and children in Lusaka.

President Hichilema has thanked the kingdom of Saudi Arabia and King Salman Bin Abdelaziz for the support rendered to Zambia.

The President was taken around the construction site as he occasionally waved at the jubilant workers.

President Hichilema encouraged the construction workers to continue working hard before taking some photographs with them.

Later President Hichilema visited Munyaule market where he interacted with marketeers, bus drivers and the public.

Here the President also gave the traders and onlookers an opportunity to take pictures with him.

This afternoon we toured the Saudi Arabian-funded King Salman Bin Abdulaziz 800 bed specialised hospital project near Lilayi in Lusaka, under construction.

We are grateful to both the King and the People of the Kingdom, for this support and solidarity to the people of Zambia. Through the Saudi Embassy in our country, we have assured King Salman Bin Abdulaziz that the hospital construction will be under our close watch.

This project is a demonstration of our promise to ensure quality healthcare for all citizens. Our vision as government is to ensure that we build well stocked health facilities with well trained and highly motivated health workers so that there is no one being flown out of the country to seek medical care irrespective of their status in society.

Once more, we thank the Kingdom of Saudi Arabia for this support which we will ensure that it benefits all our people.

Kampyono’s Aviation trial begins in Chinsali

A trial in a matter in which former Home Affairs Minister Stephen Kampyongo is jointly charged with six others, has commenced in the Chinsali Magistrate’s Court in Muchinga Province.

Mr. Kampyongo who is also Shiwangàndu Member of Parliament and six others are jointly charged with the offence of endangering the Safety of an Aircraft contrary to the Safety Aviation Act Chapter 445 of the laws of Zambia.

Others jointly charged with Mr. Kampyongo are Andrew Kampyongo, James Sunge Mulenga, Cephus Mwaba Matumbo, Phillip Sinkala, Ignius Musonda and Augustine Kapolyongo.

In another matter, the Chinsali Magistrate’s court in Muchinga Province has discontinued a matter of assault in which Chinsali Member of Parliament Kalalwe Mukosa is jointly charged with three others.

Most of this case was played out at the Commission of Inquiry into the Voting Patterns and Electoral Violence.

According to the Commission’s report, it had recommended that appropriate authorities should re-open the case involving Home Affairs Minister Steven Kampyongo’s cousin Andrew’s involvement in the 2015 and 2016 helicopter incidents.

In its report, the Commission revealed that it received numerous submissions from UPND officials, led by its party deputy secretary general Patrick Mucheleka to the effect that when his team flew to Shiwang’andu to campaign on January 1, 2015, their helicopter was attacked and almost brought down by PF cadres when it wanted to land at Kalalantekwe Primary School ground.

“The UPND campaign team comprised Hon. Mutale Nalumango, Mrs Maureen Mwanawasa (former first lady), Hon. Felix Mutati and Hon. Mucheleka. He also submitted that the UPND had secured a police permit to hold the intended rally and that its supporters were gathered at Kalalantekwe Primary School grounds. Hon. Mucheleka further submitted that upon arrival at the venue of the rally, the helicopter was attacked and almost brought down by PF cadres. He submitted that this happened in the presence of police officers who were assigned to police the rally. Hon. Mucheleka submitted that the said police officers did not act to restrain the PF cadres. In addition, Hon. Mucheleka submitted that: ‘I was personally able to see Hon. Kampyongo in a GRZ Pajero from a distance watching and giving instructions. I saw him with my two eyes that was in January, 2015. The matter was reported at Shiwang’andu District Police Station and no single culprit was arrested; the local people gave names of those who were responsible.’ Hon. Mucheleka further submitted that he had a video footage of the whole incident in his possession and would avail the same to the Commission,” the Commission revealed.

The Commission narrated that another petitioner named Felix Chabatama in Shiwang’andu District submitted that whilst waiting to be addressed by UPND leader Hakainde Hichilema at the named school ground in 2015, he saw Kangwa coming in a GRZ vehicle that was being driven by Kampyongo.

“The petitioner also submitted that, just before the helicopter could land, he saw about 200 PF cadres with PF chitenge materials, supplied by the Shiwang’andu DC, running towards the school grounds. The petitioner further submitted that, when the helicopter landed, he was unable to move because over 100 PF cadres attacked him and other UPND supporters. He submitted that, ‘next I saw the younger brother to Hon. Kampyongo, Andrew Kampyongo, driving a Land Cruiser with four doors, speeding to where we were.’ The petitioner further submitted that he fell down and Andrew drove over his left hand and then sped off towards the helicopter, but, fortunately, the helicopter flew away before Andrew got there. Subsequently, a lot of confusion erupted’,” the Commission disclosed.

It added that another petitioner at the Shiwang’andu public sitting named Kangwa Chitongo submitted that during the same period under review, his light truck was hired to ferry UPND cadres to Kalalantekwe Primary School on the day of the UPND rally and whilst at that place, Andrew Kampyongo drove to where he was parked and directed him to move his vehicle, failure to which, the Minister’s cousin would smash his truck.

The Commission revealed that:

“Another petitioner at the Shiwang’andu public sitting, Maureen Bwembya, submitted that there was another helicopter incident in Shiwang’andu District that happened on the 13th June, 2016. She submitted that this incident involved a helicopter, which was carrying the UPND leader, Mr Hakainde Hichilema, and other party officials. The petitioner submitted that this helicopter was prevented from landing at Kalalantekwe Primary School grounds by PF cadres. The petitioner submitted that, on the material day, she was coming from Mukwikile Village, and as she approached the venue of the UPND meeting, she saw a lot of people in PF regalia within the vicinity and wondered whether the meeting was for PF or UPND. Upon inquiry, she was assured by the UPND security detail that it was their meeting and that they would ensure that law and order was maintained.”

It also disclosed how it heard that PF cadres lit a huge fire at the school ground with a view to block the UPND helicopter from landing.

“The petitioner further submitted that when the helicopter carrying their party president and other officials arrived, PF cadres lit a huge fire on Kalalantekwe Primary School grounds and kept on lighting more fires in the surrounding areas, therefore, making the helicopter have nowhere to land. The petitioner further submitted that there was a lot of confusion at this stage and that the UPND meeting was disrupted. She submitted that the helicopter flew away and ended up landing at another place where the UPND proceeded to hold their meeting,” the Commission stated.

And when summoned during the sitting, Kangwa admitted that there were two helicopter incidences in the district in 2015 and 2016, but denied having been involved in the 2015 one, saying that she was not DC as the time.

On the 2016 incident, the Commission stated that Kangwa refused to allow the helicopter to land at Kallantekwe Primary School grounds because it was exam time and it would have disturbed the pupils.

“On the 2016 incident, Ms Kangwa submitted that she refused to allow the helicopter to land at Kalalantekwe Primary School grounds because it was during examination time and the pupils would have been disturbed. She submitted that, ‘I denied permission to the police who came to ask for permission from me. I refused, as DC! I serve the pupils as well as the community. What I know is that a chopper can land anywhere, on a pipeline or even on a roof or a toilet. I was following the guidelines of the PF, it should not be like the old UNIP days where pupils were disturbed and they would even miss class. It is our policy to prevent that’,” Kangwa told the Commission.

“On the allegation that a Landcruiser prevented the helicopter from landing, Ms Kangwa submitted that, ‘I want to say that, yes, there was a Landcruiser, but it did not disturb the helicopter. I don’t know who was driving the Landcruiser, but I suspect it was a UPND person. People say it was Andrew Kampyongo, but I know Andrew Kampyongo, he also has a Landcruiser, but he was not the one driving that very Landcruiser, I was with him in Chinsali when all that was happening. I am also aware that based on these allegations, Andrew Kampyongo was arrested by the police, but after the findings, they discovered that it was not him and they let him go’.”

The Commission added that when accorded chance to defend himself, the then Home Affairs Minister Kampyongo submitted that the allegations against him were false and that it was a misrepresentation of the truth as he was 65 kilometres away from the place where the incident happened.

The Commission further stated that Kampyongo also submitted that Andrew was his cousin and that, being a youth, he found himself on the wrong side of the law at times.

In its observations, however, the Commission, however, noted that there was no action taken against the perpetrators of both helicopter incidences.

It further observed that Andrew Kampyongo was at the centre of both the 2015 and 2016 helicopter incidents and, that Kangwa acted outside her mandate as a public servant by being actively engaged in partisan politics.

The Commission recommended the need for thorough investigations by the relevant authorities to ascertain the actual number of instigators and perpetrators of the 2015 and 2016 Shiwang’andu incidents.

Further, the Commission insisted that there was need for appropriate authorities to re-open the case relating to Andrew’s involvement in the 2015 and 2016 helicopter incidences.

It also stated that there was need for Kangwa to be censured and appropriate sanctions against her be taken by the appointing authority.

The continued attack on HH critics disqualify argument that freedom of expression has been restored in Zambia

Patriots for Economic Progress (PeP) president Sean Tembo has appealed to all those who might have better eyes than his to share with him any accomplishment of the new dawn administration so far.

Mr. Tembo, the current leading HH administration critic, argues that there is nothing good the new dawn administration has achieved so far. Almost shared president Hakainde Hichilema introduced live radio appearance as one of the accomplishments of the new dawn administration so far to prove Mr. Tembo wrong.

During HH first live radio appearance on Phoenix FM on October 13th people were given the opportunity to ask him questions. Even questions that seemed to put the president in the fix were accommodated.

Because of that, the program proved to be a component of freedom of expression. Something the new dawn administration could boast of if it weren’t for emerged attacks on the critics.

For the past few weeks, there have been continued reports on attacks and arrests of people criticizing president Hakainde and his administration.

These put a question mark on the claims that freedom of expression has been restored in the country.

On the other side, it is very possible that HH has abandoned appearing on live radio. Answers on promises and free education during his first live radio appearance on Phoenix FM on October 13th generated a lot of comments from the public. Questioning the president’s sincerity.

Because of that, the president might have been advised to stop appearing on the program. The list above gives a hint that media is making effort to approach HH for another live radio appearance. He would have appeared already if the program was still on the table.

Even if the president decides to appear again to prove the author wrong, his second appearance won’t have the same taste like the first appearance. Reported attacks and arrests on people defaming the president will have negative influence on future live radio appearance. Public will be scared to ask questions they feel would hurt cadres.

That is not freedom of expression. Is Patriots for Economic Progress (PeP) leader Sean Tembo right? Have failed to prove him wrong.

Deal with people siphoning public resources, HH tells new DEC Boss

President Hakainde Hichilema has told new Director of the Drug Enforcement Commission (DEC) Mary Chirwa to deal with people siphoning public resources.

Ms. Chirwa was sworn in today at State House in Lusaka together with Teaching Service Commission Chairperson Daphne Liseli Nawa Chimuka.

President Hichilema branded the positions Ms Chirwa and Mrs Chimuka have taken up as critical.

“Two distinguished ladies that are being sworn in today; in your own individual rights you have followed your own career paths that you served the country in different roles and today you are given yet additional responsibilities to serve this country. And you sit there not only because of the names you carry but you sit there because of your capabilities and the good news is that you are both women and I think this is important. I am sending a message out there but the message more important than just being women is capable women. I want to emphasize that point to the media. Capable citizens who happen to be women and its pleasure to be swearing in these colleagues today,” President Hichilema said.

The Head of State added that Ms Chirwa understood well the operations of the Drug Enforcement Commission.

“Madam Chirwa, you were a product of the Drug Enforcement Commission. You spent many years there before you went to the FIC. You know the challenges of that institution; you know what went wrong in that institution. You know, you know what is right. With the added advantage of the Financial Intelligence Institution Centre, you are also grounded in terms of training, qualification,” Mr. Hichilema said.

He said there is a need for conceited efforts in the crusade against corruption.

“In your profession, in our profession, what is wrong is wrong. There is no middle ground. I am following what is going on in social media. People are debating; no this is ethnic, victimization and fighting against corruption. This is getting at PF, no. It is none of that. What is there is that what is wrong is wrong. Taking away money that belongs to the public is wrong. If the Chief Executive Officer of the Drug Enforcement Commission sees a gray area that this may be wrong this may be right, maybe sits in the middle.”

“There is no middle ground. Taking away resources from the child for us to buy a desk as you sit, you two are partners being sworn in today. You are serious partners. It is the duty of Madam Chirwa to make sure that money meant for desks through CDF is not taken by a clique. I retain that terminology clique. They have now started fighting back,” President Hichilema said.

On the education part, the President urged Mrs Chimuka to tackle issues of teacher promotion and upgrade among others in the sector.

“Madam Delphine Liseli Nawa Chimuka, you are going to the Teaching Service, very important, extremely important function. You are going there to chair Teaching Service Commission and you have a huge task. You have a huge task to ensure that we change together the Teaching Service to where teachers work, who are they, where are they, that pupils are getting what they go to school for. You have a major task to do,” he said.

“This Government has pronounced itself very clearly, what it wants to see in the education sector. Particularly that education is the best inheritance for any child. I would not wish any child to seek to get millions of kwacha from parents without education. Promotion among teachers has been an issue, they go for further studies and come back, some are not on the payroll,” President Hichilema added.

You Voted and Government is Now Working to Deliver on Promises, Mutati tells Zambians

Technology and Science Minister Felix Mutati has assured Zambians who voted into office the UPND Alliance in masses that the New Dawn Government is working tirelessly to deliver on its campaign promises given in the run-up to the August 12 general elections.

Speaking when he addressed residents of Chombela village in Katuba constituency today, Mr Mutati said President Hakainde Hichilema is a man of his words who will stop at nothing to uplift the living standards of the Zambian people.

Mr Mutati said this is already evident through the increased allocation of the Constituency Development Funds CDF from K1.6 Million to K25.7 Million Kwacha, an indicator that development should be people-centred and driven.

And Mr Mutati said his ministry targets to identify vulnerable youths even those without formal education qualification who will be enrolled into technical, vocation and skills training institutions at government expense and are then expected to contribute towards developing their areas of residence.

Mr Mutati explained to the people that through the decentralization of resource management under the CDF, President Hichilema has given leeway for people to manage their own challenges in constituencies, unlike what was the situation previously where the funds were remotely managed to from Lusaka.

The minister noted that the country has been failing to effectively roll out meaningful development to many areas because of the approach previously used in the management for of resources such as the CDF as it was not a bottom-up but up – bottom approach in addressing challenges.

Meanwhile, Mr Mutati said the Head of State has tasked all his ministers to go flat out to explain to the Zambian population the New Dawn Government policies, including the grassroot in rural Zambia.

He said among the many deliverables Zambians should commend the UPND Alliance government is the free education policy, recruitment of teachers and healthcare workers as all necessary steps are being taken to fulfill campaign promises.

He said Zambians already did their part by voting into office this administration and therefore, the people need to allow the government to deliver on its promises that are aimed at developing the entire country.

Hon Mutati was in Katuba to make a personal donation to the people of Chombela village through the Namucho Kids services Limited which is an Ophanage and home for the underprivileged that houses 200 children with the youngest being 1 year old, 50 people living with disabilities and 50 old aged people with the oldest being 101.

Government to lift the ban on the issuance of investment licenses in Zambia

Minister of Commerce, Trade and Industry Mulenga Chipoka has revealed that the Government is this month expected to lift the ban on the issuance of investment licenses in Zambia.

The government through the Zambia Development Agency (ZDA) last November suspended the issuance of investment licenses, permits for the establishing Multi-Facility Economic Zones (MFEZs) and Industrial Parks (IPs), and Investment Promotion and Protection Agreements (IPPAs).

Featuring on ZNBC TV’s Sunday Interview, Mr. Chipoka said the issuance of investment licenses in Zambia was suspended to review the document and ensure that it benefits both foreign investors and local people.

The Chingola Member of Parliament said the investment license issued by ZDA was being abused in the past by potential investors.

“I will explain why we suspended the issuance of investment licenses. That investment license is very good but apparently, we have noticed that it has been abused. Somebody can come to Zambia and say I have got $5000, 000 worth of investment, may I have this license. Before even seeing their book balance, their audited accounts, ZDA was so quick to give that license. When they are given that license, a year or two will elapse, that investor will not come to do that investment; they have gone to the country of their origin and use that as a document to solicit for funds,” Mr. Chipoka said.

“So Zambia was being used as a conduit to enhance the wealth of development for other people and bring that here. When we came into office as the New Dawn Government, if we can facilitate resource mobilization for foreign nationals through investment licenses, why can’t we come up with policies that we ourselves will start facilitating wealth generation, acquisition and access for our local people and that is what we are doing,” he said.

Mr. Chipoka expressed confidence that the revised investment license will be of great benefit to both investors and local entrepreneurs.

“On that investment license, you must understand this one. Zambia has policies where we have spoken to say land is a preserve of the Zambian people because land determines sovereignty but in the (old) vestment license there are some policies that give now access to the foreign nationals which the other policies deters them from acquiring. We want to revise certain policies in the license.”

“The investment license should be structured in such a way that when they give it is not only at the gains of the company that is coming but also of the Zambian entrepreneurs. We have given investment licenses in the past. If you are going to get the investment license you should partner with a Zambian,” Mr. Chipoka said.

He also spoke against the tendency by some foreigners to engage in small businesses that can be done by Zambians such as chicken rearing and block making.

Mr. Chipoka said the attraction of foreign investment should not be at the expense of Zambians.

“The attraction of foreign investors should not be at the expense of Zambians. So to any license that we give there should be again to a Zambian. Remember we give 100% ownership of a company to a foreign national. All the profits they make, they even sell their products outside the country, all that comes to Zambia are salaries for the people and meager salaries for that matter. So we want when we are talking about investment so some certain profits must remain in this country to build the profile of this country, to build and improve the infrastructure of this country,” he said.

Mr. Chipoka added that the Commerce, Trade and Industry sector is key to helping Zambia attain a prosperous middle-income status by 2030.

President Hakainde Hichilema expected in Dubai

Foreign Affairs Minister Stanley Kakubo has announced that President Hakainde Hichilema is scheduled to travel to the United Arab Emirates on Tuesday 18th January 2022.

In a statement made available to the media, Mr Kakubo said that President Hichilema accepted an invitation from Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai to grace the National Day of the Republic of Zambia at the World Expo 2020 Dubai on Thursday 20th January, 2022, which is themed: “Come to Zambia, A Land of Peace and Opportunities”.

On Wednesday 19th January 2022, ahead of the Expo, the President is scheduled to hold a bilateral meeting with Sheikh Khalifa bin Zayed Al Nahyan, President of the United Arab Emirates and Ruler of Abu Dhabi, signifying Zambia’s growing notable presence on the global stage.

Zambia is among the 192 countries participating at the Dubai Expo, which runs from 1st October, 2021 to 31st March 2022, and presents a great opportunity to create synergies between advanced and emerging economies to promote equitable growth and development.

Over 40 Zambian companies are expected to participate in the event to showcase the country’s enormous potential for trade, investment and tourism, and cultural endowments.

On the margins of the National Day at the Expo, the Republic of Zambia will hold a Business Forum under the theme: Doing Business in Zambia, bringing together government representatives, industry captains and potential investors.

Mr Kakubo said that in line with the Government’s vision of ensuring economic transformation and sustainable development, the President will also hold meetings with the Emirates Investment Authority (EIA); Abu Dhabi Fund for Development; Abu Dhabi Chamber of Commerce, and DP World.

The President’s engagements with strategic partners are of great significance to Zambia, as they will contribute immensely towards the Government’s vision of turning around the economy, promoting trade and investment, through the consolidation of bilateral relations with the United Arab Emirates.

Mr Kakubo said that President Hichilema has repeatedly underscored his administration’s unwavering commitment to serving the country through, among other strategies, implementation of robust and ambitious economic programmes and partnerships that will help turn around the country’s economy.

Therefore, the government is confident that the participation of the president at the expo will translate into tangible benefits for the people of Zambia.

President Hichilema and his delegation are scheduled to return to Zambia on 22nd January, 2022.

United Party for National Development (UPND) Secretary-General Batuke Imenda has challenged former Justice Minister Given Lubinda to explain his involvement in the alleged ZESCO Asset stripping.

Former ZESCO Board Chairman Dr. Mbita Chitala has made shocking revelations in his book ‘Corporate Capture,’ that acting PF President and former Justice Minister Given Lubinda while in government, instructed him to approve the sale of 7.9 hectares of ZESCO land for 253,000 US dollars to a Chinese friend of the former Minister.

But Mr. Imenda says this attempt at asset stripping of a major public company by a conflicted person who was also a politically connected individual in the high echelons of power, has shocked Zambians to the bone. Mr. Imenda strongly believes that the PF is a criminal enterprise and these revelations are just the tip of the iceberg of the criminal activities of the former ruling party.

In a statement, the UPND Secretary-General has commended the former ZESCO Board Chairman Dr. Chitala for being courageous and patriotic in revealing this crime.

He has called upon other Zambians that may have any information on the illegal activities of the ruling party, to emulate Dr. Chitala and come forward and tell their story.
