FRA tells Farmers not to panic, their Money is available

8

The Food Reserve has disclosed that it is in the process of paying farmers that it owes for the 2020-2021 farming season.

In a statement, FRA Executive Director Chola Kafwabulula has said that the Agency owed farmers a balance of 666.9 million Kwacha from the total purchase of 947,777.5 metric tonnes valued at 2.8 billion Kwacha.

He said the funds that were received on Monday 17 January 2022 have since been disbursed to all paying banks across the country.

Mr. Kafwabulula explains that from the tonnage purchased, the highest quantity was recorded in Northern Province 185, 861 metric tonnes, followed by Eastern province with 168,671 metric tonnes of maize.

He has also disclosed that the agency in collaboration with existing banks has come up with a mobile banking initiative to cater for farmers in parts of the country that do not have banking facilities.

“As Food Reserve Agency we are aware that there are a few districts across the country where we do not have banking facilities and so we have come up with an initiative of mobile banking in collaboration with existing banks.” He said

He added that the mobile banking services are being provided on a daily basis in Chadiza, Vubwi and Sinda so that farmers do not have to travel long distances to access their money.

He has since urged farmers not to panic as the money is now available.

“They’ve been waiting for this money, but money is waiting for the farmers to be paid, so there is no farmer that is owed by the Food Reserve Agency.” Mr Kafwabulula said.

ZESCO and CEC open talks for new power agreement

13

ZESCO Limited (ZESCO) and Copperbelt Energy Corporation Plc (CEC) have commenced negotiations to agree new arrangements for power supply and provision of transmission services between them.

The negotiations, which commenced during the week starting 17 January 2022, are expected to culminate into a new agreement to replace the bulk supply agreement which expired on 31 March 2020.

Speaking jointly on the development, the Managing Directors of the two utilities, Engineer Victor Benjamin Mapani and Mr. Owen Silavwe, said: “ZESCO and CEC have for many years enjoyed a symbiotic and synergistic relationship that came to an end in March 2020 and the time has come for the two companies to work together constructively to put in place a new agreement that should carry the business relationship between the two companies forward and effectively support the growth of the Zambian economy. We are committed to working together to find a win-win solution that is mutually acceptable and beneficial not only to the two companies but to the entire power sector and the country at large.”

The two companies are confident that the strong interconnection that exists between their power networks, coupled with the need to closely coordinate operationally will be the cornerstone of their efforts to foster a cordial, transparent and commercially sound business relationship.

Forest Rangers Football Club have announced the firing of Tenant Chembo with immediate effect.

Forest said Chembo, who joined the club last July, has not met the targets set for him.

Chembo leaves the team placed ninth in the FAZ Super Division with 26 points in 19 games played.

“Forest Rangers Football Club wishes to announce with immediate effect, the termination of contract of Tenant Chembo as Head Coach,” Forest Chairman Charles Kapoma stated.

In addition, the club recorded a string of draws which put its set objectives for the season in Jeopardy,” Kapoma said.

Forest have promoted assistant coach Dominic Changwe to the position of acting head coach to be assisted by club legend Owen Kaposa.

Kapoma said physical trainer Francis Kasonde and goalkeeper coach Tom Kampamba remain in their respective positions.

Chambeshi Backs Obashi to Shine at Nkana

0

Nkana coach Beston Chambeshi has tipped new signee David Obashi to excel in Wusakile.

Nigerian striker Obashi last week joined Nkana after leaving Lusaka Dynamos.

He made his Nkana debut as a second half substitute in the 1-1 home draw against Zanaco at Nkana Stadium in Kitwe last Saturday.

Coach Chambeshi said it is too early to judge Obashi’s performance in his debut match.

“Sometimes when you buy a player, you know there are a lot of things involved like coordination, the philosophy of the team,” Chambeshi said.

“I hope and trust the way I have seen him he will come out and play the way we know him,” he said.

Obashi is a former Prison Leopards striker.

NGOCC hails the appointment of women to head DEC and the Teaching Service Commission

1

The Non-governmental Gender Organisations’ Coordinating Council (NGOCC) has hailed the appointment of women to head the Drug Enforcement Commission (DEC) and the Teaching Service Commission (TSC).

Ms. Mary Chirwa was on Monday sworn in as DEC Director General at State House in Lusaka together with Teaching Service Commission Chairperson Daphne Liseli Nawa Chimuka.

During the ceremony President Hakainde Hichilema branded the positions Ms Chirwa and Mrs Chimuka have taken up as critical.

NGOCC Executive Director Engwase B. Mwale said in a statement on Wednesday that the consortium of NGOs was confident that Ms. Chirwa and Mrs Chimuka would excel in their respective roles.

Ms. Mwale said the two women have the needed experience to perform at DEC and TSC respectively.

She also congratulated Ms. Chirwa and Mrs Chimuka on their respective appointments.

“The Non-governmental Gender Organisations’ Coordinating Council (NGOCC) congratulates Ms. Daphne Nawa Chimuka and Ms. Mary Chirwa on their appointments as Chairperson for the Teaching Service Commission (TSC) and Director General of the Drug Enforcement Commission (DEC) respectively. As the women’s movement we have no doubt that the two women will provide the necessary strategic leadership to their organisations given their vast experience and skills. As an active member of the women’s movement, Ms. Chimuka is a passionate educationist and an ardent champion of gender equality with impeccable experience on issues of young women and girls,” Ms. Mwale said.

“Ms Chimuka is a former Executive Director of the Forum for African Women Educationalists of Zambia (FAWEZA), one of the affiliate members of NGOCC. We, therefore, have all the confidence that her vast experience in the education sector and generally on matters of national development, will be of great value to the work of the Commission.”

Ms Mwale added:”The members of the NGOCC network have all the confidence that Ms Chimuka will provide transformative leadership that promotes empowerment of young women and girls through education. NGOCC also salutes Ms. Chirwa for her admirable and courageous leadership during her tenure as Director General of the Financial Intelligence Centre (FIC).”

She praised Ms Chirwa for standing her ground during the time she served as Director General of the Financial Intelligence Centre (FIC).

“We are aware that she stood her ground and exhibited her institutional prowess to the nation at a very difficult time. We, therefore, wish to extend our accolades to her distinguished leadership style and have no doubt that this appointment will add value to the work of curbing money laundering, drug related crimes and ultimately the fight against corruption. Once again congratulations to Ms. Chirwa and Ms. Chimuka and May God bless you,” Ms. Mwale said.

The NGOCC last month called for enhanced inclusion of women in the governance process of the country.

NOGGZ was particularly angered over political parties’ failure to adopt women as candidates in the Kabwata Parliamentary by elections.

All the seven candidates, who successfully filed in their nominations before the election was cancelled, were men.

At that time, Mrs. Mwale said the NGOCC was concerned over the lack of commitment by the political parties to enhance women’s participation in politics and ultimately decision-making positions.

“NGOCC has noted with sadness that all the participating political parties have adopted men to the exclusion of women. We are particularly disappointed with the United Party for National Development (UPND), as the governing party for not leading by example,” she said

Kansanshi Dynamos Fire Chilumba

0

FAZ Super Division struggling side Kansanshi Dynamos have fired coach Tennant Chilumba just five months into his two year contract.

Chilumba’s dismissal comes in the wake of Kansanshi’s 5-0 home loss to league leaders Red Arrows last Saturday in Solwezi.

Kansanshi have further separated with first assistant coach Happy Sichikolo, second assistant coach John Munkonje, goalkeeper coach Kaoma Chilubanama and assistant physical trainer Kelvin Sichinga.

“We wish to confirm that Tenant Chilumba has left the club on mutual separation. We are grateful to Tenant for what he has achieved in his time as each coach of the club,” Malama said.

Kansanshi fourth from the bottom of the league table with 20 points from 19 games played.

Harry Kalaba takes a swipe at President Hichilema, and accuse DEC and ACC of taking instructions from UPND

Democratic Party (DP) president Harry Kalaba has accused President Hakainde Hichilema of meddling in the affairs of his party through his political advisor Levy Ngoma in an attempt to destabilize the opposition party.

Mr. Kalaba made the allegations during a press briefing at the party secretariat in Lusaka yesterday.

Mr. Kalaba said that Mr. Ngoma has been having secret meetings with suspected members of the DP and a named official from the registrar of societies to influence the outcome of the court case regarding DP ownership to favor the faction led by Judith Kabemba.

Mr. Kalaba said that the UPND government was ushered into power on the premise that it will restore and uphold the rule of law, but wonders why Mr. Ngoma is allegedly now getting involved in DP internal affairs, adding that all of the alleged underhand activities by Mr. Ngoma are aimed at preventing him from growing politically because he is a threat to President Hichilema in the 2026 general election.

Mr. Kalaba has charged that the country is now at the crossroads between the paths of democracy and that of a one-party state.

Mr. Kalaba said that the acts being perpetrated by the President do not just take away the dignity from the Presidency but also take away the dignity from this great institution and that his party position is that the President must restrain himself from meddling in the affairs of the DP and focus on Fixing the economic challenges that Zambians expect him to be focusing on.

Mr Kalaba said that while faced with all these challenges which he promised to address when elected on August 12, 2021, President Hakainde has instead opted to spend his productive time and effort on the DP and its President.

“These acts by the President and his hired agents are not just meant to destabilize the country’s hard fought democracy but rather to entrench himself as a hardcore dictator who is ready to destroy any perceived political threat, ” Mr kalaba said.

“I have a message for you sir, you can not fight the Will of the People. A time is coming when the 2.8m will reach out to the 1.8m so as to put the interest of the nation at the fore and protect the Country’s Democracy. And judging by your actions in Kabwata, that time is fast approaching, ” he said

Mr Kalaba also said that his party has raised concerns over institutions that are meant to support governance such as the DEC and ACC being allowed to operate with independence and yet what they are seeing today is the exact opposite as these institutions are now operating under instruction from those linked to the UPND government.

“Abuse is abuse regardless of which party the perpetrator belongs to. And if an act was wrong under the PF, it still remains wrong under the UPND and I will continue to flag issues of abuse, corruption, tribalism and regionalism, bullying, etc and if President Hakainde and his Agents feel that by disenfranchising the DP, they will be able to silence me, they are wrong as my values are not driven by a Party but a greater conviction for a fair and more humane Zambia, an equitable Zambian that protects the welfare of its citizens,” he said.

Mr Kalaba listed the following as challenges the president should be focussing on.

  • The cost of mealie meal has continued to go up and yet the UPND government in their logic have decided to increase the quota of maize export to neighboring countries.
  • Farmers have been neglected and for the first time they received their inputs way into the rain season.
  • Armyworms are ravaging crops and yet little action is being taken by the UPND government.
  • The cost of fuel has gone up by over 20% from the time the UPND took over the government and they plan to effect another increment within the month of January.
  • The cost of transportation has gone up significantly over the last two months in response to the hike in fuel prices, making it almost practically impossible for people to move from one part of the country to the other.
  • The price of essential commodities is now way beyond the reach of an average Zambian and this has resulted in an increase in crimes.

Ministry of Health Acknowledges Shortage of Drugs, blames Transition Period

32

The ministry of health has for the first time acknowledged that there is currently a shortage of essential medicines in hospitals and health centers across the country.

Ministry of Health permanent secretary in charge of technical services professor Lackson Kasonka has attributed the current shortage of essential drugs and medicines to a transition that is currently taking place in the Ministry with regards to the procurement and supply of drugs and medicines.

Professor Kasonka explained told the local radio station QFM that the ministry is currently streamlining the procurement process to ensure that the loopholes and shortcomings in the process which resulted in corruption and inappropriate procurements are addressed.

The permanent secretary said that government wants to be getting medicines and drugs at the right price, the right quantity, and quality and ensure that the medicines and drugs are delivered to hospitals on time.

Professor Kasonka stated that the shortage of essential medicines is therefore temporal, further assuring that very soon the procurement process will be streamlined and hospitals will be having the right quality and quantity of medicines at all times.

Luanshya Municipal Council Rejects request from Luanshya Copper Mines to Cancel Rates Debt

3

The Luanshya Municipal Council has rejected the request from Luanshya Copper Mines (LCM) PLC to cancel payments of rates on properties owned by the mines.

At a council Meeting held to present the budget, the council resolved to reject an application by Luanshya Copper Mines (LCM) PLC for remission on payments of property rates for the year 2022.

The Council rejected LCM application on grounds that the mining firm has already been enjoying relief through remission for the past two consecutive years (2020 and 2021) amounting to K 5,388,485-96 per year bringing the total of revenue by the Council to K10,776,973:92.

The full amount payable by LCM to Council is K25, 888,486:96 annually.

However, the Special Council Meeting resolved to consider granting LCM the remission to the applicant for the year 2023 if the company applies for it.

Meanwhile, the Council has proposed to spend K120, 534,708:00 in the New Year 2022 pending approval by the Ministry of Local Government and Rural Development.

The Luanshya Municipal Council has adopted a K120, 534,708:00 budget for 2022, which has been sent to the Ministry of Local Government and Rural Development for scrutiny and approval.

A special council meeting chaired by Mayor Charles Mulenga adopted the Council budget after the councilors scrutinized and debated the proposed revenue expenditure and capital estimates presented to the meeting by management.

According to Council Public Relations Manager Gideon Thole, this year’s K120, 534,708:00 Luanshya Municipal Council budget represents an increase of 34 percent compared with the 2021 budget which stood at K79,885,053:62.

Mr. Thole said the raise in the budget has been attributed to the increased allocation on the Constituency Development Fund (CDF), which was previously K1, 600,000-0 and now rose to K 25,700,000-00 per constituency representing an increase by 1005 percent.

‘The 2022 budget which has been prepared under the newly introduced Output Based format which is different from the Activity Based Budgeting which was used in the process to come up with the 2021 Luanshya Municipal Council budget. A huge chunk of the budget has been diverted to capital projects and service delivery as seen from the Constituency Development Fund (CDF), which will gobble K51, 400,000:00, economic and business development activities will this year cost the Council K 10,738,297:00, housing and community services allocation is K5, 883,708-00 while K5, 631,025: 00 will be used on public health and environment services,” Mr. Thole stated.

“The activities which will be funded by the budge also include the implementation of the District Integrated Development Fund at a cost of K2,932,106-00, local government service delivery related activities at a cost of K2,614,481-00.Service delivery activities budgeted for by the Council includes a K8, 218,580 :00 allocation to Public Order Safety, Recreation Culture and Religion at a cost of K1.357, 681 : 00, Education and Skills Development K472, 532 :00,” he stated.

The non-capital projects such as management support system and resource mobilization management are expected to cost the Luanshya Municipal Council K28, 032,395:00 and 3,253,903:00 respectively.

Mr. Thole further confirmed that Mayor Mulenga’s ruling to suspend the purchase of two utility vehicles, one of them for his office in preference to paying the retirees terminal benefits, has been adopted by the council.

“The special council meeting following a ruling by Mayor Mulenga resolved to suspend the purchase of two utility vehicles to divert the cash meant to purchase the mayoral vehicle to increase the allocation for the payments of the retirees’ terminal benefits.”

Luanshya Town Clerk Timothy Mambalakata assured the Council Meeting that management was set to efficiently execute the payment of retirees’ terminal benefits once the money was available.

Mr. Thole added:”The 2022 Luanshya Municipal Council budget which was prepared in line with the draft 8th National Development Plan and in accordance with the provisions of the Local Government Act No, 2 of 2019 and the National Planning and Budget Act No.1 of 2020 will be effected once it is approved the Ministry of Local Government and Rural Development.”

Nakacinda’s “Despicable” Defamation Crime: A Tale of HH’s Retribution and Hypocrisy

43

By Kapya Kaoma.

When I heard that Nakacinda was arrested again for defaming the President, I couldn’t help but wonder what was wrong with him! Didn’t his mama tell him that “mwikala patalala mwine apatalalika?” (If you want to live in peace, you have to create it yourself). After hearing UPND Dr. Vernon Mwaanga and Anderson Banda roguishly defend the ongoing onslaught on freedom of expression, the desperation and hypocrisy of the New Dark Regime are apparent–turning the Police into its bullish arm.

I would understand previous Presidents’ persecution of opposition leaders, but honestly, it is incomprehensible why President HH is doing it aside from being heartless. How on Earth would a person of empathy who endured similar political persecutions sleep at night knowing too well that another human being is being tortured for a non-existent crime? Unjust laws don’t change themselves, justice-driven administrations change them. If President Hichilema had an iota of ubuntu, he could’ve directed his AG to stop prosecuting such senseless and repressive legislations aimed at curbing the democratic freedom of expression. After all, didn’t he promise to defend human rights? President HH may tweet his pictures with his White gods, but his human rights record is appalling.

I have lived under all former Zambian Presidents, and we had names for each one of them. KK we called “fonko fonko,” and he joked about it, “naiwe ukafonkoka mumala,” if you vote for Chiluba. And Lord, Super Ken was right! We suffered like pigs under Chiluba’s capitalist policies, the very policies that made HH a billionaire. As for Chiluba, who didn’t call him names? He always said, “we gave you democracy–it is freedom of expression.” Dr. Mwaanga is the witness.

Mwanawasa and Sata, HH called Cabbage and Chimbwi respectively. And how many times did HH demean Sata? Is it not HH’s UPND which celebrated Pilato’s “koswe” and “ALungu Anabwela”? Who said this about President Lungu in April 2017 but President HH, “He is a clueless hyena. Write properly, I am calling him a clueless hyena.”

If it passed then as freedom of expression, why should “teka amatako panshi” land Nakacinda in prison? Why is it now defamatory to call HH a liar in chief? Why is it now defamatory to call him Vasco da Gama? Why was it ok for him to call other Presidents chimbwi or hyenas but now a crime for others to do the same? In short, why ban communicating in euphemisms under the New Dark Regime? Is calling HH a wolf or a hyena punishable simply because HH is President? You cannot promise to promote human rights and then curb freedom of expression, on which all freedoms hang. Is this hypocrisy or political retribution?

Since the Inspector of Police has nothing to do, but to stop freedom of expression, I have advice for the opposition. Don’t defame the President. Praise him as an angel of the almighty White man, at whose bidding he flies across the globe to worship! Praise him as the Emperor, whose pen determines right and wrong. Thank him for the increasing prices in the nation. Thank him for removing subsidies on Fuel and reducing Fuel costs. Is he not a son of a god of oil?

Call him the Lion King, the son of Zeus, who reigns over Pride Lands. Nobody goes to bed with an empty belly! Call him Baal, to be opposed at own risk. If you do all this, you would have pacified his egotistical deception that he is omnipotent, omniscient and omnipresent–the attributes only the Eternal One possesses. But be warned! He needs more and more! To question him is to sin against the office of the heartless Baal whose ultimate goal is retribution. And this is Nakacinda’s sin–the mighty HH is getting even with the sinful PF regime.

I am afraid. Unless we break this cycle of retribution in our politics, we risk burning our democracy. We are not North Korea where speaking ill of the Supreme Leader is a Capital Offense! We are a democracy! President HH is a public official whose lies should be challenged without intimidation. And if the Regime wants to prosecute every person who calls HH a liar, corrupt, conman, hyena, Chimbwi, etc, then it must build more prisons specifically dedicated to those who defame Zambia’s Supreme Leader, his excellency, the almighty, omniscient, omnipotent and omnipresent, the small god of Zambia, Hakainde Hichilema. For once people have tested the freedom of expression, you can’t shut them down!

With these words, I am surely on the cursed list of those to be arrested by faithful prophets of Baal!

We have stopped the tendency of paying contractors without evaluating their work-Milupi

13

Minister of Infrastructure, Housing and Urban Development Charles Milupi says the New Dawn Government has stopped the tendency of paying contractors without seriously evaluating the work done.

Mr. Milupi said paying contractors before works are done has contributed to the K127 debt the Government has accumulated in the construction sector.

The Minister of Infrastructure, Housing and Urban Development said in the past companies with political connections were being awarded Government deals even though they did not have the capacity to deliver.

Mr. Milupi said the UPND Government will ensure that only Zambians who have the capacity to deliver are awarded contracts in the construction sector.

“Why do we have a K127 billion construction sector debt? Too often, people who were politically connected to the party in power registered construction companies, and they were awarded contracts. This is despite these individuals not having had the capacity to deliver on the specifications of those works,” he said.

“Now, that way of doing things does not help that contractor and it does not help the country either because most of the time, the works that were delivered were shoddy,” the Minister stated in facebook post on Tuesday evening.

Mr. Milupi said no payment will be made to a contractor without certifying that the works have been delivered at the right quality and specifications.

“Going forward, the New Dawn government will ensure that only Zambians who have the capacity to deliver will be awarded contracts. No IPC (Interim Payment Certificate) will be issued until the works have been approved by the Road Development Agency, the National Council for Construction, and the Ministry,” he said.

Mr. Milupi added: “In short, no payment will be made without certifying that the works have been delivered at the right quality and specifications.”

Mr. Milupi also preached on transparency saying it was key in the new Government’s core road management through Public Private Partnership (PPP).

He took time to explain the Public-Private Partnership (PPP) model, which the New Dawn administration is embracing.

Mr. Milupi responded to public concerns regarding Public-Private Partnership (PPP) model, which the New Dawn administration is using especially in the construction sector.

“Transparency forms cornerstone of the New Dawn Government’s core road management using Public-Private Partnership procurement model. This morning, we would like to thank Mr Moola Mushenywa, who yesterday requested us to publicly explain the Public-Private Partnership (PPP) Model, which the New Dawn administration is strongly opting for in sustainably managing the country’s core road network,” Mr. Milupi stated.

“In simple terms, a PPP is a contract between a public body and a private organisation. PPPs bring together the expertise and resources of the two sectors with the intention of providing services or infrastructure at a better value for money. Usually, the public sector engages the private sector to construct facilities or to supply equipment. The private agencies then own and operate the facilities or equipment, or engage separate bodies to deliver the public service for an agreed duration.”

He added: “But in the Zambian context, your government will take sufficient due diligence and scrutiny of every proposed PPP procurement in the road sector before signing on. We will, with all stakeholders, ensure that PPP projects are procured at the right price, delivered at the agreed quality, and completed within the agreed time, a key focus of the New Dawn’s public procurement approach.”

“In short, transparency and accountability, as has been demonstrated, will be the cornerstone of all PPP procurements tailored towards the management of the core road network, a model that will allow us free up resources from the ‘huge’ road infrastructure budget to the social sectors like health, education and social protection,” Mr. Milupi concluded.

Zanaco Visit Prison Leopards

0

Zanaco are back in action this Wednesday when they visit Prison Leopards away at Presidents Stadium in Kabwe.

The seven-time FAZ Super League champions have brought forward their February fixtures to January mid-week dates due to their tight commitments ahead in next month’s CAF Confederation Cup group stage.

Wednesday’s FAZ Super League Week 23 match come days after Zanaco rallied from one-down at Nkana to earn a 1-1 draw courtesy of a Moses Phiri 64th minute equalizer via penalty at Nkana Stadium in Kitwe.

“We need to reduce the numbers looking at the teams at the top and also the teams at the bottom we are just there in the middle and we just need to push up in the coming games,” Zanaco coach Kelvin Kaindu said.

Zanaco are 10th on 26 points and an away victory over Prison may lift them to sixth and join fifth placed Green Eagles and Power Dynamos on 29 points.

But Zanaco face a Prison Leopards side who are unbeaten in January with a 2-1 home win over Buildcon on Saturday that came on the back of two successive draws in 2022.

Meanwhile, Zanaco are set to unveil the much-travelled striker Emmanuel Mwiinde who has joined them on a short-term deal until the end of the 2021/2022 season.

Croatian born trainer Aljosa Asanovic has declared himself ready for the Chipolopolo top coaching job after being unveiled in Lusaka on Tuesday.

Former Croatia National Team assistant coach Asanovic has been appointed Chipolopolo coach on a four-year contract.

Asanovic is the immediate past Chipolopolo Technical Advisor.

Asanovic will work with first assistant Karol Prazenica (Slovakia), Video Analyst Stefan Ceravic (Serbia), Goalkeeper coach Tonci Gabric (Croatia) and Physical trainer Hrvoje Matijevic (Croatia).

Asanovic’s immediate task is to qualify Zambia to the Ivory Coast 2023 Africa Cup of Nations.

FAZ Executive Committee Member Jordan Maliti expressed confidence that Asanovic will revive Chipolopolo’s dwindling fortunes.

“We believe that his spell as Technical Advisor to the Zambia National Team in 2021 gives him insight into our game and will help him make the most of the talents of our players. We also believe that with the long-term goals that we have given him of giving our game clear direction he will be able to succeed,” Maliti said.

“His experience at the Croatia National Team where he served as assistant and also having worked at various European clubs gives us confidence that he will help reboot our various national teams that he will oversee,” he said.

It is too soon to judge the UPND’s performance in government-Katuka

United Party for National Development (UPND) national chairperson Stephen Katuka has said that it is too soon to judge the party’s performance in government.

Mr. Katuka said that it is unfair for some people to say the UPND has failed to deliver on its election campaign promises when it has only been in power for a few months.

Mr. Katuka said that the UPND government has a five–year mandate and should be given chance to develop the country.

Mr. Katuka was speaking in Milenge District when he drummed up support for UPND candidate Charles Safely in the Sokontwe local government by election slated for this Thursday.

He said the UPND government has so far introduced free education, increased Constituency Development Fund (CDF) from K1.6 million to K25.7-million, and is paying retirees.

Mr. Katuka said President Hakainde Hichilema is working hard to fix the economy.

And Chairperson for Mobilisation Sylvia Masebo said President Hichilema is keen on distributing wealth to all parts of the country without discrimination, an indication that he is not a tribalist.

Ms. Masebo urged the electorate to vote for a candidate who understands the UPND party manifesto of free education, rural development and wealth creation.

The PF is fielding Morgan Mayani while the Socialist party has Rabby Kunda as its candidate and Patrick Chola is contesting the seat as an independent candidate.

The seat fell vacant after Vincent Kunda who was an independent councillor resigned.

Yes, Previous Regime is Enticing the Current Workforce to Engage in Corrupt Practices-Kawana

The government has unearthed a scam where some members of the previous regime are trying to hoodwink current Ministers and Permanent Secretaries into their system of plundering public resources.

Ministry of Information and Media Spokesperson Thabo Kawana has disclosed this in Lusaka today.

Mr. Kawana has warned that government will not hesitate to enforce the law on any political figure that will be found enticing the workforce in the current regime to engage in corrupt practices.

He said the current crop of office bearers are of noble character and have since reported such cases to the police.

Mr. Kawana further clarified that President Hakainde Hichilema’s use of the term ‘Clique’, was not directed at any individual but aimed at a group of people who were in the habit of abusing public resources previously.

He has also indicated that the President’s remarks on the fight against corruption on Monday were not made to intimidate the media or target specific individuals as purported in some sections of the media.

Mr. Kawana explained that the remarks were simply made to heighten awareness of the fight against Corruption and should not be misinterpreted.
