It’s now clear that Mr. Hichilema has a list of MPs he wants to fix while in office-Nakachinda

Patriotic Front member of the Central Committee in charge of information and publicity Raphael Nakachinda has called on President Hakainde Hichilema to honor the K1, 500 salary increment for police officers as opposed to using them in settling political scores.

Hon Nakachinda says it is now clear that Mr. Hichilema has a list of Members of Parliament he wants to fix while in office, more especially those from the former ruling party Patriotic Front.

The PF member of the Central Committee in charge of information and publicity said this when he and other senior PF members went to visit former Home Affairs Minister Hon Stephen Kapyongo who was detained by the police at Chelston Police Station.

“It is now clear that President Hakainde Hichilema has a list of Members of Parliament he wants to fix. Let him just honor the K1, 500 salary increment he promised the police officers unlike using them to oppress political opponents. So in the next few days, you are going to see an increase of arrests because Mr. Hichilema is using law enforcement agencies by giving them instructions everyday, ” said Hon Nakachinda.

“When he (Mr. Hichilema) wakes up in the morning, his heart turns and says where is Stephen Kapyongo, Chitalu Chilufya, and when the police tell him there is nothing we have found, he says you have to find something. What is going on here at Chelston Police Station is real drama and like the leader of opposition in Parliament has said, the real answer is the court.”

And the leader of the opposition in Parliament Hon Brian Mundubile said the new government is not giving chance to PF MPs to speak for their people on many issues such as the eminent increase in fuel and electricity costs and other pressing issues.

He charged that these arrests are political and that the people of Zambia are seeing whatever is happening in the country.

The problem I have noticed in Zambia is that we seem to easily forget and are very short-sighted. We don’t pay attention to detail and never learn from history.

What happened in parliament has happened in Zambia before. Unfortunately, because a speaker is normally chosen by the ruling party, their actions are perceived by citizens as being instructions coming from their political party.

I can choose to keep quiet over the issue but I would be doing a disservice to my country and the many friends I have in the ruling party including the current President himself.

In 2017, then opposition leader HH was arrested on treason charges. At the same time, UPND members of parliament were suspended from parliament. Then a “state of emergency” was declared in Zambia. Everyone in Zambia was mute! No one could speak. I took a risk and spoke against what was occurring. I spoke because I really wanted to protect not only the UPND at that particular time but also to tell the PF that such actions were slowly giving sympathy to UPND and am sure everyone saw that in the outcome of the elections in August 12.

Today the UPND is behaving the same way. We have Malanji in custody, Yamba also arrested, a lot of people appearing before DEC, people’s privacy being abrogated every day by unnecessary searches, over 9 MP sits nullified, speaker ruling using a constitution no one has ever seen because the Zambian constitution is very clear that it’s not over until the final court rules otherwise. Even if some of these things might be justified, in the eyes of Zambians, all this is perceived as political victimization. My instinct tells me that with the task force that has been created, more arrests will follow, and knowing how the wheels of justice move, this will drag up to 2026.

With an IMF package coming in and hardships beginning to hit as soon as power and fuel go up, the agency problem will kick in between the Zambian people and the government in power. Whilst the government will be persecuting political opponents, citizens will be wondering when their needs will be taken care of.

Government should not listen to those calling for the blood of former government officials. Those are the same people who will ditch the reds the first when it becomes evident that tables have changed. Some of the people who insulted me over my articles in defence of HH and were busy calling for his blood are today even serving under HH. Such is the nature of man.

The best way for UPND to completely win over the hearts of the people is just to deliver. Let power not get to the head. But at the moment, PF has gained some members whilst UPND has lost some. PF is being constantly made relevant and is even becoming more united by the same arrests and speeches whose sentences begin with PF from government officials. PF is now in the opposition. We can’t continue doing checks and balances on them.

You can hate what I write now but five years when one is in power is not a long time. The Zambian electorate has become highly mobile and well informed because of social media so it’s very important that those in government don’t repeat the mistakes of the past.

Today we enjoy a lot of support from our European and American partners. But those people are only with us as long as their citizens support that. But once their citizens hear that their country is giving x amount of money to a country whose government has gained an outright majority in parliament by chasing away opposition members of parliament, I don’t think they would allow those monies to flow into Zambia. These diplomats serve politicians back in their own countries and those politicians also face re-election every now and then. Their loyalty is to their people.

The best way to win over the hearts of the people is just to work. There are many projects and ideas that we can implement in this county but at the moment all we are talking about is politics.

Also to remind leaders that power easily gets to the head. Who knew that barely 100 days in office the youths can be told that “they don’t drive”. “Fuel prices won’t affect you”. Let’s remain humble. Mine is to just help.

And to all those that are busy clapping for the speaker’s ruling. Be informed that certain decisions have national implications. What the speaker has just said is that once a court rules that you are guilty, even if you appeal to a higher court, you remain guilty and you can start serving the punishment. For example, if your employer says that once you are convicted in court you shall be fired. Then a neighbor accuses you of assault and you are convicted by a lower court. Even if you appeal to a higher court, and the court grants you bail, your employer can still fire you and you will remain jobless even for as long as 5 years until the court overturns your verdict. If the speaker’s ruling is upheld by the courts (but it won’t), this will be the implication. So even if you hate Bowman Lusambo, this is not about him but also has implications on your lives. It’s not politicians who actually kill democracy. It’s their blind supporters who support everything!!!

Nkana and Power Record Victories in Derby Countdown

Nkana and Power Dynamos have warmed up for Sunday’s big Kitwe derby in Wusakile with victories in midweek Super Division matches.

Nkana edged Buildcon 2-1 away in Ndola on the same afternoon Power overcame Kansanshi Dynamos 2-1 at home in Kitwe.

At Levy Mwanawasa Stadium in Ndola, Nkana scored two quick goals in second half stoppage time as they rallied to stun Buildcon.

Second substitute Bwalya Kasonde, who had replaced Ronald “Sate Sate ” Kampamba scored the winner a minute away from the final whistle two minutes after Laison Thole poked in the equaliser.

Striker Tapson Kaseba headed Buildcon in front after 38 minutes to ensure that the Ndola outfits punctuated their good play with a goal.

Nkana have jumped to number five with 22 points and Buildcon drops to number ten on 19 points after fifteen matches played.

Meanwhile, Power moved into third place on the table after coming from behind to overcome ten-man Kansanshi at Arthur Davies Stadium.

Striker Kalonji Mwepu registered a brace with goals in the 56th and 60th minutes after Bruce Musakanya had put Kansanshi in from earlier on 41 minutes.

Kansanshi were reduced to ten when Girese Muyumba received a red card after 45 minutes.

In the lunchtime match at Levy Mwanawasa Stadium, leaders Green Buffaloes gave away a 2-0 lead to force a 2-2 draw against Forest Rangers.

Buffaloes lead the Super Division with a six point gap after amassing 30 points in 15 matches played.

Zambia Police Detain Former Home Affairs Minister over the alleged Chopper attack in 2015

Kampyongo detained at Chelstone Police Station over 2015 Chopper attack In Shiwangandu. Police at Chelstone Police Station have recorded a warn and caution statement from former Home Affairs Minister Stephen Kampyongo.

Mr. Kampyongo’s lawyer George Chisanga said in an interview that the Shiwangandu Member of Parliament has been warned and cautioned after hours of interrogations.

Police Spokesman Rae Hamoonga also confirmed the matter adding that Mr. Kampyongo has been warned and cautioned for the offence of Endangering Safety Contrary to Section 8(f) of CAP 445 Safety of Civil Aviation Act of the laws of Zambia.

Particulars of the Offence are that Mr. Kampyongo with others are allegedly to have endangered the safety of an Aircraft and its Passengers.

This occurred on the 2nd January 2015 at Kalalatekwe School grounds in Shiwangandu District in Muchinga Province.

Mr Hamoonga said Mr. Kampyongo is yet to be formerly charged and arrested at the place of commission of the offence.

Mr. Chisanga also revealed that Mr. Kampyongo will be transported to Shiwangandu, Chinsali where he is expected to be formally arrested.

Meanwhile, several PF MPs and senior officials gathered at Chelstone Police to visit Mr. Kampyongo.

Earlier, Police had blocked the PF officials from visiting their detained colleague but later only allowed Mporokoso MP and leader of the opposition in Parliament Brian Mundubile to meet him behind bars.

Several PF officials among them Raphael Nakacinda, Mutotwe Kafyaya, Remember Mutale, Kalalwe Mukosa and Kampamba Mulenga were by time of publishing negotiating their entry into the Police Station.

Lubinda describes Speaker’s ruling as nonsensical, directs PF MPs to begin process to impeach her

The opposition Patriotic Front has instructed members of Parliament to commence the process of impeaching Speaker of the National Assembly Nelly Mutti.

This follows the Speaker’s ruling that seats that were nullified are vacant, despite affected parties appealing in the Constitutional Court.

And speaking when he addressed the media at the party secretariat today, PF vice president Given Lubinda described the Speaker’s ruling as nonsensical.

Hon Lubinda said he felt sorry for the Speaker as she delivered her ruling on Wednesday.

He added that the quivering of her voice could indicate that she really could have been acting under a spell.

Hon Lubinda argued that the Speaker is only mandated to chair meetings in the National Assembly as opposed to interpreting the Law.
He further argued that the said seats can only be declared vacant upon final determination by the Constitutional Court.

He cited a number of cases where Members of Parliament continued serving after their seats were nullified because they appealed in the Constitutional Court.

“This matter was not coming for the first time. Numerous members whose seats were nullified in the past continued serving awaiting determination from the concourt. Numerous cases can be cited. She should have been informed that Matibini dealt with a similar matter in the case of GBM,” he said.

“Madam Speaker should be quickly reminded that her role is to chair meetings of the legislature whose functions are limited to legislating not interpreting the law. It’s authority ends at legislating……If a gentleman who was a judge was told by his fellow judges to stop interpreting the law, can a speaker who has never been a judge be given more powers?”

Hon Lubinda however blamed President Hakainde Hichilema for appointing the latter as a Speaker.

He wondered how a person of the Speaker’s experience, “highly talked about by her appointing authority” could she make such a mistake.
He said even a social studies pupil would know better.

The party vice president challenged her advisers to own up and inform the general public that they didn’t advise her to write such a judgement.

“Where were all those advisers when Madam Speaker was writing such a nonsensical ruling? Advisers you’re there to serve the Zambian people. Own up and tell us you didn’t tell her to do that because if you fail you will be held accountable,” he said.

The party vice president told the nine PF MPs whose seats are nullified to not wait to be vindicated but instead vindicate themselves.
He instructed them to be in Parliament despite Speaker’s ruling which he termed unconstitutional.

And the party has instructed its legal team to ask the Judiciary whether the ruling does not qualify to be deemed nonsensical.
The team has also been tasked to ask whether or not it’s their duty to ensure that they take measures to deter others from bleaching the provisions of the law and ask is the Speaker should go free for commenting on a matter that is still in court.

Hon Lubinda charged that the “propensity” of the Head of State and other officials to do things against the law must not be condoned.

Angola Beat Zambia to Lift 2021 COSAFA U17 Cup

Zambia on Wednesday lost 2-1 to Angola in the final of the Boys’ Under-17 football tournament at the Region 5 Games in Maseru, Lesotho.

Luis Eusebio scored a last minute goal as Angola edged Zambia to claim gold at the regional championship.

This was the first time Zambia was losing at the competition.

Angola took the lead when Eusebio headed in an 11 minute goal that was canceled by striker Marcel Zimba’s goal.

Meanwhile, Zambia captain Joseph Banda won the Player of the Tournament.

The accolade comes with an opportunity of spending a week in Spain as a guest of La Liga Santander.

The Zambian boys will be consoled by the girls triumph at the same event on Monday.

Shepolopolo Under-17 girls won gold in Maseru after beating Botswana in the final.

Government grabs back land that was illegally obtained from Palabana Daily Training Institute

The government has repossessed land that was illegally obtained and demarcated from Palabana Daily Training Institute for the creation of small holdings by the Patriotic Front Government.

Lands and Natural Resources Minister Elijah Muchima has said that the 669-hectare piece of land has been repossessed because there was some illegality and fraud involved when grabbing it from the Training institution.

Mr. Muchima is shocked that some documents show authorization from senior Government officers despite having not followed the right procedure to demarcate the land.

He says Government will follow the right procedure to ensure the land is given back to Palabana Daily Training Institute which was earmarked to be expanded into a University.

Mr. Muchima was speaking when he called on Palabana Daily Training Institute Principal Kelvin Musonda at the institution this morning.

He added that Government is ready to face anyone in the courts of Law who benefited from the land and constructed structures.

Meanwhile, Livestock and Fisheries Minister Makozo Chikote questioned why land was demarcated from the Institute when the college was earmarked to expand into a university.

Mr. Chikote said Government will ensure everyone who was involved is engaged and that the law will be followed to the letter.

He also said it is clear that majority of the people that benefited from the land were politically connected to the previous regime.

And the Principal Mr. Musonda thanked Government for intervening in the matter. Mr. Musonda said his life was threatened in the course of pushing for the repossession of the institutional land.

IMF programs should not be entertained, they do not usually favour the poor people-Kambwili

Former National Democratic Congress (NDC) President Dr. Chishimba Kambwili says International Monetary Fund programs should not be entertained by the Government because they do not usually favour the poor people.

Dr. Kambwili said it was shocking that the announcement of an agreement with the IMF this week came at the same time as the Government’s revelation that it was removing subsidies on electricity and fuel.

The former Minister of Information and Roan Member of Parliament during the Patriotic Front (PF) regime said the IMF program will increase poverty in the country.

Dr. Kambwili said it is automatic that an increase in fuel and electricity prices will increase the cost of living and cost of production in the country.

“The IMF bailout program is a double edged sword that can either make your country better or make your country worse. The IMF bailout is good if you are getting money to try and sort out certain urgent matters in the economy, but what matters are conditions set by the IMF. More often than not the IMF conditions will not favour the poor people,” Dr. Kambwili said on a SUN FM radio programme on Wednesday morning.

“And if the conditions do not favour the poor people the best you can do is renegotiate those conditions or find other alternatives to sort out the problem that you have in the economy. In this case it is very clear that one of the conditions the IMF has given the Zambian Government is to remove all forms of subsidies. Fuel subsidies, electricity subsidies. When Minister Msokotwane was announcing that they have reached an agreement with the IMF , that is the time he announced the removal of fuel and electricity subsidies,” he said.

“What that entails is that the fuel price will just go from about K17 per litre to about K23, K24 per litre. It means that the cost of production is going to be pushed up; the cost of transport is going to be pushed up. Equally if they remove electricity subsidies it would mean the cost of electricity will go up. If the cost of electricity will go up, the production cost for all the produce will go up, for the farmers to irrigate their land they will be paying very high electricity tariff meaning therefore the agricultural produce will be very expensive,” Dr. Kambwili said.

The PF Member said the removal of subsidies on fuel and electricity will not only affect people who drive vehicles but everyone including a child in the mother’s womb.

“When fuel is increased it affects everybody, even the child who is in the womb is affected. If the cost of food is very expensive the mother will not have enough nutrients to feed that child in the womb.”

“If you look at the average earnings of workers in Zambia, civil servants inclusive, are just plus or minus K3000 now, if the cost of fuel and electricity go up this category of workers will not be able to afford three meals in a day, they will not be able to afford basic needs. It means you are taking away the disposable income from the poor people and for those who do not work it is actually worse.”

“PF did not rush into signing the IMF deal because they were trying to renegotiate to run away from the fact that you needed to remove subsidies at once. Removing subsidies should have been gradual so that you give people breathing space as you are removing subsidies. You also increase the salaries of the workers in Government, in the mining sector and the workers all over including security guards and the house maids,” he said.

According to Finance Minister Dr. Situmbeko Msokotwane, the 2022 national budget has no provision for subsidies on fuel and electricity and that the government spends over $67 million monthly to subsidize the cost of fuel.

IMF Deal will help Zambia improve the Local Economy-Musokotwane

Minister of Finance and National Planning Situmbeko Musokotwane has told Parliament that the recent agreement the Zambian Government has reached with the International Monetary Fund when implemented will help to improve the local economy.

In a Ministerial Statement in Parliament on the IMF agreement with the Zambian government reached this week, Dr. Msokotwane said the planned reforms are aimed at restoring price stability, bringing the debt situation under control and achieving higher inclusive growth.

He said if nothing is done regarding Zambia’s current economic status the exchange rate will get worse, prices will escalate and poverty will get out of hand.

A Staff-Level Agreement is an understanding between the IMF and the Government on the economic and financial policies and reforms which the Government will undertake over time.

Dr. Msokotwane added that the planned removal of subsidies on fuel and electricity under the new International Monetary Fund (IMF) programme will help to narrow the gap between the rich and the poor.

He said money to be saved from the removal of subsidies will go towards enhanced CDF, provision of free education and hiring of teachers.

The Finance Minister, however, acknowledged that fuel and electricity consumers will feel the impact of subsidies removal.

Dr. Msokotwane said he is aware that Zambians have raised concerns and fears that life under an IMF program will be harsh.

“Madam Speaker, as I conclude, let me address the concerns and fears expressed by some citizens that life under an IMF program will be harsh. This of course depends on who you are,” he said.

“If you are a rural dweller, life is likely to be better for you rather than being harsh because the enhanced CDF money, free education and availability of teachers will be better for you.”

“If you are a citizen who drives, of course the cost of fuel will be slightly more expensive. In any case, maintaining the status quo is not an option,” Dr. Msokotwane stated.

“I wish to assure the Zambians that our thoughts and actions are with them all the time and we intend to deliver a much better economy and better living conditions for the average citizen than what they are experiencing now. Zambia is in safe hands,” he concluded.

Nkana and Power in Mid-Week Warm-ups Ahead of Kitwe Derby

Nkana and Power Dynamos warm-up for Sunday’s big Kitwe derby with respective away and home FAZ Super League dates.

Power will visit Wusakile to battle Nkana in the first leg of this seasons Kitwe derby on December 12.

Nkana, who are fresh from a 2-0 home win over Forest Rangers on Saturday, are not done with sampling some Ndola flavour yet and this time visit Buildcon at Levy Mwanawasa Stadium hunting for a second successive league win.

Beston Chambeshi’s side are 7th on 19 points and are seeking only their second away win over Buildcon since their hosts were promoted in 2017.

Nkana has left Buildcon with three draws, a win and suffered 3-1 loss there in their previous visit last February during their 2020/2021 season struggles to avoid relegation.

Buildcon are just below Nkana at number 8 also on 19 points and come into the game seeking their first league win since they beat Chambishi 2-0 on November 17 and have thereafter drawn two and lost one match.

Meanwhile, 5th placed Power, who are also on 19 points, are home at Arthur Davies Stadium where they hosts promoted Kansanshi Dynamos.

Power are hunting for a fifth consecutive league victory with the major highlight of their four match winning run came last Sunday when they beat defending champions Zesco United 2-1 away at Levy Stadium in Ndola.

Kangwa Hails His Girls COSAFA U17 Womens Cup Triumph

Coach Kaluba Kangwa has hailed Zambia’s victory at the COSAFA U17 Girls Championship which was part of the 2020 Region 5 Games in Maseru, Lesotho.

The Zambian girls on Monday thrashed Botswana 4-0 to lift the COSAFA U17 Girls Championship.

In a post-match interview with FAZ Media’s Mike Mubanga, Kaluba said the girls triumph shows improvement in the women’s game.

“The victory is so special to the girls and so special to women’s football, and so special to the football association of Zambia, parents, teachers, the fans and everyone who supports women football,” Kaluba said.

“We would like to appreciate them (stakeholders) for this kind of support, without their support women’s football would not have been to this level.”

“You can see the growth of women’s football in Zambia. Now we want to be getting medals and cups,” he said.

Zambia were runners up at the same event last year in South Africa after losing to Tanzania in the final.

Subsidies savings on fuel and electricity will go towards paying retirees and other needy areas

Information and Media Development Minister Chushi Kasanda has said that funds that will be saved from the decision by the government to remove subsidies on fuel and electricity will go towards paying retirees and other needy areas.

Ms. Kasanda said that currently subsidizing on fuel alone, costs the government about 67 Million United states dollars per month which can be channeled to other needy areas.

Ms. Kasanda said that it is not fair that Government should continue to subsidize fuel when other people who have worked for the country to continue to live in abject poverty.

Ms Kasanda noted that the monies saved from removal subsidies will go towards providing quality health care through increasing the number of health care personnel and medicines in the facilities.

Ms Kasanda said that government will recruit health personnel and ensure a steady supply of medicines in health facilities.

According to a statement on her Facebook page, the Minister said the monies will also be channeled to empower the vulnerable through high impact empowerment programs that will make them earn sufficient income to cushion them against the impact of
removal of fuel subsidies.

She said the government will do a lot more other things as seen in the 2022 proposed National budget.

Ms. Kasanda further said that it is the UPND long-term vision to improve the livelihood of the citizens and has since encouraged all citizens to trust the government and its leadership.

Government to recover Money on unfinished or poorly done jobs

Green Economy and Environment Minister Collins Nzovu has said that Government will initiate resource recovery mechanisms on any projects that are of poor quality, overpriced, or abandoned by contractors that have been paid.

Mr. Nzovu said that Cabinet approved the creation of a fast-track court to prosecute those that stole public resources, and his Ministry will make full use of that, adding that

Mr. Nzovu said that he wants the local people to take ownership of projects in their areas without political interference or intimidation, adding that no civil servant will be victimized for doing the right thing that benefits the country.

Mr Nzovu was speaking when he inspected progress made on works under the Lake Tanganyika Development Project in Nsama District.

Meanwhile, Northern Province Minister Leonard Mbao said the provision of quality health care services remains of Paramount importance to Government.

Mr. Mbao said his office will engage the Minister of Health to deploy health workers at Kapembwa health post to serve the people of that area.

And Kapembwa Health Post Community Health Assistant, John Chama appealed to the two ministers to help push for confirmation because his team is not confirmed but working as volunteers.

President Hakainde Hichilema has said that the government has embarked on legislative reforms aimed at bolstering a private sector and investor-friendly operating environment, coupled with policy consistency.

President Hichilema said that the move is part of demonstrating his administration’s commitment to delivering to citizens and that the government has in this vain created ministerial portfolios that are relevant to supporting business, innovation, and the green economy in line with global challenges and opportunities.

Gracing the US-Zambia Business and Investment Forum virtually, President Hichilema said the US is a leading global economy with dominance in various sectors, can realize the potential for synergies and investment in Zambia’s well-placed opportunities sectors.

He stated that the said sectors are key drivers of Zambia’s industrialization and diversification agenda.

Mr Hichilema expressed confidence that the engagements at the forum will lead to productive exchanges and the creation of lasting business and investment partnerships.

He added that the forum will further consolidate and strengthen the warm bilateral relations that exist between Zambia and the US, as the two countries open up more opportunities for enhanced trade and investment flows.

President Hichilema further urged US investors to set up and partner with the Zambian business community to maximize prospects for successful market entry and investing in attractive sectors.

He reiterated the government’s commitment to maintaining a conducive business environment and continue undertake business reforms to enhance the investment climate within a strong policy framework.

The President noted that Zambia has developed the national industrial policy which aims at transforming the country from a producer and exporter of primary products into a net exporter of value-added goods.

“Today marks 100 days since we took public office. We know that there’s more to be done. Please rate our performance on a scale of 1 to 10. What have we done well and where can we improve? We are taking note of your submissions,” he wrote.

To answer the President’s call and open invitation, like many other Zambians, I have decided to make my own small contribution. The core of my contribution is that the country faces mammoth challenges that require a strategic and rational approach to solving. It is important that some kind of sequencing and prioritisation is done in the implementation of interventions to address the huge expectations.

On the basis of the lessons I learnt in handling difficult professional Accountancy examinations in the 1980s; where in order for one to pass first time, the winning strategy entailed doing the easy questions first, I concur with the advice that Mr. Chibamba Kanyama gave the President in one of his recent articles.

“The high levels of expectation for the UPND to deliver is not only benchmarked on the election promises but on the high levels of poverty. In addition, there is a strong and growing narrative being pushed from other interested parties for the government to deliver today and not within five years, the period of its mandate. The best approach, therefore, for Bally and his team, is to have a two-fold strategy: identifying the quick fixes that offer short term gratification (but give an IMPRESSION things are happening) and a long term strategy that fixes the economy for generations to come”, Kanyama wrote in his impressive practical illustrative article.

The low hanging fruits that I want to recommend to the President are short term initiatives that are likely to immediately increase economic activity, create jobs for the youth, and reduce the cost of living and cost of doing business and increase tax revenue. There are not exhaustive by any means, but they are indicative of the type of interventions to focus on in the short term.

Road map for Youth Job creation

The first low hanging fruit that should be cultivated is one that is close to my heart. The road map is to fast track youth job creation. Although this may not appear to be such a low hanging fruit to many due to its unfamiliarity (innovation), it is based on my extensive research. This initiative will reduce pressure on the UPND Alliance to create youth jobs. The initiative entails the adoption of a differentiated strategy from all previous administrations in terms of approach to youth entrepreneurship and empowerment. The administration should implement a KNOWLEDGE based approach as opposed to a FINANCE based one. The youth job creation road map I am proposing should make use of mobile technology as a distribution channel because most youths are addicted to Cell phones. There are studies by the Organisation of Economic Corporation and Development (OECD) and the United Nations Development Programme (UNDP) that support such an approach. In practical terms, I would recommend accessing this low lying fruit and knowledge based youth job creation solution on the following website: www.youthemploymentcreation.com. This website can lead one to a ” One Stop Youth Entrepreneurship Digital tool” which can enable the youth create their own jobs from the comfort of their mobile phones. And all the Government has to do is simply to facilitate! This low hanging fruit youth empowerment intervention casts the net so wide that millions of Youth can benefit from it and critics will be silenced by its novelty. This is interventions is in tandem with the government’s pronounced policy of building Zambia as a Knowledge based economy.

Enforcement of 20% Sub Contacting

The second low hanging fruit is the enforcement of the 20% sub contracting to Zambian firms by foreign Contractors which was not previously complied with due to corruption and the lack of political will. There is no doubt that there are billions of dollars’ worth of contracts that the previous government signed with foreign contractors which are currently in progress and many more in pipeline that can be a source of jobs.

Zambia inked a policy requiring that 20 per cent of contract works to be subcontracted to Zambians by all foreign contractors in the country. The 20 per cent sub-contracting Policy was developed by Government so that local contractors are empowered financially, to ensure that they get the much-needed skills and experience in construction, create jobs and retain or earn foreign exchange. The majority of Chinese foreign contractors have ignored this policy. The Zambian government through the former Permanent Secretary in the Ministry of Housing and Infrastructure Development, Charles Mushota admitted that the 20 per cent sub contraction policy had not yielded its intended good results because some contractors have failed to comply with this policy. The Minister of the same Ministry, Vincent Mwale whilst on a site visit to one of the road works blasted one of the biggest Chinese Contractors in Zambia, AVIC International for failing to comply with the policy.

“I am in receipt of a petition from small and medium scale contractors who have complained that you, Avic International are not complying with the 20 per cent sub-contracting Policy.” The Minister said. “As Government we want that, through the 20 per cent sub-contracting Policy, we build capacity in Zambians who in future may bid for bigger contracts because they would have gained the experience.”

There is need to do a quick review of these and the President should ensure and monitor that all are complying with the 20%. It is not rocket science that jobs will be created immediately, the exportation of jobs will be stemmed, and foreign exchange will either be earned or retained. There are billions of dollars involved in the money we borrowed for which contracts have not yet been fully executed.

Reduction in Mining Houses foreign exchange retention

The third low hanging fruit is the reduction of forex retention by mining houses. In theory, copper mining contributes 70% to Zambia’s export earnings. This figure is misleading as very little foreign exchange comes back in the country as it is retained by the mines. This is what explains why there is very little correlation between the increase in copper prices and the kwacha exchange rate. The issue of Zambia deriving insufficient benefits from copper exports is one that is independently confirmed by the International Monetary Fund (IMF) in one of their country report.

“Care is needed with the interpretation of the export shock in the case of Zambia. Given that not all the copper export proceeds return to the country because most mines are foreign owned. Staff estimates that at least 40% of exports do not return to the country.” The IMF report noted.

The HH administration should negotiate with the Mines to reduce their foreign exchange retention by remitting an increased amount to Zambia. As an import dependent country, the strengthening of the kwacha will be beneficial in the light of the planned austerity measures under the IMF program. The benefits of more foreign exchange inflows will ensure that the negative impact of the planned increase in power and electricity due to removal of subsidies will be minimized. In general, the cost of living and doing business will be manageable. The government’s negotiating carrot is the Mineral Royalty Tax (MRT) that has been made tax deductible. Zambia needs to get something in return and not the pie in the sky promise of more investments which just benefits foreign shareholders.

The fourth low hanging fruit that should be harvested is the government acceleration payment of small Zambian owned businesses. The government should consider refinancing the so called arrears through whatever means possible. They should borrow long term to replace the short term home creditors. The instrument that should be used is up to the experts. The easy one that comes to mind is the issue of a government bond for the purpose. Zambian government bonds will be in demand in the light of the approved IMF deal. This action will certainly help Zambian businesses with increased working Capital thereby and create jobs.

The fifth low lying economic fruit should involve the Zambia Revenue Authority. There is no doubt that the Authority needs some medium term restructuring and reforms in tax administration. However, there are some simple administrative actions that the new Commissioner General can do that will immediately have impact on revenue collections. It is a well-known fact that ZRA like many institutions were laced with endemic corruption during the last ten years and consequently, there was so much revenue slippage. One simple action which will be revenue positive, is to transfer ZRA officers from borders and revenue collection centres so as to dismantle corruption rings and cartels. There could be other simple measures that the Ministry of Finance and Commissioner General could implement apart from transfers, which could increase revenue collection.

Conclusion

According to many experts, critics and the Opposition, one of the major failures of President HH’s administration in its 100 days, was the lack of a clear roadmap for creating jobs for the youth who put them in power, in order to give them hope. The planned Constituency Development Fund (CDF) by itself is no solution at all, because similar programs, which were all entirely finance based, failed to create sufficient jobs. The authorities need to be aware of this mantra: “Money alone neither solves problems nor create jobs But Knowledge solves problems, spurs innovation and creates jobs.”

In view of the President’s invitation for ideas to help them improve their performance, I am appealing to the President to engage us in Private sector. We, in the private sector could easily help with the Youth employment creation roadmap. We do have novel and practical ideas for job creation in the short, medium and long terms which involve the four Youth Cluster Ministries. We are just a phone call away. There are latent millions of youth jobs existing currently in one or two blue oceans in Zambia. And all that is required is to press a button activate them.

According to a study by the African Development Bank (AfDB) which preceded the design of their Jobs for Youth in Africa (JfYA) Strategy (2016-2025), they concluded that one of the major causes of African countries’ failing to create Youth Jobs is the lack of involvement of the Private sector in the design and implementation of interventions. The Bank encourages such cooperation through Public Private Partnership (PPP), if Youth programmes are to succeed.

The Zambian government is well advised that as they pursue the low lying fruit strategy, it has to be matched by an aggressive communication strategy. They need to be communicating more and more about what they are doing so as to manage the perception war that is currently going on. In the real world, perception is more important than reality to win over the public.
