Masaiti records reduction in maternal deaths

1

Masaiti District on the Copperbelt has recorded a significant reduction in the number of maternal and child deaths, Acting District Health Director Christopher Mwape has disclosed.

Dr Mwape has attributed the improvement to strides made towards the realization of the 2017-2021 National Health Strategic Plan Legacy Goal number One of Reducing Maternal and Child Mortality.

He indicated that the district has seen a notable improvement in the number of hospital maternal deliveries and a subsequent reduction in the number of deaths among expectant mothers and children.

“We have seen a huge improvement with an increased number of expectant mothers seeking health care and utilizing maternal health services, starting with antenatal visits, leading up to hospital deliveries and this has helped reduce the number of neonatal deaths among other maternal health related issues in our community” Dr Mwape said.

He was speaking when a faith based organization, God’s Christian Missionary Services (GCMS) donated four maternity beds and 14 maternity hampers valued at Sixty Four thousand Three hundred and Forty kwacha (K64, 340) ,to Mushili Clinic in Masaiti district .

Dr Mwape thanked GCMS for partnering with the government in averting maternal and child morbidity adding that the government alone could not manage to meet its goals of delivering quality health care.

“We are greatly humbled by this public private partnership with GCMS which has proved to be an all-weather friend, in the past they have helped the clinic with maintenance works, clearing of water bills and what we are witnessing today. Until now, the health facility had only one delivery bed and two postnatal beds, which has now been increased to two delivery beds with fived postnatal beds’ ‘ he stated.

And GCMS President Elijah Pule said his organization made the donation after visiting the clinic and discovered that it had inadequate furniture and supplies for expectant mothers.

Pastor Pule said “This is not our first donation to this clinic, we have made other donations especially with the COVID- 19 pandemic and it was during those visits that we discovered that the clinic only had two beds and we lobbied from our partners in the United States who have shared with us this donation we are presenting today”.

He urged the hospital staff and the end users of the donation to put it to good use and hoped that it would help in creating a comfortable environment for expectant mothers.

Some expectant mothers present during the donation thanked GCMS for the gesture, with Sharon Chali expressing happiness to be in a clean environment, adding that the hampers would encourage mothers to deliver their babies from the health facility.

Another expectant mother Carol Liyuni shared her experience “ this is my second time coming to this health facility for maternity visits, the hospital used to only accommodate three people but now I am happy that a lot of women can stay here and deliver their babies from here” she said.

The donation comprised a delivery bed, three postnatal beds, 16 pairs of white bed sheets, and curtains, and 14 maternity hampers which include a code clump, receiver blankets, baby clothing, diapers and maternity sanitary towels.

Mushili clinic has a catchment of 4,562 people with an estimated 1004 women of child bearing age between the ages 15 and 49years.

Sinkamba asks President Hichilema to pardon all cannabis-related offenders in prison

10

Green Party has asked President Hichilema to pardon 7,000 cannabis-related offenders in prison, saying the president knows the conditions of the prisons better than he does and should release all the 7,000 cannabis-related offenders to decongest them, adding this is in line with the powers of the prerogative of mercy.

According to Mr Sinkamba argument, unlike assault, where there is a victim who sustains injuries and permanent scars, cannabis-related offences are no worse than prostitution, pimping, loitering, and operating brothels or indeed shebeens.

“Ironically, cannabis offences are typically victimless offences. There is no victim involved, like is the case with murder and manslaughter, where someone loses a life consequent to the commission of the crime. Nor are cannabis offences like assault, where there is a victim who sustains injuries and permanent scars,” said Sinkamba.

“Most importantly, with the 19th May 2021 enactment of the Cannabis Act No. 33 of 2021; Industrial Hemp Act No. 34 of 2021; and Narcotic Drugs and Psychotropic Substances Act No.35 of 2021, it is imperative for Zambia to start afresh on the cannabis-related offences.”

Sinkamba said the pardoning of the said inmates will be very good for the nation.

“In view of the foregoing, I make an earnest appeal to President Bally (Hichilema) to consider releasing all the 7,000-plus cannabis-related offenders on his first list of prisoners to be released in the exercise of his powers of the prerogative of mercy.

“This will be very good for the nation because it not only signifies a fresh start due to the Nation’s new national approach to cannabis but also as means of genuine decongestion of prisons, which conditions President Bally knows better than I do,” said Sinkamba.

There is need to create a safe cyberspace for girls

2

Government says there is need to create a safe cyberspace for girls as they are at higher risk of experiencing violence, verbal and sexual abuse compared to boys.

Acting Mufulira District Commissioner, Grace Mwinga says due to COVID -19 pandemic resulting in increased internet usage among young people for learning purposes, a number of girls are falling prey to cyber harassment, hence the need to ensure that they are protected.

Speaking during the International day of the girl child commemoration in Mufulira, held under the theme:” “digital generation, our generation,” Ms Mwinga said there is a need to equip girls with information of using the internet safely and responsibly.

Ms Mwinga noted that internet exposure also leads to negative effects such as reduced study time, reduced family interaction time and psychological problems such as depression.

Meanwhile, Mufulira District Child Protection Committee Chairperson, Bwalya Chitambala said the new Cyber Security and Cyber Crimes Act will go a long way in protecting children especially girls from sexual harassment online.

Mr Chitambala said usage of the internet is inevitable in this generation hence the need for suitable legislature that protects children from abuse online.

In its cybercrime and cybercrimes bill government this year introduced a new law on cybercrime mainly to ensure the provision of cyber security in the country as well as provide for the protection of persons against cybercrime.

The Bill also provides for child online protection, facilitate identification, declaration and protection of critical information infrastructure and provides provide for the collection of and preservation of evidence of computer and network related crime, among others.

Some civil servants had their names illegally included in the Farmer Input Support Programme

6

Some civil servants in Mufulira district allegedly had their names illegally included in the Farmer Input Support Programme (FISP) register for the 2021/2022 farming season.

Mufulira District Agricultural Coordinator (DACO), Thomas Mukubwe disclosed that some civil servants had their names included in this year’s FISP register in an attempt to receive farming inputs once distribution commences.

Mr. Mukubwe disclosed this when Mufulira Central Member of Parliament, Golden Mwila met heads of government departments for a familiarisation meeting in Mufulira.

He said the known civil servants’ names have since been removed from the register hence they will not receive farming inputs.

He said only rightful beneficiaries will benefit from the FISP programme for the 2021/2022 farming season.

Mr. Mukubwe said civil servants do not qualify to receive inputs through FISP, which is aimed at uplifting the livelihood of vulnerable but viable farmers by providing them with subsidised inputs.

He said the delivery of farming inputs to Mufulira has been completed, adding that the district is ready to commence distribution once government flags off the exercise.

Meanwhile, Mufulira Central Member of Parliament (MP), Golden Mwila said it was unfortunate that civil servants were engaging in such acts.

Mr. Mwila said it was wrong for civil servants to unscrupulously place their names on lists of beneficiaries of government programmes that are supposed to benefit the vulnerable people.

He said there is need to ensure that appropriate disciplinary action is taken against erring officers in order to deter would be offenders.

And Mr. Mwila said he will work with all stakeholders in Mufulira regardless of their political orientation in order to bring about development in Mufulira central.

The Patriotic Front MP said time for politics is over, adding that there is need for all stakeholders to work together for the development of Zambia.

He has since called on heads of government departments to study the United Party for National Development (UPND) manifesto in order to help government fulfil its promises to the Zambian people.

“The UPND government’s promises can only be fulfilled with your full participation and that is why you need to study their manifesto and align your work towards fulfilling that,” he said.

Appoint Expert Team To Help Root Out Opposition Loyalists, HH Told

23

President Hakainde Hichilema is being urged to immediately assemble a team of experts to help him achieve his vision of governing the country.

Governance Activist Sam Zulu says a team of experts should be set up to help President Hichilema appoint credible and capable people to various positions key in governance.

Mr. Zulu says doing so will help the seemingly vacuum created by the lack of officers in certain positions such as Permanent Secretaries and Diplomats that were relieved of their duties after his ascendancy to Presidency.

He says the President should see this as a critical matter of urgency.

“While President Hakainde Hichilema means well in most of his policy pronouncements, he needs to assemble a team of experts, and this he must do and treat as a matter of urgency,” he notes.

Mr. Zulu says as a result of not appointing key authorities in public offices, some workers especially those in the civil service are being demotivated.

He says people voted for change to have opportunities for jobs and businesses from the United Party for National Development administration and keeping some of the loyal PF functionaries in the New Dawn government is unfair.

He notes that people lost trust in the then governing party Patriotic Front and hence the need to have fresh and new individuals take up from those that are known PF functionaries.

He has since advised President Hichilema to root out all bad elements in the civil service that are still aligned to the former governing party and would in turn make the President’s efforts to govern difficult.

He says the President should act immediately for the country to get on a smooth road to development without impediments.

Luapula Province Minister calls for professionalism among police officers

6

Government has urged the newly appointed Luapula Province Police Commander Sharon Zulu to ensure professionalism among her officers in the province.

Luapula Province Minister Derrick Chilundika said this is because there are a lot of noted gaps in the Police Service in the region which he said needs to be addressed as soon as possible.

Speaking when the newly appointed Luapula Province Police commanding Officer called on him at his office, Mr Chilundika pointed out that the Police is not there to serve politicians but rather the Zambian people bearing in mind that they are supposed to work with the Government of the day.The Provincial Minister explained that there is a need to sensitize the police officers in the province so that they can improve on their service delivery.

Mr. Chilundika noted that among the things which the police should try to address is the issue surrounding illegal mining of manganese in the province. And Mrs Zulu said she will do her best to ensure that her officers conduct themselves in a professional manner.

Mrs Zulu has since called for people of Luapula Province to continue supporting the Police as they carry out their duties. She took over as Provincial Police Commander from her predecessor is Chilije Nyirenda .

Kabuswe tells UPND members to be patient with government

20

Mines and Minerals Development Minister Paul Kabuswe has called on UPND members to be patient with government as it works on delivering on its campaign promises.

Mr. Kabuswe said the UPND Administration wants equal distribution of resources to foster development in the country.

Speaking when he met with UPND party officials in Kalumbila District, Mr. Kabuswe said the Party will not fail to deliver its campaign promises as it already has a roadmap to develop the country and create jobs.

Mr. Kabuswe, who is also Chililabombwe Member of Parliament, warned UPND party officials against intimidating members of the public as it will make the party unpopular in the community.

He challenged UPND officials to spearhead the developmental agenda of the party and not reciprocate the behavior of Party officials from the PF regime.

And North Western Province UPND Chairperson Grandson Katambi said members of the public are eager to start benefiting from the presence of mines in the province.

Colonel Katambi said the province is still lagging in development and high unemployment levels despite having three big mines.

USAID project in Muchinga commended

3

The Provincial Administration in Muchinga Province has appealed to the United States Agency for International Development (USAID) to extend the USAID/Accountability Governance for Improved Service Delivery (AGIS) project to other districts in the Province.

Speaking on behalf of the Provincial Permanent Secretary Davison Mulenga, Deputy Permanent Secretary Jonathan Ng’onga said the USAID/AGIS project which is running in three (3) districts in Muchinga province is slowly yielding positive results.

Capt. Mulenga said if the project is being implemented in all the districts in the province, it will help improve good governance and link to development outcomes in the education service delivery as per its aim.

The PS added that the project which seeks to strengthen internal control, internal audit, procurement including expenditure tracking among others within the two Ministries, Ministry of health and education as they present the greatest opportunities for improving transparency and accountability.

He further thanked USAID/AGIS for the financial support and the trainings that have since been taking place from the time when the project started.

And Capt. Mulenga said the project should be extended to other districts in the province for the smooth running of offices.

And speaking earlier USAID/AGIS Chief of party, Maureen Simuyandi said the project which started in October 2017 is currently running in nine (9)districts in the country.

Ms Simuyandi added that in Muchinga Province the project is running in three (3) districts namely Chinsali, Mpika and Mafinga.

UPND is punishing innocent farmers by failing to provide FRA Grain Bags-Nakachinda

21

The Patriotic Front (PF) leadership has said that said The United Party for National Development (UPND) government is punishing innocent farmers by failing to provide Food Reserve Agency grain bags.

PF Member of the Central Committee in charge of Information and Publicity Rapheal Nakachinda said it is unfortunate that farmers have stayed for two months in depots without being given grain bags.

He said the UPND promised to be there for the people but the current situation is unacceptable.

He appealed to President Hakainde Hichilema and Minister of Agriculture to ensure that the situation is resolved.

Meanwhile Mr Nakachinda has given the new dawn government 48 hours ultimatum to start giving out farming inputs to farmers.

“By now farmers should have farming inputs in their homes but what is being said is that they are auditing FISP,” he said.

And Shiwang’andu Member of Parliament Stephen Kampyongo said it is saddening that farmers can be subjected to such suffering.

Mr Kampyongo said farmers will lose out if the situation is not resolved.

He said farming season is around the corner but farmers are languishing at depots.

Meanwhile, Some farmers in Ngwezi ward in Kazungula district, who took their maize to Ngwezi satellite depot, have asked government to provide them with empty grain bags as soon as possible.

The farmers complained that they have been sleeping at the depot for over three months now waiting for the Food and Reserve Agency (FRA) to purchase their produce.

A check by ZANIS at Ngwezi depot yesterday revealed that most of the grain bags are damaged and the maize might go to waste very soon.

Sydney Siantwala, who spoke on behalf of other farmers, requested the new dawn government to quickly address their plight.

And Kazungula District Cooperation Union chairman Elias Muluwa said farmers in the area were suffering and needed urgent help from the government.

“Farmers have brought their maize here for three to four months now. The rains are coming very soon. Look at the bags of maize which are tearing up resulting to maize pouring out. This situation is unacceptable to hard working farmers,” Mr. Muluwa lamented.

He said farmers were suffering hence government should assist them by providing them with empty grain bags.

Meanwhile, Katombola Member of Parliament Clement Andeleki assured the farmers of Ngwezi ward that government will purchase empty grain bags for their maize.

Dr. Andeleki, who addressed the people of Ngwezi ward at the central market yesterday, bemoaned the poor leadership of the previous regime saying the Patriotic Front (PF) government did not plan properly about the procurement of maize in the area.

Should chiefs be engaging in politics?

14

By Chimwemwe Mwanza

Traditional rulers preside over a constituency that holds huge sway over Zambian politics and by extension its electoral dynamics. Simply put, they are the equivalent of a landlord while their various stakeholders are the tenants – sort of.

Their influence and authority over the traditional justice system is rock-solid, making them an easy target for various interest groups looking for a foothold in remote and parts of urban Zambia. Most important, the vast swaths of land in their custody and community-based projects under their supervision endears them to nefarious politicians and businessmen. While no law precludes chiefs from engaging in business activities, it’s on record that some of them – with savvy business acumen have and continue to abuse their authority for personal gratification.

Let’s be clear though. There is absolutely nothing untoward about chiefs accumulating wealth but there is everything wrong with flaunting their opulence while consigning their subordinates to poverty. In fact, some chiefs – in pursuit of material gain have been meddling in matters beyond their scope of responsibility. It’s this quest to accumulate excessive authority and wealth at all costs that’s endangering the traditional establishment’s reputation.

Hence the question, should chiefs be engaging in politics? By virtue of their responsibilities in their respective communities, they are in fact politicians – albeit with a mundane job title. For purposes of context, let’s perhaps re-phrase the question. Should they be engaging in mainstream politics? Chiefs have historically been the fulcrum to enhancing social and economic cohesion between their communities and the state hence their immersion into politics is nothing new.

During the UNIP era, then Chitimukulu (Mutale Chitampakwa) and the Litunga (Ilute Iyeta) – both deceased were co-opted into UNIP’s central committee, and they served their roles distinctively and retired with nothing to show for their service. After UNIP was deposed from power, Iyeta’s son Senior Chief Inyambo subsequently occupied a prominent role in UNIP – with his rise to fame being an accused in the infamous Zero option treason trial. Upon acquittal, he disappeared from public view never to be heard off. It is his incarceration by the MMD government that prompted civil society to start raising serious questions about the chief’s role in politics.

Nonetheless, it’s the behaviour of a few but the current generation of chiefs that is most concerning. Case in point, how does one describe Chief Mpezeni ka Jere’s political posture? It’s been nothing but embarrassing for a paramount chief of his stature. He’s consistently flaunted himself to the highest political bidder in return for material gain. After falling out with MMD and against the option of adopting a neutral political stand, he openly snubbed the opposition to align himself with the then PF government.

And the benefits of his alliance with the former governing party are telling in the opulence on display at Empendukeni – which is his palace in Mtenguleni – a sprawling village located just outside Chipata. The cars on show at this palace – one could well liken this to a car showroom. It’s despicable that a traditional ruler can amass such wealth and live the high life while surrounding villages lack basics such as clean piped water.

While Mpezeni has shrewdly used his position to his benefit, this has created a perception that his subjects in the province were sympathetic to the former governing party. Notwithstanding this crassness, the trouble with such transactional relationships is that subordinates often get caught up in political storms – most of which aren’t there making. For example, Mpezeni’s hostility to the incumbent government is well documented and now that his preferred candidate is out of power, how does he reconcile his relationship with the new dispensation?

Across the Zambezi, Chief Mukuni (Munokalya Siloka), of the Toka-Leya, is another political ethnic kingpin. Holding vast but arable lands in pristine coastal areas along the Zambezi River including equity interests in several Livingstone-based tourism ventures, Mukuni is reputed to be the wealthiest Zambian traditional ruler. Whispers allege that he is the only chief in southern Africa to own a limousine – which of course is just one of the many -in his collection of luxury cars – except the other guy in Swaziland owns a Mayback and a fleet of Rolls Royce to complement their collection of ego-boosting toys.

Crucially, Mukuni has an unsworn oath of allegiance to the incumbent President. As the de-facto paramount chief of the southern province, he holds sway over southern and to an extent the rural central province’s bantu botatwe ethnic voting bloc. Now that his party of choice is in the driving seat, it will be interesting to watch the potential growth in his portfolio of investments.

In the North, paramount chief Chitimukulu (Chinyanta Sosala) is another -ruler of worrying interest. After a drawn-out but disputed succession plan, it’s the immediate past President that acceded to his request to be recognized as the rightful heir to the Bemba throne. That Chitimukulu became the go-to person regarding the PF’s ambition to fortify the Muchinga and Northern province voting block is an open secret.

Let’s pause for reflection. Nkandu Luo as the PF’s Presidential running mate was a troubling choice to the PF’s Bemba monolith – this prompted Inonge Wina to make a last-minute sales pitch of Luo’s candidature to Chitimukulu. Whether the chief bought into this project is not the point of discussion but the fact that a Presidential running mate required a formal introduction to a paramount chief is cause for introspection. Is there a specific reason why Chitimukulu could not extend a similar courtesy to the opposition so it could also parade its candidates before his palace?

To their credit Mwata Kazembe (Paul Kanyembo) and the Litunga (Lubosi Imwiko) have seemingly kept their heads above the political fray – this despite their perceived links to the former governing party. While several traditional rulers spread across the country openly endorsed the former governing party and its Presidential candidate in the build-up to the recent elections, it’s likely that some may have been motivated by the material gain to make public their pronouncement.

By and large, the unintended consequence of convenient relations between the state and the traditional establishment is that it has festered tribalism to the extent that traditional leaders have now become the point men through which dubious relations are sustained. Therefore, the practice of parading before politicians while hiding a begging bowl must stop forthwith if chiefs were to retain a semblance of dignity and credibility.

Appreciating that they have a role to play in fostering national development, they can still discharge their responsibilities without mortgaging their authority and privilege. Even better, it might serve them well to completely steer out of politics altogether.

Government secures funds from the World Bank to work on feeder roads – Lihefu

22

North-Western Province Minister, Robert Lihefu says government has secured funds to work on all the feeder roads of the various districts in the province.

Mr. Lihefu said government had secured funds through the World Bank and will soon conclude on the issue to start the works.

The Minister said this in Kabompo yesterday when he paid a courtesy call on the Office of the District Commissioner.

“We know how bad the feeder roads are in all the chiefdoms in the province, so government has already soured some funds through its partners to work on our feeder roads,” Mr. Lihefu said.

He added that the discussions on which roads to start with are still under way as Members of Parliament are yet to agree whether to work on the Kasempa -Mumbwa road or the feeder roads.

Mr Lihefu also said government remains committed to what it promised the people of Zambia and the contents of the national budget will reveal that government meant well for its people.

He stated that people should not politicize with development as most of the things being rumoured were not true.

“Our national budget is ready and will soon be presented, you will know from what is contained that the new dawn government means well for the people of Zambia, so let people not politic with development.

“Who said we can only increase salaries for civil servants after 2026, that is a lie let us just wait and see don’t listen to rumours,” Mr. Lihefu said. F

Meanwhile, acting Kabompo District Commissioner, Hendrix Solochi told the visiting Minister that almost all government departments are faced with a huge challenge of lack of transport including the police service which is making service delivery difficult.

“Honourable minister, lack of transport remains a major challenge in our district as most vehicles are broken down thus only rely on two or three for all government departments,” Mr. Solochi said.

He said law and order is being maintained in spite the number of challenges such as inadequate funding ,staffing ,lack of a police camp and office accommodation.

Chanmbeshi Eager to Stay on as Chipolopolo Coach Despite Qatar 2022 Flop

Chipolopolo interim coach Beston Chambeshi is willing to keep his post despite overseeing Zambia’s elimination from the Qatar 2022 FIFA World Cup qualifying campaign.

Zambia’s World Cup ended on Sunday after a frustrating 1-1 home draw against Equatorial Guinea in the fourth Group B qualifier played on Sunday at National Heroes Stadium in Lusaka.

With two matches left to play in Group B, third placed Zambia can only attain 10 points in their remaining two games while leaders Tunisia have 10 points after last night’s goalless draw in Mauritania.

During the post-match briefing, Chambeshi said he is building a team that can compete favourably in the near future.

“The boys played a good game. We started very well, especially the first half we wasted a lot of chances. I think if we had converted one or two the story would have been different,” he said.

“This is not the result we wanted. We wanted at least maximum points so that we can stay in contention for the Qatar World Cup but anyway we have seen that the team is coming up, personally I have seen the boys if I can stay with them for some time we can build a team that can been reckoned with,” Chambeshi said.

On his ending Chipolopolo probation Chambeshi said:”I am a Zambian and ready to work for mother Zambia.”

Chambeshi’s three months contract as Zambia interim coach is ending this month.
