Book Aid UK donates STEM books to Zambia Library Service

2

The Ministry of General Education, through the Zambia Library Service, has flagged off the distribution of 6,000 Science, Technology, Engineering and Mathematics (STEM) books worth 35,400 British Pounds from Book Aid International-UK.

The Zambia Library Service (ZLS) has also received K65,500 to purchase 564 books suitable for the local curriculum and US$1,777 for the printing and publication of 400 Pass It Booklets aimed at helping pupils in examination classes on how to answer questions during examinations.

The flagging off of the distribution of the STEM books to four schools was graced by the Ministry of General Education Director for Teacher Education and Specialised Services, Kotati Ngosa.

Mr. Ngosa thanked Book Aid International for a noble gesture that will help change the mindset of girls regarding taking up subjects that are deemed to be for boys.

“This special donation will encourage more girls to learn STEM subjects,” he said

Mr. Ngosa added that the four schools that will receive the books are not STEM schools but the donation will help encourage their female pupils to take keen interest in reading and studying STEM subjects.

He explained that all the four schools are located in provincial headquarters that have libraries run by Zambia Library Service.

Mr. Ngosa further said officers from provincial libraries should always make follow-ups to ensure books are being put to good use.

And Zambia Library Service Assistant Director Robinson Bwato noted with gratitude that the STEM books will inculcate the interest of reading at a tender age as they have a component of learner support that fulfils the reading culture.

“We treat illiteracy as a disease that must be treated with reading,” he said

Mr. Bwato added that the STEM programme is intended to curb discrimination that girls must not take up science.

He said it is unfortunate that is deemed normal for a girl child to fail in science.

“The provision of these reading material supports learners, learning and teaching to ensure that children are excelling in their examinations at the end of the day,” he said

Meanwhile, Elizabeth Chaebwa, the Senior Library Officer at ZLS and STEM Projects Coordinator, said a three day stakeholders training will be held to ensure that various stakeholders acquaint themselves with knowledge on the STEM projects.

“The training will have 16 participants which includes four provincial librarians, 12 teaching staff constituting of head teachers, one STEM teacher and one librarian,” she said

Stakeholders Raise Suspicion after Private Cargo was found on the ECZ Chartered Plane for Ballot Papers

39

Suspicion arose during the receipt of the final batch of ballot papers at Kenneth Kaunda International Airport when some private cargo was offloaded from the same Emirates Sky Cargo aircraft carrying the last batch of ballot papers.

Representatives from political parties such as People’s Alliance for Change, Leadership Movement, and United Party for National Party among others, demanded that the private luggage be opened so as to check what was inside.

Few minutes later, Zambia Revenue Authority (ZRA) officers authorized the opening of the private cargo in the full view of political party stakeholders, Electoral Commission of Zambia (ECZ) officials, journalists and the Zambia police.

It was then discovered that the private cargo contained phone accessories, batteries and motors among other gadgets.

Leadership Movement Media Director Tatila Tatila, who spoke on behalf of the seemingly unhappy stakeholders from political parties, charged that their desire was to have the private consignment be in the custody of ECZ until after August 12, 2021.

“As stakeholders, we remain resolute to know how and why private cargo was packed together with election materials and who authorized the undertaking. We also ask the ECZ to keep the private batch until after voting, that is our wish,” Mr. Tatila stated.

On the other hand, a Clearing Agent for the private cargo in question, Yoram Chanda, clarified that the consignment contained phone accessories and all querries pertaining to how they were found on the plane carrying ballots should be directed to the airliner.

And when asked by Journalist to comment on the matter, ECZ Senior Public Relations Officer Sylvia Bwalya emphasized that what was important was that all stakeholders witnessed the arrival of the final consignment.

On the private cargo, Ms. Bwalya explained that the commission will take up the issue with the airliner to ascertain how the private luggage was found on the plane that was chartered by ECZ to carry election materials.

With election materials for all the 156 constituencies arriving in the country, stakeholders remain optimistic to be part of the verification process tomorrow and then wait for the actual day of voting on August 12, 2021.

Meanwhile, Electoral Commission of Zambia (ECZ) Senior Public Relations Officer Sylvia Bwalya has announced that all the ballot papers for the 156 constituencies are now in the country.

Ms. Bwalya declared the commission’s readiness to conduct the poll on August 12, adding that tomorrow Saturday, July 31, all stakeholders are invited to the verification exercise.

She pointed out that all eligible electorates should be ready to cast their votes on the day of elections while observing five golden rules aimed at curbing the further spread of Covid-19.

The ECZ Senior Public Relations Officer hailed all the stakeholders that have worked tirelessly with the commission from the printing process to the storage of ballot papers at Chongwe’s Silverest area.

“This is the final batch of the ballot papers containing papers for 47 constituencies and we now have ballots for 156 constituencies. We would like to thank stakeholders that have been with us in Dubai during the printing, receiving and storage of ballots, we are so sure that we will be together tomorrow during the verification process,” she emphasized.

The Abuse of Social Media will not be tolerated by Government – Amos Malupenga

The government has expressed concern over the continued abuse of social media by unscrupulous people.

Information and Broadcasting Services Permanent Secretary Amos Malupenga said it is unfortunate that some people are using social media to commit crimes such as cyberbullying, online sexual harassment and hate speech among others.

Mr Malupenga said Government values social media and fully supports its use but will not tolerate any form of abuse.

He said Government wants to ensure that the cyber space is safe for electronic business transactions and safe for receiving information for both genders and all age groups.

The Permanent Secretary was Speaking when he officially launched the Zambia National Women’s Lobby Group social media monitoring initiative in Lusaka yesterday.

And Mr. Malupenga has expressed happiness that organizations such as the Women’s National Lobby Group and the National Democratic Institute are coming up with initiatives aimed at raising public awareness on cyberbullying, hate speech and online sexual harassment against women.

He explained that the Cyber Security and Cyber Crimes law which recently came into force was meant to cure such abuse.

“There is no law in Zambia that is against the use of social media and Government has no intention of enacting any law against the use of social media. We know that social media platforms such as Facebook, Twitter, Instagram, YouTube, WhatsApp among others, have transformed the communication landscape the world over and Government would not like to have its citizens remain in the past,” he said.

“Government is doing everything possible to get as many citizens as possible on the internet for their own benefit and ensure they move together with the rest of the world. That is why Government has, so far, spent over US $ 280 million in building and upgrading over 1000 communication towers across the country,” he said

And Zambia National Women’s Lobby Board Chairperson Beauty Katebe said her organization is worried with the fast growing trend of cyberbullying, hate speech and sexual harassment against women in politics.

She disclosed that more than 70 percent of the Zambian female political leaders have testified experiencing online bullying, hate speech or sexual harassment in the course of their political leadership.
“Our organization, with the help of other partners, hopes to create a safe environment for women’s participation by raising awareness against such vices. We have since set up a monitoring tool through which members of the public as well as victims can report such incidents,” said Ms. Katebe.

Zambia National Women’s Lobby group has come up with a WhatsApp and Mobile Tip-Line (0973591491) which will be used by members of the public to report cases of cyberbullying, hate speech and sexual harassment against women in politics.

This is contained in a statement issued by the Ministry of Information and Broadcasting Services Press and Public Relations Unit.

What if No Winner? A Billion Dollar Question Giving HH and Lungu Sleepless Nights

25

By Kapya Kaoma.

Ignore the Opinion polls, the campaign songs, TV and Radio Ads, the social media posts and the big crowds. August 12, 2021, is all that matters! We will surely wake up to jubilant songs for some, and tears for others. For the Presidential results, we will wait for days to know the winner. As votes roll in, team HH and Lungu will be waiting to celebrate. Yet 50+1 may spoil the party for both. No wonder HH and Lungu dread August 12.

Is it going to add to HH’s list of historic losses in Zambian history? Will it be the day when he will cry like a kid wondering what just happened? Will it be the day when he will finally retire from politics? Or will August 12 finally rewrite his autobiography by becoming the seventh President of Zambia and grant him a burial site at Embassy Park? Or will it be the day when he will put his tail between his legs, pick up the phone, and call M’membe, Kalaba, Mumba and others and beg for their hand?

As for Lungu, is this the day when he will dance and thank his ancestors for giving him another term in office? Is this the day he will thank his cronies, GBM, Kambwili and Nawakwi and many others for their inglorious ethnic and unethical stoloniferous lies about HH? Or will August 12 send him parking from Plot 1, and probably land him and his minions in jail for the many crimes committed against Zambians? Will he cringe before HH as if to the Pope, reverently begging for a pardon? Will he cry like Rupiah Banda, knowing it’s over and swallow his pride, and fear HH’s vindictive wrath? Or will it be the day when he will ask his imps to take sacks of U.S. dollars to M’membe, Kalaba, Mumba and others and ask them to unite against HH? After all politics is a good game, today’s enemies are tomorrow’s buddies.

These scenarios are possible despite the myth presented by Opinion polls. In cases where the Constitution demands 50+1, and a big number of candidates are running, Opinion Polls are hard to interpret. A candidate may lead in a Poll, but she or he may not win the elections. Lungu may lead HH 45 to 40, but that won’t make him President unless he meets 50+1 of the total vote cast on election day. Pollsters must add this element to the interpretation of Opinion Polls–our Constitution demands a 50+1 threshold for one to become president. Hence we may not have a winner following the August 12, elections.

Besides, the 2021 landscape is totally different from the 2016 scenario, where we had only HH and Lungu as illustrious candidates. The closest one would compare it to is 2001–we have some candidates who may flummox this election one way or the other. Unlike FDD Edith Nawakwi in 2016, it will be a mistake for the PF or the UPND to think M’membe, Kalaba and others would get 0% of the total vote. Assuming that all smaller players get 11% (on a conservative end) and we add 1% of spoiled ballots, HH and Lungu have 88% of the vote to split. It implies that one has to get 38% while the other has to get 50% to win in the first round.

PF thinks it would win by 70%–leaving HH at 18%. With the economy biting, such a margin only exists on Mars. No wonder Professor Lou is desperately lying about HH’s position on homosexuality–he is just as Homophobic as Lungu. But the UPND should not take it lightly. It is a psychological game–a propaganda tool that aims to push the UPND into believing that the election will be decided in the first round. It is this game that cost the UPND the 2016 election. Rather the UPND should go into this election ready for the RE-RUN–it must run the marathon as opposed to a sprint to Plot 1! All presidential votes must be carefully monitored, counted and protected if HH has a long short on the Presidency. If UPND goes only for the HH vote, the PF is more likely to steal some votes from smaller parties in its strongholds. Such parties won’t have reasons to contest the results–thus giving the PF the path to 50+1. Even then, it would be hard for the UPND to petition the election results on behalf of other candidates if they are not parties to the lawsuit–another reason HH should start building bridges before August 12.

M’membe, Kalaba, and others are not bystanders in this race. These candidates are aware that they won’t win this election, but they will be spoilers–that is they will make it hard for either Lungu or HH to get 50 + 1. If the adage that politics has no permanent enemies, but common interests stands, these candidates are not wasting their time. The question is, to whom are they going to sell their souls?

This is a billion dollar question giving HH and Lungu sleepless nights!

Zambia denies owning intercepted Cargo vessels in the Mediterranean Sea suspected of carrying illegal arms

The government does not own MV Gauja, the cargo ship that was intercepted in the Mediterranean Sea on suspicion that it was carrying illegal arms, Ministry of Foreign Affairs Permanent Secretary for International Relations and Cooperation (IR&C), Ambassador Chalwe Lombe has said.

And Ambassador Lombe says Government does not own MV Antalya general cargo ship and has never registered the vessel. Ambassador Lombe said Government has never at any time issued any registration of the general cargo vessel, MV Gauja.

“The Government is yet to set up an International Ship Registry. Further, the Government is not undertaking any operation in the Mediterranean Sea,” Ambassador Lombe said.

He said as a consequence, Government had communicated to the International Maritime Organisation to inform the body responsible for all maritime matters, of this position.

The Permanent Secretary was responding to a press query on allegations suggesting that a vessel registered in Zambia and bearing the Zambian Flag was intercepted by the European Union Naval Force on suspicion of carrying illegal arms.

Ambassador Lombe also said the Ministry of Foreign Affairs was in receipt of communication from the European Union Naval Force dated May 10, 2021 regarding the vessel MV Gauja that was intercepted in the Mediterranean Sea.

He said the matter was being addressed through the relevant diplomatic channels.

“The Government of the Republic of Zambia remains unequivocally committed to safeguarding the interests of the country and its people, and reiterates its unwavering commitment to the principles that underpin its Foreign Policy in furtherance of cordial relations with other countries,” Ambassador Lombe said.

Meanwhile, Government says it is in receipt of communication from the European Union Naval Force dated June 21, 2021 regarding the vessel MV Antalya that was intercepted in the Mediterranean Sea.
Ambassador Lombe clarified that Government does not own MV Antalya general cargo ship and has not issued any such registration.

“The Government of the Republic of Zambia has not yet set up an International Open Ship Registry and does not issue registration for international vessels,” he said.
Ambassador Lombe reiterated that Government is not undertaking any operation in the Mediterranean Sea.

“In view of these developments where organisations are illegally using the Zambian Flag and the Zambian Ship Registry, the Government of the Republic of Zambia has continued to engage the International Maritime Organisation, the body responsible for all maritime matters, and the European Union Naval Force to ensure that the matter is resolved urgently and conclusively,” Ambassador Lombe said.

He said it was unfortunate that a private tabloid published two articles regarding this matter without seeking an official Government position.

ECZ extends election observer, monitor accreditation process

The Electoral Commission of Zambia (ECZ) has extended the accreditation period for political party observers, monitors and other stakeholder organisations.

Acting Chief Electoral Officer Royd Katongo said in a statement to ZANIS today that the accreditation exercise, which commenced on July 1, 2021 and was supposed to conclude today July 30, 2021, has been extended for three more days.

Mr. Katongo said the ECZ headquarters in Lusaka and all the accreditation centres across the country in all the 116 districts shall remain open for the next three days.

He said that the accreditation exercise shall now end on August 2, 2021, which falls on a Monday next week.

He has since urged political party and civil society organisation leaders to ensure that their members that were selected are accredited in the next three days.

Mr. Katongo has further advised election monitors to observe the guidelines and regulations that have been given in the electoral code of conduct.

I’ll lobby for development in Luano even after I’ve left office-Wina

Vice President Inonge Wina has assured chiefs in Luano district that she will lobby the next government to initiate and implement developmental projects for the area despite her leaving office after 12 August, 2021.

Mrs. Wina said she will work with the Member of Parliament who will be elected in Luano and influence the construction of a mini hospital in the district.

“It is government mandate that Luano district is also brought in the development stream like any other district in the country,” she said in Luano districts today.

She added that government has not exhausted the number of mini hospitals that are supposed to be constructed in the country.

The Vice President there is need to construct a mini hospital which will be as equipped as a district hospital.

And speaking on behalf of other traditional leaders, chief Chikupili of the Swaka-Lala people pledged to support President Edgar Lungu during the August 12 general elections.

“If elections were to be brought forward on Monday August 2, us chiefs and our subjects are ready to give President Lungu victory because of the development we have seen in Luano district,” said chief Chikupili.

The traditional leaders have also thanked President Lungu for the timely delivery of farming inputs.

Brazilian organisation ready to grow agriculture in Zambia

21

The Brazilian International Center for Innovation and Transfer of Agricultural and Livestock Technology (CITTA) has expressed interest to partner with Zambia in advancing agricultural research and technology in the country.

Zambia’s Ambassador to Brazil Alfreda Mwamba said the call for partnership by CITTA is a welcome development as it will strengthen and grow the country’s agriculture sector.

Dr. Mwamba said this during a virtual meeting held in Brasilia, the capital city of Brazil.

She said Zambia’s policy of developing the agriculture sector will be further strengthened by CITTA as the organisation is specialised in advanced technology and research mechanisms that have yielded positive results in most of the African countries such as Nigeria that are in partnership with CITTA.

She disclosed that small and medium scale farmers stand to benefit through technological transfer initiatives, training and capacity building.

Ambassador Mwamba is impressed that CITTA, which has worked with a number of African countries, has shown interest to incorporate Zambia in the agricultural technology and research projects.

And CITTA President Cleber Lima Guarany said once the agreements are actualised with the Ministry of Agriculture, his organisation will provide advanced technology transfer for the production of seeds, inputs, cattle genetics, and breeding.

Mr. Guarany further said CITTA will also provide knowledge transfer in key areas such as sustainable agriculture and livestock sectors.

He disclosed that technology in the agricultural sector has provided economic sustainability through wealth and employment creation for the people in his country.

“CIITTA’s mission is to provide technical support for agricultural projects on the African continent and ensure the successful implementation of the ventures through technical training and technological transfer, such as the production of high-quality seeds,” he said.

This is contained in a press statement issued by the First Secretary Press and Public Relations at the Zambian Embassy in Brazil, Grace Makowane.

Government contemplating employing more extension officers

2

Vice President Inonge Wina says government intends to recruit more agricultural extension officers to teach farmers new methods of farming in the face of climate change that poses a serious challenge to the agricultural sector.

Mrs. Wina also said government would continue to support the vulnerable people in society through the social cash transfer, which she said would be increased. Speaking in Ngabwe today, Mrs. Wina said government wants to promote development in Ngabwe in the next two years.

She added that government would want to have an aerodrome constructed in the district in order to exploit the tourism potential. She said all the developmental projects taking place in the district cannot be realised if the headmen and the community were not working with government.

Mrs. Wina reiterated that the creation of new districts was initiated by the late President Michael Sata. She feared that voting for another political party would reverse all the development activities that have been initiated by the Patriotic Front (PF) administration.

”These districts were created for a purpose due to challenges our people were facing by walking long distances. That is why PF felt the need to make these services available to our people who live in rural areas,” she said

Speaking earlier on behalf of headmen, Kennedy Kasongo commended government for the early delivery of farming inputs under the Fertilizer Input Support Programme (FISP). Mr. Kasongo further commended the government for the social cash transfer programme and for putting up communication towers in the district.

Meanwhile, Vice President Inonge Wina has thanked traditional leaders in Ngabwe district for making sure that peace is maintained in the area during the campaigns for the forthcoming elections on August 12.

Mrs. Wina noted that there has been no serious clashes that have been recorded in the district since the inception of the campaign period.

She said this is because of the good leadership that traditional leaders have provided in the district.

Mrs. Wina was speaking in Ngabwe district in Central Province this afternoon when she held a meeting with the traditional leadership in the area.

And the Vice President stated that President Edgar Lungu remains committed to ensuring that the implementation of infrastructure development in the new district is completed.

Mrs. Wina noted that new districts are a creation of the Patriotic Front, hence the government is committed to ensuring that civil servants in these areas have decent accommodation while children have equal access to education among other services.

And chief Mwinuna thanked the government for the many developmental projects that have been implemented in Ngabwe district.

The traditional leader said it would not be fair for the people of Ngabwe to vote for other political parties or independent candidates when the development in the area is so visible.

Chief Mwinuna has since assured that the two traditional leaders in the area will continue working together to ensure that the headmen encourage people of Ngabwe to vote for the PF candidates and also sensitise them on challenges likely to be faced if they vote otherwise.

Meanwhile, chief Mukubwe thanked government for completing the construction of a mini hospital in the area.

He said once operational, the health facility will help address the many challenges people face when accessing health services.

Later, Mrs. Wina addressed headmen in the district and called on them to ensure that President Lungu and all the PF candidates are voted into power for continuity of developmental programmes.

President Lungu commends defence force for maintaining peace, security

16

President Edgar Lungu has commended the Zambia defence force for maintaining peace and security in the country. President Lungu, who is also Commander-in-Chief of the defence force, said he was impressed with the manner in which the military officers have continued to perform their duties when sent on peacekeeping missions aboard.

“My government appreciates the role the Zambia defence force plays in maintaining peace and security in our beloved country. I am equally impressed that our officers have continued to perform exemplary when sent on peace keeping missions abroad,” he said.

The Head of State said this today in Livingstone when he officiated at the commissioning and wings parade for officer cadets’ course 45 and 46. President Lungu stated that the Zambia Air Force (ZAF) has been repositioned into a more combat effective force, capable of carrying out the constitutional mandate of safeguarding the Zambian air space against all enemy air threats.

At the same event, President Lungu revealed that the Zambia Air Force has increased accident-free flying hours from 2,000 to over 10,000 within the shortest period of time.

And President Lungu said the government has actualised the defence force modernisation programme through the acquisition of military hardware and equipment, adding that some of the equipment has been placed on the inventory of the Zambia Air Force.

He said he was delighted that the defence force is well equipped as demonstrated during the commemoration of the defence force day on June 13, 2021.

However, President Lungu said much more needs to be done, adding that government will continue to improve the inventory holding of the defence force so as to enable it to carry out its constitutional mandate effectively.

Meanwhile, President Lungu has disclosed that government is in the process of revamping bulk fuel installations across the country in a bid to reduce transportation costs and improve air operations.

“To improve air operations in the Zambia Air Force, my government is revamping bulk fuel installations across the country to reduce transportation costs whenever there is an operation,” he said.

Meanwhile, the President said government has over the years improved the working environment of the men and women in uniform through infrastructure development.

He pointed out that challenges of lack of space and recreational amenities have been addressed.

“It is an understatement to state that my government has improved the working environment of the men in uniform through infrastructure development. Challenges faced such as lack of office space, and recreational amenities have been addressed,” President stated.

He told the graduating officers that government places a high premium on accommodation for military officers.

President Lungu said government’s resolve to improve accommodation challenges for men in uniform can be seen in the housing units constructed in various bases across the country.

He said all this has been achieved through the prudent utilisation of government resources.

“That is why housing units have been constructed in various bases. All this is being done through the prudent use of government resources and the phased approach dubbed the ‘water drop theory’,” he said.

In a related development, President Lungu has authorised the handover of the old Simon Mwansa Kapwepwe airport and all associated infrastructure in Ndola to the Zambia Air Force.

He also announced that the new base will be called the Peter Zuze Air Force base named after the first indigenous air Commander Lieutenant General Peter Zuze.

The Head of State further hoped the development will help in extending the operational reach of the air force within and beyond the boundaries.

President Lungu has also authorised the conversion of the Zambia Air Force Samora Machel base airport to be used by civil aircraft.

He said the move is aimed at promoting tourism investment and the overall economic growth in the northern sector.

He further expressed optimism that the development will open up the Northern Province for more economic development.

National Union of Private and Public Educators slams debt swap critics

9

The National Union of Private and Public Educators in Zambia (NUPPEZ) has taken a swipe at politicians who are allegedly politicising the debt swap.

NUPPEZ General Secretary Nelson Mwale said it is regrettable that some politicians have decided to hijack the debt swap so as to gain political mileage ahead of the forthcoming general elections.

He explained that the debt swap was initiated by labour unions with the view to mitigate the sufferings of public workers who are in debt.

Mr. Mwale made the remarks when he featured on DC Talk Radio (90.9) programme called ‘the political spectrum’.

He clarified during the radio programme that the implementation of the debt swap has no strings attached to this year’s general elections set for August 12, 2021.

The NUPPEZ General Secretary explained that the negotiations for the debt swap were an initiative of the labour unions and not government.

He said the unions started nudging government over the debt swap in 2019 after realising that its members were struggling to settle loans they got from various lending institutions.

And when asked why the debt swap programme is being implemented during the election period, Mr. Mwale said it was a mere coincident that the debt swap is being undertaken now.

“The debt swap is being implemented now because this is when government through the treasury has sourced for funds. We started negotiating for the debt swap as unions in 2019,” he said.

Mr. Mwale further said prophets of doom have received a slap on the face after claiming that the debt swap cannot be actualized.

He disclosed that a lot of workers have benefited from the debt swap initiative.

Meanwhile, Mr. Mwale said Public Service Management Division Permanent Secretary Boniface Chimbwali has written a letter to the Bankers Association of Zambia requesting for data for workers who got loans without the consent of government.

He further revealed that the data is meant to assist in reconciling with the banks owed by the public workers.

He said once the reconciliation is completed, workers who were left out in the first batch in July will be captured in August.

“It is possible the banks did not do reconciliation that is why some workers were left out,” he said.

Mr. Mwale said government’s intention is to ensure that all workers that are heavily indebted are assisted by way of a debt swap.

He explained that most workers are highly indebted not because of negligence but because they got loans to upgrade their academic qualifications.

COMESA Secretary General Chileshe Kapwepwe disclosed that her organisation is already deploying an election observer mission which will be led by Members of the COMESA Committee of Elders, Ambassador Ashraf Rashed of Egypt with the assistance of Hope Kivengere of Uganda.

Ms. Kapwepwe added that others in the mission will include observers from Burundi, Democratic Republic of Congo, Egypt, Kenya, Libya, Malawi, Rwanda, Sudan, Somalia, and Zimbabwe and the COMESA Secretariat staff.

This is according to a statement issued to ZANIS by an officer in the COMESA Secretariat Corporate Communications Unit, Muzinge Chibomba.

Ms. Kapwepwe said the COMESA election observer team will be deployed to the field after going through a training programme on the COMESA election observer principles and methodology.

She further noted that the observation process will be guided primarily by the Zambian constitution and legal framework, as read with the relevant international and regional instruments including, the COMESA guidelines on election observation.

“As part of its mission, the observer team will consult various electoral stakeholders including political parties, security, the Electoral Commission of Zambia, civil society, and the media, among others. They will also exchange views with other election observers,” Ms. Kapwepwe explained.

Prior to the deployment of the observers, the COMESA Secretariat, which is based in Zambia, has been monitoring the evolving pre-electoral situation in the country including campaigns, civic education, and voter registration, among others.

Ms. Kapwepwe added that the mission will cover all the 10 provinces and was looking forward to the cooperation of all Zambians

Police in Chipata try to block UPND campaigns-HH detained for over 2 hours at the airport

47

A heavy handed police response met UPND president Hakainde Hichilema and his supporters when they arrived in Chipata yesterday for campaigns.

Before Mr.Hichilema’s arrival in Chipata the Police teargassed his supporters. Mr Hichilema and his campaign team were then prevented from leaving the airport.

“We were blocked from entering Chipata and detained at Chipata Airport runway for close to two hours.Prior to our arrival, several People were tear gassed by the Police under instructions from the outgoing PF regime. We are now in Chipata, Eastern Province for various peaceful and developmental programs because that is what we are.Our programmes continue tomorrow.

Kumawa ni kwasu! Bantu basu bafuna chitukuko! Change is coming.
As the Bible says in Romans 8:31; If God be for us, no one can be against us?” Mr.Hichilema said on his facebook page

The UPND leader called on ECZ to intervene in the situation. He wondered why Police harass UPND and leave the PF to campaign freely.

“The police are unnecessarily provoking harmless citizens and disrupting our peaceful campaigns. They only impose these draconian measures on our campaigns leaving PF to campaign freely. In such an environment, how will you as Chief Elections Officer deliver free and fair elections for Zambians to elect leaders of their choice?”,Mr.Hichilema said.

This morning Mr.Hichilema paid a courtesy call on Chipata Diocese Archbishop George Lungu and thanked him for his wise counsel and leadership. Mr Hichilema pledged that when in government this August, UPND would ensure that Zambia’s status as a Christian Nation is demonstrated; not only in our words, but in actions too.
