Chieftains Serve As Patriotic Front Cadres

The use of chieftains as political cadres or proxies by any ruling political party is, no doubt, an enticing prospect due to their dependence on the government of the day for public assistance granted to them, including the electrification and maintenance of their palaces, provision for their stipends and motor vehicles, and other trappings relating to their welfare.

The following selected headlines which have appeared in various news outlets over the years depict the worrisome trend in this regard:

“Chavuma sub-chiefs pledge to support President Lungu, PF.”—Lusaka Times, July 14, 2021.

“Explain PF achievements to your subjects, GBM tells chiefs.”—Lusaka Times, July 11, 2021.

“Chiefs pledge to support President Lungu.”—Zambia Daily Mail, September 19, 2020.

“LUNDA chiefs in North-Western Province will support President Edgar Lungu in the next presidential election, says the Lunda Cultural Association.”—Daily Nation, January 29, 2017. And

“South Chiefs support Lungu.” Patriotic Front (PF), July 21, 2015.

The House of Chiefs was first established in 1965 soon after Zambia’s independence on October 24, 1964 as an advisory body to the United National Independence Party (UNIP) and the late Dr. Kenneth D. Kaunda’s administration on matters relating to ethnic cultures and traditional customs until 1991 when the Movement for Multi-party Democracy (MMD) and Dr. Frederick Chiluba assumed the reins of power and banished the House and ignored the role of traditional leaders in development.

The apparent reason for getting rid of the House of Chiefs was the use of the House and chieftains during the UNIP era as one of the tools designed to support the interests and political survival of the ruling political party—the same role the House of Chiefs and chieftains have been expected to perform since their re-introduction into the realm of governance by the MMD and the late Dr. Levy P. Mwanawasa upon winning the general elections held on December 27, 2001.

Since chieftains and the House of Chiefs have an important role to play in national development and the preservation of our cherished cultural values and traditions, there is no need to consider the prospect of repealing Article 169 of the Constitution of Zambia (Amendment) Act No. 2 of 2016—which recognizes and acknowledges their relevance—as a solution to the problem at hand.

However, we need to devise a viable and sensible solution to the problem. In this regard, I wish to suggest that the following be added to existing Electoral Code of Conduct:

  1. Candidates for elective public office who openly seek or solicit the support of traditional leaders and/or any other individuals and/or institutions that depend on public assistance for their welfare should be barred from participating in elections for a period of 5 years;
  2. Candidates who induce traditional leaders and/or any other individuals and/or institutions that depend on public assistance for their welfare by means of gifts or donations of any value during any year elections are scheduled to be held should be barred from participating in elections for a period of 5 years; and
  3. Chieftains who openly declare their support for any political party or candidate should have the public assistance granted to them suspended for a period of 5 years.

This is one of many issues that will require new political players—such as HH and the UPND Alliance—to address. The Patriotic Front and its officials, after having perfected the art of using chieftains to garner support to their advantage, will not support the introduction of the foregoing sanctions or any other similar sanctions.

They have truly gained a great deal of experience in extracting endorsements from chieftains—by asking them to gather at a designated location and tactically persuading and coercing them to make joint statements declaring their support for the ruling political party and its candidates.

Chieftains particularly will have to support the measures suggested above in order to guard themselves against being gathered and manipulated like headless chickens to support inept public officials who have exhibited little of no ability to address the numerous problems facing the country at its people.

Finally, but certainly not least, chieftains and political parties and their candidates need to be mindful of the following potential consequences of the nature of their questionable political maneuvers:

  1. Solicitation of support from chieftains by political contestants through gifts and donations, for example, can consciously or otherwise induce them to abuse the absolute traditional authority they wield by imposing their political views and choices on residents in their areas of jurisdiction.
  2. Chieftains are, ideally, impartial leaders of all the residents in their chiefdoms regardless of their political affiliations. However, their support for any political party or candidate can inevitably place them in an adversarial position against some of the residents who may have different political alignments. And
  3. Chieftains’ endorsement of any political party or candidate can easily frustrate efforts aimed at creating a level playing field for all political contestants, since they (the chieftains) already have a faithful following in their areas of jurisdiction. In this regard, we would do well to address the deep-rooted scourges of election-rigging, vote-buying, monopolized access to major news outlets, and access to public resources by a ruling political party without opening up other avenues for unfair political advantage.

Terms and Conditions of existing loans for Civil Servants still in force- Bankers Association of Zambia

The Bankers Association of Zambia(BAZ) has advised public service workers with existing loans obtained from commercial banks and other financial institutions,that the existing terms and conditions under which these loans were contracted are still in force.

In a press statement released to the media, the Bankers Association of Zambia CEO Leonard Mwanza stated that all loans contracted by public service workers through bilateral agreements with commercial banks and other financial institutions shall remain active and serviced through direct debit orders in individual bank accounts as contained in the existing loan agreements.

Last week the government announced the commencement of the process of debt swap across the civil service. This followed a signing ceremony of the addendum to the current collective agreement on the implementation of debt swap for the civil service between the Government and the Public Sector Unions.

Information and Broadcasting Services Permanent Secretary Amos Malupenga said no deductions will be made from salaries of all civil servants for the next three months effective immediately.

“All Civil Servants having Loans and advances will get their full salaries for the next three months starting from July,” he added.

Mr. Malupenga said the debt will be owed to their employers in this case government. He said third-party institutions will be directly be dealt with by their employers.

Last year Government secured K500 million to help clear outstanding debts for civil servants through swapping of what government owes workers such as leave benefits and settling allowances among others.

However the Banks Association is awaiting guidance from the Government on the ongoing reconciliations and the debt buy-back mechanisms.

BANKERS ASSOCIATION OF ZAMBIA MEDIA STATEMENT IN GOVERNMENT’S DEBT SWAP INITIATIVE FOR PUBLIC SERVICE EMPLOYEES

Lusaka ,July 22,2021– The Bankers Association of Zambia(BAZ) has taken note of the intention of the Government and representatives of the public service workers’ unions,to provide relief to public service workers under the debt swap initiative.

We wish to advise the public service workers with existing loans obtained from commercial banks and other financial institutions,that the existing terms and conditions under which these loans were contracted are still in force.

In this regard,all loans contracted under the Payroll Management and Establishment Control(PMEC) shall remain active and serviced by the Government.

Equally,all loans contracted by public service workers through bilateral agreements with commercial banks and other financial institutions shall remain active and serviced through debit orders in individual bank accounts as contained in the existing loan agreements.

The Association awaits further guidance from the Governement on the ongoing reconcilliations and the debt buy-back mechanisms.

UPND accuse ECZ of disadvantaging the party by delaying the accreditation of polling agents

Acting United Party for National Development (UPND) Elections Chairperson, says the failure by the Electoral Commission of Zambia (ECZ) to adhere to the agreed date for the commencement of accreditation of polling agents is a PF ploy aimed at disadvantaging the UPND.

The ECZ had on 14th of this month indicated that it had on 1st of July commenced the accreditation of polling agents, but that when he made a follow to up to the ECZ over the issue, he was told that the Commission was still training its officers.

He charged that the ECZ’s insistence that the exercise would commence on Monday next week was evident that the Commission was accrediting PF “behind curtains”.

He called on Chief Electoral Officer, Patrick Nshindano to issue an instruction for Electoral officers in each district that nothing had changed over the agreed date for the commencement of the exercise.

He also appealed to issue a comprehensive statement regarding news making rounds on social media to the effect that polling agents would be required to have a COVID-19 certificate in order to be allowed inside polling stations.

RTSA to intensify patrols till December

The Road Transport and Safety Agency (RTSA) says it will intensify operations until December to reduce the number of accidents and fatalities on the roads.

RTSA Chief Executive Officer Gladwell Banda says road accidents have increased from 24 percent last year in the first half to 35 percent this year during the same period.

Mr. Banda attributed the increase of accidents to human error and disregard to traffic rules compounded by limitations by Law enforcement agencies to scale up enforcement due to the limitations of the COVID-19 pandemic.

Mr Banda called for a collective approach by all road safety stakeholders and the public to report all traffic violation to the RTSA national Call Center for action.

Judiciary calls on public to familiarise themselves with the ConCourt Amendment

The Judiciary has announced that the Constitutional Court (Amendment) rules, SI No. 29 of 2021 came into force on 12th April 2021.

Among the notable changes brought about by the amendments include a presidential election petition which must be filed together with an affidavit verifying the facts relied upon, skeleton arguments, a list of authorities and copies of the authorities cited in the written arguments.

Other changes are that the Petitioner must effect personal service of the petition on the Respondent within twenty-four hours of filing the petition and must also file an affidavit of service to prove service of the petition.

Furthermore, the Respondent must then file an answer to the petition together with skeleton arguments, a list of authorities and copies of the authorities cited within four days of being served with the petition and must serve the answer on the Petitioner within twenty-four hours of filing including an affidavit of service showing proof of service.

Additionally, the Petitioner must file a reply to the answer within 24 hours of being served with the answer.

According to a statement issued to the media by Judiciary of Zambia Public Relations Officer, Kalumba Slavin, the Court must summon the parties to a scheduling conference after the filing of the answer in order to issue directions for the expeditious hearing and determination of the petition within the prescribed 14 days.

“Interlocutory applications should be made before the commencement of the hearing of the petition and the applications will be heard on the basis of written submissions not exceeding ten pages,” said Mrs Slavin.

She added that the Registrar must notify the Electoral Commission of Zambia (ECZ) of the filing of a presidential election petition where ECZ is not a party to the petition.

“This is important because ECZ, as the custodian of election materials, may be required to avail to the Court relevant elections materials in the course of the proceedings,” she stated.

Mrs Slavin further noted that the determination of the petition by the Court will be based on affidavit evidence as well as oral and written submissions.

“The Court is empowered to give a summary of its decision at the close of the hearing of the petition and to reserve its reasoned decision to a later date within sixty days from the last date of the hearing,”

She added. “The Court Registry’s official hours of business run from 08:00 hours to 15:00 with effect from the day of filing of a presidential election petition to the last date of the hearing of the petition in order to give parties sufficient time to file documents relating to the petition,”

Members of the public have since been encouraged to familiarise themselves with the Constitutional Court (Amendment) Rules, 2021 which are currently being published in the daily newspapers.

Uphold COVID-19 measures-President Lungu

President Edgar Lungu has urged market managements and associations to start sensitising traders and members of the general public accessing markets to uphold COVID-19 health guidelines to prevent the further spread of the virus in the country.

President Lungu advised market management to ensure that anyone entering markets is masked-up.

President Lungu said this in Kapiri Mposhi district when he distributed face masks and other COVID-19 preventive materials and sensitised traders at Tambalale market on the need to observe COVID-19 health measures.

President Lungu noted that the COVID-19 pandemic was getting more severe considering the rate of infection and number of lives being lost from it in the country.

“Government is concerned that COVID-19 is getting more and more lethal so for us to fight this virus we need to work together with the Ministry of Health and the council to ensure that everyone entering the markets are encouraged to wear face masks and are upholding COVID-19 preventive measures,” President Lungu said.

President Lungu further urged market authorities to make ready COVID-19 preventive materials such as face masks, sanitisers and washing buckets to traders.

The Head of State said government through the Ministry of Health and Local Authorities has intensified the implementation of COVID-19 health measures and provision of vaccines against the viral disease in order to safeguard lives of the people.

And Tambalele Market Chairperson, Lyson Milala thanked President Lungu for distributing face masks and taking time to sensitise traders on COVID-19.

Mr Milala further commended government for constructing a modern market in Kapiri Mposhi district.

Mr Milala noted that through the construction of Tambalale market government has provided a conducive trading environment for traders in the district.

“We thank our President for giving us this market because we used to trade on the floor,” Mr Milala said.

Mr Milala assured President Lungu of marketeers’ support in the 2021 general elections because he has delivered to their expectations in the district.

Meanwhile, Disaster Management and Mitigation Unit (DMMU) National Coordinator, Chanda Kabwe disclosed that DMMU has secured funding to empower marketeers across the ten provinces in the country to start manufacturing reusable face masks for distribution to members of the public.

Mr Chanda said DMMU has allocated K 5 Million to marketeers in each Province to empower them by venturing into production of reusable face masks.

Mr Kabwe has since called on Provincial Permanent Secretaries and Provincial Market Associations’ Coordinators to identify marketeers who have sewing machines to be empowered with funds to start manufacturing face masks.

“The President is very clear that the people in the informal sector are very key to national development so human capital is number one on government’s development agenda so we want to make sure that everyone is not left behind and this is not the first time we are empowering marketeers themselves,” Mr Kabwe said.

President Edgar Lungu was in Kapiri Mposhi today for a day’s working visit.

The President who was given a thunderous welcome by Kapiri Mposhi residents arrived at exactly 10:20 hours aboard the Presidential Chopper which landed at Kapiri Mposhi Secondary School grounds.

The Head of State toured Tambalele market and inspected the newly constructed Kapiri Mposhi Bus station before proceeding to Matililyo clinic where he checked on the clinics preparedness to handle COVID-19 cases.

President Lungu was received by Central Province Permanent Secretary, Bernard Chomba, Central Province PF Campaign Chairperson Jayson Mulando and Disaster Management and Mitigation Unit (DMMU) National Coordinator, Chanda Kabwe, District Commissioner, Smart Mwila and other senior Governemnt and PF Party officials.

Johnson and Johnson vaccines arrive

The 151, 200 doses of the Johnson and Johnson vaccine have today arrived in the country Zambia. The vaccines are from the United States of America donated to Zambia under the COVAX facility as part of its global efforts to fight the coronavirus.

Ministry of Health Permanent Secretary Technical Services, Kennedy Malama was at hand to receive the consignment at Lusaka’s Kenneth Kaunda International Airport this afternoon. Dr Malama thanked the Unites States (U.S) government for supporting the country’s vaccination programme. He said the receipt of the vaccine today is a symbol of the long standing partnership between the two governments.

The Permanent Secretary noted that Zambia and the U.S government have a long standing collaborative partnership not only with HIV and AIDS but in Malaria, Tuberculosis and now the COVID-19.

“The support is not only for the vaccination programme but more other health programmes. The focus has been on health system strengthening,” he stated.

And Dr Malama noted that COVID-19 is still affecting the country at various levels hence government’s commitment to its fight.

“COVID-19 is still with us in Zambia but as we continue fighting against it in our country, we are also aware of what is happening at a global scale. Government remains committed to ensuring that we put COVID- 19 under control sooner than later,” the Permanent Secretary hinted.

Dr Malama indicated that by tomorrow the nation will be guided on how the Johnson and Johnson doses will be executed stating that government does not want to lose any time.

“For us this is a work in progress. We are delighted that the vaccines have arrived and will swing into action. We are very excited that we are moving forward, by the end of this year most of our people will have a chance to be vaccinated,” Dr. Malama said.

And World Health Organisation (WHO) Country Representative, Nathan Bakyaita also thanked the United States government for the support rendered to Zambia in its COVID-19 vaccination programme. Dr Bakyaita there is need to tackle COVID-19 globally including its 2021 variance. He further thanked the U.S government for its generous technical and financial support to fight COVID-19 at global level.

Meanwhile, the U.S Embassy in Zambia is pleased with the arrival of 151,200 doses of the Johnson and Johnson COVID-19 vaccine in the country.

U.S. Embassy Chargé d’Affaires, David Young said the vaccines which were made available through the African Union COVID-19 Vaccines Global Access (COVAX) facility, are part of the U.S. pledge to provide at least 25 million of 80 million doses globally to Africa.

“This donation will help protect the Zambian people from the ravages of the COVID-19 virus and begin to reduce the barriers to building back the Zambian economy,” he said.

Mr Young expressed optimism at the latest stage of the U.S -Zambian relationship, and assured the country of the U.S. support to assist Zambia to combat the COVID-19 pandemic.

“The United States is proud to strengthen our friendship through the donation of these life-saving vaccines. The third wave of COVID-19 has been especially difficult in Zambia. Through these vaccines, and the additional U.S. shipments to come, we partner to save lives,” said Chargé Young.

These 151,200 doses are part of the Biden-Harris Administration’s commitment to share the U.S. vaccine supply with the world.

The 2020 FIC Report is Shallow and Lacking in Detail-TIZ

Transparency International Zambia (TI-Z) has noted the release this week of the Annual Report for the year 2020 by the Financial Intelligence Centre (FIC). TI-Z has taken time to analyze this report, whose release was eagerly being awaited by the general public and key stakeholders.

Our general view is that the 2020 FIC report is appallingly shallow, lacking in detail and way too generalized to be of any meaningful value for effective public or stakeholder engagement, or indeed for the sort of follow up action that would be required to address the issues it has attempted to report on. We have reached this conclusion due to a number of reasons, which we are very happy to elaborate on.
Firstly, We have noted with deep concern that the 2020 FIC report is in fact not a Trends Analysis report but merely an annual report. While this may seem to be an inconsequential change at face value, it has wider implications for the issues that the FIC Trends Analysis reports have highlighted in previous years. TI-Z would like to bring to the public’s attention the fact that the FIC has produced a Trends Analysis report every single year since 2015, with the 2019 one that was released last year being the 6th Trends Analysis report that has been produced.

Secondly, The 2020 annual report has provided a lot of information focusing merely on numbers without going into the details behind the numbers. There is for example mention of the 18 analysed reports of corruption with a value of K2.2 million. The report is deafeningly silent on what the individual composition of these 18 reports is. Who is involved in these cases? What is their nature exactly?

Lastly, Because of the abrupt change in the methodology and presentation of the report as outlined above, the 2020 report does not provide any details on how issues reported in the 2019 Trends Analysis report have been followed up, making it likely that the issues have merely been brushed aside and not been addressed at all. For instance, one of the key issues raised in the 2019 Trends Analysis report was the environmental crimes in relation to the Mukula tree trade. The 2019 report made three key recommendations for government to implement, along with many other recommendations touching on tax evasion, corruption, and use of cash in commerce, among others. None of these recommendations have been reported on in this 2020 report, which in our view raises serious doubts about the extent to which the FIC is really interested in seeing progress being made on the issues it raises.

This also effectively makes the 2020 report a baseless output that doesn’t make any reference to baseline data of any sort to inform any reported progress on the current issues it has raised.
On the whole, TI-Z is concerned about a worrying trend that we have noticed since the release of the FIC’s 2018 Trends Analysis report in 2019.

Zambians will recall that in the wake of the release of that report, whose contents did not sit well with the government, President Edgar Lungu publicly attacked the FIC and accused it of spreading rumors and being on a witch hunt which was poisoning the country.

We have noted that the two reports that the FIC has released since that public rebuke have both depreciated in quality, suggesting that the FIC is slowly being cowed into submission to the narrow interests of politicians rather than those of the wider Zambian citizenry.

We are worried that the trust and reputation that the FIC has cultivated in the Zambian public as an institution that delivers on its mandate without fear or favour will quickly get eroded, which will be a real shame because a professional, strong and truly independent FIC is an absolute necessity if we are to make progress not just in the fight against corruption, but generally in adhering to the principles and ideals of good governance.

Despite these glaring weaknesses in the 2020 report, we would like to applaud the increase in the reports of suspected corruption to the FIC, which supports the Public Interest Disclosure (Protection of Whistle Blowers) Act. We also note the challenge of low staffing levels mentioned in the report, and therefore urge government to provide adequate resources to enable the FIC not only to have the required staffing levels, but to also be equipped with modern and appropriate capacities and skills to deal with different dimensions of corruption.

TI-Z further calls for the refinement of the Financial Intelligence Centre Act to give the FIC an enhanced mandate to enforce its findings.

Patriotic Front (PF) Media Director Antonio Mwanza has rubbished the latest Financial Intelligence report indicating that K 2.2 billion has been stolen as reported by the Financial Intelligence Centre.

Speaking when he featured on a paid-for radio program on Radio Phoenix last evening, Mr. Mwanza said that the 2.2 billion being reported by the FIC to have been lost is simply money suspected to have been stolen and there’s no evidence to that effect.

Mr. Mwanza further explained that it is not the mandate of the Financial Intelligence Centre to give unverified Intelligence information to the media adding that it is for this reason that only two cases have been prosecuted in the courts out of the numerous cases they have given to the media.

“What the Intelligence Centre is doing releasing unverified, unreliable intelligence Information is Professional indiscipline,” Mr. Mwanza charged.

Mr. Mwanza has reiterated that President Lungu and the PF government remains committed to the fight against corruption and that it is for this reason that the PF government has strengthened and invested heavily in institutions that fight corruption such as improving the worker’s condition of service among others.

Mr. Mwanza further disclosed that immediately after President Lungu is sworn in after the August polls, the PF government will introduce integrity committees in every Ministry to help identify areas which people have been using as rupe holes to steal money from the government as well as identifying individuals involved in corruption.

The PF Media Director further stressed that President Lungu has demonstrated leadership in the fight against corruption by not shielding any of his cabinet ministers who were alleged to have been involved in corruption and allowed the due process of the law to take its course.

The clergy stated that it is only a God fearing President who would ensure that the nation’s Christian heritage is preserved .

They said President Lungu’s commitment to leading the nation under the lordship of Jesus Christ had earned him their support.

And Speaking at the event , Patriotic Front Member of the Central Committee, the Rev. Mrs Godfridah Sumaili expressed gratitude to the clergy for their resolve to Support President Lungu stating that the feeling of love and respect between the church and the President was mutual .

She said the President had always supported the work of the church and would continue to do so .

She urged the clergy to be ambassadors of peace and impress upon their flock the need to remain peaceful as Zambia heads to the polls on August 12.

She said retaining President Lungu after August 13 was securing the nation’s Christian Nation heritage and a continued covenant with God .

Also in attendance at the meeting was the Patriotic Front Provincial Chairperson and the ECL Copperbelt Campaign team .

Chief Observer Maria Arena launches the EU Election Observation Mission to Zambia 2021

“The deployment of an election observation mission to Zambia for the fifth time, reflects the EU’s long-standing commitment to supporting the country’s democratization and reconciliation process,” said Maria Arena, Chief Observer and Member of the European Parliament from Belgium during a press conference yesterday, launching the European Union Election Observation Mission (EU EOM).

The EU deployed the mission upon an invitation by the Ministry of Foreign Affairs of Zambia to observe the 12 August general elections.

Eleven election analysts based in Lusaka and 32 long-term observers deployed across the country will be joined by locally recruited short-term observers closer to election day. On 12 August the EU EOM will comprise around 70 observers from EU member states and Norway.

“The 2021 general elections are taking place in a challenging environment both from a political and health perspective. The right to life and the right to vote are tightly knit together during this pandemic”, said Chief Observer, Maria Arena.

The EU EOM will assess compliance of the general elections with national legislation as well as with regional commitments and international standards.

The mission will issue a Preliminary Statement of its initial findings shortly after election day. A more comprehensive Final Report, including recommendations for future electoral processes, will be presented at a later stage, after the conclusion of the entire electoral process.

During her first visit to Zambia, Chief Observer, Maria Arena, met with the Chairperson of the Electoral Commission, the Ministry of Foreign Affairs, political parties, civil society and media organizations.

“The European Union Election Observation Mission stands ready to offer an impartial and independent assessment of the electoral process for consideration by the Zambian authorities, political parties and civil society. A level playing field, and trust in the process are requisite for holding peaceful elections”, the Chief Observer stated during a press conference in Lusaka.

Lusaka Province Vice PF campaign coordinator Hon. Mumbi Phiri has predicted a 70% win for President Lungu in the forthcoming General elections slated for August 12th, 2021.

Speaking on the PF Interactive Forum, a premium dialogue platform of the Patriotic Front that hosts PF functionaries to discussions of national Importance, in Lusaka this evening, Hon. Phiri who is the immediate past Patriotic Front Deputy Secretary-General said UPND no longer had any strongholds to boast of.

She said the PF had made sufficient inroads in North-Western, Western and Southern Provinces, such that the votes that would come from those areas would shock the UPND.

She said the UPND had lost the plot in their previous so-called strongholds when their leader HH forbid his MPs, Council Chairpersons and Councillors from working with the government of the day which caused them to be non-performing, rendering them ineffective as they were unable to lobby for development for their people.

She guessed this certainly must have caused them to feel it was unfair for them to hold on to positions in which they were not performing because they had been expressly forbidden to lobby for development from President Lungu and the PF Government who manage the resources of the nation.

She said HH insulted his councillors by accusing them of being bought by PF which no doubt angered them and caused even more of them to resign, further compounding the situation for the UPND and rendering them stronghold less.

She said with all those members leaving the UPND in Northwestern and Western Provinces to Join PF, there was logically no way the two areas could be referred to as UPND strongholds anymore.

She said Mr Hichilema and his UPND were totally inexperienced on how to gain ground stating that PF founder President Michael C. Sata when in opposition instructed his MPs to lobby for development from the sitting Ministers when the MMD Government and President Levy Mwanawasa were in power.

She said only development made people want to align to a party and if that party was giving them nothing, then it was just a matter of time before they joined a winning team , which she said was the case with the people in the previous UPND strongholds.

And Mrs. Phiri has charged that the UPND practice social media politics whereas the PF are firmly rooted on the ground.

She said she had spent her time doing door-to-door campaigns with her team which was why she hasn’t been in the media for a while. She said with the amount of development the PF has delivered to the people of Zambia, it is very easy for them to conduct campaigns even now that there are a lot of covid 19 restrictions because all the PF are doing is pointing at what they have done.

She said in Rufunsa for instance where she had been the past couple of days, for the first time since independence, the area was now connected to the national grid. Additionally, she said in Kanakantapa, it is only during the PF administration that the area has had roads constructed. She Said the area now has schools whereas, in the past, parents had to send their children to Kasisi once they got to the secondary school level . She said the development that PF has delivered was the reason they would be voted back into the office on the 12th of August.
She has urged Zambians to turn up en mass on voting day and cast a vote for President Lungu, his running mate Prof. Luo and all PF MPs, Mayors, Council Chairpersons and Councillors

Turn up in large numbers to vote on UPND Alliance presidential candidate Hakainde Hichilema-UPND

With barely 20 days before the Thursday 12th August 2021 Presidential, Parliamentary and Local Government poll day, United Party for National Development (UPND) Youth Wing is prodding the electorates in Vubwi Constituency to turn up in large numbers and cast a progressive vote on UPND Alliance presidential candidate Hakainde Hichilema.

And the residents of Vubwi District lament enduring an excruciating 10-year-rule of the Patriotic Front (PF) administration.

The UPND youths are in Vubwi District to drum up support for the UPND Alliance presidential aspirant Mr. Hichilema and Parliamentary and Local Government candidates.

The UPND Youth Wing has chorused a song of Bally ni Bally ahead of the Thursday 12th August 2021 election, leaving no stone unturned through a series of meetings, urging the electorate in Eastern Province and Zambia as a whole to vote for HH as a politician capable of restoration of national pride.

“Voting for Bally, Hakainde Hichilema is the change we all want, as citizens aspire for free quality education, a good farming environment and fresh breath of air in the local economy,” preached UPND Youth Wing led by National Youth Chairperson Gilbert Liswaniso.

The UPND National Chairperson Mr. Liswaniso boasted that policies of the UPND are meant to improve livelihoods of the Zambian people well spelt out in the party manifesto.

Liswaniso cited the proposed increment of the social cash transfer contrary to assertion by the Patriotic Front that once in government Hakainde Hichilema’s team is going to scrap off the alluded to vulnerability amelioration package.

And UPND National Youth Committe member Francis Mwamba Kope said voting for the UPND Alliance aspirants will guarantee equal opportunities for all citizens.

Mr. Kope regretted that under the10-year-rule of PF poverty levels are extremely high arguing that Zambians are justfied to seek change through the UPND Alliance.

“The PF has been tried and tested, and as everyone is privy, they lamentably failed in all the sectors of the economy, including failing to lower taxes, create jobs and putting money in people’s pockets,” protested Kope.

And Kope reminded the people of Vubwi to ensure they vote on Hakainde Hichilema and all UPND Alliance candidates on a stretched palm, a forward and sure symbol for UPND toward ease the burden of pain imposed by the Patriotic Front.

CSO’s welcome peace agreement between PF and UPND

The Anti-Voter Apathy Project (AVAP) Executive Director Richwell Mulwani has commended the United Party for National Development (UPND) and the Patriotic Front (PF) for signing the peace agreement document that will ensure peace is maintained before and after the August 12 general elections.

Mr Mulwani said the signing of the peace agreement between the two political parties gives confidence to the people who will endavour to maintain peace during and after the elections.

Mr Mulwani told ZANIS that the peace accord will go down in the history of the country’s political achievement as a pledged to maintain peace

“This is in line with what political parties affirmed and pledged to maintain and promote peace during and after the August 12, general elections at Mulungushi International conference Centre in Lusaka,” he noted.

He noted that the two political parties have demonstrated their capacity and their ability to negotiate and then dialogue to come up with strategies that can promote peace in the country.

“We want to see at provincial level all the provincial campaign managers also sign the peace accord including the district level, constituency level and at ward level, to ensure young people do not engage in acts of violence,” he noted .

He suggested the peace agreement should be signed even at ward level so as to instill confidence in the electorate.

Mr Mulwani also appealed to traditional leaders not to take sides with any political party as such will incite violence.

And Democracy and Motherland Defender Coalition (DMDC) Andrew Ntewewe said the coalition has welcomed the peace.

Mr Ntewewe hoped that the agreement will end the political violence that exist between the PF and UPND.

Mr Ntewewe who is also Young African leaders initiatives (YALI ) President said the peace agreement is a noble intervention to ensure that Zambia continues and remains a peaceful country.

“We want to be very clear that Zambia is a beacon of hope on the African Continent and it is also a peaceful nation and has been since 1964,” he noted.

Mr Ntewewe further hoped that political parties will commit themselves to the peace accord and ensure that it is fully implemented.

COVID-19 has put pressure on health care system-Ministry of Health PS

Ministry of Health Permanent Secretary for Technical Services Kennedy Malama says the third wave of the COVID-19 has stretched the health care system in the country to the limit. Dr Malama was gratified to note the reduction of hospitalization and discharges which he stated has eased the pressure on the health care system.

Dr Malama has called on members of the public not to drop the guard but heighten compliance to public health and social measures in addition to getting vaccinated. “However, as long as community transmission continues as evidenced by the high positivity rate, it implies that COVID-19 is not yet controlled in our country. Our target positivity rate is less than 5% and today we report 17% positivity rate which is way higher than our target”, he said.

Dr. Malama said the country recorded 971 new confirmed COVID-19 cases out of 5,682 tests bringing the cumulative number of confirmed cases recorded to date to 188,573.

“The distribution of the new cases and within province positivity are as follows: Central 128 (24%), Copperbelt 132 (23%), Eastern 115 (28%), Luapula 90 (19%); Lusaka 138 (8%), Muchinga 81 (24%), Northern 133 (22%), North-western 6 (18%), Southern 106 (16%) and Western 42 (19%)”, he added.

He explained that 24 new COVID-19 related deaths were reported in the last 24 hours, 19 of which have been classified as COVID-19 deaths and 5 as COVID-19 associated deaths.

“The breakdown of the new deaths by province is as follows: Copperbelt 6; Lusaka 5; Northern 3; North-western 3; Central 2; Luapula 2; Southern 2; and Western 1”, he said.

He said the cumulative number of COVID-19 related deaths recorded to date now stands at 3,162 classified as 2,355 COVID-19 deaths and 807 COVID-19 associated deaths.

The PS also noted that a total of 701 patients were discharged, 111 from the isolation facilities and 590 from home management bringing the cumulative number of recoveries to 175,429

Dr. Malama said there are currently 9,982 active cases, with 9,247 under community management and 735 admitted to the COVID-19 isolation facilities.

“We had 107 new admissions in the last 24hours compared to 119 the previous day. Among those currently admitted, 536 are on Oxygen therapy and 131 are in critical condition.

He also stated that in the last 24 hours, the country recorded 7,665 dose 1 and 3,614 dose 2 AstraZeneca vaccinations bringing the cumulative number of vaccinations to date at 240,028 dose 1 vaccinations.
