Council of Churches in Zambia Condemns the special treatment being accorded to politicians attending church gatherings

The Council of Churches in Zambia (CCZ) has condemned the special treatment accorded to politicians who attend church gatherings, to the point of allowing them on the pulpit.

The church mother body has also condemned churches and members of the clergy who are in the habit of endorsing political candidates or parties ahead of the August 12 general elections, saying such actions depart from the calling of the church.

CCZ President, Saulos Phaika has also reminded political players that politics should be a battle of ideologies, showcasing what a political party stands for and not a platform to engage in violence.

Reverend Phaika has reminded the church of its non-partisan stance and the need to uphold its integrity as a core value in promoting peace and unity in the country.

He was speaking in Chipata district during a meeting dubbed “Youths against political violence” aimed at building peace amongst different political players.

Reverend Phaika noted that CCZ strongly condemns acts of political affiliation by those in the church saying it has continued engaging the clergy to desist from such.

He added that politicians who attend church gatherings should occupy seats like ordinary congregants and not be allowed on the pulpit.

“This should be done in order for the church to maintain autonomous and also avoid causing conflict amongst church members,” he said.

Rev. Phaika says CCZ further, regrets and condemns the political violence that is being experienced in the country.

Rev. Phaika said the violence being experienced is an indication that the country is losing its sense of unity and such should be halted.

“People are being harassed in bus stations, markets, and communities in general, hate speech, tribalism, regionalism, are almost becoming the new normal,” he said.

To this effect the church mother body has bemoaned a perceived non- decisive action from the police, alleging that the inaction from the law enforcers is making some people think they are above the law.

“I want to remind all political players and various stakeholders to take these matters seriously and always remember that when peace is lost it is difficult to regain. Therefore, we should not take this peace for granted,” he advised.

Rev Phaika further reminded the media to be actively involved in the fight against political violence as the country heads to the polls on August 12th.

He noted that the media plays an integral role in transforming society given the power it possesses in agenda setting and general information sharing.

Meanwhile, Vince Chipatuka, who is Friedrich Ebert Stiftung Programme Manager said his organization is partnering with the church to ensure violence free elections this year.

“We understand the importance of peace, peace is a prerequisite in the attainment of development, hence the reason why we are pushing this agenda,” he said.

The program for “Youths against political violence” meeting in Chipata is a replica of similar meetings in Lusaka, China, Kitwe and Solwezi.

The meetings are being conducted under the theme “Let us have a violence free election”.

Zamtel Commences Key Expansion Works Of Data Network, Promises Superior Internet Experience

Zamtel has today announced the commencement of expansion of key data network equipment to improve customer internet experience.

The expansion of the Data Core Network has been necessitated by the steady increase in internet usage which has required further increase in network capacity.

Once the expansion work is completed, Zamtel’s data network capacity will be four times higher and will offer superior internet customer experience.

Commenting on the expansion, Zamtel Chief Executive Officer Mr. Sydney Mupeta stated that the expansion work is part of the Company’s continuous efforts to ensure good availability and reliability of internet infrastructure.

Mr Mupeta observed that the steady rise in data usage especially on its Velocity offering has added pressure on the existing network capacity resulting in slower connectivity in some places.

“Our new Data Core Network capability which will be four times higher will further enhance network reliability and significantly increase overall internet experience which Zamtel is known for. We ask our customers to bear with us as we work around the clock to complete the expansion, which will improve their internet experience.” Mr. Mupeta said.

Chief Technical and Information Officer Jason Mwanza added, “We are expanding the Data Core Network from 24Gbps to 104Gbps. In the process, we may experience intermittent disruptions of internet services during the period of upgrade. In order to minimize the impact of disruptions, our Engineers are working on maintaining certain segments of the network and devising the most efficient process possible in order to limit service interruption.”

The network upgrade will take a period of four weeks and expected to be completed by the 20th August 2021. Regular updates will be provided through the usual channels including SMS and official Zamtel social media platforms.

Do the mass media win parties and candidates voters?

IT IS that time of the election season again. As with any other election season, we are bombarded with all manner of multimedia campaigns whose sole purpose is to woo voters and ultimately get them adopt the desired behaviour change – voting for them. The question is, are the mass media effective in wooing voters? The answer will disappoint many ‘investors’ in these media genre during elections; it is a BIG ‘NO’ and a small ‘yes’. I will explain in a while.

Mass media are defined as the “a diverse array of media technologies that reach a large audience via mass communication.” They include: television, radio, the Internet, magazines, billboards, posters and newspapers, etc. In this instance we have been subjected to a barrage of television adverts and programmes of different formats – recorded, live, etc; radio programmes of different formats too; billboards and posters of a myriad of sizes and placed on all manner of surfaces. We have also seen lots of chitenge materials dressed on all manner of shapes and objects; T-shirts and other materials.
There are also numerous newspapers materials, in form of adverts and other formats, including news features written by parties and candidates, for in the free space provided by News Diggers newspaper. Some parties have also printed and sent numerous brochures, leaflets and other ephemeral information, education and communication (IEC) materials. The ‘new kid on the bloc’ – the Internet and its increasing accessories (online newspapers and social networking and messaging platforms – Facebook, Twitter, WhatsApp, etc) have not been spared in the current mass media frenzy. If anything, a number of candidates and party media strategists believe social media are more effective in reaching large numbers and at much lower cost.

This is confirmed in a study by this author, supported by Hivos, titled Research on The Effectiveness of Social Media as a Tool for Opening Up Spaces for Women Leaders’ Participation in Zambia. Part of the report reads that, “The findings reveal that majority (72%) of the respondents felt that social media are more accessible to them than traditional media – radio, television and newspapers. Another majority (59 %) felt that social media are more effective for their work than all three traditional media – radio, television and newspapers. In as far as influence is concerned, in relation to mainstream media for gender activism, again majority (57 %) of the respondents said that social media are more influential.”

I said earlier that overall, the impact of mass media on voters is in far less proportion compared to their proportion of failure. In other words, the mass media are likely to change fewer people than those they fail to change. This comes from many years of research in political communication, especially in the United States of America. The persistency of results pointing to low impact or effect of mass media on voters and audiences, in general, led to the emergency of the “Reinforcement Theory” and later the “Minimal effects theory”. The two theories posit that these channels do more reinforcing of what people already believe in than actual change. The impact of the mass media on people whose predisposition is already set, or minds already made, is minimal to nil.

From the works of researchers such as Meikote (1991); Klapper (1960) and Dexter and White (1964), I wrote in my MA dissertation that, ”Studies from all angles had begun to indicate that persuasive mass communications function far more frequently as an agent of reinforcement than an agent of change. When a given audience was exposed to particular mass communicated persuasion, reinforcement, or at least constancy of opinion, was found to be the dominant effect. Minor change or minimal effect, especially in the extreme of opinions, was found to be the next most common; and conversion was typically found to be the rarest.”

The works of the researchers further led to the conclusion that “After decades of research, it has been proved beyond doubt that the values, opinions and attitudes people hold before being exposed to communication have a great influence on their reaction to the on-coming messages. People expose themselves to communication that is in accord with their existing psychological predispositions. Their dislike for unsympathetic messages make them reject the messages or to recast and interpret such messages to their existing views, or to forget them more readily than messages that fit their views.”

These processes have come to be known as ‘self-selection’ or ‘selective exposure’, ‘selective perception’ and ‘selective retention. What these theories entail is that once people have made up their minds, there is very little, if any, that the mass media alone can do to change them. The persuader would have to adopt other means that are more engaging and dialogical to try and convince them. That’s where interpersonal or face-to-face communication comes in.

Regarding the efficacy of interpersonal or person-to-person communication, three weeks ago I wrote in this column that. “From years of research, we now know that interpersonal and community communication strategies are more effective for complex stages of the behaviour change process (notably change perceptions and attitude and actual behaviour). The reason is that they allow for the IDEAL communication to occur: it includes ability for two-way cyclic communication (back-and-forth) and for transaction and exchange of words until the parties reach an agreement.”

We can relate these theories to our situations and lessons from previous elections here in Zambia. In 1991, despite all the mass-mediated positive propaganda in favour of UNIP and barrage of negative propaganda against the MMD, the result was a resounding victory for the MMD and Frederick Chiluba. Fast forward to 2011, Rupiah Banda and his MMD spent massively in mass media campaigns on all state mass media, including sponsoring such TV programmes as Chanda Chimba’s sole-called Stand Up for Zambia. They dressed women, youths, marketeers and even tree trunks with T-shirts, chitenges, etc. The result was a resounding loss for the MMD and Banda to PF and the much-demonized Michael Sata. That loss can be summarized in the following shortest verse: Rupiah wept.

The question you may ask is, when and on whom do the mass media produce adjustive behaviour? In other words, what constitutes the small ‘yes’ I alluded to earlier? To the second part of the question, the mass media have a greater chance to change the undecided or ‘sitting on the fence’ voters or audiences generally. Relating to our current situation, the recent survey by the University of Cape Town (UCT)/Afro-barometer reported that 12% of the Zambian voters are undecided on whom to vote for on 12th August. This 12%, about 800,000 of the currently registered voters, are most readily available for persuasion through the mass media. They are ‘up for grabs’ to the highest bidder.

In terms of the first part of the question, it has been established over time that most human actions are steeped in people’s efforts to establish a relationship with their environment. By this way of thinking, mass-mediated communication is more effective if it helps the individual to link or respond appropriately to and satisfy his needs in, an environment. For instance, if there is a ‘wind of change’, the media can be manipulated to produce positive results, such as getting voters to fit in the mood – chalola umwela. Or if there is a desperate need for a vaccine due to high cases of Covid 19, as the case is in the country currently, the mass media are likely to produce a positive result on informing people where to go for a jab.

This environment-communication-action relationship is thus explained as follows: a given situation exists in the environment; this situation is reported by communication that comes to the attention of an individual; the individual then adjusts his behaviour in a manner calculated to satisfy some want or need.

In conclusion and to answer the question in the headline, it is an established fact that the mass media are generally weak in wooing (decided) voters. However, there are conditions that can be positively manipulated to produce desired results. The task ahead for political strategists is identifying and capitalizing on these conditions. This includes identifying and targeting the swayable or undecided voters. It’s called precision communication.

Every citizen is free to settle anywhere in any Chiefdoms-President Lungu

President Edgar Lungu has said that he is taken aback by reports that some citizens are being kicked out from chiefdoms on the pretext that they don’t hail from there. Speaking when he met Chief Nkole of the Swaka speaking people in Kapiri Mposhi district, President Lungu said the trend is unacceptable and should not be allowed to continue.

He said every citizen is free to settle anywhere provided they ascribe to the norms and rules of the chiefdoms they choose to settle in. The Head of State said discriminating someone because they are not indigenous to particular chiefdom may lead to ethnic cleansing.

“We have community leaders who should help us to bring people together. We are all indigenous Zambians and we are one Zambia one nation. What I can tell you is that if you give us to settle in your Chiefdom we become your subjects and we should ascribe to the norms and rules of the chiefdom,” President Lungu said.

“You have no right to kick them out because they don’t hail from here. The thing of saying this one is non-indigenous is unacceptable. It will bring ethic cleansing and will not be allowed ,” He said.
And President Lungu has assured chiefs that Government will continue to look into their affairs by providing the necessary support.

President Lungu also pledged to address the transport and accommodation challenge being faced by Chief Nkole.

“I want to assure you that we care about your welfare so much that we even setup the ministry of chiefs and traditional affairs. I want to appeal to the Lalas, Swakas who come from here to come on board and supplement Government’s efforts in helping the chiefs, we say this because the responsibility of looking after the chiefs is not only for the State but sons and daughters who hail from here and the subjects who live in these areas including those that have come to settle here and have made it there home,” The Head of State said.

And, President said he is saddened by the unprecedented death of chiefs some of whom have succumbed to Covid-19. He said it is for this reason that chiefs should partner with Government in sensitizing citizens to adhere to Covid-19 health guidelines so that they are safe.

“We mourn with you on the passing on of your brothers. We have seen unprecedented deaths among our traditional leaders and never in the history of Zambia have we lost so many chiefs in a short period of time and indeed the Government is worried and we are mourning with you,” President Lungu said.

“We know that some are succumbing to the dreaded Covid-19 disease which has hit this country and the globe at large. It is, for this reason, we have embarked on sensitization on the measures to prevent this disease. We would like to ask your royal highnesses to work with us in sensitizsing the communities so that they take measures to protect themselves because working together we can reduce the number of Covid – 19 cases,” He said.

Meanwhile, the Clergy in Kapiri Mposhi District have denounced political party leaders promoting violence. Kapiri Mposhi Christain Ministers Fellowship Chairman Bishop, Jason Msoni says the clergy will work to ensure voters turn out in large numbers on poll day.

He says the church in the district will also continue supporting and working with the government of the day. Bishop Msoni further called for more developmental programs for the church.

Another Man of God Pastor Robert Phiri added that the church will continue praying for peace during and after the August 12th general elections. And President Edgar Lungu says his party will continue working with the church to bring more development in the country.

He says his government will continue leaning on the church for the betterment of the country.

The Head of State further called on the church to also pray for other political party leaders so that they may promote peace and unity in the country.

Nkole Hopes To Ref At A FIFA World Cup

Zambian referee Audrick Nkole is targeting the FIFA World Cup after handling the 2021 COSAFA Cup final in South Africa.

Nkole was the centre referee last Sunday when hosts South Africa edged guests Senegal on post-match penalties to win the COSAFA Cup.

Nkole and Diana Chikotesha were the only Zambian referees at the regional championship in Nelson Mandela Bay.

The FIFA accredited referee described his outing at the COSAFA Cup as good.

“It was a good experience. It was a great experience handling the final ,” Nkole said.

He is hoping to officiate at the World Cup in the near future.

“I will work hard to at least reach the World Cup. The COSAFA Cup is a stepping stone,” he said.

Nkole has in the past handled CAF Champions League and Unde-23 Africa Cup games.

He is the son of retired veteran Chingola referee Aaron Nkole.

“Dad has been there for me from day one up to now. He is the one who inspired me,” he said.

“I looked up to him. He has really played a key role in my career. I would call him when I have a tough match,” Nkole said.

Government and Financial Institutions Meet on Debt Swap for Civil Servants’ Salary-Backed Loans

Ministry of Finance Accountant General Kennedy Musonda, Permanent Secretary Public Service Management Division (PSMD) Boniface Chimbwali and Permanent Secretary Information and Broadcasting Services Amos Malupenga, today held virtual meeting with commercial banks and other financial institutions to liaise on the implementation of the Civil Service debt swap initiative.

In his opening remarks, Mr Musonda said the data reconciliation exercise for the civil service debt swap initiative would take 3 months with effect from July 2021.

He told the online meeting that in the intervening period, the Government would not make any loan related deductions from Civil Servants’ salaries until the exercise is completed.

Mr Musonda clarified that the Government would continue to service obligations to eligible lenders as they fall due; in tandem with the reconciliation exercise.

He assured the meeting that third party obligations to banks are up-to-date.

“K55.3 million funding has been released today to clear all the third party obligations to commercial banks,” he said.

” The Treasury has also released K200 million today as third party payments to micro-finance institutions for the months of March and April 2021,”.

Mr Musonda added that other outstanding dues to micro-finance institutions would soon be cleared.

The Accountant General also took the opportunity to instruct banks and lending institutions to, henceforth, not extend salary backed loans to civil servants until the reconciliation process is concluded.

And the parties to the meeting agreed to continue the consultative spirit to ensure mutual satisfaction in the implementation of the initiative.

The 17 Institutions that took part in the virtual meeting, some of which were represented by the Bankers Association of Zambia, include Absa Bank, Access Bank Atlas Mara, Bayport, Eco Bank, Good fellow Finance, Indo- Zambia, Investment Bank, Izwe, Madison Finance, Natsave, Public Service Micro Finance, Stanbic, Stanchart, Totegram,Zambia National Building Society and Zanaco.

The Pros and Cons of the Debt Swap – Nevers Mumba

Sometimes it is difficult for any government to balance the demands of the capitalist philosophy that Government should have no business in doing business in the one hand, and it’s responsibility to stop at nothing to find solutions to the many problems it’s people face, on the other. The Issue of the debt Swap is one such issue. As the MMD, here is how we wish to break it down:

  1. Banks and Microfinance Institutions have for a long time neglected the SME and small sole traders opting to MOSTLY lend to Civil servants, Local Corporates and Large Corporates. Currently, reports suggest that total amount of money owed to Various Bank and Non-Bank Financial Institutions by Civil Servants in loans and advances is well in excess of K6 Billion. It is also well known that the government has been struggling to finance their Special Purpose Vehicle for lending to civil servants , the Public Service Micro Finance Company Limited (PSMFC) and it’s assets currently sit at a paltry K500 Million. In addition, the Government not been remitting the monthly Installments even when they have collected the funds from the civil servants through PEMC. Our question is, where will the government suddenly obtain the necessary funds to pay off the Financial Institutions their K6 Billion if they are failing to pay the monthly installments?
  2. On the bright side, The Debt Swap applied by the PF should be a lesson to the Banks and MFIs to become creative and broaden the range of loan products that can be extended to the real drivers of economic growth, which are the local business houses. The debt swap may, therefore, result in an increase in the availability of loans and other credit products to the suppliers, contractors and other business houses.
  3. On the negative side, and this is for the Civil Servants, the idea of three months without deductions and a reduced refinancing interest option may be exciting now, but remember that this move alone may injure the confidence that private Lenders may have in lending to civil servants IN FUTURE because the lenders will fear that government may just suddenly come in and interfere with loan agreements that are already agreed, aimed and disbursed. This is especially true IF the government will delay in remitting the Loan Offset Figures, but implement the debt swap immediately on the side of the civil servants, as this government has repeatedly been doing with the deducted, but unremitted loan installments between the civil servants and the lending institutions.
    4.Meanwhile, the Bank Of Zambia must also disclose to the public how much Tax Payers Money has been given to these Financial Institutions by the BoZ as part of the K10 Million “Targeted Medium Term Refinancing Facility” (TMTRF) that was created last year to bolster Banks and Financial Institutions as part of the COVID-19 Stimulus Package. It might be necessary to also apply ANOTHER DEBT SWAP between GRZ through the Central Bank and the Financial Institutions that have borrowed from BoZ through this facility and the amounts be netted off.

As the MMD, our view is that this debt swap, apart from the unintended result that Banks will be forced to look for innovative credit products away from the conservative Civil Service Loan Book, is really just a political gimmick by the PF to appease the Civil Service and try and land them Votes in the elections. If this government has enough money to make an unnecessary early debt settlement on behalf of individual civil servants, then shouldn’t it be time they also considered paying off some amounts outstanding to retirees and their children?
However, we believe that the action of making Promises just before the elections is a normal part of the electoral process and we are confident that ZAMBIANs will judge fairly between the political party promises, BOTH from the ruling PF and also from us in the OPPOSITION.

Shepolopolo Make Losing Start at Olympics

Shepolopolo Zambia endured a forgettable Olympic debut on Wednesday after they were crushed 10-3 by The Netherlands in their opening Group F match at Miyagi Stadium in Rifu.

Shepolopolo captain Barbara Banda stood out for Zambia with a hat-trick against the 2019 FIFA Women’s World Cup runners-up and 2017 European champions.

Vivianne Miedema scored four goals, three coming in the first half in 9th, 15th and 38th minutes before wrapping up her day in the 59th minute.

Banda struck her first for Zambia in the 19th minute with the score line at 3-1.

Lieke Martens struck twice for the Dutch in the 14th and 38th while Shanice Van de Sanden made it six-one in the 44th minute.

The Dutch further punished Shepolopolo’s leaky backline with goals by Jamie Roord, Lineth Beerensteyn, and Victoria Pelova in the 64th, 75th and 80th minutes respectively.

However, Banda led by example with two quick late goals in the 82nd and 83rd minutes to become the first female Zambian player to score a hat-trick at the Olympics.

She also equaled Kalusha Bwalya’s hat-trick feat at the Seoul 1988 Olympics in Zambia’s 4-0 win over Italy.

Meanwhile, Shepolopolo are bottom of Group F on zero points with their opponents this Saturday China who lost 5-0 to Brazil who are second on goal difference behind leaders Holland.

Movie Review : Marvel Studios’ Black Widow

Natasha Romanoff, aka Black Widow, confronts the darker parts of her ledger when a dangerous conspiracy with ties to her past arises. Pursued by a force that will stop at nothing to bring her down, Natasha must deal with her history as a spy, and the broken relationships left in her wake long before she became an Avenger.

  • Great chemistry between Scarlett Johansson (Natasha Romanoff) Florence Pugh (Yelena Belova). Yelena is a perfect comic foil for the somewhat one dimensional Natasha.
  • Standout performance by David Harbour (Alexei/Red Guardian). He stole all scenes he was in with his humor. 
  • Excellent action scene’s

CONS

  • The movie needed a stronger villain with clearly laid out motivation.
  • The movie lacked the extravagance of previous highly touted Marvel superhero movies.
  • The dynamic between Natasha and her sister was done well but could have been deeper to explore the shared trauma of their childhood.

CONCLUSSION

Black Widow in the lasted movie in the Marvel Cinematic Universe superhero film series . The events in this movie take place between ‘Captain America: Civil war‘(2016) and ‘Avengers: infinity war‘(2018).

Despite not having any superpowers , Natasha Romanoff is one of the most notable Avengers. Being a master in the covert arts of espionage, infiltration, and subterfuge, an expert martial artists, with exceptional agility and athletic ability propels her to be on par with some the more gifted Avengers.

‘Black Widow’ is, in part, an origin story. We get a brief look into Natasha’s formative years, then fast forward to present day action. The plot of the movie is action packed while being relatively predictable with a few fun twists and turns. It is centered around the family dynamic between Natasha, Yelena and their adopted parents, scientist Melina (Rachel Weisz) and former special agent Alexei (David Harbour) ,who arguably gave the best performance of the movie as a bumbling, way-past-his-prime superhero.

At the end of the movie I did not know more about Natasha Romanov than I did from the previous Avengers movies. I feel more should have been done to explain the background and motivations of her character. If you’re looking for a few hours of entertainment combining powerful women and a string of exhilarating chase scenes and breathtaking action, you will enjoy Black Widow.

Jubilee Highway sign MoU with Chongwe Council

The Jubilee Highway Programme, an initiative under the Vice President’s Office has signed a Memorandum of Understanding with Chongwe Municipal Council and the World Toilet Association for the construction of an Ablution block at Katende market worth 675 thousand kwacha.

Construction is expected to commence in August, 2021 and once the project is complete is expected to improve sanitation and hygiene at the market.

Speaking during the signing ceremony in Chongwe, Jubilee Highway Markets Trustee, Mwenda Mumbuna said the institution has identified the market as one of the places that require improvement in sanitation.

Mr Mwenda said a similar project has already been established in Chibombo district in Southern Province.

He said the initiative is committed to offering support to rural women in highway markets.

“It’s more than just building an ablution but it’s also about generally improving livelihoods,” he said.

And speaking on the same occasion, Chongwe Municipal Council Town Clerk, Sishumba Mulowa thanked the World Toilet Association and the Jubilee Highway Markets for embarking on the project his municipality.

Mr Mulowa said the project once complete will go a long way towards improving sanitation.

He said the market is strategically located as it is a transit point for people that travel to and from Eastern Province.

“This will not only benefit the marketeers but it will also greatly benefit the travelling community,” Mr Mulowa said.

And World Toilet Association Manager International Cooperation Department Nikki Kim said the project is her organisation’s first of it’s kind on the African continent.

Ms Kim said the Association is hopeful that it will replicate other similar projects to different parts of Africa.

Earlier, The World Toilet Association signed an MOU with Chainama Hills Hospital for the construction of an outpatient ablution block which is also expected to commence next month.

Zambia Police Arrest 5 suspects threatening violence in a Video on Social Media

Police in Lusaka has arrested five suspects who were seen proposing violence whilst brandishing offensive weapons in a video which went viral on social media.

Police Spokesperson Esther Katongo said those arrested have been identified as Justine Chanda, Joseph Besa, James Sikalumbi, Joseph Chanda and Kassim Lungu.

“They were picked up in the early hours of today, 21st July, 2021 at about 03 00 hours from Lusaka’s Chazanga area.”

Mrs Katongo explained that they are yet to be charged with Proposing Violence contrary to section 91 (a) and (b) Cap 87 of the laws of Zambia.

She said One suspect is still on the run and a manhunt has been launched .

Mrs Katongo has since warned members of the public against committing offenses o social media thinking they cannot get caught.

“The warning to all those that would want to commit offenses through social media is that they will not hide forever. One day they will have to answer to charges,” she added.

Meanwhile, three people have died in a Road Traffic Accident after a motor vehicle they were traveling in carried off the road and overturned due to excessive speed. Muchinga Province Police Commissioner Lizzie Machina has confirmed the accident to the media in Mpika today.

According to the Police Commissioner the accident happened on Monday, July 19 at Salamo village, in Lavushimanda district. Ms Machina confirmed that Collins Chengo 32 of TAZARA Compound, was driving a Mistubishi Fuso bearing registration number ALC 1789 from the North heading to the South direction with 32 passengers on board.

Ms. Machina said that the accident happened when the mentioned driver lost control of the vehicle due to excessive speed. The Police Commissioner added that the bodies of the deceased, identified as Barbara Musonda, 32, of Chitulika compound and two other male persons whose identities are not yet known, have been deposited to the Chilonga Mission Hospital mortuary.

Ms Machina said that the driver and 15 other passengers were admitted to the Chilonga Mission Hospital. The Police chief added that the vehicle is extensively damaged.

PF rubbishes TIZ report on Political Party Expenditure Report on Billboards Advertising

Ruling Patriotic Front (PF) Media Director, Antonio Mwanza has dismissed the report by the Transparency International Zambia(TIZ) alleging that the party had spent K6.05 million on Billboards.

Reacting to the report by TIZ that parties spent a combined total of K10 million on Billboard advertising, Mr. Mwanza said it was political mischief for TIZ to make unfounded statements lacking sound facts, disclosing that most of the Billboards were placed by well-wishers and party supporters.

Mr. Mwanza said that said when the initial report from TIZ came out, the party did an inventory and survey on the Billboards and estimated costs and established that the report was highly inaccurate and distorted.

Mr. Mwanza expressed gratitude to the many entities that have supported the party in its campaigns through moral, material, and financial support.

Mr. Mwanza urged TIZ not to abuse processes to cast bad light in the PF and urged Zambians to dismiss the new report as it was speculative and inaccurate.

Mr. Mwanza said the PF understands that TIZ is under pressure to impress its donors in a bid to secure funding but that such theatrics should not be done at the expense of the truth.

According to the TIZ report, the six political parties spent a minimum of K10.366 million on presidential candidate billboards across the country, of which, the PF accounts for at least K6.05 million, followed by the Socialist party at K2.26 million and the UPND at K1.31 million. The least spending on presidential billboard advertising for the month of June was by NAREP at K60,000.

TIZ in their monitoring of presidential candidate billboards for the month of June in 12 districts across all 10 provinces also revealed that Lusaka has the majority of billboards in Zambia.

The report further found that out of a minimum of 674 presidential candidate billboards found in the 12 towns, Lusaka accounted for 79.5% or 536 billboards in total, with Ndola second on that list with 38 billboards or 5.6% of the 674 found in the 12 districts. Other notable districts were Chipata with 25 billboards, Choma and Kitwe with 10 each, Solwezi with 17, Mongu with 9, and Kabwe with 16. Our findings also revealed that Chinsali did not have a single presidential candidate billboard in the month of June.

In terms of the distribution of presidential candidate billboards by political party in the 12 districts, our analysis revealed that for the month of June, the PF accounted for the majority of billboards at 58%, followed by the Socialist party with 18% and the UPND with 14%. The DP, NAREP and PAC collectively accounted for less than 10% of all presidential candidate billboards in the 12 districts for the month of June.

“As we have noted, it is our hope that these findings will give citizens and interested stakeholders an idea of how much political parties are spending to try and win votes ahead of the 12th August elections. TI-Z’s monitoring of campaign expenditure will continue as we head towards the 2021 general elections, the report concluded.

ECZ Guidance on Independent Candidates Wrong

The Livingstone 2006 Effect

Last week the Electoral Commission of Zambia put out the following statement,

“GUIDANCE ON INDEPENDENT CANDIDATES: The Electoral Commission of Zambia wishes to remind all independent candidates for the forthcoming General Election that independent candidates should not be affiliated to any political party. In line with the legal requirements, all independent candidates should have relinquished political party membership “at least two months immediately before the date of the election.”

To this end, independent candidates should desist from using campaign materials for political parties or in any way identify themselves with any political party. The Commission will not hesitate to take appropriate action including disqualification of erring candidates.”

This statement by the electoral commission took me by surprise. I was thinking to myself that the Constitution of Zambia allows each Zambian inalienable rights under the following Articles:- Article 20 Freedom of Expression which states,

“(1) Except with his own consent, no person shall be hindered in the enjoyment of his freedom of expression, that is to say, freedom to hold opinions without interference, freedom to receive ideas and information without interference, freedom to impart and communicate ideas and information without interference, whether the communication be to the public generally or to any person or class of persons, and freedom from interference with his correspondence.”

Article 21 Freedom of Assembly and Association adds,

“(1) Except with his own consent, no person shall be hindered in the enjoyment of his freedom of assembly and association, that is to say, his right to assemble freely and associate with other persons and in particular to form or belong to any political party, trade union or other association for the protection of his interests.”

The protections given under these articles cannot be diluted by other provisions of the Constitution or acts of parliament as they are entrenched rights. If ECZ is to bar any of the independents, who have relinquished party membership, for encouraging their supporters to show their liking of a political party’s presidential candidate, they may find themselves sued.

In 2006 I stood for elections in the Livingstone parliamentary race under the United Liberal Party. We did not have a presidential candidate. As I went about campaigning I came across some of the electors who were donned either in MMD, PF or UPND attire who wanted to hear my manifesto for the Livingstone seat and expressed their support for me.

During that election campaign, I would tell them to vote ULP in the Parliamentary and also the council elections. When asked as to whom I supported for the Presidential poll, I urged the electorate to vote for Michael Sata. This did not mean that I had crossed over to the PF or become affiliated to them. I would be on the same campaign platforms as Sata who would be clad in PF regalia whilst I was always in ULP campaign material.

Even when I was campaigning on my own in Livingstone without Sata, a large number of people on my campaign platform stage would be in PF campaign material.

I enjoyed my rights under Articles 20 and 21 of our Constitution. This helped the people of Livingstone to make a studious choice as to whom to choose to represent them at different political levels.

The people of Livingstone, who are clearly very sophisticated, produced election results that showed that they were not looking at the party of the candidate but at what message the individual candidate had. I say this because in 2006 the Livingstone electorate in the presidential poll chose UPND/UDA, at parliamentary they chose ULP, and the party which won the majority of Council seats in the Livingstone district was the MMD. The same electorate gave three different parties a win at different levels!
In 2008 and 2011 my support went to Rupiah Banda (RB) for President. I was on the same campaign platform as RB all around the country. He would wear the MMD attire and I would adorn myself in the ULP campaign regalia. No one, including the Electoral Commission of Zambia, suggested in 2008 that I had crossed the floor and should lose my seat.

It, therefore, surprises me that ECZ should stop independent candidates from indicating to their supporters whom to vote for at the Presidential and local government level. An independent will definitely have followers who will value his or her opinion on which party to support at the other levels. Under Articles 20 and 21 of the constitution, they have the right to participate and have an effect on the election.

Do not to allow PF to steal your votes, Liswaniso urges electorates in Lundazi

United Party for National Development(UPND) Youth Chairman Gilbert Liswaniso has urged the electorates in Lundazi of Eastern Province not to allow the Patriotic Front to steal their votes, adding that failure to protect their votes is another five years of economic misery.

“With only a few days remaining to polls day, on 12 th August 2021 dont fear anyone especially the PF and the police we have not committed any crime but funny enough according to them it is a crime when we are campaigning to redeem ourselves and helping them also to appreciate the leadership of HH a man with love for humanity,” he said.

The UPND National Youth Chairman corrected what he called a falsehood by the Patriotic Front that UPND once in government will scrap off Social Cash Transfer, saying that it is in the manifesto that UPND shall depoliticise the social cash transfer scheme and increase budget allocation.

“HH is on record admonishing PF of stealing social cash transfer meant for the older people, persons living with disabilities, and other vulnerable groupings.
UPND is going to increase money for social cash transfer” Mr. Liswaniso assured.

In another development, UPND National Youth Coordinator Sandra Malumbe Mofu said time is here for change of life for all Zambians with Hakainde Hichilema sworn in as 7 th Republican President.

“When we talk about protect your votes which is a chorus song it means redeeming yourselves, quality education for our children, rebuilding and reuniting Zambia,” Ms said.

And UPND National Youth Deputy Secretary Lungowe Lubaba encouraged the youths to remain strong as election victory is certain with UPND for all.

“Remain strong, check on each other every day, and ensure voter’s card and NRC kept well, they are your democratic weapons and victory for 12th August 2021” she encouraged.

Dr. Canisius Banda laughs off assertions by UPND that he Joined PF because of Hunger

Patriotic Front Member who is former United Party for NAtional Development(UPND) Vice President, Dr. Canisius Banda has described as preposterous the assertions by the UPND that he joined the PF because of hunger.

Speaking at a PF round table talk hosted by Nakiwe Simpungwe, Dr. Banda said he is a qualified medical doctor, a product of the University of Zambia who is a masters degree holder in public health and that he is a lecturer at several institutions of learning such as UNZA, a CV which clearly shows that talk of hunger in his life is just wishful thinking by the desperate opposition.

Dr. Banda said that when he served in the UPND, he used personal resources which had even caused his wife to complain many times, adding that even his colleagues would tell him not to use personal resources but that he continued to do so because of his belief in what he was doing.

Dr. Banda said it was therefore desperation that was causing the UPND to tell non-truths about him and urged them to focus on issue-based campaigns, adding that had he been the type of person that joined causes for wealth purposes, he would have joined PF the very first time he left MMD to Join UPND and that the UPND actually owed him a debt of gratitude because he had helped to remove the stench of tribalism from their leader HH, the time he served as his Vice President.

Dr. Banda said HH was a tribalist without a shred of doubt which was why the UPND was habitually adopting Tongas as their candidates for elections at all levels and urged the ECZ to take a keen interest in the manner the UPND had adopted their candidates because it was definitely a security risk to the nation.


Dr.Banda further said that PF has delivered unprecedented development in the nation, the period the party has been in government, citing hospitals, schools, and roads that have been built. Dr Banda also said that PF has provided farming inputs and expanded and built power generation plants which have ended load shedding in the nation, and that these and many other deliverables are evidence of a party and government that has put in the work which is producing results .

Dr. Banda dismissed assertions by UPND, that the Patriotic Front May have built health facilities, but not equipped them with human resources, saying the PF Government had employed 27,000 health workers in the period between 2016 to 2021, something which had never been done in the history of the nation, including the 200 Medical doctors who had been employed in the recent past, which is extremely commendable because the action helped to address the serious issue of Covid 19 which the nation is currently grappling with.

Dr. Banda said that the UPND had nothing to talk about because each point they were raising in their campaigns, the PF had already delivered or were already in the process of delivering and lauded the Manifesto of the PF as a superior document to that of the UPND and pointed at items such as the proposed 24-hour economy as a solution to the issue of youth unemployment.

Dr. Banda took time to urge the people of Zambia not to make the mistake of voting for any other party than the PF because the PF and President Lungu were bringing to the table tried and tested Leadership which has proved its worth.
