Cyber Security, Cyber Crimes Bill meant to protect citizens

Central Province Minister, Sydney Mushanga, says the Cyber Security and Cyber Crimes Bill of 2021 is not targeted at anyone or the opposition but is aimed at protecting the citizenry.

Speaking at the launch of Oracle One Marital Services (OOMS), a Faith Based Organisation (FBO), Mr. Mushanga said he was affected to hear that one of the causes of divorces in the country was the improper use of social media.

Mr. Mushanga said the launch of OOMS has come at the right time when government has been encouraging peace and unity as the country heads towards the August 12 presidential and general elections.

“As a national servant, I find myself at peace to partner and contribute to the growth of this FBO whose aim is to bring peace because I want to associate myself with peace, unity and national development,” he said.

He charged that social media is supposed to be used properly for the good of humanity and to better people’s lives and strengthen marriages.

“I have no doubt in my mind that His Excellency, the President of the Republic of Zambia, Dr Edgar Chagwa Lungu, would want to associate himself with such community initiatives,” he added.

The minister however observed that social media in the country has been used to among other vices, propagate hate speech.

Mr. Mushanga said it is for this reason that government has taken to parliament the Cyber Security and Cyber Crimes Bill of 2021 to advance the proper use of social media.

He added that once passed into law, it will be difficult for people who are in the habit of misusing the social media space to continue doing so.

He meanwhile dispelled assertions by some sections of society that the impending law is targeted at the opposition.

“And I think that is good for the state and it is not targeted at anyone or the opposition. If the opposition is progressive, if the opposition has nothing to fear, then there is no need to worry,” he said.

And Oracle One Marital Services (OOMS) president, Samson Kalwazi, said the Faith Based Organisation (FBO), was established to enhance the promotion of healthy married couples in Zambia and beyond.

Bishop Kalwazi said the organisation hopes to achieve this feat through guidance, counseling and teaching about Christian values and principles.

“Our values include excellence, unity of purpose, love, transparency, accountability and integrity. It is our prayer and hope that as we launch this organisation with the unity of purpose exhibited today, the FBO will achieve its intended goals,” Bishop Kalwazi said.

Meanwhile, Oracle One Marital Services (OOMS) Deputy Director of Health, Oswald Chikwaba, said improper use of social media accounts for 15, 000 divorces in the country.

Malanji confirms owning Helicopter, it’s not a crime to own one

Foreign Affairs Minister Joseph Malanji has confirmed owning a Bell 430 Helicopter allegedly bought from South Africa.

Mr Malanji says the helicopter was bought using genuinely acquired wealth and not at the exorbitant 8 million dollars price as is being purported on social media.

The Kwacha PF Member of Parliament refused to state the actual cost of the rotorcraft saying it is not a government but a private property.

Mr Malanji has refused to be rated by a salary he draws from parliament saying he is a renowned businessman who came to politics with money.

In an interview with Journalists, Mr Malanji said it is not a crime to own a helicopter and has wondered why people are in the habit of accusing every politician of engaging in dubious activities.

The Bell 430 is an American twin-engine light-medium helicopter built by Bell Helicopter.

It is a stretched and more powerful development of the Bell 230, which, in turn, was based on the earlier Bell 222.

BRE gives support to the Construction of a $ 500 million Hydro Power Project on Ngonye Falls

The Barotse Royal Establishment (BRE) has reaffirmed its support towards the construction of the Ngonye falls hydro-electric power project in Sioma district, Western Province.

In a statement made available to the media, BRE Ngambela of the Limulunga Kuta, Manyando Mukela said the project will have a significant impact on the province hence the royal establishment will offer the needed support towards its implementation.

“As the largest ever private sector investment in the province, it will create job and economic opportunities as they have assured us of over 3,000 job creation. This will help address the unemployment and poverty levels,” Mr Mukela stated.

The Ngambela explained that the establishment has been a key partner to the Western power project since 2012, with aim to ensure maximum benefits for the communities in the region.

He further added that the project will further improve electricity supply for businesses, as well as individual households, thereby facilitating the growth of industrial hubs in the province.

Mr. Mukela noted that the electricity project intends to support the natural and social heritage of the communities, adding that an environmental and social impact assessment (ESIA) has also been carried out.

“Working with National Heritage Conservation Commission (NHCC) and our traditional chiefs, a visitors’ center will be established near Ngonye Falls, where information, images, and art-facts from our rich cultural heritage will be displayed,” He said.

“As part of our stakeholder and community engagement activities to ensure full understanding of the project, I led a team consisting of representatives of the BRE leadership in the project area and conducted a district sensitization tour of seven districts. The tour team visited the senior chiefdoms in Nalolo, Libonda, Mwandi, Naliele, Namayula and Kaunga-Mashi,” He added.

The Ngambela further encouraged continued collaboration with all key stakeholders working on the project.

The Ngonye Falls in Sioma and Senanga districts in Western Province is expected to house a 550 million the United States dollar hydropower station, being constructed by the Western Power Company.

DMMU offset arrears of workers in Lunga District by releasing K1 million to pay local workers

Government has released K1 million to pay local workers that are clearing water channels in Lunga district. Disaster Management and Mitigation Unit (DMMU) National Coordinator Chanda Kabwe disclosed that the money is meant to speed up the works of clearing the water channels.

Mr. Kabwe who is on a working visit in Luapula province was speaking when he called on Luapula Province Minister at his office this morning.

Mr Kabwe indicated that workers complained of not being paid for the work which resulted into delays of clearing the channels.

“The K1 million is already in the Province ready to be given to the workers. And now we do not expect works to be delayed,” he said.

And Luapula Province Minister Nickson Chilangwa has welcomed the quick response by DMMU to aid the people of Lunga district in the challenges they facing resulting from blocked water channels.

“Yes indeed the last two rainy seasons have been very challenging for our province, because even in areas where we anticipated not to have a problem we had floods and this year we are anticipating to have floods,” he said.

He observed that with the current rain patterns, water levels are expected to still raise up

“So we are grateful that you are here on time because you are going to help us for places like Lunga and places where we see we are going to have a challenge,” he said.

He noted that a lot of disaster problems have been reported in the province and the Permanent Secretary together with DMMU Regional Coordinator are already addressing the issues.

“With your support if we work together we believe we will overcome the flood and other unexpected disasters,” he stated.

Heavy downpour floods roads in Chilanga

Heavy downpour experienced in the last few days in Chilanga district has caused a water spillage from nearby streams flooding roads and impairing accessibility of over four thousand people.

Vernon Sikanyika, a resident of new farms area told ZANIS in an interview that culverts on Chilongolo stream collapsed leading to an overflow of the water from the streams.

Mr Sikanyika appealed to government to build a bridge to enhance accessibility as a number of people have been affected by the overflow.

He called for government to intervene before lives are lost.

“This poses a danger especially to school going children who cross over culverts when going to school,” he said.

And Chilanga District Commissioner Richard Ndazye promised to engage the Disaster Management and Mitigation Unit (DMMU) as the situation require urgent attention.

Mr. Ndazye added that a population of more than four thousand people have been affected by the overflowing stream.

He also noted the need to replace culverts to ease accessibility to new farms area.

ZABS encourage more product testing

Zambia Bureau of Standards (ZABS) Executive Director, Manuel Mutale says they want to see production of local products compete on the international market.

Mr Mutale said for industrialization to thrive in the country, local products must compete favourably on the international market.

He said industrialization is an anchor of national development and for local products to meet both local and international standards, products must be tested and certified by the bureau.

He said this when he called on North-Western Province Permanent Secretary, Willies Mangimela in Solwezi yesterday.

“We are here in the province to engage our stakeholders so that they can understand the different roles performed by the bureau of standards. Because we also regulate, industries are a bit scared to come to us,” Mr Mutale said.

He said with the operationalization of the African continental free trade area, there is need to explore the international market, especially that the local market has been satisfied.

“The goods that we produce should not only meet the local standards but also international. That is why we are going round the provinces to engage the business community, particularly the small and medium entrepreneurs because we have introduced the certification scheme suitable for small and medium enterprise,” Mr Mutale said.

And Provincial Permanent Secretary Willies Mangimela said the region is experiencing a lot of economic activities of which stakeholder engagement is required

“Engage these farmers in the province and give them tips on how to go about their products because right now Zambia is not only looking at satisfying the local market but international as well,” Mr Mangimela said.

He called on ZABS to take interest in the Industrial Development Cooperation fruit factory in Mwinilunga district which involves out grower farmers in pineapple and other fruits processing.

Mr Mangimela further urged the bureau to advise farmers on how to make their products competitive.

The Full Cabinet Meeting Resolutions on Bills to be Introduced In Current Parliament Sitting

His Excellency the President Dr. Edgar Chagwa Lungu called for the 3rd Cabinet Meeting today, 1st March, 2021, which was held virtually, to mainly consider Bills earmarked for introduction in Parliament during the current sitting particularly that this sitting of Parliament is dedicated to legislation matters.

1. The Electoral Process (Amendment) Bill, 2021.

Cabinet approved for publication and introduction in Parliament of “The Electoral Process (Amendment) Bill 2021.”
The objectives of this Bill are to provide for voting by persons in prisons or correctional centres; provide for distribution of campaign material in prisons and correctional centres by candidates in an election; provide for access to prisons or correctional centres by monitors, observers and polling agents on election day; provide access to the community to vote in polling stations established in prisons and access to the community; and prohibit the announcement and declaration of results by unauthorised persons.

The Electoral Process Act No. 35 of 2016 under section 47 prohibits a person to vote at an election if that person is in lawful custody or the person’s freedom of movement is restricted under any written law.
However, the decision made by Cabinet on this matter, stems from the Constitutional Court Judgment in the case of Godfrey Malembeka (suing as Executive Director of the Prisons Care and Counselling Association) Vs. the Attorney General and the Electoral Commission of Zambia, Selected Judgment No. 34 of 2017 in which the Constitutional Court allowed persons in lawful custody and those whose freedoms of movement are restricted under any written law to vote.

2. The Cannabis Bill, 2021

Cabinet also approved the publication and introduction in Parliament, during the current sitting, of the Bill entitled “The Cannabis Bill, 2021.”

Among the objectives of this Bill are to provide for the regulation of the cultivation, production, storage and distribution of cannabis for medicinal, scientific and research purposes.
Cabinet expects that the country will benefit both for medicinal purposes and economically through the enactment of the law on cannabis.

3. The Industrial Hemp Bill, 2021

Cabinet also approved for publication and introduction in Parliament during the current sitting, a Bill entitled “The Industrial Hemp Bill, 2021.”

The objects of this Bill are to provide for the licensing of cultivation, production, processing, storage, exportation, importation and distribution of industrial hemp; and provide for regulation of research in industrial hemp.

Cabinet is aware that Hemp has been used the world-over, for paper production, provision of all sorts of good building materials such as insulation, fiberboard and pressboard, and even be used to make hempcrete. Hemp has also been used in clothing including for providing material for shoes, jeans, and other tough sport clothing including hair oils and others. Hemp is also used as a viable feedstock for plastics production including for biofuel as cellulosic ethanol technology becomes more commercially viable worldwide.

This Bill, when enacted by Parliament, will assist in boosting the economy in view of the broad industrial use of Hemp.

4. The Higher Education (Amendment) Bill, 2021

Cabinet also approved the publication and introduction in Parliament of “The Higher Education (Amendment) Bill, 2021.
The objectives of this Bill are to amend the Higher Education Act, No. 4 of 2013 so as to re-define the functions of the Authority; re-constitute the Board of the Authority; re-define the categories of higher education institutions; and provide for accreditation of learning programmes for higher education institutions.

It has been noted that various higher learning institutions have authority to accredit learning programmes both for foreign and local Higher learning institutions. This has created a duplication of functions between the Higher Education Authority and other higher learning institutions. Cabinet felt the need to remove the duplication that currently exists between the Higher Education Authority and other higher education learning institutions and bring about order in terms of accreditation of learning programmes for both local and foreign learning institutions.

Following the approval by Cabinet to amend the Higher Education Authority Act No. 4 of 2013, Cabinet also approved amendments of other consequential legislation across the higher learning institutions and these are as follows:

(a) The Zambia Institute of Purchasing and Supply (Amendment) Bill, 2021, and The Accountants (Amendment) Bill, 2021 under the Ministry of Finance;
(b) The Zambia Institute of Advanced Legal Education (Amendment) Bill, 2021, under the Ministry of Justice;
(c) The Zambia Institute of Marketing (Amendment) Bill, 2021 under the Ministry of Commerce, Trade and Industry;
(d) The Zambia Chartered Institute of Logistics and Transport (Amendment) Bill, 2021 and The Engineering Institution of Zambia (Amendment) Bill, 2021 under the Ministry of Transport and Communications;
(e) The Health Professions (Amendment) Bill, 2021 under the Ministry of Health;
(f) The Zambia Institute for Tourism and Hospitality Studies (Amendment) Bill, 2021 under the Ministry of Tourism and Arts; and
(g) The Urban and Regional Planners (Amendment) Bill, 2021 under the Ministry of Local Government.

Zambia continues to record single digit daily positivity COVID-19 cases

Zambia has consecutively reported a single digit daily positivity in COVID-19 new cases.

Minister of Health Jonas Chanda has announced in a statement yesterday that in the last 24 hours 468 new COVID-19 positive cases were recorded out of 5,535 tests conducted, representing 8% positivity of new COVID cases.

The Minister says the new cases were reported from Lusaka province which had 213, 87 cases from Eastern, North-Western 54, Copperbelt 53, 33 cases from Southern province, Luapula 10, Northern Province 8, Muchinga 6 and 4 from Central province respectively bringing the cumulative number of confirmed cases recorded to date to 79,002.

Dr. Chanda regrets that the country also recorded seven deaths including three from the Copperbelt, North-Western two, Muchinga one and Northern Province one.

He added that cumulatively COVID-19 related deaths to date stands at 1, 098 noting that the deaths are classified as 599 COVID-19 deaths and 499 COVID-19 associated deaths.

“We have recorded a combined total of 589 recoveries from both the COVID-19 isolation facilities and home management, bringing the cumulative number of recoveries to 75,087. We currently have 2, 81 7 active cases, of whom 2,571 are under community management and 246 are https://mail.google.com/mail/u/0/?tab=rm#inbox/FMfcgxwLsmbcSPrFwSpdmMTsgbHhVbjwadmitted to our COVID-19 isolation facilities,” he stated.

The Minister noted that among those hospitalised, 185 are on Oxygen therapy and 43 are in critical condition.

And Dr. Chanda indicated that the Ministry of Health is mindful of the need to heighten contact tracing activities to prevent further transmission of the pandemic despite a reduction in daily positivity rate.

Kamanga Focusing on 2021 AFCON Salvage Job

FAZ President Andrew Kamanga admits his priority in the first 30 days of his second term this month will be to salvage Chipolopolo’s AFCON 2021 qualifier hopes.

Chipolopolo are in the brink of a third successive AFCON absence after collecting just 3 points from their opening four Group H qualifying matches with two fixtures left to save their souls.

The results have left Zambia bottom of Group H and now have a herculean task to beat Algeria at home and Zimbabwe away on March 25 and 29 respectively.

Algeria has already qualified on 10 points with two games to spare and are now playing for their top two classification.

Zimbabwe are second on 5 points while Botswana third on 4 points.

“I think the cry from all the soccer fans has been the non-performance of the senior national team and I think that is the area which we are going to prioritize,” Kamanga said.

“As you know, we have two qualifiers against Algeria and Zimbabwe and we are still in with a chance.

“The next three-four weeks will be very, very crucial to ensure that we get the team qualified to the AFCON.

“We really need to have everyone on board; all the players who are eligible will be given an opportunity to be part of the team so that ultimately we achieve that target of qualifying the team.

“We also have the World Cup qualifiers starting in June and we hope that this time round we will have a strong case to put up for the qualification to the World Cup.”

The 2022 Qatar qualifiers have yet to start and Zambia are in Group B with Tunisia, Mauritania and Equatorial Guinea.

CAF has yet to release June’s fixture dates after the Qatar qualifiers were postponed from October 2020 due to the Covid-19 pandemic.

UPND cadre’s arrest is legal and non-political- Southern Province Minister

Southern Province Minister Edify Hamukale has urged UPND Choma Member of Parliament Cornelius Mweetwa not to politize the arrest of a UNPD Cadre Tom Silwiindi.

Mr. Hamukale says Mr. Silwiindi of Choma was not abducted as alleged by Mr. Mweetwa but arrested by Zambia Police on operation for a suspected offence.

He says the arrest is legal and non-political.

Dr. Hamukale says leaders should not agitate the citizens-through stage managed revolt especially in an election year like 2021.

And Deputy Chief Whip Tutwa Ngulube said Police should not shy away from applying the law on members of the opposition for fear of been accused of victimization.

In an interview with ZNBC News, Mr. Ngulube said Police should not look at tribe or political affiliation when dealing with suspects in criminal matters.

He is disappointed that the opposition UPND is allegedly blaming the police for picking up a suspects Mr. Silwindi.

Cabinet approves introduction of bill in Parliament to allow the distribution of campaign materials in prisons

Cabinet has approved the publication and introduction in Parliament of “The Electoral Process Amendment Bill that will make provision for people in prisons and correctional centres to vote.

The bill will also provide for distribution of campaign material in prisons and correctional centres by candidates in an election.

Monitors, observers and polling agents will also be allowed access to prisons on voting day as well as allow community members to use polling stations established in prisons.

This decision is a result of the decision of the constitutional court which allowed prisoners to start voting.

Cabinet also approved the publication and introduction in Parliament of a Bill entitled “The Cannabis Bill, 2021.”

Bridget Atanga discontinues a case against Kambwili

Suspended National Democratic Congress (NDC) Secretary General, Bridget Atanga has discontinued a case in which she had sued expelled National Democratic Congress (NDC) President Chishimba Kambwili.

In this matter Mrs. Atanga sought a declaration and order that Mr. Kambwili was properly expelled from the NDC where he served as interim president.

This is according to the notice filed in court by Mrs. Atanga.

The judge has however not yet signed the notice.

On Friday last week, Mrs. Atanga sued the former Roan Member of Parliament in the Lusaka High Court seeking an order to stop Mr. Kambwili from parading himself as NDC President.

In a statement of claim filed in the Lusaka High Court principal registry, Mrs. Atanga further seeks an order that Mr. Kambwili having been properly expelled has no powers to call for any meetings of the NDC.

She also applied for an order of injunction restraining Kambwili from convening any meetings of the NDC.

New network operator welcomed

The Zambia Private Sector Alliance (ZPSA) has welcomed the move on the full liberalization stance taken by the Ministry of Communications and Transport through Zambia Information and Communications Technology Authority (ZICTA) to introduce a new Mobile Network Operator.

ZPSA Chairman Chabuka Kawesha highlighted that embracing an additional Mobile Network Operator will open up the sector to enhance competition and promote price reductions in the cost of products and services received from the sub-sector.

Mr Kawesha urged government to urgently look at utilising its International Telecommunications Union allocated satellites slot or space coordinates and space satellite launch.

“In the same manner and fashion we are liberalizing the mobile network operator, ISP and Fibre Optic network operator should move forward in commissioning a Zambian owned space satellite,” he said.

He further advised the Zambian government not to be solely dependent on terrestrial or ground technological infrastructure but instead they should consider using the new and advanced satellite technology which will help in promoting e-Government and security of the nation.

“We have a vast pool of young technical and telecoms experts from Copperbelt University, UNZA, UNILUS and many from other colleges and universities and those already in the industry who are all eager to embrace satellite technology in Zambia,” he said

Napsa Stars coach Mohamed Fathi is in full praise of game-changer Emmanuel Mayuka for coming to the teams’ rescue this season.

The 2012 AFCON star has scored crucial goals in both continental and domestic action for the Lusaka club this season that have seen him amass 9 goals in all competition.

Last Saturday, Mayuka came off the bench to score his fifth league goal of the 2020/2021 FAZ Super Division season in the 71st minute of Napsa’s 1-0 home win over third placed Lusaka Dynamos.

“It isn’t the first time that Emma has come from the bench and put the game in our favour,”Fathi said.

“We did it in Mozambique and also against Gor Mahia with that penalty he scored and even today (on Saturday).

“So it is good for us and it is very good for the team.”

Mayuka’s other four goals have come in CAF Confederation Cup action that helped propel Napsa to their group stage debut particularly the stoppage time penalty on February 21 that clinched their qualification after drawing 2-2 at home against Gor Mahia to advance 3-2 on aggregate.

He earlier scored an important equalizer in the second round in the 1-1 away draw in Mozambique against UD Songo on January 6 to send Napsa through on away goals rule to the pre-group stage following a 0-0 first leg result in Lusaka.

Newly constructed, Nakonde Secondary School officially opens its doors

Newly constructed, Nakonde Secondary School, formally known as Donald Siwale, has opened its doors to its first pupils today.

Nakonde District Education Board Secretary (DEBS ) Hastings Kaira, confirmed the development to ZANIS in an interview this morning.

Mr. Kaira has said the school has admitted its first-grade eights and ten pupils, adding that six classrooms have been allocated to carter for the pupils.

The DEBS added that 80 grade eight pupils have been admitted to the school, with an additional 80 grade 10s.

Mr Kaira said he is happy that the school has finally opened and hopes that government will continue funding it for the completion of other remaining structures such as the laboratories.

“We are grateful to the government that this secondary school has opened and hope that funding will continue towards the completion of the remaining structures,” the DEBS said.

And Nakonde District Administrative officer (DAO) Alex Sinkala who spoke on behalf of the District Commissioner (DC) said the opening of the new Secondary School will help decongest the existing secondary Schools and also reduce the long distances that learners cover to access education from the nearest School.

“We are hopeful that the opening of the new secondary school, will help de- congest the existing secondary schools,” Mr Sinkala said.

And Henry Mukuka who is the new Head teacher posted to the school, says an allocation of 12 teachers has so far been placed at the school to cater for the two grades.

The Headteacher added that once the school is fully complete, it will carter for 500 to 600 pupils.

“We are set to commence work here at the new secondary school and all the teachers posted here are ready to deliver their services,” said Mr Mukuka.

Construction of the Nakonde Secondary School started in August 2011 and was abandoned along the way.

In 2019, government released K700, 000 to go towards the completion of some targets which have since been completed, resulting in the school being opened to the public.

Nakonde Area Member of Parliament Izukanji Siwanzi, says people of Nakonde are happy that the education facility has finally been opened to the public.
