President Lungu to address parliament with restricted invitation

President Edgar Lungu’s State of the Nation Address (SONA) on Friday, 12, February 2021, will be restricted to only a number of officials and dignitaries in line with the Ministry of Health guidelines in the fight against COVID-19.

Clerk of the National assembly, Cecilia Mbewe, in a statement issued to ZANIS in Lusaka today, said the arrangement is aimed at safeguarding the health and wellbeing of the Zambian public.

“Live proceedings of the SONA would be observed on Parliament radio, Parliament TV the National Assembly of Zambia Facebook page and Parliament of Zambia Website, “Ms. Mbewe stated.

She has since called on members of the public to remotely follow the proceedings on the said channels.

President Edgar Lungu is this Friday, February 12, 2021 expected to address the nation on the progress made in the application of national values and principles.

Various Expired Medical Drugs Found at Zambia Medicines and Medical Supplies Agency

Various medical supplies and products at Zambia Medicines and Medical Supplies Agency (ZAMMSA) have expired due to over procurement while others are due to the change of treatment guidelines in Zambia.

Among the expired are essential drugs like Aminophylline, insulin, hydrogen peroxide, cloxacillin oral, eye drops and family planning pills microgynon.

This came to light when Minister of Health, Dr. Jonas Chanda visited ZAMMSA.

Dr. Chanda has expressed displeasure that medical supplies and products are going to waste when Hospitals do not have medicines and lab reagents.

He has warned that all the cartels that are sabotaging the government in the procurement system will be fished out.

Dr. Chanda has since directed management to submit to his office a comprehensive report on drugs that have expired and those that have been recalled and the amount involved by tomorrow morning.

Meanwhile, ZAMMSA Operations Manager, Rachael Muyoma says the delay in disposing off the expired products was due to lack of funds.

Immigration In Lusaka Smashes Human Smuggling Racket involving 114 Ethiopians victims

The Department of Immigration in Lusaka’s Zanimuone has intercepted one hundred and fourteen (114) Ethiopians in a suspected human smuggling case. The Officers raided a three (3) bedroomed house on Saturday, 6th February, 2021 following a tip-off received from the public.

The Ethiopians, some of whom visibly appeared to have been physically abused, starved and deprived of freedom of movement were found sleeping on the floor of the house whose windows were completely covered by very heavy dark curtains. Preliminary investigations suggest that the Ethiopians have been held in the house for at least six (06) months.

The vulnerable and helpless state in which the captives were found crowded in such a small space has demonstrated just how evil and merciless human traffickers and smugglers can be. This is why the Department is doing everything possible to apprehend anyone connected to these criminal activities. To this effect, we wish to encourage anyone with information on the people behind this criminality to come forward. All the 114 are being held pending conclusion of investigations.

Meanwhile, the Lusaka Regional Immigration Office has jointly charged two (02) Congolese and one (01) Rwandese for being found in possession of a forged immigration stamp contrary to section 52(4) (e) as read with 56(1) of the Immigration and Deportation Act No. 18 of 2010 of the Laws of Zambia.

Particulars are that male Banza Kalumba Ngoie (53) a Congolese national, jointly and while acting together with male Fabrice Tshimba Doko (31) a Congolese national and female Ndayashimiye Regina (33) a Rwandese national on dates unknown but between 1st and 3rd February, 2021 in Lusaka did forge an entry stamp for Nakonde Border Control which was endorsed in a Burundian Passport number OB0221555 belonging to female Niyonkuru Mediatrice, without lawful authority.

This was after the trio were implicated in an incident in which Niyonkuru Mediatrice, a Rwandese national who was leaving Zambia was intercepted by alert Immigration Officers at Kenneth Kaunda International Airport for being in possession of a forged entry endorsement stamp for Nakonde Border Control as well as a forged visa receipt. The forged stamp was later traced to Banza Kalumba Ngoie. A search on Mr. Ngoie resulted in the discovery of one (01) fake stamp for Nakonde Border Control, and one (01) Congolese passport bearing a forged Kipushi stamp.

This is a good break for the Department as we have observed of late an increase in cases of forged stamps. We know that there are more such criminals carrying-out such activities. Our promise to them is that we are closer to catching them than they think.

Lastly, Immigration Officers in Nyimba, Eastern Province have apprehended thirty-six (36) male Ethiopian nationals for failing to appear before an Immigration Officer on entry. The group was nabbed on 6th February, 2021 in the mountains near Kacholola and Luangwa Bridge in Nyimba District following reports of their presence by alert members of the community. They all failed to produce documentation legalizing their entry and stay in Zambia and are currently detained at Nyimba Correctional Facility pending Court appearance.

This brings the total number of Ethiopians detained by the Nyimba Immigration Officer for failing to appear before an Immigration Officer on entry to sixty-nine (69) in just over a week. The same Office, with the help of the local community on 30th January, 2021 apprehended thirty-three (33) Ethiopians in the mountains near Unyanya Village a few kilometres from the Luangwa Bridge. They too are currently detained at Nyimba Correctional facility pending prosecution.

We wish to encourage anyone aware of an individual, business, or employer who may be aiding and abetting illegal immigrants to contact the Department of Immigration.

Cooperating Partners in the Health Sector Commits $2 billion to the Sector

Cooperating Partners in the Health Sector have committed USD 2,067, 787, 551 to the sector in a bid to facilitate coordination of Health Sector Programmes.

This will cover the period 2021 – 2023.

Health Minister Dr. Jonas Chanda has revealed that Cooperating Partners support has also increased by 29 per cent from in 2021 compared to 2020.
Dr. Chanda says commitments for 2021 stand at USD 821,910,764 compared to 639,300,363 in 2020.

He said the Annual Consultative Meeting which was held on Thursday, 4th February, 2021, gave an opportunity to the Cooperating Partners, bilateral and multilateral institutions to indicate commitments towards the 2021 budget and Medium Term Expenditure Framework.

The Annual Consultative meeting is the highest level in the coordination framework of the Sector Wide approach.

It is attended by Ambassadors and High Commissioners, Heads of Bilateral and Multilateral Development Cooperation, the United Nation System, Civil Society and the Private Sector Alliance.

In addition, the Ministry of Health also received commitments from other partners such as the African CDC, through the Southern Africa Regional Collaboration Center Coordinator who announced a USD 25 million for the procurement of COVID-19 vaccines for health workers in Africa.

And the Minister has assured the Cooperating Partners and all stakeholders that resources committted will be handled with total transparency and accountability.

He says his Ministry will continue engaging Cooperating Partners and other stakeholders as they are key to attaining Health for all Zambians.

ZYAFAC commends ZAMMSA, ZABS for professionalism

The Zambia Youths Association in the fight Against Corruption (ZYAFAC) has expressed concern at the continued recall of medicines and condoms that do not meet the acceptable quality and standard.

ZYAFAC Acting Executive Director Malindi Kaima commended both the Zambia Medicines and Medical Supplies Agency (ZAMMSA) and Zambia Bureau of Standards (ZABS) for the professional and bold stance taken in ensuring that such sub-standard medicines and health products are withdrawn to prevent further consumption by the people.

Mr. Kaima was responding to tests done by ZABS that showed that some of the medicines and condoms allegedly supplied by Honey Bee Pharmacy did not meet the acceptable quality and standard.

He said it was important that law enforcement agencies quickly move in and address the problem in order to protect the lives of Zambians.

He has meanwhile commended President Edgar Lungu for appointing a new Minister of Health and was hopeful that the minister will restore sanity and confidence in the sector.

Mr. Kaima stated that his organization was ready to support efforts aimed at developing the country.

NAWAKWI HH WAR: Just a question of Bad Blood

I watched the address from the very beginning to the end. It was battle from the onset and all assembled knew it was a new discovery about HH ‘s dirty past because there was no preamble.

Edith is married to a Geoffrey Hambulo, and technically she could be viewed as a mulamu to HH or vice versa. Of course this is on a light note.
Nawakwi labored to make her audience appreciate her new found land and concluded that HH was corrupt to the core and is a poor man against his reputed status of a rich man on the Zambian earth.

At the end of it all the audience was requested to ask questions. It appears that the audience was “satisfied “ and none asked any. If this is true, then this was strange knowing the Zambian journalists and “ other people”in the audience.

This is not the first case brought out by Edith against this fellow opposition leader.

Well, I don’t know the backgrounds of both personalities as regards their private lives apart from their public lives.

We are all aware that our “pasts” are not laundered in straight jackets because they have ups and downs. I reckon that even leaders in the current administration have broken pieces carried from their past because they are human.

The Bible tells us to pray and repent daily because we daily sin knowingly or unknowingly. This, alas, is the nature of life. If today we are allowed to dig deeper in the past of Edith,we may be surprised why she still stands as a leader of FDD and not be graduating with a PHD from the Mwembeshi Maximum Correctional Facility of Chilanga District.

What is behind Edith Z Nawakwi in this deal?

First she has failed to facilitate her FDD Party into a formidable tool to see her as the first woman Republican President. Secondly under UDA, she wanted to be anointed as the Presidential nominee above HH who had a commanding height in parliament. Thirdly, she fears that if HH became president, he might dig her past as a cabinet minister and find fault for her imprisonment or punishment.

She hates HH with passion and this explains why she has taken personal interest in this regard. She spends all the time digging up all the nitty gritty as if studying for a PhD degree. This is time wasted for some personal progressive work.
We however know that she is not alone in this crusade, nor is this the end of it all but the beginning of a very sustained campaign to find something incriminating against Hichilema.

“Make him really ugly so that people rise against him by rejecting him at the polls” is the aim. We are near the time and it’s appropriate to smear his body with mud.

Unfortunately, the masses are aware of these tactics and ready to show their true colors come 12th August 2021.

Previous leaders have suffered the same fate. Where were you in 1997, 2005, 2006, 2011 when all such cases should have been brought out but wait until they are time bound?

Ask the masses for their reaction after the Press Conference. “We will vote for HH period.”

43 year old Chibombo woman murdered by ex-boyfriend

A 43 year old woman of Kaongo Village in Chief Liteta’s Chiefdom in Chibombo District has been murdered by her former boyfriend.

District Commissioner, Catherine Chilonda has confirmed to ZANIS today, the incident that happened over the weekend at the victim’s residence.

Ms Chilonda named the deceased as Cecilia Weupe and the suspect as Clement Binot.

She explained that the deceased sustained multiple head injuries and police suspect that a pan brick was used in the act.

Ms Chilonda said Police are yet to establish the motive behind the gruesome murder.

She further said the suspect is currently on the run while the body of the deceased has been deposited at Liteta Hospital Mortuary awaiting postmortem.

The DC has since appealed to the members of the public who may have information that can lead to the arrest of the suspect to notify the Police.

Meanwhile, Ms Chilonda has advised parents in the district to caution their children against swimming in the abandoned quarries which are now flooded with water following heavy rains experienced in the area.

She last week two male juveniles of Chitanda village in Chief Chitanda’s Chiefdom drowned in the stagnant water in an abandoned quarry where they were swimming.

“Last week, two minors namely Charles Shanyinde and Ospeck Chalwe, aged eight and nine respectively, had left home in the morning to go and play but did not return. And after a long search, their clothes were discovered near an abandoned quarry which was full of water,” she said.

Ms Chilonda stated that community members managed to retrieve the bodies of the juveniles and have since been buried.

She added that government through the District Disaster Management and Mitigation Committee, provided mealie-meal as well as coffins.

There is a Zanaco one-two on the 2020/2021FAZ Super Division Top Scorers chart after Roger Kola’s brace on Saturday.

Kola’s two goals in their come-from-behind 3-2 home victory against Prison Leopards took his tally for season to 8 goals after sixteen games played .

He is now tied at the summit with his Zanaco strike partner Moses Phiri who came on the 24th minute of that game for Romaric Pitroipa but did not score.

But right behind the duo is Forest Rangers’ Quadri Kola who has 7 goals following his goal in Saturdays 1-0 home win over Green Eagles that sent the Ndola side into second place.

Meanwhile, they were notable moves for Buildcon’s Chipolopolo striker Brian Mwila who has goals from five starts since rejoining the Ndola club in January after two years overseas.

Mwila struck a brace in Sunday’s 3-1 home win over Nkana.

Nkana striker Simon Mulenga also took his tally to 4 goals after scoring his sides goal in that match just a week after his hat-trick in a 4-0 home win over Young Green Eagles.

South Africa puts AstraZeneca vaccinations on hold over variant data

South Africa will put on hold use of AstraZeneca’s COVID-19 shot in its vaccination programme, after data showed it gave minimal protection against mild-to-moderate infection caused by the country’s dominant coronavirus variant.

Health Minister Zweli Mkhize said on Sunday that the government would await advice from scientists on how best to proceed, after a trial showed the AstraZeneca vaccine did not significantly reduce the risk of mild or moderate COVID-19 from the 501Y.V2 variant that caused a second wave of infections starting late last year.

Prior to widespread circulation of the more contagious variant, the vaccine was showing efficacy of around 75%, researchers said.

In a later analysis based mostly on infections by the new variant, there was only a 22% lower risk of developing mild-to-moderate COVID-19 versus those given a placebo. Although researchers said the figure was not statistically significant, due to trial design, it is well below the benchmark of at least 50% regulators have set for vaccines to be considered effective against the virus.

The study did not assess whether the vaccine helped prevent severe COVID-19 because it involved mostly relatively young adults not considered to be at high risk for serious illness.

AstraZeneca said on Saturday that it believed its vaccine could protect against severe disease and that it had already started adapting it against the 501Y.V2 variant.

Still, professor Shabir Madhi, lead investigator on the AstraZeneca trial in South Africa, said data on the vaccine were a reality check and that it was time to “recalibrate our expectations of COVID-19 vaccines”.

South Africa hopes to vaccinate 40 million people, or two-thirds of the population, to achieve some level of herd immunity but has yet to administer a single shot.

It had hoped to roll out the AstraZeneca vaccine to healthcare workers soon after on Monday receiving 1 million doses produced by the Serum Institute of India (SII).

Instead, it will offer health workers vaccines developed by Johnson & Johnson and Pfizer/BioNTech in the coming weeks.

“What does that mean for our vaccination programme which we said will start in February? The answer is it will proceed,” Mkhize told an online news briefing. “From next week for the next four weeks we expect that there will be J&J vaccines, there will be Pfizer vaccines.”

NEW APPROACH

Professor Salim Abdool Karim, an epidemiologist advising the government, said there needed to be a new approach to immunisations, given uncertainty about how effective current vaccines would be against the 501Y.V2 variant.

First a vaccine should be used in a targeted group to assess hospitalisation rates, and then if it proves effective in reducing hospitalisations it could feature in a wide-scale rollout, he said.

If it was not effective in reducing hospitalisations, individuals who had received it should be offered another effective vaccine, either a booster based on the variant or another vaccine, Abdool Karim added.

It was probable that South Africa would experience a third wave of infections when winter starts in around four months’ time, Madhi said.

He added that it would be “somewhat reckless” to discard the 1 million AstraZeneca doses the country had received when there was still a chance they could protect against severe COVID-19.

Anban Pillay, health ministry deputy director-general, said the expiry date on the AstraZeneca doses was in April, but the government was speaking to the SII to seek an extension or exchange.

Madhi said South Africa might want to reframe its target group for vaccination. “It really needs to be centred around the prevention of severe disease and death from what will likely be a resurgence sometime soon.”

FAZ Remits Sponsorship Money to Super Division and Division 1 Clubs

All the FAZ Super Division and Division One clubs have received their first half of their seasonal sponsorship dues from Football House.

FAZ general secretary Adrian Kashala said the they have remitted the SuperSport TV packages to the 18 top-flight clubs while the other 18 second tier teams have also gotten their dues from sponsor Eden University and Top Star TV.

“I am glad to announce that FAZ has disbursed K500, 000 to each of the 18 Super League teams that are entitled to K1 Million per season. The second batch will be disbursed once the sponsors avail the second component of the sponsorship,” Kashala said.

Kashala said the Division One clubs will get K50, 000 each which is half of the K100, 000 annual allocations.

The Division one package is was increased to K100, 000 per club in the new deal this season from K22, 000 in the old package.

“As you know transparency and accountability is one of our core values and we will always keep our doors open in the manner we conduct our business,” Kashala said.

Sharp Konkola Blades Go Top of FAZ Div 1 Log

Konkola Blades have risen to the top of the FAZ National Division 1 table following a goalless draw against City of Lusaka away in the capital city on Sunday morning.

Blades showed character by holding City at Woodlands Stadium in the Week 16 match.

The stalemate moved Blades from second to number one with 31 points from 16 matches played.

Coach Charles Bwale’s side topples Kansanshi Dynamos, who lost 1-0 away at Mpulungu Harbour on Sunday afternoon.

Goal difference is separating leaders Konkola from second placed Kansanshi as both teams have 31 points apiece.

Meanwhile, Kansanshi’s loss in Mpulungu ends their 15 –match unbeaten run in the 2020/21 season.

City are third on the table with 30 points while fourth placed Chambishi are just a point behind Ya Moto.

Nchanga are number five with 27 points, four away from the top, after playing 16 matches.

Legal Implications of the Eurobond Default

The Centre for Trade Policy and Development has observed that the Government has failed to honour another coupon payment due under one of the Eurobonds. The Ministry of Finance confirmed on 31 January 2021 that Zambia had failed to honour a US$56.1m coupon payment due on January 30 on one of Eurobonds which matures in 2027 which raises concerns as to the potential legal and economic consequences of this breach.

In 2011 Zambia acquired low middle-income status which enabled it to access financing on the international bond markets. Between 2012 and 2015 the Zambian government issued three Eurobonds to the value of US$ 3 billion. Bonds in this context are fixed income debt instruments that represent a loan advanced by an investor to a borrower such a government or corporation which issues the bonds. Eurobonds are simply instruments that are issued in a currency other than the local currency of the issuing country.

The loans are supposed to be repaid through a series of scheduled coupon payments. A coupon payment of US$42.5 million coupon payment which was due on the 14 September, 2020, was not made in anticipation of a favorable outcome to a request by the Zambian government to the bondholders for a standstill.

In his ministerial statement to the National Assembly of Zambia on November 17, 2020, the Minister of Finance warned the house that one of the implications of Zambia not meeting its obligations was that the creditors could enforce their legal rights under the financing arrangements. In simplest terms failure of the Government to meet its obligations is a breach of the contract which allows the aggrieved party to enforce its legal rights under the contract. It should be stated that CTPD is not privy to the actual financing agreements governing the Eurobond issuances. We can only deduce the consequences based on international commercial practices.

Sovereign defaults are no longer considered above the law or unenforceable. Lessons are drawn from Argentina. When Argentina defaulted on more than $80 billion of debt in 2001, it led to years of litigation and legal cases taken by several disgruntled bondholders until a USD 10 billion settlement was reached. Another example is the Republic of Congo which was required by a New York court to pay on a 20year default in August 2017. Creditors had tied the country in litigation in various jurisdictions including France and the United Kingdom. Likewise, a US court authorised a Canadian money company to seize Venezuelan state assets in the United States pursuant to debt owed by Venezuela.

A second possible trigger of the default is a call on the entire amount due. In other words, instead of the bullet coupon payments which allow a gradual repayment until the date of maturity, the entire amount under a bond issue could become due.

Another implication of the sovereign bond defaults is a financial market embargo, caused in part by a drop in credit ratings, resulting in Zambia being precluded from accessing the capital markets and other potential financiers. Essentially private lenders will not be willing to lend Zambia money thereby limiting Zambia’s options for a debt restructuring.

CTPD urges the Government to continue negotiations with creditors in the hope of securing a debt service standstill whilst putting in place the necessary fundamentals for the economy to rebound or achieve some semblance of recovery. Given the prevailing economic conditions exacerbated by COVID-19 pandemic, costly commercial disputes should be a last resort.

Works on Luapula bridge, Kasomeno-Mwenda toll road to begin soon

Minister of Infrastructure and Public Works from the Democratic Republic of Congo (DRC), Willy Ngoopos, has visited Zambia and conducted a physical tour of the construction site for the Luapula bridge and the Kasomeno-Mwenda toll road in Luapula province.

Mr. Ngoopos, who arrived in the country through the Kashiba border post in Mwense district, was welcomed by Luapula Province Minister Nickson Chilangwa.

Mr. Ngoopos, who is also that country’s Vice Prime Minister, explained that President Felix Tshisekedi sent him to Zambia to show commitment to the bilateral project that the two countries want to develop.

He said his coming to Zambia is also President Tshisekedi’s assurance to President Edgar Lungu that the DRC is willing to execute the project.

He added that the Kasomeno- Mwenda toll road is one of President Tshisekedi’s priority projects that he intends to deliver with Zambia during his first term in office.

“I have been sent here by President Felix Tshilombo Antoine Tshisekedi. I have come to see the actual construction site of the Luapula river bridge and the Kasomeno-Mwenda road. The President (Tshisekedi) before he left for Addis Ababa (Ethiopia) where he has assumed the African Union chairmanship gave me strict instructions to be here and assure his brother President Edgar Lungu that this is our project and we want it now,” he Ngoopos.

And Mr. Chilangwa said the arrival of Mr. Ngoopos for the tour is a huge boost towards the implementation of the project.

Mr. Chilangwa, who was accompanied by his Permanent Secretary Charles Mushota, said he is hopeful that early works on the project earmarked to start in March this year will proceed.

He said President Lungu and his Congolese counterpart have given their full support to the project and that no more delays are expected.

Mr. Chilangwa has since thanked the Congolese government for the warm reception during a Zambian ministerial delegation’s recent visit to Kinshasa.

“Let me take this opportunity on behalf of our President (Lungu) to thank you Honourable Minister for electing to come and tour the construction site of this important project. Please accept our heartfelt gratitude for giving us your warm reception when we visited DRC. We met President Tshisekedi to discuss the project and we are grateful,” Mr. Chilangwa said.

Mr. Ngoopos has since left Zambia for Kinshasa.

1,206 new positive cases recorded with 266 Covid-19 patients on oxygen, 56 critically ill

Zambia has in the last 24 hours recorded 1,206 new positive cases of Covid-19 out of 10,063 tests conducted. This brings the cumulative number of confirmed Covid-19 cases to 62,633 since the pandemic broke out in Zambia in March last year.

Minister of Health Jonas Chanda explained that 14 new deaths were also reported in the last 24 hours bringing the cumulative number of Covid-19 related deaths to 853.

In a statement issued in Lusaka yesterday, Dr. Chanda added that 1,425 patients have been discharged from both home management and Covid-19 isolation facilities. The number of people who have recovered from Covid-19 now stands at 54,835.

He said currently, active cases are 6,945, of which 6,531 are under community management and 414 still admitted to Covid-19 isolation facilities with 266 on oxygen therapy.

The minister further noted that 56 Covid-19 patients are in critical condition.

Meanwhile, Education authorities in Chilanga district have urged school head teachers to follow the health guidelines whenever a teacher or pupil tests positive to Covid-19 in order to prevent the transmission of the disease in learning institutions.

Chilanga District Education Board Secretary (DEBS) Benjamin Chisulo said the schools will not close as a result of the Covid-19 pandemic unless the situation gets out of hand.

Fr. Chisulo told the ZANIS in an interview following a reported case of the pandemic at Makeni GRZ school that individuals who test positive will be isolated in-line with the health guidelines.

He said schools cannot close just because of isolated cases of the pandemic.

He explained that all the contacts are traced and tested so that those found positive are isolated and treated.

Fr. Chisulo stated that authorities in the district are vigilant adding that there are policy guidelines that should be followed in addressing such matters.

“We should not alarm the situation as teachers just like other people, are not immune to the disease,” he said.

Meanwhile, Chilanga District Commissioner Richard Ndazye has assured parents in the area that their children are safe as all the health procedures are being followed.

Mr. Ndazye said the government is following the matter with interest and will ensure that all the necessary procedures are adhered to.

“We are aware of the effects of Covid-19 and how our parents may react, but they should not panic as everything has been put in place to guarantee their safety,” he said.

He noted that teachers, just like everyone else, are at risk of contracting the disease.

And Makeni GRZ school head teacher Julius Chibeka said the teacher in question tested positive before the reopening of schools and she was immediately quarantined.

Mr. Chibeka said that the affected teacher’s class has since been taken up by other teachers to ensure that pupils do not lose out.

“As per procedure, whenever teachers are absent, we request other teachers to take up their classes until they return. So, the pupils are still learning,” he said.

Zambians temporarily banned from travelling to Germany

The Germany government has announced a temporary travel ban on several southern African countries that include Zambia, South Africa, Lesotho and Eswatini with effect from the 7th to 17th February 2021 when the ban will be reviewed.

Quoting a post on the Germany embassy website, the Zambian Embassy in Berlin said the measure is intended to prevent the introduction of SARS-CoV2-variants which have been detected in a number of countries that now include Zambia.

The Germany authorities have indicated exceptions to the travel ban which include German citizens, members of the nuclear family of Germans who travel jointly with them such as spouses, legal partners, minor children and parents of minor children, citizens of the EU countries and Switzerland.

Others excluded include Norway, Liechtenstein or Iceland who have their permanent residence in Germany, third country nationals who have permanent residence and lawful residence in that country, transit passengers (in international transit only, not within the Schengen Area), transport personnel, health workers, persons traveling on urgent humanitarian reasons and persons traveling in official mission for the International Atomic Energy Agency or the United Nations or UN organizations.

Zambia’s Ambassador to Germany, Anthony Mukwita has therefore urged Zambians to put their travel plans on hold and keep checking with the German embassy in Lusaka for latest developments on the matter.

“On our part, we will continue to monitor the situation and keep the Zambian public constantly informed,” he said.

This is according to a press statement issued to the media in Lusaka by First Secretary for Press and Public Relations at the Zambian embassy in Germany, Kellys Kaunda.

Zambians have since been urged to visit the Germany embassy website for further details so that they can avoid any inconvenience.

There are mutations of the coronavirus that have been detected recently thereby posing challenges to existing public health measures.

Governments around the world are trying to make sense of these variants while examining closely the efficacy of existing preventive measures.
