UPND Trustee Criticizes Former President Lungu’s Proposal To Scrap The Free Education Policy

Grace Chivube, a National Trustee of the United Party for National Development (UPND), has strongly criticized former President Edgar Lungu’s purported plans to abolish the UPND Free Education Policy. Chivube emphasized that such a move would insult the intelligence of Zambian women and pose a significant burden, particularly on the girl child.

Ms. Chivube underscored the crucial role of education in national development, stating that quality education serves as the bedrock for progress in any society. She highlighted the importance of the Free Education Policy in empowering women and girls, especially in the face of challenges such as unwanted pregnancies.

According to Ms. Chivube, President Hakainde Hichilema’s decision to reintroduce Free Education was a gesture of gratitude to the Zambian people for their support and contributions, particularly in funding his education during his earlier years under Dr. Kenneth Kaunda and the United National Independence Party (UNIP).

Since the reintroduction of Free Education, Ms. Chivube noted a positive impact, with many women and girls seizing the opportunity to pursue education. She warned that any attempt to dismantle the policy would have adverse effects, potentially exacerbating issues such as youth involvement in criminal activities and unplanned pregnancies.

Ms. Chivube called upon former President Lungu to show self-respect and reconsider his stance on Free Education, recognizing its significance in empowering Zambian women and fostering national development.

President Hichilema Orders Flags at Half-Mast in Honor of Late Namibian President Geingob

President Hakainde Hichilema has issued a directive for all flags in Zambia to be flown at half-mast as a mark of respect for the late President of Namibia, Hage Geingob. The announcement comes following the passing of Dr. Geingob on February 4, 2024, at the age of 82.

In accordance with President Hichilema’s decree, flags across the nation will be lowered to half-mast beginning February 21, and will remain so until Sunday, February 25, 2024.

Additionally, President Hichilema has declared two days of National Mourning in Zambia to coincide with the memorial and burial services of Dr. Geingob. The days of mourning are scheduled for Saturday, February 24, and Sunday, February 25, 2024.

Patrick Kangwa, Secretary to the Cabinet, confirmed that during these two days of National Mourning, Zambia will join the people of Namibia in mourning the loss of Dr. Geingob.

The decision to honor Dr. Geingob in this manner reflects Zambia’s solidarity with Namibia and acknowledges the significant contributions made by the late President to the region.

Former President Edgar Lungu’s Driver Arrested for Drug Trafficking

Juvensio Phiri, a former driver and security personnel for ex-President Edgar Lungu, has been apprehended by the Drug Enforcement Commission (DEC) on charges of drug trafficking. According to Mwenge Mulenga, the Public Relations Manager for DEC, Phiri, aged 53, was arrested for trafficking 55.6 kilograms of loose cannabis.

Mulenga revealed that Phiri was apprehended in Lusaka’s Chelstone area by a joint team of DEC officers from Eastern and Lusaka Provinces. The team had trailed Phiri from Chipata, where he was transporting the contraband intended for distribution in Lusaka.

It is suspected that Phiri was collaborating with other individuals who managed to escape when he was initially intercepted in Eastern Province.

In an official statement, Mulenga declared that Phiri is currently detained in police custody and has been charged with trafficking in psychotropic substances.

Zambia Police Service Issues Warning Against Utterances on Secession of Territory

The Zambia Police Service has issued a stern warning to individuals making careless utterances suggesting the secession of territory belonging to the Republic of Zambia. In a press statement released by Mr. Graphel Musamba, the Inspector General of Police, emphasized that Zambia is legally established as a unitary state, and any attempts to challenge or undermine this legal foundation are deemed irresponsible and a serious offense against the nation’s laws.

The statement expresses grave concern over recent statements made by certain individuals that border on treason, advocating for secession and questioning the integrity of the Republic of Zambia. The Zambia Police Service asserts its duty to uphold and enforce the laws of the nation, safeguarding the safety, security, and unity of Zambia.

With immediate effect, the Zambia Police Service has vowed to take decisive action against anyone found promoting or inciting any form of uprising or secession. Such individuals will face swift arrest and prosecution in accordance with Zambia’s laws. The statement underscores the gravity of these offenses and warns of severe consequences for those who engage in activities that threaten the peace and stability of the nation.

The Inspector General of Police issues a stern warning to individuals contemplating illegal actions to cease and desist immediately. Professor Clive Chirwa Presents Opposition to Sale of Mopani Shares

Professor Clive Chirwa, renowned engineer and academic, has submitted a detailed opposition to the proposed sale of Mopani Copper Mines PLC shares during the upcoming ZCCM-IH Extraordinary General Meeting scheduled for 23rd February 2024 at 10:00hrs.

In his submission, Professor Chirwa vehemently opposes the proposal put forth by International Resources Holding RSC Limited to purchase 51% shares of Mopani for US$1.1 billion. Instead, he advocates for the retention of Mopani under 100% ownership by ZCCM-IH Plc, proposing a comprehensive plan for the revival of the mining company.

Highlighting his extensive experience as an engineer and his recent visit to Mopani’s Mufulira division, Professor Chirwa expressed dismay at the deteriorating state of the company and emphasized the need for national interest-driven regeneration efforts.

Contrary to claims that financial constraints are hindering Mopani’s revival, Professor Chirwa argued that the company possesses adequate funds within its current monetary framework to address its challenges. He presented calculations illustrating the potential revenue generation through increased production and value addition, emphasizing the profitability of retaining Mopani as a Zambian-owned entity.

Professor Chirwa’s proposal focuses on leveraging Mopani’s production capabilities to capture a significant share of the African market for copper wire, which presents a lucrative opportunity for revenue generation. Former Home Affairs Minister Stephen Kampyongo Opens Defence in Proceeds of Crime Case

Former Home Affairs Minister Stephen Kampyongo, alongside his wife Wanziya Chirwa, has commenced his defence in a case where they face 11 counts of possession of properties believed to be proceeds of crime. The trial is being heard before Lusaka Principal Resident Magistrate Silvia Munyinya in the Economic and Financial Crimes Court.

During the opening of his defence, Mr. Kampyongo testified that he is unable to provide an account for the values estimated by the state for the properties deemed to be proceeds of crime. Instead, he stated that he can only provide an account of his expenditure on the properties in question.

In a bid to expedite the proceedings, Magistrate Munyinya cautioned defence lawyers against unnecessary adjournment applications. This came after defence lawyer Leon Lemba applied for an adjournment, citing the need to search for relevant documents pertaining to the case.

Magistrate Munyinya granted permission for the production of a duplicate document containing information on the termination of Mr. Kampyongo’s lease for the Eureka plot in Lusaka, which is considered to be proceeds of crime. Earlier, the Anti-corruption Commission (ACC) Prosecutor Virginia Tembo objected to the production of the documents, insisting on the presentation of the original document. However, Magistrate Munyinya ruled that the duplicate document is admissible if it is practically impossible to produce the original.

The proceedings have been adjourned to February 26, 2024, as the trial continues.

Former Deputy Inspector General of Police Charity Katanga Sentenced to Three Years Imprisonment for Corruption

Charity Katanga, the former Deputy Inspector General of Police, has been handed a three-year prison sentence in a case where she was charged with the possession of 10 Higer buses believed to be proceeds of crime. The verdict was delivered by Lusaka Chief Resident Magistrate Davies Chibwili.

The case against Mrs. Katanga involved allegations of possessing property deemed to be proceeds of crime, valued at over USD $2 million. It was alleged that Mrs. Katanga, along with unidentified individuals, purchased 10 Higer buses between January 1, 2017, and June 6, 2022, using funds considered to be illicit.

In response to the sentencing, the Africa Parliamentarian Network Against Corruption (APNAC) Zambia Chapter welcomed the court’s decision. APNAC Chairman, Miles Bwalya Sampa, acknowledged Mrs. Katanga’s previous commendable service but emphasized the importance of holding individuals accountable for corruption.

Sampa expressed appreciation for the prosecutors’ efforts in securing a conviction and commended the judiciary for its accountability in corruption-related cases. He highlighted the pervasive impact of corruption on Zambia’s socio-economic landscape, stressing the need for swift and decisive action to address the issue.

While acknowledging the personal and familial implications of Mrs. Katanga’s conviction, Sampa underscored the broader significance of the verdict in deterring corruption within Zambia’s institutions. He urged all members of the law enforcement community to heed the message conveyed by Mrs. Katanga’s sentence and uphold integrity in their service to the nation.

Sampa urged the judiciary to expedite judgments on pending corruption cases, emphasizing that justice delayed only perpetuates injustice.

Real Nakonde Footballer Collapses and Dies During Training

19-year-old Collard Mulenga, a player for Real Nakonde Football Club. Mulenga passed away yesterday morning while undergoing training.

According to reports, Mulenga collapsed during a routine training session at the Nakonde Urban Clinic Football pitch. Despite immediate efforts to assist him, he was pronounced dead upon arrival at the Nakonde Urban Clinic.

The cause of Mulenga’s untimely death has yet to be determined, leaving his family, teammates, and the football fraternity in shock and disbelief.

Reuben Kamanga, the General Secretary of the Football Association of Zambia (FAZ), confirmed receiving the news of Mulenga’s passing. Kamanga expressed condolences to Mulenga’s family and teammates, stating that FAZ will await the official cause of death before issuing a comprehensive statement.

Collard Mulenga was not only a member of Real Nakonde Football Club but also represented Nakonde Town Council Football Club in the Muchinga FAZ Division One league.

Is the West closing the stable door after the Horse has bolted?

The United States and the European Union’s enthusiasm to construct the 1,300km railway from the Port of Lobito in Angola to the border town of Lua, and another 400km in DRC to the mining town of Kolwezi one hand; and China’s plans to rehabilitate the Tanzania-Zambia Railway (TAZARA), is the clearest sign yet, of the start of President Joe Biden’s 2001 announcement of the US Strategic Competition with China on the African soil.

I see stiff competition with China. China has an overall goal – and I don’t criticize them for that goal. But they have an overall goal to become the leading country, the wealthiest country in the world, and the most powerful country in the World”, Biden told his first press conference in March,2021. “That’s not gonna happen on my watch”.

President Biden remarks were echoed by Senator Robert Menendez, the then Chairman of the Senate Foreign relations Committee, when passing the Strategic Competition Act, 2021, which reset the USA relationship with Africa, among other wide-ranging issues in the Act.

China is strategic competition –not because that is what we want or what we have tried to create, but because of the choices that Beijing has and is making,” said Robert Menendez, a Democrat from New Jersey and the committee’s chairperson. “China today is challenging the United States and international community across every dimension of power –political, diplomatic, economic, innovation, military, even cultural and with an alternative and deeply disturbing model for global governance.” 

These multi-billion-dollar investments should never be considered as benevolent projects by citizens of Zambia, Democratic Republic of Congo (DRC) and Angola. The two power blocks are doing it in their own interests, as part of their geopolitical and economic rivalry for critical raw materials (CRM). It is advisable, therefore, that from the beginning, these African countries make sure that they sign watertight agreements to safeguard their interests.

Lobito Corridor and Tazara Rivalry

On the 7th of February 2024, Chinese Ambassador to Zambia, Du Xiaohui, announced that Chinese investors had proposed to invest over $1billion in the Tanzania-Zambia Railway Authority (TAZARA) under a public private partnership (PPP) model. This was when he was presenting a Project Proposal to Zambian Minister of Transport and Infrastructure, Frank Tayali.

According to available information, China Civil Engineering Construction Corporation (CCECC), a subsidiary of China Railway Construction Corporation, has been appointed by China to negotiate concession to operate the Railway line.

Today we have made progress on the revitalization of TAZARA and direct flight to China. On the rehabilitation of TAZARA, the Chinese, Zambian and Tanzanian people all know that it is an important project for freedom and peace in the new era”, the Ambassador said during a press briefing. “This project is for development and prosperity. Together with the Chinese investors, today we want to present the Chinese description project for revitalization of TAZARA. On the Chinese side, we want to use the PPPs model to invest over $1 billion in the coming years.”

According to reliable sources, TAZARA will be run on similar lines like the Ethiopia- Djibouti Railway, which is using the PPP model through the collaboration of three parties – Governments of Ethiopia and Djibouti, with the railway line run by China CCEC on a Rehabilitate-Operate-Transfer Concession.

In the same week that China was presenting the TAZARA proposal to Zambia, the United States of America and its partners were involved in the Lobito Corridor Private Sector Investment Forum, at the Ciela Resort in Chongwe District, which was convened by the G7’s Partnership for Global Infrastructure and Investment (PGI) and the USA government Agency, International Development Finance Corporation (DFC).The Forum was officiated by President Hakainde Hichilema. It was attended by over 250 business leaders from various countries. And President Joe Biden’s Senior Advisor on energy and investment, Amos Hochstein graced the occasion.

In 2023 alone, the United States announced $1 billion of public investment in the Lobito Corridor across multiple sectors, including rail link upgrade across Angola. That will serve as part of the backbone connective infrastructure, enabling greater regional connectivity and trade with global markets.” Mr. Hochstein said.

Lobito Atlantic Railway (LAR) Consortium has been hired to upgrade the former Benguela rail line across Angola to the border town of Lua.

What is the West’s Motivation for Lobito Corridor?

According to Dr. Wala Chabala, the Western powers’ interest in the Lobito Corridor is to use it to transport critical raw materials (CRMs), strategic minerals and products for the electric vehicles value chain such as batteries from the DRC and Zambia to the EU and the US.

The International Energy Agency (IEA) has estimated that between 2020 and 2040, demand for nickel and cobalt will increase by twenty times, for graphite twenty-five times, and for lithium more than forty times. This projected surge in demand for CRMs has fuelled great interest in the Lobito Corridor, and with it an inevitable scramble for access. The DRC, as the world’s largest producer of cobalt (estimates are consistently around 70% of global production), has found itself at the epicentre of this scramble, as has, by association, Zambia,” He wrote in his analytical essay: Lobito Corridor – A reality Check.

The West’s core interest is, therefore, to use the Lobito Corridor to facilitate the transportation of strategic minerals from DRC and Zambia to the US and the EU. It is part of the geopolitical and economic competition between the West and China. It would be naïve for anyone to think otherwise.

China’s competitive Advantage

In the ensuing competition between the two power blocks, China seems to have several advantages over the West. First, China has the “first mover” advantage. It long foresaw this rivalry coming, and so under President Jiang Zemin, the Forum on China- Africa Cooperation (FOCAC) in 2000 was formed. This was the vehicle for African penetration in all areas of human endeavour. And then under President Xi Jin Ping in 2013, It added with the infrastructure aspect under Belt and Road Initiative (BRI) and pumped in billions for infrastructure projects. Thorough these two vehicles, China has signed several MOUs with African countries, including Zambia and DRC.

It should also be noted that, in the DRC, China has massive mining interests where it controls most of critical minerals including Cobalt. It is clear from this analysis is that the West are close to 20 years behind China in Africa. Whilst they were busy fighting Wars on Terrorism in the 2000s, China was busy consolidating itself in Africa. The physical structures in terms of roads, bridges, airports, railway lines, stadiums, hospitals, power stations etc which are all over Africa, do tell the story.

As alluded to above, China has also revived its interest in Tanzania Zambia Railway Authority (TAZARA), which it wants to rehabilitate. The revitalization of the line should not take too long compared to building the Lobito Corridor whose work is expected to only start in 2026 and completed in 2028.

In terms of EV and battery value chain, the Chinese government has implemented various policies and incentives to support the development and adoption of electric vehicles and battery technology. China has made heavy investments in research and development (R&D) related to EV technology and battery innovation. It follows, therefore, that China’s combination of government support, manufacturing capacity, access to raw materials, vertical integration, and market dominance has positioned it as a global leader in EV technology and the battery value chain, giving it a competitive advantage over rivals in the EU and USA. China happens to be the World’s largest producer of batteries for electric vehicles.

According to Economic Policy and Strategy Consultant Dr. E.D. Wala Chabala, the US and EU may have entered the race for CRMs a bit too late.

The reality of the Lobito Corridor development is that it may be coming too late in the day. This is certainly true as far as transporting CRMs to the EU and the US is concerned since most of the supply has already been locked in by China. With the EU and the US lagging in terms of EV technology, it is highly likely that the DRC and Zambia will end up looking to the East for the capacity and capability building of EV battery value chains.”

There are several areas that the West can compete and beat the Chinese in Africa. But they need to engage African experts to tell them what those areas are, rather than come with a patronizing and a pre-conceived mind set with a know-it-all attitude, as in the past. The ball game has changed, and a bit of humility by Western power will do them a lot of good.

Lobito Corridor potential Benefits to Zambia

Zambia is one of the 16 landlocked countries in Africa.The importance of the transport infrastructure especially the railway line, cannot be underestimated. It follows, therefore, that the potential benefits of the Lobito Corridor railway line, which establishes a vital link of connecting Zambia to the Atlantic are immense.

The infrastructure development promises to modernize transport logistics, facilitate trade, and attract investments across various sectors including agriculture, manufacturing, renewable energy, and tourism. President Hakainde Hichilema was very excited about the project because he believes it has many potential benefits to Zambia.

The Project is not just about the railways but other sub-projects along the way, and it shall open up the hinterland rural communities to modernity since they will have access to telecommunication connectivity, power and roads,” he said when addressing his audience.

The Lobito Corridor has another potential benefit for Zambia in terms of lower fuel prices, as Energy Expert Dr. Johnstone Chikwanda disclosed in an interview with Zambia Daily Mail. Dr. Chikwanda believes that the Corridor will help unlock trade in petroleum products from Angola.

This Corridor will also serve as the harbinger for unlocking trade around petroleum products as Angola still remains with one of the biggest oil reserves on the continent which will assist to lower the fuel prices once we start tapping into the same”, He told the Zambia Daily Mail.

Conclusion

In terms of who Zambia and DRC should partner with in the EV and battery Technology manufacturing, it is a no brainer – it should be Chinese companies. Chinese companies are the global market leaders. They can set up manufacturing facilities very quickly, as they are not as risk averse towards Africa, as their Western counterparts. The African American US Congressman, Gregory Meeks, once bemoaned the negative attitude of Western companies including US Companies towards Africa.

Whether it is an overestimation of risk or an unfortunate miscalculation of the value of the African market, America trails global partners and competitors in forging investment and commercial ties with Africa. Africa has been starved for capital, yet its continued development requires massive investment in infrastructure, energy, and food production,” he lamented in 2021.

The Lobito -Tazara rivalry is just the tip of iceberg of what is to come. This Author foresaw this rivalry three years ago and documented it in a book. Africa is well advised to prepare for the two power blocks competition and figure out how to handle it for its benefit. It all began with debt restructuring, and now its trade routes and strategic minerals, what will be next?

The areas of rivalry will keep on increasing. African countries individually, and the AU as a collective, should devise strategies to manage this 21st Century challenge. One hopes that Africa has learnt lessons from the devastating effects on the continent of the Cold War, and ensure similar mistakes are not be repeated.

Zambia and Africa should remember this: smart people learn from their own mistakes, wise people learn from their own mistakes and those of others, and foolish people learn from neither.

United Kwacha Alliance a Painful False Hope

The newly formed United Kwacha Alliance slowly showing cracks , the first punch was thrown by Dan Pule’s Party whose name I can’t remember. They suggested on radio that it should lead the alliance. This did not sit well with other political parties, but because it was unthinkable for a “non-existing ” political party to lead, they were just ignored. They knew that no one is paying attention to Dan Pule’s party and not even them.

We have also seen the new Heritage party becoming the defacto vice president to former President Lungu, forget about Sakwiba, he was placed there because he has the weakest political party and very little or passive Presidential ambitions. This instead of growing the alliance will stop it’s growth, other political parties feel that the leadership structure has already been set.

Madam Kateka said something that did not sit well with the socialist party in Luapula about other opposition parties delaying to join UKA. These brought out a strong reaction from Fred Mmembe, practically warning them that they would be crushed before they even start. It’s seems Fred is not for the alliance and its disturbing his plans.

Citizens First Harry Kalaba is also sitting on the fence, he is not very committed to the idea but will let it play out for now. We all know when Kalaba is committed, we will all see it. His plan is basically to have everyone support him for the UKA Presidency, he thinks he is the most popular and the most logical candidate. As soon as that possibility begins to fade away, he will also fade away from the alliance. We can all tell Kalaba is not fully committed to this.

But perhaps the most interesting one is Edith Nawakwi, allegedly telling other party Presidents that Lungu is unsellable. The idea is to keep and use Lungu but not let him use them. She feels she is next in line if experience and seniority have to be considered. And this where the major fight will come from. If Nawakwi does not have her way, she will leave distraction in the alliance they won’t even be able to field candidate’s.

Furthermore despite the Miles Sampa and ECL situation in PF, other senior PF members have complained that they were not consulted over the decision to join UKA. There was no NCC meeting or resolution and only few people close to the President knew about the alliance. If the UKA alliance does not go through, those PF senior memebers will lose repect for ECL whom they already blame for the Miles Sampa fight.

The caution to those in the alliance is that political parties tend to die after the success of failure of an alliance. Unless the reason for an alliance is to seek jobs for a few selfish leaders. If this alliance continues all small political party members will become members of the strong party with a structure and more resourses. They end up with a new leader because their leader has been absorbed and that marks the end. I see this happening to Jackson’s Gold party and Saboi’s NDC. They risk burrying their political careers like Mutati, KBF and Milupi even if the alliance succeeds, unless it’s just jobs they want.

I have not hidden that fact that am not for this alliance, the main reason is that if it falls at the last minute it will give UPND a free pass in 2026. Secondly me I want through hell under PF, it’s still painful and I have not forgiven them, I can’t afford them to be back in power. Thirdly I have said and keep repeating that Lungu being back in politics is the greatest strength UPND has for 2026. He is a major distraction for other political leaders and parties to rise to the occasion . He is basically holding his support base from going to any other party or leader . Its like Kalusha failing to retire you remember?

The same thing that happened with FTJ and KK in 1996 will happen, when everyone thought that KK can come back. KK was never on the ballot and the MMD literally went unopposed. Let Lungu pick a candidate and then seek support from others maybe they will stand a chance. Not just coming together just in the hope that one will lead or get a job and if you don’t lead, you abandon ship. This alliance is not even on ideas or policies, it is just a pitty party. How can you go and register it as a pressure group sure? Are we college or secondary school?

ECZ Commends Mwansabombwe For Peaceful Elections

The Electoral Commission of Zambia (ECZ), Commissioner McDonald Chipenzi has thanked all the stakeholders for their contributions towards the just ended Kayo Local Government by election in Mwansabombwe District.

Mr Chipenzi was speaking during a comprehensive review of the recently held Local Government by-elections won by the UPND.
He said the election was credible and that no incidents of violence were recorded, an indication that all stakeholders played their part.

The Commissioner, further urged the people of Mwansabombwe district to get acquainted and understand the electoral process reforms as they continue to work for the people of Zambia.

He said ECZ is committed to transparency and accountability and that soon will embark on the review process to assess the efficacy and integrity of the electoral process.
Mr Chipenzi said the ECZ acknowledges the commendable voter turnout witnessed during the local government elections, reflecting the citizens’ active engagement in the democratic process.
He said there was adherence to established election procedures which resulted in fairness and impartiality throughout the electoral process.

The Commissioner reaffirms the ECZ’s commitment to transparency and accountability and providing stakeholders with access to accurate and timely information regarding the electoral process.

Farmers in Kaba Hill in Limulunga District of Western Province whose fields are badly hit by the dry spell have appealed to the government to help them secure their household food.

Kashawa Machele says everything he planted is wasted due to the heat and lack of rain wondering where their food will come from.

Mr. Machele who is a beneficiary of the government’s farmer input support programme (FSIP) has thus called on the government to find ways to render food support.

“Government, you are our parent, we ask that you help us with food. This is February and hunger is already hitting, I wonder what will happen in the coming months. Our hearts have fainted within us,” he lamented.

Mr. Machele said farmers in the area do not have water pumps or any irrigation equipment due to lack of funds thus depending entirely on rainfall.

Another farmer Kapoba Kapoba, who planted maize on a four hectares land in the area, said agriculture has failed this farming season due to isolated and scanty rainfall.

“From this four hectare farm we shall be lucky if we harvest 10 kg because there is no promise of even one 50 kg bag. We appeal to the government to help us otherwise they will come to pick up dead bodies,” Mr. Kapoba said.

The trail of destruction left by the dry spell has spared Maibiba Imwaka who planted her maize field earlier on 15th November, 2023 however, fall army worms ate up some of the plants.

Ms. Imwaka appealed to the government to secure chemicals that combat pests early enough so that the destruction is prevented.

“Fall army worms will compromise my yield this year because I didn’t spray on time thus I ask the government to come to our aid timely,” she said.

Ms. Imwaka urged other farmers to consider planting early, noting that even when the dry spell hit the maize would still grow.

Limulunga District Agriculture Office undertook a backstopping and supervisory visit to Kaba hill to assess the impact of the drought and fall army worms.

District Senior Agricultural Officer, Simon Mumba disclosed that fall army worms infection was 38 percent before the department distributed chemicals to combat the pest but after spraying, the impact dropped to 28 percent after farmers sprayed.

Mr. Mumba urged farmers to complement the government’s effort in combating fall army worms by acquiring the needed chemicals.

“We encourage farmers to take action and buy chemicals so that they can spray when they see signs of fall armyworms. All farmers were trained in spraying, scouting and many other agricultural activities by agricultural extension officers,” he said.

Mr. Mumba said that it is unfortunate that with heat army worms also bred and hatch causing the infestation to multiply.
Government distributed 406.25 litres of army worm chemicals to all 25 farming camps of the district.
Meanwhile, Kaba Hill Agriculture Field Camp Officer, Geoffrey Ngwelenge said crops were wilting and army worms have not spared most fields in his camp.

Mr. Ngwelenge said he and other camp extension officers were trained at the province and later trained farmers to control pests.

“Before government procured the chemicals, we trained farmers on how they can control fall armyworms using sand and ash and how to scout their fields,” he said

President Hichilema Leads Unveiling of Julius Nyerere Statue at AU Headquarters

The Southern African Development Community (SADC) has unveiled a striking three-meter-tall statue at the African Union Headquarters in Addis Ababa, Ethiopia, in honor of Tanzania’s Founding President, Julius Kambarage Nyerere.

President Hakainde Hichilema, serving in his capacity as Chairman of the SADC Organ on Politics, Defense, and Security Cooperation, led the unveiling ceremony, marking a significant moment in African history.

In his address, President Hichilema emphasized the statue’s significance as a reminder of President Nyerere’s immense contributions to the liberation struggles of numerous African nations. He stressed the importance of honoring such noble leaders to preserve their legacy and inspire future generations.

Tanzanian President Samia Suluhu Hassan, also the incoming Chairperson of the SADC Organ on Defense and Politics, paid tribute to President Nyerere’s visionary leadership and dedication to fostering unity and development across Africa.

SADC Executive Secretary Elias Magosi highlighted the statue’s role in commemorating President Nyerere’s commitment to continental peace and security, serving as a timeless reminder for present and future generations.

African Union Commission Chairperson Moussa Faki echoed sentiments of President Nyerere’s pivotal role as an iconic Pan-Africanist, emphasizing his instrumental contribution to the establishment of the Organization of African Unity (OAU) in 1963.

The Julius Nyerere statue, erected in front of the Julius Nyerere Peace and Security Building commissioned in 2016, stands as a testament to his enduring legacy and dedication to African unity and progress.

Among the esteemed figures commemorated at the AU Headquarters are Emperor Haile Selassie of Ethiopia and Ghana’s Founding President, Kwame Nkrumah, underscoring their pivotal roles in shaping Africa’s history and future.

SADC resolved in 2020 to erect statues for all nine SADC founding fathers, including Zambia’s Founding President, Kenneth Kaunda, at the SADC Headquarters in Botswana.

The unveiling ceremony was attended by various Heads of States and Prime Ministers, signifying a collective acknowledgment of President Nyerere’s profound impact on Africa’s collective journey towards peace, unity, and prosperity.

Leader of the Opposition in Parliament Robert Chabinga has praised President Hakainde Hichilema for his visionary leadership.Mr. Chabinga who is also Patriotic Front Mafinga Member of Parliament acknowledged that Mr. Hakainde Hichilema is a visionary leader and continues to offer clarity to his administration’s policies.

“The President has a vision, he is steadfast and wants benefits for this country. The president has employed remedial measures to salvage the economy. All must admit seeing visible infrastructure progress thus far. I support the President’s clarion call for an agricultural revolution. Agriculture has the potential to turn around the economy of this country,” he said.

He also acknowledged projects in the Mining and Energy sector as well transformation programmes in the agricultural sector.
He charged that President Hichilema has taught him that one can practice politics with integrity.
Mr. Chabinga was speaking during a media briefing in Lusaka.

He said he is optimistic that parliamentary debates will remain informative, constructive and in a manner that will preserve the decorum of the house.

“It is my hope that the opposition and the United Party for National Development (UPND) administration will work together and discuss issues of national development in a way that will preserve the decorum of the house,” he added.

He advised parliamentarians not to get advice from people that are outside parliament, adding that the core value of parliament is to represent the people of this country.

He also said the Emolument Commission should either be repealed as its administration is interfering with the autonomy of the legislature and the judiciary or it should be amended to only apply to officers in the executive.

“From time immemorial, the conditions of service of legislatures have been determined by the standing orders committee in consultation with the executive in order to have uniformity of benefits with other constitutional office holders. This must be expeditiously dealt with to address perceived doubt impacting the country’s governance vis-a-vi separation of power,” he added.

He said among the constitutional reforms of note is Article 52 (6) which is potentially an electoral crisis in waiting.
“It allows the Electoral Commission of Zambia to cancel an election in the event of a candidate’s resignation, disqualification or death. If left unchecked, the Act has the potential to harm our democratic credentials. This is because it is left open to manipulation and abuse by political actors thereby introducing uncertainty into the electoral system, especially at Presidential and Parliamentary levels. It also potentially triggers unwarranted wastage of government resources,” he said.

Bwalya is a warrior; please embrace him!

In our political discourse which is always never short of drama; one of the highlights of the previous week is obviously the ‘transition’ of former Catholic priest, Frank Bwalya from his brief retirement from politics to the ruling, United Party for National Development. This occurred during the official opening of the party’s National Secretariat graced by no other than the Republican president, Hakainde Hichilema!

Although this latest development has been warmly welcomed by some within and outside the party, others haven’t been so kind in describing his next political expedition. “Njala yamunyokola! He’s a political prostitute! This man used to disparage the president not so long ago….” You hear them complain to the heavens!

What do we make of this?

Bane….. it’s not said politics creates strange bedfellows for nothing. There’re no permanent friends or enemies in politics, they say. Only an armature in politics would choose to completely insulate themselves from this reality!

There are always a few lessons that those misguided individuals making noise in the blogs can learn from this. During the time of MMD in power, Willie Nsanda, a hefty individual with gigantic hands, once stormed Radio Icengelo where opposition Patriotic Front party leader, Micheal Sata, was featuring on a live interview, roughed him up and tore up his woolen jacket……not some cheap cotton material from Kamwala!

What followed next? In a matter of time, Nsanda ended up not only being a closest confidant of the King Cobra, but one of the ‘gate keepers’ at State House as well! We can cite another interesting example. If we may give another example; when Sata was breathing heavily on President Rupiah Banda neck on his quest to take over from him, his Home Affairs Minister, Lameck Mangani, assured him he had gathered enough evidence Sata was a foreigner and that the police would be arresting him soon. Of course, that was just a question of hot air as Mangani would eventually fell out of favour with his boss. What happened next? He ended up being one of the party stalwarts in Sata’s party and a Minister for that matter!

Why are we saying all this?

Ignore Bwalya at your own peril as the ex priest is a warrior……a mover and shaker, an effective mobiliser, a great communicator, spin doctor at heart…..a frontline person! Which political party wouldn’t want to have such an asset within their ranks? Ba UPND, please embrace Bwalya.

At a time when the opposition has gone full throttle spewing propaganda aimed at painting a negative image of the President and his government; UPND urgently needs someone with the calibre of Bwalya not only to quench off the fire or diffuse propaganda, but mobilising party support as well.

Bwalya says he’s joining UPND to work; this is the man who is not afraid to feature on live or phone-in programmes; deploy him to the Copperbelt and the Northern regions to explain party policies, let him venture into the shanties to mobilise support. One other added advantage is that the former priest has been a PF member and has also briefly flirted with the Socialist party before; he therefore knows their weaknesses and where to hit them where it hurts the most!

Welcome aboard a Walya, as the Easterners would say.
