The Mind of Unemployed Youth

Youths in Kabushi displaying their voters cards and NRC’s after obtaining them

By Musyani Siame

I can’t help but wonder if the young people of today are being heard. How many of us know what they are thinking? My observations show that it is almost impossible for a youth to get employed despite having struggled to get a good education. At what point do they give up and let their life go a different way?
We are living in an era where employment is becoming almost impossible to get as a youthful person. The majority of young men and women with great academic achievements and others with rich technical skills are looming the streets of many towns in our country with no hope of where to get employment, how to get employment and who to offer them with employment.

In this modern Zambia, the youth unemployment rate have escalated to unprecedented levels. According to Central Statistics Office (CSO) in the monthly volume 191 of 2019, the youth unemployment rate was estimated around 17.6 percent in the fourth quarter 2018. The figure is indeed quite a high in itself and every well-meaning Zambian must be concerned about it. I have consciously observed that the mind of unemployed young man and woman is slowly becoming dangerous and vicious. A youthful person with the zeal to give out positive energy tends to give out negative energy instead resulting from unemployment.

The mind of the young engineer from the University of Zambia (UNZA) is slowly becoming frustrated day by day due to unemployemnt. The mind of the youthful mathematician from the Copperbelt University (CBU) is slowly losing potential for the positive energy. The mind of the planner from CBU is slowly losing hope for the future. The mind of the forester from CBU is slowly giving up on life to mention just a few.

The youth of today are collectively becoming bitter at government for failing them. Considering the high levels of youth unemployment in Zambia, it is clear that government has failed to create a conducive environment for youth employment. Government has failed to employ young graduates in almost all sectors of the economy. The 65 years retirement age is both a punishment and a curse to youth with positive energy. Negative political cadres have taken pre and deprive deserving youth with positive energy of various employment opportunities. The mind of the youth is angry.

The fact is that most of employment opportunities for youths have gone to the corrupt and selfish politicians. Probable chances of youth employment have been sold to the unprofessional cadres who are unproductive. It is difficulty for a youth to get a government tender. It is almost impossible for a youth to get employment without having any relations with the human resource, or some big fish of the company, or a politician etc. Many government departments across the country have unfilled vacancies and officers have more workloads than normal to cover up yet there are a lot of youths crying looking for jobs. It is unfortunate that the unemployed youth did not envision this negative energy making him or her furious.

While government and private sector continues to deny youths of employment opportunities, it is slowly cultivating bad vices leading to negative energy such as alcohol abuse, drugs, prostitution, theft, mental disorders. Youths strive to wake up to hope, vision and determination but seems not to see light at the end of the tunnel.
Therefore, government must reconsider adjusting the retirement age from 65 to 55 years in order to create opportunities for youth employment in the country. Government should create a conducive environment for youth employment in private and public sectors. Government need to provide zero tax for start-up businesses for youths. There must be fiscal prudence of public resources to create opportunities for youths. Above all, government must prioritise the creation of manufacturing industries which have potential to create youth employment. While this seems better said than done, it is not impossible for government to accomplish.

Proflight Zambia’s staff have completed their Dash-8 turboprop aircraft type training in maintenance and operations as the airline prepares for its latest aircraft to be put on the Zambian register.

Proflight has been working closely with the regulator, Zambia Civil Aviation Authority as well as with the aircraft manufacturer Bombardier, to complete its type training on the Dash 8, while Type acceptance in Zambia of the aircraft type, is on course.

Proflight Zambia’s Director of Safety, Quality and Security Kenneth Silavwe said the company staff have undergone rigorous, Zambia Civil Aviation Authority approved training ahead of the local registration of the 50-seat Dash-8 turboprop aircraft in Zambia.”
Mr Silavwe said: “Airworthiness and Maintenance training for the Zambia Civil Aviation Authority and Proflight maintenance staff is complete, and Flight Operations Training has already commenced and is scheduled to be completed during early April 2019.”

Some 15 Proflight employees have undergone training for the Dash 8 aircraft type. The group undergoing the type training included pilots, cabin crew and engineers.

“The first batch of training on the Dash 8 for Licensed Aircraft Maintenance Engineers began as early as December 2018,” added Mr Silavwe.

Under the training Proflight staff acquire comprehensive theoretical and practical skills in the systems, structures, operations, maintenance, repair and diagnosis of the Dash 8 aircraft type.

Aircraft type training is done in accordance with regulatory approved maintenance and flight operations information and documentation, so that the necessary maintenance tasks can be properly and safely carried out and the aircraft operated according to the required standards and operating limitations as per the design and type certification specifications.

Since the Dash 8 plane is a new type of aircraft introduced on Proflight’s domestic and regional routes, the airline is required to be thoroughly familiar with the unique features of the aircraft while the type certification process is followed.

Aviation regulatory authorities require the aircraft to be type-accepted in order to gather information that will enable effective safety oversight for the aircraft when its on the Zambian Register of Aircraft, as well as to be able to accurately assess the aircraft prior to granting any technical related approvals relating to the aircraft such as but not limited to type-specific courses for the flight crew, cabin crew and engineers.

Proflight puts training as a top priority to enhance the level of safety attained. Currently the airline employees more than 200 employees and is dedicated in improving the industry with its addition of new aircraft and professional personnel.

He said this when he officially opened a local government decentralization for development programme (D4DIII) meeting organized by GIZ in Solwezi.

Mr. Ngimbu commended the German government for its continued support towards various developmental programmes in Zambia.

Tropical storm which has devastated Mozambique likely to extend to Zambia

11

The Southern African Development Community – Climate Services Centre has predicted that a tropical storm which has devastated Mozambique, which will migrate inland and make land fall over eastern Mozambique is likely to extend to Zambia.

The storm is likely to affect Luapula, Northern, Central, Southern, Muchinga and parts of Eastern provinces.

According to Rachael Chama the Disaster Management and Mitigation Unit Public Relations Officer Districts such as Lunga, Chilubi, Luwingu, Mporokoso, Kawambwa, parts of Mansa and Milenge are likely to receive rainfall in excess of 10 mm from March 16.

She said the cyclone which is likely to make land fall in Zambia from 15th – 20th March 2019, will be characterised by high velocity winds, heavy rainfall storms may result in flash and localized floods and debris.

“In view of the above, human habitation may collapse rendering people homeless, lives and property may be lost, fields may be submerged, livestock may be affected and crossing points washed away die to the floods”, she has warned.

She has since urged communities in the identified districts to minimise movements and avoid vulnerable buildings further advising them to take caution when approaching flooded rivers and avoid crossing on flooded low level bridges during the forecast period.

“The Zambia Meteorological Department will continue monitoring the situation and keep the nation updated. DMMU will also continuously issue early warning information through SMS, radio and television,” Mr. Chama added.

Nkana coach Betson Chambeshi is optimistic they will end their two-match away losing run in Group C as they prepare for their final league stage fixture of the CAF Confederation Cup in Sudan on Sunday against Al Hilal.

Since then, Nkana have lost 2-0 away to compatriots Zesco United on February 3 in Ndola and 3-0 in Ghana to Asante Kotoko in Kumasi on March 3.

“Yes, it has been a worry but we are trying our level best to make sure we mend were we are not doing well but we are ready,” Chambeshi said.

“But if you look at our performances away from home, it is only that we have been conceding but if you look at the whole picture, the team is there and it can deliver and pick points away from home.

“We are sure we have worked on these lapses and the boys are ready to perform.”

Nkana just need a draw on Sunday in Omdurman to seal their debut quarterfinal place in the competition.

Nkana lead Group C on 9 points, Al Hilal are second on 8 points while Kotoko and Zesco have 7 and 4 points.

But a home win or draw for Zesco on Sunday against Kotoko at Levy Mwanawasa Stadium in Ndola will hand Nkana their quarterfinal passage regardless of Sundays result in Sudan.

Former Roan Member of Parliament Chishimba Kambwili has vowed to deal with President Edgar Lungu in the forthcoming Roan Parliamentary by election.

Mr Kambwili said in a statement that he wants President Lungu to come to Roan for campaigns where the NDC will teach him a political lesson.

“To President Lungu I want you to come to roan with all your money, all your helicopters, all your busses, all your vehicles including the fire tenders, make sure you also come with Davies Mwila I would like to deal with you and not these little babies your brought to Roan Constituency,” Dr Kambwili said.

He declared that the ground in Roan is fertile adding that he wants all government machinery in Roan so that the people can enjoy government money that they would not be given had it not been for an election.

Dr Kambwili said he will be waiting on the ground for the PF leadership.

“I repeat bring all your money to Roan we chew it for you, those K20 Bowman was giving out are too small. We need millions of kwacha pumped into roan constituency,” he said.

He said the NDC adopted candidate Eng. Joseph Chishala who has worked in the mines for over 20 years and was a vocal leader within the Mine Union of Zambia and just like him, he was persecuted for fighting for the poor miners.

“I would like to thank my media guys from the PF for creating such a wonderful buzz around NDC. Your propaganda surrounding my son led you into a ditch but now we have delivered a viable candidate,” he said.

ActionAid Zambia has denied reports that a recent audit has unearthed widespread looting of donor funds at the anti poverty organization.

In a statement, ActionAid says it has been made aware of a social media post containing wide-ranging allegations against the organisation, its past and present staff.

“We would like to categorically inform our partners, supporters and allies that the allegations are baseless, malicious and untrue,” it said.

“We assure all our partners and supporters that ActionAid Zambia remains astute in its mission of achieving social justice, poverty eradication and gender equality, guided by its values, including integrity and transparency, among others, the statement read.

The social media posts alleged that Action Aid Zambia,Board Chairperson Aretha Mwale has resigned following revelations of extensive abuse and looting of donor funds at the organization.

Ms. Mwale is said to have informed her fellow Board members last week that she was bowing out of ActionAid Zambia.

She is said to have expressed concerns with deep audit revelations.

And the Swedish Government which recently gave ActionAid Zambia $4.8m for good governance programs associated with the 7th National Development has also expressed concern at the recent revelations.

Swedish Embassy Head of Development Co-operation, Karin Sverkinthat is said to have expressed concerns fearing that the swedish government might freeze funds until after the Audit.

He also said, if the abuse is confirmed, ActionAid Zambia and implicated officials will be made to refund the money.

When a Media House Turn Rogue: The Case of Prime TV

35

Part 3: MASSAGING A VICTIM COMPLEX: HOW PRIME TV HAS BEEN LET DOWN BY HASTY AND IMPROVIDENT MEDIA BODIES

By Wilfred Sameta

US Senator Robert Byrd in his remarks as the Senate in 2005 opened debate on Senate Joint Resolution 46 – a resolution authorising the President of the United States of America to use whatever force he deemed necessary prior to the gulf war in Iraq or elsewhere cautioned:
_“All things will be clear and distinct to the man who does not hurry; haste is blind and improvident”_.

There have been a variety of automated reactions arising out of the suspension of Prime TV broadcast licence that remind one of the wisdom in Senator Byrd’s advice.

Unfortunately a great deal of the feedback to Prime TV’s situatio has been hasty, blind and improvident.

It has been ill-informed to the realities at the root of the suspension of the television station’s Licence i.e. Prime TV evening news broadcast of Saturday 9th February 2019.

THE MEDIA BODIES

In a scathing attack on IBA and the government shortly after the suspension of Prime TV, the Media Liaison Committee (MLC) in their statement strangely did not refer to the reasons cited in the suspension letter; yet they went off on a tangent diverting attention from the reasons outlined in the suspension letter by vehemently blaming the suspension on the fact that Mr Davies Mwila of PF had “chased” Prime TV reporters from his Press briefing on the 26th of January 2019.

All this muddying of the waters by MLC to conceal the flaws of professional colleagues was really an attempt to cover their own glaring inadequacies. Their attitude is a perfect example of how loyalty becomes perverted when it is understood to mean blind acceptance.

Journalism should be anchored on truth and accuracy; not obfuscation.

What are the clear facts that MLC ZIIMA et al are ducking and diving?

PF letter of complaint to Prime TV and the latter’s subsequent response as well as PF letter escalating the matter to IBA (When they were not satisfied with Prime TV response) was premised on Prime TV 19:30hrs news bulletin of Saturday 9th February 2019 with the caption “ARMED STATE POLICE AND PF CADRES CHASE OF HH IN THICK FOREST TOOK 8 HOURS”

The following matters arising from the above stated bulletin are at the heart of the matter:

1.INFLAMMATORY NEWS REPORTING

The uncorroborated news report was extremely inflammatory and with the potential to evoke hostility and ignite or escalate violence and disturb the peace. (Why have the media bodies been conspicuously silent about this potentially bloodletting aspect of the Prime TV issue?)

2. INACCURATE BIASED UNETHICAL REPORTING

Overhyped news and Sensationalism: Footage of the same news report did NOT show any evidence or pictures or footage of State Police and PF cadres pursuing Bo HH into the Bush. Bo HH was on the contrary seen taking a leisurely stroll and issuing instructions to his delegation!

There was NO Corroboration between the footage and the story of him being hunted down.

(Yet again MLC ZIIMA and the rest are silent. Isn’t it a surprise that MLC, ZIIMA and the rest have never condemned fake news! Why? Isn’t this something that threatens their profession? Or could it be that perhaps be that they benefit from it?)

3. SOURCE CONTRADICTED THE STORY

UPND Chairperson Mrs Nalumango was captured delivering a statement in the footage of the Prime TV story news bulletin in question where she said: “there was totally nothing of any violence and there was no PF anywhere and there was NO Patriotic Front in confrontation with UPND”.

The UPND Chairperson’s comments in the footage contradicted the Televisions station’s headline and story.

(One wonders, have these media bodies even taken time to review this particular bulletin?)

4. OPINIONATED NEWS ANCHORED BY A PRIME TV MEMBER OF UPND MEDIA TEAM PUSHING FOR REGIME CHANGE:

Prime TV news and current affairs programmes are heavily politicised and opinionated in their delivery and disparaging of the government in their content.

They are mainly anchored by Mark Simuwe – a known active member of the United Party for National Development (UPND) Media Team.
(Perhaps ZIIMA, MISA and MLC approve of this?)

5. NEWS DIRECTLY PRODUCED BY POLITICAL INTERESTS

In a section of the footage of the story Bo HH is captured directing the cameraman.
Prime TV in their letter of response to PF’s complaint stated: “The idea of the story HH and many hours of being pursued are based on the official position of UPND officials.”

(Again, perhaps this is normal in the eyes of Enock Ngoma of MLC and WPFD, ZIIMA president Jajah Coulibaly and company?)

MLC further misrepresented the facts by claiming that the IBA had disregarded its own regulations because they allege that PF SG directly wrote a letter of complaint to IBA without first complaining in writing to Prime TV. Wrong! (All these pieces of correspondence between PF and Prime TV and subsequently IBA are in the public domain. PF wrote to Prime TV first, Prime TV responded after two days and then PF SG not being satisfied with the Prime TV response escalated the matter to IBA.MISA was copied in all correspondence)

TRUTH AND ACCURACY IN JOURNALISM

It cannot be overemphasised that truth and accuracy are sacrosanct in the practice of Journalism. It is therefore disconcerting when media “mother” bodies such as ZIIMA and MLC distort their facts. If they can peddle misinformation to such a degree and ignore the facts, then what hope is there for the young and upcoming journalists at Prime TV? What about the cub reporters in the making? It makes me shudder! I wonder what the dearly departed media “fundi’s” Professor Peter Kasoma and Fackson Nkandu would make of this.

It is not helpful to Prime TV and the rest of the media fraternity that MLC, ZIIMA, MISA and company have degenerated into automatons pre-configured to respond in a negative way towards the authorities without considering the facts of the matter. Loyalty to professional colleagues should not render one blind to the truth. Loyalty must be enforced by reason; when loyalty becomes blind, it becomes dogmatic rhetoric.

These media bodies are partisan in approach and clearly lack objectivity. They are silent to the wrongs of the opposition and scream loudly to the perceived wrongs of the ruling party.

For instance:

1. Why didn’t they condemn the opposition when Journalists from various media houses were roughed up by UPND cadres during elections in Chilanga last year?*

2. Where were they when Bo HH called Bangwe Navilley “Stupid”?

3. What have they done about revelations by former Prime TV journalist Kasebamashila Kaseba on his face book page regarding the mistreatment and divide and rule tactics of Gerald Shawa at Prime TV?

4. What are they doing about former Prime TV Staffer Kalani Muchima’s revelation that the owner of Prime TV encourages his journalistd to do “bad things” in order to “make money” for the station?

5. While Media Owners are getting richer and the journalists poorer, What are ZIIMA, MLC & MISA doing to fight for better conditions of service for hard working journalists? When are they going to seek a permit to march for this cause? Touche!

6. Why did they fold their hands and look away when a certain political cum entertainment personality insulted the journalism fraternity over transport refunds?

7. What Continuous Development Programmes are they facilitating for practising journalists? None!

8. What have they done to help Prime TV from a professional perspective to address the issues listed from 1-5 above that are at the core of the Television stations suspension? Nothing!

Zambia needs a kind of Journalism that is rooted in facts with a progressive and objective perspective on their country and the world in general.

(That doesn’t by any means mean that journalists should become doormats of the government or roll over and play dead; God forbid-no!

However, Journalism does not need the drama of the mechanical victim mind-set being projected by MLC’s and ZIIMA’s Messrs Enock Ngoma, Jajah Coulibaly and company.

This twisted attitude has wrought in them them a delusion of fault and blame, such that they have become blinded from the simple truth of cause and effect. Sometimes people create their own storms and then get upset when it rains!

There are two ways to be fooled. One is to believe what isn’t true; the other is to refuse to believe what is true. Coullibaly and Ngoma go both ways.

These parochial distortions do not augur well for media organisations that seek to uphold truth and accuracy; nor do they help Prime TV.

WITH THESE SUBJECTIVE KIND OF MEDIA BODIES, SELF REGULATION IS A MIRAGE

With the kind of attitude of MLC, ZIIMA, MISA and company, one begins to understand why since 2010 self-regulation amongst the media fraternity has continued to be an elusive mirage. Because of such leadership in the media bodies, journalists are unfortunately the most polarised profession in the country.

Journalism is currently a profession with so many “mother bodies” arising out of so many egos and partisan interests.

Whilst Lawyers, Accountants, Medical Personnel, Engineers Human Resource Practitioners, Purchasers, and even other professions closely linked to Journalism like Marketers and Public Relations practitioners are either already self-regulating or have made significant progress in self-regulation, journalists – thanks to a plethora of egoistic leaders of media bodies (without a unifying desire to develop their profession) self-regulation is in the doldrums. Meanwhile Ngoma, Coulibaly and company are chasing selfish interests as they run helter-skelter in Brownian motion.

Self-regulation requires a high degree of objectivity. It is lack of such objectivity and a lack of honest criticism as highlighted in their mishandling of the Prime TV debacle that has prevented the media fraternity from attaining self-regulation since 2010.

They have become a self-saboteurs in journalism and they have compounded that by also having a victim mentality. It is as though they are holding their own breath and then blaming others for their inability to breathe.

Such is the story of the hasty and improvident media bodies and their neglect of Prime TV.

Some Ndola residents have appealed to the Zambia Electricity Supply Corporation (ZESCO) to consider entering into long-term payment plans for new electricity installations.

The residents told ZANIS Ndola this morning that most people that have built new houses were finding it difficult to have electricity connected to their houses because of high connectivity charges.

Mr Michael Chawinga noted that Zesco must come up with a long-term payment plan for all those that are wishing to have electricity connected to their newly built houses.

Mr Chawinga advised that if Zesco was connect electricity free of charge and then start deducting an agreed upon percentage from the client every time they purchase electricity units for consumption it would make things easier for both the utility company and the consumers.

Another resident Mrs Mary Mwansa of Mitengo area noted that electricity connection charges were just too much for the ordinary Zambian to afford.

Mrs Mwansa has since appealed to Zesco to revise the charges or introduce a payment plan that would allow residents to have electricity connected to their houses before they finish paying the whole amount.

Sinkamba calls upon Finance Minister to immediately pay salaries for Prosecutors and judicial officers

Green Party President Peter Sinkamba with Finance Minister Mrs. Mwanakatwe

The Green Party President Peter Sinkamba has called upon Finance Minister Margret Mwanakatwe to immediately disburse salaries for National Prosecution Authority and other judicial officers countrywide.

Speaking in Kitwe yesterday morning, Mr. Sinkamba said it is wrong for Government to keep essential public service workers like prosecutors without pay because such blunders breed and promote lawlessness in the nation.

He also said that failure to pay salaries undermines adherence to national values and principles espoused in the Constitution of Zambia.

Soccer fans in Ndola have advised Zambia National team players that have been recalled for next weekend’s Egypt 2019 Group K qualifier against Namibia at the National Heroes Stadium to take the game seriously.

ZANIS Ndola reports that the fans are optimistic that Chipolopolo caretaker coach Aggrey Chiyangi will use the game, which is a formality for his side to identify players that should take on the Chipolopolo mantle in future.

William Mulwani noted that coach Chiyangi will be looking at the game from a perspective of building the national team.

He said it is therefore imperative that players that have been recalled to national duty take the game seriously and not look at it as a formality.

“The players that have been recalled to camp should know that there is national pride at stake and also that this gives them an opportunity to secure places in the team,” he said.
