Opposition UPND MPs walk out on Chitotela in Parliament

Opposition Members of Parliament this morning walked out of Parliament when Housing and Infrastructure Minister, Ronald Chitolela stood to respond to questions during the Oral and Answer session.

The MPs walked out of the house on two occasions when Mr. Chitotela was asked to respond by the House Speaker.

Leader of the opposition Jack Mwiimbu said the MPs are resolved that they will continue boycotting Mr Chitotela’s answers in Parliament in order to press for his dismissal.

Mr Mwiimbu said the MPs will not allow Mr Chitotela to address the House when he is facing corruption charges.

And UPND Kafue Member of Parliament Miriam Chonya said the MPs could not listen to a minister who is a suspect in criminal cases.

In the first instance, the opposition MPs walked when Mr. Chitolela was responding to Shang’ombo Member of Parliament Mubika Mubika who asked him on the construction of communication towers in his area.

The MP’s also walked out when Mr. Chitotela was responding to Manyinga Member of Parliament Robert Lihefu on the stalled construction of a police station in Manyinga district.

The opposition FDD has supported the stance taken by the Zambia Congress of Trade Unions and other stakeholders in regard to the 1000 job offers for Zambians in the Gulf region.

Party Chairperson for Labour Yotam Mtayachalo says while his party commends government for coming up with such an initiative because it has accrued benefits to both the employees and the nation at large, the move to send Zambians to work as drivers and maids in the United Arab Emirates and Kuwait must be treated with a lot caution.

Mr. Mtayachalo has implored the Minister of Labour and Social Security Joyce Simukoko to shade more light on this matter further expressing fear that Zambians maybe mistreated while in the Diaspora especially women who are very vulnerable to all sorts of vices such as being subjected to inhuman working conditions.

“We are alive to the fact that the Arab States Region is one of the main destination regions globally employing more than 18 million migrant workers, and the number has continued to increase substantially in recent years”, he said.

Mr. Mtayachalo said the Gulf States Region is undoubtedly accounting for over $109 billion in terms of remittance outflow to many developing countries including Africa however according to the International Labour Organisation report, many of these migrant workers who are manual labourers or domestic workers who face a number of decent work challenges.

“Further the Human Rights Watchdog and the US State department have cited widespread abuses in the United Arab Emirates and other Gulf states which could be described as modern day slavery as there are documented and horrifying scenes of these abuses which include assault, sexual harassment and exploitation of migrant workers just to mention a few especially from Asia and Africa regions”, Mr. Mtayachalo said

He said furthermore, in May last year, Amnesty International released a report which strongly criticised Qatar and other Gulf States for abuses of migrant workers ranging from excessive working hours and continuously working without day off and this notorious working culture is very common in many Gulf States Region.

Mr. Mtayachalo said Mrs. Simukoko must therefore state whether the concerns in regard to working conditions for Zambian migrant workers destined for UAE and Kuwait will adequately be addressed in their work contracts through bilateral agreements and Memorandum of understandings clauses between Zambia and the host countries and further if such contracts are in conformity with the International Labour Standards in accordance with ILO conventions 97,98,143 and 189 for domestic and other migrant workers respectively.

He said these International set labour standards were adopted at the 3rd ministerial meeting in Abu Dhabi and the Fair migration Agenda meeting in Kuwait in 2014 which include addressing poor working conditions and substantial Occupational and Health Standards issues, strengthening Labour inspection in migrant intensive sectors such as construction and domestic work, discrimination in minimum wage structures based on countries of origins, limited access to justice, weak and inefficient dispute settlement mechanisms among several others.

Mr. Mtayachalo said it is in light of these critical issues that as a responsible political party which values the welfare of Zambian workers, FDD would be very delighted if such salient issues are addressed seriously before Zambians can be allowed to take up jobs in foreign lands in order to protect them from unjust labour practices.

The National Restoration Party has condemned the horrific activities that took place in Sesheke during the recent by-elections.

Party Secretary General Ezra Ngulube says NAREP is alarmed and sad to note that this is not the first time this has occurred, as similar incidents were witnessed during the Copperbelt and Eastern Provinces by- elections.

Mr. Ngulube has sympathised with the youth that took part in these acts, and empathise that their engagement in political violence is symptomatic of an outcry on the lack of jobs for the young people.

Mr. Ngulube says repeatedly, NAREP has advised and now re-emphasise the same message that the Zambian government should seriously undertake to ensure the security and well-being of the youth and the Zambian citizens as a whole.

He said Politicians must refrain from using and abusing youths in doing their dirty jobs as they clearly would not condone it if their biological children were used similarly nor would they use our own children to do such.

Copperbelt Minister Japhen Mwakalombe and Permanent Secretary Bright Nundwe are some of the high ranking government officials that been implicated in sex scandal involving young female Journalists in Ndola.

This week, the Ndola Press Club issued a statement warning senior government officials to stay away from sexually exploiting young female Journalists in the city in exchange for jobs.

The names of the young female Journalists have been withheld to protect their identity.

But investigations have revealed that Mr Mwakalombe and his P.S Mr Nundwe are at the centre of the sex for jobs scandal.

Sources at the Provincial Administration in Ndola confirmed that both Mr Mwakalombe and Mr Nundwe have been promised jobs to young and upcoming Journalists if they offered their bodies.

They revealed that a young Journalist working for SUN FM in Ndola has been offering sexual favours to Mr Mwakalombe who promised her a job in Lusaka at Hot FM where he is a minority shareholder.

“What is happening is that these senior officials have gone on rampage abusing young girls in the media especially in Ndola. In the case of Mr Mwakalombe, the young girl in question even travelled to Hot FM in Lusaka on the understanding that Mr Mwakalombe owns the station and will be given the job as promised but Hot FM management turned her down,” the sources said

They added, “Apart from the Minister and the P.S, we also have some PF Councillors who are also in the same habit of sleeping with young Journalists so that they can give them some money, trips and jobs.”

“For Mr Mwakalombe, here at the Office, we are not even surprised. His sexual immorality is well documented but it is just said that he is lying to these young girls. Some of them are actually very young, he is old enough to be the Dad.”

The sex scandals have upset the media fraternity on the Copperbelt prompting the Ndola Press Club to issue a statement warning politicians to stop preying on young female Journalists.

“The Ndola Press Club has recieved with sadness; verified and reliable information of abuse on some female journalists in Ndola. A certain clique of politicians who include some councillors and other high ranking officials within here have been linked to this unfortunate events where they are duping journalists of finding them better jobs in exchange for sex,” said Ndola Press Club Acting President Mike Mubanga.

“In one of the information recieved, a politician promised a female reporter a job at a radio station but as soon as he had sex with her, nothing has come forth. These events are unfortunate and uncalled for, let us not use our positions or status in society to gain advantage,” the statement read.

“We wish to call upon the perpetrators of wrongdoing to desist from doing so, failure to which we shall be left with no option but to expose and report them. We also wish to call upon journalists especially the new ones in the industry not to fall for such tricks but at the same time, conduct themselves in a way that does not make them vulnerable.”

He added, “We say so because some female journalists dress inappropriate. They are also urged to work hard by not relying on same politicians/sources for news ideas and other necessities for them when their families, friends and themselves can manage.

When reached, Mr Mwakalombe denied the reports and declined to give further comments saying he is in Lusaka attending Parliament.

Mr Nundwe on the other hand did not answer the calls and did not respond to text messages when asked about the scandal.

The sources have however challenged the two officials that they will release more details of their sexual exploitation of young female Journalists if they do not change their ways

UPND Leader Hakainde Hichilema says President Edgar Lungu should immediately remove his Infrastructure Development Minister Ronald Chitotela from government in order to allow for fair prosecution and adjudication of the corruption charges levelled against him.

Mr. Hichilema says President Lungu does not remove Chitotela, the public will have to believe the view going around that Chitotela cannot be removed because he is an agent of Mr. Lungu in the massive corruption going on at that ministry.

“We state so because Mr. Lungu’s defence of those facing corruption charges clearly shows that he too is a beneficiary of the same but he must be stopped by citizens”, he added.

Mr. Hichilema says Zambians cannot allow a situation where someone facing corruption charges is flying the pride of the Zambian flag representing the country at both local and international levels.

“Clearly, Mr. Lungu’s conduct shows that the arrest of Chitotela is just a public relations show whose aim is to hoodwink the international community and our citizens. There are several people who have been removed from their positions on mere suspicion of financial embezzlement or other misconduct and are awaiting their cases to be disposed of”, he said.

He said the UPND is also aware of grand corruption by senior PF government officials which is depleting the country’s funds, this too must come to an end but if not, all those involved in this corruption syndicate will sooner rather than later be held accountable.

Mr. Hichilema has appealed to the Anti-Corruption Commission and other Agencies to be relentless in their pursuit to protect public property and finances from criminals masquerading as government officials or PF agents and that when in government we will even empower these bodies to operate independently and safeguard our country’s resources.

The Party, The State and The Church

The relationship between the state and the church has been a matter of concern from the very beginning of Christianity.It has certainly been both confusing and often contentious. On one occasion particularly when the cooperation of the church is sought we hear the church and the state should work together because they serve the same constituency and on another occasion when the church takes a stand that is against state policy we hear calls for the church to keep to its spiritual lane and leave politics to the politicians.

On 15 April 2018 the Times of Zambia quoted at length President Lungu’s call for the church to be involved in active politics as “ church involvement in politics would uphold the declaration of the country as a Christian nation”. Fast forward to 2019 and the church is being accused of having an agenda of regime change through the national dialogue process.

The phrase “the party and its government” (PIG) became famous in the Kaunda era to demonstrate the supremacy of the party.The party became synonymous with the state or government and to be “anti party” was considered dissidency against the state. The MMD government with its “multiparty dispensation” tried to make a separation between the party and the state but the “supremacy” of the party has been re emphasized under the PF government.Indeed the party Secretary General ranks high in government protocol.

This could explain why state institutions especially local government( eg control of markets,land allocations), the police service and ECZ seem to have lamentably failed in their constitutional mandate and act only at the behest of the party.President Lungu recently called for a change in “mind set” in these institutions in order to be functional.Prior to this when swearing in Deputy Army and Airforce Commanders the President however reminded the officers to respect their superiors in both defence and government hierarchy.The superiors in the government hierarchy are the party functionaries so where does one draw the line between the party and the state! President Kaunda was quoted to have said that he fired Brigadier General Miyanda from the Mechanical Services Branch for “disrespecting” PIG. The General was trying to instill discipline in the use of the government fleet. Do we have men and women of integrity in state institutions today who can carry out their constitutional mandate without fear or favour?

A common Biblical verse quoted to fortify the government of the day is Romans 13:1-7. “Everyone must submit to the governing authorities.For all authority comes from God and those in position of authority have been placed there by God”.This verse should be understood in its proper context in the purpose of government i.e to uphold the law(constitution),protect life and property,defend the country from internal and external enemies etc. The verse does not mean that those in authority can do as they wish or abuse their positions.

One Christian view is that the church has the moral responsibility to make the state better by being an influence for the common good.It is this view that has led many to believe that it is only the church that can bring harmony between warring political foes.Those who believe in the supremacy of the party view this as a threat to their grip on power. The apparent unease about the church leading the national dialogue should be seen in this context.

Recent history has clearly demonstrated the important role the church can play to make the state what God has designed it to be.The late Cardinal Jaime L Sin, Catholic Archibishop of Manila fearlessly championed the rights of the poor and rallied with the masses against the repressive dictatorship of President Marcos in the 1970s and 1980s.Above all he prayed for a peaceful campaign against corruption and oppression of the poor. In 1986 Marcos fled after a 4 day peaceful vigil by millions in what was called “people power”. Similary while many politicians and intellectuals fled rather than confront the brutal dictatorship of President Idi Amin, Anglican Archibishop Luwum stood up to Idi Amin and together with 18 other Bishops wrote an open letter protesting at the deaths of many Ugandans.

Unfortunately a week later he was killed accused of alleged complicity in a coup plot.It is sad that at a time we desperately need dialogue, reconciliation, love and forgiveness which the churches have consistently been calling for over the years especially through the Pastoral Letters, some compromised pastors and politicians have chosen to see a church driven national dialogue as a plot for regime change in favour of a particular party.Some churches have politely accepted or canvassed for state financial support (brown envelopes).It is not enough to have a declaration of a christian nation or symbols faith ( House of Prayer, Basilica of Our Lady of Faith at Yamoussoukro etc), the church should be given space to play its critical role to bring hope,comfort to those who are weak and have no voice not in a partisan way.The church has the duty and responsibility to pass judgement on issues that affect the general citizenry (Archibishop T Mpundu).

We need church leaders like Prophet Nathan who stood up to King David and told him he was wrong not because he coveted power but wanted the King to be in good standing with God for the good of the country.

ZAFFICO Listing, Government will hold 60% of the share, Mwanakatwe tells parliament

Government has said that it has scheduled to float the Zambia Forestry and Forest Industries Corporation (ZAFFICO ) shares on the Lusaka Stock Exchange (LuSE) for the end of 2019.

Minister of Finance Margaret Mwanakatwe said that once once all regulatory approvals are secured by the Industrial Development Corporation (IDC), ZAFFICO shares will be floated on the public exchange.

Ms Mwanakatwe told Parliament during Thursday’s Questions for Oral Answer that government will retain a minimum of 60 percent shares while a maximum of 40 percent shares will be floated to the Zambian public.

Mrs. Mwanakatwe noted that from the 60 percent shares government will possess, 5 percent will be floated to employees of ZAFFICO.

Meanwhile, Mrs Mwanakatwe has said that government needs about $50 million to rehabilitate the Nitrogen Chemicals of Zambia (NCZ) in Kafue.

Mrs. Mwanakatwe told parliament during questions for oral answer that government has however not yet found a financier for the rehabilitation of the NCZ.

Mrs. Mwanakatwe said government will start the rehabilitation process for the NCZ plant once a financier is found.

She has acknowledged that the NCZ plant is currently in an ICU status but that government is doing all it can to remove it from this status, adding that t government has no plans to build a new plant

Lwandamina laments Zesco’s defeat to Kotoko

Zesco United coach George Lwandamina admit their defensive mistakes robbed them of an opportunity to collect their first-ever points in Ghana after Wednesday night’s 2-1 away loss to Asante Kotoko.

Kotoko beat ten-man Zesco 2-1 in Kumasi to see Zambian clubs winless away record in Ghana extended to eight games with just one draw recorded there by Nkana.

“It was a very good game, very tight game, we came into this game to rewrite history but unfortunately we created chances that we couldn’t utilize,” Lwandamina said.

Two defensive errors with the first by Clement Mwape in the 9th minute gifted Kwame Bonsu the opener and in the 25th minute Anthony Akumu failed to clear the ball that Emmanuel Gyamfi pounced on to score the second goal.

In-between, Jesse Were saw his penalty saved but the man who replaced him in the 65th minute Rahim Osumanu scored the consolation goal eight minutes later.

“We made mistakes and our colleagues capitalized on them hence they carried the day otherwise it were a worthwhile game to watch,” Lwandamina said.

“If we were lucky and scored the chances we had, we would have won the game away from home. We just made silly mistakes at the back that they capitalized on.”

But Zesco will be without defensive midfielder Kondwani Mtonga for the next Group C home game against Al Hilal on February 24 after he was sent off in stoppage time.

Meanwhile, Zesco continue to lead Group C only on goal difference with all four teams on 3 points.

Al Hilal, Kotoko and Nkana are second, third and fourth respectively.

Vice President Inonge Wina has arrived back in the country.

Mrs. Wina was in India for a medical check-up.

The plane carrying Mrs. Wina touched down at Kenneth Kaunda International Airport at 14:30 hours Zambian time.

Mrs. Wina was received by Permanent Secretary in the office of the vice President Stephen Mwansa.

And in an interview with ZNBC News, Mr. Mwansa said the vice president is ready for work.

MultiChoice Zambia finally suspends the airing of Lusaka Hustle Show

MultiChoice Zambia has said in the statement that the TV reality show has been suspended with immediate effect.

MultiChoice Zambia says they received a notice from the Independent Broadcasting Authority (IBA) to stop airing the program and the company decided to comply with the directive.

IBA stated that the program promoted ideas and lifestyle that the authority was not keen Zambians to be exposed to.

Multichoice however said that the firm will appeal the directive to understand the correct interpretation of the law on the matter.

MultiChoice said they were keen to promote local content on their TV channels but however, respected the laws of the country.

Lusaka Hustle is a TV reality show on Zambezi Magic and features artist Mukuni Mulundika(Kuni), and hip-hop recording artist and rapper, Cleo Ice Queen (Clementina Mulenga), and Thandi.

But its the contraversial personality of Kuni that drew sharpest criticism with his cross-dressing and apparent gay lifestyle that riled audiences and prompted both the IBA and Minister of National Guidance & Religious Affairs, Rev Godfridah Sumaili to raise the red flag.

Sesheke By-election Violence Is As A Result Of PF and UPND Ferrying Cadres From Lusaka-MMD Youth

Movement for Multiparty Democracy (MMD National Youth Treasurer Geoffrey Mulenga has observed that the only solution to curbing political violence during election campaigns is to stop ferrying cadres from Lusaka.

The MMD youth leader who featured on radio Phoenix with youths from PF and UPND, said political parties should came up with a policy and rule that prohibites cadres who are in lower structures of the party from traveling to campaign away from their districts.

He attributed the recent violence experienced in the just ended Sesheke by-election as well as Lundazi local government by-election to the cadres who travelled from the respective places to campaign in the said areas.

He said when leaders stopped ferrying cadres political violence will drastically reduce as the people who belong to different political parties in these places know each other as they reside in the communities.

Further Mulenga said the UPND should stop being cry babies as violence is also in their DNA.

“UPND should stop being crybabbies, their DNA is that of violence, even when there was MMD they fought us in Mufumbwe and Mapatizya. Where was PF which they are talking about today, they fought MMD and now PF and they will still fight the next party that will form government.

“Why should people(Cadres) travel from Lusaka or Kitwe to a By-election, when all the participating political parties have syructures domiciled in these areas like in the case of Sesheke PF or UPND or MMD have structure beginning from the section, branch, ward, constituency, district and province. Those structures are the ones that should be campaigning, why ferry people to a place where people live in harmony,” he said.

And UPND Lusaka Province Youth Treasurer Sampa Mwaume said the UPND youths miss MMD, because during MMD in the Levy Mwanawasa era there was no voilence but a respect for the rule of law including the same Public Order Act the PF are abusing.

He said the country never witnessed such things during rule of the late Republican President because he put his foot down and never allowed cadres to take the law in their own hands.

PF youth from the media committee, Nkamba said the rivalry among youths is because the UPND leader denounced the UPND-PF Peace Accord signed by their national youth leaders.

He said the signal by the opposition leader has badly influenced youths saying what message was he sending to his cadres by denouncing the peace accord.

He added that voilence should have no place in political parties and the country at large.

Zamtel has commended Government for making strides in improving the health sector.

Zamtel Corporate Affairs Manager Chibeza Ngoma said Government through the Ministry of Health has been making various efforts to improve the health outcomes of the Zambian people.

Mr Ngoma cited the University Teaching Hospital (UTH) in Lusaka as one of the facilities which has received high levels of investment in infrastructure development.

He said the interventions at UTH have seen an improvement in the general work attitude of health workers at the facility.

Mr Ngoma was speaking in Lusaka on Thursday when Zamtel donated blankets and linen worth over K200,000 to the Mother and Newborn Hospital at UTH as part of its Valentine’s Day celebrations.

He said the donated items will be used in Maternity Ward BO1 which Zamtel adopted and refurbished last year at a cost of K 550,000.

Mr Ngoma said the interventions at UTH have seen an improvement in the general work attitude of health workers at the facility.

“Zamtel, as an indigenous company, we will continue investing back into this country and we have identified the health sector as one area where our CSR programmes will largely be focused on. We continue working with the Ministry of Health to identify critical areas where we could always lend a hand. This year, this partnership is set to continue and there will be more partnerships around the health sector that we will be announcing,” Mr Ngoma said.

And receiving the donation, UTH Mother and Newborn Hospital Acting Senior Medical Superintendent Dr. Selia Nganjo commended Zamtel for its continued support to UTH.

Dr Ng’anjo said the donation is timely as the blankets and linen will help the patients in their healing process especially that winter is around the corner.

“On behalf of the Ministry of Health, I would like to thank Zamtel for coming to support us in providing quality care for our women. We also thank you that you have adopted Ward BO1 which is now called Zamtel ward and I would like to say that BO1 is really looking beautiful, it has really received an uplift,” Dr Ng’anjo said.

She added, “Proving quality health care goes beyond the medicines, it also the provision of comfort and a clean environment and also the warmth that good linen donated today brings,” she said.

Dr Ng’anjo said making the donation on Valentine’s Day shows that Zamtel is a true friend of UTH and ready to show love and care on such a special day.
