Transparency International Zambia has welcomed the arrest of former Zambia AirForce Commander General Eric Chimanse for corruption.

TIZ President Reuben Lifuka hopes that investigative wings will put together a solid case against General Chimese and his co-accused Jimmy Fingers.

Mr Lifuka said the arrest will serve as a deterrent to would be offenders.

He also reiterated TIZ’s call on the PF Government to introduce lifestyle audits for all key government officials.

Mr Lifuka said the accumulation of wealth that has occurred among some key government officials over a short period of time is shocking.

This is a warning to all corrupt leaders.

Thirteen houses allegedly belonging to former Zambia Air Force commander Eric Chimense have been seized by the Drug Enforcement Commission (DEC) because it is suspected they are proceeds of crime

The Drug Enforcement Commission has also seized a semi-detached house and a gym, all the property within Lusaka.

Lieutenant General Chimense has been arrested and jointly charged with James Chungu, a Director of Chita Lodges for allegedly concealing property, wilful giving of false information, abuse of authority of office and possession of property reasonably suspected to be proceeds of crime.

In the first count, General Chimense jointly and whilst acting together with Mr. Chungu and other person’s unknown concealed a portion of a farm in ibex on which nine fully furnished flats and houses among other things have been constructed purporting that they belong to Chita Lodges , when they are owned by Lt. Gen Chimense.

And images showing fully furnished luxury properties belonging to Lt. General Chimese that has been seized by the Drug Enforcement Commission have been leaked.

The high end properties have shocked many Zambians on social media who suspect that the former ZAF Commander built the said properties using proceeds of corruption.

“Truth be told! How many salaries can afford to buy a plot in new kasama, build on it meanwhile you are driving a fortuner, paying for your children at baobab building a semi detached flat in chalala… And so on. All these buildings we see are proceeds of corruption. And the rest of us are seen to be lazy and stupid,” wrote Dada Andrew Mkoshi wrote on Facebook.

Housing and Infrastructure Minister Ronald Chitotela and three others have appeared in court for the offence of concealing property suspected to be proceeds of crime. The suspects could however not take plea because one of the accused persons Bruth Holding Limited was not before court.

The four accused persons are Ronald Chitotela, Bruth Holding Limited, Gregory Chibanga and Diris Mukange.

In the first count it is alleged that whilst acting together, the four did conceal lot number 148 of farm 50A and disguised it in the name of Diris Mukange.

In count two, the four are accused of concealing the remaining extent of subdivision lot 22183 in Lusaka’s Ibex Hill which was also disguised in the name of Mukange.

When the matter came up, defence lawyer James Matariro informed the court that the notice to bring the third accused person to court came late yesterday. The defence later made an application for the court to stop irresponsible reporting of the case.

Defence lawyer Jonas Zimba said calls to suspend Chitotela from office when he has not been found guilty are making him look as if he has been found guilty already. He said the media should not be allowed to report in a manner that will prejudice the accused persons.

And in response the state said the media should be allowed to cover as long as they are responsible. And in passing ruling, Lusaka Magistrate David Simusamba said he will only allow factual reporting of court proceedings.

Magistrate Simusamba said he will not hesitate to cite for contempt those that will be irresponsible in their reporting. He said it is not the work of the media to determine whether the suspects will be jailed or not.

The matter has since been adjourned to February 19th for plea.

All officers involved in the brutal assault of party cadres in Sesheke will be fired-Kangnaja

The Inspector General of Police, Kakoma Kangnaja has disclosed that the Service will fire all officers involved in the brutal assault of party cadres during the Sesheke by-elections.

“Any police officer who took part in brutalising political party cadres in Sesheke on Tuesday will be dismissed from the service,” he said.

The Human Rights Commission has condemned police for excessive use of force to respond to perceived or actual threat to breach of peace by Patriotic Front (PF) and United Party for National Development (UPND) cadres.

Earlier PF Secretary General Davies Mwila has said that his party is engaging the Zambia Police over the beating of its members by some officers during voting in Sesheke constituency.

Mr Mwila said that the move is aimed at finding a lasting solution to the matter. Mr Mwila has told ZNBC that the PF wants to be exemplary in the Bahati constituency parliamentary by-election.

He has since urged the UPND to ensure that its members do not resort to political violence.

And UPND Secretary General Steven Katuka said his party is calling for national dialogue aimed at finding a lasting solution to political violence.

Mr Katuka said the UPND wants an end to the violence that happened in the just- ended Sesheke by elections.

Meanwhile, PF Deputy Secretary General Mumbi Phiri said that she is disappointed that civil society organisations have remained quiet over the brutal beatings of PF youths by police in Sesheke

President Edgar Lungu has left for Muchinga Province on a working visit.

President Lungu was seen off at Zambia Air Force base by service chiefs, government officials and PF Secretary General Davies Mwila and other PF members.

The President left around 08.35 hours this morning.

While in Muchinga, President Lungu is expected to launch the Zampalm Out Grower Scheme in Kanchibiya district.

Government through the Industrial Development Corporation (IDC) has injected an initial one million Kwacha to support the Zampalm Out Grower Scheme in Kanchibiya.

Over 2,000 small scale farmers in Senior Chief Kopa and Chief Kabinga will benefit from the Zampalm out grower scheme project during the 2018/2019 farming season.

Housing and Infrastructure Development Minister Ronald Chitotela says government has commissioned a team of engineers to assess the structure integrity of all roads and bridges across the country.

Mr. Chitotela says most of the roads and bridges where constructed way back in the UNIP era using cheap material which is why the country has started experiencing a situation where some roads and bridges are being washed away.

He says government is however committed to ensuring that any possible calamities that might happen due to the collapse of bridges and roads in any parts of the country are avoided.

PF lost due to voter intimidation and will petition the Sesheke results

The ruling Patriotic Front (PF) has said that it will petition the Sesheke parliamentary by-election owing to violence, intimidation and brutality by the opposition UPND.

PF Secretary General Davis Mwila said that the PF lost the election in Sesheke not due to unpopularity in Western Province, but because of the intimidation of voters by the UPND.

Speaking during a media briefing in Lusaka, Mr Mwila thanked the PF membership in Western Province and the campaign team for enduring the situation in Sesheke.

Mr Mwila has also congratulated the PF membership for scooping all seven ward by elections across the country.

Meanwhile, the Electoral Commission of Zambia (ECZ) has called on the Police to undertake investigations into the violence that occurred during the just ended by-elections.

ECZ Public Relations Manager, MARGARET CHIMANSE said that the commission has noted with regret the violence that occurred during the elections in Sesheke, Lundazi and Mufumbwe.

Ms CHIMANSE said the commission is concerned that such violence makes it impossible for the electorate to freely exercise their right to vote.

She said in a statement to ZNBC News that the Commissions mandate is to conduct free and fair elections and hence the reliance on law enforcement agencies to maintain law and order during elections.

And the Commission has strongly urged political party leaders to take responsibility and demonstrate leadership by condemning political violence.

Prof. Ndulo to advise UN. Chief on civil society matters

Zambian born human rights expert Professor Muna Ndulo, William Nelson Cromwell Professor of International and Comparative Law, Cornell Law School and Director of the Institute for African Development has been appointed by the UN Secretary General, Antonio Guterres to the Civil Society Advisory Board.

The Secretary General, in his report to the Security Council on “special measures for protection from sexual exploitation: A new approach” (A/71/818) pledged to create a Civil Society Advisory Board to enable the United Nations to have closer interaction with civil society, external experts, and non-governmental organizations in its efforts to combat sexual exploitation and abuse.

The Board is composed of 7 members with relevant experience dealing with issues related to peace operations, humanitarian activities, human rights, criminal investigations, child rights or gender based violence.

The Advisory Board shall provide advice to the Secretary-General, in response to a request from the Secretary General or on its own initiative, on strengthening preventive measures and accountability mechanisms and victim support and assistance to address sexual exploitation and abuse by both United Nations personnel and non-United Nations forces operating pursuant to a Security Council mandate.

$20 Million four-star Hotel and Shopping Mall to be build in Kasama

Mikalile Investments has completed and submitted its Architectural Designs for the development of a close to US$20 Million four-star Hotel and Shopping Mall at Kasama Golf Club in Kasama to the Provincial Administration.

And about 1200 direct and indirect jobs are to be created at Construction and operational stages, 700 of which will be available during the construction stage while 500 permanent jobs will be available at operational stage.

The projected Investment has gone up from the initial US 12 Million after my Office appealed for a few more additions to the proposed development which the Company agreed to do.

The One Hundred Rooms Hotel application becomes the third bid following earlier submissions by two other Companies and paves way for the Provincial Administration through the Kasama Golf Club, the owners of the land set aside for the development to close the deal for commencement of construction.

This has greatly cheered us at Provincial Administration as we have been assured by the Leadership at Kasama Golf Club that a select Committee will soon sit to consider the applications and award the successful bidder that could see one of the first positive outcomes of the Investment Expo held only three months ago.

This entails that we could see the commencement of Construction of the facilities by May this year as Mikalile who already run a chain of Hotels and Departmental Stores in Zambia, Mozambique and Tanzania have indicated that they could move on sight as early as April once all procedures are concluded with Provincial Adminstration, Kasama Municipal Council and the Golf Club.

The Company has indicated in its bid that it will as a matter of priority start with the Modernisation of the Kasama Golf which will anchor the Multi Million Investment.

The modernisation of the Golf Club will include among other things development of a state of the art nine-hole Golf course, construction of an administration block, complete with conference facilities, club house, kitchen and restaurant, gymnasium a sports multi facilities Centre and a play centre for Children in support of Junior Golf.

All the above facilities are to be fully furnished and equipped by Mikalile Investments and will be completed and handed over to the Golf Club before commencement of construction of the Hotel and Shopping Mall.

Mikalile Investments Chief Executive Mulenga Mikalile was among Investors who signed an Investment deal with my office which was witnessed by His Excellency the President Mr Edgar Chagwa Lungu during the Northern Province Expo last November.

Mr Mikalile has since indicated that he cannot afford to disappoint His Excellency the President who personally encouraged him to honour his pledge after the signing ceremony in Kasama last year.

He said he had to put some of his Company’s expansion programs within and outside Zambia on hold to focus on Kasama after seeing the zeal for development by the Northern Province Administration.

He has also assured that his Company intends to complete Phase one of the development and open the Shopping Mall, the Mikalile Departmental Store and a Distribution Centre by next year.

The second phase which will see the completion of the Hotel, four Conference Rooms, Gymnasium and a Filling Station will be completed and commissioned by His Excellency the President Mr Edgar Chagwa Lungu by 2021.

We are excited with the prospects that this Investment presents to the tourism Industry in the Province which has been hampered by lack of serious Investment in conference facilities.

Northern Province Permanent Secretary Elias Kamanga has since appealed to the Kasama Municipal Authorities and the Kasama Golf Club and all other Government Agencies to avoid unnecessary bureaucratic tendencies so as to expedite Investment as the people of Kasama and the Province as a whole where in a hurry to see development.

Prosecution of a sitting Minister can’t be effective, Chitotela should be dismissed-LAZ

The Law Association of Zambia has advised President Edgar Lungu to consider relieving Minister of Housing and Infrastructure Development, Ronald Chitotela of his duties.

The LAZ Council says it believes that the decision not to dismiss Mr. Chitotela’s does not support the fight against corruption, which the President has on numerous occasions publicly supported.

And the Association has insisted that Mr. Chitotela should resign from his ministerial position as it is not appropriate for him to continue serving as a Minister whilst facing criminal charges and appearing in court pending the determination of the matter.

LAZ also holds the view that prosecution of a sitting Minister in the courts of law cannot be effective.

The Anti-Corruption Commission on 5th February 2019 arrested and charged Mr. Chitotela, with two counts of concealing property suspected of being proceeds of crime contrary to the laws of Zambia.

On 5th February, 2019, the Anti-Corruption Commission arrested and charged the Minister of Housing and Infrastructure Development, Honourable Ronald Chitotela, MP with two (2) counts of concealing property suspected of being proceeds of crime contrary to Section 71 (1) of the Forfeiture of Proceeds of Crime Act, Number 19 of 2010.

Following the arrest and charging of Hon. Chitotela, certain sections of society called for the dismissal of the Minister by the President. However, the President refused to dismiss the Minister and in aid of his decision cited Article 18 of the Republican Constitution, which presumes an accused person innocent until proven guilty by the courts of law.

And LAZ says it has followed the issue and surrounding debate with keen interest. In doing so, we have had occasion to peruse the Constitution of Zambia as amended by Act No. 2 of 2016, Chapter 1 of the Laws of Zambia; the Anti-Corruption Act, 2012; the Parliamentary and Ministerial Code of Conduct Act, Chapter 16 of the Laws of Zambia; and the Interpretation and General Provisions Act, Chapter 2 of the Laws of Zambia.

It noted that Given the framing of Article 116 of the Constitution, which, among other things, deals with the appointment of Ministers, we hold the view that the arrest and charging of a Minister for any criminal offence does not cause a vacancy in the office of Minister. A Minister serves at the President’s pleasure. Under any circumstances, it is only the President who can remove a Minister from office. However, the Constitution also gives any Minister the option to resign at any time.

“Our perusal of Section 18 of the Parliamentary and Ministerial Code of

Conduct Act also reveals that there is no provision which compels the President to dismiss a Minister on account of being arrested and facing”, it said.

Nkana coach Beston Chambeshi has saluted his sides character in their come-from-behind 2-1 home win over Al Hilal to record their first Group C victory in the 2018/2019 CAF Confederation Cup at Nkana Stadium in Kitwe.

Waleed Hamid put the Sudanese side ahead in the 7th minute before Fred Tshimenga equalized in the 13th minute while Walter Bwalya struck in the 74th minute to see Nkana back on the rails after losing 2-0 away to Zesco United in their Group C opener on February 3 in Ndola.

“It was a big game for us. You know that we came from a defeat against Zesco and for sure it showed that you have to use home ground advantage in this tournament. You cannot afford to drop points at home. It is a sweet victory at home we are happy that we have collected maximum points,” Chambeshi said.

However, Nkana stay bottom despite the victory in a Group C where all four sides are tied on 3 points at the end of match-day-two.

The Drug Enforcement Commission has arrested former Zambia Air Force Commander Lieutenant General Eric Mwaba Chimese for various criminal activities.

Eric Mwaba Chimese, 50, a retired Zambia Air Force Commander residing at Plot No. F/4301/3/3 Baobab area in Lusaka has been arrested and jointly charged with James Chungu, 51, a Director of Chita Lodges Limited for Concealing of property, willful giving of false information, abuse of authority of office and possession of property reasonably suspected to be proceeds of crime.

In the first count, Lieutenant General Chimese on dates unknown but between 1st January, 2018 and 31st January, 2019 jointly and whilst acting together with James Chungu and other persons unknown did conceal a portion of a farm in Ibex on which nine fully furnished flats, an upstaired house, a gym, visitors quarters and a semi-detached servants quarters have been constructed purporting to show that the said properties belong to Chita Lodges Limited, a company where James Chungu is a Director when in fact the properties in question are owned and were constructed by Lieutenant General Chimese.

In count two, James Chungu on 31st January, 2019 did willfully give false information to authorized officers by stating that the said properties where for Chita Lodges Limited when in fact not.

In count three, Lieutenant General Chimese abused his authority of office in his capacity as Zambia Air Force Commander by directing the deployment of some Zambia Air Force employees to do construction works at his properties.

In count four , Lieutenan Geneneral Chimese did possess properties suspected to be proceeds of crime contrary to section 71 (1) of the forfeiture of Proceeds of Crime Act.

The Commission has since seized properties which include thirteen (13) fully furnished houses, one semi-detached house and a gym all within Lusaka.

The accused persons are on Police bond and will appear in court soon.

This is contained in a statement issued to the media by DEC Public Relations Officer Theresa Katongo.

Ministry of Tourism and Arts Permanent Secretary Reverend Howard Sikwela has said the Hippo Culling exercise in the Luangwa Valley will only commence in May 2019 at the start of the hunting season.

Speaking this morning during a meeting with representatives of various Community Resource Boards across the country, the Reverend Sikwela said this would be preceded by sensitization of the communities and stakeholders involved in the process for all to appreciate the benefits of the undertaking.

He said everyone especially those in Eastern Province, where the activity will be undertaken shall be given an opportunity to have a say, and ask questions where they are not sure concerning the culling activity.

Reverend Sikwela said he was, however, happy that many already have an appreciation of the background and benefits of the culling activity.

Earlier, National CRBs Association Coordinator, Isaac Banda wondered if the hunting story was a rumor or a confirmed position by the ministry.

Mr. Banda said he was concerned that local communities in areas where the culling activity will take place have not been fully engaged to appreciate the benefits of such an undertaking.

He said these communities were equal partners with government in the conservation process and hence the need to constantly be kept in the know of what was happening in their surrounding.

The United Party for National Development says it will petition the election of Patriotic Front candidates in Lundazi, Chililabombwe and Chavuma ward bye elections owing to the violence instigated by the PF against its officials, members and the electorate.

Party Secretary General Stephen Katuka says in Lundazi, Eastern Province, the PF went as far as abducting UPND officials and maiming them leaving them half dead.

Mr. Katuka says further, there were atrocities and mayhem committed by PF thugs aided by state police in Sesheke that saw the UPND President Hakainde Hichilema and others face assassination attempts on their lives due to live ammunition that was being fired at them.

He said Mr. Hichilema and his entourage were completely denied access into Sesheke for campaigns as they were being blocked despite a agreed campaign programme and venues they should have addressed rallies.

“On the day Mr. Hichilema tried to address a meeting in the outskirts of Sesheke, some 40kms away from where the PF were having theirs, heavily armed gangs from Lusaka’s Intercity aided by state police disrupted the meeting by firing live bullets at unarmed civilians, with Mr. Hichilema finding solace in the bush going into hiding by walking more than 8 hours”, he added.

Mr. Katuka said elections under the PF regime is no longer a contest to serve the people, but it’s now a bloody bath for preservation of power and hide corruption.

“We are hence taken aback that PF Secretary General Davies Mwila has also decided to cry about the violence in Sesheke, when his party transported known Lusaka’s Intercity Bus Terminus thugs who are usually with President Lungu and other PF government officials
into the area.These thugs, going by the pictures circulating on social media and some mainstream media are well-known. Others were being transported from other parts of the country to brutalise the usually peaceful Sesheke residents”, he said.

He said that the PF through Mr. Mwila agrees with us that political violence is one of the crisis the country is facing and must be addressed by the Church led National Dialogue.

Mr. Katuka has urged the PF to be sober, civil and democratic in the manner they are running the affairs of the country which is currently hurting due to their irresponsible leadership.

“For now we are ready for Bahati and other coming elections”, he added.

Opposition leader Hakainde Hichilema has thanked voters in Sesheke for voting for the party’s candidate Romeo Kango’mbe in Tuesday’s by election.

Mr Hichilema said Zambian youths should use the election of the 35 year old Mr Kango’mbe as moment to recognize the leadership potential they posses.

“We thank our members and citizens across the country for standing up against the bullets, machetes, teargas and all sorts of offensive weapons that were being used against them in the just ended bye elections in Sesheke,” Mr Hichilema said.

“Like we have consistently said, in unity, we can reject the bullets and other offensive weapons and embrace the ballot. And truly, we are seeing the birth of a movement against tyranny and suppression and proving that the ballot is infinitely stronger than the bullet.”

He added, “Ours is a people power driven movement that will result in liberating the country from the yoke of tyranny and replace it with peaceful coexistence that is focused on economic development using our God given resources.”

“We pray for the quick recovery of our citizens currently nursing wounds in hospitals and clinics inflicted by those who have embraced the ugly culture of bullets and heavy weaponry against their own citizens. For our citizens in Sesheke, Western Province, we thank you in a special way as we celebrate the birth of a movement that we are taking across the country.
