Lusaka Province Minister Bowman Lusambo has called for efficiency and integrity from public officers manning border posts.

Mr. Lusambo says improved work attitude by public officers at border posts is crucial for government to record the desired levels of revenue.

He was speaking during an on the spot check of operations at Chirundu border post today.

The Minister said Chirundu border is one of the key borders were the country collects good revenue for infrastructure development.

Mr. Lusambo said Chirundu border is strategically located hence reduced hours to clear goods will increase revenue collection.

The Minister further urged Zambia Revenue Authority -ZRA and the Immigration officers to adopt the Seventh National Development Plan 7NDP approach of working in clusters by engaging other border management agencies to optimise operational efficiency.

Mr. Lusambo further called on -ZRA- and immigration officers to reduce congestion at the border post by being efficient and effective stating that congestion leads to corruption.

And Chirundu Border ZRA Assistant Commissioner Kaoma Bwalya said the border has few challenges with transport and staffing levels.

Mr. Bwalya however said once the challenges are addressed revenue collection will increase.

The Technical Committee on Project Implementation and Monitoring has instituted investigations into a case where some foreign contractors are said to be obtaining work permits for their workers using false job titles.

This came to light when the committee monitoring team led by Special Assistant to the President for project implementation and monitoring Andrew Chellah conducted an inspection of works at Ntumpa Secondary School in Kasama, where they raised concerns.

A Chinese national who was found supervising workers said he could not answer to queries over works at the site because he was only a bricklayer.

Mr. Chellah and his team were surprised that despite the work permits for the foreign nationals indicating site managers as their substantive positions, the individuals were in fact bricklayers.

The delegation also learnt that workers on the project were being underpaid.

And Labour Commissioner Chanda Kaziya said he will engage the immigration department on the matter.

Mr. Kaziya said obtaining a work permit on false pretext has serious legal implications.

He added that his office will ensure the contractor begins to comply with the minimum wage and other requirements in the Labour Act.

Who is telling the truth about IMF leaving Zambia?

News making rounds about the International Monetary Fund (IMF) has been a debate so confusing for us the lay men. But soon after listening to politicians opening their mouths on the issue one quickly realises that infact its the POLITICIANS instead who are more confused than the ordinary Zambians.

Last week, the FUND withdrew its country representative to Zambia arising from a tweet by former IMF Communications Director Chibamba Kanyama, panic gripped government and stray statements began to flood social media one such from our very own Minister Dora Siliya.

Government through her insisted that IMF has not left the country officially but merely recalled its representative. The question is if it was merely an administrative thing, then did it warrant a ministerial statement?

Sadly, Chibamba Kanyama got all sorts of condemnation from scores of onlookers and some PF cadres for his tweet. UPND on the other hand came to party as expected supporting Chibamba Kanyama. Unfortunately, for some exposing their delinquency and ignorance on the matter.

Who should the Zambians believe between CHIBAMBA KANYAMA or DORA SILIYA, Margaret Mwanakatwe and Cde Sunday Chanda?

The IMF issue is somewhat a very complex discussion that can not be trivialised to petty street gossip. Worse off left for cadres to react to. Our economy is at stake and the best we can do is to critically and truthfully confront the 1.3Billion Dollars IMF bailout and Zambia discussion. The truth of the matter is that there is nothing political about the IMF but there is everything political about the competing needs of where we source our bailout and the debt sustainability thereof.

Any member country of the IMF like Zambia, whether rich, middle-income, or poor, can turn to the IMF for financing if it has a balance of payments need—that is, if it cannot find sufficient financing on affordable terms in the capital markets to make its international payments and maintain a safe level of reserves. The IMF is not a development bank and, unlike the World Bank and other development agencies, it does not finance projects

One wonders the excitement with cadres about China. Describing the IMF with all sorts of names like colonialists, imperialists etc. Maybe they may need to be educated that China is a member of the IMF since 1945. While they may think that China is an option, China sits on the governing board of the IMF.

As ardent follower of economic trends, I was worried to see the Head of State literally begging for financial help from Turkey. I had hoped that he would have done that behind closed doors and not on camera. It just says a lot about what is brewing economy wise for the President to go to that length. And subsequently President Lungu sent an envoy to Turkey at the level of Vice President madam Inonge Wina to materialise his requests. We may wait longer to see any results from that trip.

Zambia desperately needs a bailout but from where, because options continue to go bleak and one such option is IMF. IMF suspended any discussions with Zambia after the Zambian government began to portray itself as though they can do without the IMF even the bailout itself. From the language from PF operatives and government one can easily deduce that we have a totally wrong approach and we may not succeed in time. Because our actions and language are not consistent.

Finally, I want to say that the Zambian government lacks the political capital to generate interest for a resumption of the discussions with the IMF on a possible bailout. The ugly truth is that possibly events within our economy that necessitated the withdraw of their country representative, and we can do ourselves better to face those facts head on not by burying our heads in the sand. Matters of the general economy are too sensitive and may require sobriety.

EU funded Legal help desks launched

Government and its cooperating partners has launched the Legal Help Desks for Lusaka and Kamwala Correctional facilities.

The programme which is funded by the European Union and German under the Legal Empowerment and Enhanced Justice Delivery (PLEED) is meant to help inmates have legal representation.

Speaking during the launch in Lusaka yesterday, Ministry of Justice Permanent Secretary, Legislative Drafting Andrew Nkunika said this will help improve delivery of Justice for all.

Mr. Nkunika said the move will ensure that a backlog of cases are dealt with because accused persons will now have legal representation.

He explained that once the accused have a legal representation it will help reduce on the congestion which has overwhelmed correctional facilities.

Mr. Nkunika said the PLEED programme has so far supported the access to legal services and help reduce the numbers of unfinished cases.

He stated that the programme is expected to come to an end in 2020.

Speaking earlier, implementers of the programme Undikumbukire Project Zambia, Sara Larios said they are happy that Zambia has agreed to partner with them.

Ms. Larios said the main aim of the project is to ensure that there is equal access to justice for all and reduce the backlog of cases.

She said the current congestion in correctional facilities is due to some unresolved cases or inmates lacking legal representation.

African countries should invest in nuclear energy-Msiska

Government says there is need for African countries including Zambia to deal with the negative perceptions towards nuclear science and technology in order to reap the available vast socio-economic and health benefits.

Secretary to Cabinet, Roland Msiska regretted that nuclear science is associated with atrocities and environmental disasters at the expense of the vast benefits in medical applications, agriculture and power generation.

Dr. Msiska said this in a speech read for him by Permanent Secretary at Cabinet Office, Bernard Kapasa at the official opening of the European Union(EU) funded Zambia Conference on enhancing Africa’s capacity on nuclear safety, security and safeguards in SADC countries.

Dr. Msiska stated that there is need for sensitisation and public awareness on the benefits of peaceful uses of nuclear science and technology despite many people not being affected by nuclear science.

He further said Africa needs to move away from heavy reliance on natural phenomena for power generation and embrace nuclear power generation to attain sustainable economic development.

The Secretary to Cabinet said Zambia is keen on developing its nuclear science capacity and intends to operate a 2,000 megawatts power plant to drive economic activity.

Dr. Msiska said projections of increased demand for electricity should make African countries adopt nuclear power to support economic growth and maximize benefits from use of nuclear science and technology.

He said Africa needs to join the international community in utilizing nuclear science and technology for economic development.

Dr. Msiska commended the involvement of young people in Africa’s nuclear programme which has seen the formation of the Zambian Chapter of the Young Generation in Nuclear.

And Radiation Protection Authority Executive Director, Boster Siwila said the conference will help Zambia and other countries in the Southern African Development Community (SADC) region to strengthen regulatory framework in the transportation and storage of nuclear and radioactive materials.

Mr Siwila said there is need for Africa and Zambia to adhere to environmental safeguards in order for the continent to enhance its capacity in nuclear.

And European Union (EU) Representative to Zambia, Robert De Raeve said his organisation will continue to promote partnerships with Zambia in order to enhance nuclear safety.

Mr. De Raeve said EU will offer best practices to Africa in advanced nuclear safety and strengthened regulatory framework to promote development of nuclear science and increased Uranium mining in Tanzania, Malawi, Zambia and Namibia.

Zambeef lost close to 200 animals to Foot and Mouth Disease

The Zambeef Group has confirmed that it lost 175 dairy animals as a result of Foot and Mouth Disease which broke out in Chisamba and Chibombo last year.

Over 5,000 head of cattle were affected by the disease which led to government to impose a ban on movement of cattle in and out of the affected districts as part of efforts to contain the disease.

The disease affected Zambeef’s Kalundu dairy farm in Chisamba which supplies 40 per cent of Zambeef’s raw milk requirements which led to daily milk output falling sharply.

But in an operational notice, Zambeef has confirmed that it lost 175 dairy animals and received an insurance payout policy of USD240, 000 in compensation.

“The Group is pleased to report that the ban on the movement of live animals in and out of the Chisamba and Chibombo districts as a result of Foot and Mouth Disease (FMD) has been lifted,” the notice read.

Zambeef also confirmed that the volume of milk being produced by the dairy herd has fully recovered to levels that existed before the outbreak of the disease.

It says the financial effect of FMD was sufficiently provided for in the March 2018 interim results and reported on 6 June 2018.

Zambeef has also confirmed that the common bacterial disease, Bacteria Leaf Streak (BLS), has been detected in its winter wheat crop.

It says as a result of the disease, wheat yields are anticipated to be lower than initially budgeted.

“However, wheat sales contracts have been concluded at higher than budgeted prices per ton and therefore Zambeef does not currently anticipate that the BLS outbreak will have a material financial impact on the Group’s performance for the 2018 financial year,” it says.

Zambia to host World Export Development Forum next month

The World Export Development Forum 2018, will take place in Lusaka on 11-12 September under the theme ‘Scaling Up through Trade’.

The Forum will bring business leaders, policymakers and youth from around the world to explore a range of trade related issues, including agribusiness, investment and the African Continental Free Trade Area.

This year’s annual flagship event of the International Trade Centre (ITC) will be co-hosted by the Government of Zambia through the Ministry of Commerce, Trade and Industry.
The youth will take the centre stage at this year’s Forum.

The global population is forecast to grow by 2.2 billion people by 2050, and more than half of that growth is expected to be in Africa.

Following the launch of the African Continental Free Trade Agreement earlier this year, the African Union is putting youth at the heart of development, as drivers of growth.

Policymakers and the business community are working on a friendlier environment for young people to gain relevant skills, start their own businesses and create quality jobs.

WEDF 2018 will kick off with an African Union and ITC interactive Youth UnConference on the topic of a world without borders, highlighting the perspectives of young entrepreneurs from eight African countries.

There will also be a young entrepreneurs’ pitch competition featuring seven candidates from across the African continent.

Another WEDF highlight will be the business-to-business meetings in agribusiness – from crops to oilseeds, prepared foods, honey, agricultural machinery and packaging, and more.

The meetings will bring together farmers, manufacturers, exporters, importers, wholesalers, retailers and investors interested in selling, buying or investing in select agricultural products and technologies.

Kambwili accuses State House of shielding Chimese from ACC

State House has been accused of shielding former Zambia Air Force (ZAF) commander Eric Chimese who was recently fired for allegedly involving himself in corrupt practices.

Opposition National Democratic Congress (NDC) consultant Chishimba Kambwili is suspicious that the alleged corrupt practices General Chimese involved himself in, may have been deep rooted.

KambwiliMr. Kambwili does not think the Anti-Corruption Commission (ACC) should take too long to probe General Chimese if State House itself was not involved in the alleged corrupt practices.

In an interview with QTV News Mr. Kambwili says he is therefore left with the impression that the dismissal of General Chimese was only to show keeping up appearances.

Mr. Kambwili says he is also in this case not surprised by the failure of the ACC to investigate Ministers mentioned in the Financial Intelligence Center (FIC) 2017 trending report.

He says what all people wanting all corrupt government officials to be prosecuted can do at this end is to just wait until the current government is removed from power.

An attempt to get a response from the President’s Special Assistant for Press and Public Relations Amos Chanda proved futile by broadcast time as his mobile phone went an answered when he was called.

Lungu pledges to take development country-wide

President Edgar Lungu says he is in a hurry to take development to all parts of the country.

Speaking when he paid a courtesy call on Chiefs Nsefu, Jumbe, Kakumbi, Malama and Mkanya at Chimfule Lodge in Mambwe district in Eastern Province today, President Lungu said government will distribute resources equally across the country.

ZANIS reports that President Lungu stated that government will acquire vehicles for all chiefs across the country but noted that the construction of roads will take precedence.

Speaking on behalf of the five chiefs, Chief Jumbe thanked government for the construction of the district hospital, Msolo and Chipata-Mfuwe roads that is spurring development in the district.

The Chief however, bemoaned the illegal land acquisition in the district that is being perpetuated by some people in the area and high poverty levels that have been caused by drought as well as human animal conflict.

The traditional leader also bemoaned lack of boreholes in the district stating that the 15 boreholes that were sank in the area are not enough to cater for the ever growing population.

Chief Jimbe has since called on government to quicken the construction of feeder roads in the area.

He further appealed to government to expedite the payment of salaries and allowances for Chiefs and their retainers as some of them have not received any allowances for some months now.

And President Lungu implored Eastern Province Minister, who is also Malambo Member of Parliament, Makebi Zulu to address the challenges that the chiefdoms are faced with in fostering development for the people of Mambwe district.

Meanwhile, Eastern Province Minister, Makebi Zulu said he has already engaged Ministry of Water, Development and Sanitation to sink more boreholes for the district.

Zambian honey samples sent to Germany-Kapampa

Government says it has sent samples of honey to Germany for tests for suspected American Foulbrood (Paenibacillus larvae) that is suspected to be in Zambia’s honey.

This follows the banning of honey from Zambia on the South African market after it was alleged to have been found contaminated with a disease called American Foulbrood (Paenibacillus larvae) .

Speaking in an interview with ZANIS, Minister of Fisheries and Livestock Kampamba Mulenga said samples of Zambian honey have since been sent to Germany for laboratory tests in that country.

Ms. Mulenga said Zambia started exporting honey to South Africa in 2015 after qualifying as one of the countries in the region without the American Foulbrood (Paenibacillus larvae) in its honey.


She stated that the country exports in excess of four hundred tonnes of honey to South Africa and is also currently exporting to the European countries.

“We have been exporting honey we only knew of the larvae when we received information from our counterparts from south Africa recently stating that our honey has the American Foulbrood (Paenibacillus larvae),” the Minister said.

The Minister noted that her ministry would only engage the South African government after the test results are out from Germany.

“So currently we cannot seek a way forward with our partners in south Africa because we have sent our own independent sample to Germany and awaiting results,” she said.

Ms. Mulenga said testing for American Foulbrood (Paenibacillus larvae) is expensive hence the country conducts inspections on Zambian honey annually.

The Minister noted that the last tests which were done in December on honey were all clear of the larvae.

“When we have our own results then we can have talks with our counterparts in south Africa,” she said.

Last week, The Zambian High Commission in Pretoria, South Africa protested the ban imposed on export of Zambian honey to South Africa.

In a letter written to South African authorities, Zambia’s High Commissioner to South Africa, Emmanuel Mwamba said he had learnt with regret that South Africa has restricted market access for Zambia’s pure honey with immediate effect.

Mr. Mwamba has stated that the ban was done outside procedures and trade regulations.

Lusaka Mayor Miles Sampa has now retracted his earlier claims that he was kidnapped by some PF thugs in Lusaka’s Matero Township on Monday.

Mr Sampa in a statement that it has now come to his attention that what the youths did to him does not amount to kidnapping but threatening violence.

“It has come to my attention that the incident I encountered on Monday does not amount to kidnapping but threatening violence. As I felt my life was in danger and out of consequent trauma, my immediate reaction may have been out of context,” Mr Sampa said.

The Lusaka Mayor who caused a stir on Facebook after posting photos of himself brandishing a gun and threatening to shoot the youths he called illegal plot sellers have since apologized for his actions.

“I therefore wish to apologise unreservedly to all that I may have offended consequently. I regret and sorry to all that had reservations on my response out of the ordeal. It was poor judgement on my part and I take full responsibility,” he said.

He revealed that he has since met his Spiritual Mentor Catholic Priest Fr Charles Chilinda for counseling.

“have just come out of a meeting with one of my spiritual mentors Father Charles Chilinda and will keep seeking wisdom, guidance and counselling from all my seniors. These include His Excellency the President Mr Edgar Chagwa Lungu, The Vice President Her Honour Inonge Mutukwa Wina, The SG Mr Davies Mwila, The PF Chairman Mr Samuel Mukupa, MCCs and Ministers among others.”

He added, “The office I hold on behalf of the people of Lusaka demands highest degree levels of integrity and decorum both in speech and actions. This I will keep aspiring to achieve on a daily basis.”

“As to my young brothers that attacked me, I hereby forgive them unconditionally and look foward to enjoying brotherhood and love with them. I therefore withdraw my formal complaint I lodged on them yesterday.”

He continued, “I am keen to work for a win win for all stake holders in the City and these are the President, the Government, the Party, The Council, all the people of Lusaka and in this context the youths and their aspirations.
I remain open to advice and counselling for the good of all the people of the City.”

Mr Sampa has since announced that he will be shutting down all his social media accounts forthwith.

“In line with good order and decorum of the Office of Mayor, I will be shutting my personal social media accounts like Facebook and Twitter. All my communications will be via the Lusaka City Council official channels.”

Etoile du Sahel coach Chihed Ellili has pointed out Zesco United weakest points in their 2018 CAF Champions League campaign.

Zesco squandered a 1-0 first half lead to draw 1-1 at home on August 28 to see them fail to qualify for the 2018 CAF Champions League quarterfinals after finishing third in Group D.

It was the third time in three matches that Zesco had thrown away a lead in Group D to subsequently draw or lose a match in the league phase of the 2018 CAF Champions League.

“Like my colleague (Zesco coach George Lwandamina) said maybe they need more experience and maybe more focus,” Ellili said.

RE: DEMAND NOTICE FOR CONTROL OF HAZARDOUS DUST EMISSIONS DISCHARGED FROM TD5 LOCATED IN KITWE WEST

The above captioned matter refers.

We have noted with deep concern that your tailings waste disposal facility, also known as TD5, which is located in Kitwe West Area, has for some time been discharging dust emissions in levels which contravene the environmental control laws.

The facility has now become a hazard, especially to the motorists who drive along Kalulushi-Sabina Road. It discharges ‘sand dunes’ which frequently cause poor visibility for motorists driving along the said road. The ‘sand dunes’ also cause serious air pollution to communities living contiguous to the said facility, particularly marketeers who trade along the said road.

As you are aware, following the expiry in 2015 of environmental indemnities extended to your company, MCM is now bound by the Mines and Minerals Act of 2015 as well as Environmental Management Act of 2011 to control all forms of pollution from TD5, and other facilities.

We now demand that you take immediate remedial action to comply with pollution control provisions failure to which we will have no option but take legal action against MCM.

Please take this as the final warning.

UPP leader Savior Chishimba has announced that he has gone a 12 month sabbatical from politics.

Dr Chishimba said he has decided to go on a one year political Sabbatical because the political tension is high.

“Let us love one another and continue to reach out to those in government for the good of all. The country has numerous problems that must be addressed in the spirit of bipartisanship,” Dr Chishimba said.

He added, “The tension in the country is too high. Vitriolic utterances from both sides of the divide (ruling and opposition) are not helpful.”

“Although we tend to wholly blame the governing party in many instances, the language we too use, as opposition leaders, is not civil.”

“Consequently, our good and well intended messages are not taken seriously by the people who are driving the statecraft.”

Dr Chishimba said he may occasionally be available for national duties.
