US Ambassador to Zambia applauds the control of the utilisation of government vehicles

UNITED States of America Ambassador to Zambia Mr. DANIEL FOOTE has applauded Government for the measures put in place in the control of the utilisation of government vehicles.
Mr. FOOTE said this when he paid a courtesy call on Minister of Works and Supply Mr. FELIX MUTATI at the Ministry Headquarters.

He said control of government fleet is commendable and added that under the public affairs department at his embassy, the US Government can help the Ministry strengthen its fleet management programme by having some of the staff exposed to the American system and learn how it is done there.

Mr FOOTE made this offer after Mr. MUTATI informed him that fleet management is one of the major programmes that his Ministry is working on and so far there has been positive compliance at the record of 85 percent as compared to 10 percent when the exercise commenced early this year.

Mr. MUTATI added that Government has been able to save more than K300m since the road blocks started and that the Ministry is now working towards incorporating technology which will further help curb misuse.

He said the main objective of the enhanced controls on the utilisation of government transport is to instil discipline and help government save the finances for other developmental programmes.

Mr. MUTATI further informed Mr. FOOTE that his Ministry is also focused and determined to revamp the Government Printers Department so that it prints not only the 2021 ballot papers but be able to do other works that it used to do in the past.

The other pertinent programme of interest Mr. MUTATI shared with Mr. FOOTE is the redevelopment of waste or idle assets earmarked for the creation of more office space for civil servants.

Mr. MUTATI said government was engaging with the private sector on a private public partnership (PPP) model that will eventually benefit both sides.

He noted that Government would appreciate the presence of the American business community in the redevelopment programme through the PPP programme.

On what the American Embassy in Zambia can do to help the Ministry, Mr. MUTATI pointed out three areas of concern which are, staff training exchange programmes, private sector investment under PPP and strengthening of the government fleet management.

And Mr. FOOTE said his Government is ready to assist the Ministry with the training exchange programmes as well as fleet management.

He also noted that his embassy would consult with the Overseas Private Investment Corporation (OPIC) which is a self–sustaining US Government agency that helps American businesses invest in emerging markets to venture into the Zambian market.

The two leaders further shared views on how the tourism sector can benefit from some American philanthropists such as the head of Amazon and many others.

Mr. FOOTE was accompanied by Chief of Section for Political and Economic Affairs Ms. DOREEN BAILEY while Mr. MUTATI was with Permanent Secretary Ms. AGNESS MUSUNGA and Director Human Resources Mr. WEZI LUKHELE.

President Lungu directs Mines Minister to intervene in a rift between KCM and CEC over power

President Edgar Lungu has directed the Ministries of Mines and Energy to intervene in a matter where the Copperbelt Energy Corporation -CEC-intends to cut off power to the Konkola Copper Mines -KCM- due to outstanding debt.

Presidential Spokesperson Amos Chanda says the President hopes an amicable solution is brokered between the two private companies because of the role they both play in growing the economy.

Mr. Chanda says the two Ministries who have been assigned by the President can only facilitate for dialogue between the companies.

He says the options for the Ministries of Mines and Energy are limited because the two private entities are outside governments’ jurisdiction.

The Presidential Spokesperson said this when he responded to questions from Journalists during a media briefing held at State House today.

Meanwhile Mr. Chanda told Journalists that Zambia’s relationship with the International Monetary Fund-IMF- remains intact.

He said a delegation from the institution will soon be in the country for a series of meetings.

Mighty captain Sitali warns Power Dynamos

Captain Joseph Sitali has vowed that Mufulira Wanderers won’t allow Power Dynamos to stand in their way as they seek to reach the Barclays Cup final.

Mighty and Power will clash in one of the Barclays Cup quarterfinals set for the weekend of September 29-30.

Experienced midfielder Sitali said his Division One side was determined to advance further in the competition after eliminating Real Nakonde at the pre-quarterfinal stage.

“We don’t want to lose that game against Power. As players we all know what is at stake and our aim in the Barclays Cup is to reach the final,” Sitali said.

Mighty, whose debut Barclays Cup appearance ended at the quarterfinal stage in 2014, are competing in this cup for the second time.

“We will take the match against Power seriously,” he said.

Sitali appears psychologically prepared to face Power whom he led to winning the 2011 FAZ Super Division title as captain.

“I respect Power but as you know I am now at Mufulira Wanderers and I want to impress my employers,” Sitali said.

Promotion aspirants Wanderers are currently leading Division One Zone Two with a seven point gap with nine matches remaining in the season.

President Edgar Lungu expected to travel to China this evening

President Edgar Lungu is this evening expected to travel to China for a series of bilateral meetings with Chinese President Xi Jinping.

Presidential Spokesperson Amos Chanda says President Lungu’s first assignment will be a bilateral summit with his Chinese counterpart President XI where a broad-range of economic agreements will be discussed.

He says the President will also deliver a keynote address at the Zambia-China Investment Forum, which will take place on September 2, 2018.

Mr. Chanda adds that on the third and fourth of September, the President will attend the China -Africa forum which will also be attended by 45 other African Heads of State.

The Presidential Spokesperson told Journalists during a media Briefing at State House that President Lungu will use the last two days of his visit to tour Jiangxi Province where he will also witness the twinning of the Province with Zambia’s Muchinga Provin

The President is expected to leave China on the 7th of September 2018.

Minister of Higher Education Nkandu Luo says Zambia cannot shy away from the global technological advancements.

Professor Luo says government is taking practical measures to ensure technology is at the core of national development.

The Minister was speaking in Lusaka, when opening the 2018 International Multi-Disciplinary Conference, which is being hosted by Zambia.

This was in a speech read on her behalf by Ministry of Higher Education Director in the Department of Science and Technology, Jane Chinkusu.

The conference is under the theme Pursuing Innovation Frontiers FOR Contemporary Global Knowledge Citizenship.

Professor Luo also disclosed that her ministry is revising the 1996 National Policy on science and technology.

The conference has attracted more than 5-hundred delegates from within Zambia, and more than 20 countries, which include, China, USA, UK and other African countries, as well as international universities.

CENTRAL Province Permanent Chanda Kabwe says the construction of the multimillion dollar glass manufacturing plant in Kapiri Mposhi demonstrates the existing investment opportunities in the region.

Eagle Glass Manufacturing Limited, a sister company for Forestcol Fertilizer Limited is constructing the country’s biggest glass manufacturing plant along the Great North Road in Kapiri Mposhi.

The Chinese company which has also invested heavily in mining has so far employed more than 400 people at the project which started in May and is scheduled for completion by the end of this year.

Speaking when he toured the site on Wednesday morning, Mr Kabwe said the project should also remind those attending the 2018 Central Province Investment Forum and Expo that the region has great potential for investment.

“You can’t have this kind of investment if people don’t believe in your policies as government; the people in Kapiri have been crying to revamp Kapiri Glass for so many years,” said Mr Kabwe.

“But the time to cry for Kapiri Glass is the issue of the past because we now have a new company, a new investor who will employ even more people when this plant is fully operational.”

Mr Kabwe who was accompanied by district commissioner Peter Mwiinde and council chairperson Obby Kabasa also urged potential investors to take advantage of the forthcoming Expo to explore investment opportunities in the region.

And Mr Kabasa said the coming of the glass factory would help the district to grow and expand its economy, adding that the district was rich in many natural resources including China Cray was used to manufacture Macopolo tails.

Foresticol Fertiliser assistant general manager Mark Wang said the company had decided to set up various businesses in Zambia after realizing that the country had best environment for investment.

NDC urged Government to come clean on Katumbi’s alleged Zambian passport

The opposition NDC is challenging the Ministry of Home Affairs to explain how Congolese politician Moise Katumbi has allegedly been issued with a Zambian Diplomatic passport.

NDC Secretary General Mwenya Musenge urged Government to urgently clarify this matter as it has the potential to compromise National peace and security.

“If indeed, it is true that Mr. Katumbi is the holder of passport number.. we want to know how he got the said documentation. As a party, we shall not gloss over this matter until those who issued the said passport are brought to book,” Mr Musenge said.

“As a party, we have nothing personal against Moise Katumbi as an individual. We as NDC have commented on this matter because it raises a lot of questions that require urgent answers.”

Mr Musenge charged that Zambia should not and shall never be used as a safe haven for foreigners.

“If Mr. Katumbi indeed holds a Zambian passport, we wonder how many other foreigners such as Chinese have Zambian passports. If Mr. Katumbi has a Zambian passport, we demand for a clean up at the passport office.”

The NDC Secretary General further demanded that all officers who are behind Mr. Katumbi’s passport be arrested and prosecuted.

“If Home Affairs Minister Steven Kampyongo has a hand in the issuance of this passport, we demand that he be fired by the appointing authority. The NDC demands that the authenticity of this matter be clarified by the Ministry of Home Affairs immediately,” he said.

“We further demand for a clarification from the Ministry of Home Affairs on how Mr. Katumbi was issued a Green National Registration Card NRC. The NDC is also appealing to the Congolese Government to clarify on the issue of dual citizenship in the DRC.”

He said the NDC further wants the Congolese Government to assist Zambia with information if they are aware that Mr. Katumbi actually holds Zambian citizenship.

The NDC noted that Mr. Katumbi rose to prominence in the 1990s under the Fredrick Chiluba regime under the name Moses Katumbi and that he was Dr. Chiluba relation.

He went further and claimed he was a relation to one of the royal highnesses in luapula province.

After Dr. Fredrick Chiluba was arrested for corruption, Moses Katumbi unceremoniously left Zambia.

He later appeared in the Congo as Moise katumbi and became Governor for Katanga province.

“As a country, we may differ politically, but, we should not allow foreigners hijack and take over our country. We have only one Zambia and we as citizens should safeguard this country from any foreign emissaries and aggressors,” Mr Musenge said.

Patson and Mwepu’s UEFA CL Group stage dreams dashed

Striker Patson Daka and midfielder Enock Mwepu’s UEFA Champions League group stage debut dreams were dashed on Wednesday night.

This is after RB Salzburg were beaten to the slot by Red Star Belgrade on away goals rule in the two sides final leg playoff match in Salzburg.

Red Star left Austria with a 2-2 draw after holding RB Salzburg to a 0-0 home draw in the first leg on August 21 in Serbia.

Patson played the opening 69 minutes but was not on target while Mwepu was an unused substitute.

Salzburg have now been relegated to the Europa League.

Meanwhile, in South Africa, ex-Chipolopolo coach Wedson Nyirenda’s side Baroka FC bounced back from their Polokwane derby loss a fortnight ago to draw 1-1 at home with promoted Highlands Park on Wednesday.

Baroka are 10th on 5 points from as many games played while Highlands are just below them on 4 points.

UK to boost economic links with Zambia

Zambians will benefit as the UK puts more attention and resource into economic development and trade links to create the economic growth that will sustain rapidly growing populations in Africa. The UK Prime Minister, Theresa May, has announced on her first visit to Africa as Prime Minister that the UK supports a long-term solution to poverty by helping to create sustainable job opportunities and investments.

The Prime Minister has pledged to make the UK the G7’s number one investor in Africa, with Britain’s private sector companies taking the lead in investing the billions that will see African economies growing by trillions. The Prime Minister also pledged that the UK will remain a global champion for international development, committing that UK development spending will not only combat extreme poverty, but at the same time tackle global challenges and support the UK national interest.

In Zambia, UK investment is already happening through various channels such as investment in human capital and through social impact agribusinesses such as AgDevCo, Saise Farming Enterprises Limited and Zambeef. The Prime Minister has announced additional funding through AgDevCo that will benefit Zambia.

In Zambia, the UK also promotes leadership and skills through the Chevening and Commonwealth scholarship schemes that in 2018/19 will fund almost 40 Zambians to pursue postgraduate studies in the UK.

The Prime Minister’s announcement of a further 100 Chevening scholarships for Africans means that next year the number of scholarships for Zambians will increase.

The Prime Minister, Theresa May said;

“The UK’s role in international development is something of which I am immensely proud, as I believe the nation as a whole should be. We will remain a global champion for aid spending, humanitarian relief and international development. We will continue our commitment to spend 0.7 per cent of gross national income on official development assistance. We will not falter in our work to deliver the Sustainable Development Goals.”

With UK support AgDevCo has so far already leveraged £117 million of third-party capital, including from British companies. Over 1.6 million people in rural areas are benefiting from increased incomes as a result of the jobs and markets created by AgDevCo’s investments. The figure is set to grow to 2.4 million over time.

The additional funding announced (£55m) will directly benefit an additional 1.5 million people by 2025. It will bring the total to 3.9 million people directly benefiting by 2025 in Zambia, Zimbabwe, Malawi, Tanzania, Mozambique, Rwanda, Sierra Leone, Ghana and Uganda.

Commenting on the increased investments by the United Kingdom in to Africa which will also benefit Zambia; British High Commissioner to Zambia Fergus Cochrane-Dyet OBE said;
“As a long-term friend of Zambia, the UK recognises that British aid and investment should boost Zambia’s economic growth so as to create jobs and wealth. In particular, The UK will be investing more in Zambia’s agriculture and in scholarships for young, dynamic Zambians.”

Zambia’s August inflation rises to 8.1%

The annual rate of inflation for the month of August 2018 has increased by 0.3 percent from the 7.8 percent recorded in July this year, to 8.1 percent.

This means that on average, prices of goods and services increased by 8.1 percent between August 2017 and August 2018.

Central Statistical Office (CSO) Acting Director Goodson Sinyenga said the increase in inflation was mainly influenced by a rise in prices of both food and non-food items.

Speaking during the monthly bulletin media briefing Mr. Sinyenga listed breakfast mealie meal, Cassava meal, purchase of vehicles and Charcoal as some of the food and non-food items .

Mr. Sinyenga said the annual non food inflation rate for August 2018 was recorded at 8.3% compared to 8.1% recorded in July 2018 which is an increase of 0.2 percentage points.

He says the increase in the annual food inflation Rate is mainly as a result of price changes of breakfast mealie meal and Cassava Meal.

Meanwhile Mr. Sinyenga has revealed that Zambia’s trade deficit decreased by 48.8% from K1, 620 Million Kwacha recorded in June 2018 to K829 Million in July 2018.

He says this trade deficit means that the country imported more that it exported in nominal terms.

Mr. Sinyenga said imports decreased by 12.9 percent from 10, 190. 3 Million Kwacha in June 2018 to 8, 877.4 Million Kwacha in July 2018.

Shepolopolo face to Cameroon at COSAFA

Shepolopolo will face fellow 2018 Women’s AFCON finalists Cameroon at the 2018 COSAFA Women’s Cup in September in South Africa.

The 2017 COSAFA bronze medalist are in Group B with Cameroon who are one of two guest teams at this tournament including Uganda.

Lesotho and Mozambique complete Group B.

The COSAFA Cup will be held from September 12-22 in Nelson Mandela Bay.

Cameroon, Zambia and hosts South Africa will use the tournament to prepare for their Women’s AFCON outing that Ghana will host from November 17 to December 1.

Epileptic patient drowns

A 17 year old female epileptic patient has drowned while fishing on Lake Mweru in Nchelenge district.

Luapula Province Police Commissioner Elias Chushi confirmed the incident to ZANIS and identified the deceased as Mary Mwape of Chilundika Village in Chief Kambwali’s Chiefdom.

Mr. Chushi said the incident happened on Friday last week around 11:00 hours after the deceased suffered a seizure and fell into the water.

He said the body of the deceased was retrieved by well-wishers and has since been buried.

Mr. Chushi said the Police is considering summoning the deceased’s relatives to learn why they allowed her to go on the lake.

We understand, from social media commentaries, that Government plans to introduce a weather levy or weather tax.

We hope this is not true but merely a joke.

However, if it is true, then we think it will be an irrational act by Government as the move will amount to double taxation. In other words, it will be an income tax paid twice on the same source of earned income.

We say so because the people in Zambia are already paying a levy called carbon tax. This tax is directly paid by motorists through RATSA when they renew their motor vehicle licences. It is also indirectly passed-on to the public when they ride on buses and taxis, or indeed when they use other commercial modes of transport.

Government claims that the primary purpose of carbon tax is to lower greenhouse-gas emissions. So in effect carbon tax is a climate change mitigation tax. Now, since climate change is a weather condition, then carbon tax is a weather tax. That is the main reason we say it is irrational to introduce a weather tax because that would be tantamount to double taxation.

Secondly, we know for a fact that revenue obtained via the tax is not even used by this Government to compensate the carbon emissions on which the tax is levied.

If it were used for the intended purpose, perhaps as the Greens, who heartily care for the environment, we would support that continued levy of carbon tax.

But because the carbon tax is instead used by Government to bring in luxurious fuel guzzler cars, with higher green-house gas emissions impacts, and for that matter used by ministers and other Government officials who do not even pay carbon tax on those vehicles, we think Government is committing pure day-light robbery or obtaining money by false pretenses from private motorists and commuters.

We think it is morally wrong for Government to continue levying carbon tax and ironically to even contemplate introducing another weather tax which lacks a properly grounded rationale.

Home Affairs Ministry responds to the new e-passport tender corruption allegations

The Ministry of Home Affairs has disassociated itself from the speculation and allegations circulating on social media relating to corruption surrounding a tender for technical and financial proposals for the e-passport production through a Public Private Partnership (PPP) procurement, and that this tender has already been awarded.

In a statement released to the media by Chifuta Nephas, the Public Relations Officer Ministry of Home Affairs, the allegations that the tender has already been awarded to a Belgian company as false, malicious and unfounded, and therefore, to be treated as mere speculations.

TENDER FOR MIGRATION FROM MACHINE READABLE TO E-PASSPORT

The Ministry of Home Affairs wishes to inform the general public that in order to improve security and conform to the international Civil Aviation Organisation (ICAO) standard, Government is migrating from machine readable to electronic passports.

In line with this decision, a tender for technical and financial proposals for the e-passport production through a Public Private Partnership (PPP) has been floated. This tender seeks to solicit participation from all reputable companies with financial and technical capacity to facilitate migration from machine readable to e- passport.

The tender was floated in accordance with the Zambia Procurement regulations which guide and regulate all public procurement.

The Ministry wishes to disassociate itself from the soeculation and allegations circulating on social media relating to corruption surrounding this procurement and that this tender has already been awarded to a Belgian company as false, malicious and unfounded, and therefore, to be treated as mere speculations.

Arising from that, the Ministry urges all interested companies to respond to the solicitation before the due date for possible consideration.
