Do Not Be Afraid
Have you ever felt overwhelmed or even afraid of what God has called you to do? Maybe you were pursuing a dream or goal and things didn’t turn out the way you planned. Joseph had planned to take Mary as his wife, but when he found out she was pregnant, he didn’t know what to think. He was afraid that he might be making a mistake because things didn’t turn out the way he planned. But God sent a messenger in a dream to reassure Joseph that he was on the right path.
Today let me reassure you that God knows right where you are, and He knows how to get you to where you need to be. Even when things don’t go the way you planned, His hand is on you. Do not be afraid. Trust that God is working behind the scenes on your behalf and that He will lead you into the life of blessing He has prepared for you.

Deputy Inspector General of Police for Administration, Eugene SiboteThe Zambia Police Service command has warned its officers against flouting government financial regulations such as late banking of government revenue.
Deputy Inspector General of Police for Administration, Eugene Sibote said serious action will be taken against the erring officers.
Mr. Sibote has also cautioned the officers against violating human rights of citizens in the execution of their duties.
He said the command is disturbed by reports of late banking of government revenue which sometimes takes more than one hundred days as there is no justification for such administrative shortcoming.
The Deputy Inspector General stated that government financial regulations are very clear on this matter and that officers found wanting will be disciplined.
He said the there is no excuse for late banking as banking services are now within reach of most police stations.
Mr. Sibote said the police command does not take pleasure in appearing before the Parliament’s Public Accounts Committee to answer queries in respect of late banking by police officers.
ZANIS reports that the Deputy IG was speaking during the 2017 Southern Province annual ball in Choma last night.
And Mr. Sibote noted that police officers should not be the one violating human rights in the execution of their duties because this is creating a bad image of the police service.
He added that police officers should instead be the ones in the forefront upholding human rights.
Mr. Sibote said respect for human rights and observance of the law by police officers is very important especially that the men in uniform are also subject to the same law they are mandated to enforce.
He has emphasized that the violation of human rights in the execution of police duties is not excusable by law but stated that this was not to suggest that police officers should be fearful in the execution of their duties provided they do their work with realization that people have rights.
Speaking earlier, Southern Province Commissioner of Police, Bonnie Kapeso said the command in the province has in the year 2017 worked hard to achieve effective policing as evidenced by the reduced crime in the area.
Mr. Kapeso assured the command that police in the province will continue working hard to ensure peace prevails for the socioeconomic development of the region.
The function was also attended by the assistant commissioner of police for Southern Province Ndandula Siamana.

Speaking when she received a delegation of German investors at the Zambia Embassy in Addis Ababa, Ethiopia, Ms. Sikaneta said the investment climate in Zambia was one of the most attractive on the continent.
Ambassador Sikaneta who is also Permanent Representative to the African Union said Zambia enjoyed peace and stability and had not witnessed any conflicts or wars that could interfere with investments injected in the country.
She said the tax policy in Zambia is good and attracts a tax holiday initially for big companies that invest in Zambia for a longer period.“There are also incentives for investing in rural areas”, Ms Sianeta said while referring the investors to the Zambia Development Agency-ZDA-.
Ms.Sikaneta pointed out that the investors would be sowing the right seed by including Zambia as an investment destination as they establish companies in Africa.
She welcomed the proposal by the German Investors to set up small and medium enterprises saying it was a good move that could create employment among the youth.
Ms.Sikaneta said as it stands, the civil service was unable to absorb all graduates and it was through creating enterprises that the youths could be self sufficient.
She also said the focus of the AU/EU summit recently held in Abijan , Ivory Coast acknowledged the need for the young population in Africa to have education and also venture into entrepreneurship .
Ms.Sikaneta said government was now focused on economic diplomacy and wanted to ensure that Zambia reaps benefits of being in good business, trade and economic relations with the outside world.
She said the government had seen that having good relations amongst countries was not enough hence the call for profitable economic diplomacy that benefit countries and peoples.
And the German investor pledged to establish a high level programme in Zambia that would focus on Foreign Direct Investment, establish a National Education Programme and initiate a Small and Medium entrepreneurship programme in Zambia.
Chairman and Founder of Abessinia Information Technology Company based in Ethiopia, Frank W Michel said his company will also focus on strengthening the International image of Zambia and intensify the relations with Germany.
He said Zambia has been targeted because of the good and stable economic environment.
Mr. Michel said unlike other countries that have no good investment portfolios, Zambia had proven itself to be a suitable investment destination.
He emphasized the need for Zambia to enhance its marketing of the countries Natural resources and investment opportunities to the outside world.
Mr. Michel said the education programme that will be introduced in Zambia will mainly focus on women and girls whose status need to be uplifted.
The Chadiza Magistrate Court has sentenced three Chinese National and two Zambians to Five Years imprisonment for illegally being in possession of rhino horns.
Before Magistrate Fred Musaka was Wan Qian (31),Huang Qingzhon (42),Hi Qingmao (30),Lovemore Kamwendo (42) , and Oberty Simwajata (48) who were charged with one count of unlawful possession of prescribed trophy contrally to section 130(a) and 86(2) of Act No.14 of 2015 of the laws of Zambia
Facts before the court were that on 27th July 2017 all the Five accused persons in Chadiza of the Eastern Province of Zambia jointly and whilst acting together had in their possession prescribed trophy namely 25 pieces of rhino horns weighing 32.2kg without a certificate of ownership issued by the Director of National Parks and Wildlife.
The Accused were intercepted at Chanida Border Post by Zambia Revenue Authority Officers as they crossed into Zambia from Mozambique for being found in possession of suspected rhino horns and were later handed over the Department of National Parks and Wildlife.
In mitigation the five accused persons asked the court to exercise lenience on them as they were all family men who may subject their families to great suffering if they were sent to prison.
And in delivering judgment Magistrate Musaka said he took into consideration what the accused had presented in mitigation but that they accused had no right to be in possession of the rhino horns without the certificate of ownership and export permit from the Director of National Parks and Wildlife.
He said sending the five to prison would serve as a lesson to other would be offenders. The five were then sentenced to Five years imprisonment with effect from the date that they were arrested.

Acting Information Minister Stephen Kampyongo has said that Zambia will have 55 percent shares in the national airline whilst Ethiopian Airline will get the remaining 45 per cent shares.
Mr Kampyongo was speaking at a press briefing in Lusaka today when he updated the nation on decisions made by Cabinet on Monday December 18, 2017.
Kampyongo said Zambia Airways would be given a US$ 16.5 million grant for start-up and operational costs in the first year.
“I wish to reiterate the announcement by my colleague, Minister of Transport and Communication Brian Mushimba, that Cabinet, under this item, approved the operationalization of the Zambia Airways (2014) limited by concluding a partnership with Ethiopian Airlines as a preferred strategic partner with a shareholding structure of 55% by the Government of the Republic of Zambia (RGZ) and 45 per cent by Ethiopian Airlines (ET). The 55 per cent equity shareholding by GRZ will be held by the Industrial Development Corporation (IDC) and that a grant equal to US$16.5 million be allocated to Zambia Airways (2014) limited for startup and operational costs year one,” Kampyongo said.
“In any case even when you are building a house, you don’t build a carport for someone else to come and park a car. You build with the hope of parking your own car. So we are not building this infrastructure for other airlines to benefit.”
Kampyongo said government would not interfere in the operations of the airline.
“We have learnt lessons on how Zambia Airways failed to conduct business and going forward, there will be no interference with the running of the new face Zambia Airlines. The public is hereby informed that the Patriotic Front government has since 2012 invested nearly US$1 billion in aviation,” said Kampyongo
Cabinet has also approved the appointment of four additional members of the Board of Trustees for the Livestock Development Trust.
The members will serve as non-executive board of trustees for the Livestock Development Trust following the dissolution of the board in May, 2015.
Mr Kampyongo revealed that Cabinet made a final decision on the appointment of members after having deliberated on the matter during the 10th Cabinet meeting which was held on 6th June, 2017.
Mr. Kampyongo however said that the Minister of Fisheries and Livestock will announce the full Board members in due course so that the Board could start providing policy advice on matters pertaining to livestock development in the country.
And Mr. Kampyongo has indicated that during the same meeting, Cabinet approved the appointment of the eleven (11) member Occupational Health and Safety (OHS) Board in accordance with the provisions of the Occupational Health and Safety Act, No. 36 of 2010 which will soon be announced by the Minister of Health.
He observed that the Occupational Health Statutory Instrument (OHSI) has for some time now been operating without a board since the tenure of office for the former members which expired in June, 2016.
And with regards to the Higher Education Amendment Bill of 2017, Mr. Kampyongo explained that Cabinet approved the introduction of a Bill in Parliament to amend the Higher Education Act No. 4 of 2013.
He said this will re-define the roles of principle officers and allow universities to have more than one Deputy Vice Chancellor depending on the number of Campuses and schools for the university.
Mr. Kampyongo added that there is also need to streamline the conflicts that have arisen following the operationalisation of the regulatory authorities and strengthen the regulations to ensure that institutions go through a gradual progression from University College before they can become full Universities.
He further said the current Higher Education Act No.4 of 2013 has a number of omissions, gaps and conflicts that have been identified which have caused the sub-sector to experience a lot of challenges despite the establishment and operationalisation of the Higher Education Authority.
Kampyongo observed that some of the challenges experienced are associated with the lack of provisions within the Act to classify institutions depending on their capacity and the proliferation of universities due to insufficient regulatory provision among others.
He said the bill shall be presented in Parliament for debate during the February sitting of parliament next year.
KABWE Central member parliament Tutwa NgulubeA Kabwe based Lawyer Tutwa Ngulube has called for the disbanding of the Judicial Complaints Commission.
Mr. Ngulube says the current Commission should instead be replaced with one which will be chaired by the Chief Justice.
He says the status quo where lawyers preside over the affairs of judges is not good as they do not understand the challenges that judges face during work.
Mr. Ngulube has told ZNBC news that many people have complained about the way the current commission is handling the complaints from the public hence the need to reform it.
He says the Commission has also been accused of overstepping its boundaries when dealing with issues before it.
Congolese striker Heritier Nkonko has announced that he is leaving Zanaco after a six-month spell at the club.
Nkonko scored six goals after joining Zanaco from Lubumbashi Sports earlier in July.
“My six months short contract has ended. And it has not been renewed so I am now a free agent. I just want to go back to Congo and look at the way forward,” Nkonko said.
He hit the headlines in October after scoring a hat-trick to help Zanaco come from behind to beat City of Lusaka 4-1 in a Super Division match.
“Zanaco for me is already a family and I was happy to play here. We finished second and that wasn’t bad for Zanaco. The league was very tough,” he said.
But Zanaco media officer Allan Matiya say the club is yet to decide Nkonko’s fate at Sunset.

Secretary to the Treasury Fredson YambaSECRETARY to the Treasury Fredson Yamba has directed all controlling officers in ministries and provinces to immediately surcharge all erring officers cited for misappropriation of public funds as revealed in the latest Auditor General’s Report to recover the Government funds.
Mr Yamba has, meanwhile, said the revised Public Finance Management Bill soon to be presented to Parliament would, among other key matters, create a special committee to effectively deal with financial crimes in the country.
He warned that failure by any controlling officers to surcharge erring officers linked to misappropriation of the public funds would subsequently lead to the invocation of Clause 30 of the Public Finance Act of 2004.
“The committee shall be informed accordingly on the progress of the matter,” Mr Yamba said.
He said this yesterday when he appeared before a Parliamentary Public Accounts Committee (PAC) chaired by Howard Kunda to respond to various queries on the report of the Auditor General on the financial year ended 2016.
Mr Yamba told the committee that there was need for more punitive measures to deal with erring officers, and was confident the revised Public Finance Management Bill would enforce severe charges.
The Bill, he said, had provided for punitive measures to punish office holders for failure to provide necessary information to the Auditor General.
Mr Yamba said those controlling officers redirecting funds to other projects without authority from the Treasury would equally have to face the wrath of the law.
He said there was need to ensure accountability and transparency in the use of public resources because it was such a manner that would result in the realisation of many social economic benefits for the good of all citizens.
Earlier, Mr Kunda and his members emphasised the need for Mr Yamba to ensure controlling officers were sensitised on the need to uphold prudent use of finances while always consulting the Treasury before making any redirection of funds to other programmes.
Patriotic Front (PF) Mkushi Member of Parliament Doreen Mwape said there was need for the Ministry of Foreign Affairs to bring ambassadors and high commissioners to respond to audit queries instead of being represented since they were the ones in charge of funds.
Home Affairs Minister Stephen Kampyongo has said that he didn’t want to lower himself to the what he called the childish politics of Chishimba Kambwili because he was above that and accused Mr Kambwili of suffering from acute inferiority complex.
Mr Kampyongo said Mr Kambwili was repelled by the party because he decided to follow Dr Guy Scott who was holding temporal instruments of power following the death of President Michael Chilufya Sata and he only came back after being defeated by former Matero Member of Parliament Miles Sampa during the convention.
In an interview with the Daily Nation, Mr Kampyongo said Mr Kambwili was suffering from “acute inferiority complex and he has failed to accept his dismissal and had become a roaring lion in the wilderness.
Mr Kampyongo said it was sad that the law maker has continued to make derogatory remarks against the Head of State and the entire Patriotic Front members.
Mr Kampyongo advised Mr Kambwili to check his mental ability because his continuous attacks on innocent people was worrying and questionable.
Mr Kampyongo said it was foolish for the expelled Roan Member of Parliament to now start fighting youths and dragging them to court.
He said Patriotic Front youths were more reasonable than him because they were not ready to involve themselves in politics of insults and quarreling.
He said he will not allow to continue bring anarchy in the party, therefore he should behave in a mature manner as someone inspiring to be a leader.
“He wants evlen go and attack my family, at least I am much better than him because I can account for my family than he wants to be a leader and claims to be rich when he can’t feed his family and I wish he could do the same because his family was economic migrates,” said Mr Kampyongo.
Mr Kampyongo said President Lungu does not owe him anything and he should stop pointing and accusing people of corruption when in fact he was among the corrupt people.
He said President Lungu will not engage himself in petty politics because he had a five year mandate with the people of Zambia which is bringing development.
“You may recall that Mr Chishimba Kambwili was our National Youth Chairman during President Sata’s tenure, but he abandoned the youths because he went with the Guy Scott,” claimed Mr Kampyongo.
ALLEGATIONS by former National Olympic Committee of Zambia (NOCZ) vice-president Gabriel Muyinda that Olympic Youth Development Center (OYDC) OYDC has declined in terms of infrastructure, administration and activities are false and malicious, says the centre director Clement Chileshe.
Chileshe confirmed that the centre was going through a lot of challenges but was in perfect shape to continue contributing to the development of talented sports men and women who relied on the centre for their development.
“We are very disappointed with the allegations made by former NOCZ vice president who was also a board member of the OYDC and he was aware of the challenges faced by the centre; therefore it is disheartening for us to have a member misinforming the public about this facility (OYDC),
“We have a number of challenges which include cash flow which have led to shortage of power man here at OYDC but despite that, the facility is always well maintained and will continue to be used by deferent national team for the development of deferent sports men and women,” Chileshe said.
Chileshe reaffirmed OYDC management’s commitment to raising about K11000000 next year for the maintenance of the centre which is affected with vandalism cases due to its location.He disclosed that plans were underway to construct separate dormitories that will be used by teams that rely on the facility for camping.
Chileshe called on Muyinda and his camp to be professional and learn to handle issues in a respectful manner for the love and development of sports in Zambia. “We will continue to work hard and we will not be discouraged by negative statements by some members. My only appeal to people tarnishing the image of this facility is that let them swallow their pain for losing their elections for the love and development of sports in Zambia. Let them not destroy the image of this facility,” Chileshe said.
On Tuesday last week, Muyinda held a press conference where he called for an audit of the OYDC.
Muyinda alleged that computers and televisions went missing and have not been accounted for with OYDC Staff being hired and fired and going without pay for months.
However speaking during a press briefing yesterday in Lusaka, Chileshe said that the allegations by Muyinda were false as there were no mismanagement at the centre.
Minister of General Education Dennis WanchingaALL the provinces, except for Lusaka, have recorded a 100 per cent progression rate at grade seven this year, it was announced in Lusaka yesterday.
The news was not as good for those who sat for grade nine examinations but it was better than last year’s, with more than 162,500 selected to grade 10, representing a pass rate of 52.76 per cent, just slightly higher than the 49.07 per cent recorded last year.
General Education Minister Dennis Wanchinga said out of the 308,060 candidates who sat for grade nine examinations, 162,539 were successful.
Dr Wanchinga said the highest progression rate was recorded in North-Western Province at 60.06 per cent followed by Northern Province at 59.63 per cent while the lowest was recorded in Southern Province at 45.36 per cent.
Of the 364,546 candidates who sat for the 2017 grade seven composite examinations, 357,763 candidates were selected to grade eight, indicating a progression rate of 98.62 per cent, from 97.65 per cent last year.
Dr Wanchinga said he was sad that at both grades seven and nine, boys performed better than girls in all learning areas except English.
“Candidates have been performing well in practical subjects but in the Natural Sciences category, the results haven’t been good enough. On a good note, as a country, we have continued to reduce on the number of candidates failing the grade nine examinations,” Dr Wanchinga said.
He said this in Lusaka when he announced the 2017 grade seven composite examination and grade nine junior secondary school leaving internal examination results yesterday.
Dr Wanchinga said members of the public could access results through the SMS Results Release System (SRRS) offered by the Examinations Council of Zambia (ECZ).
He said all provinces were expected to conduct the combined grades eight and 10 selection meetings from Tuesday to Thursday next week, and that candidates would be collecting statements of results from their respective centres and schools.
Dr Wanchinga said the opening day for the 2018 grade eight and 10 learners would be January 15 with a grace period of up to January 29, and those that would not report by the deadline would forfeit their places and be replaced accordingly.
He said during the grade nine internal examinations, 70 suspected cases of examination malpractice were reported, which indicated a decrease as compared to 113 that were recorded last year.

Minister of Higher Education Nkandu Luo has reiterated government’s commitment to addressing the challenges which the Copperbelt University students and lecturers are facing so that the institution regains its past glory.
Professor Luo said her ministry has put up modalities to dismantle the over K3 million owed to the institution for staff retirees.
She said this when she addressed students and members of staff in separate meetings yesterday.
Prof. Luo said government will work on the poor sanitation facilities and improve the learning equipment and also look at issues of delays in the payment of students’ meal allowances and bursary sponsorship for appealers.
She also assured lecturers and other staff that the issue of delays in salary payments was being addressed.
She said salaries will be availed on a specific date to avoid unnecessary work stoppages by members of staff.
The minister further urged the students and lecturers to always engage in dialogue as opposed to rioting or downing tools when they have grievances.
Prof. Luo said her office remains open to dialogue hence both students and staff members should be free to call her and air out their grievances.
And Prof. Luo has seriously cautioned students against engaging in riots which she said were costly in terms of damages that are caused in addition to the injuries resulting from clashes between police and students.
Earlier when she paid a courtesy call on Copperbelt University Vice Chancellor Naison Ngoma, Prof. Luo said there was need to review the procurement system in the country so as to include the part of assembling and maintenance of specialized products.
She noted that some products were very specific in terms of assembling and maintenance as such they need experts to handle them.
She was responding to Prof. Ngoma’s concerns that the institution had some challenges with assembling some medical equipment that were procured for the School of Medicine in Ndola.
Prof. Luo was in the Copperbelt province to acquaint herself with the challenges faced by the Copperbelt University.
The Zambia Army will soon have the first-ever Military University in a move that will see the defence save huge amounts of money in training costs.
Zambia Army Commander, Paul Mihova, said plans are underway to transform the Military Training Establishment of Zambia (MILTEZ) into a University.
ZANIS in Kabwe reports that Lt Gen Mihova disclosed this through Chief of Policy Doctrine and Strategy Development Branch, Brig Gen Harry Ngusa, during a courtesy call on Central Province Permanent Secretary, Chanda Kabwe.
Gen Mihova disclosed that the army has factored a total budget of K19 million but will start with an initial budget of K8 million to actualise the transformation.
He said the rest of the budget will be coming in piece meals once the university takes off and the move will help the army save a lot of money in training costs of defence and other military personnel.
The Army Commander observes that the money the army spends on training of defence and other military personnel at various defence universities is bigger than the initial investment.
Gen. Mihova notes that the defence often has to deal with the backlog of payments in training costs to various universities.

Speaking during the same courtesy call on his Central Province counterpart, Chanda Kabwe, Mr Sakala said Cabinet has nodded the move and pledged the government’s support to make sure that the first military university becomes a reality.
Mr Sakala said looking at the deficiencies in public universities, the military university will create an ideal training ground for those wishing to accomplish their professional ambitions.
He said the attainment of social and economic development is impossible without investing in human capital development.
Meanwhile, Central Province Permanent Secretary, through his Assistant Secretary, Joshua Kamanya, said the initiative resonates well with the aspirations of the provincial administration.
Mr Kabwe said the transformation of MILTEZ into a military university is a noble venture because other than offering tertiary education, it will create employment for the people of Central Province and the entire country.
Ministry of Local Government and Housing Permanent Secretary Amos Malupenga
Government says it has increased the equalization funds for the Local Authorities countrywide from 887 Million Kwacha to over One Billion Kwacha next year.
Local Government Permanent Secretary (PS) Amos Malupenga said this during the National Budget hearing for the local authorities in North-Western, Luapula and Copperbelt Provinces held at Mwanza Estates in Kalulushi.
The PS said it is important for the local authorities to meet and plan prudently for the utilization of funds to match the resources.
He said all local authorities budgets, needed to be approved and aligned to the National Budget as approved by Parliament and in line with the 7th National Development Plan.
And speaking earlier during a presentation, Kawambwa Council Deputy Council Treasurer Oblly Banda said the 2018 budget for their council was 18, 288, 653 compared to this year’s budget which was 15, 109, 331.
Mr. Banda said there was an increase in the budget because the new valuation role which had been updated captured 1071 properties compared to the old valuation role that captured 146 properties.
He also noted that their finance department was fully fledged hence, the improvement in the performance of revenue.
Mr. Banda disclosed that his council was owing 4.5 Million Kwacha both in domestic creditors and staff creditors.
