Minister of Higher Education Prof Nkandu Luo talks to Journalists after presentation of their quarterly report at State House on Wednesday, February 15,2017-Picture by THOMAS NSAMA
Minister of Higher Education Nkandu Luo has reiterated government’s commitment to addressing the challenges which the Copperbelt University students and lecturers are facing so that the institution regains its past glory.
Professor Luo said her ministry has put up modalities to dismantle the over K3 million owed to the institution for staff retirees.
She said this when she addressed students and members of staff in separate meetings yesterday.
Prof. Luo said government will work on the poor sanitation facilities and improve the learning equipment and also look at issues of delays in the payment of students’ meal allowances and bursary sponsorship for appealers.
She also assured lecturers and other staff that the issue of delays in salary payments was being addressed.
She said salaries will be availed on a specific date to avoid unnecessary work stoppages by members of staff.
The minister further urged the students and lecturers to always engage in dialogue as opposed to rioting or downing tools when they have grievances.
Prof. Luo said her office remains open to dialogue hence both students and staff members should be free to call her and air out their grievances.
And Prof. Luo has seriously cautioned students against engaging in riots which she said were costly in terms of damages that are caused in addition to the injuries resulting from clashes between police and students.
Earlier when she paid a courtesy call on Copperbelt University Vice Chancellor Naison Ngoma, Prof. Luo said there was need to review the procurement system in the country so as to include the part of assembling and maintenance of specialized products.
She noted that some products were very specific in terms of assembling and maintenance as such they need experts to handle them.
She was responding to Prof. Ngoma’s concerns that the institution had some challenges with assembling some medical equipment that were procured for the School of Medicine in Ndola.
Prof. Luo was in the Copperbelt province to acquaint herself with the challenges faced by the Copperbelt University.
The Zambia Army will soon have the first-ever Military University in a move that will see the defence save huge amounts of money in training costs.
Zambia Army Commander, Paul Mihova, said plans are underway to transform the Military Training Establishment of Zambia (MILTEZ) into a University.
ZANIS in Kabwe reports that Lt Gen Mihova disclosed this through Chief of Policy Doctrine and Strategy Development Branch, Brig Gen Harry Ngusa, during a courtesy call on Central Province Permanent Secretary, Chanda Kabwe.
Gen Mihova disclosed that the army has factored a total budget of K19 million but will start with an initial budget of K8 million to actualise the transformation.
He said the rest of the budget will be coming in piece meals once the university takes off and the move will help the army save a lot of money in training costs of defence and other military personnel.
The Army Commander observes that the money the army spends on training of defence and other military personnel at various defence universities is bigger than the initial investment.
Gen. Mihova notes that the defence often has to deal with the backlog of payments in training costs to various universities.

Speaking during the same courtesy call on his Central Province counterpart, Chanda Kabwe, Mr Sakala said Cabinet has nodded the move and pledged the government’s support to make sure that the first military university becomes a reality.
Mr Sakala said looking at the deficiencies in public universities, the military university will create an ideal training ground for those wishing to accomplish their professional ambitions.
He said the attainment of social and economic development is impossible without investing in human capital development.
Meanwhile, Central Province Permanent Secretary, through his Assistant Secretary, Joshua Kamanya, said the initiative resonates well with the aspirations of the provincial administration.
Mr Kabwe said the transformation of MILTEZ into a military university is a noble venture because other than offering tertiary education, it will create employment for the people of Central Province and the entire country.
Ministry of Local Government and Housing Permanent Secretary Amos Malupenga
Government says it has increased the equalization funds for the Local Authorities countrywide from 887 Million Kwacha to over One Billion Kwacha next year.
Local Government Permanent Secretary (PS) Amos Malupenga said this during the National Budget hearing for the local authorities in North-Western, Luapula and Copperbelt Provinces held at Mwanza Estates in Kalulushi.
The PS said it is important for the local authorities to meet and plan prudently for the utilization of funds to match the resources.
He said all local authorities budgets, needed to be approved and aligned to the National Budget as approved by Parliament and in line with the 7th National Development Plan.
And speaking earlier during a presentation, Kawambwa Council Deputy Council Treasurer Oblly Banda said the 2018 budget for their council was 18, 288, 653 compared to this year’s budget which was 15, 109, 331.
Mr. Banda said there was an increase in the budget because the new valuation role which had been updated captured 1071 properties compared to the old valuation role that captured 146 properties.
He also noted that their finance department was fully fledged hence, the improvement in the performance of revenue.
Mr. Banda disclosed that his council was owing 4.5 Million Kwacha both in domestic creditors and staff creditors.
Government has approved funds amounting to about K111, 100 for the upgrading of Choma’s Green Eagles stadium and Harry Mwaanga Nkumbula stadium in Monze.
Southern Province Sports Coordinator Juta Mudenda disclosed this when he and the football fraternity in the region called on the Provincial Minister Edify Hamukale.
Mudenda said Monze Swallows football club has for a long time not been able to host football matches due to the dilapidated state of Monze stadium.
He further revealed that the Ministry of Youth and Sport will next year introduce a ‘community sport’ programme meant to identify grass root sporting talent in the province.
Meanwhile, Southern Province Minister Edify Hamukale expressed happiness at the performance of Monze Swallow and Green Eagles football clubs.
Hamukale has since congratulated Green Eagles for maintaining its position in the top local league and Monze Swallows for being promoted to the super league division.
He said sport has the potential to contribute to the country’s tourism and as such, individual players should continue with their achievements so as to raise the sporting status of the province in the country.
The minister added that sport was also a good way of keeping the youth from bad vices in society thereby contributing to a morally upright and responsible citizenry.
Meanwhile, Green Eagles chairman Jim Kafumukache offered to allow Monze Swallows to use his team’s stadium whenever they have matches to play before the Harry Mwaanga Nkumbula stadium is be worked on.
Kafumukache expressed gratitude to government and other stakeholders for sponsoring Green Eagles.
Lusaka Province Minister, Mr. Japhen MwakalombeLusaka Province Minister Japhen Mwakalombe has implored Zambians to use the festive period to extend their kindness by sharing with the needy and less privileged people in society.
Mr. Mwakalombe noted that the festive period offers another opportunity for Zambians of goodwill and others to continue helping the less privileged people in society so that they could also live happier lives.
ZANIS reports that Mr. Mwakalombe, who is also Chongwe Member of Parliament, said this when he handed over assorted foodstuffs to over 200 senior citizens and orphan headed households in Chongwe district as part of this year’s Christmas celebrations.
He re-assured Zambians that President Edgar Lungu’s administration will continue implementing its pro-poor policies in a bid to eradicate poverty among Zambians.
The Lusaka Provincial Minister cited the implementation of the social cash transfer, public welfare scheme and other social protection programmes by the Ministry of Community Development and Social Services as initiatives aimed at easing the suffering of the poor people in the country.
And speaking on behalf of other councilors and beneficiaries, Mulenje Ward Councilor Charles Mumena hailed government for caring for the less privileged and vulnerable people in various communities.
Mr. Mumena has since called on the private sector to supplement government efforts in the provision of social services saying government alone cannot manage due to financial constraints.
The over 200 beneficiaries were picked from all the nineteen wards of Chongwe parliamentary constituency.
The Zambia Law Development Commission (ZLDC) has donated food stuffs and clothing worth K10,000 to the Zambia Correctional Service’s Mukobeko Security Maximum female section.
The donated items include drinks, biscuits, sanitary towels and Chitenge materials to the 101 inmates at the facility.
Other donation items include toys for children whose mothers are incarceration.
Commission Director Hope Chanda who presented the ‘Christmas hampers’ to the Officer in-Charge Mable Mwanza said inmates also need love and care.
Ms. Chanda said the donation is a gesture meant to make inmates feel loved and cared for and to entertain the innocent children who are confined in the facility due to the crimes committed by their mothers.
And in receiving the donation, Mukobeko Maximum Correctional Service Officer In-Charge of the female section Mable Mwanza bemoaned the high number of prisoners at the facility.
Ms. Mwanza said the infrastructure is not adequate to carter for the high number of inmates thereby posing a danger to transmit diseases such as Tuberculosis, (TB).
She however, commended ZLDC for the gesture in showing care, love and to the prisoners.
The female section caters for prisoners who have been sentenced from 10 years to life imprisonment.
Nkana Constituency Law Maker Honorable Alexander Chiteme
Kitwe’s Nkana Lawmaker Alexander Chiteme says misappropriation of public funds will not end until there is a drastic change of the current service which has served from Kaunda era.
Speaking when he appeared on the last PF interactive forum of the year 2017, Mr Chiteme charged that the reforms needed in the civil service were an emergency if corruption was to be completely uprooted.
“We can change goverment today, we have changed goverment before; from UNIP into MMD, from MMD into the current goverment of PF. What we have not changed drastically is the civil service”, Said Hon Chiteme
“If you go in Chalala you will find houses built in Nigerian style and if you ask for the owner you will hear it is the accountant in education ministry,”
“It is the same civil service that was in Kaunda goverment, the same that was in MMD goverment, same civil service that is working in this goverment,” He added
He stated that most of the issues of misappropriation reported in the auditors report where caused by civil servants yet it is politicians who receive the backlash.
“Who stole the money at the ministry of education as reported in the auditors general report? Is it the Minister of Education? The civil servants working in those government ministries, the people in charge of expending those budgets we are approving in parliament are the ones behaving like monkeys in a maize field. Stealing resources meant to educate our children but where does the bucks stop? On the politician.”
Mr Chiteme observed that though the civil service reforms are expensive, the current generation of monkeys in the maize fields needed to be replaced with professional people with a heart of the people.
Mr Alexander Chiteme alleged that Civil servants are living better lives than Members of Parliament adding that most stlyish houses in chalala are being constructed owned by then.

Mr Chiteme has clarified that not all issues reported in the auditor’s report are as a result of misappropriation, noting that failure to punish the offenders has led the scourge to continue.

The Kitwe lawmaker also castigated opposition leaders who were not adding value to the political dispensation of the country by merely lying to the public and trying so hard to paint the government as corrupt.
“I always wonder why some people who are elected to make laws and represents their constituencies forget their mandate and instead focus on lies, baseless claims & cheap politicking,” he said.
The Nkana Law maker further wondered why opposition MPs brought motions to Parliament for no reason other than for political mileage only.
“Most of the motions that we see our colleagues from the opposition bring into parliament are of less use and for lack of a better term, useless! On the floor of the house, we are supposed to debate matters that are of great importance to the people than mere smearing campaigns; it’s regrettable.
“For example how does an MP bring to the floor of the house a motion to urge government to pay retirees, when it’s evident that the PF government has been increasing the budgetary allocation to retirees and has been paying them,” Hon Chiteme wondered.
Hon Chiteme urged journalists in the country to take keen interest in Investigative Journalism so that they could take on some politicians who were in the habit of spreading falsehoods armed with facts and truths.
The law maker also encouraged youths and women to stand up and be counted as the President and the PF leadership had embraced young people and women in the governance of the nation.
“It’s only in this administration that we have seen the President give alot of young people and women positions of influence. We have alot of young people in Parliament now in their 20s and 30s
“Look at the DCs we have, look at the Mayors, mostly young people…Our Kitwe DC Binwell Mpundu is a young man, Nathan Chanda the Mayor of Luanshya is a youth, am a young guy too. This is a testimony that our President means well for us the young people,” he said.

President Edgar Lungu has today sworn-in four judges at state House with a call for them to carry out their duties independently.
Speaking during the swearing in-ceremony, President Lungu said all members of the judiciary should reflect on exploring ways of enhancing their independence, transparency, accountability and efficiency to win public trust and confidence.
He said as the executive, they shall continue to uphold and respect the doctrine of the separation of powers so that the judiciary can work independently.
President Lungu said this can be seen from the fact that their appointments involved all the three arms of the government.
He said the recommendations were made by the Judicial Service Commission to the executive after which the National Assembly ratified them.
Those sworn-in include Justice Martine Musaluke as Constitutional Court Judge, Justice Florence Lengalenga as Court of appeal Judge, Kelvin Limbani as high Court Judge and Catherine Phiri as High Court Judge.
President Lungu appealed to Judge Musaluke to help contribute to public confidence by deciding on cases based on the rule of law and not follow public opinion.
The President further said he has no doubt that with vast experience in the High Court and Supreme Court Justice Florence Lengalenga will offer valuable experience to the court of appeal.
The Head of State stated he is confident that Justice Kelvin Limbani having spent most of his career in the Judiciary, he will use his vast experience to help tackle the huge volume of work in the high court.
President Lungu also reminded Justice Catherine Phiri that she is joining an institution that is very different from the one she worked for, which involved handling criminal matters.

Lusaka Water and Sewerage CompanyOver 3,000 households in Lusaka’s Emmasdale Township have been affected by a critical water shortage.
Lusaka Water and Sewerage Company (LWSC) Spokesperson Patson Phiri says the problem has been instigated by a resident who built his house on the main water pipe.
Mr. Phiri explained that due to the pressure exerted by the house the water pipe burst in the morning yesterday, hence affecting the supply of water to the entire township.
He told ZANIS that the company had to isolate the particular line which resulted in the entire community not having water supply.
“The problem will take long to be rectified because we cannot break the house built on our pipe that is not our mandate .The same house is along Vubwi Road and we are worried that thousands of our clients will have no water supply,” explained Mr. Phiri.
The LWSC spokesperson lamented that the situation is desperate since it has happened at the time when all relevant authorities have shouldered the responsibility of fighting the cholera outbreak in the city.
Mr. Phiri pointed out that the water utility company has engaged the owner of the house to compensate the company so that the funds are channeled to the diversion of the main water pipe.
“We are in talks with the owner of the house to pay the company since he has damaged our property and will use the same money to relocate the water pipe so that our clients have water,” he said.
He further urged members of the public to follow laid down procedures when acquiring land to avoid constructing on the water pipe lines.
A Zambian woman identified as Miriam Yenders living in Kinikum, Damstadt Germany has died. First Secretary for Press at the Zambian Embassy in Berlin Germany Kellys Kaunda has disclosed this in a statement released to ZANIS ibn Lusaka today.
Mr. Kaunda stated that the deceased was living alone at the time of her death at number 17 Ander Laut Bickerbach.
He further disclosed that Mrs. Yenders was married to a Mr. Siegfried Yenders who passed away two years ago.
Mr. Kaunda stated that the German Embassy was notified by a woman only identified as Ms. Sabina.
And Zambian Ambassador to Germany Anthony Mukwita conveyed his heartfelt condolences to the Yenders family.
The body of Mrs. Yenders is waiting postmortem before burial.
Western Province Minister Nathaniel Mubukwanu has thanked the New Apostolic Church Organisation (NACRO) for supporting government in its quest to revamp the livestock sector in the country.
Mr. Mubukwanu said government, under the PF regime, has resolved to improve the livestock sector so that it can greatly contribute to the country’s gross domestic product (GDP)
The Provincial Minister said this today in a speech read for him by Mongu District Commissioner, Susiku Kamona when NACRO handed over 30 goats to individual farmers in Kaande and Namushakende areas, courtesy of.
Mr. Mubukwanu has since advised the beneficiaries of the goats not to slaughter the animals in this festive season but to allow them to multiply so that they share them with the rest of the farming community members in the targeted areas.
He said in order for the country to meet the Saudi Arabia demand of one million goats per year, there was need for livestock farmers to seriously take farming as a business.
And speaking at the same occasion, NACRO Chief Executive Officer Tebuho Yubai disclosed that his organisation had set aside over K1.5 million towards the livestock enhancement project dubbed ‘climate proofed smallholder agriculture promotion project.
Mr. Yubai said out of the 1,500 targeted beneficiaries from the two-year project in the country, 1,000 are women.
And a livestock farmer at Kaande, Mwiyi Nyambe, thanked the organisation for giving him and other farmers goats which he said will help in alleviating poverty in the communities.
Another farmer at Namushakande, Yembe Yembe also extolled NACRO for considering the plight of the farmers in the area.
EASTERN Province Permanent Secretary, Chanda Kasolo, gives his address during the National Day of Prayer, Fasting and Reconciliation held at David Kaunda Stadium in Chipata.
Eastern Province Permanent Secretary Chanda Kasolo has said the livestock census, which is currently ongoing in Eastern Province, will provide a basis for determining the livestock and fish products export potential of the country.
Mr. Kasolo said the census will conduct a large sample survey of livestock and fisheries which will enable authorities determine its exports potential.
He said this yesterday when he officiated at the opening of the provincial enumerators and supervisors training workshop in Chipata.
Mr. Kasolo said the livestock census was a landmark that will facilitate effective policy formulation and implementation in the agriculture sector.
He noted that for over 25 years now, the Zambian agriculture sector has only relied on crop production statistics and on not the other components of livestock and honey
production.
“There has been very scanty and irregular statistics on the actual contribution of livestock, fisheries and honey to the national economy despite the agriculture sector being very important to the future of Zambia and significantly contributing to the gross domestic product (GDP),” he said.
Given the importance of the exercise, the PS has since cautioned the team of provincial enumerators and supervisors that has been tasked to carry out the census to take the exercise seriously.
“The effective planning and future development of the agriculture sector depends on this census. It is for this reason that I am warning the participants to deliver as whoever does not perform as expected risks being dropped,” he said.
He added that, “I therefore urge the coordinators of this project to further verify the qualifications of the participants and drop whoever is not qualified to take part in the exercise,” he cautioned.
The 2017 livestock and aquaculture census will use a representative probability sample of at least 250, 000 households to cover 2,062 enumeration areas (EAS). The results of the survey will then be validated during the 2020 census which shall include a few questions on livestock, fisheries and honey production.
Meanwhile, Muchinga Province Permanent Secretary Bright Nundwe has urged enumerators participating in the livestock and aquaculture census in the region to put national interest ahead of personal benefits.
In a speech read on his behalf by the Deputy Permanent Secretary Davy Chanda during the official opening of a training workshop for enumerators in Chinsali today, Mr. Nundwe said government has injected substantial amount of money in the exercise.
He pointed out that laziness among enumerators will therefore not be condoned.
He said putting personal benefits ahead of national interest can lead to providing incorrect data that might compromise statistical results.
Mr. Nundwe further urged the enumerators to be professional when carrying out the exercise as they have been selected on merit.
He added that commitment towards the exercise should be the driving factor in every participant.
He said since the 2017-2018 livestock and aquaculture census is a countrywide exercise, many stakeholders may be keen to observe the implementation hence the need to demonstrate total commitment.
Meanwhile, the Provincial Coordinator for Fisheries and Livestock for Muchinga Province Happy Kanyinji has commended government for the livestock and aquaculture census for the 2017-2018 agriculture season.
Dr. Kanyinji has since urged supervisors and participants to operate diligently and avoid doctoring of information.
The livestock and aquaculture census exercise was last conducted in 1990-1991 agriculture season.

And Mr Kalaba has commended Zambian diplomats for assimilating the movement from political to economic diplomacy.
Speaking in Addis Ababa, Ethiopia yesterday when he was transiting to France, Mr Kalaba said some of the successes scored were the completion of the legal, financial and Structural implications to allow the relocation of the Economic, Social and Cultural Council of the African Union from Ethiopia to Zambia and the conferring of President Edgar as the UN HE FOR SHE Campaign champion.
Mr Kalaba said it is in this year that Zambia ascended to the Chairmanship of the SADC organ TROIKA on Politics, Defense and Security.
He said the climax of the successes in the Ministry was the hosting of the African Union Peace and Security Council High Level Meeting in Livingstone early this month. The meeting was described as a great success and Zambia continues to work as a crusader of peace and security on the continent.
And Mr Kalaba has commended Zambian Diplomats for assimilating the movement from political to Economic diplomacy.
He said government was now focused on economic diplomacy and wanted to ensure that Zambia reaps benefits of being in good business, trade and economic relations with the outside world.
Mr Kalaba also commended Zambians diplomats for representing the country well in their countries of accreditation.
He also thanked the staff at the ministry of Foreign Affairs for working diligently and ensuring that the country in well represented in all aspects.
He also said the festive season must be used as a time to reflect on the birth of Christ and share the joy of his birth with all people.
The Minister wished all Zambians in the Diaspora happiness, joy and God’s blessings during the festive season.
He was received at Bole International Airport by Zambia’s Ambassador to Ethiopia and Permanent Representative at the African Union Ms Susan Sikaneta.
THIEVES broke into Luanshya Central Police station and stole a laptop valued at K 4,500, district commissioner (DC) Joel Chibuye has confirmed.
Mr. Chibuye said the theft occurred on Wednesday night when the thieves broke into the building through a window.
Mr. Chibuye said police were still investigating the matter and no suspect had been apprehended in connection with the theft.
He explained that the office broken into was for the station’s assistant superintendent staff officer.”In terms of a breaking in yes I can confirm that there was break in at Luanshya Central police and we are investigating the matter. No one is in custody.
“I went there physically and was shown the office that was broken into and the only thing stolen was a laptop worth K4,500. No recovery has been made. They are still investigating,” Mr Chibuye said.
When contacted, Copperbelt police commissioner Charity Katanga said she had not been briefed and was personally visiting the police station in question.
Earlier, Ms. Katanga disclosed that a Chinese national, a resident of Ndola was robbed of coins worth K30, 000 on Tuesday around 18:00 hours.
Ms. Katanga identified the Chinese national as Song Sunshen, 32, of house number 4 on Airport Road Itawa.
She explained that the incident happened after Sunshen went to the mall and left three security guards at his house. But upon return, he found the rear left window of his car broken and the security guards had also run away. “The money was allegedly stolen from a Toyota Ragius registration number ADT 3933 grey in colour by the security guard left to guard the house,” she said.
Swedish Ambassodor to Zambia, His Excellency Mr Henrik Cederin
Swedish Ambassodor to Zambia, His Excellency Mr Henrik Cederin has stated that 2 years ago, Sweden and Zambia entered into a new agreement for a program to support productive Maternal new born Child, adolescent health and nutrition with focus on services provided in Eastern and Southern Provinces of Zambia, in order to improve the health of Zambian’s by strengthening health systems to deliver quality services.
The Ambassador was speaking yesterday morning at Ministry of Health when Minister of Health Hon. Dr Chitalu Chilufya received a donation of 25 Ambulances from the Swedish Government on behalf of his Ministry.
“Sweden had already been a close partner to your government , we pulled back and were very happy in 2015 to come back as a close partner.” He said .
He stated that Sweden and Zambia shared the same goals and wished to take part in the pursuit to reduce unnecessary suffering and preventable deaths of women, young Children and young people and that they wanted to see all Zambian’s including the poorest of the poor become productive members of the community and contributing to the countries development.
“Sweden’s support to the programme comes in form of financial, Material and human resources to enable the Ministry of Health deliver high quality services to under resourced provinces and districts and make the services readily available and accessible to those that need them.” He said.
He stated that with that background, he was pleased that they were today, handing over physically 25 ambulances to the Ministry of health for distribution to the districts.
“These are customized all terrain ambulances with life support accessories. They have been purchased by the Ministry through the United Nations procurement system at a unit cost of $52 550. With our joint focus on the value of money. Ofcource our key principle when procuring equipment, this price level I just mentioned has enabled us to purchase in total the 25 ambulances. ” He said.
“I think these vehicles are expected now to go a very long way in saving lives. Lack of or inadequate availability of ambulances and transport as a whole is a major contributor to the death of Women and Children in hard to reach areas. These ambulances are part of a large consignment of vehicles which have already been procured by the Ministry with Swedish funds. Already, 50 utility vehicles and 200 motorbikes have been delivered and dispatched to hospitals and health facilities in Eastern and Southern Provinces.” He added.
He stated that other than vehicles, the Swedish support to health also involved both procurement of essential commodities, equipment infrastructure and support for programmes and general capacity building as well, in order for public health systems in Zambia to deliver high quality services to its citizens.
“After two years, as I said, we signed the agreement in December of 2015, with a somewhat slow start, we are now beginning to see improved health results in the provinces with an increased uptake of services as well as steadily progressing key performance indicators. We look forward to achieving better health for all women, Children and adolescents in the years to come.” He said.
