PF cannot not set conditions for dialogue with UPND-Stephen Katuka

Secretary General Stephen Katuka

The United Party for National Development (UPND) has rejected PF’s demand that the recognition of President Edgar Lungu as the Head of State is non-negotiable by and for those who may wish to participate in the pending dialogue process.

And PF media director, Sunday Chanda has charged that the UPND should find someone else to dialogue with if they do not want to accept the fact that President Lungu is the Republican President.

UPND secretary-general, Stephen Katuka however said that PF cannot set the rules of engagement in the proposed dialogue because they were just a participant in the process like any other stakeholder.

Mr Katuka said that the conditions to the proposed dialogue could not be set by one political party as all were mere participants.

He told the Daily Nation that it was those who were charged with the mandate to arbitrate through the process who could set the rules of engagement for the proposed dialogue.

Mr Katuka challenged other players to think about what would happen if the UPND also decided to set its own conditions for the dialogue to take place.

“This dialogue is not about Hakainde or Edgar Lungu, it is about the future of this country not individuals. The conditions must not be set by one party, it is those chosen to arbitrate who should tell us what to do and what not to do. Who is PF to tell us what to do?

“The rules of engagement must be set by those who are arbitrating, those who are calling for this dialogue. I don’t know what PF thinks, it’s like us saying first there must be this,” Mr Katuka said.

Meanwhile, Mr Chanda emphasised that if the UPND cannot recognise the President as they come to the table, then they must try dialogue elsewhere.

“We shall not accept mechanisms aimed at undermining the Presidency and if that is too much to ask, then let UPND find other people to dialogue with,” said Mr Chanda.

He insisted that the ruling party would not rescind any of its decisions and that UPND was free to walk out if they wanted to.

Mr Chanda said that he was sure there were other political parties, the church and other stakeholders who were ready to participate in the dialogue process with PF.

He explained that PF would not let anyone abuse the dialogue process as the party was only looking forward to making the days to come better and brighter for the Zambian people.

Dont be afraid, we will not arrest you, HH tells President Lungu

UPND President in Mongu for a Thanksgiving Rally

UPND President Hakainde Hichilema has told President Edgar Lungu not to begin living in fear that he will be arrested once he leaves state house.

Mr Hichilema said the UPND once in government,  will ensure that the rule of law is respected in order to restore normalcy and embark on true and meaningful development.

And thousands of Mongu residents in Western province, turned up for the UPND card renewal exercise which was graced by Mr Hichilema, party National Chairperson Mrs Mutale Nalumango and several senior party officials.

“Thank you people of Mongu, your support is intriguing and motivates me to continue on this journey of fighting for a better Zambia, but let me ask you to remain strong and don’t fear anyone except God, and I want to extend this to Mr. Edgar Lungu who arrested us immediately we left this land, that, don’t fear that Hakainde will arrest me and take me to Lilayi police, to Chimbokaila, to Mukobeko like I did to him, no, get it from me Lungu I will not have time to arrest you, because by then I will be busy working to bring about development in our country, development mwa bulozi, ku Kaputa and everywhere. I will be very busy ensuring that our country’s laws are followed to the letter by all,” said Mr. Hichilema as thousands applauded.

And the UPND President has added that arresting those who jailed him would not make him different from them hence focusing on moving Zambia from a poor country to a middle income country.

“This country needs development, not arrests, arrests of those with better ideas on how to develop our country is pure archaeological or simply ancient thinking and as HH, I will not go that direction, people want development, malozi babata zwelopili, abena Kopala balefwaya inchito, abena Northern balefwaya ubuyantashi and banzatu ku Chipata bafuna chitukuko not pangas, guns and meaningless if not evil arrests,” said Mr. Hichilema.

And the UPND President stated that he was back in the province to express his thanks for the support the people showed to him before and after his arrest.

Mr. Hichilema also added that he was only being delayed to run government but that delay is in no way denial.

He added that Zambians must now stand up for credible leadership and not those whose interest is to plunder public resources through corruption and close the independent media for fear of being exposed.

“We will develop this country in totality and not in partial segments as the case is now, and this is why my brothers and sisters, I am saying I will not have time to arrest those who arrested me, because what I want is for them to see how developing a country is done, I was arrested because you welcomed me in a thunderous manner and that is how those bitter people arrested me, but don’t worry, we are strong and 10 times stronger,” he said.

“Their 127 days did not break us so I call on all of you to remain strong and stop fearing but only fear God, because that night they came to kill me, they took me to Lilayi, Chimbokaila and Mukobeko to kill me but God said not HH, Hakainde has to work and develop this country, so don’t fear,” said Mr. Hichilema.

And on the economic front Mr. Hichilema said that in Zambia it was now clear that no good road leads to good things ahead as is the case in other countries citing Western province as one province which has been neglected.

He said the only viable and possible economic road to Western province is the Lusaka-Mongu road which he said was also in a deplorable state.

“Cry my beloved country that today we cannot say a good road leads to good things ahead because we now even don’t have good roads, if one existed just know that ahead of it lies poverty, because PF and Lungu stole the money meant to improve the lives of the people, Lungu and his associates pocketed the money meant to create small scale businesses that would in turn create jobs for our people. But worry not, hope and help is around the corner,” Mr Hichilema stated.

“Yes we have been cheated a lot but this time as a country we must demand normal leadership that will not abrogate the constitution with impunity, by the way in our government anyone caught stealing will be facing the law and we mean it, we are not joking because serving the people will be first and not what is happening now and I have heard some in their wildest dreams talking about us recognising them if the dialogue process is to go ahead, well, this is the problem of having dictators, there is no law that compels abena Kopala to recognise someone, so whoever wants that must hear the petition, because recognition and petition is like a phone and sim card, without the other, you cannot communicate.”

“Let me state here that I remain committed to the dialogue process and no manoeuvre by the other side (PF) must be entertained because why would someone who won an election and is a democrat fear to face me or dialogue? Why? Ayopa chani? We want that dialogue so that we can reform public institutions and just maybe some people as well especially those that never want to be told the truth ,” said Mr Hichilema.

Mr Hichilema was in the province to launch the card renewal excercise which he will do countrywide.

Livingstone UPND and PF youths urge their colleagues not to be used for violence

7

Two of Zambia’s biggest political parties have called for youth empowerment in the country’s political arena. The opposition united party for national development bemoaned that youths were only used as tools of violence by some politicians.

UPND deputy southern province spokesperson, Neto Halwabala observed that youths in Zambia have not been given the chance to prove their value, a move he says must change.

Mr. Halwabala advised that politicians should therefore desist from viewing youths as political objects during election campaigns.

Mr. Halwabala was speaking on Radio Musi O Tunya’s Good Governance platform supported by the media institute of southern Africa (MISA) Zambia, themed ‘the role of youths in politics’.

And speaking on the same program, Patriotic Front Livingstone district information and publicity secretary, Eddie Chomba says youths should be part of Zambia’s developmental agenda.

Mr. Chomba further alleged that most youths were losing interest in politics because most leadership positions were being given to old aged politicians.

Mr. Chomba has since challenged youths to join politics as a way of contributing towards national development than abusing drugs and alcohol as a way of venting out their anger.

The PF and UPND have further vowed to end political violence in the country by way of holding activities that will bring them together for national unity.

Relaunching Zambia Airways is the Worst Business Decision

104
Zambia Airways Plane

By Michael Chishala

Zambians are an interesting lot. A bunch of Chinese guys are appointed as police reserves and they erupt with outrage, prompting a reversal of the decision. A cute cop has a photo of her posted online and it goes viral with endless analysis on the length of her skirt. Yet the government is about to waste $30 million on a national airline we don’t need and most people either don’t care or they approve of the move.

What is wrong with us? Is it that our minds are so used to thinking in simple terms that we cannot compute what it means to throw money down a bottomless pit while people still die due to lack of drugs in hospitals? We have so much money to waste that we buy useless fire trucks for $42 million, overpriced ambulances, dredgers that never arrive and we even buy expired drugs!

I am wondering why the many millions that will be wasted on Zambia Airways doesn’t bother enough of us. Many of us are welcoming the move, apparently due to misplaced nostalgia that we once had a national carrier proudly carrying our colours. Is this pride worth $30 million plus all the other many more millions that will be wasted thereafter? So for those of you supporting the revival of Zambia Airways, I want you to please answer these points:

1. Last time I checked, only 7 out of 42 parastatals were profitable. As I write this, Times of Zambia is bankrupt with employees going many months without pay. TAZARA is in a similar situation. Zamtel is also basically bankrupt a mere 5 years after it was illegally nationalized and its professional management thrown out at gunpoint (it needs $300 million to be recapitalized). What makes you think Zambia Airways will be any different? Did it ever make a profit in its previous incarnation?

2. If the Zambian government has found some magic formula to make a viable airline (despite all the evidence of failed national airlines the world over), why haven’t all the other governments in the world that have struggling airlines used the same formula? Why haven’t aspects of this magic formula already been tested and proved in the 35 or so failing Zambian parastatals?

3. The claim that having a national airline accrues benefits to the nation that outweigh the costs of maintaining it is utterly ludicrous and patently absurd with ZERO proof. What are those benefits that are bringing in millions every year? Can we see the numbers? Do you really believe that the decision to fly with a particular airline has anything to do with whether it is a foreign or national airline (especially for a tourist from abroad)?

4. Are people failing to come into Zambia or leave due to lack of a national airline? Have Ethiopian Airways, South African Airways or British Airways failed to service any profitable route? If unprofitable routes have been neglected, why should tax payer money be wasted on them?

5. Isn’t it obvious that a national airline will be abused and misused to the maximum by politicians who shall be flying on credit and cripple the airline’s cash position, making it lose standards and business? Isn’t it obvious that ruling party cadres will get jobs in Zambia Airways and all contracts to supply things like office furniture, stationery, uniforms, vehicles, cleaning services, etc will go to them?

6. Isn’t it even more obvious that as a result of point 5, Zambia Airways will be run inefficiently with too many irrelevant employees and it will keep chewing tax payer money to keep it afloat? Are you happy for your taxes to be wasted like this while your relative in the village has to walk 10km a day to a school without desks and chairs?

7. The International Air Transport Association (IATA) has projected that Africa’s airlines are expected to make a combined loss of $100 million in 2018. It seems someone has not read the memo on this. Some people say it is okay to run an airline at a loss for even ten years like Ethiopian Airways did. Firstly, airlines like Ethiopian and Emirates made a profit later after some years due to professional management and government having a hands-off approach which never happens in Zambia. Secondly, there are unique circumstances that enabled those airlines to eventually succeed but the situation in Zambia is very different and more difficult in many ways. For example, the United Arab Emirates government has deep pockets, but Zambia does not.

8. What happens when people begin shunning Zambia Airways if it is usually late, inefficient and has poor standards? Or what if it just flops, for whatever reason? Who will foot the bill for all the empty seats?

9. Is a useless national airline the best use of $30 million? Aren’t there are many other better ways to invest and get a real return within a short time rather than wait for ten years with no guarantees? Why not invest in maize production capacity and sell to Congo DR who will pay cash? How many medium scale value addition factories can be set up with $30 million? Or loans to entrepreneurs? How about pumping the $30 million into a student loan scheme which shall produce skilled manpower?

10. How can it make sense to waste money like this at a time when we are trying to get a loan from the IMF and when the budget is running at a deficit? Do you think IMF will give us $1.3 billion, knowing full well that some of the money will end up subsiding a loss-making national airline? Would you lend money to someone to buy food when you see him go to drink beer every weekend?

11. When Zambia eventually defaults on its debts and Zambia Airways is inevitably forced to close down (again) due to a cash crisis in the Zambian treasury, will supporters of this wasteful venture still insist it was worth it for the country?

12. What will happen to local airlines like Proflight Air Services, Royal Air Charters and Mahogany Air? Will government bump them off the market by law and kill them off, leading to job losses? Will people be forced to fly on a sub-standard Zambia Airways airline that has no competition?

I challenge the airline supporters to clearly show what value Zambia Airways will add to the nation and put some numbers to their valuation, comparing with the cost of running the airline. Bear in mind that there are already international airlines operating in Zambia which are already adding whatever value you want to claim for Zambia Airways.

Hamukale concerned over delayed activation of E-voucher cards

3

Southern Province Minister, Edify Hamukale has expressed disappointment with the slow pace at which some banks in the area are activating Electronic Voucher cards (E-Voucher) for farmers to access farming inputs.

Dr. Hamukale is concerned that only 21, 047 out of the 39, 814 farmers in the province who made their deposits have had their E-Voucher cards activated, a situation that has further slowed down the redemption of cards.

ZANIS reports that the Minister was speaking during a media briefing at his office in Choma today.

Dr. Hamukale has further called on the financial institutions to speed up the process as farming is a time-bound activity which should not be delayed.

Meanwhile, the minister has disclosed that the province through its agro-dealers has sufficient stock of farming inputs which include fertilizer, maize seed and legumes.

Donashano cool on Nkana’s CAF Confed Cup bye

2

Nkana captain Donashano Malama believes being on bye in the preliminary round of the 2018 CAF Confederation Cup will give his side ample time to prepare for the competition.

Nkana are the only one of the four Zambian clubs in continental action on bye.

“Being on bye gives us ample time to prepare,” Malama said.

“I think the most important thing is to plan and see how best we can progress to the second round,” he said.

Nkana will enter the fray in the pre-group stage where they await preliminary round winner between CR Belouizdad of Algeria who face a yet to be named Mali opponent.

Nkana will be away in that first leg fixture.

“We have got a team that is capable of giving our fans and country positive results,” Malama added.

Nkana last competed in Africa in 2014.

Ministry of Chiefs to promote integration of ceremonies

4

The Ministry of Chiefs and Traditional Affairs has disclosed that it is working on ways in which it can promote the integration of traditional ceremonies.

Luapula Province Chiefs and Traditional Affairs Officer, Noah Mwisa said the move is aimed at ensuring that there is unity and oneness among traditional groupings which have similarities in their culture.

Mr. Mwisa explained that the integration of traditional ceremonies will also improve on the way most traditional ceremonies are packaged thereby promoting tourism in the country.

He told ZANIS in an interview that the Ministry will be giving more support to those traditional ceremonies which brings a number of chiefs together.

He added that currently there are a number of traditional groups which hold separate ceremonies despite them having the same ancestral background.

Mr. Mwisa stated that if Chiefs who have similar historical background can agree and start holding one big traditional ceremony, the number of tourists will increase as the ceremonies will have a lot of content to showcase.

He noted that traditional leaders should understand that traditional ceremonies if well managed has the potential to contribute to the country’s economy hence their integration will be more beneficial.

Meanwhile Mr. Mwisa has appealed to traditional ceremony organizers to ensure that they start preparing for their ceremonies on time so that they can be more attractive.

Home Affairs Minister Stephen Kampyongo cautions the Inspector General of Police and his Command

Home Affairs Minister Hon Stephen Kampyongo
Home Affairs Minister Hon Stephen Kampyongo

Home Affairs Minister Hon Stephen Kampyongo has cautioned the Inspector General of Police and his Command to discharge their duties closely following the rules and procedures on how to engage in initiatives such as neighbourhood watch, Police Reserve and other community crime prevention initiatives.

Speaking at Chelstone Police Station in Lusaka yesterday morning when he officiated at the launch of the Zambia Police Revenue Direct Deposit System under the theme; promoting a transparent and high quality services, the Home Affairs Minister emphasised that the role of government is not to politically interfere in the day to day operations of the Zambia Police as a professional entity but to merely provide policy guidance and advise in serving the public better.

AND during a Special interview with the Media immediately after the launch of the Zambia Police Revenue Direct Deposit Initiative, Hon Kampyongo reiterated that the Inspector General of Police was within his mandate to rescind his earlier decision after consultations.

“The Inspector General of Police has a mandate to run the affairs of the Zambia Police service without interference and like I said from my remarks, it is also important like you heard him mention yesterday that he had to consult. And when you talk about consultation, the I.G was within his mandate to do what he did.

Asked on whether the decision to rescind his earlier decision was a sign of weakness on the part of the Inspector General of Police, the Home Affairs Minister stated that the ability or preparedness on the part of the Police Command to rescind a decision after consultations ought to be viewed as strength in acknowledging an oversight.

“How can that be a weakness? In fact, that should be the stronger point. You in your profession, you can’t tell me that you have been a perfect Journalist! That you have never made any mistake at all. That is why you have got the Editor; when you make mistakes, you go to the editor to check your Work.

“So if there was a slip up on the part of the Inspector General, that is why there is a Minister of Home Affairs – that is how things work. So that should not be viewed as a weakness. For me, it should be seen as a stronger point because there is strength in acknowledging an oversight and immediately correct them. That is how it should be unless you are telling me that you want arrogant people who would not hear you even if you cry!

“He is here to provide a service and in providing services, certainly you can not be 100% perfect. There will be times when we are all prone to error and behind these Uniforms, they are all humans just like you and I. So you should expect that there will be mistakes but what is key is to quickly remedy such mistakes and that is why we have the hierarchy,” Hon Kampyongo said.

And asked by Augustine from Hot FM on whether investigations had been instituted to find out which Police Officers were behind the beating up of CBU Students, Hon Kampyongo disclosed that his Ministry will engage the Ministry of Higher Education immediately a report of the ongoing investigations is availed and appropriate action to be taken on Officers who are found wanting.

“Investigations are underway and I have assured the Ministry of Higher Education that once the report is tendered, we shall engage them like we have always done before were we have found our own officers on the wrong side of the things, we have instituted the measures that are applicable within the law.

“But my appeal to the students and I have always appealed that they must be civil in airing their grievances because intellect is seem by how people get to convince others in their grievances. It is time we saw students become intellectuals as they are by being civil as they engage those in authorities in airing their grievances. That is the way forward.

“How does it please them because the property they damage are for former Students as well. How would you feel, you are moving out of here, you go to Great East road – next thing, your property is damaged when you are not even part of the grievance that is being aired.

“So it is important that our Students find another mode of airing their grievance in order to get attention from the authorities. It is Stone Age to always run to the street to damage people’s property. So to avoid all those issues because where Police go to restore order which has broken down, there are certainly collateral damages an that you can’t avoid. So the best is to avoid confrontations at all times.”

Zambia is concerned about the DRC’s clearance process of Mukula logs-Jean kapata

13

Minister of lands Jean Kapata
Minister of Lands Jean Kapata
Minister of Lands and Natural Resources Jean Kapata says Zambia is not comfortable with having four signatories from the Democratic Republic of Congo-DRC- for clearance of Mukula logs transiting through Zambia.

Ms. Kapata says this leaves room for people to purport that the logs are from Congo.

She has asked the DRC Minister of Development Corporation John Kwete that only his signature and that of his Deputy should be adopted as authentic signatures to be used for transportation of Mukula.

Ms. Kapata says only her signature is used in Zambia for transportation of Mukula logs because Zambia does not have deputy Ministers.

Speaking during a bilateral meeting in the Congolese capital Kinshasa yesterday, Ms. Kapata also expressed concern on the length of the permits issued by the DRC government and requested to shorten them.

She also requested for collaboration between the revenue authorities for both countries to help in revenue collection.

The Minister has also stated the need for escort of trucks from the point of entry and exit to be done by security wings from both countries at the expense of exporters.

Ms. Kapata also suggested that the DRC should start using electronic tracking of trucks and containerized trucks.

And DRC Minister of Lands and Natural Resources John Kwete agreed with the suggestions made by Ms Kapata to reduce the number of signatories and on usage of electronic tracking.

The two countries have since agreed to establish a joint technical committee by January next year to resolve issues on management of transit of Mukula logs through Zambia from the DRC.

The meeting was part of a trade mission to the DRC led by Minister of Commerce and Industry Margaret Mwanakatwe alongside stakeholders such as Zambia National Service Commandant Lieutenant General Nathan Mulenga and representatives of Trade Kings, Zambia Development Agency and Dangote Cement among others
