President Edgar Lungu has said that the law will catch up with lawbreakers and those engaging in acts bordering on economic sabotage.

The President has called on Zambians to remain patient as they await a full report by security services on the fire that has gutted city market.

President Lungu said that if the fire is an act of arson, then those destroying public property are enemies of the people.

Speaking in Addis Ababa, Ethiopia before departure for Lusaka, the Head of State said for now security services have told him that it is too early to reach any conclusions.

President Lungu said he will wait to hear from security wings on arrival back home.

The President said that said the Nation must remain calm and ensure no retaliatory action is taken to worsen the situation.

The President said this in a statement availed to media news by his special assistant for press and public relations Amos Chanda.

Acting President Inonge Wina has warned that it is time to ACT against people that want to make Zambia ungovernable. Mrs. Wina said that government will no longer tolerate acts of sabotage, adding that there will be no mercy on the perpetrators of the acts, once arrested.

Mrs. Wina said that it is unfortunate that women and other Marketeers have been left vulnerable after the burning of their merchandise at City market.

The Acting President said that government is determined to ensure everyone is protected against all acts of sabotage.

Mrs. Wina who was visibly disappointed said Police are now on their heels to find and arrest the perpetrators.

Mrs. Wina was speaking shortly after touring City Market which has been gutted by fire. She warned that days are numbered for the perpetrators of acts of sabotage.

Minister of Home Affairs Stephen Kamyongo has urged Zambians to be vigilant. Mr. Kampyongo said government is taking acts of sabotage seriously.

Early this morning Fire swept through Lusaka City Market destroying property worth millions of Kwachas in what police suspect to be an act of sabotage.

A check by a ZNBC news crew early Tuesday found the Market engulfed as shop owners cried helplessly watching their property burn to ashes.

The inferno is believed to have started around 05 hours this morning.The Lusaka City fire fighters were on ground trying to save the market.

Presidential Affairs Minister Freedom Sikazwe who rushed to the scene described the incident as sabotage.

Mr. SIKAZWE wondered why people behind the act were punishing innocent citizens by destroying public property.

He has appealed to citizens to work with the Zambia Police Service to bring the culprits to book.

And Lusaka province Minister Japhen Mwakalombe said burning of public property is barbaric. Mr. Mwakalombe said people’s lives have been destroyed as those affected by the fire depend on businesses they own in the market.

Meanwhile Inspector general of police Kakoma Kanganja said police are on ground and will bring to book those behind the suspected acts of sabotage.

And Macdonald Nyirenda a youth chairperson in charge of security at city market said the fire started around 05:00hrs in the morning after police opened the market to allow council workers to sweep.

Kabwe Warriors axed Chintu

Kampamba Chintu has become the sixth coaching casualty of the 2017 FAZ Super Division season.

Chintu was sacked on Monday after ten months at the helm at Kabwe Warriors.

The ex- Zambia defender was handed the job full time with the five-time champions in December after initially serving as interim coach at his childhood club from October, 2016 following the dismissal of Mohamed Fathy.

15th placed Warriors had under Chintu this season collected just one win from 15 games of which 8 were draws.

His sacking also came in the wake of a two successive defeats after losing 2-0 away to Zanaco in Lusaka before Lumwana Radiants beat Warriors 1-0 at home in Kabwe on July 1.

He has been shown the door together with assistant trainer Humphrey Malikoni but Happy Sichikolo has survived the chop.

Chintu has been replaced by Elijah Chikwanda who was recently fired by City of Lusaka barely two months after his appointment at Woodlands Stadium.

Other coaches to have been sacked this season are Bruce Mwape at Nchanga rangers, Ahmed Soliman at Mufulira Wanderers,Mathews Phiri at Nakambala Leopards and Zeddy Saileti at Nkana.

Where were the police and PF ‘soldiers’ guarding City market

Lusaka City Market (LCC)was built in 1997 with a designated police station providing day and night police guard.

Secondly, the LCC run by a market management prohibits cooking and fire inside the market.

In addition and importantly, the power is switched off from the sockets at 18:00 and 16:00 on holidays as the police order evacuation of market.

After the evacuation and clearance and sweeping of the markets, there is a police inspection and after some hours orders to shoot on sight anyone found inside or outside or near the market.

In short, between 18:00 closure to 06:30 openning, the Lusaka City Market is a police high security installation.

And in the past, after the fire of Kamwala Market, the PF seemed to have taken over both the co-management and co-guarding of the market.

While the city Market has suffered fire attacks and MMD co-management this fire and PF takeover may be the serious.

Who is behind this barbaric incident? As in all security and investigation situations, the cause of a fire, whether foul play or inside, comes from the reports of the security on duty; not Lusaka Fire Brigade or Ministry of Home Affairs or PF or Zambia Police?

Now after the Ndola ZESCO pylons burning, and President Edgar Lungu threat of state of emergency declaration at the same time denial of political tension, the LCM fire raises the political heat or tension.

Its so sad that public money was used to construct the market to improve the lives of many Zambians who are in the informal sector and just an evil person works up to burn it.

This should not be happening in Zambia a Christian nation where people  are to embrace one another in a brotherly love.

Despite the security alert from the Zambia police Inspector General Kakoma Kanganja security officers failed to spot the person behind the sabotage when the facility is guarded 24 hours.

Something has to be done and the officers on duty have to explain the barbaric act of sabotage to infrastructure built at great cost for humanity.

A thorough investigation has to be surely institute rather than just talking, blaming one  another and threatening to arrest traditional leaders for the failure of institutions responsible for the protection of Zambians.

 

Dickson Jere supports construction of a new State House

Former State House Special Assistant for Press and public Relations Dickson Jere said the current State House is not fit for a president.

Mr Jere who served under former President Rupiah Banda said that the current State House was designed as a Governor’s House to accommodate the then Governor of Lusaka.

He said the current State House cannot host a full state banquet that goes with a state-visit and hence most such events are held at hotels.

He said a guest list for the state visit is usually 500 and above and that State House cannot accommodate such numbers except when a marquee is mounted outside at another expense.

Mr Jere said those opposed to the construction of a new State House should think again when they debate the issue.

In October 2011, then President Michael Sata cancelled a contract to build a new State House which was supposed to be constructed by Chinese company, Shanghai Construction Group.

The late President Sata said the country’s current State House was more than adequate and wondered why former President Banda had decided to embark on an expensive venture of building another State House.

To build or not to build?

Before I was appointed as a senior staff at State House, I had been there several times as a reporter to cover various presidential functions. But reporters were restricted to specific rooms. Not until when I worked there, I thought the place was lofty.

For starters, what we call State House today was in fact a residence of the British Governor. And so the design and all the accompaniment was that of a house and not offices. The offices were supposed to be where Cabinet Office is but our first President Kenneth David Kaunda, in his wisdom, decided that the Presidential residence and offices should be in one place – the decision I actually support.

Managing presidential assignments in that building is a nightmare. The place is just too small. By way of example, where the President conducts swearing-in ceremonies and receives credentials from newly accredited diplomats is a staff dining room not designed or planned for such solemn events.

Each time there is such an event (at least in my time) staff will need to eat from their offices since the place would be turned around for the event of the day. We started using the dining room for such events during our time.

Previously, cabinet room, which was in fact a banquet hall for the Governor, was the Multi-purpose hall for State House until they fixed a non-movable conference-table attached with desktop computers for cabinet meetings. So that hall can no longer be used for other meetings except for cabinet and other conference-like events.

In my time, I had difficulties in dealing with VVIP guests. The only toilets available for use were the ones at the entrance of the house, which were meant for all and sundry. In case we have a visiting President, one would take them inside the Presidential office if they were to use the bathroom – a very embarrassing situation! I and chief of protocol then, Bob Samakai, had to push for the construction of the VVIP toilets attached to the main building. We managed but as a temporal measure as the guests had to pass through offices-before getting to them.

Further, no one wants to go to State House to see the President and is totally exposed. But ours, we do not have waiting rooms. Everyone is put on the foyer as they wait to be called in to see the President. Sometimes VVIP mixes with ordinary people on the foyer.

There is need to at least have three separate meeting rooms where guests can be put while they wait for their turn to see the Principal. President Michael Sata, as he then was, had to turn one of the offices downstairs into a waiting room for that very reason.

When the President wants to address the press, he either has to do it outside or on the foyer or indeed in the dining room. We do not have a press room for such. Outside events attracts events management companies that need to set up and we pay. Every good State House has a press room where press conferences take place. The room is specifically designed for the press with multi power points and sound system for the quality of voice… need say more on that?

Each successful President, with an exception of President Sata, uses the small library downstairs as an official office. This means that State House has no official library for staff and policy analysts.

The top office has been avoided for many reasons, including that the staircase is stiff. Current State House has no lift and so not convenient for the disabled who equally needs access to the President.

Ever visited State House during rainy season? I was shocked when I saw buckets on the corridors! The entire house is terribly leaking and the upper floor shakes when one is walking on it. Disaster in waiting!

Lastly, the place is just too tiny. Not all presidential staff can fit with comfort to work. In my time, some very senior officers shared office space while others kept shuttling offices depending on the assignment they had.

Even where the President meets his counterpart, that room is designated as the First Lady’s Room. It was a second living-room for the Governor’s wife and her guests – so I was told. There is no quiet room for the President to meet his visiting counterpart on a one-on-one set up except that room.

So, think again when you debate the question – to build or not to build a new State House!

Copperbelt Minister Lusambo meets security chiefs, wants security beefed up

Copperbelt Minister Bowman Lusambo on Monday called for an urgent security meeting with Heads of security wings in the province following a case of economic sabotage on ZESCO supply lines in Ndola.

The closed door meeting which was attended by all government security chiefs was held at Mr Lusambo’s office at the Ndola Provincial Administration.

Sources at the Provincial Administration indicated that Mr. Lusambo called the meeting to instruct the security chiefs to intensify their security operations across the entire province.

The sources said Mr. Lusambo was prompted to call the meeting after receiving intelligence briefings that some unknown people are planning further attacks on key public infrastructure in the province.

Those that attended the meeting were Heads of the Zambia Army, Zambia Air Force, Zambia Police and the Zambia National Service.

On Sunday, over 10,000 households in Ndola were without power after the main supply line located near the Levy Mwanawasa Stadiums was damaged by unknown people.

Initial investigations by ZESCO indicated that the attack was a well-orchestrated act of economic sabotage.

On Monday, the Zambia Police Service announced a reward for the arrest of those behind destruction of key public properties.

Zambia Police Spokesperson Esther Mwaata-Katongo said the police were offering a reward of 300,000 Zambian Kwacha to any person or persons with information that will lead to the apprehension and successful prosecution of criminals cutting or destroying electricity installations.

Inspector General of Police Kakoma Kanganja said the police have received intelligence information that some criminal minded people are planning to deliberately cause havoc by destroying or vandalizing vital installations such as bridges, power stations and transmission lines.

Mr Kanganja warned that officers were on high alert and will arrest anyone plotting such evil.

“We have intensified our operations to ensure that all vital installations are safeguarded,” he said in a statement.

The police will also be mounting snap security check points in which vehicles will be randomly stopped and checked, he added.

On Sunday, President Edgar Lungu condemned the continued sabotage of public infrastructure and warned all those perpetrating the illegality that they will face the wrath of the law.

25-year-old Zambian Medical Doctor Natasha Salifyanji Kaoma says her winning the 2017 Queen Young Leader’s Award is a testimony that nothing is impossible.

Natasha who was one of the 60 people from around the world to be selected as a Queens Young Leader and the only Zambian got to meet Queen Elizabeth at Buckingham Palace in the U.K last week.

She spoke to the Queen about her work with her organisation Copper Rose Foundation where they are providing sanitary towels to underprivileged adolescent girls.

She said the award is dedicated to all the women and girls who are not living to their potential adding that this is a testimony that nothing is impossible.

“I would like to thank God almighty, for this vision that he has put in my heart to improve the lives of millions of African women, my best friends F & S, my parents and family members, all our donors and supporters of our work, my mentors who tell me which way i should go, the Zambian high commission in UK, the British High Commission in Zambia, all the local and international change makers who continue to raise the bar and show me i can do much more in this environment,” she said.

She added, “It’s taken me some time to process what has happened in the past few weeks…Mostly because this is award is not for me, it’s for all the people in my organization Copper Rose Zambia who work tirelessly to ensure that we reach out to as many girls and women as possible.”

In The Kitchen with Kanta : Stir-Fried Pork

Whenever I want to make something easy yet healthy and delicious, for my family and I; I turn to this low-calorie, stir-fried pork. It uses just a few simple ingredients and packs in some serious flavour; and the variety of veggies, helps you on your way to having your five a day. So go ahead and try it

Ingredients

  • 250g pork tenderloin, with all visible fat removed (optional) cut into chunks
  • 1 tsp cornflour
  • 2 tbsp dark soy sauce
  • low-calorie cooking spray, or olive oil
  • 150g button mushrooms, sliced
  • 2 red peppers, deseeded and sliced
  • 75g green beans or mange tout
  • 15g fresh root ginger, cut into thin matchsticks (optional)
  • 1 garlic clove, thinly sliced
  • 4 spring onions, chopped
  • Salt and Black pepper to taste

Method

Season the pork with salt and pepper; mix the cornflour with two tablespoons of cold water until smooth, and then stir in the soy sauce.

Add the cooking spray or 2 tbsps of olive oil to a wok or large frying pan; and place over a high heat. Stir-fry the pork for 1-2 minutes, or until lightly browned but not cooked through. Transfer the pork to a plate.

Return the pan to the heat and reduce the heat slightly; spray the pan with more oil or add another 2 tbsps of olive oil. Stir-fry the mushrooms and pepper for 2 minutes. Add the green beans and cook for a few more minutes. Add the ginger, garlic and spring onions and stir-fry for a few seconds.

Return the pork to the pan and pour over the soy sauce mixture; cook for 1-2 minutes, or until the sauce has thickened and the pork is cooked through.

Serving

Serve immediately, with noodles or rice.

Lusaka City Market is on Fire

Unknown people have set fire to Lusaka’s City Market.

The fire started around 04:30 Hours and was still spreading by 06:30 and Marketeers watched helplessly as the market was burning.

It is unclear how the fire started.

Several parts of urban Zambia have been targeted in similar attacks which the Zambia Police Service has labeled as being economic sabotage.

President Edgar Lungu says Zambia will continue promoting good governance and the rule of law in order to create an enabling environment for investment to thrive on the African continent.

President Lungu says development can only take place in an environment of tranquility in which tenets of democracy are respected.

ZANIS reports that the Head of State said this in Addis Ababa, Ethiopia yesterday when he met a delegation from the European Union parliament on the margins of the ongoing African Union (AU) assembly of heads of state and government.

President Lungu said government will continue working with the European Union to improve living standards of ordinary Zambians.

He said Zambia wants to continue enhancing partnering with the EU in areas such as education, Agriculture, health and good governance.

And Member of the European Parliament, and high level facilitator for post-cotonou activities, Lousi Michel, said the European Union is currently exploring best ways of supporting African countries in different areas of mutual corporation.

Mr Michel said the EU wants to invest in the right areas according to the needs of partners in Africa and beyond.

CEC to Restrict power supply to the mines that will not pay new Electricity Tariffs

COPPERBELT Energy Corporation (CEC) will this month start restricting power supply to the mines that will not pay new electricity tariffs.

The Lusaka Securities Exchange-listed energy utility buys power from Zesco Limited under the bulk supply agreement and distributes it to Copperbelt-based mining companies.

Following several engagements with mining consumers since December 2016, it was agreed that effective January 1, 2017, mining tariffs will increase to 9.30 US cents per kilo watt.

Thereafter, mining tariffs will be determined based on the results of the cost of service study, which has been undertaken countrywide.

CEC managing director Owen Silavwe said the negotiations for the upward tariff adjustment have been concluded with relevant stakeholders.

“We have gone through negotiations and all the mines are very supportive.

“Expectations are that within July [this month], if there are any mining companies not paying new tariffs, power supply will be restricted to them because tariff numbers have been agreed and discussed with Government,” Mr Silavwe said in an interview last week.

Last May, Zesco Limited increased electricity tariffs by 50 percent following the approval by the Energy Regulatory Board. A further 25 percent increase is expected to be effected by September 1 2017.

He said Government has asked every consumer to play their role in contributing to meeting the increased cost of supplying power in the country.

Mr Silavwe said if there is any customer resisting, power supply will be restricted to them.

Meanwhile, CEC is optimistic that demand for power from the mines will increase by the end of the year as a number of mining firms have embarked on capital projects.

“The business with the mines is beginning to look good. We are coming from the year when the demand has been depressed as a result of copper price crush that we experienced in 2015 coming into 2016.

“The situation has continued to improve. The copper price outlook at the moment is upbeat although local power demand is still depressed,” he said.

Currently, the price of copper on the global market is hovering around US$6,000 a tonne.

Lusaka City Council to Pilot Solar-Powered Street Lights

SOLARQUEST Limited has partnered with Schneider Electric and the Lusaka City Council (LCC) to pilot solar-powered street lights that are expected to help reduce expenditure incurred by the local authority when sourcing electricity from Zesco Limited.

Currently, the council pays Zesco over K150, 000 per month on electricity supplied to the 17,000 street and traffic lights currently installed in Lusaka.

Solarquest will install transmission poles with embedded electronic billboards (that will generate income for developer and council), equipment and related accessories while the LCC will authorise, waive some levies and provide land, among other things.

In an interview on Wednesday, company managing director Mayur Patel said about US$ 35, 000 has been invested to conduct a demonstration of the alternative energy solutions on Parliament Road in Lusaka.

“The aim of the demonstration will be to showcase the quality of the solution, and discuss the plans to roll out across Lusaka once a contract is signed.

“The advantage of this will be reducing the burden of energy on Zesco, bringing illumination and therefore safety to the roads and embracing alternative energy as a viable option for the country,” he said.

Earlier, Schneider Electric head of sustainable development for Anglophone Africa cluster Zanelle Dalglish said the company aims to contribute to the transformation of industries with an innovative, international and responsible mindset.

“The solar street lights have a very unique battery solution that offers a 10-year lifespan and can endure extreme climates. The installation time is 10 minutes and can be fitted as retrofit to existing poles.
“These solar lights offer the best in class lumens per watt ratio and have the technology to ensure zero blackouts during the evening,” Ms Dalglish said.

And LCC director of Engineering Services Maliwa Muchuu said the council will partner with the private developers in the provision of solar-powered street lights after all the necessary approvals.

“We intend to stop using the use of conventional electricity for the street lights since it is expensive with the recent tariff adjustment. Currently, we have 17,000 street lights and the council is spending in excess of K150, 000 per month in prepaid electricity,” Mr Muchuu said.

Legal action to be taken against civil servants who misuse public resources-Government

GOVERNMENT has warned of legal action against civil servants who misuse public resources and spend beyond their budgets.

Ministry of Finance permanent secretary for economic management Mukuli Chikuba said in an interview that Government will firmly deal with civil servants who are in the habit of misappropriating public resources.Mr Chikuba said prudent management of public funds is critical to the smooth implementation of development programmes.

He said the Ministry of Finance is revising financial management related legislations that include Public Finance, Zambia Public Procurement and Loans and Guarantees Acts to safeguard public resources from abuse.

“People who misapply funds or spend beyond their budget will be facing jail terms. We are reviewing some laws to underpin fiscal performance and these include the Public Finance Act, which will be strengthened,” Mr Chikuba said.

He said people entrusted with the responsibility of managing public resources should observe high level of accountability to avoid prosecution.

Mr Chukuba said Government is determined to send to jail all civil servants who will be caught stealing public resources.

He said Government is committed to the fight against corruption and that the structural reforms being undertaken are reference points.

“We are doing a full roll-out of the integrated financial management information system and treasury single account. We are strengthening issues around commitment control.

“What we need to do is to stop the accumulation of arrears and that system is being upgraded so that people will not have to spend beyond their budgets,” he said.

United Party for National Development (UPND) National Chairperson Mutale Nalumango has charged that the revelations given by Works and Supply Minister, Mathew Nkhuwa that the state is ready to spend over twenty million United States dollars (US$ 20 million) is not only shocking but also absurd.

Nalumango said the Minister’s claims that Statehouse can collapse anytime due to its age and current condition is extremely laughable and it exposes the PF as a plundering regime that will stop at nothing to pocket a quick buck.

She who noted that to further show that this proposed construction is entirely meant for plundering said the proponents suggest that the current Statehouse be turned into a National Museum.

Nalumango wondered that PF want to turn a collapsing building into a Museum which is a clear indication that the structure is not a death trap because if it was a death trap then it cannot be made a museum.

“A quick search on Google shows you that the White House was completed in 1812 that is 205 years ago. Of course it has gone through renovations over the years but it only remains at that; renovations. There was never a time the wealthy United States of America proposed to demolish it and build another White House, no, and the same currently serves as a Museum for the people of America. Number 10 (the official residence of the Prime Minister of UK) was completed in 1684, that is 333 years ago, still stands in its original place, occupied by the same people it was initially designed for”

“What is so wrong with our Statehouse that we want to completely abandon it already and spend colossal sums of money on an unnecessary project? Have we become rich all of a sudden? Where have we sourced US$20 million to throw down the drain? The Minister of Finance revealed some staggering figures on external debt, and the figures revealed are more than what the Kenneth Kaunda Government failed to settle before we were deemed Highly Indebted Poor Country (HIPC)”

“One would have thought that the Government should be seen to be putting frantic efforts in offsetting our current debt crisis than be seen to be spending millions of dollars only on projects that benefit a selected few. We have an issue of shortages of drugs in our health Centers; we have bad hospital beds, dilapidated health structures and schools. We have run down prisons with no proper facilities, the priority list is endless. We have so many issues on our plate as a nation for us to be thinking of building a brand new structure costing that much money” she said

And the UPND National Chairperson has implored the PF regime to reconsider this wastage and instead consider renovations on the current building, which of course should gobble less.

“We know there is a certain hunger for plundering in the PF, but we hope that the Minister of Works and Supply could walk into UTH and see the state of beds, hospital cups and utensils, maybe and just maybe, people could have a change of heart” Nalumango said

Keep your soiled hands away from Chiefs, Mulongoti tells Lungu

He said Kampyongo’s threats are an assault on the freedom of association and meant to intimidate those chiefs that have openly shown support towards the incarcerated UPND leader, Hakainde Hichilema.

According Mr Kampyongo, the PF government is on the verge of arresting a traditional leader for allegedly funding youths to cause political unrest.

Mr. Mulongoti has charged that the careless utterance by Kampyongo is not only alarming but shows that Edgar Lungu will go to any length to ensure that his dictatorial tendencies are felt in all sectors of the country.

‘The role and value of traditional chiefs in Zambia play an indelible role. To attack one Chief because of his support against the incarceration of one of his subjects would be an insult on the entire House of Chiefs,’ Mulongoti warned

He stressed that Chiefs play a vital role in preserving Zambia’s heritage, culture and Art for sustainable development and national identity.

‘Even the colonial masters respected and appreciated the Chiefs more than what we are currently witnessing under this oppressive PF regime,’ Mulongoti lamented.

He has further urged Lungu not to use a hostile Home Affairs Minister to antagonise Chiefs.

“We as People’s Party, urge Edgar Lungu to emulate the colonial masters in finding an amicable way of working with our chiefs, rather than using a hostile Home Affairs Minister to antagonise them,” Mulongoti said.

He has warned that arresting a Chief would certainly pit the government against the Chiefs subjects and this would be extremely undesirable.

He pointed out that Zambia belongs to all its residents and urged the PF to keep their soiled hands away from traditional authorities.

Roan United’s woes continue

Struggling FAZ Division 1 Zone 2 side Roan United lost their fifth match of the season after allowing promoted Geokas Curve United to stun them 1-0 at home in Luanshya.

Roan succumbed to their second straight defeat when Geokas midfielder Cuthbert Chella came off the bench to score a late goal in this Week 13 match played at Kafubu Stadium.

Coach Paul Mulenga’s side lost 1-0 to Zesco Luapula prior to losing to Geokas on Saturday.

The Luanshya side is 11th on the table with 14 points from 13 matches played.

Besides losing five times, Roan have five draws and three wins.

Elsewhere in Zone 2, leaders Kitwe United forced a goalless draw at Chambishi to stay top with 26 points after 13 matches played.

Second placed Kansanshi Dynamos missed a chance to dislodge Kitwe after they were held to a goalless draw by FQMO Mining Operation in the Solwezi derby.

Third placed Indeni are just three points away from the top position after thumping Chingola Police 4-0 in Ndola.

Coach Allan Kamwanga’s Oil men have 23 points after playing 13 matches.
