Legal action to be taken against civil servants who misuse public resources-Government

GOVERNMENT has warned of legal action against civil servants who misuse public resources and spend beyond their budgets.

Ministry of Finance permanent secretary for economic management Mukuli Chikuba said in an interview that Government will firmly deal with civil servants who are in the habit of misappropriating public resources.Mr Chikuba said prudent management of public funds is critical to the smooth implementation of development programmes.

He said the Ministry of Finance is revising financial management related legislations that include Public Finance, Zambia Public Procurement and Loans and Guarantees Acts to safeguard public resources from abuse.

“People who misapply funds or spend beyond their budget will be facing jail terms. We are reviewing some laws to underpin fiscal performance and these include the Public Finance Act, which will be strengthened,” Mr Chikuba said.

He said people entrusted with the responsibility of managing public resources should observe high level of accountability to avoid prosecution.

Mr Chukuba said Government is determined to send to jail all civil servants who will be caught stealing public resources.

He said Government is committed to the fight against corruption and that the structural reforms being undertaken are reference points.

“We are doing a full roll-out of the integrated financial management information system and treasury single account. We are strengthening issues around commitment control.

“What we need to do is to stop the accumulation of arrears and that system is being upgraded so that people will not have to spend beyond their budgets,” he said.

United Party for National Development (UPND) National Chairperson Mutale Nalumango has charged that the revelations given by Works and Supply Minister, Mathew Nkhuwa that the state is ready to spend over twenty million United States dollars (US$ 20 million) is not only shocking but also absurd.

Nalumango said the Minister’s claims that Statehouse can collapse anytime due to its age and current condition is extremely laughable and it exposes the PF as a plundering regime that will stop at nothing to pocket a quick buck.

She who noted that to further show that this proposed construction is entirely meant for plundering said the proponents suggest that the current Statehouse be turned into a National Museum.

Nalumango wondered that PF want to turn a collapsing building into a Museum which is a clear indication that the structure is not a death trap because if it was a death trap then it cannot be made a museum.

“A quick search on Google shows you that the White House was completed in 1812 that is 205 years ago. Of course it has gone through renovations over the years but it only remains at that; renovations. There was never a time the wealthy United States of America proposed to demolish it and build another White House, no, and the same currently serves as a Museum for the people of America. Number 10 (the official residence of the Prime Minister of UK) was completed in 1684, that is 333 years ago, still stands in its original place, occupied by the same people it was initially designed for”

“What is so wrong with our Statehouse that we want to completely abandon it already and spend colossal sums of money on an unnecessary project? Have we become rich all of a sudden? Where have we sourced US$20 million to throw down the drain? The Minister of Finance revealed some staggering figures on external debt, and the figures revealed are more than what the Kenneth Kaunda Government failed to settle before we were deemed Highly Indebted Poor Country (HIPC)”

“One would have thought that the Government should be seen to be putting frantic efforts in offsetting our current debt crisis than be seen to be spending millions of dollars only on projects that benefit a selected few. We have an issue of shortages of drugs in our health Centers; we have bad hospital beds, dilapidated health structures and schools. We have run down prisons with no proper facilities, the priority list is endless. We have so many issues on our plate as a nation for us to be thinking of building a brand new structure costing that much money” she said

And the UPND National Chairperson has implored the PF regime to reconsider this wastage and instead consider renovations on the current building, which of course should gobble less.

“We know there is a certain hunger for plundering in the PF, but we hope that the Minister of Works and Supply could walk into UTH and see the state of beds, hospital cups and utensils, maybe and just maybe, people could have a change of heart” Nalumango said

He said Kampyongo’s threats are an assault on the freedom of association and meant to intimidate those chiefs that have openly shown support towards the incarcerated UPND leader, Hakainde Hichilema.

According Mr Kampyongo, the PF government is on the verge of arresting a traditional leader for allegedly funding youths to cause political unrest.

Mr. Mulongoti has charged that the careless utterance by Kampyongo is not only alarming but shows that Edgar Lungu will go to any length to ensure that his dictatorial tendencies are felt in all sectors of the country.

‘The role and value of traditional chiefs in Zambia play an indelible role. To attack one Chief because of his support against the incarceration of one of his subjects would be an insult on the entire House of Chiefs,’ Mulongoti warned

He stressed that Chiefs play a vital role in preserving Zambia’s heritage, culture and Art for sustainable development and national identity.

‘Even the colonial masters respected and appreciated the Chiefs more than what we are currently witnessing under this oppressive PF regime,’ Mulongoti lamented.

He has further urged Lungu not to use a hostile Home Affairs Minister to antagonise Chiefs.

“We as People’s Party, urge Edgar Lungu to emulate the colonial masters in finding an amicable way of working with our chiefs, rather than using a hostile Home Affairs Minister to antagonise them,” Mulongoti said.

He has warned that arresting a Chief would certainly pit the government against the Chiefs subjects and this would be extremely undesirable.

He pointed out that Zambia belongs to all its residents and urged the PF to keep their soiled hands away from traditional authorities.

Roan United’s woes continue

Struggling FAZ Division 1 Zone 2 side Roan United lost their fifth match of the season after allowing promoted Geokas Curve United to stun them 1-0 at home in Luanshya.

Roan succumbed to their second straight defeat when Geokas midfielder Cuthbert Chella came off the bench to score a late goal in this Week 13 match played at Kafubu Stadium.

Coach Paul Mulenga’s side lost 1-0 to Zesco Luapula prior to losing to Geokas on Saturday.

The Luanshya side is 11th on the table with 14 points from 13 matches played.

Besides losing five times, Roan have five draws and three wins.

Elsewhere in Zone 2, leaders Kitwe United forced a goalless draw at Chambishi to stay top with 26 points after 13 matches played.

Second placed Kansanshi Dynamos missed a chance to dislodge Kitwe after they were held to a goalless draw by FQMO Mining Operation in the Solwezi derby.

Third placed Indeni are just three points away from the top position after thumping Chingola Police 4-0 in Ndola.

AU Summit Opens as Mugabe calls on Leaders to wean AU from Donor Dependency

The 29th ordinary summit of the African Union (AU) heads of state and government has officially opened in Addis Ababa, Ethiopia under new leadership elected in January 2017.

The new Chairperson’s of both the AU commission and the Assembly of the Union of heads of state and government, Mousa Faki Mahamat and President Alpha Conde of Guinea respectively both addressed the Summit.

The two leaders called on member states of the continental union to unite and work together in order to achieve peace and development as envisaged the AU’s agenda 2063.

As Chairperson of the Peace and Security Council, President Edgar Lungu gave a report on the state of peace on the continent under the theme, silencing the guns in Africa.

And President Robert Mugabe of Zimbabwe called on African leaders to wean the AU from donor dependency to create ownership of development on the continent.

The Zimbabwean president handed a cheque of $1 million to the African Union (A.U.) Foundation as part of efforts aimed at lessening the body’s dependence on foreign aid.

The 93-year-old formally handed over the cheque to the A.U. Commission (AUC) chairperson, Moussa Faki Mahamat, on the floor of the AU headquarters during the 29th Heads of State summit in the Ethiopian capital, Addis Ababa.

The amount had been raised from the sale of cattle donated by Zimbabwean farmers following an appeal by Mugabe to help the A.U. self fund its operations.

Meanwhile, President Edgar Lungu was last night was among several heads of state and government that attended the African Union committee of ten (C10) summit, which was called ahead of the 29th Ordinary summit, which has kicked off in Addis Ababa, Ethiopia today.

The meeting was called to follow up on the Committee of ten summit held in Malabo, Equatorial Guinea in May 2017.

During the open session of the Summit, Chairperson of the C10 group, President Ernest Koroma of Siraleone commended President Edgar Lungu and other heads of state that attended the Malabo.

“Let me thank the President of Zambia, Namibia, Equatorial Guinea and Congo who themselves attended the summit in Malabo and made valuable contributions to the meeting,” he said.

ZANIS reports that President Koroma called on members of the group to fully commit to the ideals of the group in order to achieve its mandate.

“Those of you that attended the Malabo meeting will remember that one of the conclusions was that we need to reenergize our efforts engagement in pursuing our mandate of the position of the C10 to be adopted,” said President Koroma.

The summit later went into a closed session in which a report of the Malabo summit was adopted.

And President Edgar Lungu’s Special Assistant for Press and Public Relations Amos Chanda disclosed that the C10 leaders reaffirmed the position of the C10 summit to push for reforms in the UN Security Council.

“The leaders of the summit met yesterday and reaffirmed a common position that the United Nations must accelerate reforms in the Security Council, if this does not happen quickly it will reinforce the view that Africa is marginalized,” he said.

Mr Chanda revealed that a report of the Malabo summit which seeks to strengthen the levels of engagement by the C10 in the quest for permanent representation in UN Security Council was adopted as a common position of the Committee of ten.

The AU committee of ten is a grouping of 10 countries drawn from each region of the continent mandated to spearhead Africa’s pursuit for permanent representation at the UN Security Council.

WEEKEND SCORECARD: Zambia’s CHAN qualifier foes out of Cosafa Cup

Zambia’s 2018 CAF African Nations Championship (CHAN) qualifiers opponents Swaziland suffered a setback ahead of their date against Chipolopolo after they were eliminated from the 2017 Cosafa Cup title race.

Swaziland lost 2-1 to Zimbabwe in Rustenburg on Sunday in the Cosafa Cup quarterfinals at the ongoing tournament South Africa is hosting from June 25-July 9.

Like Zambia, Swaziland enjoyed a preliminary group stage bye to the Cosafa Cup thanks to their position on the FIFA Rankings at 99 and 90 respectively, but stumbled on the first hurdle and will now play in the consolation Plate Category.

Zambia on the other hand are through to the Cosafa Cup semifinals where they will face Tanzania on July 5 after a 2-1 win over Botswana on July 1 at the same venue.

Meanwhile, Swaziland will host Zambia on July 15 in a 2018 CHAN first round,first leg qualifier.

The return leg will be played on July 23.

Winner will play victor of the first round tie involving Bafana Bafana versus Botswana in August to decide who goes through to the tournament Kenya will host this January.

The winner of the Zambia-Swaziland match will be away in the first leg during the weekend of August 12 while the final leg will be played during the weekend of August 19.

CHAN is the second tier AFCON exclusively for domestic league-based players launched by CAF in 2009 and DR Congo are the defending champions and record winners with two titles.

Zambia has qualified twice for the CHAN, finishing 3rd in 2009 and reached the quarterfinals in 2016.

Veteran Kitwe United administrator Martha Shonga dies

Renowned Kitwe football administrator Martha Shonga is dead.

Shonga, a former FAZ Executive Committee Member, died in the early hours of Monday at Kitwe Central Hospital after an illness.

The immediate past Kitwe United Football Club chairperson was 58.

“Auntie Martha died around 01h00 at Kitwe Central Hospital. She was in hospital for five days,” Shonga’s niece Josephine Mulenga confirmed.

The funeral is at her residence in Kitwe’s Riverside area.

Shonga also served as Mining Rangers Football Club Secretary around 2009.

She was a member of the FAZ Copperbelt match organising committee

Besides her well documented involvement in football, Shonga was a Kitwe City Council employee for several years before retiring few years back.

A regular Czech embassy will soon open in Lusaka to follow Czech Ambassador Radek Rubes, who recently handed his credentials to President Edgar Lungu.

The Czechoslovak Embassy was seated in Lusaka until 1992.

“Right now, I am still alone here, but soon my fellow workers are to join me. At first, they have to move the agenda from the neighbouring Zimbabwe,” Ambassador Rubes said.

He said he could see many opportunities along the Zambezi River, described by Czech explorer Emil Holub (1847-1902).

“In Zambia, there is a large demand for electricity supplies. The latest projects focus on the Zambezi River,” he added.

“This is a potential that could be exploited by small and medium-sized companies from the Czech Republic,” Rubes said.

In late April, Agriculture Minister Marian Jurecka and representatives of eight Czech companies visited the Chisamba Agritech exhibition of agricultural products.

“All the exhibited Czech equipment was sold. There is a financially strong group of farmers ready to pay for the goods in cash,” Ambassador Rubes said.

Czech Zetor tractors also sell in Zambia and that they have a good reputation for being very reliable.
In Zambia, the Czech diplomacy also has another vital task. It is to control the development aid right from the place.

As of next year, Zambia is to be another priority country to which Czech money will be flowing along with Bosnia and Herzegovina, Ethiopia, Moldova, Georgia and Cambodia.

Until 2020, the Czech Republic wants to spend 90 million crowns in Zambia.

It also wants to send a diplomat who will be in charge of its projects to the country.

“It is desirable to send such a worker to Zambia within the enhancement of our presence there,” Michal Kaplan, director of the Czech Development Agency (CRA), is quoted as saying.

This is not much compared with Western countries, but Czech previous projects have proven that the Czech trace in Zambia has certainly not been lost, LN writes.

For the third year in a row, Caritas the Czech Republic along with Tomas Bata University have been developing postnatal care for mothers and their children in several districts in Zambia.

The Njovu group, headed by Czech activist Vendula Tembo, looks after socially threatened youths, organising vocational training in the fields of baker, tailor and electrician for them, LN writes.

In Zambia, there is also the Czech Brethren Evangelical Church Diaconia (CCE), implementing two gender projects. The first focuses on the teaching of reading and writing for adult women, providing information on women’s human rights and violence on them, it adds.

The Resident Canon of Holy Cross Anglican Cathedral in Lusaka Reverend Canon Emmanuel Yona Chikoya has been appointed as the new General Secretary of the Council of Churches in Zambia.

The Council is the oldest ecumenical body in the country, dating back to the colonial period.

Reverend Chikoya will be the first Anglican to serve as General Secretary.

Reverend Chikoya said he was humbled and honoured by the appointment: “I was simply awestruck when I got the news that I have been picked as the next CCZ General Secretary given the calibre of the other applicants and my humble background. It is with a sombre reflection that I undertake this assignment trusting the God of small beginnings, the God who turns zeros into heroes” he said.

“In a sense, I feel like Gideon and David in the Bible. I am a boy from Kanyama who is simply overwhelmed by God’s gracious deeds in his life and in God I will trust for this noble assignment. My prayer and hope with the support of fellow Anglicans and the wider Church is that I will be a high impact flag carrier. I wish to promote unity in the context of ecumenism.”

Reverend Chikoya was ordained to the priesthood in 2002 in the Diocese of Lusaka and did his curacy at the Cathedral of the Holy Cross.

He was then seconded to the Council of Churches in Zambia in 2004 where he served as the Ecumenical Chaplain until 2006.

During this time, he also served as University Chaplain at the University of Zambia and provided pastoral care to CCZ staff.

He was the lead person for CCZ in organising national ecumenical prayers.

He held the position of Diocesan Synod Secretary from 2007 to 2009.

He has also served as Parish Priest for a high density area made up of three congregations and has additionally served as the Diocesan Training Chaplain.

Solwezi Diocese launches Catholic Bible in Kaonde, Lunda and Luvale

Diocese of Solwezi Bishop Charles Kasonde this week presided over Holy Mass to launch and commission the locally translated Catholic Bible in three local languages namely, Kaonde, Lunda and Luvale.
The three languages are widely spoken in the Diocese of Solwezi.

Speaking in a homily at St. Daniel’s Cathedral Parish, Bishop Kasonde said that Christians need to deepen their knowledge and assimilation of the Word of God by making it the basis of their Christian lives.

Before delivering the homily, the Bishop presented Bibles to six senior citizens present in the congregation (three men and three women).

He then gave Bibles to two of the youngest babies who were in the Cathedral.

This was a symbolic gesture of the Word of God passing from one generation to another. 

“Before the homily, I would want to perform a ritual of two generations as we receive the Word of God,”

Bishop Kasonde said. “I want to connect the two generations of people who helped to plant Ekklesia (the Church) and the younger generation who are growing and who are going to continue to carry out the work of planting Ekklesia…all these I am going to give a Bible each,” explained the Bishop amid applause from the congregation. Bishop Kasonde pointed out that since 1959, the Church in Solwezi has been using the Protestant Bible for its pastoral and liturgical needs.

Earlier in the week, the Bishop had witnessed the offloading of the Bibles from a truck driven by a Muslim man who drove over 2,000 Kilometres to make the delivery.

The Bishop, in particular, expressed appreciation to the Overseas Bible Outreach; the people of South Korea and the Bible Society of Zambia for their invaluable assistance.
The translations were carried out by the Solwezi Diocese Pastoral and Liturgical Commissions. The Bishop thanked members of these Commissions for the long hours they put into the work of translation.

“Worth mentioning also is the magnanimous cooperation of the Bible Society of Zambia who allowed us to use their text for the realisation of the Catholic translation of the Word of God,” the Solwezi Bishop said in his acknowledgement note. 

Bishop Kasonde said there was the need to be grateful to God and the Korean people for enabling the Diocese reach the stage of having the Word of God translated into the local languages.

“I would like to express and pay tribute of thanks to the Overseas Bible Outreach for funding the printing cost of these Bibles. We will commit ourselves to pray for the success of its apostolate. I am particularly grateful to the Archbishop of Seoul, His Eminence Andrew Cardinal Yeom Soo Jung, Rev. Fr. Francis Lee and the Catholic Publishing House of South Korea for their contribution to facilitate the printing of these Bibles in Kaonde, Lunda and Luvale. May God bless and reward you for the work you are doing: Bringing the Word of God closer to the people, “the Solwezi Ordinary said.

The Catholic Bible contains additional books and some additions. It has a total of 73 books, 46 in the Old Testament while the Protestant Bible has 39 books in the Old Testament. Both the Catholic and Protestant Bible have 27 books in the New Testament. 

Malawian Taxi Driver Found Dead in Zambia

Police in Lilongwe confirm that they have found the body of a taxi driver who went missing along with his vehicle in Lilongwe.

Kanengo Police Spokesperson Salome Zgambo Chibwana disclosed that the body was on Wednesday found dumped in a forest in Zambia.

She added that a post-mortem of Ali’s body done at Kamuzu Central Hospital revealed that death was due to strangulation.

The vehicle has since been recovered and one suspect, a 20-year-old man, has been arrested and is in custody at Lumbadzi Police Sub-station.

The thirty two year old deceased driver went missing on June 23 after two unknown men hired him to drive them from Lumbadzi to Kasungu.

According to Chibwana, a missing persons report was filed to police and the vehicle, a Toyota Carina, was later found in the possession of the suspect now in custody.

Ali’s body has since been taken to his home Village in Blantyre for burial while Simango will appear before court to answer charges of murder and robbery with violence.

The police are still hunting for another suspect, believed to be a teenager.

Volvo opens US$10m dealership in Zambia

The Volvo Group Southern Africa, in partnership with Titanium Motors opened the new dealership in the capital of Lusaka, which offers complete sales, parts and service for Volvo Trucks and UD Trucks customers operating in the region.

Titanium invested US$10 million in the new dealership and said it expanded into Zambia as the country was important, serving as a “regional transport hub”.

Inspector General of Police (IG) Kakoma Kanganja  has warned criminals who have
resorted to acts of sabotage that they will not spared once arrested.

Mr Kanganja said in a statement that intelligence information indicate that some criminals are planning to deliberately cause havoc through destroying or vandalizing vital installations which include bridges,power stations, transmission lines,government buildings,communication facilities,to mention but a few.

He has urged members of the public to be alert and those who may have information that may lead to the apprehension of criminals behind the illegal acts should report to any nearest Police Station without delay.

Mr Kanganja said all those that may know people who are planning to engage in activities of sabotage should inform the police as soon as possible.

The Zambia Police Service is offering a reward of K100,000 to anyone who may have information that may lead to the apprehension of anynperson or persons behind the clandestine activities of cutting ZESCO pylons.

“We have intensified our operations to ensure that all vital installations are safe guarded.We will also be mounting Snap Security check points in which motor vehicles will be stopped randomly and subjected to thorough searches,”Kanganja said

He has since called upon members of the public to cooperate with the law enforcement officers whenever they were stopped.

The IG said the security, peace, and stability of the nation is a collective responsibility
of all Zambians.

PATRIOTIC Front (PF) Copperbelt Provincial leadership has dissolved Chimwemwe constituency executive following a meeting which was held on Tuesday last week in consultation with the secretary general Davis Mwila.

PF Kitwe district chairman Christopher Kang’ombe said the leadership on the Copperbelt wanted to have teams of PF structures that were solidly behind President Edgar Lungu as he discharged his duties on behalf of the people of Zambia.

In a statement to the Daily Nation, Mr. Kang’ombe said in an effort to re-organise the PF structures in Chimwemwe Constituency, the Kitwe district committee sitting on Tuesday informed the current office bearers of the dissolution as approved by the Copperbelt provincial executive and secretary general.

“The process of re-organising the PF structures includes replacing individuals who are not active and in a few cases change of responsibility to ensure there is effectiveness.

“In addition, we want to have teams of PF structures that are solidly behind President Edgar Lungu as he discharges his duties on behalf of the people of Zambia,” he said.

Mr. Kang’ombe said the vetting process of identifying names of some officials to promote from the wards into the constituency and from branches into wards had been concluded and approved by Mr. Mwila and the party.

“This is being done to inject new political life in the structures of Chimwemwe on an interim basis,” Mr. Kang’ombe said.

He said the approved interim executive for the constituency would only be unveiled on Monday.

“The individuals to constitute the interim ward executive committees in Buntungwa ward, Chimwemwe ward, Kawama ward, Twatasha ward and Itimpi ward will be announced in the course of the week,” Mr. Kang’ombe said.

THE Zambia Police has dismissed claims that the Service is the most corrupt and that its officers steal from various households during arrests.

Police spokesperson Esther Katongo said it was merely a perception that police officers were the most corrupt and that during raids, officers stole things and defecated in homes.

Ms Katongo said the Police Service had dedicated staff who were educated and had self dignity.

She said this when she responded to callers during a Radio Christian Voice programme ‘Chat back’.

“We need to respect police officers. They have dignity and are educated,” Ms Katongo said.

She said it was not possible that police officers could go into a person’s home and defecate in there or steal underwear.

Ms Katongo said such views were peddled by people who wanted to tarnish the image of the police.

She also said it was not true that police traffic officers were the most corrupt.

There are a number of traffic police officers that are corrupt, but the section also has honest hard working officers.

Ms Katongo said police officers were seen to be more corrupt because they interacted more with the public as compared to other law-enforcing agencies.

She said the responsibility was on the public to report any corrupt police officers to the police stations’ officers-in-charge or the Anti-Corruption Commission.

Ms Katongo said the Police Command could not act based on rumours and so it needed to work on reported cases.

She said if the public did not officially complain, the corrupt police officers would continue to engage in corruption and remain unpunished.

Ms Katongo said police officers should be mirrors of society and uphold the law.

She said it was unfortunate that despite the introduction of the chaplaincy where police officers could express themselves, incidences of officers engaging in gender-based violence and shooting of spouses still occurred.

Ms Katongo also said the police were within the law to use teargas canisters to disperse unruly crowds.

She said police officers were allowed to use minimum force in the execution of their duties.

The water cannons are currently not sufficient to be used in dispersing unruly crowds.
