For the Love of Zambia

12

By Chainga Zulu

This year’s Independence Anniversary is commemorated under the theme: Zambia @ 58: Promoting Inclusiveness towards a Sustainable Social and Economic Recovery. However, a selected and anointed few will be invited to State functions where cakes decorated in the Green, Black, Orange and Red – bought using taxpayers’ money – will be cut and eaten live on TV so that the majority of Zambians can watch and just whet their appetites. Drooling over these cakes will be their patriotic contribution. Zambia is 58 years old. 58 years of self-rule and what do we have to show for it? In the immortal words of one famous politician: not much, not much. why? Because of our own failures to seize opportunities that are littered around our yard. And also because of the fact that we are just a single household in the global village, many of failures to realize the returns on independence are absolutely due to our neighbors’ orientation.

Can I leave for another country? Maybe yes. Maybe not. I think I’m in love with this country. Despite the dirty, dust, diseases and poverty marinated in corruption, lack of opportunities and bad politics. I am in an abusive relationship with my country and my body, emotions and socioeconomic status have plenty of scars to show for it

My seemingly irrational attachment to Zambia can be perplexing to the uninitiated. Psychiatrists have a name for this kind of behavior. They compare it to the wartime shell shock exhibited by soldiers and explained that the hostages became emotionally indebted to their abductors, and not the police, for being spared death, and dubbed the strange phenomenon “Stockholm Syndrome,” which became part of the popular lexicon in 1974.

Is there something wrong with me?

The answers are that there’s absolutely nothing wrong with me and even if I had a choice of hating this country, my umbilical cord was buried here. Forever attached to this country. In the words of Eric Donaldson, this is the Land of My Birth.
We need to develop a generation of patriots who will not just work for self-aggrandizement, but also realign the country on the development path. Patriots that will work to eradicate the vices that have confounded our beautiful country for the past 58 years. Friends, being Zambians has meant always that we need to perpetually navigate varying frontiers. Marking territories of successes, living in the present known and hoping for the better unknown tomorrow.

Patriotism is important for the protection of a country’s culture and historical heritage. It is to take pride in representing one’s nation. Patriotism decides the fate of the nation and is critical building block for development and growth. Patriotism is self-reinforcing: if those who are in leadership were patriotic, they would be prioritizing Zambia and Zambians in all they do. In turn, we would all be proud to Zambian. But there is always a law of diminishing return in the application of patriotism.

Though patriotism has been eroding since 1964, it still smoulders.

Granted, we still have a lot to do to improve the lives of all Zambians. We should celebrate the progress made whilst at the same time incessantly work on the existing gaps. They are not mutually exclusive. Let us count our blessings. When the entire Southern Africa was in flames during the liberation movements, Zambia was a haven for South Africans, Zimbabweans, Mozambicans, Angolans including Namibians. And in almost 31 years, we have peacefully changed presidents 7 times and allowed ourselves to be superintended on by 4 political parties.

My Zambia is a beautiful country, she is the crown jewel of the SADC and our people are free, no oppression here apart from the self-inflicted by politicians we choose to put in power. We have our valorous women who are as pretty as they are hardworking. The men with an immutable responsibility of providing protection and livelihoods. The vigilant youths who will not hum and haw to kick out any acrimonious politician from power if they are deemed to have forgotten their mandate. With minor vicissitudes, this is homogeneous from Muyombe to Shang’ombo and Livingstone to Chiengi. From the top of the Mafinga Hills at 2329m above sea level to the bottom of the Zambezi river at 329m above sea level and the Liuwa plains, from the Kobompo river to the valleys of Chama and beaches of Samfya.

For me Zambia, is like the Eagle’s hotel California: I can check out any time I like but I (think) can never leave.

Today we cherish the ones who made our independence possible. We salute those who work tirelessly to perfect the Zambian dream.

Happy 58th My Zambia. I stand and sing for you, proud and free.

Lusaka to welcome five star resort

14

Asian developer Hing Construction will bring a new five-star hotel resort to Lusaka.

The resort with around 150 rooms will be spread over 12 floors and situated on a podium.

The partners believe the project could offer a long-term solution for chains such as Kempinski, Fairmont, Marriott, or Hilton.

Construction is expected to start in August 2023 and will be fully financed through issuing medium-term institutional bonds.

Hotel investment advisor Barrows is providing guidance on the project using its African and Middle Eastern regional experience.

Both parties have signed into a capital acquisition agreement for the realisation of this project with a total project value of $110 million.

Barrows CEO Erwin Jager detailed: “Barrows will raise the funding within its institutional network of hedge funds and retirement funds. Both parties are focused on large-scale hotel developments in West and Central Africa.”

The rooms are spread over 12 floors and situated on a podium where the other facilities, such as a restaurant, meeting facilities, business center, Wellness, sports facilities and a vertical farm, will be realized.

Parking will be located in the basement.

Other Zambian hotel projects underway include two Radisson Hotel Group sites, the 200-key Radisson Blu Mosi-oa-Tunya Livingstone Resort arriving before the end of this year, and Park Inn by Radisson Lusaka Longacres, bringing 135 keys to the country’s capital this year too.

Parents, guardians urged to help curb examination malpractices

Northwestern Province Education Officer, Jennipher Banda has called on parents and guardians to help in combating examination malpractice in the province.

Ms. Banda said parents should play a critical role in eliminating examination malpractice in all schools by advising children to study hard and avoid such vices.

She said this in Kabompo today in her speech during the first grade 12 inauguration graduation ceremony at Kabompo boarding secondary school.

“I would like to advise our dear parents to help school authorities in combating examination malpractice in all our schools because some parents contribute to the vice,” Ms. Banda said.

The Provincial Education Officer said out of the 60 malpractice General Certificate of Education examination results recorded in the country, 33 were recorded in northwestern province and two were from Kabompo district.

“We would like to see such events organised in all schools as this acts as a motivating factor in improving pupil performance even in examinations,” Ms. Banda said.

Speaking at the same event Acting District Commissioner, Hendrix Solochi commended Kabompo boarding secondary school administration for organising the first ever graduation ceremony which has seen 66 grade 12s graduate since 1966 when the school was constructed.

Mr Solochi commended the school for successfully hosting the ceremony and pledged to support the school in its endeavour to provide quality education.

“Head Teacher congratulations for holding this wonderful first ever event at Kabompo school and as government we shall always support you in your endevours,” Mr Solochi said.

He further advised the graduating pupils to work hard in the coming examination as the graduation only symbolized the starting of life thus should not relax in pursuing their education.

And Province Senior Standard Education Officer for Examination, Vacster Katende said they have embarked on an examination malpractice campaign dabbed “eliminating examination malpractice in the province”.

Mr Katende said the previous recorded malpractice cases in the province not only painted a negative picture in the country but also poses a danger to the quality of education being delivered in schools in the province.

Meanwhile Kabompo Boarding Secondary School Head Teacher, Isaac Lijimu in his opening remarks stated that the school organised the event to help motivate the learners as they should be at the center of attention in the provision of quality education.

Mr Lijimu said though schools are not reformatory institutions for children, teachers should help shape their aspirations and desires in their future life.

In a vote of thanks on behalf of all parents, Alex Kabamba thanked the school for awarding the pupils and involving them in the first ever graduation ceremony.

“We are happy that you have involved us and have organised this event for our children, as parents we are very thankful to the school administration and all the senior dignitaries who have travelled to witness this special event,” Mr Kabamba said.

Shiwang’andu swimming in development- Chief

A Traditional Leader in Shiwang’andu District of Muchinga Province has praised Government for the inclusiveness of all areas in its developmental agenda.

Chief Mwaba wa Nkulungwe of the bemba people in Shiwang’andu district says his chiefdom has not been left behind in terms of development which was not taking place before.

The Chief said he has taken it upon himself to educate his subjects in the two wards in his chiefdom on the Constituency Development Fund (CDF) and the importance of education.

Chief Mwaba wa Nkulungwe who is also a member of the Ward Development Committee in the District, said the increase in CDF from 25.7 to 28.3 million kwacha in the 2023 national budget once approved by Parliament will create more employment opportunities through the many community projects that will be identified and implemented.

He said Mwaba wa Nkulungwe area is earmarked for development as seen by the inclusiveness stance taken by the United Party for National Development ( UPND) government.

He cited some of the developments that his subjects are benefiting from Government as the Social Cash Transfer Program, free education policy and  empowerment programs among others.

The Chief added that the free education policy coupled with the introduction of the school feeding program has contributed to the increased enrolment levels at various schools in the area.

The traditional leader, however, bemoaned the rapid increase in cases of Gender Based Violence (GBV) and early child marriages which he said the chiefdom has been struggling with for years.

He has since appealed to Government and Non-Governmental Organisation (NGOs) to work with the traditional leadership in the area in order to bring an end to these vices.

And Minister of Small and Medium Enterprises Development Elias Mubanga has assured the Chief of more development in the area.

Mr Mubanga said the government will ensure that the road network in the area is worked on including the expansion of Nkulungwe rural health center among others.

He said the purpose of his visit to the area is to ensure that people of Mwaba wa Nkulungwe access the Farmer Input Support  Program and empowerment funds for those who are in business already and those who desire to start up various businesses.

The Minister said this when he paid a courtesy call on Chief Mwaba wa Nkulungwe at his palace yesterday.

Meanwhile, Shiwang’andu District Commissioner, Maureen Bwembya has applauded Chief Mwaba wa Nkulungwe for working with the government of day.

Ms Bwembya says the Chief has been instrumental and supportive of government programs saying his  influential on his subjects is impressive.

” We always run to the chief to help us each time we face difficulties during government programs for him to talk and convince his people on certain matters, he is  at our disposal each time and we are happy as district administration for his  open door policy,” She said.

The DC said the just ended COVID -19 vaccination campaign, 2022 national population census and awareness family planning programs among others are some of the programs the chief has been instrumental on.

Marketeer booster loans games changer-Mubanga

Minister of Small and Medium Enterprise Development, Elias Mubanga has challenged Shiwang’andu Constituency residents to take advantage of several empowerment programmes that the government has initiated.

Mr Mubanga cited Programmes such as the Marketeer booster loans, as one aimed at uplifting people’s welfare.

” We are targeting about 1,000 beneficiaries under this empowerment fund countrywide,” The Minister added.

Mr Mubanga is in Muchinga province explaining to the people various empowerment programmes that government through his ministry has embarked on.

At Mwika village, Mr Mubanga encouraged residents to invest in fish farming and rice growing through forming cooperatives.

He said the Mwika area has great potential in the agriculture sector due to the availability of rivers and plains.

” Mwika chiefdom has Chambeshi river within its boundary which can be used for fish farming and plains to grow rice,” he said.

Mr Mubanga has also urged the residents to apply for the women and youth empowerment fund under the 2022 Constituency Development Fund (CDF).

He said the vision of government is to see that CDF makes a positive impact in people’s lives.

Speaking earlier, Shiwang’andu District Commissioner (DC) Maureen Bwembya called on residents to take advantage of opportunities   that government is introducing in rural areas.

And speaking on behalf of Mwika residents Emmanuel Mulenga urged the government to ensure that conditions to access CDF are not tightened.

“The conditions attached to these empowerments may not be met or understood by us villagers hence we may miss on this opportunity to get our share,” Bemoaned Mr Mulenga.

Lusaka Water company commended for extending services to Rufunsa

5

Rufunsa District Commissioner (DC), Richard Mabena has commended the Lusaka water supply and sanitation company for extending its services to rural districts to compliment government’s efforts in the provision of clean and safe water in communities.

Speaking during the rural water supply and sanitation stakeholders’ engagement meeting organized by the Lusaka water company held at St. Augustine conference hall in Rufunsa district yesterday, Mr. Mabena said the provision of water and sanitation services remains a challenge especially in rural communities of Rufunsa.

“I want to thank the Government for expanding the mandate for Lusaka Water Supply and Sanitation Company to cover remote rural areas in supplying clean safe water and sanitation to people,” said Mr. Mabena.

Mr. Mabena said Rufunsa District has a lot of challenges in water reticulation which has retard development as people are forced to walk long distances to fetch the commodity.

Rufunsa Town Council Secretary, Bishop Venture Kafula also commended the water utility company for extending its services to rural communities.

Bishop Kafula said that the Local Authority is happy with the mandate given by the Government to Lusaka Water Supply and Sanitation Company to expand their services to rural districts as Councils alone cannot manage.

“We are very happy that the utility company has come on board to compliment on what the council is doing in the provision of water to communities,” Bishop Kafula said.

And Lusaka Water Supply and Sanitation Manager, Infrastructure, Planning and Design, Wycliff Kunda said the Company has been given a mandate by Government to expand to rural areas in supplying clean and safe water in communities.

Mr. Kunda said as a company they will provide sustainable water and sanitation services that will last long instead of the current service they are using.

“As a company, we are going to use the already existing points but we shall make them sustainable and provide technical support in ensuring that people have clean and safe water as well as sustainable sanitation services,” Mr. Kunda said.

Mr. Kunda said that the Government has realized that the use of boreholes is not sustainable hence the Government engaging the Company in the provision of clean and safe drinking water and also construction of sustainable sanitation facilities that will not contaminate the ground water.

Weaponizing The Judiciary: A case of the Kabushi and Kwacha Petitions

18

By Sean Tembo – PeP President

1. The world over, an independent, objective and competent judiciary has a major role to play in not only promoting peace and unity but also in fostering economic development. When people quarrel in the community, they need to be assured that if they take their quarrels to authorities, they will get justice. Without such assurance about the independence, objectivity and competence of the judicial system, people will not waste their time taking their conflicts to the authorities for resolution. Instead, societal conflicts will be resolved using underhand methods of revenge, ostensibly using violence. That will take us back to the pre-civilization times when violence, murder and mayhem was the standard way of resolving societal conflicts.

2. That said, the behavior of our senior courts in the handling of the Kabushi and Kwacha petitions leaves much to be desired. Three courts were involved in these petitions; being the High Court, Court of Appeal and the Constitution Court. The first to take a bite at the apple was the High Court, which nullified the two elections. As per provisions in the Constitution, the High Court is the court of first instance for election related matters, and any appeal has to go straight to the Constitutional Court, not the Court of Appeal nor the Supreme Court. So subsequent to the nullification of their seats by the High Court, Bowman and Malanji went to appeal at the Constitutional Court.

3. The Constitutional Court decided to uphold the judgement of the High Court, which is fine. Nothing wrong with that. However, in upholding the nullification of the two seats, the Constitutional Court failed to clearly state in it’s judgement whether Bowman Lusambo and Joseph Malanji were eligible to stand in the by-elections which had been caused by a nullification of their seats. That was problem number one. At this juncture, allow me to state that judgements of the Constitutional Court are traditionally vague and either lack clarity or create additional debate and confusion. Whenever the Constitutional Court issues a judgement, litigants are often left wondering who has won the case! Time and again, this has resulted in additional litigation as was the case with Former President Lungu’s eligibility matter. The Constitutional Court has often failed to bring matters before it to a finality, despite being a court of final instance. Why this Court behaves in this manner has always been a wonder to me. But l am inclined to believe the submissions of Counsel John Sangwa which he made at the very inception of the Constitutional Court, that the judges of this Court lack the necessary qualifications and experience. Indeed, there appears to be very little competence at Constitutional Court level and it is only by the grace of God that they have not plunged this country into a constitutional crisis.

4. Anyway, back to the issue at hand. So in upholding the nullification of the two seats, the Constitutional Court omitted to state in their judgement whether Bowman and Malanji were eligible to stand in the upcoming by-elections. This prompted another lawsuit by the two, before the same ConCourt. In the second matter, the Constitutional Court ruled that nullification does not amount to disqualification, meaning that the fact that Bowman and Malanji’s seats were nullified does not mean that the two are disqualified to stand in the upcoming by-elections. In a properly functioning democracy, this second pronouncement by the Constitutional Court would have put this matter to bed once and for all. But not under the current regime.

5. A few days later, the Electoral Commission of Zambia (ECZ) issued a statement that it will not accept nominations from individuals whose seats were nullified in Kabushi and Kwacha constituencies. This statement by ECZ was contrary to the second judgement of the Constitutional Court which made it clear that nullification of the two seats did not mean that Bowman and Malanji were disqualified from re-contesting.

6. As a result of the ECZ statement, Bowman and Malanji approached the High Court and commenced judicial review proceedings against the Electoral Commission of Zambia for their decision to ignore the judgement of the Constitutional Court and try to exclude Bowman and Malanji from filing in their nominations. As the matter before the High Court was being allocated, ECZ proceeded to conduct the nomination process for both Kabushi and Kwacha, and true to their word, they refused to accept nominations from Bowman and Malanji. A few days after the nominations, the High Court, after constituting a panel of three judges, granted the Applicants leave to commence judicial review proceedings against ECZ, which also acted as a stay of the elections. In other words, the elections could not take place until this matter was concluded.

7. A few days later, the Government through the Attorney General applied and was joined to this matter as a Respondent. Immediately thereafter, the Attorney General approached the Court of Appeal and obtained a stay of all proceedings in the High Court. This was despite the Constitutional requirement that only two courts will deal with election related disputes; the High Court and the Constitutional Court. The Attorney General as learned as he is, knew or should have known that the Court of Appeal had no jurisdiction in this matter, and that if he wanted to appeal the High Court ruling in the judicial review proceedings, he should have approached the Constitutional Court and not the Court of Appeal. Similarly, the judges of the Court of Appeal, as learned as they are, knew or should have known that they had no jurisdiction to hear this matter, let alone grant a stay of the proceedings of the High Court. But both the Attorney General and the Court of Appeal decided to proceed with their illegality.

8. In issuing it’s illegal stay of the judicial review proceedings before the High Court, the Court of Appeal also claimed to have stopped the 21 days from running. Judicial review proceedings need to be concluded by the High Court within 21 days, otherwise the whole proceedings are considered null and void. But the Court of Appeal claimed to have stopped those 21 days from running, despite not having the jurisdiction to hear this matter and not having the authority to stop a statute-established timeline from running. Additionally, after the Court of Appeal stopped the proceedings before the High Court, they did not go on to expeditious hear the appeal which the Attorney General had filed before it, so that the appeal could be determined and the stay on the High Court proceedings can be lifted. Instead, the Court of Appeal just stopped the High Court proceedings and went on holiday waiting for the 21 days to expire!

9. About a week ago, and despite the High Court stay of elections still being in force, the Electoral Commission of Zambia announced that it will hold the Kabushi and Kwacha by-elections on Friday, 21st October 2022. President Hakainde Hichilema then proceeded to go to Kabushi and Kwacha to campaign. A day before the scheduled date for the elections, the Court of Appeal scheduled a hearing of why the Attorney General had obtained a stay of the judicial review proceedings before the High Court. However, the lawyers from Attorney General’s chambers did not show up, because, according to a memo from the Acting Chief Justice, all the lawyers were attending a workshop and all matters involving the AG needed to be adjourned.

10. On the same day however, the Constitutional Court sitting in Ndola ruled that the Court of Appeal had no jurisdiction to stop the judicial review proceedings that were before the High Court because any appeal of an election-related dispute is supposed to go to the Constitutional Court and not the Court of Appeal. The ConCourt further ruled that the Court of Appeal had no authority to stop the 21 days from running. However, l do not believe that this ruling by the Constitutional Court came as a surprise to both the Attorney General and the three judges of the Court of Appeal.

11. I strongly believe that the judges of the Court of Appeal knew fully well that what they were doing was an illegality, but decided to do it anyway, in order to subvert the course of justice and allow the Kabushi and Kwacha by-elections to take place without Lusambo and Malanji being heard by the High Court. Knowingly defeating the ends of justice is a serious criminal offense, and it is for this reason that l call for the arrest and prosecution of the three Court of Appeal judges who knowingly defeated the ends of justice in this matter. If the police do not act, we will consider private prosecution in this matter.

I Want to re-build Kabushi to a standard where Lusaka is-Newly Elected UPND MP

48

Newly elected UPND Kabushi Member of Parliament Bernard Kanengo has said he is not celebrating the downfall of his predecessor Bowman Chilosha Lusambo.

Mr. Lusambo had his seat nullified by the court and the Electoral Commission of Zambia barred from contesting the subsequent by-election,a decision he has challenged in court.

Mr. Kanengo was declared the winner of Friday’s controversial Kabushi Parliamentary by-election after getting 6,556 votes against his closest rival and independent candidate Richard Kalasa’s 4,607 votes.

Leadership Movement’s Osias Telela collected 226 votes and another Independent candidate Alfred Joseph Yombwe amassed 81 votes.

Speaking after being declared duly elected Kabushi Member of Parliament, Mr. Kanengo said Mr.Lusambo’s current situation is a lesson to many people to be humble.

He said God opposes the proud and uplifts the humble.

On his developmental agenda, Mr.Kanengo said he wants to re-build Kabushi to a standard where Lusaka is.

“Allow me to thank the party leadership from the branch to the top level. The branch leadership, the ward leadership and the constituency leadership. Secondly, allow me to thank the people of Kabushi for making a wise decision, for delivering themselves from the shackles of poverty, from the shackles of manipulation. We are now starting a new life in Kabushi. I know we have been manipulated for a long time, I Bernard Kanengo I have come to work in Kabushi. I am asking you just like the way you have decided to pick me as your representative to rebuild Kabushi to a standard where Lusaka is,” Mr. Kanengo said.

“Another assurance I want to give to the people of Kabushi is that I am going to be a Member of Parliament for everyone. I know in Kabushi Constituency these political parties known as PF, SP and many more they no longer exist. I am going to be a Member of Parliament for all the people in Kabushi Constituency. For the outgoing Member of Parliament (Bowman Lusambo) we are not here to celebrate their downfall but all of us to learn from their downfall. God opposes the proud and gives grace to the humble. Thank you,” he said.

Meanwhile, UPND Kabushi Constituency Campaign Manager Frank Tayali said the by-election has demonstrated that neither individual nor political is greater than Zambia.

Mr. Tayali, the Ndola Central MP, also thanked people of Kabushi Constituency, who decided to turn up and cast their ballots.

Out of the 49,908 registered voters in Kabushi Constituency, only 11,646 voted in the by-election.

“We want to give thanks to the people of Kabushi Constituency, who decided to turn up and cast their ballots in exercise of their constitutional right to decide who their elected representative was going to be. At the end of the day what this election has demonstrated is that there is no one individual, no one political party is above the law. Zambia is greater than any individual; Zambia is greater than any political party. Kabushi was never going to be held ransom because a few individuals felt that they were entitled.”

“The people of Kabushi Constituency have today spoken and they have said that Bernard Kanengo is their duly elected Member of Parliament. Please remember that this by-election was brought about by a nullification which was occasioned by violent and massive maul practices in terms of electoral code of conduct. The UPND has once again demonstrated. We are a peaceful party. We have allowed all those that participated in the campaign peacefully,” Mr. Tayali said.

The Minister of Transport and Logistics added:” I wish to take this opportunity to thank all UPND members that continue to hide the president’s call that we must conduct ourselves totally differently from what we experienced in the past. With today’s results never again, never again will the people of Zambia in any constituency be subjected to violence as a way of ensuring election victory. May I take this opportunity to thank the MP for Kabushi Constituency Honourable Bernard Kanengo.”

“We are proud that we ran a clean game and may I just add that the ECZ (Electoral Commission of Zambia) has acted within the law to avoid a constitutional crisis. The ECZ has got a constitutional mandate to carry out an election because we were never going to have Kabushi create a void and be subjected to lack of representation. So to the people of Kabushi thank you we can now deliver development through our area Member of Parliament Honourable Bernard Kanengo. God bless you all,” Mr. Tayali commented.

Zambia U23 Grab Late Draw Away Against Sierra Leone

1

Zambia grabbed a last minute draw away against Sierra Leone on Saturday in their 2022 U23 AFCON qualifier at SKD Stadium in Monrovia, Liberia.

The match ended 1-1 at Sierra Leone’s temporal home because Freetown does not have a CAF certified stadium.

Sierra Leone gave Zambia a torrid time led by their impressive striker John Kamara but found goalkeeper Jeban Tembo in fine form.

But Zambia did not lie down in the first half and Golden Mashata sent wide in the 2nd minute and saw second saved on the line.

Both goals came in the second half, both via penalties.

Sierra Leone took the lead in the 57th minute when Alie Conteh converted after Brian Musema fouled Kamara.

It took Zambia until the 88th minute when Mashata was brought down in the area.

Joshua Mutale stepped up to see Zambia make a great escape armed with a vital away goal to take into this Saturdays final leg at National Heroes Stadium in Lusaka.

Winner over both legs advances to next March’s final round qualifier against either Egypt or Eswatini who play their first leg on Sunday.

Seer 1 on ” The Dora Siliya Phenomenon”

10

By Isaac Mwanza

When Seer 1 tells President Bally about learning something from usual departure of Dora Siliya from a former ruling party to a new party, his sentiments must be understood just like that and not be underestimated. Let me put them into context.

Seer 1 is right: Just like the MMD, the PF largely lost the 2021 election because of selfishness and greedy. Many who worked with former President Edgar Lungu and were in position to shape decisions cared more about themselves and their narrow interests than they did with ordinary people in their party structures and ordinary Zambians generally.

Ordinary PF members saw no reason and benefit to wage a relentless fight to retain power when only the Ministers and those that surrounded them were swimming in power. At some point, even the crumbs could not get down to those in the party structures. The leadership became detached from its own members and also the voters generally.

The relationship most of those who were leaders in PF had with the former ruling party was about the benefits they could get. That is what kept these leaders closer to the former ruling party and the humble President.

Immediately, PF lost power, these very leaders who portrayed themselves as darlings of the party and the President chameleonically moved on and are looking for opportunities to transform themselves from Green to Red. When time comes, they will portray themselves as more Reds than the actual people who fought for the Red to come into power.

The list does not exclude Independent MPs. The biggest mistake those that surrounded former President Lungu made was to think that by supporting independent candidates, the strategy would help them gain numbers to remain in government. Independent candidates who were supported by those that surrounded President Lungu had more resources, party materials and vehicles than their own candidates on the party list.

But among these independent MPs who won and thrived on the support they received, how many have remained grateful and loyal to those who supported them? Only Munir Zulu, the man who was not even supported is standing with them.

The many independents who received support are now behaving as if nothing ever happened. They are busy working out opportunities to dine from the King’s table with both hands. They can and will probably do anything to even support the persecution of those who supported them to become independents all in the quest to be seen as the good ones. This is a test of loyalty.

What lessons are in this which Seer 1 would like President Bally to learn:

  1. The ivory you see from people’s smiles can be fake and temporal. Instead of giving you the best advice, they will come to you with huge smiles asking you to toast to the victory in Kabushi and Kwacha but they won’t tell you the truth about the political outlook on the Copperbelt, Lusaka, among others;
  2. Defectors will always come to you, nicely dressed in your regalia and standing next to the very riches they amassed while they worked against you, their intention is not because they believe in you but they believe in the power you possess that has capacity to continue changing their lives.
  3. At most, be loyal to those who were loyal to you. A man’s and woman’s true loyalty is defined when one is struggling or in trouble. There are politicians who don’t just love the idea of staying in opposition as you did but seek a smooth path all the way. They need to protect their businesses and continue living a good life. These will bring you down.
  4. People in institutions such as the Electoral Commission of Zambia will help you get some temporal victories, as it has happened in Copperbelt, because that is the nature of these Commissions under any executive arm but it usually dawns that soon they may not manage to deal with peoples pressure. The election in Copperbelt must be an eye opener than being considered a victory.

Remember, be good to the people who were with you on your way up the ladder, you will need them on your way down, that’s the way it is.

President HH, Politics of Foolishness, and the Copperbelt Sham By-Elections

26

By Kapya Kaoma

If you want to remain sane, stop following HH’s politics of foolishness. The Copperbelt sham By-elections prove one thing–Mr. Hichilema’s poor judgment and insecurity. Assume these elections were in Dundumwezi, would he have panicked? Why is he so afraid of a fair fight? The truth is, he knows that he doesn’t have enough votes on the Copperbelt–thus cheating is the only way to save face. What a shame to the man who sleeps in politics of foolishness!

Since he put on Seer 1 blessed gloves, one can hardly tell the mental state of our Head of State. All things foolish, President HH has proved. What else qualifies him as President save his Alzheimer–for in amnesia his head he holds high, always living today as if a baby which never knew that just last year in diapers soiled. Is the HH who insulted Presidents Mwanawasa, Banda, Sata and Lungu day and night, the same one who is now defending the arrests and torture of Zambians for speaking against the Presidency? When did the Presidency become sacrosanct to Hichilema? This man of no shame has no honor–for in politics of foolishness he daily baths.

The politics of foolishness has its own benefits–it exposes despots for what they are; insecure egomaniacs. HH is a self-proclaimed egocentric individual and many Zambians have finally seen through him–a narcissist without solutions. This is surely an understatement. “Bally will fix it” is now a slogan of shame to the masses. To redeem it demands more to it than pictures with white people. Of course–Joe Biden wants Zambia for Military reasons as opposed to HH’s leadership. This is for another day. For now, the egomaniac genius has found it hard to fix anything but himself by overstepping–attempting to destroy our democracy.

HH believes Zambia is UPND–he can run it like his little kantemba. Wrong! We love our democracy. Chiluba tried to destroy it and he failed. Utter foolishness made Chiluba believe that Zambians wanted him to temper with our hard fought for democratic institutions simply because he was the President. And what did he get? He was forced out, arrested and had his underpants paraded on camera as Zambians cheered. Sadly this is what awaits Mr Hichilema. The day will come when he will be held to account. Like Chiluba, in shame he will dwell as Zambians call him names. One thing I know is this, the battle against democracy is the battle HH is set to lose!

Moreover, his sham Copperbelt elections will surely be overturned by the courts. This is the best thing for the opposition. The criminal HH will be exposed and his officials cited for Contempt. In addition, his image will finally be revealed for what I saw from the very beginning of his reign–a lawless man hiding by the office of the Presidency. The good news is that he will survive it now, but when he and his cronies are out off office, this crime will follow them. He will be saved by immunity, but not his officials.

How about the lower turnout? Fallen! Fallen is Bally the Great! Within a year, Bally can hardly get a handful on the Copperbelt. How the mighty have fallen. You wear the Bally brand at your own risk. Yet the desperate and shameless President and his Vice President will go back to Kabushi and Kwacha again and again with their tails between their legs to campaign against opposition candidates–knowing too well that they tried twice before. Worse still, should UPND lose those seats, the politics of foolishness will be served at HH’s dinner table at State House, Community House and in Diplomatic Houses. The good news is, toddlers have no shame.

President HH should have behaved like an adult. He knew the court ruled on these elections. Wouldn’t he have been at the forefront of guiding the nation in ensuring that the rulings of the Courts are upheld by all Zambians? Besides, doesn’t he hold the majority in Parliament? If the law is illogical, wouldn’t he have worked with Parliament to address the 90 days limit for holding by elections so as to avoid similar situations in future? The problem is HH doesn’t think like an adult. He wants to prove he is the best, but always comes out as the worst. Shame is his lot; but thankfully he has no shame.

Kabwe water blues irks residents

13

Kabwe has been hit by erratic water supply, a situation that has forced the residents to go for over two months without life’s most essential commodity.

A check by ZANIS in areas such as Highridge, Railways, Pollen, Lukanga, Nkrumah Extension, town center and other affected areas, has revealed that consumers have not had adequate water supply since September, this year.

The residents have told ZANIS that they are badly affected by the continued water shortages because they can only access piped water between 05:00hrs and 10:00hrs in the mornings.

Emmanuel Mutelo from Pollen area says he has been hugely affected by the water shortages in his area because he runs a vegetable gardening business that largely depends on constant and adequate water supply.

Mr Mutelo said he has been forced to diversify into another business the last two months because the vegetable business was not doing fine due to lack of water.

“I’ve had to switch to a mobile money business because of the inadequate water supply although I must say that I’m just doing it to sustain my family otherwise, my preferred business is fresh vegetables,” he complained.

And Mike Munthali from Nkrumah Extension says he is in the dark regarding the water situation, as there has not been any tangible explanation from the water company regarding the water shortages.

Mr Munthali has since demanded for an explanation from Lukanga Water saying there is need for the company to explain the inconvenience especially that the water bills are still being served to consumers.

“For me, I’ve just been seeing the excessive rationing without any explanations and I feel this is unprofessional on the part of the water company because as consumers, we need to be told on what is really happening especially that the situation has continued for some months,” he stated.

But Lukanga Water Supply and Sanitation Company Limited, Public Relations Manager, Siwa Mwene, says the erratic water supply is as a result of the two major pipe bursts that the company recorded on the 900mm water transmission line which ferries water from Mulungushi water treatment plant at Brunelli Dam to Kabwe’s major water distribution center in Highridge.

Ms Mwene said the burst which occurred on 9th September, 2022 and has resulted into reduced water volumes as the pipe carries about 500 cubic meters of water per hour and contributes 30 per cent of water supply to most areas in Kabwe, while 70 per cent is dependent on the underground water sources.

She says the company has since incorporated AmiBl, a European based organization to develop and manufacture special pipe components to be used in the repair works on the affected pipe.

She added that the company has further partnered with the Dutch Water Operators Partnership (VEI) to support in sourcing the special components, engagement of supervising experts and other logistics at an estimated Ten Thousand Euros.
