The continued harassment of opposition candidates by ACC in the upcoming By-election is sad

1. As Patriots for Economic Progress (PeP) we are saddened by the continued harassment of opposition candidates by the Anti-Corruption Commission (ACC) in the Kwacha and Kabushi Parliament By-election, with Mr. Shadreck Mumba of UPPZ party being the latest to be summoned by ACC for no clear reasons, barely three days before the day of the polls.

2. It must be noted that an election period is a very delicate period for voters, and the summoning of a candidate by law enforcement agencies has the potential to create a misconception that such a candidate is a criminal, in the eyes of the electorate, and potentially adversely affect the performance of the candidate during polls.

3. If any of the Candidates in the Kwacha and Kabushi Parliamentary by-elections are suspected of committing an offence, why can’t the ACC wait until after the by-elections before summoning them, in the interest of fairness, transparency and equity?

4. As Patriots for Economic Progress, it is evident to us that the continued harassment of candidates amounts to a weaponization of law enforcement agencies by President Hakainde Hichilema, so as to achieve an unfair advantage over the opposition in the upcoming by-elections. Therefore, the outcome of the by-elections is unlikely to reflect the free will of the people of Kwacha and Kabushi.

5. As Patriots for Economic Progress, we further bemoan the silence of civil society organizations, the church and traditional leaders in the face of various atrocities which the New Dawn administration is perpetrating against democracy, institutions of democracy and players in the democratic space. Civil society organizations, the church and traditional leaders should wake up from their slumber and contribute to the provision of checks and balances with the same vigor and tenacity with which they did under the previous regime, otherwise they risk being perceived as an arm and extension of the ruling United Party for National Development (UPND).

6. As Patriots for Economic Progress, we wish to further advise President Hakainde Hichilema to cease and desist from undermining our democracy through the weaponization of law enforcement agencies against the opposition. As a matter of fact, law enforcement agencies have greater potential to damage our democracy when they are used to harass the opposition, than political cadres. Therefore, you cannot reduce harassment by political cadres but replace it with harassment by the Police and claim that you have made progress. Zambia and the Zambian people deserve a properly functioning democracy and not a facade of a properly functioning democracy.

A delegation of senior members of the Patriotic Front have arrived in Nairobi,Kenya to attend the Inauguration Ceremony of President-Elect William Ruto scheduled for Tuesday, 13th September 2022.

The delegation led by Patriotic Front Member of the Central Committee and Chairman of the Information and Publicity and former Minister of Water Affairs, Hon. Raphael Nakacinda, former Mines Minister Hon. Richard Musukwa, former Ambassador to Ethiopia and former Permanent Representative to the African Union, Emmanuel Mwamba arrived in Nairobi at the invitation of the Kenyan Government.

Sejani warns inept Human Resource Management Committees

Local Government Service Commission Chairperson Ackson Sejani says the Human Resource Management Committees (HRMCs) being constituted countrywide will be closely monitored and evaluated to ensure compliance to set standards.

Mr. Sejani warns that once formed the Commission will not hesitate to deal with those who will fail to carry out their mandate.

Mr. Sejani was speaking when he officially opened the five-day programme for the formation of HRMCs in Luapula Province being held at Sali Riverside Lodge in Mansa today.

“ The Commission expects those who will be appointed and sworn in to be responsible personnel who will carry out their delegated functions with dedication and commitment to the public.

“In this regard, be forewarned colleagues, that the Commission will not hesitate to withdraw delegated functions from those HRMCs that will fail to fulfil the obligations with professionalism,” he cautioned.

The Commission has continued to capacity build local authorities especially Principal Officers and Human Resource practitioners to ensure quality and timely processing of Human Resource cases.

Meanwhile, Mansa Mayor Njikho Musuku said the dismantling of all outstanding human resource matters which include confirmations, promotions and filling up of vacant positions needed to be quickly addressed.

“We are aware that the Local Government Service Commission has in the recent past advertised some vacant positions in councils countrywide, and our plea to the commission is to also attend to the outstanding matters in order to motivate the current workforce,” he said.

Mr. Musuku stated that employees needed to be motivated by attending to their needs timely if the local government is to achieve its objectives adding that in order to improve revenue collection for the local authority, different strategies have been put in place.

He added that in the case of Mansa Town Council, the local authority has entered into Private Public Partnerships (PPP) to create avenues for revenue.

Earlier, during the courtesy call by the LGSC on the Provincial Administration, Luapula Province Deputy Permanent Secretary Royd Mwansa stated that Town Councils are the backbone of the new dawn administration as they have been mandated to carry out the decentralization policy.

Mr Mwansa said the Provincial Administration expects the recruitment of quality human resource personnel in the Province.

“Your coming sir with your team, we are hoping that we will have a good team in the province so that after your exit we should start seeing developmental works progressing,” he said.

Mr. Mwansa wondered why even after increasing the Constituency Development Fund (CDF), some councils are delaying to actualise the projects they have the fund.

“Government is doing its best to improve people’s livelihood but some councils are lagging behind in implementing the CDF projects. Where are we missing it? So your coming is a very big achievement for us because we believe things will now start moving,” he stated.

The Programme for the formation of Human Resource Management Committees in Luapula Province runs from 12 to 17 September, 2022.

Taxi and bus drivers welcome revised age for obtaining a PSV

Taxi and mini bus drivers in Zimba Town, Southern province have welcomed the revision of age to 20 for obtaining a PSV licence.

Government has revised that persons aged 20 can now get a Passenger Service Vehicles (PSV) driving license.

Victor Mweemba, taxi driver in Zimba says the revision in age would attract more young people to be employed as drivers in both government, public and private institutions.

ZANIS reports that Mr Mweemba said in an interview that the age limit imposed in the recent past discriminated youths from contributing to the country’s socio economic development.

“The revision from 25 to 20 in which a person can get a PSV driving license is welcome. We young people constitute the majority of our country’s population,” Mweemba remarked.

He added that youths form the majority of Zambia’s population hence their challenges should quickly be addressed.

And George Hyade, bus driver said limiting to 25 for one to obtain a PSV driving license allegedly pushed many youths out of employment.

Mr Hyade said in a separate interview today that the revision to 20 years would enable the youths to gain experience and dangers associated with driving on the road.

“More young people will get experience when given a PSV driving license at 20 years. RTSA should be commended for this move because this is ample time to be mature when on the road,” he said.

Previously, the law only guaranteed the Licence to youths at the age of 25 and above.

Recently, the Ministry of Transport and Logistics working closely with the Road Transport and Safety Agency (RTSA) revised the Road Traffic Amendment Act No.8 of 2022 obtaining a PSV licence was brought down to 20 from 25 years.

This development has elated the Bus and Taxi Driver’s Association Of Zambia, motorists as well as other stakeholders in the transport sector in the country.

This amendment addressed concerns from taxi drivers of 25 years had a negative effect of pushing most youths out of employment.

Timely training programmes in the civil service are vital to the public workers

The government has re-emphasised the need for refresher orientation programmes for public workers for effective service delivery in the civil service.

Muchinga Province Permanent Secretary Henry Mukungule says timely training programmes in the civil service are vital to the public workers in ensuring that professionalism is upheld while executing Government duties.

Speaking during a capacity building programme for public workers by the National School of Government held at Mwiluzi Lodge in Chinsali Monday, the Permanent Secretary charged that Government officers need to be continually equipped with proper guidelines on operations of the civil service.

Government aims at improving efficiency in the public service through capacity building programmes in a bid to counter inefficiency connotation in the public service.

To ensure that the reputation of the government is protected, the new dawn government saw it prudent to establish the National School of Government to institute professionalism in the public service through experiential learning.

“Today’s public requires organisations to be more creative and innovative, which cannot happen without having a committed and loyal employee base”, He added.

And National School of Government Executive Director, Tobias Mumbika said the institution has so far trained over 15 facilitators at national level to ensure successful training activities are achieved.

Speaking when he paid a courtesy on the Permanent Secretary at his office, Dr. Mumbika said the main focus of the capacity building is to develop training materials and equipping participants with skills to train public service workers as well as selected employees in the private sector.

Muchinga Province is the fourth province where the five – day programme is being undertaken.

Meanwhile, one of the participants, Viachi Kapila said the training will help promote accountability as well as ethical conduct in the civil service.

Mr. Kapila also charged that he will greatly benefit from the training through enhanced service delivery.

HH pledges to run a calculative Government

President Hakainde Hichilema has pledged to run his administration in a transparent and well-calculated manner to ensure real development.

President Hakainde says running the government is a serious business that should not be managed through trial and error.

Speaking at Changanamai grounds in Kitwe today, when he arrived from Ndola , Mr Hichilema said his administration is tirelessly working to address the country’s various social-economic challenges as promised before being in government.

He cited the introduction of free education, reduction of inflation, fuel prices and stabilization of the performance of the Kwacha against the US Dollar as some of the economic aspects that have so far been addressed.

And President Hakainde has reiterated his commitment to addressing the challenges at Mopani and Konkola Copper Mines, respectively.

And Mines Minister Paul Kabuswe said the government will engage Emerald mine owners on the Copperbelt so that they can give their dumpsites to youths.

Earlier small-scale miners praised the new dawn government for its progressive agenda in empowering youths. President Hakainde Hichilema is on the Copperbelt on a five-day working visit.

Meanwhile, Chief Ishima Sanken’i IV of the Lunda-speaking people of Zambezi District in North-Western Province has hailed President Hakainde Hichilema for restoring political stability, reviving the economy and championing prudent utilization of public resources.

And Lusaka Province Permanent Secretary, Robert Kamalata has reiterated President Hakainde Hichilema’s call for traditional leaders across the country to join him in uniting the country.

Chief Ishima Sanken’i IV said President Hichilema needs to be commended for restoring political stability through the banning of party cadrerism in markets and bus stations.

ZANIS reports that the Chief said this when he graced the 2022 Zambangulwe traditional ceremony of the Tonga-speaking people of Chief Chipepo of Chirundu District in Southern Province.

He noted that the de-militarization and depoliticisation of markets, bus stations and other public places has enabled Zambians to now freely engage in businesses without being forced to belong to the ruling party.

“May l urge all Zambians to continue rallying behind President Hakainde Hichilema in the spirit of “One Zambia, One Nation” motto for the development of our country. As traditional leaders, we are extremely happy to see our people conduct their businesses without being forced to belong to the ruling party or any other party.

“On behalf of the traditional leaders, I want to thank President Hichilema for bringing back peace and order to this wonderful country which has resulted in achieving some developmental milestones across the country.”

Earlier, Lusaka Province Permanent Secretary, Robert Kamalata has reiterated President Hakainde Hichilema’s call for traditional leaders across the country to join him in uniting the country.

Mr. Kamalata who was represented at the ceremony by Lusaka Province Chiefs and Traditional Affairs Officer, Bestone Mboozi, said President Hichilema is highly indebted to all the chiefs for providing wise counsel to the new administration in running of state affairs.

He explained that the contributions of all the chiefs has led to the promotion and preservation of Zambia’s rich cultural heritage and harmony in their respective chiefdoms.

“As Chiefs, you have been at the centre of the arbitration of the many disputes that have risen in the province, we shall therefore continue to seek guidance on so many traditional matters in the province. The new administration believes that traditional leaders can be agents of unity and meaningful development in rural areas, hence, various pronouncements made to restore the integrity of chiefs,” he added.

Mr. Kamalata on behalf of the Lusaka Provincial Administration also formally bid farewell to Chief Chipepo and the people of Chirundu district from the realignment of the district from Lusaka to Southern Province.

Meanwhile, Chief Nalubamba of the Ill-speaking people of Namwala District said the presence of Chief Ishima Sanken’i IV at the ceremony will cement the tribal and cultural ties between the people of Southern and North-western provinces respectively.

Chief Nalubamba, who is the Southern Province Council of Chiefs Chairperson, praised Chief Ishima Sanken’i IV for for accepting to grace this year’s Zambangulwe traditional ceremony held in Ng’ombe Ilede.

The traditional leader also praised Chief Chipepo for inviting other chiefs to witness the successful hosting of the ceremony stressing that this will also strengthen togetherness.

Government determined to transform agriculture sector

Katete District Commissioner, Malan Zimba says government remains determined to transform the agriculture sector so that it becomes a vehicle for economic development and improved livelihoods.

Mr Zimba says the resolve to make the agriculture sector the driving engine of the country’s economy will be done through enhanced partnerships between government, farmers and the private sector.

He has cited mechanization, digital agriculture and the provision of quality seed as areas where Government will build partnerships with farmers and the private sector to enhance productivity.

“Government in its policy on agriculture has placed emphasis on enhancing production and productivity by improving infrastructure, supporting value addition in order to specifically increase farmers’ income and build their resilience against the adverse impact of climate change,” he said.

ZANIS reports that the District Commissioner was speaking in a speech read for him by Katete District Administrative Officer, Anslow Muchelemba during a World Vision-sponsored agric-marketing and technology fair in Katete.

Mr Zimba further appreciated the efforts by World Vision Zambia for providing a platform that promotes business linkages and partnerships among the private sector.

He was also happy that the agric-marketing fair created a platform for easy access to quality seed, equipment and information for the farming fraternity.

Meanwhile, Induna Gabriel Sakala has appealed to seed companies that are working in various communities of the district not to sell expired seed.

The Induna, who represented the chiefs in the district, said the traditional leadership had received complaints about some seed suppliers distributing expired seed to farmers on loan.

“You, selling seed, please don’t sell us fake seed. Some people are going around our communities giving us loans for seed, however, the seed does not germinate. Sell us good quality seed that will germinate,” he said.

Induna Sakala further appealed to government to deliver the farming inputs under the Farmer Input Support Programme (FISP) on time.

“Chiefs are appealing that what happened in the 2021-2022 farming season was a difficult and challenging thing where the inputs delayed plus the delay in rainfall. So we are asking that the government may look into it this year by supplying the inputs on time,” he said.

He, however, commended the government for creating an enabling environment that supports and encourages private sector participation in the country’s development.

Meanwhile, World Vision Zambia Transforming Households in Vulnerable Environments (THRIVE) Business and Marketing Development Specialist, Francis Kamo said increased agriculture production and productivity is paramount to the institution as it alleviates poverty and provides better nutrition to children.

Mr Kamo said, to achieve this and whole year-round productivity, there was a need for farmers to mechanise their farming which will lead to better yields and productivity.

“Our focus as WVI is to improve child wellbeing. Our core business is to increase household income at the community level so that thereafter our caregivers can look after the children,” he said.

Barbara Banda: Shepolopolo Honoured To Make Zambians Smile

Shepolopolo Zambia striker and captain Barbara Banda says the team is honoured to have made the fans happy after lifting their debut COSAFA Women’s Cup title.

Zambia beat hosts and record 7-time champions South Africa 1-0 in extra-time on Sunday at Isaac Wolfson Stadium in Nelson Mandela Bay to lift their debut COSAFA Women’s Cup crown.

Four-time bronze medal winners Shepolopolo’s only other final appearance came in 2019 when they lost 1-0 to South Africa.

“It feels so amazing to lift the cup, it is just so amazing, and we happy to have put a smile on the faces of the Zambian people,” Barbara said.

“It has not been easy but I think we put in every effort as a team. We have worked hard as a team and I think we deserve the Cup.”

Barbara also ended the tournament with the Golden Boot after scoring 10 out of Zambia’s 14 goals at the regional tournament.

She also took home the Best Player accolade.

Zambia’s COSAFA Women’s Cup triumph comes after they also qualified to the FIFA Women’s World Cup for the first time following their semifinal placing at the 2022 Women’s AFCON in Morocco where they finished third.

Shepolopolo are heading to next July’s FIFA Women’s World Cup in Australia and New Zealand together with Morocco, Nigeria and newly crowned WAFCON champions South Africa.

Asanovic Names Chipolopolo Team For Libya Friendly Dates

Chipolopolo Zambia coach Aljosa Asanovic has named a 27-member team for next weekend’s Three Nations friendly tournament in Libya.

Zambia will play Libya and Mali at the friendly tournament that will be staged in Benghazi from September 21-27.

Asanovic’s team has 12 European-based call-ups led by the regular headliners in particular the British-based trio of Patson Daka, Fashion Sakala and Enock Mwepu.

Selected Parliamentarians to be engaged on Consensus Comprehensive Sexuality Education

iSanitize has embarked on an initiative to engage selected Members of Parliament and other stakeholders to share perspectives, find common ground and reach a consensus on policy solutions on Access to Comprehensive Sexuality Education, Sexual and Reproductive Health Rights (SRHR), Health and Sanitation for Adolescents and Youths.

This initiative is set to be embarked on within the course of September 2022.

iSanitize Communications Co-Ordinator and Brand-Line Africa Elina Phiri highlighted that the organisation would use various platforms to lobby for the enactment of impactful policies on Comprehensive Sexuality Education, Health and Sanitation such as the review of the National Family Planning Guidelines and facilitating the formation of Family Planning Committees to spearhead family planning matters.

“We believe lawmakers play a crucial role in formulating policies that bring about development and positive change,” Ms Phiri stated

She noted that in Zambia Sexual and Reproductive Health and Rights knowledge still remains inadequate and unevenly distributed, leading to considerable Sexual and Reproduction Health Rights related problems among adolescents.

Ms Phiri cited that iSanitize is also of the view that Family Planning should be part of an expanded definition and agenda for Sexual and Reproductive Health services, this is because the inability to abstain by most school learners in senior secondary school compromises and disadvantages the girl child’s ability to complete her education and navigate other aspects of life.

“We seek to strengthen collaboration across sectors so that we reduce disparities and contribute to improved physical, mental, and social well-being of adolescents and the youth,” she said

She added that iSanitize seeks to establish structured operations that will offer impactful community sensitization and engagement with adolescents and youths in the rural community and contribute to improved knowledge and information on the Comprehensive Sexuality Curriculum in Zambia.

“To this effect, we have deemed it important to work with Parliamentarians from different Constituencies to see how best we can promote health practices and Sexual and Reproductive Health Rights,” she noted

Ms Phiri explained that iSanitize is currently running a project in two wards of Gweembe District in Southern Province aimed at increasing awareness on age-appropriate Comprehensive Sexuality Education, Sexual and Reproductive Health Rights, and MHM, to promote Awareness and Access to Comprehensive Sexuality Education, Health and Sanitation for Adolescents and Youths.

“The Project is a five (5) months pilot award with technical assistance and funding from ActionAid Zambia through its SIDA-funded project,” she added

Ms Phiri stated that the Project aims at strengthening the capacity of citizens to demand improved policies and programs that promote inclusiveness and accessibility to comprehensive sexuality education in the Gweembe district by 30th September 2022.

BRE mourns Queen Elizabeth II

The Barotse Royal Establishment (BRE) has on behalf of the Litungu, various chiefs and the people of Barotseland expressed its deep condolences over the death of Queen Elizabeth II of the United Kingdom.

BRE Prime Minister, Manyando Mukela, conveyed the message of condolences through the Zambia News and Information Services (ZANIS) in Kalapa while on a six days special tour of the Litunga of Kalabo and Sikongo districts.

Ngambela Mukela said the BRE has cordial relationship with the great monarch of the British Empire, adding that this will continue.

Ngambela Mukela said the late Queen Elizabeth II will be remembered for having an encounter with the BRE when she accompanied King George VI the sixth in 1947 in Livingstone.

King George VI came to confer the medal of gallant to the Litunga I, the father of the present Litunga Lubosi Imwiko II.

The Ngambela added that Litunga Lewanika attended Queen Elizabeth II coronation ceremony in 1953 as Queen of the Commonwealth.

He says the late Queen will further be remembered for proclaiming Barotesland her British Protectorate in 1953 and in 1959 for conferring a Knighthood on Litunga Mwanawina Lewanika among others.

Kabushi by election hangs in balance after Independent candidate opts out

Independent candidate in Thursday’s Kabushi parliamentary candidate Albert Yombwe has withdrawn from the race citing uneven playing field.

According to the Electoral Process Act under Section 31(2), the law requires the cancellation of elections and calling for fresh nominations whenever a candidate withdraws.

Mr Yombwe whose campaign symbol was an umbrella has since written to the Electoral Commission of Zambia and the Returning Officer in the Kabushi by election stating that the ruling UPND has been given undue advantage in the campaign period.

Mr Yombwe also alleges that his supporters have been beaten and are now sacred to go out and campaign.

“I write to inform you that pursuant to Article 52 (6) of the Constitution of Zambia, I have resigned and withdrawn my candidature from the forthcoming Kabushi Constituency by election scheduled for September 15th 2022 due to unfair practices on the part of other candidates in the campaign which includes distribution of money to the electorates as seen in some videos and beating up of people by the UPND. My campaign team has since been afraid to freely campaign,” Mr Yombwe wrote.

ZANEC Concerned on Low Resource Allocation To Adult Literacy

The Zambia National Educational Coalition (ZANEC) notes with concern how youth and adult literacy education has continued to be the least funded in the education and skills sectors despite the role that literacy plays in a person’s wellbeing.

This is evident from an analysis of the 2022 National Budget to the Education and skills sector by the Zambia National Education Coalition.

Zambia National Education Coalition Executive Director George Hamusunga stated that, in order to ensure that no one is left behind, there’s need to enrich and transform the existing learning spaces through an integrated approach that will enable literacy learning in the perspective of lifelong learning.

Mr Hamusunga added the transformation of literacy learning spaces not only entails the management of physical facilities more sustainably but also comprises changes in the governance structure of education systems and institutions by allowing the outcomes of literacy from informal and non-formal settings to be recognized, validated, and accredited through flexible data-driven monitoring and evaluation processes.

“The characteristics of youth and adult learners, their evolving needs for literacy learning such as flexibility, proximity, ease of access, and link with the labour market are guiding factors for the transformation of literacy learning spaces,” Mr Hamusunga stated

“According to the Cambridge English dictionary, transformation means a complete change in the appearance or character of something, especially for purposes of improvement. A transformation is therefore an extreme radical change, as we can extract from this definition, it is indeed important to transform spaces that we have been using to deliver literacy,” Mr Hamusunga added

He noted that this is because the COVID-19 pandemic brought about a wakeup call not to do things as usual in the Education and Skills Sector, learning should no longer be confined to a classroom or meeting physically, instead, there’s need to embrace blended learning spaces that combine face to face and remote learning modes in order to mitigate against the learning loss that has resulted from the closure of schools because of the COVID-19 pandemic.

“We need learning spaces that can help us provide continuity of learning even during calamities such as the COVID-19 pandemic,” he said

Mr Hamusunga said that, it has been observed that although digital learning is key in providing continuity of learning in homes, not everyone has access to digital platforms, hence the need for investment in digital infrastructure especially in rural areas.

“There is need to narrow down or completely reduce the divide between the vulnerable and the privileged people to ensure equitable access to e-learning digital platforms,” he said

He explained that the main challenge that the education system is currently facing is the low literacy levels even among children at primary school level, with only 5% of grade 7 pupils achieving minimum proficiency in literacy according to the 2018 report by the organization for Economic Cooperation and Development, the education system is experiencing a foundational literacy crisis, and something needs to be done now to reverse this status quo.

“As ZANEC, we are saddened that according to UNESCO, nearly 24 million learners might never return to formal education post COVID-19, out of which, 11 million are projected to be girls and young women,” he cited

Mr Hamusunga further explained that, according to the Zambia Demographic Health Survey of 2018, people living in urban areas are more likely to be literate than those living in rural areas, although the gap in literacy rates between urban and rural populations is higher among women than among men, and 81% of urban women and 91% of urban men are literate, as compared with 54% of rural women and 74% of rural men.

“It is also evident that most people in our communities are unable to access Constituency Development Funds (CDF) because they are unable to read and write,” he noted

Mr Hamusunga has since appealed to the government through the Ministry of Finance and National Planning to allocate more funds to recruit more adult literacy instructors targeting all the provinces in the country and not only one province as it was in the 2022 National Budget.

Mr Hamusunga highlighted this in commemoration of the International Literacy Day which falls on 8th September, with this year’s theme “Transforming Literacy Learning Spaces”.

Three women arrested for enticing a mental patient to drink alcohol before engaging in a sexual act

Three women in Kitwe have been arrested by the Police for enticing a mental patient to drink alcohol before engaging in a sexual act.

And capturing and circulating a video of one of them having sex with a mentally defied man.

The three women are detained in lawful custody and charged with two counts of making and circulation of obscene matter and having carnal knowledge of an imbecile or person with a mental illness.

Copperbelt Province Commanding Officer Sharon Zulu stated that the three (3) suspects have been identified as Thandiwe Phiri 43 years, Kangwa Chembeya and Mary Mugala, all of Mindolo area.

The matter is alleged to have occurred yesterday September 4th, 2022 at 14:00 hours in Mindolo market in which a concerned member of the public reported to the Police.

Ms Zulu cited that according to the law, Making and Circulation of Obscene matter/Material is against Section 59 (1)(a)(b) of Cyber Security and Cyber Crime Act No. 2 of 2021, and having Carnal knowledge of an imbeciles or Person with Mental illness is against Section 139 Cap 87 of the laws of Zambia.

“The three women have since been detained,” Ms Zulu stated

Brief facts of the matter are that, on 4th September, 2022 around 14:00 hours, the three women were drinking beer at the house they share in Mindolo, and as they were drinking, the three called the victim, a mental patient who stays within their area and gave him beers to drink and when he got drunk, they enticed him to have carnal knowledge with Ms Phiri while Ms Chimbeya took a video of the act.

Ms Zulu added that, after the act, Ms Chembeya kept the video in her phone, which she later circulated on social media yesterday.

“Members of the public saw the said video on social media and reported to the police,” she noted

She explained that upon receipt of the report, the Police followed up the matter and managed to apprehend the three women behind the video.

Ms Zulu has since appealed to the Community who may know the relatives to the victim to come forward.

Ms Zulu further explained that arrangements to have the victim examined and ascertain his mental disorder condition are being made.

Why this Desperation to Rob Lusambo and Malanji?

Mr Hakainde Hichilema seems very desperate to rob Mr Bowman Lusambo and Mr Joseph Malanji of their Kabushi and Kwacha parliamentary seats respectively. Every desperate decision and action has been taken to ensure that Mr Hichilema gets Kabushi and Kwacha parliamentary seats. The courts have been visibly put under a lot of pressure to unjustifiably and unfairly nullify these seats and send Mr Lusambo and Mr Malanji ku wire. And the Electoral Commission of Zambia has been made to take wrong decisions and ensure that Mr Lusambo and Mr Malanji do not file their nominations and are kept out of contest at any cost and to the very end.

To crown it all, Mr Hichilema takes five days of very valuable presidential time to do door to door campaigns in Kabushi and Kwacha!
Why this desperation on the part of Mr Hichilema? The term “desperate” comes from the Latin word “desperatus,” which means to be deprived of hope. It is a feeling of helplessness and loss of control. It is also a state of mind where an individual is willing to do anything to escape a difficult situation.

This kind of thinking makes desperate people think that they have no other options but to take drastic actions to survive. Because of this, many are led to make poor decisions that only worsen their situation. This is precisely why it’s crucial to think about the many different possible outcomes of each action we take. More than that, we must be ready to face the consequences—should our desperate measures lead to negative results. It is said that when they face desperation, human beings become animals. Desperate and dammed persons share an affinity for flirting with danger; an infectious case of erotic morbidity fetters them to self-destruction.

The more desperate you are the more mistakes you make. There is nobody more terrible than the desperate – desperate people do desperate things! Desperation can make a person do surprising things. But desperation is like stealing from the Mafia: you stand a good chance of attracting the wrong attention. As a reckless vehicle, desperation has no reign. But, it would seem in Mr Hichilema’s scheme of things, virtually all the passengers on his troubled vehicle are refusing to care about the role which reign plays in the movement of a reckless vehicle. To them, recklessness is key in political competition. And in the process they are ready to bring down the standing of the Electoral Commission of Zambia and our entire judiciary – in a word, they are ready to destroy our democracy just for them to get what they want!
