Zambezi River Authority to Construct an K 11 million mini-hospital in Siavonga Town

Zambezi River Authority (ZRA) has embarked on the construction of a modern mini-hospital worth over K 11 million in Chief Simamba of the Bagande people of Siavonga Town, Southern Province.

ZRA Board Chairperson Gloria Magombo says the Authority through the Zambezi Valley Development Fund ( ZVDF ) will spend over K 11 million for the construction works of the health including purchase of medical equipment and other auxiliary services.

Dr. Magombo, who is also Zimbabwe’s Energy and Power Development Permanent Secretary, said this during the laying of the foundation stone at the site.

Chief Simambo of the Bagande people of Siavonga District was among the many figures who witnessed the event.

“ The ( ZRA ) board through the Zambezi Valley Development Fund will continue implementing various developmental projects in the social sectors as way of mitigating and ameliorating the suffering of the people displaced to pave way for the construction of the Kariba Dam, “ she said.

And Chief Simamba of the Bagande people of Siavonga District in Southern Province has called for an “Investment Indaba” with all investors in Chiefdom to discuss sustainable development.

Chief Simamba bemoaned the low contribution of investors operating in his chiefdom in participating in developmental activities through “Social Corporate Responsibility Programmes (CSRP).

The traditional leader said this in a speech read for him by a representative, Phanuel Simamba, stressing that all investors in his chiefdom should emulate Zambezi River Authority’s gesture of ploughing back in the communities in which it has a presence.

Siavonga Member of Parliament, Darius Mulunda, Zambia’s Ministry of Energy Permanent Secretary, Francesca Zyambo, Siavonga District Commissioner and other senior government officials, ZRA board members attended the function.

Government to continue employing Health Professionals in a phased manner

The government has said that it will continue with the employment of health practitioners in a phased manner.

Southern Province Minister Cornelius Mweetwa says government is fully aware human resource gap under the health sector adding that it is at the core of President Hakainde Hichilema to bridge the gap for smooth delivery of health care services.

Mr. Mweetwa points out that the recent recruitment of 11,200 health workers is a beginning as government wishes to continue employing in a phased manner.

The minister said this during the 71st and 11th graduation ceremony for Registered Nurses, Midwives and Biomedical Laboratory technologists respectively at Chikankata College of nursing and Biological Sciences, Saturday.

He has however, appealed to the graduates not to get frustrated as they wait to be recruited.

Meanwhile, Chikankata College of nursing principal tutor Zondiwe Ndalande appealed to government to quickly find places to deploy the graduates whiles their minds are still fresh.

Ms. Ndalande said the longer period of waiting affects health practitioners as they tend to forget what they have learnt in college.

And the Salvation Army, proprietor the two learning institutions, have assure government of continued training of health staff for line with aspirations of government.

Schools urged revive social clubs and sports discipline activities.

Government has advised school managements across the country to ensure that they revive social clubs and sports discipline activities.

Education permanent secretary Joel Kamoko says as the COVID- 19 pandemic is now over, schools should now return to their usual routine and resuscitate social clubs such as Girl Guide, and scout, among others.

He explains that social clubs are important in educating a child as they help shape up the pupil as well as acquire different life-skills that will help them become meaningful citizens in adulthood.

ZANIS reports that the Permanent Secretary said this today when he featured on ZNBC TV1 live program called Keeping Girls in School Initiative program which is funded by the World Bank and is so far being implemented in 49 districts across the country.

“ You know when you are young you do need extracurricular activities so that they acquire soft skills such as assertiveness, self-esteem and the ability to survive and they will begin to learn that if you have the skills you are able to cope up with any pressure, “ Mr Kamoko said.

Mr Kamoko added that teachers should not just make pupils’ memories’ every day, but that they should activate social clubs adding that talents are also being discovered from such activities.

Values and morals are being shared through such gatherings, emphasised the Permanent Secretary adding that the government will make sure that these are implemented so that children as they grow they should become self-reliant.

Justice Minister Haimbe in the UK for Queen’s funeral

Justice minister Mulambo Haimbe yesterday arrived in Britain ahead of Queen Elizabeth’s funeral.

UK Department for International Trade Minister Jesse Norman received President Hakainde Hichilema’s special representative Milambo Haimbe today at Lancaster House to sign the book of condolence following the death of Queen Elizabeth II.

Honourable Haimbe expressed Zambia’s grief and commiseration to the British people over the passing of Queen Elizabeth II.

The late Monarch died last week aged 96 and is set to be buried at St. George’s Chapel within the grounds of Windsor Castle, one of her favourite homes and where many royals have been laid to rest before her.

Her funeral today will be one of the largest gatherings of heads of state and government in one place in British history and up to 4 billion people worldwide are anticipated to witness the funeral on television and other platforms.

Over the weekend, President Hakainde Hichilema flew to New York, US and said that his trip to New York is one of its continued efforts meant to build a good reputation for the country.

Mr Hichilema said building a good reputation for the country is one of the agendas his administration has set.

The head of state said this at Kenneth Kaunda international airport prior to his flight to New York to attend the 77th session of the United Nations general assembly ( UNGA).

The President observed that in today’s world, no country can live in isolation adding that through relations and interactions with other country’s helps in developing other countries.

He said that this channel will continue so that the country’s wealth, peace, security and stability can translate into economic growth and trade investment.

Mr Hichilema said meetings with investors have been lined up in a bit to market the country for economic development.

The plain carrying the Head of State and his entourage among them being First Lady Mutinta and Justice minister Haimbe Mulambo.

And President Hichilema said that Trade and investments is what will rebuild the economy and in turn provide meaningful jobs for our citizens.

Mr Hichilema on his Facebook page maintain that this is the new dawn government’s goal and priority.

“ This is our goal, responsibility and priority which underpins out foreign engagement. Like we have stated before, our travels are targeted and our agenda is clear and that is to unlock the economy that was acutely damaged after years of reckless borrowing and unbridled corruption by the previous administration, “ he says.

The President is scheduled to address the General Assembly during the High level General Debate in New York on 21st September, 2022.

The theme for this year’s General Debate is: A Watershed Moment: Transformative Solutions to Interlocking Challenges.

On the sidelines of the UN General Assembly, the President will participate in several high-level meetings, including:

the 2022 SDG Moment , Transforming Education Summit; High-Level Leaders’ Dialogue Meeting and Climate Finance Dialogue.

The Republican President is scheduled to hold bilateral meetings with Antonio Guterres, United Nations Secretary General; Ms. Kristalina Georgieva, International Monetary Fund Managing Director; Mr. David Malpass, World Bank President, and Ms. Samantha Power, United States Agency for International Development Administrator.

In line with the Government’s commitment to continue creating and fostering meaningful partnerships that will bolster the Zambian economy, Mr. Hichilema will also attend the Zambia Investor Forum, US-Africa Business Forum.

Red Arrows Exit CAF Champions League

Red Arrows has made a preliminary stage exit from the CAF Champions League after drawing 1-1 away to Primeiro de Agosto in Luanda on Sunday.

Arrows bow out 2-1 on aggregate to their Angolan opponents who advance to next months pre group stage while Chisi Mbewe’s side now return home to focus solely on their domestic obligations.

Arrows started off on a promising note when Ricky Banda out the visitors ahead in the 7th minute.

But Agosto made the job difficult and it took just eight minutes after Arrows goal for that to happen when striker Mawiya Jiresse equallised.

The situation now leaves Zesco United as Zambia’s sole representative in continental football this season.

Zesco’s campaign begins in October when they face Royal AM of South Africa in the second phase of the CAF Confederation Cup.

Nkana Suffer Third Straight League Defeat

Nkana on Sunday suffered their third successive league defeat of the season after handing Chambishi its first win of the 2022/2023 campaign.

Chambishi visited Nkana Stadium in Kitwe today seeking to end a four-match losing start to the new season and their wish came true.

Chambishi beat Nkana 2-1 at Nkana Stadium in Kitwe just a week after Nchanga Rangers luckily beat hosts Chambishi 1-0 at Arthur Davies Stadium in Kitwe.

Andy Boyeli put Chambishi ahead in the 27th minute to see them take a one-nil half-time lead.

But Nkana fought back and equalised in the 51st minute through Tresor Mbangi during a promising period by the hosts.

However, Chambishi striker Chabala Kasanda stunned the Nkana Stadium crowd with the game-winner in the 58th minute.

Chambishi’s first league win was dampened by Boyeli’s sending off in the 74th minutes for receiving a second yellow card.

Nkana is 15th with 4 points from five games, Chambishi is just below them on 3 points after Sunday’s game.

The result also saw Chambishi extend their dominance over Nkana to three consecutive league victories following last season’s back-to-back 1-0 results.

Meanwhile, at Levy Mwanawasa Stadium in Ndola, two unbeaten sides in the 2022/23 campaign shared the spoils when hosts Forest Rangers and Green Buffaloes finished 0-0.

Fourth placed Buffaloes and Forest who are 5th are tied on 9 points, two points behind leaders Prison Leopards and one behind Power Dynamos and Nchanga Rangers.

The IMF Bailout Loan is Here: What Next?

1. During campaigns, Hakainde Hichilema made a solemn promise to the Zambian people that if he is elected as President, he will create employment and reduce the cost of living. Believing his promises, the people of Zambia elected him President. The majority of those who voted for him are not UPND members but just ordinary independent citizens who want a better Zambia.

2. After he was elected President, Hakainde Hichilema told the people that his economic turnaround plan was premised on the IMF bailout loan. And that as soon as he gets the IMF bailout loan, he will be able to deliver on his promise of employment creation and reducing the cost of living. The Zambian people patiently waited for him to get his IMF bailout loan.

3. Last month, President Hakainde Hichilema finally got his IMF bailout loan, amidst pomp and fare among his fervent supporters. The President used the occasion to boast of how the IMF and other multilateral institutions have faith in him compared to his predecessor. However, what the President omitted to explain is how and when he will begin to reduce the cost of living, now that he has obtained his IMF bailout loan?

4. Some of us have disagreed with President Hakainde Hichilema’s economic management practices from day one. Just when he was inaugurated, we told him that an IMF bailout loan cannot be used as a vehicle for reducing the cost of living and creating employment for the people. We told the President that as a matter of fact, putting the country on an IMF programme will bring about the exact opposite; the cost of living will go up even further due to removal of subsidies, and jobs will be lost due to the expected reorganization of our parastatal companies.

5. We advised the President that if he expected to deliver on his promises to the Zambian people of reducing the cost of living and creating employment, he needed to formulate a homegrown economic turnaround plan as a vehicle for achieving those goals. That he must forget about the IMF bailout loan as it will not take this country anywhere. We further told the President that the formulation of such a homegrown economic turnaround plan must not be a preserve of a few technocrats at Ministry of Finance, locked in their offices, but must be a product of sincere multi-stakeholder engagement.

6. We further advised the President that the first step to turning around our economy should be to avoid additional borrowing whether by domestic debt, external debt or domestic arrears. And that the nation needed to leverage on the high copper prices on the world market to collect as much tax revenue from the mining sector as possible. That we needed to fund our national budget with internally generated resources without borrowing.

7. However, in the past 12 months or so, President Hakainde Hichilema has done the exact opposite of what we advised him. Instead of collecting as much tax revenue from the mines as possible, he has decided to give the mines a defacto tax holiday which is costing the country billions of dollars per annum in lost tax revenues. Instead of making the national dress according to the size of the cloth available, he developed a bloated 2022 national budget, 46 percent of which needed to be funded by debt. Since he could not acquire any more foreign debt, apart from the IMF bailout loan, he proceeded to utilize domestic debt and domestic arrears to fund the 2022 national budget.

8. When the PF administration left office in August 2021, the country’s domestic debt (government bonds, treasury bills etcetera) was about K80 billion. As we speak right now, it is about K190 billion, an increase of K110 billion within 12 months. In fact our foreign debt bondholders recently told off the IMF that the Fund cannot only talk about restructuring Zambia’s foreign debt while they remain mute about the domestic debt. Suffice to say that this K110 billion increase in our domestic debt within a short period has the overall effect of crowding out the private sector because banks, insurance companies, pensions and other institutional investors would rather lend to Government that lend to the private sector.

9. In essence, President Hakainde Hichilema has further killed the private sector in Zambia. With a dead private sector, one cannot expect to reduce the cost of living or create employment. The hiring of a few thousand civil servants such as teachers, medical personnel, police officers etcetera is just a facade. Real employment creation can only be achieved by the private sector, which has been killed.

10. Lastly, it is necessary to mention that the type of economics which the President and his team practices is very questionable. They are under the illusion that if they use our foreign reserves to reduce the exchange rate, then the prices of goods and services will automatically come down. That only works on paper, in reality it does not work like that. So far, the Bank of Zambia has pumped in more than $300 million to try and support the Kwacha exchange rate, but despite the exchange rate hovering around K16, there is no evident reduction in the prices of goods and services. To the contrary prices have continued to rise. This re-echos the advice that we gave to the President about a year ago that the only sure way to turnaround our economy, create employment and reduce the cost of living is by facilitating the growth and expansion of the private sector and collecting all the tax revenue that is due to us. IMF bailout loan + tax holidays + high domestic debt + killing the private sector = high cost of living and high levels of unemployment. The good thing however is that it is not too late for President Hakainde Hichilema to reflect on the advice that we give him. He must put his ego aside, change course and do what is right for the Zambian people.

Corruption Alert; Fertiliser Tender, Procurement of Corruption in Motion

Last week, Government cancelled a public tender for the supply, delivery, warehousing and distribution of D-compound(basal) and Urea Fertiliser under the Farmer Input Support Programme (FISP).

The tender was conducted under the Open National Bidding procurement method. Six companies were picked as best evaluated. These were; Samar Agro Investments, Stutone Investments, Conchak Investments, Alpha Commodities, Agrizam Investments and Evergreen Fertilisers.

On 9th September 2022, ZPPA Director General Idah Chella announced the cancellation of this tender citing technicalities.

ZPPA said the tender was cancelled because the Ministry of Agriculture Procurement Unit allowed the participation of foreign companies in an Open National Bidding contrary to the Public Procurement Act of 2020, Section 39(2).

The new procurement Act was extensively amended to respond to Zambians who have called for citizen-owned companies to benefit from government procurements. The new Act gives preference to citizen-owned and local companies whenever large-scale government purchases, contracts and works are being procured.

Following the cancellation of this tender, the Ministry of Agriculture strangely abandoned the Open National Bidding method and quickly implemented a fresh process, but under Limited or Direct Bidding ( popularly known as single-sourcing).

Under this procurement, the Ministry has picked six firms; ETG, FSG, United Capital Fertiliser, Alpha Commodities and Agrizam to supply, deliver, warehouse and distribute the fertilizer.

This fresh procurent is against the spirit of the new Public Procurement Act that encourages that all large-scale procurements by Government be given to Zambians or citizen-owned firms or with companies with legal proof of joint venture or participation of citizens.

As can seen above, the Procurement Committee has left out citizen-owned companies that were initially picked and had their contracts approved by the Attorney General pending signing.
Minister of Agriculture, Mtolo Phiri is determined to have these new contracts signed even when both the Act and approval process have not been done in accordance with law.

Within a period of five days, the Ministry of Agriculture has miraculously completed the process from advertising/inviting, selecting, evaluating, and awarding these foreign companies.
It’s a scam, a predermined process.

This raises serious concerns.

When did the ZPPA give consent for the process to be done under Limited Bidding? When was evaluation done? When did Attorney General approve the new draft contracts? Clearly, Hon. Mtolo Phiri and his team are using the urgency of lack of time to perpetuate illegalities, and I dare say engage in corruption.

The Ministry of Agriculture claims that this new procurement was motivated by picking firms whether foreign-owned that allegedly had fertiliser stocks on the ground. If this was true, other named companies with similar capacities would have been on the selected list.
This is procurement of corruption in motion.

I feel pity for officials pushed to do these illegalities as Ministers and State House officials never sign on these documents but it’s the Permanent Secretary and officials that face law enforcement agencies or go to prison for these acts of corruption.

In all this, I recognise that it the national food security which is at stake as the Ministry is late to procure these tenders which they have been fighting over since March this year!

Two killed in an accident in Itezhi-Tezhi

Two people have died on the spot, while another is battling for his life in the hospital, after a fatal accident on the Itezhi-Tezhi – Dundumwezi road in Itezhi-Tezhi Town, Southern province.

The Road Traffic Accident occurred Saturday at approximately 04:30hrs in the Ngoma area along the Dundumwezi – ltezhi-Tezhi gravel road, approximately 25 kilometers south of Tezhi-Tezhi Town Centre.

Itezhi- Tezhi Police sources and Itezhi- Tezhi Member of Parliament Twaambo Mutinta have confirmed the accident in separate interviews.

A Mitsubishi Canter registration number ABE 5981 was driven from South to North by Asians Hachooma, 35, of Mbwetele Village in Chief Chikanta’s chiefdom in Kalomo Town , Southern Province, with six passengers on board.

The accident occurred when Canter developed a fault, prompting the driver and all passengers to come out to investigate.

However during the investigation, an unknown motor driven by unknown driver sped by and consequently knocked two down, dead.

And Hachooma Tryford Hamangwembe (25) of Mbwetele Village in Chikanta chiefdom in Kalomo, who suffered head injuries later died.

Meanwhile, Bervious Hamangwembe, 27, was admitted to Itezhi Tezhi District Hospital before being rushed to The University Teaching Hospital (UTH) in Lusaka with a broken right leg.

The bodies of the deceased have been deposited in the mortuary of Itezhi-Tezhi District Hospital awaiting post mortem.

And MP Mutinta has expressed concern on the number of road accidents and loss of life along the Dundumwezi Itezhi -Tezhi road.

The lawmaker consequently advises motorists on the road to be extra cautious while driving.

“Motorists should be cautious when driving on that road, especially at night, because it has many blind curves and passes through Kafue National Park,” Mr. Mutinta advises.

The Dundumwezi-Itezhi-Tezhi highway which was designed to be an all-weather one is currently below acceptable standards, resulting in its rapid deterioration.

To address this , the lawmaker pledged to standardise the high way to acceptable and user friendly standards if accidents on the road are to reduce.

“As a next step, we have approved the purchase of road-making equipment through the Constituency Development Fund to help maintain some of the bad spots on the road.” Mr. Mutinta stated.

ICTAZ warns general public against fraudsters

The Information and Communications Technology Association of Zambia (ICTAZ) has warned the public to be cautious of fraudsters purporting to be agents for ICTAZ.

ICTAZ president Clement Sinyangwe says it is unfortunate that some criminal elements are taking advantage of the regulation of Information and Communications Technology ( ICT ) professionals to dupe unsuspecting persons into paying an ‘agent fee’ for ICTAZ membership.

“Most ICT professionals know that they must subscribe to ICTAZ and unfortunately we are receiving reports that some criminal elements are presenting themselves as ICTAZ agents and demanding payment to facilitate the process,” Mr. Sinyangwe said.

Mr. Sinyangwe has advised that the process of ICTAZ membership is done securely online and allows for membership subscription to be paid to an ICTAZ bank account or via mobile money by any individual who has access to the internet.

He added that even the ICTAZ student chapters were able to facilitate the process of students becoming ICTAZ members adding that this is done at no charge.

He noted that in a bid to promote innovative, responsible and reputable ICT professionals, it is envisioned that all IT practitioners, IT firms and IT-related service providers will adhere to the provisions of the ICTAZ Act No.7 of 2018.

The ICT Association of Zambia is legally mandated to undertake regulation of the Information and Communication Technology (ICT) profession and promotion of professional conduct in the ICT sector.

Grain purchase in Isoka is disastrous – DACO

Isoka District Agriculture Coordinator (DACO) Lameck Chola has described the 2022 grain purchase in the area as disastrous .

Mr Chola laments that through the Food Reserved Agency ( FRA), government has only managed to purchase 10,000 bags x 50 kilogrammes of maize.

Speaking on the sidelines of the post-harvest data collection for Isoka food security drive which concluded Saturday, Mr Chola attributed the low purchases of maize grain to private maize buyers suspected to be coming from the neighbouring countries.

“We have never experienced such a low purchase of maize by FRA in the history of Isoka district ,” lamented Mr. Chola.

Private buyers using their own transport are following farmers are buying the essential commodity at K240 cash, a move that has lured farmers to sell off their produce.

In 2021 the FRA bought 150,000 x 50’kgs of white maize compared to 10,000 bags purchased this year.

And a farmer in the area Musyani. Simengwa says Isoka risks experiencing hunger as the grain reserves in area have run low.

Mr Simengwa said government should quickly intervene in the matter and ensure that the main staple food for citizens in the area is readily available.

HH’s pressure on ECZ and Judiciary will destroy the two institutions’ credibility

Socialist Party President Fred M’membe has warned that the pressure being put on the Electoral Commission of Zambia(ECZ) and the judiciary to give President Hakainde Hichilema what he wants will destroy the credibility of the two institutions.

Posting on his Facebook page, Dr M’membe further warned that when people lose faith in the electoral process, they resort to voting with their blood and this may not be what Mr Hichilema is seeking but will be the consequence, the result of his decisions and actions.

Dr M’membe said that President Hichilema is putting the Electoral Commission of Zambia and the judiciary under a lot of pressure to do things his way, to give him what he wants. This is destroying the credibility of the Electoral Commission of Zambia. And we all know what happens when people lose faith in the electoral process. They resort to voting with their blood. This may not be what Mr Hichilema is seeking but will be the consequence, the result of his decisions and actions.

“There’s no doubt that Mr Hichilema is putting a lot of unnecessary pressure on the courts with unjustified litigations, by refusing to accept unfavourable court judgments and move on.

“When and where will Mr Hichilema’s determination to block Mr Bowman Lusambo and Mr Joseph Malanji from being candidates in the Kabushi and Kwacha parliamentary by-elections end? Is this what Mr Hichilema meant by his use of the idiom “come rain, come sunshine” the elections will be held in Kabushi and Kwacha constituencies.

“He may in the end get what he wants but in what state will that victory of his leave the credibility, and public trust of the Electoral Commission of Zambia and the judiciary?

“Again, let’s not forget that the exercise of power must be a constant practice of self-limitation and modesty,” he concluded

Liswaniso condemns the arrest of Dr Brian Sampa, urges police to arrest homosexuality

United Party for National Development UPND National Youth Chairman, Gilbert Liswaniso has condemned the arrest of medical Doctor Brian Sampa as he led an anti-gay march in Lusaka this morning. In the last few days, the country has experienced an explosion of sodomy cases where men and young boys alike have been sexually assaulted by fellow males.

This morning, Dr Sampa started a march against gayism at the Civic Center in Lusaka heading to State House but was stopped in his tracks by police who diverted him to Kabwata Police Station together with five journalists who were covering the event.

Reacting to the arrest of the group which has since been released, Liswaniso said the UPND sided with Dr Sampa because the medic was speaking the mind of the party.

“Dr. Sampa was speaking the mind of Zambians, and the UPND, why arrest him? This is not a Government of brutality that we used to have long ago. President Hakainde Hichilema has always advised law enforcement officers to engage the public at all times and not brilutalise them. Dr. Sampa notified the police of his intention to protest against homosexuality, why didnt they respond to him? They should have engaged him if they had reasons for not going ahead with the protest which the party feel was a good cause,” Liswaniso said.

He said Dr. Sampa was speaking for Zambians and the UPND. “As a party we do not support and tolerate homosexuality. The President has spoken about this vice at different fora. He is has made it clear that this vice can never be tolerated in Zambia. What is the police trying to do? You know very well that the UPND and President Hichilema does not support the harassment of journalists. Why did you arrest the journalists? Allow journalists to operate freely,” he said.
Liswaniso had a message for the police: “To you the police, engage the people. If someone has notified you, engage them. As a party, we’re on the side of Dr. Sampa because he’s speaking the same language as us. The Republican President and the Party does not support homosexuality. Arrest the issues Dr. Sampa wants to protest about. Why arrest Dr. Sampa? This issue of arresting people anyhow must come to an end.”

Open Letter to President on Problems in UPND

Warm and fraternal greetings!

The results coming out of Luangwa are obviously painful and disappointing. However, this doesn’t come as a surprise to some of us; firstly, this is a PF stronghold and secondly, we seem to have taken a ‘white collar’ approach to this game (politics) which is essentially a contact sport. We aren’t shy to confess we saw it coming. Our sixth sense told us we were going to lose this Mayoral seat, just as we are likely to lose Kabushi or Kwacha constituencies.

Why do we say so?

During the last 7 years of PF in power, our leaders became accustomed to showing off money in public and handing it out to ‘desperate and starving’ citizens like Santa Claus would handout sweets to excitable children. In this case, we are referring to vulnerable people in society who would endure the scorching heat in winding queues to cast their votes in diverse places as Chibolya, Marapodi, Chipulukusu, Ipusukilo, Maiteneke…….like that old woman who rejected a chitenge from the Republican Vice president Mutale Nalumango in Kabushi, recently.

If you consider the two constituencies which are up for grabs – Kabushi and Kwacha respectively, there’s no semblance of development to write home about – acute shortage of water is the order of the day, the roads remain impassable, social amenities are non-existence whereas crime is equally rife. Going by the level of support the immediate MPs command in the constituencies, it seems the duo put “tantameni” to greater effect!

Make no mistake, the brilliant policy of free education hasn’t yet taken effect in such areas. It seems the language they best understand is “tantameni” – accruing direct benefits from the politicians such as 3 pieces of silver to buy Shake Shake or Pamela and indeed covering their funeral expenses such costs of a hearse, coffin, transport and food among others. At the end of the day, this would have guaranteed unshakable loyalty……….no amount of persuasion would sway them away, no matter what. Recent events demonstrate that providing services to our citizens in a structured way isn’t appreciated by many. Do you know the reason why opposition party leaders have now taken to echoing the mind-numbing “UPND government yakaso” mantra?

Last night we had chance to watch, a video clip of controversial Nigerian cleric Seer 1. He wasn’t the excitable and loud person that we know. He was rather sad and downcast. He warned that if PF bounces back in power, they would first begin by imprisoning President Hichilema whether he has a case or not before extending the dragnet to others. Edgar Lungu himself revealed this evil ploy a few weeks before elections. What happened in Luangwa must serve a case study to better understand why the people of Luangwa didn’t vote for UPND.

When you talk about the black mountain for instance, it’s only a privileged few benefitting from the proceeds leaving out the poor. By the way, there a lot of youth trekking from Kwacha daily in search of opportunities at the black mountain. Alas, it’s only a few selfish leaders in a hurry to catch with PF thugs in terms of accumulating wealth enjoying the spoils! Within the blink of an eye, you see them driving impressive SUVs straight from the showroom and acquiring mansions in upmarket suburbs as the youth from vulnerable households watch from the sidelines. Sadly, most citizens are equally fast losing confidence in the idea of forming cooperatives as a panacea to their economic woes as the money is taking long to reach them or some senior party and government officials have formed cartels to exclusively access this money for their own selfish benefit.

One may argue that the loss of Luangwa is a minor setback; it isn’t Mr. President. You may be keen to learn that most Cabinet ministers, MPs and DCs have totally insulated themselves from the very people that gave them power – they no longer pick up phone calls and move around in tinted vehicles at high speed. Not everyone may appreciate that the New Dawn Administration has gone out of the way to deploy thousands of civil servants countrywide as they are used to “tantameni.” This is the basic language they seem to easily understand in the shortest term. It is common knowledge that PF leaders wasted no time dipping their hands into the treasury. They went away with huge chunks of cash which is now stashed in their homes and farms. They are now eager to use this ‘loot’ to reclaim back power buoyed by generous contributions from Mafias and criminals hibernating under the shield of the corporate world.

As late veteran politician Daniel Munkombwe once confessed, most people are into politics to eat, including our very own party officials. In the recently suspended Kwacha constituency parliamentary by-elections, for instance, I recall reports of how some party officials were pocketing money meant for campaigns or the incessant complaints from the foot soldiers about poor diets at command centers and paltry allowances whenever they go out engaging would be electorates. They saw their colleagues in PF eating and they also want to eat. It’s not too late Sir, try to work on some of the issues highlighted above

The Church urged to address rising cases of sodomy

A Ndola Based psychologist Hope Namonje says it is regrettable that sodomy is slowly becoming a normal trend but needs to addressed promptly.

Ms. Namonje says this vice needs concerted efforts from all stakeholders especially parents and guardians if men and young boys especially are to be protected.

Advising parents and guardians to always raise alarm whenever they are touched inappropriately, Ms Namonje added that minors need counseling to come to terms with what has happened to avoid emotional damage.

ZANIS reports that the psychologist said this in an interview adding that sodomy often makes a child to contemplate or commit suicide.

“It is extremely important for parents to confront such abuse at the earliest. Often, we have seen that the victims find it difficult to maintain healthy relationships when they grow up , “ she said.

She has encouraged children to be free to talk to their parents about the happenings in their school without any fear or hesitation,

”As a Psychologist l believe that due diligence, sensitivity and a friendly approach towards children is needed to bring such instances in the open.

“ Often children are not aware of the ‘right’ and ‘wrong’ touch and this ignorance help the perpetrators to abuse them, “ she reasoned..

And Ndola Bethel Church pastor Beauty Mwamba has advised all Christians to stand against sodomy saying it is ungodly .

Pastor Mwamba has called on families to remember their children in prayer and give them sound teachings and counsel against acts of sodomy.

She said parents and guardians should get to know their children’s friends and allow them to play with their age mates to avoid such acts destroying their future.

” Sensitive approach towards children is needed so that a victim can approach their parents or school authorities at the earliest, “she said.

In Zambia, according to Section 132 and 138 of the Penal Code Chapter 87 of the laws of Zambia, rape and defilement which carry life sentences do not include a man or male child respectively.

For a male above the age of 14 according to section 155(a), the offence is having carnal knowledge of a person against the order of nature which carries a maximum sentence of 14 years. For a male child below the age of 14, according to section 157, the offence is indecent assault which carries a maximum sentence of 7 years.

The law in it’s current form is too casual with the cases of sodomy and needs amendment. It is regrettable that the law cannot protect a male victims when the effects of Post-traumatic stress disorder PTSD), acquiring sexually transmitted infections such as HIV/AIDS, mortality from injuries, increased risk of suicide, depression, chronic pain, psychosomatic disorders, anal injuries and emotional pain are just as severe in males as in females.

On this score, David Chishimba, Association of Unemployed Youths president and Youth Activist has called for strengthening of law of incidences of sodomy are to be halted completely.
