Put an end to the drama surrounding the DPP, Managani Tells President Hichilema

Former Minister of Home Affairs Lamek Mangani has implored President Hakainde Hichilema to put an end to the drama surrounding the Director of Public Prosecution(DPP).

Addressing the press yesterday, Mr Mangani said that the decision the DPP made regarding the former KCM provisional liquidator Milingo Lungu was made in the national interest. He however slammed those that are charged with the responsibility of advising the Head of State.

“President HH is the President for all Zambians, irrespective. And this is why I say that those driving the President into personal agendas, will cause problems. Those who are advising to say remove this one because he is a Banda so that we put a Mubita, I mean it looks simple but it is dangerous,” he said.

“President Hakainde Hichilema has a duty to stop this nonsense and unite this country. Are we defeating the intelligence of Zambians who said no to tribalism and segregation? If President HH was on talking terms with President Lungu, I know that President Lungu would confess to him that people misled him. And these people that misled President Lungu are not people from afar.”

Mr Mangani said the decision that the DPP made in the matter in question is not a strange decision. Mr Mangani advised the President to revisit his team of advisers and ministers.

“We don’t want ministers who will be praise singers. We want ministers who will tell the President the truth,” he said. He also detested tribalism and segregation that is allegedly going on under the watch of the President.

Mr Mangani reminded President Hichilema that Zambians voted out PF based on the said facts.

And the former Minister said the JCC is being unfair in the DPP’s matter.

“Yes, we have had a bad precedent in this country that any government that comes in you want to change the DPP. And I prayed hard that President Hakainde Hichilema should not have attempted to take that route. Because immediately you take that route, you are setting precedence…..I prayed hard that President Hakainde Hichilema should take a different route,” he said.

“People are pushing the President against the wall. When you just organize lawyers who have active cases in court to try a magistrate, to try a judge, to try the DPP. The outcome of such a situation you can easily predict that it will not be favourable. Minister of Justice, I want to implicate you……it is this injustice that caused Zambians to rise against the PF. HH went to court more than anyone else. Surely, do we have to witness this as revenge……?”

Mr Mangani also warned the Head of State that there is going to be people who will try to mislead him.

“If the attempt is to just remove her and put a relative or someone from a named region then that is wrong. I want to appeal for soberness. The President my brother, there are always people who will want to mislead you, be careful,” he said.

Zambia considering setting up a pharmaceutical manufacturing plant

Health Counsellor at the Zambia High Commission in India, Victor Mukonka, says Zambia is exploring prospects of setting up a pharmaceutical manufacturing plant which will ensure availability of drugs at a reduced cost.

Speaking after having a meeting with BLK-Max Super Speciality Hospital management yesterday, Prof. Mukonka said India is a giant and very strategic partner to Zambia in Health Diplomacy.

One of the targets of the Mission in India is to ensure that Zambia taps from India’s skills and build capacity which will lead to, among others things, the establishment of Centers of Excellency to improve health care and reduce patients’ referrals abroad.

“We get most of the drugs we are using in Zambia from India. The idea is to strategically engage and explore ways on how we can work through Public Private Partnerships (PPPs) and also with Government in setting up the manufacturing industry in Zambia which can target the local market as well as the SADC region.

“That way, we will have the availability of drugs at our doorsteps and that will reduce cost as opposed to buying them directly from India. The other plan is to see how we can get experts and senior consultants from India to work with the local teams over a period of time at home.

“ This will trigger the transfer of skills as well as provide a bigger service for a lot of the common Zambians who may not manage to travel abroad for treatment,” Prof. Mukonka said.

The other focus is to link the training institutions in Zambia to India through exchange programmes and some of the joint lectures and teaching programmes for Zambian medical students, both undergraduate and postgraduate.

“We are working to formulate a Memorandum of Understanding (MoU) through clearance from Government so that we see how we build up this partnership.

“ There is quite a lot that can be done for the mutual benefit of both countries. Our colleagues are keen to work with us and we have started these engagements,” he said.

And BLK-Max Super Speciality Hospital Senior Vice President Sanjay Mehta said the hospital is open to close collaboration with Zambia as the case is with other African countries and is looking forward to the formulation of an MoU with Zambia.

Dr. Mehta said his hospital is the leading private health facility in New Delhi and offers a wide range of specialised services.

The facility has been receiving patients from Zambia, most of whom have gone back to give testimonies of its high levels of professionalism and expertise.

Justin Shonga Back and Starts For Nkwazi

Justin Shonga is back in the FAZ Super League and jumped straight into action on Saturday for Nkwazi.

The Chipolopolo striker returns to Zambia after five years abroad that took him to South Africa where he played for Orlando Pirates and Cape Town City FC, Egypt where he played for Ismaily, and back to South Africa where his last club was Sekhukhune United.

Shonga started in Saturday’s 1-1 home draw against Kabwe Warriors but was not on target before he was substituted in the 58th minute.

Nkwazi though remains winless after five rounds played with three draws and two defeats.

But it was teammate Wezzy Kumwenda who equalized for Nkwazi in the 70th minute after Warriors took a 5th minute lead through Ocean Mushure.

Meanwhile, Nchanga’s 100 per cent start to the season ended today after losing 2-0 away to fellow promoted side FC MUZA at Nakambala Stadium in Mazabuka.

Andrew Phiri scored in the 12th and 34th minutes to see Nchanga drop from the top spot to third on 10 points.

The new leaders are Prison Leopards who dispatched Zanaco to their second straight league defeat.

Prisons won 1-0 at home in Kabwe through Francis Zulu’s 20th minute goal to rise to 11 points.

HH declares next Monday as State Funeral for late Queen Elizabeth II of United Kingdom

President Hakainde Hichilema has declared Monday 19th September 2022, a day of the state funeral for late Queen Elizabeth II of United Kingdom as a day of National mourning.

The government has however informed the public that Monday 19th September 2022, has not been declared a public holiday.

Acting Secretary to Cabinet Patrick Kangwa explains that the Head of State has declared the one day of national mourning as a mark of respect and honour for the late Queen Elizabeth II of Great Britain and Northern Ireland and the head of the commonwealth group of national.

Mr. Kangwa said in this regard, the Day of National Mourning will be observed in the country from 06:00 hours to 18:00 hours, during which time all flags will fly at half-mast while programmes of an entertainment nature should be cancelled or postponed.

Following the death of the e queen who died last week, president Hichilema directed that with effect from Sunday 11th September 2022 all flags in the country would fly at half-mast until the day of the State Funeral.

Queen Elizabeth II, the UK’s longest-serving monarch aged 96, died at her Balmoral estate on 8th September after reigning for 70 years.

UPND youths urges Police to act on a named political party is mobilising a gang

The Ruling United Party for National Development-UPND youths on the Copperbelt have called on the police to investigate a matter in which a named political party is mobilising a gang to disturb the pending elections in Kabushi constituency.

UPND Copperbelt Province youth Chairman, Warren Hinyama says information id the gang is said to be having dark corner meetings at a named lodge in Kabushi so as to cause confusion and send fears in the voters once the ECZ lifts the suspension.

ZANIS reports that Mr. Hinyama said Friday, during a press briefing that his party will not tolerate lawlessness to take center stage because President Hakainde Hichilema has already brought sanity in the country.

“ Police should quickly investigate the matter and bring those involved to book but that the youths will face the alleged gang head on should the police delay to act, “Mr. Hinyama said.

He said UPND youths in the province have vowed that no violence should be entertained either in Kabushi, Kwacha and any other constituency and that those perpetuating it will be held accountable.

He has warned that youths in the UPND will not sit down and watch lawlessness slowly finding its way in communities.

Mr. Hinyama stated that the UPND is not shaken by the outcome of the Luangwa Council chairmanship results where the opposition Patriotic- PF has scooped the seat but rather a wakeup call.

He has urged youths to descend on the ground and expose the good things that the new dawn administration has scored in the first 365 days it has been in the office

Speaking at the same function, UPND Provincial deputy youth chairman -politics, Kangwa Kamando being quiet doesn’t mean that his party is weak but adhering to the President’s call to maintain peace.

Mr. Kamando said the youths have a responsibility to protect the party and its leadership, further warning that those insulting the Head of State will be dealt with.

HH to attend the 77th Session of the UN General Assembly

President Hakainde Hichilema will travel to New York to attend the 77th Session of the United Nations (UN), General Assembly, from 18th to 22nd September 2022.

The President is scheduled to address the General Assembly during the High-level General Debate in New York on 21st September 2022.

The theme for this year’s General Debate is A Watershed Moment: Transformative Solutions to Interlocking Challenges.

This is contained in a statement to the media  signed by Acting Foreign Affairs and International Cooperation Minister Mulambo Haimbe.

On the sidelines of the UN General Assembly, the President will participate in several high-level meetings, including:

  • The 2022 SDG Moment
  • Transforming Education Summit
  • High-Level Leaders’ Dialogue Meeting
  • Climate Finance Dialogue.

Additionally, the President is scheduled to hold bilateral meetings with Antonio Guterres, United Nations Secretary General; Ms. Kristalina Georgieva, International Monetary Fund Managing Director; Mr. David Malpass, World Bank President, and Ms. Samantha Power, United States Agency for International Development Administrator.

In line with the Government’s commitment to continue creating and fostering meaningful partnerships that will bolster the Zambian economy, Mr. Hichilema will also attend the Zambia Investor Forum, US-Africa Business Forum.

In the meeting of the Council on Foreign Relations, Mr Hichilema will, among other issues, outline the steps Zambia has taken to carve its path to economic recovery in line with the aspirations of the people.

The President will use these high-level engagements with strategic partners to continue to highlight the socio-economic interventions that Zambia has employed in the last one year, to stabilize and restore the economy and the path ahead.

Mr Hicfhilema has continued to reiterate government’s objective of transforming the country into an industrialised nation in order to unlock economic opportunities that will spur inclusive development, employment and improved livelihoods for Zambians.

The President is scheduled to return to Zambia immediately after his engagements in New York.

The Scourge of Sodomy and The Weak Legal System in Zambia

I could hardly hold back my tears when i was listening to an audio of a mother narrating how her son was being repeatedly sodomized by his older friends. I said to myself, clearly something needs to be done.

Culture and tradition define a people. It tells a story of how their belief system and way of life has evolved over time. In modern-day, a nation forcing its culture on another is simply a form of neocolonialism. We should all rebuke this in its strongest terms and with the contempt it deserves.

I will state this: “The main reason why we do not accept LGBTQ norms and why that is enshrined in our constitution is that it’s not part of our traditions, neither is it part of our culture. The decision whether or not to tolerate such a culture should come solely from us Zambians as necessity dictates and not forced by either the use of an aid or other forms of assistance or through organized schemes and plots by external powers.”

I am afraid that the forces which want to sodomize our culture and tradition have become more persistent, determined, comfortable and cunning. It’s high time that we stopped being casual with this issue and hold the bull by the balls.

SODOMY

The cases of sodomy have become more rampant now than ever such that it has become more dangerous to have a simple drink with a stranger or even a friend. Schools have become dangerous for our kids because of daily reports of sodomy. One of the main reasons is that; Men are opening up and are now able to report such cases to relevant authorities, which is a plus.

The second reason is that there is a long-term organized scheme to infuse gayism into our culture. What is happening is that foreign LGBTQ individuals are being brought into the country to organize and train what they are calling the LGBTQ community to champion their agenda. These communities and their actions are being heavily sponsored, that’s why you can’t find a poor and broke gay person. They are using schemes such as fashion shows to champion their agenda.

Some of these people are sodomizing kids so that they grow up thinking it’s normal. That’s why there has been an increase in sodomy cases in schools.

The cases of sodomy are even more prevalent than reported. Below are just a few which have reached the media.

  • Over 5 boys have been sodomized at a Muslim school in Chongwe. The act has bee going on for over 2 years. An Indian man used to sodomize older boys who learnt the act and started doing it to younger boys.
  •  A 31 years old man was sodomized in Lilayi by his boss Dorras Ricardo.
  • July 2022 – A 12 years old visually impaired boy was sodomized by another visually impaired 17 years old boy at Lions boarding school for the blind of Hillcrest area in Ndola.
  • April 2020 – 17 year old boy from masaiti district sodomized a 6 years old boy.
  • On 5th September, 2022, Wamunyima, 22 of Kaoma district sodomized by 24 years friend.
  • 15th September, 2022, a man was sodomized in Chililabombwe by three men.
  • Woman to man sexual assaults: Three elderly women from mindolo, Kitwe, sexually assaulted a man by taking turns on him.
  • Woman to man sexual assaults:Wiz bebe of Ndola allegedly sexually assaulted by some unknown women after being given a lift.

THE LAW

The legal system is too weak to protect a man or male child against any form of sexual abuse. Less attention is paid to male to male sexual abuse research, prevention, action and protection. That is why fewer than one in ten male rapes are reported. What has mainly contributed to this is that males who have been raped by either gender often get little services and support, and legal systems are ill-equipped to deal with this type of crime.

In Zambia, according to Section 132 and 138 of the Penal Code Chapter 87 of the laws of Zambia, rape and defilement which carry life sentences do not include a man or male child respectively. For a male above the age of 14 according to section 155(a), the offence is having carnal knowledge of a person against the order of nature which carries a maximum sentence of 14 years. For a male child below the age of 14, according to section 157, the offence is indecent assault which carries a maximum sentence of 7 years.

The law in it’s current form is too casual with the cases of sodomy and needs amendment. It is regrettable that the law cannot protect a male victims when the effects of Post-traumatic stress disorder PTSD), acquiring sexually transmitted infections such as HIV/AIDS, mortality from injuries, increased risk of suicide, depression, chronic pain, psychosomatic disorders, anal injuries and emotional pain are just as severe in males as in females.

Some people become emotionally scarred for life. Others get infections which which they deal with the rest of their lives. Young males become affected for life in ways we cannot even imagine.

RECOMMENDATIONS

In it’s current form, the law cannot prevent or curb sodomy or gayism neither can it successfully protect the victims. That is why everyone must rise to the occasion for the common good and push for the amendment of chapter 15 of the Penal code Chapter 87 of the laws of Zambia.

Until 2012, even the Federal Bureau of Investigation (FBI) in America considered rape a crime solely committed by men against women. In 2012, they changed their definition from “The carnal knowledge of a female forcibly and against her will” to “The penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.” The previous definition, which had remained unchanged since 1927, was considered outdated and narrow. The updated definition includes recognizing any gender of victim and perpetrator and that rape with an object can be as traumatic as penile/vaginal rape.

Similarly, the definitions of cases related to sexual assault in the Zambian constitution are outdated and narrow and need to be amended to encompass a broader picture and to be in tune with changing times. We need stiffer punishment for culprits to deter future would be offenders. There is also need for an expedited court process or fast-track courts to deal with this scourge.

Young people in schools need to be sensitized and cautioned about the dangers of such vices. They need to be told to report such cases as fast as possible.

The community also needs to play its role. Parents should not be over protective of their kids who seem to have such behaviors. They need to talk to them and seek help where necessary. We also need to have match pasts against such vices.

General awareness in communities should also be made. Victory is certain.

Anti-gay peaceful protesters detained by the Police

The Ban Alcohol Activist Dr Brian Sampa has now embarked on a peaceful protest against homosexuality.

Yesterday, Dr Sampa scheduled an anti-gay march past against homosexuality, with the aim to walk from Civic Centre to State House, but the anti-gay march past was cut short after the Police stopped Dr Sampa and the team at the intersection of Longacres and the University Teaching Hospital along the Independence Avenue Road, citing that the team did not obtain a Police permit that allows the march to be conducted.

Despite writing to the Police to inform them about the march past, Dr Sampa didn’t get a response from the Police, he thus felt compelled to go ahead with the anti-gay march past as he had documentation and notification from the Lusaka City Council, though the Police were not having it, a female Chief Inspector ordered Officers to bundle the whole group including journalists in the Police vehicles and be taken to Lusaka Central Police Station.

However, instead of going to Lusaka Central Police as stated by the Chief Inspector, the group was instead taken to Kabwata Police where they were detained and requested to submit their names.

After close to four hours at Kabwata Police Station, Dr Sampa and two other male anti-gay campaigners were taken into detention while three ladies were scheduled to be detained elsewhere.

Dr Sampa noted with concern as to why the Police had stopped his Anti-gay march past when they did not block him when he embarked on the Ban-alcohol lone walk to Eastern Province and Chisamba in Central Province.

The journalists who were detained are Kalemba reporter Moses Makwaya, Muvi TV journalists Aphius Kaputula and Agnes Nampasa as well as Josephat Mafuta KBN and Baxter Mutambo MEDIA 28 were forced to give statements for possible use against Dr Sampa in court.

The five journalists who were also detained alongside Dr Sampa, were released after close to four hours of being in detention, while Dr Sampa and other anti-gay marchers remained in detention but they were later released.

And speaking earlier during the Anti-gay march past Dr Sampa said that he has been prompted to embark on the march past against homosexuality because the practice is now on the rise despite having adequate Laws to curb the vice.

Dr Sampa stated that the government has failed to provide clarity on the matter despite both the Head of State and Senior Government Officials having clearly pronounced themselves on issues of corruption.

Meanwhile, Patriots for Economic Progress (PeP) President Sean Tembo stated that it’s unfortunate that the United Party for National Development (UPND) government does not respect media freedom.

Mr Tembo added that the arrest of those protesting against the rise in homosexuality is proof that the New Dawn is a homosexual government.

“When we form government in 2026, we shall prioritize freedom in the press, no one should be arrested for covering news,” Mr Tembo stated

And Thomas Sipalo noted with dismay as to why journalists were detained for covering Dr Sampa’s anti-gay protest, he questioned whether journalists need permits to cover an event or choose what’s news worth or what’s not.

Mr Sipalo who is popularly known as Difikoti (Komboni President) said that the Police are acting unprofessional in this matter, as they are using emotions not logic.

“Please release them, they were just carrying out their journalism duties,” Mr Sipalo said

Mr Sipalo disclosed that Dr Sampa is fighting a good cause only that he broke the law by not getting a Police permit.

“Otherwise, the March is much appreciated, lets apply for a permit and protest in large numbers, Dr Sampa need to be supported, gayism affects us all, say no to homosexuality,” Mr Sipalo cited

In the last few days, the country has experienced various reports of sodomy, were young boys and men have reportedly been sodomised against their will. This has caused an uproar especially on social media platforms such as Facebook, where various male folks have expressed shock and worry citing the sodomy reports as disturbing, while some parents and guardians have expressed fear stating that the boy child is no longer safe and adequate measures need to be put in place to help protect them.

A new Trade Union has emerged from the TEVET sector

A new trade union has emerged from the technical education, vocational and entrepreneurship training (TEVET) sector. Former members of the National Union of Technical Education Lecturers and Allied Workers (NUTELAW) have announced the formation of a new union called the Public and Private Lecturers and Allied Workers Union of Zambia (PPLAWUZ).

This is the second union in the technical education, vocational and entrepreneurship training (TEVET) sector. PPLAWUZ interim General Secretary Elvis Kacha said the new trade union has noticed with dismay that most private colleges in the country have poor conditions of service and as a result cannot attract full-time qualified staff.

Mr Kacha said PPLAWUZ has been formed to represent the interests of the workers in private colleges offering technical education, vocational and entrepreneurship training.

Mr Kacha said the union has been formed to work in collaboration with the government to represent the interests of the workers in private colleges in the technical education, vocational and entrepreneurship training (TEVET) sector.

“I would like to inform the nation that a new trade union called the public and private lecturers and allied workers union of Zambia (PPLAWUZ) was registered as a trade union under the industrial and labour relations act of 1991 on 6th July 2022. plaque becomes the second union in the technical education, vocational and entrepreneurship training (TEVET) sector. The union membership is open to public and private colleges and skills training centres which provide technical skills training, business studies and teacher education training which are accredited to the technical education, vocational and entrepreneurship training authority (TEVET)and unionise employees at TEVET,” Mr Kacha said.

He said the new union wants to work with the owners and management of colleges to ensure that workers are motivated by negotiating good conditions of service.

“As a newly registered union under the ministry of technology and science, we shall endeavour to work with the new dawn administration to ensure that private colleges benefit from training students using the constituency development fund (CDF). Extending this gesture to the private sector will help private colleges and skills training institutions sustain payments of salaries and other personal emoluments which over the years has been a thorny issue. The country has seen a remarkable increase in private colleges and skills training institutions which is very good for national development. However, we have noticed with dismay that most private colleges in the country have poor conditions of service and as a result, cannot attract full-time qualified staff. Hence, the need for a union working in collaboration with the government to represent the interests of the workers in these private colleges,” he said.

Mr Kacha concluded:” further, we want to work with the owners and management of these colleges and institutions to ensure that workers are motivated by negotiating good conditions of service. Therefore, this is an opportunity for all employees in private and public colleges to join PPLAWUZ so that we can work together to promote national development.”

Partnership key to sharing the vision of digital transformation – Mutati

The government says the country’s participation at the just-ended Gov-tech Conference in South Africa will go a long way in realizing its dream of becoming a communication hub in the region.

Minister of Technology and Science Felix Mutati says the partnership is key towards achieving enhanced knowledge, and experience, and sharing the vision of digital transformation and service delivery.

He said only innovative ways to finance digital infrastructure will help boost the Information Technology sector. The minister said this at the conclusion of this year’s Gov-Tech 2022 Conference held in South Africa, which attracted more than 2000 delegates.

“We came to South Africa to forge partnerships. We came here to talk and engage with the rest of Africa by sharing experiences and best practices.

“ At the end of the day, we must begin to collaborate with each other. We must begin to invest in each other,” Mr Mutati said. And his Permanent Secretary, Brilliant Habeenzu said it is important that Zambia is represented at such high-level meetings to share ideas.

Dr Habeenze said the high-level meeting brings different stakeholders together to share experiences that involve the ICT sector. “Zambia’s participation in such meetings is important as the country works towards becoming one of the best in information and technology, “ he said.

The Conference was designed to stimulate and generate debate and discussion with different stakeholders ranging from international and local speakers.

Expert presentations were done by key stakeholders in the industry through which delegates engaged on innovative solutions that can be deployed to support public service delivery.

The roundtable concluded that the Government and communities must ensure that ICT must complement, enrich, and transform education for the better. This is according to a statement made available to media, by First Secretary Press Zambia High Commission Pretoria Tamara Nyirenda.

President Hichilema calls for mutual cooperation

President Hakainde Hichilema says Zambia continues to enjoy a heritage of bilateral relations with various countries for mutual cooperation. President Hichilema appreciated the strong and long-standing bilateral relations with the three countries for their support in various areas of development.

The Republican President this at the Statehouse when he received credentials from diplomats accredited to Zambia who included Finland, Sweden and the United States of America.

He welcomed the ambassadors, especially at a time when the country is undergoing an economic transformation.

And the President appreciated the U.S government for sending representation at the highest level, after three years on not having an ambassador in Zambia.

He thanked the US government for support towards Zambia’s debt restructuring programme under the common framework where the U.S played a major role in ensuring it success.

“The U.S continued to be one of our strategic partners through the work and support we have received in various areas, a sign of deepened cooperation,” he emphasised.

And the Swedish government described Zambia’s International Monetary Fund (IMF) support as vital in paving way for investment in various sectors.

New Swedish Ambassador to Zambia Johan Hallenborg was happy with the reforms introduced by government especially those aimed at strengthening democracy and human rights.

He cited the improved freedom of the media, review of the public order Act, the adoption of the Children’s Code Bill and intentions to abolish the death penalty as democratic trends achieved by the Zambian government.

The Ambassador added the fight against corruption as crucial noting that Zambia is on the right path.

“Sweden development cooperation in Zambia is aligned with the eighth National Development Plan, supporting government in health, social protection and environment safeguard as well as working with the private sector in leveraging private capital,” Ambassador Hallenborg indicated.

And U.S Ambassador to Zambia Micheal Gozanles congratulated President Hichilema’s administration on a clear public mandate that has received strong support.

The U.S Envoy noted that Zambia has become a global model adding that he is ready to support the accountable and responsive governance demonstrated.

Mr. Gozanles said Zambia stands at a turning point in history as it delivers for it’s people and drives growth to the country’s full potential.

His Finish counterpart Saana Halinen expressed happiness to represent her country in Zambia adding that she will continue from where her predecessor left.

Earlier, President Hichilema swore in three Permanent Secretaries where he implored them and ministers to work as a team in implementing governments vision of economic transformation.

President Hichilema said as articulated in the eighth national development plan, Zambians are closely watching various sectors as they unlock assets that provide for economic development.

The Head of State swore in three Permanent Secretaries in the ministries of energy, mines and minerals development and, commerce, trade and industry.

President Hichilema explained the expectations from the new PS’s include driving the agendas in their respective ministries.

He tasked the ministry of energy’s new Permanent Secretary Hiimba Cheelo to prioritize addressing the challenges in the energy sector such as unlocking the Kalungwishi hydro opportunities.

The President noted the need to decentralize hydro distribution across the country.

He called for sustainable exploitation’s in the energy sector that will not impact on the development of the future generations.

He likewise told the Ministry of Commerce PS John Mulongoti to immediately drive the commerce and industrial agenda of the country.

President Hichilema further wants Ministry of Mines and Mineral Development Mooya Lumamba to ensure that the mining sector is managed in an effective and efficient manner, free from corruption.

He added that challenges faced artisan and small scale miners should be addressed.

“Your roles are simple and, you all coming from the public sector in your respective ministries are aware of what is expected of you, therefore start working,” President Hichilema stated.

The sworn in permanent secretaries pledged to execute their duties as expected of them, thanking the President for the appointments.

UPND to politically deal with PF officials and members insulting President Hakainde Hichilema

Ruling UPND youths on the Copperbelt have threatened to politically deal with PF officials and members who are allegedly insulting President Hakainde Hichilema.

UPND Copperbelt Province deputy youth Chairperson Kangwa Kamando said his youth wing has stopped treating PF in a brotherly or sisterly way.

Speaking at a media briefing in Ndola on Friday morning, Mr. Kamando said UPND youths have a duty to protect and defend the ruling party and its leadership from any attacks.

He said the UPND have let the PF become big headed going to the extent of issuing derogatory remarks against the head of State.

“We are in politics and we are politicians and anyone who insults the president will be dealt with politically. That is how we are going to deal with them. We are going to deal with them politically. When we decided to forgive the PF it was not a sign of weakness. We beat PF when they had the police, when they had all the cadres, the NATO forces; we managed to beat them hands down. Now that we are in control, we decided to live with the PF like our brothers and sisters which has proved to be a problem now. So our brotherhood, our sisterhood with PF comes to an end today,” Mr. Kamando told journalists and party youths.

“One of our responsibilities as youths of the political party is to mobilise and protect the party. In this instance we have failed the party because online publications and PF members are insulting the President at will and we are watching. That watching has come to an end today. Those that are insulting the President will be dealt with by the Police; we will also deal with them in our own way.That should be very clear from today moving forward. He is not only the head of state but he is also a party president. As cadres we don’t run the government issues but we run the political party issues. UPND is our baby; it remains to be our baby. There has been a continuation in this party. Our first President the late Anderson Kambela Mazoka left this party to be run prudently. Even when the President (Hakainde Hichilema) runs his ten years in office, UPND will still remain here and we will have a new president afterwards,” Mr. Kamando added.

Mr. Kamando dared the PF that UPND were not afraid of anyone in the pending Kwacha and Kabushi by elections saying they can even field former President Edgar Lungu.

“So we need to guard and protect this party with jealousy because it is not meant to die after ten years. It is meant to live on. To provide the Zambian people with good governance and leadership which has been exhibited in UPND. Let me also make it clear, in Kwacha and Kabushi we are not afraid of anyone contesting. If they want they can bring Edgar Lungu to come and contest in Kwacha. But the truth of the matter is that the Zambian people have not forgotten what they went through under PF. PF are on top of their voices saying the President has not done anything to this country. That is what they are saying but if we would ask the PF as we go into this by election can we campaign the PF way. Ask any of them if they will agree to campaign their way. Even they are afraid of what they used to do. So as we move on, as we continue mobilizing and campaigning in Kabushi my instruction is that lets protect the party at all cost. We used to defend ourselves in opposition now that we are in ruling we need to protect the party. The party and its leadership is our responsibility, it is our baby,” Mr. Kamando said.

“So, as we go to mobilise in Kabushi and Kwacha put it in your head, the Copperbelt youths that we are in this political party to offer leadership and protection to its leadership. So, from today moving forward we have been sleeping for too long. We have let the PF become big headed, even going to the extent of calling the President ati banyala, that’s what one coloured boy from PF was saying and we are quiet. Chilufya Tayali can wake up and insult the President at will. Even a failed KBF (Kelvin Fube Bwalya) can come and say he sponsored the UPND. UPND had been in opposition from 1998. KBF two-weeks into the party he says he sponsored the party? Huh, what sort of nonsense is that? So we shall not go in this direction,” he said.

I expected better things from the New Dawn government than what they are doing at the moment-Sangwa

Respected constitutional lawyer John Sangwa, State Council, has told the Mast Newspaper that he expected better things from the New Dawn government than what they are doing at the moment.

Mr. Sangwa said he expected a sense of urgency in developing the country as opposed to wasting time on what he termed as ‘nonsense’.

“You get disappointed because we should be doing better. If you ask me, I am disappointed, yes. I expected better than what we are seeing. What is even worse is when you use Edgar (Lungu) as your yardstick of performance,” Mr. Sangwa said.

“That is a tragedy. I am not a spring chicken. I am an old guy. My concept of time is not your concept of time but also the country is not young. You cannot be struggling to develop 58 years after independence. When are you going to develop? There is a sense of urgency so we should be dealing with constructive issues rather than the kind of nonsense that is going on.”

In the reference to the election saga in Kabushi and Kwacha Constituencies, Mr. Sangwa said the barring of candidates from standing in elections was unacceptable.

He said institutions like the Electoral Commission of Zambia (ECZ) cannot use the law to legislate against those they perceive as bad.

“There will always be people that will abuse things. It doesn’t then mean a provision is bad because it is open to abuse. No. You want to bar [Bowman] Lusambo and [Joseph] Malanji, why? There is no reason. In the case of Lusambo, it was that he was involved in violence and everything else. They said ‘we are nullifying you but does the law say he was disqualified? No. Did the court (Constitutional Court) say ‘because your seat has been nullified, you cannot contest again?’ The court never said that and in any case nobody went to court to ask the court to disqualify Lusambo, no. The issue was election to be nullified and the court pronounced on that. So we can’t begin to put in other things which the court did not say,” Sangwa said. “…you have your own Minister of Justice who comes and puts his own juvenile interpretation of the Constitution after a judgment. Who is he? Where does he derive the power to tell us what the Constitution should be? He is a civil servant. The eligibility issue is a party issue. You cannot use a government office to pass a party agenda. You can’t and these are the same things we were condemning (former president) Lungu for and they are doing exactly the same thing if not worse.”

Mr. Sangwa said it was wrong for the Electoral Commission of Zambia to use bogus interpretation of law to bar people from exercising their democratic right.

“You cannot prevent a candidate from taking part in an election through some bogus interpretation of the law on your own without the court pronouncing. You can’t. What should have happened is Lusambo and Malanji should have been allowed to file their papers and their papers should have been accepted and then allow anybody who is not happy, who believes they shouldn’t contest to challenge and go to court. In this case ECZ took a political stand. Instead of maintaining its neutrality, it now became an agent of UPND,” he said.

“And if the challenge succeeds or does not, you still have the voters – will still be able to cast their vote and tell you who they want and it happened with Lungu. We went to court…but the people said ‘we have the final say’. We sorted him out through the ballot but nobody prevented him from putting his name on the ballot.”

Mr. Sangwa said Zambians must not attack courts, judges and the Constitution because of those that wanted to abuse the law for selfish reasons.

“Even that same word lacuna, a lucuna presupposes that we know what the ideal constitution should be. It means we must judge our Constitution against another constitution. When you say there is a lucuna you are saying there is something missing. For example, how do I know there is a missing piece? Because science has proven that a normal human being has X number of teeth. A normal human being must have X number of ribs. Now the moment you have X less number of ribs it means there is something abnormal. Now tell me what is a normal constitution? Does anybody know what a normal constitution is? A constitution varies from country to country. So you can’t say the constitution has lacuna. What lacuna? There is no such thing as a lacuna in the constitution. You take it the way it was drafted and you work with it,” Mr. Sangwa said.

“The only thing we can do is to reach a stage where you say guys ‘we don’t think this Constitution is working for us’ or you say ‘we want to become a one party state’. The question is this Constitution can it support one party-state? If you conclude that no it can’t, then you change it so that it now supports a one-party-state. But you can’t say it has a lacuna. If the constitution is silent on something that is what was intended. That is the way it is designed.”

He added “we have to respect the Constitution because everyone will have his or her opinion as to what the Constitution should or not do.”

Mr. Sangwa warned: “The moment you depart from that you are breeding lawlessness.”

Zimba youths welcome govt’s plan to employ 3000 police officers

The government’s plan to employ 3,000 police officers has elated a number of youths in Zimba Town, Southern Province.

Among the elated youths is Golden Mwenda who says the new dawn government attaches job creation to empowering young people in the country.

ZANIS reports Mr. Mwenda saying in an interview that the many unemployed youths in the area are gratified by the Head of State’s approach of prioritizing interests of young people first.

“I received the news of employing 3,000 police officers with both hands. The new dawn administration has demonstrated political will to addressing challenges faced by us young people.

“ This is commendable that more youths will be absorbed in the civil service,” he said

His counterpart , Mary Hatembo, said in a separate interview that President Hichilema’s new dawn administration should be supported by all well-meaning Zambians.

Ms. Hatembo cited that government has employed in the country’s history employed the highest number of the unemployed since assuming power last year.

“In just a year, the UPND government has employed 41,000 people. What more when clinches five years: how many people will be employed?” she said.

Recently, Acting Minister of Home Affairs and Internal Security Ambrose Lufuma revealed that government will recruit 3,000 police officers before the end of this year.

Mr. Lufuma has assured the nation that the recruitment exercise would be decentralized and transparent similarly to the recent teacher and health workers exercise was conducted.

Zesco United Test Green Eagles Year-Long Unbeaten Home Record

Zesco United’s two-match winning run just four games gone into the new season will be tested away at Green Eagles home ground in Choma in over six years.

Zesco trace their last win over Eagles to five games ago in the 2019 transitional season playoff final on post-match penalties after a 0-0 draw in Lusaka.

However, Zesco have not won away in Choma since April 2016 where they have left with two losses and as many draws since posting a 1-0 victory there six years ago.

“The past results should not determine the outcome of tomorrow’s game,” Numba said.

“We have to take the same approach which gave us the 6 points in the last two games.”

Zesco are seventh on 7 points just three points behind leaders Nchanga Rangers.

Eagles are 10th but a point behind on 6 points as they prepare to host Zesco at their fortress where they are unbeaten in 18 games since Buildcon beat them 2-1 there exactly a year ago on September 11.
