Serving UPND officials in Govt portfolios urged to be thankful – President Hichilema

13

President Hakainde Hichilema has reminded government officials including ministers and permanent secretaries serving in his administration that they are in those positions because of sacrifices of the zambian people.

The President says it is important for government officials to be selfless in the discharge of their duties so as to respect and honour the hard work and sacrifices of others who might not have had the opportunity to serve in government.

Mr Hichilema was speaking at the Natala family Ranch in Lubombo area of Mazabuka district Southern Province at the first memorial service of the late prominent farmer and member of the UPND presidential campaign team, Gladstone Natala who passed away last year on June 30th at the height of the Covid-19 Pandemic.

“Let me now address the party (UPND) and government officials. How often do we forget that you are in those positions because of sacrifices of others such as the late Mr. Natala? The freedom struggle would not have been won if these people did not do their part,” President Hichilema reminded.

Mr. Hichilema who described the late Mr. Natala as a hardworking and fearless party mobilizer, advised those that have remained to always work for the good of the people.

The President has committed himself to attend to memorial services for former party officials and others who once served in government.

“Yes, I have heard about many who died and I pledge to attend their memorial services,” he said.

Speaking earlier, Family spokesperson, Costern Chilala urged the Head of State to address the injustices suffered by some ethnic grouping at the hands of the former ruling party, some of whom lost jobs and business contracts simply because of their tribal belonging.

Mr. Chilala however thanked the President for his tireless effort to reunite the country without ethnic considerations.

And Southern Province Minister, Cornelius Mweetwa remembers the late Mr. Natala as a selfless man who contributed much to the growth of the UPND as a Party.

The President is in Southern Province for various engagements and is tomorrow expected to grace the Lwiindi Gonde traditional ceremony in Monze district.

A local geologist, Lawrence Kalaba has advised local entrepreneurs in mines and minerals to persevere in the face of competition against them.

Speaking in an interview at the going International Trade fair in Ndola yesterday, Mr Kalaba said local mine entrepreneurs must persevere in the face of stiff competition especially by highly funded foreign mining companies he did not name.

He said time had come for Zambians to take the bull by its horn by being top drivers instead of spectators.

Mr Kalaba reminded mine entrepreneurs to persevere in their vocation added that there’s great satisfaction in perseverance.

“Did you know that Lumwana mines was locally owned? Out of selfishness, it was sold cheaply by the owners. But look at the huge profits it is giving the new owners?” He asked.

Welcoming the new dawn government’s stance of revamping the nation’s economy through entrepreneurship development, the senior geologist encouraged my entrepreneurs to form cooperatives to woo support and growth in their enterprises.

Mr Kalaba used the opportunity to disclose that his ministry has advanced its training programs on mining entrepreneurship management.

He added that his ministry is also offering grants to SMEs involved in mining through the EU and UNDP-funded Development Minerals program (DMP).

Meanwhile, Future Search Program (FSP) Acting Director Friday Sikazwe has reiterated his appeal to the government and its line ministries and agencies to partner with his organization to enlighten recipients of the Constitution Development Fund (CDF).

In an interview within the ongoing International Trade Fair, Mr Sikazwe said to avoid a repeat of the haphazard manner empowerment funds were done, his organization stands ready to provide CDF recipients with entrepreneurship skills before they receive the funds.

Government has this year increased the CDF to K 25. 7 million per constituency for the benefit of people at the grass-root.

This year ‘s theme is “Promoting Value Addition For Sustainable Growth”.

Chitimukulu calls for respect and preservation of culture

Paramount Chief Chitimukulu of the Bemba people has called on Zambians to respect and preserve their culture.

Speaking during the Ukusefya Pa Ng’wena Fundraising Galla Dinner in Kasama, the Paramount Chief said people of all tribes should endeavor to preserve their culture because it is the backbone and uniting factor of any nation.

He pointed out that culture defines the evolutionary identity and keeps people bonded in the spirit of Ubuntu.

The Traditional Leader started that Traditional ceremonies are essential because they enable young ones to learn, understand and appreciate their existence.

And Northern Province Deputy Permanent Secretary Lewis Mwape said government attaches great importance to the role that traditional ceremonies play in fostering unity.

The Deputy Permanent Secretary added that traditional ceremonies are also a major contributor to the tourism industry.

Mr. Mwape noted that government is putting in place a policy that supports culture and the arts industry.

Speaking earlier, Ukusefya Pa Ng’wena Northern Province Organizing Committee Vice-Chairperson, Fidelis Kapoka thanked government and the business community in Kasama for their overwhelming support in raising funds.

A good number of Kasama residents attended last night’s Ukusefya Pa Ng’wena Galla Dinner and made donations and pledges which amounted to K61, 000.

The Ukusefya Pa Ng’wena traditional was last held in 2018 and this has been attributed to Covid – 19 in 2020 and 2021 and the death of Senior Chief Mwamba in 2019.

This year’s ceremony will be held on the 12th and 13th of August in Mungwi district.

It is Important for Zambia to Have its own Millionaires

15

By Dr Lubinda Haabazoka

I hope now you understand why you need to make your own Zambians rich. When your Zambian citizens are rich, they concentrate on their own country! They bank their money in Zambia and donate in Zambia.

Just like Ndambo we have the GBMs, the Milupis, the Sikutwa’s, we had the Kavindeles, the Matanis and many others I don’t want to mention in order to insulate them from petty jealous. These are the people we need to concentrate on. We need to ensure that they become more rich so that we create generational wealth that will help build Zambia. We also need to concentrate on upcoming entrepreneurs and Zambians. Nurture them into becoming solid business people.

At the moment even government policy distracts wealth creation. The many taxes, fees and other charges you need to pay as a business is too much! The corporate income tax for small businesses is just too high! If we are serious, we can reduce income tax for companies with a turnover of less than a million dollars to 10%!

Let us concentrate on speaking about wealth creation rather than politics! If we are so passionate about fighting corruption with so many institutions created for the same, why can’t we be so passionate about fighting poverty and wealth creation? Why can’t we have the Anti poverty commission of Zambia? The Wealth Creation Commission of Zambia alongside the current CEEC?

We are so obsessed with destroying rather than building! The best way to fight poverty and corruption is to make things available and easy for citizens! Maybe people get corrupt because they can’t get things genuinely coz of stiff foreign competition? Let’s make it easy for everyone to tender! Zambians can provide services to government but when you look at tender documents, they can be 500 pages!!! In the absence of resources no one will bid or people will be forced to do shortcuts! Let’s make things easy for everyone! If everything is done online and with no queues, you remove corruption!

For me I don’t care who becomes rich. Tonga, Bemba, Lamba, PF, UPND or Socialist. If they are Zambian, let them be rich. In times that the country needs help, these are the people that will step in. So government should not shy away from empowering its people! A Zambian is a Zambian! Even if it’s carders they empower it’s ok! Those carders are Zambians and it means less burden on Zambian coffers when citizens becomes economically independent!

So now if we had harnessed wealth among Zambians, these tuma KCM would have been running under Zambian ownership. Deliberately creating wealth amongst citizens is very important! What is wrong is when only a few are eating while the rest are just watching on TV!

I receive a lot of queries from people asking me to connect them with anyone who can help them. Zambians are ready to work. All they lack in most cases is capital and a bit of skills on how to run businesses!

I would rather we hold business trainings in constituencies and wards! Now government says that they will be giving out CDF as seed capital. How many cooperatives are being trained in tuning businesses? Let’s not assume that one can just wake up and run a business! Business can be difficult especially is run by people in a cooperative who have come together not because it was their own idea but it is a condition to get money.

Let’s have mature discourse without emotions. Less on the talk and more on the actions! Even a Ndambo beauty pageant sure has to be political? This democracy has become a curse to this country! No wonder Kaunda scrapped it!!! Bushe when are we going to be serious aii???

One day Zambia will be tired of us and tell us to leave it for a bit because our behaviour does not add up!!!!

Night Without President:BOOK REVIEW – in Memory of Honorable Sikota Wina

9

By Mwizenge S. Tembo, Ph. D Emeritus Professor of Sociology

Introduction

There are 17 million Zambians to day in 2022. As a Zambian, where were you and what were you doing on the night of 5th February 1968? The vast majority of answers might be you were not yet born, and or if you were alive, you might have been too young or you just do not remember what happened because the vast majority who might have been alive might say nothing unusual happened that day. As for the author, I was fourteen years old sleeping in my Aggrey House dormitory bed with my school mates as a young Form Two student at Chizongwe Secondary School in the Eastern Province in Chipata.

During the night for about 12 hours on 5 February in 1968, Zambia did not have a President. Over 3 million of my fellow Zambians had no idea what potential danger and catastrophe was brewing in the Capital City of Lusaka that could have changed the history of the entire country. Political tensions, conflict, vicious tribal divisions and quarrels had become so bad at the UNIP’s National Council conference hall in Chilenje in Lusaka that President Kaunda had resigned as President of Zambia and stormed out of the conference in disgust with his motor cade.

In case the reader might be wondering, this was not a joke or a trick. He had driven back to State House for he and his wife Betty Kaunda to pack their bags to leave the State House and return to his village home at Shambalekale Farm in Chinsali in the Northern Province. The tribal conflicts all over Zambian had been building up for months. The top leadership at the conference knew what bloody chaos and war would descend on the entire nation if President Kaunda resigned. Zambia was only 4 years young and a very fragile nation sandwiched between hostile neighbors who were still under white or European colonial rule. Both Mozambique in the East and Angola in the West were under Portuguese rule. Rhodesia or now Zimbabwe in the South was under white occupation. White apartheid South Africa was occupying South West Africa or Namibia.

The Late Honorable Sikota Wina

Sikota Wina wrote the book: A Night Without A President that was first published in 1985. The book describes the whole drama that happened at the United National Independence Party (UNIP) National Council conference hall in Chilenje in 1968. What is the one most important aspect of the book? All countries in the world have one moment of extreme danger in their history when the country reaches a very crucial point tittering on the brink or knife’s edge. This is the point when either the country survives to grow and prosper or it descends into catastrophe, bloody war, and perhaps disintegration. According to Sikota Wina Zambia arrived at that moment during the night of 5 February 1968.

The book has eleven chapters such as Gathering Storm, The Contenders, Ship Without a Captain, Pack Up, The Decision to Return, Cecil Rhodes is Dead, What Manner of Man. Sikota Wina first describes the tensions that built up in the country and within the very powerful UNIP political party’s top leadership for three years leading to the conference in Chilenje. The main source of conflict was how the UNIP delegates from all over the country had elected to the Central Committee at Mulungushi in August 1967. The elections resulted in Simon Kapwewe from the Bemba in the Northern Province winning the post of Vice President while Reuben Kamanga from the Eastern Province lost. Reuben Kamanga had been the incumbent Vice President since independence in 1964.

When the Blagden Commission investigated the Mulungushi election from the previous August 1967, “….the Blagden commission revealed that some ballot papers had been picked up on the road between Mulungushi and Kabwe.” (p.10) This meant that there was evidence of corruption or cheating with tempering with the ballots with votes being switched on the way to Mulungushi. The suspicion was that that this is how Simon Kapwepwe won the Vice-Presidency and Reuben Kamanga lost. During those 6 months preceding the conference in Chilenje, the top UNIP leadership took sides on the dispute along tribal and regional lines.

President Kaunda Resigns

Sikona Wina in Chapter 4, “Thunder Claps” says there were two opposing groups that were verbally battling each other on the day of the conference in Chilenje. Zambia has 72 tribes. Those who rejected the Mulungushi election results were Lozi, Ngoni, Lunda, Luvale, Kaonde, and other smaller groups. The second group were the Bemba and Tonga and other smaller groups. (p.34) During the two days of loud arguments and deliberations, the leaders from the two tribal and regional groups openly quarreled, insulted, pointed fingers, and belittled each other in the conference while President Kaunda witnessed this and watched quietly. The three hundred tired delegate expected President Kaunda to stand up and close the conference at 22:00hrs. Instead, President Kaunda said he was deeply disappointed and angry at the tribalism and told the delegates that he had resigned as President and walked out. The conference delegates were shocked and stunned. They all believed in Kaunda’s leadership. What was going to happen to the country at that moment?

During the whole night UNIP conference top leaders Gey Zulu and Simon Kapwepwe told all the three hundred delegates to stay in the conference hall and that nobody should leave. The two rushed to the State House. Top military commanders, top religious leaders in the country, President Kaunda’s closest family friends all went to ask him to reconsider his resignation. President Kaunda did not go to bed. He spent the whole night thinking and anxiously pacing up and down the State House corridors. The following morning to everyone’s joy and relief especially among the three hundred sleepless UNIP delegates at Chilenje Hall, President Kuanda had rescinded his resignation.

Fifty four years later in 2022, Zambians and other readers may be very skeptical of President Kaunda’s resignation. They may think this was a joke, a game, a trick, and some type of manipulation. If you read about the conference and what was happening in the country at the time, and especially President Kaunda’s integrity and strong clear principles as a statesman and among the world’s leaders then in 1968 and even now, you realize this was serious. Zambia as a country was on the knife edge that night.

The message especially to my fellow 17 million Zambians is never take for granted that we are “One Zambia and One Nation”. If any of our leaders today and in the future have poor leadership principles, we could at any time lose the national unity, peace, and love that we Zambians enjoy among ourselves. I recommend this book for historians, Zambians, anyone who wants to understand the pollical history of Zambia and African countries. Since the book is out of print with the dissolving of the Multimedia Publishers, there might be one thousand copies of this book among Zambians and may be elsewhere. Let us get this book and others and digitize them so that everyone can have access to the books now and in the future.

Announcement to publicise successful teacher applicants cheers NAQEZ

The National Action for Quality Education in Zambia (NAQEZ) has expressed happiness that the Teaching Service Commission has finally announced the revised date on which to publish names of successful candidates as new teachers.

In a press statement made available to the media yesterday, NAQEZ Executive Director, Aaron Chansa said that before the announcement was made, the silence that engulfed the 2022 teacher recruitment exercise was depressing.

Mr. Chansa stated that the silence had potential to erode the confidence and excitement which the planned recruitment of 30,000 teachers has brought in the country.

He observed that with its new development, stakeholders and all the more than 100,000 unemployed teachers will now look forward to the 15th of July 2022 with renewed hopes and expectations.

Mr. Chansa added that he hopes that the final list will still respect the decisions which were made by respective district human resource committees in all the provinces.

He observed that the recruitment of 30,000 teachers if actualized, will be historical, unprecedented and commendable adding that this will be the first time that the Zambian government would have employed this number of teachers at once.

Mr Chansa further stated that as an organisation that is interested in quality education, this exercise is very important because it will go a long way in improving the staffing levels in schools.

He noted that healthy pupil-teacher ratios are needed now for effective teaching and learning in all the schools in the country.

State House summoned Chushi Kasanda, demanding that she exculpates herself over Cabinet revolt leak

Information and Media Minister Chushi Kasanda was on Thursday summoned to State House and accused of leaking information over some Cabinet Ministers planning to resign.

On Wednesday, Lusaka Times exclusively revealed that several Cabinet Ministers are unhappy with President Hichilema’s style of running government affairs and were planning to quit.

The Ministers who spoke on condition of anonymity revealed that President Hichilema is micromanaging all aspects of government including appointments to parastatal boards and foreign service even for junior roles such as Press Attaché.

The exposé infuriated State House prompting an investigation on who could have leaked the information.

The investigation narrowed down to Ms. Kasanda as the female Minister who was referred to in the article.

Ms. Kasanda was then summoned by President Hakainde Hichilema Principal Private Secretary Bradford Machila who expressed displeasure over the story.

Mr. Machila directed that Ms. Kasanda exculpates herself over the allegations that she is the Minister who leaked the story.

He also directed her to issue a statement refuting the story.

Highly placed sources within State House revealed that Ms. Kasanda arrived at State House on Thursday around 11:00 Hours and went to meet Mr. Machila in his office for over an hour.

The source have since challenged Mr. Machila to deny if he did not meet Ms. Kasanda on Thursday and publicly deny directing her to exculpate herself and refute the story.

“The story caused a lot of anxiety within here (State House) leading to Brad(Bradford Machila) summoning Chushi (Ms. Kasanda). They believe she is the one who spoke to Lusaka Times and she was really told off. Brad asked her to exculpate herself and told her to issue a statement refuting the story,” the source said.

“What made them believe it was Chushi is because of the link to her gender and the fact that the Ministers who complained mentioned the issue of Press Attaché especially that she has confronted Boss (President Hichilema) over those appointments, so it was easier for Brad to conclude that it was Chushi when Infact Cabinet has four female Ministers and most of them are not happy serving there,” the source added.

On Friday, Ms. Kasanda at a press briefing refuted the story that several Ministers are unhappy with President Hichilema and are planning to resign.

She stated that Cabinet is united and that there is noting wrong with a leader micromanaging affairs as long as results are showing.

“As it stands, the local market does not adequately support sustained production of most goods such as crops, livestock products and manufactured products, but the Government is working tirelessly to facilitate market access and open up regional and international markets for Zambian businesses,” the President said.

The President observed that this year’s fair will create more business and trade opportunities for investors, entrepreneurs and exhibitors.

Dr. Nkumbula also outlined some challenges that the ZITFT board is faced with among which is the poor state of infrastructure but pointed out that the board is equal to the task to address the challenges.

Meanwhile, Commerce Trade and Industry Minister Chikopa Mulenga said the Ministry will ensure that the ZITF is held on a day to day basis instead of being a one off show.

Mwape: Shepolopolo Will Adjust Without Barbara Banda

1

Shepolopolo Zambia coach Bruce Mwape says they must adjust and move on after star striker Barbara Banda’s ineligibility to play in the 2022 Women’s AFCON in Morocco.

The news came 48 hours before Shepolopolo’s opening Group B clash against Cameroon in Casablanca on July 3.

CAF has sidelined the Shepolopolo captain on medical grounds, handing Shepolopolo a setback and the development will now see Zambia without their most potent striker for the tournament Morocco is hosting from July 2-23.

“Barbara Banda is one of our best and most dependable players but there is nothing that we can do about this,” Mwape said at Saturday’s pre-match briefing in Casablanca.

“She has been sidelined but don’t forget this is a sporting team of 22 players so the players that we have should be able to deliver.

“Yes, Barbara has done a lot for this team but we still have replacements and we are confident they can do the job.”

Mwape will head into the Sundays match banking on midfielder Grace Chanda who will now captain the team in Morocco.

But that is not the only setback Shepolopolo has heading into their big showdown against Cameroon.

Strikers Xiomala Mapepa and Ochumba Oseke are suspended after accruing two yellow cards each in the qualifiers.

Mwape’s other options include veteran Noria Sosala but she has been a peripheral figure in the pre-tournament friendlies.

And it also looks like utility midfielder Misozi Zulu and newcomer Natasha Nanyangwe together with Chanda may now be pivotal forces in Zambia;s offensive department heading into the Cameroon showdown.

Meanwhile, Sunday’s match is a huge grudge match after Shepolopolo stunned Cameroon in the last meeting on March 10, 2020 when they beat The Indomitable Lionesses 2-1 to qualify for the Olympics on away goals rule following a 4-4 aggregate result.

However, Cameroon and Zambia are even heading into Sunday’s showdown on two wins and two defeats each under Mwape’s watch.

“We have met Cameroon several times. We managed to beat them in the last game in the Olympic qualifiers,” Mwape said.

“We know this won’t be any easy game because they still want to avenge that loss.

“We know the tactics that we will use but we cannot play the same tactics and plans we used against them before.”

Shepolopolo’s next two Group B matches are against Tunisia on July 6 and Togo on July 9.

The top two finishers in each of the three groups plus the two best third placed sides will advance to the quarterfinals of the 12-nation championship.

And semifinal placing will see Zambia qualify to the 2023 FIFA Women’s World Cup to be co-hosted by New Zealand and Australia.

President Hichilema said today during a briefing at Mukuba Hotel shortly before his tour of standards at the 56 Zambia International Trade Fair that he will also whisper to the Congolese delegation at the fair on the need to unlock the challenges at the border.

Mr. Hichilema has also implored the business community on the Copperbelt, and the provincial administration to ensure that they attend to the needs of the neighbouring DRC in terms of food among other things.

Meanwhile, the President says the Zambia International Trade Fair should be used as a centre of trade and investments.

He said there is therefore a need for both the private sector and government to work as an intertwined team to create meaningful trade and create jobs.

Mr. Hichilema said Zambia is back in business and he wants to walk the talk in promoting investment in the country.

President Hichilema re-emphasised his desire to industrialise the Copperbelt, especially Ndola which said was the country’s industrial hub.

He has reiterated that his administration is working very hard to reconstruct the economy that was damaged in the last ten years.

President Hichilema already Zambia is on the right trajectory to economic recovery as can be evidenced by the attainment of a single digit in inflation for the first time in so many years.

President Hichilema has since assured the business community and the general public that works on the Ndola – Lusaka dual carriage way, Ndola – Mufulira and Chingola- Kasumbalesa roads will soon commence.

He said this will ease the movement of goods and services and ultimately stimulate economic growth in the country and beyond.

Mr. Hichilema who is officiating at the Zambia International Trade Fair for the first time following his election as President of the Republic of Zambia also stated the fight of corruption should be done in a multi sectoral way.

And Minister of Commerce, Chipoka Mulenga said over 400 Small and Medium Enterprises are exhibiting at this year’s international trade fair, out of which those from DRC have dominated.

Mr. Mulenga said his ministry is working with the trade fair trust management to see how the international trade exhibition can be hosted on a quarterly basis.

He said the Public Private Dialogue Forum-PPDF should be used to run the trade fair.

BOZ Governor, Denny Kalyalya said the current price of fuel was not in the measurement index for the month of June inflation which dropped to a single digit.

He said the central bank was aware of the concerns of the public who wondered why the inflation rate had dropped while the price of fuel had increased.

Meanwhile BoZ Manager Foreign Reserves, Progress Zulu said the foreign reserves have now reached $3 billion representing three months of import cover.

Mr Zulu has attributed the rise in the reserved to the increased gold reserves, the resent Special Drawing Rights (SDR) and net purchases from the mines.

Mr Zulu was speaking during the media tour of BoZ stand at the ongoing Zambia International Trade Fair (ZITF) under the theme “promoting value addition for sustainable growth.

ACJ delighted with Cabinet’s tabling of Children’s Code Bill 2022

The Advocacy for Child Justice (ACJ) has commended government for approving the Children’s Code Bill 2022 which will help enhance the children’s rights and welfare in the country.

ACJ Executive Director, Josphat Njobvu said cabinet’s decision to approve the Children’s Code Bill 2022, for publication and introduction in parliament during this sitting should be commended.

Mr. NJobvu noted that this came after cabinet held its 13th meeting on 30th of June and approved eight (8) Bills adding that this decision is also a clear sign that the government is concerned about the affairs of children and that it is determined to help them realize their aspirations.

He observed that Zambia has for a long time ranked poorly on the Child Friendliness Index by the African Child Policy Forum adding that as of 2018 Zambia was ranked at number 48 out of 52 countries.

Mr Njobvu stated that the country’s poor ranking has been as a result of the inadequate laws and policies that deliberately promote children’s welfare.

“We as ACJ are of the view that approving this bill is a step in the right direction and we are confident that when enacted into law, The Children’s Code Bill, 2022 will positively impact children by creating an enabling environment for them to realize their full potential and in turn improve Zambia’s regional and global ranking in regards to child friendliness.” Mr. Njobvu said.

He stated that among some of the many benefits that the Children’s Code Bill, 2022 brings with it are that the bill proposes provision for the grant of Legal Aid, and establishes procedures for treatment of children in conflict with the law, and of making social welfare reports in respect of the child.

Mr. Njovbu noted that the bill will also take into consideration the internationally accepted child friendly approach and processes when dealing with children either in contact or conflict with the law, by establishing diversion and alternative correctional programs, and promotes rehabilitation of child offenders through restorative justice.

He added that the bill will also harmonize the definition of who a child is and raise the age of criminal responsibility from 8 to 14 years.

Mr Njovbu further added that the Section 18(2) (a) specifically provides for the protection of a child from early marriages. Section 18(2)(b) further provides for the protection against cultural rites, and religious or traditional practices that are likely to negatively affect the child’s life, health, social welfare, dignity, and physical or psychological development.

He added that Section 18 brings out a very important aspect of this fight adding that it is very important to note that even though the most vulnerable with regard to child marriage is the girl child, the bill proposes to end child marriage for both the boy and the girl child.

Mr. Njobvu has further called on the general public to familiarize themselves with this bill and take keen interest in seeing it through the various stages and also called on the lawmakers to support the Children’s bill and enact it into law to protect children from various forms of abuse and exploitation.
