Parliament ratifies ACC board members and the Director General

Parliament has unanimously ratified the presidential appointments of Lawyers Musa Mwenye and Gilbert Phiri as Chairperson and Director General respectively of the Anti Corruption Commission (ACC).

Others whose appointments have been ratified are retired Judge Prisca Matimba Nyambe and Chad Muleza to serve as members of the judicial complaints commission (JCC),Irene Musonda Chongo Lamba,Dr Henry Bwanga Mbushi, and Dr O’brien Kaaba to serve as Chairperson and members of the Anti Corruption Commission board.

The house has also ratified the presidential appointments of Dr Pamela Towela Sambo,Reverend Emmanule Chikoya,Tom Shamakamba,Laura Miti and Christine Chama to serve as vice chairperson and commissioners of the Human Rights Commission respectively.

Contributing to debate on the ratifications, opposition members of parliament led by party Whip Stephen Kampyongo expressed reservations on the appointments of Mr Gilbert Phiri,Mr Chad Muleza and Dr Henry Mbushi who they said were known UPND members.

But Local Government and Rural Development Minister Garry Nkombo defended the appointments of the duo as deserved.

Communities urged to hold decision makers accountable

Save Environment People Agency (SEPA) says lack of enhanced capacity building on forest dependency, has contributed to high rate of environmental degradation.

SEPA Chief Executive Officer, Mailes Muke says enhanced capacity building in communities will result in holding decision makers accountable on their rights to environmental protection.

Speaking during a stakeholders meeting on environmental protection in Zambezi yesterday, Ms Muke said her organisation is for this reason working with traditional leaders and stakeholders in its awareness campaign on protecting the environment.

“ There is need to build capacity in communities and deepen their understanding of sustainable environmental protection and sustainable natural resources management as well as close gaps between good and bad environmental practices, “ she emphasised.

The Chief Executive Officer further stated that bridging the gaps will help communities to appreciate government policies on forest management and thereby be more confident in holding government institutions and Extractive Industries accountable.

Due to high effect of environmental degradation most people develop avoidable illnesses thereby increasing government’s budget on drugs.

“We can reduce the cost of medicine and save a lot of money on government spending on medicines if only all of us become responsible for the environment.

“No one cares about the water and the environment. All they do is pollute the environment and move on without knowing the impact it has on humans as a result many lives are lost”, she lamented.

And Zambezi council environmental officer, Carol Mooto said that lack of interest and ownership of the land by the communities has been one of the major contributing factors to environmental degradation hence the need for the community to take part in protecting it.

Ms Mooto lamented that people come from other places to harvest timber and make more money at the expense of the owners all because they have least value in the land they own.

She has since urged communities to stop blaming the government for their negligence, saying they should now take ownership by holding accountable those who extract the timber and other minerals in their respective areas.

Farmers now accessing grants through CDF

Government has implored the private sector to lead in providing reliable markets for locally goods and services.

Mr Mwanakampwe says government has observed that some private sector players in the agriculture sector especially tend to undervalue local products.

The Permanent Secretary says it is government’s desire to see the full participation of the private sector in the provision of profitable markets and quality agriculture inputs for farmers in the country.

Mr Mwanakampwe said this in a speech read for him by Kapiri Mposhi District Commissioner, Francis Hasalama to grace the District 2022 Agriculture and Commercial Show under the theme: “Innovation through Technology”.

And government has challenged farmers to consider adopting climate smart and nutrition sensitive agriculture practices in view of the low agricultural productivity and food shortages due to climate change.

Mr Mwanakampwe has further urged farmers to undertake non-traditional agri-business initiatives such as fish farming, mushrooms and honey production to diversify their sources of incomes.

” The agriculture sector is grappling with low levels of productivity due to climate change it is important that producers adopt technologies that are more efficient to enhance sustainability that respond to climate change and current global food crisis and for farmers to take farming as a business,” Mr Mwanakampwe said.

Meanwhile, Kapiri Mposhi has recorded another bumper harvest despite the dry spells experienced in the 2021/2022 farming season.

According to the 2021/2022 Crop Forecast, Kapiri Mposhi District ranks second in Central Province and sixth in the country overall, with an expected harvest of 104,123 metric tons of maize this season.

Mr Mwanakampwe who disclosed this today has since urged farmers in the area to prevent post-harvest loses as well as manage the produce for commercial and household consumption.

Meanwhile, Kapiri Mposhi District Agriculture and Commercial Show Society Chairperson, David Mshanga has called on government to increase the number of beneficiaries of the Farmer Input Support Program (FISP) in Kapiri Mposhi District.

Out of over 51,000 smallholder farmers registered only about 25,000 are currently benefiting from FISP in the district.

” We want to commend government for various policies supporting the agriculture sector but we still want to appeal that more farmers can be included on FISP next season considering the number of registered farmers in the district,” Mr Mshanga said.

And Kapiri Mposhi Town Council Chairman Brilliant Munyeke has urged farmers to form cooperatives for them to access funding through the Constituency Development Fund (CDF).

Mr Munyeke explained that through the expanded funding scope of the CDF, farmers can now access up to K 200,000 in form of empowerment grants.

From these grants, farmers could then procure machinery to start adding value to their crops for them to earn more.

” The New Dawn government increased CDF to expand the focus so that even farmers through cooperatives are able to access this money to help them diversify and start making finished products from the various crops they are producing unlike selling these crops at low prices,” Mr Munyeke said.

Mr Munyeke noted that valued addition will also prevent loses due to low shelf life of some crops such as tomatoes which easily go to waste.

KCM is a Time Bomb on our Treasury if Not Resolved Today

The other day we heard the Mines Minister Hon Kabuswe turn himself into a complainant and not the solution provider to the KCM quandary. He has been doing that since 9 months ago. While he basks in champagne and caviar, KCM workers and Chingola residents are starving and desperately getting worse off.

I remember about 2013 when I felt so strong that our PF Government should not borrow any further external funds at that point. I thought the first $750M Eurobond should have just been the only one contracted until after some 5 year later when funds had been absorbed or simmered into the economy and produced tangible fruits or results.

When a vote was brought into Parliament to increase the burst threshold or ceiling of what the Country can borrow from the international lenders, I refused the collective responsibility government dictum and abstained the vote (records present in the Parliament hansard). Of course I got into trouble but my fears have come to pass some 10 years later and my conscience vindicated.

That’s how I feel now about the current status of our mining sector. My conscience tells me we are at crossroads and if certain shrewd decisions are taken or not taken, we can make or further sink the economy of the Country. At the heart of this argument is the Mopani and Konkola Copper Mines (KCM).

Unlike what most may be anticipating, the IMF deal or money is not available for any domestic projects and recurrent expenditures for the people. IMF funding is some book entry meant for balance of payment restructuring. All it does is give or enhance credibility and goodwill to the country for likes of World Bank, EU and others money institutions to ‘unlock’ grants and other concessional funding. It’s this consequent funding that Government would have the ability to spend on actual projects like water reticulation, housing, roads, rail lines and on some recurrent expenditure.

With all that may have gone wrong economically last year 10 years, the current and economic oxygen for the nation is from our Copper mines. Mopani mine is 100% under Government hands and they are at liberty to continue running it or invite international equity partners or investors.
As for KCM, it is a very hot potato and likely to explode in our faces some day if not handled well. My objective and non political view is that the mine is actually still in the hands of Vedanta who acquired it legally in 2004. The money they made in their 18 years at the mine was being retained or reinvested back underground including on the potential ‘jackpot’ Konkola deep.

While they could have been cashing out to shareholders via dividends, account books retained the money by investing and developing the mine. This means no major profits were recorded for income tax but mineral loyalty was being paid. The last government misconstrued this for tax invasion and moved in with receivership gloves.

Matter has been in various local and international courts thereafter but the reality is that Vedanta still legally owns the mine. We run a huge potential risk of compensating them bigly when judgement is made against us. This is because commercial agreements and transactions are made through signed contracts. Only what is in the signed agreements makes it inside the court rooms and not ‘he said , she said’ arguments.
Chingola is on ice and there is no money in circulation for the residents and entire country partly because KCM is non functioning. No one is there to dig the copper out which employs several bread winners. At the moment the so called care takers are importing copper ore from Congo for the KCM smelting plant at a minimal fee. A case of a maize farmer importing maize for their milling plant when they have a huge field full of maize.

KCM can only start contributing to the treasury when if it’s fully operational. The briefcase local and international ‘consultants’ posing as advisor to the Ministry of Mines and Ministry of Finance on KCM are just conmen looking for a quick stipend. Anglo American is such a big conglomerate with huge repution to protect and they would never risk stepping their feet on a mine that has unresolved ownership legal battles.

The Mines Minister and Mines PSs appointed by the President seem to have no say on Mines other than become complainants aswell. Some briefcase conmen are busy misleading ZCCM-IH so they indentify other briefcase unlisted conmen investors to pose as new buyers for KCM. Upon arrival all they will do is sale any bit of remaining assets they will find and then declare the mine ‘too flooded’ before bolting like Anglo did in 2003.
Maybe we should start ‘Naming and Shaming’ these conmen upto no good for the President and the Country.

Just like I did on over borrowing risks in 2013 (record mut be at Statehouse and MOF), I place on record that if KCM is not given back to Vedanta soonest, Chingola residents will become destitute and the Government will years from now have to compensate Vedanta with billions of dollars. This will be when and not if international commercial courts make judgements in favour of Vedanta against the Zambian Government.

The new investors we are keen to attract in the mining sectors have their eyes on events at KCM. It’s a sensitive sector wherein if you touch one investor unfairly, means you have touched and annoyed all. Get Vedanta to start operations at KCM today and if current government policy is to restructure ownership away from them, exit clauses inside signed contracts of 2004 should be evoked.

KCM is hostage to a political problem of a few years ago and can only be resolved by a today political solution.

Are all Tongas UPND? It’s Kambwili and the ECZ Big Lie.

When I read that Kambwili “alleged that all Tongas are UPND,” I rushed to the ECZ website. My goal was to prove Kambwili wrong by specifically listing how many Tongas voted for a candidate other than President Hichilema since 2005. Sadly under Election Results, the rebranded website only shows statistics of voters but not the results. If this is by design, I applaud the ECZ–showing how people voted by Province endangers peace, and promotes tribalism.

I don’t have recent official ECZ data to empirically dispute Kambwili’s tribalist statements, which led to his arrest and K50,000 bail. But who can dispute the fact that HH and the UPND have gotten almost 100% of the total vote in Southern Province? Does getting almost 100% of the total tribal vote mean all Tongas are UPND? Not at all. It only means they have only voted for HH because they are not tribalists. Isn’t it shameful that tribalists and hegemonists like Kambwili ignore the fact that no Presidential candidate has ever carried a Tonga vote since HH entered politics? Tongas just love one of their own, but to claim they all belong to UPND only threatens the peace of the nation. It is hate speech.

Ubututu of Mr. Kambwili is appalling. Doesn’t he know how to count? Is it not Southern Province voters who gave Lungu only 200 votes, out of tens and tens of thousands cast for the UPND and HH. This pattern, however, does not mean the 95% to 100% Tongas who voted for HH are UPND. Kambwili may cite the ECZ numbers to support his claim. Yet the 98.9% who voted for HH in Southern Province are not tribalists.

I am not refusing that President HH is the sole beneficiary of the Tonga vote. My point is that such voters are not UPND members. Is Kambwili suggesting that President Hichilema’s political strategy is to sing anti-tribalism the loudest across Zambia to convince other tribes to vote for him? It is “One Zambia, One Nation” after all. Who says it is tribalistic if 98% of the Tonga electorate votes only for a Tonga presidential candidate? It is democracy. Kambwili may use numbers of results from Southern Province to smear Tongas, but who trusts numbers? In Pungwa’s world, numbers lie. So Kambwili is arrested for preaching this lie!

It is time we, the people, knew it; hegemonists and tribalists are not Tonga but other tribes. We all know them–the President told us. These debased individuals believe no person other than their tribes can rule Zambia. You can also tell by their names. Like Kambwili, they are obviously threatening the peace of the nation. To shame them is promoting unity; for every Zambian knows that all Tongas are PF. They have only voted for HH and the UPND since 2005. The President is right. Kambwili’s tribal politics has no place in our nation. No wonder he is arrested. Ask Chief Monze or HH, it is a lie sought to promote tribalism.

I don’t trust the ECZ’s data which shows HH getting almost all the votes in Southern Province. Does this prove that all Tongas are UPND? Voting only for the UPND makes Tongas members of the HH’s party. Ours is the only non-tribal President, who solely benefits from a Tonga vote. But his tribe has no bearing on the voters of Southern Province.

Kambwili watch out–your narcissistic Machiavellianism won’t erase the truth that less than 2% of Tongas voted for other candidates. Why should one think President HH is following the steps of his mentor and war criminal Paul Kagame of fixing political opponents? Unless you are a liar, he will punish you for saying that all Tongas are UPND. This is the lie of the Ballycountry! Come 2026, more than 98% of Tongas will only vote for Bally. It is the hard truth!

Opposition leaders must face this truth. Not even Jesus would stop Tongas from voting for HH in the 2026 election. Of course, hegemonists and tribalists may term this tribalism. It is on other tribes to join Tongas in voting for HH and the UPND in 2026. In short, tribalism only exists outside Southern Province. Yes Tongas have voted for a Tonga in every presidential election, but they are not tribalists.

Tribalists be warned. Our beloved HH is not a tribalist; Kambwili and his people are. Yet it is these tribalists who voted for HH in tens of thousands. Gods must be crazy indeed!

The UPND Government is being vengeful-Kambwili

Patriotic Front (PF) Member of the Central Committee Chishimba Kambwili has said his recent arrest over the offence of expressing hatred and ridicule for persons because of tribe and place of origin is politically motivated.

Dr. Kambwili was apprehended by Police in Lusaka on Monday and transported to Kasama by road where he was detained until Thursday when the Magistrate Court granted him bail.

The former Chief Government spokesperson in the PF regime was granted a K50, 000 bail pending trial on Thursday after being charged with the offence of expressing hatred and ridicule for persons because of tribe and place of origin by Police.

Speaking to journalists and supporters after appearing before Kasama Resident Magistrate Samson Mumba, Dr. Kambwili said the UPND Government was being vengeful.

He said the New Dawn Government leadership must show true leadership by facilitating sincere healing in the nation after the last August elections.

Dr. Kambwili said he was not shaken by arrests because he is used.

The NDC founding President said UPND should stop repeating the mistake of mistreating opponents that was seen from previous governments.

“They are the ones who preach that when a person is arrested they must be given police bond.If I have broken the law, yes I am not above the law they can arrest me and take me to court. I am not refusing that but apprehending me in Lusaka and transporting me to Kasama, moving me the whole night. Locking me up for four days without a police bond is not fair. The arresting officer sent from Lusaka who was supposed to deal with my police bond application was elusive. They are just repeating what used to happen in the past. Mwebamunyinane Ubutungulushi kumwena umuntu mu fichitwa fyakwe.Umuntu nga cakweba ati alecita abanankwe ifyo bamucitile ninshi tentungulushi and mwe bena Zambia mumone ukuti ilyo mulesala mulesala intungulushi,” Dr. Kambwili said in an unusually low tone.

I can never ever do that to another human being no matter how much we can differ. Dr. Kambwili warned that political power was temporary.

“This country needs proper healing. Healing and we must be truthful to one another ilyo tulecita ifintu so ine teti nsakamane ifi mwampishamo nalibelela. Nomba ico mufwile ukwishiba nga imwe lelo mwafumamo. I used to tell previous governments ifi mulecita naimwe kuti baisa micita ififine. People didn’t listen, futi naimwe efyo mwayamba ukucita fimo fine ba UPND. Ndemyumfwila uluse no bulanda. Mukashukefye nganine na ba President ine teti ncite ifi pantu fyabuwelewele. Political power is very temporary, use it to advance the well being of the people and create an enabling environment where people can live well and don’t go to bed hungry. If you feel that you can intimidate me politically ine nalishimpula ngo musunga mfwaya fye ukwa kusha umutwe,” Dr. Kambwili said.

More Civil Society Organisations castigated UPND Presidential Advisor William Banda

More Civil Society Organisations have castigated UPND Presidential Advisor and experienced politician William Banda for issuing patriarchal sexist remarks against New Heritage Party President Chishala Kateka.

Mr. Banda, a former UNIP Vigilante, accused Ms. Kateka of being sexually starved after her lone protest over high cost of essential commodities earlier this week.

The Civil Society Constitution Agenda (CiSCA) has issued a strong statement saying it is utterly appalled and disgusted by the patriarchal sexist remarks that Mr William Banda, a senior member of the ruling party, made against Ms. Kateka.

Meanwhile, Non-Governmental Gender Organisations’ Coordinating Council (NGOCC) Executive Director Annie Mbewe Anamela said the council has noted with sadness and dismay the sexist comments made by the United Party for National Development (UPND) Special Advisor to President Hakainde Hichilema.

“We have noted with sadness and dismay the sexist comments made by the United Party for National Development (UPND), Special Advisor to President Hakainde Hichilema, Mr. William Banda targeted at New Heritage Party, leader Ms, Chishala Kateka over her protest in a video that has gone viral on various social media platforms. Mr. Banda’s reaction or rather comments against Ms Kateka are not only sexist but are also well calculated to curtail the opposition leader’s constitutionally guaranteed and inherent right to freedom of expression.”

“As the women’s movement, we condemn in the strongest terms the bullying by Mr. Banda and other online users against Ms. Kateka. Cyber bullying and violence in general have been among some of the reasons that women’s participation has remained low in the political arena, As a senior member of the ruling party, we expected Mr. Banda to conduct himself in a manner that depicts the decorum of leadership,” Mrs. Anamela said.

“Mr. Banda’s retrogressive statement is provocative, demeaning, and misplaced, and without doubt aimed at intimidating not only Ms. Kateka but every female leader that aspires to express herself using lawful means. It is therefore our hope that President Hakainde Hichilema and the UPND will distance itself from those sexist sentiments by Mr. Banda. It is very important for Mr. Banda and all leaders within and outside the ruling UPND party, to realize that theirs are positions of influence that should be used to promote the realization of human rights of every individual especially women, who, for a long time have faced discrimination at the hands of patriarchal tendencies as exhibited by Mr. Banda. Furthermore, the country is grappling with cyber bullying especially against female politicians and Mr. Banda’s utterances only serve to compound the situation. This style of politics has no place in our modern society that seeks to promote democracy and the respect for human rights,” she said.

And Zambia National Men’s Network for Gender Development (ZNMNGD) has given a 48 hours ultimatum to Mr. Banda to apologise and retract the sexist remarks made against Ms. Kateka.

ZNMNGD National Coordinator Nelson Banda said Mr. Banda’s remarks are at variance with the constitution, the SADC and AU gender protocols and the progressive pronouncements that President Hakainde Hichilema has been making on gender equality and promotion of women in decision making positions.

“It is such toxic masculinity that Mr. William Banda has exhibited that discourages women from participating effectively in politics and therefore must not be condoned in modern politics. As an organization that works with men and boys for the advancement of gender equality including the participation of women in leadership and fighting all forms of gender inequalities, we are appalled by the remarks Mr. William Banda issued against Mrs. Kateka following her lone protest against the high cost of living. We believe that Mrs Kateka has a constitutional right to protest if she is aggrieved.”

“We therefore demand that Mr. William Banda apologizes and retract his remarks within 48hours in which he insinuated that Mrs. Kateka is starved sexually. We feel that Mr. William Banda’s remarks are at variance with the constitution, the SADC and AU gender protocols and the progressive pronouncements that President Hakainde Hichilema has been making on gender equality and promotion of women in decision making positions,” Mr. Banda stated.

Closer collaboration between govt, stakeholders, cardinal – Sikumba

Minister of Tourism Rodney Sikmumba has called for close collaboration between government and stakeholders in the tourism sector.

Mr Sikumba says the government wants a partnership that embraces all players along the tourism value chain.

The Minister said this last evening during a networking event organized by Eco Tourism Association of Zambia (ETAZ) at Latitude Hotel in Lusaka.

Mr Sikumba said the desire of the government is for the private sector to take a leading role in the development of the tourism industry.

He maintained that sustained development in the tourism sector can only be attained through constant engagement between government and the private sector.

The Minister explained that constant engagement will create a platform for stakeholders to share challenges and best experiences.

Meanwhile, the Minister of Tourism has urged ETAZ to submit proposals for the 2023 budget process, through the Tourism Council of Zambia.

And Green Safaris Founder Vincent Kouwenhoven informed the Minister that 75 percent of jobs were lost in the past two years in the tourism sector following the COVID19 outbreak.

Dr Kouwenhoven says there is a need to come up with an ambitious strategic growth plan that will help the sector rebound in the next eight years.

He said the strategic plan should aim at marketing Zambia as the most preferred tourism destination in Africa.

Dr. Kouwenhoven further indicated that the Tourism sector has the potential to create the much needed job opportunities if good policies are put in place.

He assured the Minister that the private sector remains ready to support the government, provided an enabling environment is created.

Now Government says they will fund recruitment of teachers, health workers from treasury

Government has clarified that the ongoing recruitment of education and health workers will be funded by the treasury and not dependent on the outcome of the International Monetary Fund negotiations.

Southern Province Minister Cornelius Mweetwa says Government has committed itself to finance the recruitment of the new education and health staff pointing out that this will be implemented soon once the formalities are completed.

Mr. Mweetwa has assured the people that the government cannot renege on its promise to increase staffing levels in the education and health sectors contrary to speculations that the recruitment will only be done after the conclusion of IMF and government negotiations.

Mr. Mweetwa says the recruitment process has been budgeted for by the government and is not in any way influenced by the IMF negotiations.

He was speaking in Pemba District when he opened Kaseya Mini Hospital, constructed in partnership with the Catholic Church valued at 16 Million Kwacha.

And the Minister has also commended the Catholic Church for their continued dedication in promoting social economic development in the education and health sector.

Mr. Mweetwa says this is in line with governments endeavour to ensure quality health care services are made available to all especially to rural communities.

Women empowerment critical for sustainable growth and development – Masebo

Minister of Health, Sylvia Masebo says there is a need for systems that place young girls and women’s rights and empowerment at its heart to enhance the country’s sustainable growth and development.

Ms. Masebo observed that gender disparity especially in the health sector continues to disadvantage women participation in decision making processes as they hold little or no high level positions.

The Minister was speaking at the launch of the Women in Global Health-Zambia (WGH-Z) Chapter and its strategic plan for 2022 to 2027 whose goal is to build momentum, create an enabling environment and promote meaningful change needed for gender transformative leadership within the health sector in Zambia and beyond.

The Minister explained that women, when in leadership positions apply transformative approaches that not only build their organization but also strengthen the realisation of population health benefits.

She therefore noted that the launch is timely as the efforts to promote inclusion of more women in leadership such as those proposed under the Women in Global Health Zambia strategic plan are necessary.

Ms Masebo explained that the measures are in line with her Ministry’s commitment to promote gender mainstreaming in the planning, designing, monitoring, and evaluation of the health programmes and policies.

“The current scenario on gender inequality creates a barrier to achieving sustainable development goals and the universal health coverage, this is unacceptable and it has to change,” Ms. Masebo stated.

The Minister said the inequalities are driven by social and cultural beliefs about the role women play in society and access to conducive structures that can enhance their growth into leaders.

She cited 25 percent of women globally hold senior jobs while they hold 70 percent of the total worker forces saying the imbalance weakens health systems as a result of lack of women talent, ideas and knowledge.

Climate change has affected wildlife in Lower Zambezi – Chieftainess Chiawa

Chieftainess Chiawa of the Goba-speaking people in the Kafue district says the effects of climate change are negatively affecting wildlife in the national park.

The traditional leader lamented in an interview that wildlife has been left without food following the poor rains recorded in the 2021/2022 rainy season.

Chieftainess Chiawa said most of the grazing areas are dry as a result of the poor rains received in the area.

She further revealed that drinking points for the animals have dried in the park.

The Chieftainess explained that the lack of adequate rains has triggered untold misery for the animals, especially since Chiawa is a drought-prone area.

“Due to climate change in my area, we have seen more and more dry parts of Chiawa.

“The situation is bad, as you may know, Chiawa is a drought-stricken area and not having rains has made the situation worse.

“Animals in the park are too weak due to lack of food and most of them are wobbling when walking,” Chieftainess Chiawa said.

Meanwhile Chieftainess Chiawa says the people of Chiawa are in dire need of food. She explained that most farmers in the area did not harvest anything due to the delayed onset of the rains.

The Traditional leader stated that most of the crop planted by the farmers was destroyed following the prolonged dry spell. Chieftainess Chiawa said the development has triggered food insecurity in the Chiefdom.

She has since appealed to government through the Disaster Management and Mitigation Unit (DMMU) hasten the distribution of relief food.

“We could not grow food the rain was not good, it finished quickly and it started very late.”

Cornelius Mweetwa defends the K160 tag for Maize, Zambia is in huge debt to pay more

United Party for National Development (UPND) Spokesperson Cornelius Mweetwa has said that the K160 maize purchasing price announced by the Food Reserve Agency (FRA) is a transitory price and that FRA is not in a position to offer farmers a better price because of Zambia’s huge debt.

Speaking at a media briefing this morning, Mr. Mweetwa said that the party is aware of the concerns and dissatisfaction that Zambians are raising concerning the marginal increase in the maize purchasing price from K150 to K160.

Mr Mweetwa said the government is determined to ensure that farmers are offered better prices in the coming agriculture marketing season, urging farmers to be patient as the government is working at improving the maize purchase price.

Mr Mweetwa said the UPND is committed to the diversification of the economy away from mining and that this will be achieved through the growth of agriculture.

And Mr Mweetwa has described President Hakainde Hichilema’s trips outside the country as necessary, saying the trips are meant to link Zambia’s economy to international and regional markets.

Mr Mweetwa said international engagements are a basis for the country’s economic progress and to also advance Zambia’s image on the international scene.

Stakeholders in the agriculture sector have received the 2022 crop price set by the Food Reserve Agency (FRA) with mixed reactions.

The FRA pegged its maize purchasing price for the 2022 grain marketing season at K160 per 50kg bag of white maize, translating to a K10 increment from last year’s K150 for the commodity while the price for soya beans is K550 per 50kg bag from last year’s K500 and K200 per 40kg bag of paddy rice from last year’s K195.

National Union for Small Scale Farmers (NUSFAZ) Executive Director Ebony Loloji said the price is cost-reflective and will give farmers that may not want to sell to FRA an opportunity to export their produce at a much higher price.

For the Millers Association of Zambia President Andrew Chintala, the commodity price by the FRA is a fair price for both farmers and consumers and may lead to a downward trend in the cost of maize by-products such as mealie meal.

But Small Scale Farmers Development Agency Executive Director Boyd Moobwe is unhappy with the price set by the FRA in view of the cost of production that farmers incur and has urged farmers in the country to hold on to their maize until a much higher price is agreed on.

The Food Reserve Agency (FRA) pegged its maize purchasing price for the 2022 Grain Marketing season at K160 per 50kg bag of white maize which translates to a K10 increment from last year’s price for the commodity.

FRA also fixed the price of soya beans at K550 per 50kg bag from K500 last year and K200 per 40kg bag of paddy rice from K195 last year.

FRA is targeting to purchase 170,000 metric tonnes of white maize, 1,500 metric tonnes of soya beans and 1,000 metric tonnes of paddy rice for this year to cushion the already available carryover stock of maize of 1,055,075 metric tonnes.

The ruling UPND has urged farmers to be patient as government is working at improving the maize purchase price.

UPND Spokesperson Cornelius Mweetwa explains that the K160, which is K10 above last year’s FRA purchase price, is a transitional price that will be improved in the next farming season.

He says government is currently limited by the current state of the economy.

Mr. Mweetwa says the UPND is aware of all concerns raised by farmers and is doing everything possible to address them.

Mr. Mweetwa said when he addressed the media today that  the UPND is committed to the diversification of the economy away from mining and that this will be achieved through the growth of agriculture.

The UPND Spokesperson has also described President Hakainde Hichilema ’s trips outside the country as necessary.

He said the trips are meant to link Zambia’s economy to international and regional markets.

Mr. Mweetwa said international engagements are a basis for the country’s economic progress and to also advance Zambia’s image on the international scene.

He also stated that remarks by UPND senior Member William Banda   against New Heritage Party President Chishala Kateka  do not represent the views of the UPND.

Mr. Mweetwa said the one person protest by Ms. Kateka demonstrates how the UPND is committed to upholding the freedoms of expression of citizens.

Engineering Institution of Zambia says new PPP model will produce better roads

The Engineering Institution of Zambia (EIZ) has said that the recent change in the financing model for the Lusaka-Ndola dual carriageway from Engineering, Procurement and Construction (EPC) to Public-Private Partnership (PPP) will benefit Zambia with a quality road because the contractor has an interest in the outcome of the project.

EIZ Vice President, Engineer Diana Kangwa-Muya said that the public-private partnership model in road construction stands to benefit Zambia greatly with quality roads because it’s anchored on the contractor building, operating and later handing over the infrastructure to the state after the concession period.

When queried whether this will see better roads delivered compared to the already dilapidated Kitwe-Ndola dual carriageway among other roads that were recently constructed, engineer Kangwa-Muya feels the contractors will be compelled to deliver on quality because they will only recoup their investment once the project is delivered to standard.

She added that while the EIZ is not part of the procurement process, the new PPP model of contracting in the roads construction sector will still require engineers who must be affiliated to the institution and follow the set standards, failure to which they risk facing punitive measures as prescribed in the EIZ act.

Last week, Infrastructure and Urban Development Minister Charles Milupi attributed the poor state of some roads such as the Nakonde-Mbala road and some roads in Lusaka that have failed prematurely despite being recently worked on under the previous regime, to the model of contracts used that did not ensure quality works are delivered.

Zambia is still using some 1911 British Laws and now LAZ and ZLDC wants them repealed

The Law Association of Zambia President Abyud Shonga says laws enacted in 1911 in England that are currently being applied in Zambia should be repealed and replaced.

Mr. Shonga said such laws are no longer responsive to the needs of Zambia and the country of origin itself has since repealed them.

The LAZ President was speaking during a stakeholder consultative meeting held in Lusaka on Thursday where the Zambia Law Development Commission was consulting with State Counsels on the Review of the British Acts Extension Act Chapter 10 of the Laws of Zambia.

Chapter 10 extends the application of legislation that was in force in England before 1911 to Zambia.

Mr. Shonga has also expressed happiness that the Commission invited LAZ and in particular the inner bar comprising of State Counsel.

He added that the Association will render maximum support to the review process in order to develop laws that meet the needs of modern day Zambia.

Speaking earlier, the Zambia Law Development Commission Director Hope Ndhlovu-Chanda revealed that the review process started in 2017 following instructions by the Ministry of Justice to the Commission to review this law and develop an indigenous legal system reflective of the social and political values of the Zambian people.
