The Price of Fuel to Go up from Midnight follwing removal Government of subsidies

29

The Energy Regulation Board (ERB) has increased the fuel pump prices effective from midnight tonight.

ERB Board Chairperson REYNOLDS BOWA says Petrol has been increased by K3.54 ngwee per liter from K17.62 to K21.16 while Diesel has been increased by K4.56 from K15.59 per liter to K20.15.

He says prices of Liquefied Petroleum Gas -LPG- have also been increased by K4.47 while prices of Kerosene have remained unchanged.

Mr. BOWA says the increment in fuel prices follows the government’s announcement of the removal of subsidies on fuel so that the country migrates to cost-reflective pricing.

He says the pricing trigger band of 2.5 percent change in wholesale prices will be maintained to allow for price stability within the pricing cycle.

Addressing the media in Lusaka, Mr. BOWA disclosed that the board will start reviewing petroleum prices every thirty days as opposed to sixty days.

Mr. BOWA further warned all oil marketing companies not to hold fuel to create a shortage as this will attract a penalty including revocation of the licenses.

Contagious bovine plural-pneumonia affecting animal restocking in Zambezi

4

Zambezi district fisheries and livestock officer, Moses Chama says animal diseases like contagious bovine plural-pneumonia (CBPP) continues hindering cattle restocking in the district.

Disclosing that the CBPP has so far killed over 10,000 animals in the district , Mr Chama however expressed happiness that at most cattle in the district have been vaccinated against the disease.

He has therefore advised cattle owners to continue report any suspicious cases in order to continue vaccinating animals even after government vaccination exercise is done.

Mr Chama said in an interview that out of a total number of 30,000 cattle in the district, only 20,000 cattle were vaccinated after the vaccination exercise.

“Cattle restocking would have started a long time ago but due to CBPP disease, cattle restocking will only be done once the government has put in measures that will prevent future occurrences like this because over 10,000 animals have died”, he said.

Meanwhile, Mr Chama has also warned people in the district that are abrogating the fish ban that once they are caught, they will be dealt with in accordance with the law.

“We are aware that there are some people who have continued with the illegal activities of fishing even when the fish ban is in place, but let me warn them, once they are caught they will face the law”, he said.

Mr Chama said the fishing ban period offers the most ideal environmental conditions for the fish to breed and multiply, hence all kinds of fishing activities are suspended on majors rivers.

There is a crisis of faith among Christians-ZCCB Secretary General

3

The Catholic Church in Zambia says it is concerned with the lack of faith in God among some Christians as people focus more on secular and material things.

Zambia Conference of Catholic Bishops (ZCCB) ZCCB Secretary General Rev. Fr. Francis Mukosa said there are worldwide fast spreading processes of de-Christianisation sustained by secularisation and materialism that are negatively affecting Christianity.

In the Advent Message 2021 themed “Be on Your Guard!” ZCCB Secretary General Fr. Mukosa stated that there is a crisis of faith among Christians.

Fr. Mukosa, the head of the Catholic Secretariat in Zambia, is now urging the faithful to renew the way they speak to one another, act, their attitude and deeds.

“My fellow Christians, when we look at the world around us with a critical eye, we are able to realize the worldwide fast spreading processes of de-Christianization sustained by secularization and materialism. Some of our Christian faithful have lost their faith in God. While some are more concerned about making sure they do not lose what they have on this earth than to allow God to take a lead in their personal lives and that of their families, others are preoccupied with accommodating modern ideologies on life, marriage and the family. This has led to a generalized crisis of faith,” he stated.

“Some Christians among us do not get involved in aggressively reaching out to the lost, hurt and scattered “sheep” because either they have lost their faith or they have not been sufficiently initiated in the Christian faith. All this justifies the urgency for a New Evangelization in which every Christian faithful is expected to play an active role. The lack of faith Jesus talked about in the parable narrated in the Gospel of St. Luke 18:1-8, is the one motivated by fear; that is, the lack of trust that God really cares about us, individually and collectively, and will take care of us and our needs if we decide to walk with him and let Him have His way into our lives (especially during this time of the Covid-19 pandemic and its adverse effects). Indeed, there is urgency to reconstitute a society that is God centered.”

“However, we often miss Advent’s power because this period is usually full of preparations for secular Christmas parties. Each year, the businesses around us serve to distract us from having an Advent Season that truly prepares us for the celebration of the coming of the Lord, with its full meaning. However, my humble prayer for all of you is that this Advent Season might be a period of constant prayer and reflection,” Fr. Mukosa wrote.

“My dear brethren, as we wait for the coming of the Lord Jesus Christ we are at the same time called to be prepared. And through the Gospel passage of St. Mark, Christ is saying to all of us: “Be on your guard” (Mk 13,33). But what are we expected to do? What are some of the concrete actions that we could execute this Advent Season?”

“To begin with, we need to renew the way we speak. St. Paul exhorts us that: ‘No foul word should ever cross your lips; let your words be for the improvement of others, as the occasion offers, and do good to your listeners’.Our speech reveals what kind of a person/Christian we are. To illustrate this, St. James talks about the power of the tongue,” Fr. Mukosa said.

He added:”The tongue has power to direct – our word can lead others into the right or wrong. The tongue has power to destroy – the tongue is a small member of the body, but it can cause great destruction. The tongue has power to delight –with the mouth we can bless God, we can build and save someone. Secondly, we need to renew the way we act. As the saying goes: “Action speaks louder than words”. St. Pope Paul VI once said that today we don’t need good teachers, what we need are witnessing teachers.”

“Thirdly, we need to renew our attitude. We have so many attitudes that need to be renewed like boastfulness, faultfinding, misbehavior, indifferentism, work culture and others. Fourthly, we need to renew our deeds. If a child lives with criticism, he learns to condemn. If a child lives with hostility, he learns to fight. On the other hand, if a child lives with tolerance, he learns to be patient. If a child lives with encouragement, he learns to be confident. If a child lives with praise, he learns to be appreciative. Therefore, we should always be mindful of the people around us in all we do,” Fr. Mukosa said.

“Christians, the Lord expects to be welcomed when he comes. Let us take advantage of this season of Advent to get ready for that great day. The rest of the world may sleep, but we, “the children of light and day”, must stay awake; always on the lookout for the master’s coming; always on our guard,” he concluded.

Nakacinda defiant after his release from Police detention on bond

24

Opposition Patriotic Front Member of the Central Committee in Charge of Information and Publicity Raphael Nakacinda has remained defiant after his release from Police detention on bond.

Mr. Nakacinda was on Wednesday arrested for the offence of Defamation of the President and spent a night at Chelstone Police Station in Lusaka.

Upon being released from Police Custody, the former Minister of Water Development in the previous PF Government vowed to continue providing checks and balances to the new Government.

Mr. Nakacinda said he will not be intimidated nor silenced by arrests.

He accused the UPND Government of abusing law enforcement agencies to harass political rivals.

“I was honoured to spend a night in cells for the sake of our democracy. I was greatly honoured to spend a night in cells in defence of the sacred institution called the Judiciary. PF Members don’t be intimidated. Mushitile chalimo ama toothbrush, mulingile mwashitila chalimo ka sopo, pantu Ukufuma mumayanda yesu the only place Mr Hakainde Hichilema will take us is the cells. But we will not be intimidated by those antics,” Mr. Nakacinda told journalists outside the Police Station.

Mr. Nakacinda made fresh allegations that the UPND Government may start killing opponents when harassing them using law enforcement agencies does not achieve the intended purpose.

“They (police) even brought UPND thugs to try and impose them in my cell for whatever motive. What I know is that after they exhaust the idea of abusing the Police, abusing DEC, abusing ACC, the next thing they will attempt is to start eliminating people.”

“Yesterday I was defended by inmates (detainees) who stood up to those who were suggesting that they bring cadres of UPND in our cell for whatever motive. For us aluta continua, we are going to have a press briefing to give more details of what has happened from yesterday up to today and the media will be informed,” Mr. Nakacinda said.

He also questioned why Police were attempting to get his fingerprints when he was not a convict.

“Of course there is this new phenomenon under the New Dawn wanting to incriminate people by collecting fingerprints. The whole delay from yesterday up to today has been trying to force me to give them finger prints. I mean fingerprints are only collected from convicts; you can’t collect fingerprints from a person who has not been convicted,” he said.

“I am innocent until proven guilty and I look forward to interrogating Mr. Hakainde Hichilema over the mate of defaming him because he is the one I believe who has complained so we will meet in court and I hope he can have the courage to come to court so that we can have a conversation over the defamation matter,” Mr. Nakacinda said.

Police in Lusaka on Wednesday recorded a warn and caution statement from Mr. Nakacinda aged 43 of farm number 1794 Kafue District for the offense of Defamation of the President contrary to section 69 of the penal code chapter 87 of the laws of Zambia.

This is in regard to the statement he issued at High Court grounds on December 13, 2021 and the interview he had on one of the radio stations in Lusaka recently.

Chief Mukuni join in calls to have President Lungu’s Immunity removed

25

Chief Mukuni of Kazungula District in Southern Province has called for the removal of former President Edgar Lungu’s immunity to facilitate investigations of alleged corruption during his reign.

The Traditional leader says no stone should be left unturned in the fight against corruption by the new dawn administration.

He says there is nothing sinister about calling for the removal of Mr.Lungu’s immunity considering that former President Rupiah Banda and President Frederick Chiluba had their immunities stripped off and arrested.

Chief Mukuni has proposed that the law on presidential immunity should be revised to allow for the prosecution of erring sitting presidents.

Meanwhile, Colonel Panji Kaunda has aid that it is not President Hakainde Hichilema that will lift former president Edgar Lungu’s immunity but the evidence that will be established during the course of the investigations.

Col Panji commended the investigative wings on the many cases they are investigating, saying when he and the others were warming over the swelling levels of corruption in President Lungu’s government, they were referred to as being stupid that they did not steal enough during the time their father Dr Kenneth Kaunda was in office.

Col Panji mentioned the several cases which were being investigated by the investigative wings, including investigations into Faith Musonda and the over 62 properties, including three malls restricted by the Anti-Corruption Commission (ACC) and seizure of a motor vehicle from Sipande Mugala, who is said to be connected to a very senior politically exposed person hailing from Chawama in the former PF administration.

Col Panji said investigations should be extended to the others also who could be sitting comfortably somewhere and in the event the investigations pointed towards president Lungu, the evidence is what would move the President to submit to its directive.

“He has told us that in bringing the money back no stone will be left unturned. So if the evidence is there, it’s not the President, it’s the law, it’s the evidence which will lift the immunity,” Col Panji said.

Col Panji said the investigative wings must be empowered to be proactive in their operations, by not merely focusing on the alleged offences which were committed in the past, but the offenses which could be committed even now, saying even among the current crop of government leaders “there will be a few bad elements.”

“That’s why we must make the law stronger such that the investigate wings should investigate even the sitting President if they see that he has done something wrong,” said Col Panji, dismissing arguments on immunity when reminded that such investigations could be difficult against a sitting President.

“There is a misunderstanding on the immunity. The immunity is only there when the President makes a decision towards governance. But if he makes a corrupt decision there is no immunity.”

Jack Mwiimbu directs Police Chief not to allow anarchy to prevail in Zambia

11

Home Affairs and Internal Security Minister Jack Mwiimbu has directed Inspector General of Police Lemmy Kajoba not to allow anarchy to prevail in the country.

Mr. Mwiimbu has prodded the police command not to allow anyone to engage in any criminal activities at any police station, saying that police should maintain the rule of law fairly and professionally regardless of who is involved.

Mr. Mwiimbu said this when he officiated at the Zambia Police pass-out parade of recruit officers at the Kamfinsa School of Public Oder Maintenance today.

Mr. Mwiimbu said that he is encouraged the 1 228 graduands to act responsibly, fairly, and firmly in their execution of duty.

And Mr. Kajoba said out of 666 of the over 1 200 graduands are female, representing 54 percent while 562 were male, which translates into 46 percent.

He said the accolade is unprecedented and only goes to show how serious matters of gender equality have been taken in the Police command.

Mr. Kajoba said he received a good report that the female graduands competed favorably with the male folk in all areas of training.

And Kamfinsa Mobile Unit Divisional Commander, Patrick Bili appealed to the government to help in addressing the challenges faced by the School.

Mr. Bili cited the lack of a dining hall and modern kitchen as some of the constraints which need urgent attention.

Minister of Education Confirms that Pupils in Boarding School will pay K 1 000

6

Education Minister Douglas Syakalima has said that pupils in boarding schools will still pay one thousand kwacha tuition fees next year.

Mr. Syakalima said that only vulnerable pupils who will be selected at the ward level by communities will have their fees paid from the Constituency Development Fund, adding that a bursary scheme has been introduced for vulnerable pupils in boarding schools.

Mr. Syakalima was speaking in parliament when he gave a policy statement on the 2022 budget estimates for the Ministry of Education.

Meanwhile, Mr. Syakalima said government schools will get the equal amount of funds that they collected from the user fees.

He said for grant-aided schools the ministry will have to discuss and agree because they made a request to the ministry.

Mr. Syakalima also clarified that 2 thousand student loans that have been awarded to the University of Zambia students are in the 2021 budget for the 2021- 2022 academic year and not in next year’s budget.

And Muchinga Member of Parliament Emmanuel Banda appealed to have schools for differently-abled people in rural areas.

Mr. Banda further requested the government to consider the recruitment of teachers at the constituency level.

Meanwhile, Milanzi Member of Parliament Melesiama Phiri urged the ministry of education to ensure that the proposed 30 million Kwacha that has been allocated for sanitary towels for girls reached the intended beneficiaries.

The Arrest of Nakachinda for Alleged Contempt of Court: Which Court? And Which Judge? or Judges?

33

By Peter Sinkamba

The Supreme Court of Zambia, in the case of Chifire and other, elaborated in detail what constitutes contempt of court. Being a criminal matter, contempt of court must not be prosecuted merely on conjectures and speculation. Criminal cases must be prosecuted based on evidence beyond any reasonable doubt.

I saw the clip where Nakachinda was captured talking about some judges meeting the President bla bla bla. He never made mention of any specific judge or judges, and no specific court or courts.

Of course, there are several election-related cases before High Court judges across the country. And there are several court cases before the Concourt. Which one of the courts was Nakachinda talking about? High court or Concourt?

I repeat what I said a couple of days ago. President Bally should be very careful with State Security agencies. They can deliberately do things to promote a government. And they can do things to deliberately undermine a government and thereby lead to its downfall. Knowing the difference is what most leaders fail to decipher in good time.

UPND and President Bally should be the last to talk about commentaries on the justice system. Do you recall Mr. Henry Chilombo of Lufwanyama who appealed to former DPP to commence contempt proceedings against Mr. Hichilema?

Mr. Hichilema, was on 10th October 2017, alleged to have called three Constitutional Court Judges, namely, Her Ladyships Mungeni Mulenga, Anne M. Sitali, and His Lordship, Palan Mulonda, are “agents of evil and three musketeers, a crop of judges Zambia has, (who are ) totally disgruntled and corrupt.”

Do you recall that former Law Association of Zambia (LAZ) President, Linda Kasonde condemned Mr. Hichilema for accusing judges of corruption without valid evidence?

And do you recall that in a separate letter to Judge Hilda Chibomba as President of the Constitutional Court, Mr. Chilombo argued that the failure by the Constitutional Court to prosecute Mr. Hichilema for contempt has given rise to continued issuance of contemptuous remarks against Constitutional Court Judges by members of the public?

Of course, the issuance of careless and unsubstantiated allegations of corruption against judges has the potential to create anarchy and erode public confidence in the courts of law, which are key institutions of governance.

However, UPND should not be too overzealous on such commentaries. As the Supreme Court demonstrated in the previous cases, where the court thinks a person has crossed the red line outside court premises, the court doesn’t need a policeman to arrest a person or the Attorney General or any other person to make an application. The court will surely move itself and cause the alleged offender to appear before it. So imwe Ba UPND, bola panshi.

The people of Zambia emphatically made it loud and clear they don’t want a Police State.

Focus on economic delivery, and we will wholeheartedly support you in that regard.

Panos launches Project to deal with rampant cases of children’s rights abuse on the Copperbelt

0

A consortium of organisations led by the Panos Institute Southern Africa (PSAf) have joined efforts with the Government in driving sustainable change for children’s rights relating to quality education, health and social protection on the Copperbelt.

Working in partnership with Save the Children and the Sweden Sverige, Panos has yesterday in Ndola launched the Driving Sustainable Change for Children’s Rights (DSCCR) project which Panos is implementing in Ndola, Masaiti and Lufwanyama.

The DSCCR project that will involve over 2,500 children is aimed at fostering child-led and focused accountability for improved delivery of children’s rights to quality education, health, and social protection.

The project was launched by Copperbelt Provincial Permanent Secretary Augustine Kasongo, who was represented by his deputy Daniel Kamenga, at Urban Hotel.

In his speech, Mr. Kasongo bemoaned rampant cases of children’s rights abuse on the Copperbelt.

The Copperbelt Provincial Permanent Secretary cited violence against children as a common form of abuse happening in the province.

Mr. Kasongo revealed the Government’s plan to enact the Child Code Bill in Parliament in a bid to protect children.

“Through various human rights instruments Zambia has committed to ensure those children’s rights are upheld and protected. As you are aware Zambia is signatory to many human rights instruments that affect children,” he said.

“Domestically our commitment to children’s rights are reflected and amplified in the Republican Constitution under the bill of rights and various provisions on human rights. Despite this being the case, child rights violations are still rampant in our midst in many ways through our actions and decisions on failure to act when it matters as society. Parents, leaders and guardians deprive children of the opportunity to live and enjoy their rights which all these protocols assured them,” Mr. Kasongo stated.

“When society does not provide that school space to a child his or her right is violated. When the health services are lacking and a child dies of preventable diseases his or her rights are denied. And when society leaves a child safeguarding to chance his or her rights are at stake from potential abusers. Let me take this opportunity to state that the province will soon launch the programme to end violence against children,” he said.

Mr. Kasongo further reminded children present at the project launch to be responsible saying human rights come with responsibilities.

Panos Institute Southern Africa Executive Director Vusumuzi Sifile said every citizen has a duty to advance sustainable change for children’s rights in education, health and social protection.

Mr. Sifile said children must hold leaders to account over their rights, especially those relating to quality education, health and social protection.

“In our approach as Panos Institute Southern Africa (PSAf), children feature prominently. Children need to also have platforms where they express themselves. We also implement actions that focus on stimulating actions to address problems and we do not do it as Panos, stimulate community action because we believe in citizens driving the development agenda themselves. Yes we have the duty bearers; the Government, we have cooperating partners, we have civil society but we believe that the most sustainable development is that which is driven by the communities themselves,” said Mr. Sifile.

Speaking on behalf of children, Henry Musonda, a grade 11 pupil at Northrise Combined School in Ndola, hailed the launch of the Driving Sustainable Change for Children’s (DSCCR) Project.

Musonda, who was accompanied by three other children and a teacher, spelt out children’s expectations from the project.

“As children we are thankful for this project being launched concerning the driving sustainable change for children’s rights. We believe that for sure this project will bring sustainable change for children’s rights and that it will be beneficial for us as children,” Musonda said.

“The first right I feel should be protected is the right to education because as it is said education is the key to success. Whenever a child is being educated it is important as they will contribute to the development of the country,” he said.

The Panos (DSCCR) Project seeks to foster child-led and focused social accountability for improved delivery of children’s rights to quality education, health and protection.

The main objectives of the project include facilitating effective child participation in fostering accountability in decisions and actions to advance children’s rights at district, provincial and national level, facilitating advocacy for responsive policy and legal environment for sustainable delivery for children’s rights among others.

The project will work with school based child rights clubs and various stakeholders including relevant government agencies to ensure that these objectives are achieved

Government called upon to increase the number of students benefiting from higher education loans and scholarships

4

Former Copperbelt University Students’ Union (COBUSU) Council Chairperson Gershom Nambuyo Phiri has urged the Government to increase the number of students benefiting from higher education loans and scholarships.

The Higher Education Loans and Scholarship Board has awarded loans to 2,481 first year students at the University of Zambia for the 2021/2022 academic year from 10, 682 applicants.

Some students left out on higher education loans and scholarships have since protested in Lusaka saying they were eligible too.

Higher Education Loans and Scholarship Board – Senior Corporate Communications Officer Chiselwa Kawanda argued that budget constraints, failure to attach necessary documents and completing grade 12 before 2017 were some of the reasons for not picking all the 10, 682 applicants.

Only applicants with 5 and 6 points have been awarded student loans at the University of Zambia for the 2021/2022 academic year.

But Mr. Phiri, who is also a good governance and human rights activist, said the Government must ensure that all qualified students are given educational loans and sponsorship to attain tertiary education.

He said attaining higher education at universities and colleges should not be a preserve of children from elite families.

“It is unfortunate that the UPND Government wants to turn higher education into a preserve of the rich. This year’s bursaries and loans award is a mockery in its worst form ever since the bursaries committee was set up. This is the worst decision and experience that school leavers can have. Many school leavers have been left out meaning we are going to have many people who should be in university roaming around the streets especially that they cannot even get any small jobs to work as shopkeepers because most of them have been taken by graduates,” Mr. Phiri said.

“I want to appeal to President Hakainde Hichilema to quickly intervene in this matter. On the aspect of education, it is the best weapon that can be used to invest in human capital to develop this nation. Unfortunately the UPND has so far demonstrated to be the worst Government in terms of awarding these loans so far. I am going to tell the President that it is the highest level of wickedness for his government to turn education into a preserve of the rich,” he said.

Meanwhile, Educationist and Leadership Movement President Dr Richard Silumbe has urged the Government to ensure that all qualified students are given educational loans and sponsorship to attain tertiary education.

“We urge the New Dawn Government to get serious in ensuring that all qualified students are given educational loans and sponsorship to study at UNZA, CBU etc,” Dr. Silumbe said.

“These students who are protesting today because they have been denied educational loans/Sponsorship to study at UNZA despite having distinctions, are a workforce we will need in the near future,” said Dr. Silumbe.

“Let us work towards preparing a productive workforce for the future,” he added.

According to the Higher Education Loans and Scholarships Board (HELSB), of the 10,682 applicants, 6,150 are male while 4,532 are female representing 58% and 42%, respectively.

Of the total number received, 10,485 applicants are eligible for the award of student loans while 197 are ineligible, representing 98% and 2%, respectively.

The ineligible applicants are as a result of completing Grade 12 before 2017, non-attachment of required documents to the student loan application, having been already awarded students loans at other Universities and being non-Zambians.

1,340 of the total awarded applicants are male while1, 141 are female representing 54% and 46%, respectively. Further, 1,040 students awarded are from rural districts while 1,441 are from urban districts representing 42% and 58%, respectively.

All the Thirty-Nine (39) applicants living with disabilities have been awarded student loans representing 1.6% of the total awarded applicants.

The Higher Education Loans and Scholarships Board (HELSB) is currently supporting a total of 8,539 students at the University of Zambia.

UPND Government is operating well without any disruption-Anderson Banda

15

UPND Lusaka province youth chairperson Mr Anderson Banda has charged that UPND Government is operating well without any disruption in the course of duties as the current crop of opposition have no direction in offering checks and balances.

Mr Banda said this when he featured on MUVI TV Bluntant talk program on whether the UPND Government was finding it hard to work properly with the pressure from opposition political parties.

Mr Banda said it was unfortunate that some opposition leaders have failed to use the current political environment to mobilize their structures but are busy hallucinating on matters that have no backing.

He it is only under the New Dawn Government that opposition members can gather anywhere without being harassed unlike what use to happen under the PF regime.

Mr Banda said UPND Government will continue to support an enabling environment for all but everyone should be aware that all of us are guaranteed Freedom of Speech and Expression but no one is guaranteed Freedom after the Speech or Expression.

He advised the opposition to choose their words carefully and express themselves appropriately.

Mr Banda said the PF should be thankful to the UPND Government for creating an environment which themselves failed to create in 10 years which His Excellence president of the Republic of Zambia Mr Hakainde Hichilema did it in 24 hrs after being declared.
