0

The Shepolopolo Zambia Under-20 are settling down in Cape Coast City ahead of Saturday’s away 2022 Costa Rica FIFA U20 Women’s World qualifier against Ghana set for Cape Coast Stadium.

The Zambia girls arrived in Accra, Ghana on Thursday and later moved to Cape Coast for the third round, second leg qualifier against Ghana.

According to FAZ Media, Charles Haalubono’s coached side touched down at Kotoka International Airport in Accra at 13:35 CAT.

“Saturday’s match has been moved from Accra Sports Stadium to Cape Coast Stadium due to rehabilitation works currently going on at the 40,000 capacity stadium,” FAZ stated.

Coach Haalubono has carried a 22-member squad to Ghana.

Zambia and Ghana drew 0-0 in the first leg match of the third round played in Lusaka two weeks ago.

“So far the preparations went on well. Everyone is very much excited and very ready for the game. The morale is very high in each and everyone,” said Zambia captain Everine Katongo.

Haalubono said:” We have worked on the team more, especially in the final phase; the scoring was not all that good in the first leg. We had chances but we couldn’t utilize them so we have worked on that and see how the girls will perform.”

Winner over two legs will face either South Africa or Uganda in the penultimate qualifying round.

Only two teams from the African continent will qualify for the World Cup.

Sprinter Mutale Aims High After Region 5 Games Gold Treble

1

Teenage sprinter Ruth Mutale is aiming high after scooping three gold medals at the recent African Union Sports Council Youth Games in Maseru, Lesotho.

The 17-year-old won gold in 100 meters, 200 meters and 4X400 meters relay in the Women’s Under-18 categories.

The young runner has been nurtured by former World 400m hurdles champion Samuel Matete at his Kitwe academy.

Speaking on arrival from Lesotho, Mutale said she went to Lesotho to gain exposure and was glad to win medals.

“I just feel happy. I am excited to have been part of the national team that went to Lesotho,” she said.

“I didn’t expect myself to win medals but I just went there to have good exposure but it turned out that I won medals, which is a good thing. I am still learning how to compete,” Mutale told Radio Icengelo in Kitwe.

Mutale said she targets to qualify for the next Africa Junior Championship.

“I am expecting to train well and qualify for the Junior African Championship and the African Senior Championship,” Mutale said.

“In the next five years, I would like to see myself on top of the Zambian athletes and to be one of the top ten world class runners.”

“I would also like to see myself competing at the Olympics, Commonwealth Games and the Diamond League,” she said.

Mutale has just finished senior secondary school education.

Zambia Police Arrest PF cadres who stormed a Radio Station when HH was in opposition

44

Zambia Police in Muchinga Province has arrested three Patriotic Front cadres who stormed ISO FM in Isoka district last year on May 18.

Muchinga Province Deputy Commissioner of Police MUNKONDYA BUUMBA has confirmed the arrests of the three PF cadres to ZANIS in Chinsali today.

Ms. BUUMBA identified the three as WILLARD KAPILA, MISHECK LUHANGA 56, and JOHN KAPIKU 43, all of Kalemelela Village in Chief Kafwimbi’s Chiefdom.

She added that KAPILA was arrested in Mpika on Tuesday this week where he has been hiding and will be transferred to Isoka where he is expected to be formally arrested and charged with two others who are already in police custody at Isoka police station with
the offense of criminal trespass.

On May 18, 2020 ISO FM featured President Hakainde Hichilema and two other UPND members in the evening.

Suspected PF cadres stormed the radio station and demanded that the programme be stopped immediately.

Resist the temptation of sliding Zambia back into subsidies, ERB advised

9

Energy Expert Johnstone Chikwanda has said that upwards adjustment in fuel pump prices by 20% and 30% for petrol and diesel respectively is a bitter but necessary pill.

Mr. Chikwanda who is also Chairperson for the energy forum of Zambia says the new prices announced to represent the commencement of a journey aimed at achieving cost-reflective prices in the petroleum oil industry, adding that the oil industry had become weak to the extent that the government had to start compensating some oil companies in order for them to keep importing fuel into the country.

Mr. Chikwanda has since encouraged the Energy Regulation Board (ERB) to resist the temptation of sliding the country back into subsidies.

And UPND national management committee member and deputy national youth and sports Chairman Kenny Ng’ona say the increase in fuel pump prices is a necessary evil.

Mr. Ng’ona says Zambians should understand that without affecting the fuel increment, the cost of fuel was going to continue being subsidized by the government thereby making the government waste more money.

He says the new dawn government should be commended by all well-meaning Zambians for removing fuel subsidies to ensure prices of the commodity are cost-reflective.

But Operation Young Vote (OYV) Executive Director Guess Nyirenda has opposed the hike in fuel pump prices which he says goes against the UPND alliance campaign promises.

Mr Nyirenda says the increase in fuel prices is a hard blow on the citizens and should be reversed immediately.

He says the increase in fuel prices is not only shocking but also unprecedentedly too high especially coming from a political grouping that barely four months ago promised citizens a better Zambia where the cost of living would be affordable.

President Hichilema spoke to Zambians many times telling them how he would reduce prices-Mwamba

25

Former Zambia’s Ambassador to Ethiopia Emmanuel Mwamba has opposed the Government’s decision to hike fuel prices amid the removal of subsidies on fuel and electricity.

Petrol has been increased by K3.54 ngwee per liter from K17.62 to K21.16 while Diesel has been increased by K4.56 from K15.59 per liter to K20.15.

Liquefied Petroleum Gas -LPG- have also been increased by K4.47 while prices of Kerosene have remained unchanged.

Speaking when he featured on the Friday’s edition of the “Let the People Talk Programme on Phoenix FM” on Friday, Mr. Mwamba questioned why the UPND Government is not reducing fuel prices as it promised during campaigns.

He said President Hakainde Hichilema, when in opposition on many occasions, explained how he would facilitate the reduction of prices of essential commodities.

“President Hakainde Hichilema spoke to Zambians many times telling them how he would reduce prices. You have seen in a video how he was calculating fuel price reduction. There are many videos, twits and facebook posts showing how President Hichilema would reduce fuel prices,” Mr. Mwamba said.

He also spoke against the Government’s decision to deal with the International Monetary Fund.

Mr. Mwamba alleged that some of the solutions the government has instituted to the country’s economic challenges will leave the country into worse troubles.

He said Zambia has the potential to find solutions to its economic challenges without involving the IMF.

Mr. Mwamba said economic challenges Zambia is currently experiencing were caused by the IMF who downgraded Zambia and other countries to a middle-income country in 2017.

“The trouble from the IMF is that as Zambians we don’t seem to learn from our critical relationship with the IMF. The IMF in the 1990s where we lost the industrial base because they imposed on us the privatization programme. It is the IMF programme that took us to the Eurobond,” Mr. Mwamba said.

He added:”We wanted us to be borrowing with the IMF and the World Bank and they took us to the market. Ten years later they are blaming us for accumulating the debt yet they are the ones who sent us to the woes.”

Mr. Mwamba said the PF objected to some of the conditions given by the IMF such as the removal of electricity and fuel subsidies when it almost clinched the IMF deal last year.

UPND minister moves to justify the Increase in fuel Price

15

Transport and Communication Minister Frank Tayali has said that the removal of subsidies on fuel is not meant to injure Zambians but to channel the resources towards other key sectors and debt management.

Mr. Tayali said that the increment of the pump price of fuel feels like a burden for now but the advantages will overshadow the challenges that come with the increment in due course.

He was speaking to journalists shortly after an impromptu visit to the RTSA Cosmopolitan office after a tip-off from whistleblowers about poor service delivery.

And Mr. Tayali also directed RTSA to transfer vehicles that are older than 5 years to go for fitness tests at their offices that have modern mechanical equipment.

He wondered why RTSA has been allowing its officers to test vehicles without any equipment and pass the vehicles as fit.

Mr. Tayali said such modes of testing are compromising the safety of passengers and sometimes result in accidents.

Meanwhile, RTSA Chief Executive Officer Gladwel Banda said the agency is constantly trying to improve the services it gives to the people.

And RTSA Cosmopolitan Station Manager Charity Ng’andu said more human resource is needed at the office to attend to the ever-growing demand for services.

ZCID condemns unruly behavior by UPND cadres at Chelston Police Station

5

The Zambia Centre for Interparty Dialogue (ZCID) has condemned the recent unruly behavior by suspected UPND cadres at Chelston Police Station in Lusaka where they destroyed property and attacked PF officials.

ACID board Chairperson Jackson Silavwe says it’s shocking that the cadres could gather courage without fear and begin to commit crimes within the premises of an institution that’s mandated to maintain law and order in the country.

Mr Silavwe says the unruly behavior by political party supporters if not quickly curbed has the potential to turn the nation into a war zone.

He has since urged the Zambia Police to investigate and ensure that everyone who was involved is brought to book swiftly as such actions are a red flag and must be dealt with immediately in order to prevent them from becoming a common trend in the future.

Mr Silavwe has also called upon all political party leaders to take deliberate actions and begin to educate their members that Zambia has got sufficient laws in place to address all issues that may be of concern to any aggrieved citizen

Masebo concerned about the increased number of Covid-19 active cases and admissions

16

Health Minister Sylvia Masebo has expressed concern about the increased number of Covid-19 active cases and admissions. Ms. Masebo says there is evidence of increased transmissions in congregate settings and social gatherings.

She has since appealed to members of the public to adhere to health regulations and to get vaccinated against the pandemic.

Speaking during the Covid update in Lusaka today, the Health Minister said the country has recorded 1 thousand 2 hundred and 94 cases in the last 24 hours out of 9 thousand and 6 tests.

Ms. Masebo said this represents a 14 percent overall national positivity and that one Covid-19 death has been recorded from Lusaka.

She said the active cases now stand at 3 882 active cases and that this is a significant increase from yesterday’s active cases which were reported to be at 2 666.

Ms. Masebo further expressed concern on the increased number of critically ill patients with 38 on oxygen therapy.

She said research conducted locally has revealed that the omicron variant is easily transmissible and poses higher risk of re-infection.

Ms. Masebo revealed that 1 hundred and 50 inmates at Kamwala Prison have tested positive to Covid 19 and said the inmates have to be isolated to avoid infection of others.

She also appealed to religious leaders and higher learning institutions to adhere to Covid 19 regulations as the Ministry has been alerted that regulations are being flouted.

And a Clergy Bishop PAUL MUSUSU appealed to religious leaders not to discourage congregants from getting vaccinated against Covid-19 claiming that it is the mark of the beast.

People should be patient with the New Dawn Government on issues pertaining to education

8

United Party for National Development (UPND) National Management Committee Member Kenny Ng’ona says people should be patient with the New Dawn Government on issues pertaining to education.

Mr. Ng’ona’s comment comes in the wake of complaints regarding the fewer number of students set to benefit from higher education loans and scholarships during the 2022 academic year.

The Higher Education Loans and Scholarship Board has awarded loans to 2,481 first year students at the University of Zambia for the 2021/2022 academic year from 10, 682 applicants.

Some students left out on higher education loans and scholarships have since protested in Lusaka saying they were eligible too.

Students protest prompted former Copperbelt University Students’ Union (COBUSU) Council Chairperson Gershom Nombuyo Phiri to call on the Government to increase the number of students benefiting from higher education loans and scholarships.

But in a media statement issued on Thursday afternoon, Mr. Ng’ona, who is also UPND Deputy National Youth Chairman, said the party in power has the young people of Zambia at heart.

“We have from time and again begged the people of Zambia to be patient with the new dawn government under the leadership of President Hakainde Hichilema. The Minister of Finance Dr Situmbeko Musokotwane has announced and promised that students meal allowances will be reintroduced by June 2022. Thanks to the new IMF deal which the new dawn government has managed to clinch,” said Mr. Ng’ona.

“The party in power has the young people of Zambia at heart and will do everything possible to make sure that all campaign promises are actualized. We want the difference to show and it has already started showing. The great effect of free education is a Christmas and new year present to all those that have been struggling to find school fees for their children. Zambians should not worry about school fees anymore.”

“With the reintroduction of student meal allowances famously known as BC, next year June 2022 will be a great year for students, parents and guardians. We thank the Minister of Finance for announcing that come June 2022 students meal allowances will be back. This calls for celebration among students as the announcement is a great Christmas and New Year present for Zambia,” he said.

Mr. Ng’ona added: “The President H.E Hakainde Hichilema is already making this country better through fixing education from grade 1 up to grade 12. In June, we are fixing BC so as to allow students to concentrate on their studies.”

“Let every well meaning student join in rejoicing and thanking the President for the love he has for this nation as he really wants it to be better than before. Education is the best equalizer and it’s free under the leadership of President Hakainde Hichilema,” he concluded.

Only applicants with 5 and 6 points have been awarded student loans at the University of Zambia for the 2021/2022 academic year.

Of the total number received, 10,485 applicants are eligible for the award of student loans while 197 are ineligible, representing 98% and 2%, respectively.

The Higher Education Loans and Scholarships Board (HELSB) is currently supporting a total of 8,539 students at the University of Zambia

Zambia’s reputation on the world stage is growing positively-Finance Minister

20

Minister of Finance and National Planning Dr. Situmbeko Musokotwane has declared that Zambia’s reputation on the world stage is growing positively.

Dr. Musokotwane’s comment comes in the wake of a decision by the Millennium Challenge Corporation (MCC), a United States Government Agency, to select Zambia as being eligible to develop a five (5) year grant program.

The decision by the Millennium Challenge Corporation (MCC) to select Zambia as being eligible to develop a five (5) year grant program was announced last Wednesday.

Recent compacts signed between MCC and other eligible countries have ranged from about US$330-$500 million.

This is Zambia’s second Compact, following the expiry of the first one in November, 2018 that supported water improvement projects in Lusaka such as the rehabilitation of Kafue Water Works, rehabilitation of ten (10) water distribution centers and Construction of the Chelston reservoir among other projects.

In a media statement, Dr. Musokotwane said it is encouraging that Zambia was selected for the second Compact because the new dawn Government has demonstrated commitment to democratic governance, investing in people, and pursuing economic freedom.

“Today let me take this opportunity to join President Hakainde Hichilema in thanking the Board of MCC for selecting Zambia for the development of a second grant (Compact). The new Compact will definitely supplement the Government’s efforts in delivering development to citizens,” Dr. Musokotwane stated.

“Several weeks ago, I accompanied our President to the United States of America for the UN General Assembly (UNGA). On the sidelines of the UNGA, the President led us in talks with the Millennium Challenge Corporation at a meeting held in Washington, DC. Yesterday’s (Wednesday) positive decision by MCC is, therefore, an affirmation of the productive nature of our Washington engagement,” he said.

“We will soon have a new Compact; a clear demonstration of the excellent partnership that exists between the Governments of the Republic of Zambia, and the United States of America. MCC’s decision to select Zambia as being eligible to develop a new Compact is also a great sign of Zambia’s growing positive reputation on the world stage. We will keep building on these positive sentiments, through partnerships based on trust, cordiality, and mutual interests.”

Dr. Musokotwane added:”We are aware that the governance standards of MCC are rigorous. Often, the set yardsticks are also the basis on which MCC’s commitment to deliver sustainable economic growth, and help reduce poverty throughout the entire lifecycle of its investments, is weighted. Therefore, it is encouraging that Zambia was selected for the second Compact because the new dawn Government has demonstrated commitment to democratic governance, investing in people, and pursuing economic freedom.”

The first Compact focused on rehabilitating Lusaka’s core water system, expanding water supply and sewage networks, and improving the City’s drainage backbone.

Progress was made with 24.8km length of drainages completed, 330 km length of water distribution network completed, and 92km total length of core water pipes replaced.

According to the Ministry of Finance, the Zambian Government will be expected to facilitate a constraints analysis process to identify factors hindering growth in the country.

The outcome will form the basis for the selection of projects and activities to be included in the second Compact agreement between the Government of Zambia and MCC.

We are quickly drifting back to the dark days of the PF Friday Afternoon Arrests to fix Opponents

23

By Fred M’membe

It is a well-known fact that throughout history, those who administer or control the criminal justice system hold the power with the potential for abuse and tyranny.

The statutory powers to arrest and prosecute those who commit crimes should be reasonably exercised and in good faith. By allowing people to be unjustifiably arrested, detained and prosecuted, those in power are sending a dangerous signal that the criminal justice system can used to persecute and fix opponents of the regime. I think we are quickly drifting back to the dark days of the PF Friday afternoon arrests and detentions to fix political opponents.

The way Davies Chama was arrested and detained for days raised serious concerns and we expressed them. He was arrested and detained for attempted murder but ended up with a charge of assault. We witnessed similar handling of Stephen Kampyongo. And now there’s the case of Raphael Nakacinda.

Can’t these arrests be done in a better and more humane way?

Power must be caged by the system. There’s a need to administer justice impartiality. Impartial law enforcement should be guaranteed by institutions. We should apply institutions to every aspect of law enforcement as a wall wired with high-tension electricity line.
The only antidote to the culture of venality is the readiness of our criminal justice system to apply the laws fairly and equally.

In Freedom under the Law, Lord Denning wisely remarked, “All power corrupts. Total power corrupts absolutely. And the trouble about it is that an official who is the possessor of power often does not realise when he is abusing it. Its influence is so insidious that he may believe that he is acting for the public good when, in truth, all he is doing is to assert his own brief authority. The Jack-in-office never realises that he is being a little tyrant.”

We should at all times uphold the rule of law, integrity of the criminal justice system, and the right to a fair trial.

Government Challenged to Find Money and give Loans to 8 000 eligible students

7

Chilubi Member of Parliament Mulenga Fube has challenged the government to urgently find money to pay loans to about 8 000 eligible first-year students at the University of Zambia (UNZA).

The Higher Education Loans and Scholarships Board (HELSB) recently disclosed it has failed to award loans to 8 004 eligible first-year students at the university for the 2021/2022 academic year citing budgetary constraints.

But Mr. Fube has wondered where the 80 percent of students left out will get the needed resources saying most of them may be coming from vulnerable families and that the country needs for its own national development.

Mr. Fube adds that the budget constraints have always existed saying they cannot be used as an excuse especially since this is less than half the number of eligible students that applied in a government that has adequate experience in governance matters and made a lot of promises prior to the elections.

Government to create an enabling legal framework that responds to start-ups and innovators

3

Ministry of Technology and Science has announced that it has plans to create an enabling legal framework that responds to start-ups and innovators and will need support from the innovators themselves and everyone else that wants to make a difference.

Speaking during an interactive breakfast meeting with innovators under the national technology business center in Lusaka today, minister of technology and science Felix Mutati said there is a need to strengthen the framework of collaboration and partnership what is now called the ecosystem.

Mr. Mutati notes that this ecosystem needs to involve government and innovators and technology hubs and all those that believe that change can be brought about adding that this ecosystem must be functional and reviewed within three months in order to understand how they are moving and what should be done.

He mentions that success must be celebrated but there is a need to seat and look at the path that needs to be taken going forward adding that the technology business and development fund that is in the hand of the national technology business center will be boosted by an additional 6.3 million kwacha to offer grants to the starters.

He charges that most of these starters cannot stand on their own unless they are helped particularly when they are starting up stating that the ministry will not be lending these starters ups money but give them grants.

Government commissions 45 kilowatt solar grid mini project

16

Government has commissioned the over 45 kilowatt solar grid mini project at moyo primary school worth 6 million kwacha at in Pemba District of southern province.

The project is expected to benefit 13,500 people directly, connect moyo primary school, moyo mini hospital and 50 other properties which include houses and businesses.

Speaking when he commissioned the power project, energy minister Peter Kapala said this signifies the beginning of the new era as it will add notable social economic transformation to the lives of the people.

Mr. kapala regretted that for a long time now, access to electricity by many Zambians has remained very low with only 8.1 percent of the rural population having access to clean and reliable power.

He has called for public private partnerships and concerted efforts among stakeholders particularly those with empowerment programmes in rural areas in driving the electrification agenda in order to meet the target of ensuring that 51 percent of the rural population has access to power by 2030.

Meanwhile, rea acting Chief Executive Officer Clement Sasa said the provision of electricity in the area will enhance the provision of education and health services to the people.

And World Vision Country Director John Hasse explained that the project was born out of a three year memorandum of understanding signed between world vision and the rural electrification authority to provide electricity to infrastructures where world vision operates in Zambia and to contribute to improved quality of life for the community in the health, education and water sectors.

And southern province minister Cornelius Mweetwa said the commissioning of the solar mini grid project will transform the lives of the people and help public service worker retention.

And Chief Moyo of the Tonga speaking people of Pemba called on pregnant women to take advantage of the mini hospital and access maternal health services and avoid giving birth from their homes.
