Council Police and Drug Enforcement Commission Officers round up Street Kids to remove them off the Street

11

A combined team of Council Police and Drug Enforcement Commission (DEC) Officers yesterday swung into action to remove street kids around the Central Business District in Kapiri Mposhi.

And the Department of Social Welfare has threatened to prosecute parents of the children caught up in the dragnet for child neglect and failure to provide for their children.

This follows a spate of car breakings where property such as laptops and money has been stolen from vehicles parked around the area by suspected street kids.

The team rounded up 20 suspected street kids aged between nine and 19 years in an operation around Shoprite and Choppies supermarkets.

Kapiri Mposhi Town Council Public Relations Officer, Nelly Nkolongo says the operation was conducted to bring sanity to the Central Business District after complaints of thefts, drug abuse and criminal activities involving street kids.

Ms. Nkolongo revealed that the team recovered harmful smoking substances commonly known as “Bostick” from the apprehended street kids.

“Concerns were raised on the activities of street kids around the CBD and the local authority responded to restore sanity … this will be a routine operation to rid the streets of these children and see how they can be re-integrated into school with the help of the social welfare department and Ministry of education,” Ms. Nkolongo said.

Meanwhile, the Social Welfare Department has threatened to prosecute parents of the affected children for child neglect if they allow their children to go back to the streets.

This is after it was discovered that all the 19 out of the 20 apprehended children were coming from homes of their parents.

Kapiri Mposhi District Assistant Social Welfare Officer, Kelvin Munyama says the parents who were summoned and made to sign Commitment to Care Agreements were reminded that it was their responsibility to take care of their children.

Mr Munyama explained that under provisions of Section 169 of the Penal Code Chapter 87 of the Laws of Zambia, a parent commits an offence for failing to provide for the child.

“We made an assessment which revealed that these children are actually coming from homes and have parents so we tracked and summoned their parents whom we have cautioned to the effect that they risk being prosecuted for neglecting their children and have since signed Commitment to Care agreements to resume supporting their children,” Mr. Munyama said.

Mr Munyama said the Department of Social Welfare has since initiated a counseling regime for the affected children and respective parents to ensure that the children do not go back to the streets.

He added that his department will engage stakeholders and the Ministry of Education to facilitate the re-admission into school of children who had stopped school.

“ Both parents and respective children have been linked to counseling services through Social Welfare and several stakeholder organizations in the district on various problems presented as having been the cause of their being found on the streets and DEBS will be engaged to ensure that children who are not in school for various reasons are re-admitted,” Mr Munyama said.

Upgrade serving teachers to precise salary scales – NUPPEZ

2

The National Union of Public and Private Educators of Zambia (NUPPEZ) in Nakonde district in Muchinga province has called on government to upgrade already serving teachers in the precise salary scales.

Nakonde NUPPEZ District Secretary, Benny Chishatama said the elevation should be considered in the 2021-2022 budget which is yet to be presented soon.

Mr. Chishatama who was speaking in an interview with ZANIS in Nakonde today, stated that despite advancing their studies, a number of teachers are still under incorrect salary scales.

“The union is aware of the fact that a lot of teachers have upgraded in Nakonde district as well as the nation at large who are place in wrong salary scale,” he said.

He bemoaned that the circumstance which is quite demotivating might lead to low productivity among teachers.

“Actually it is very frustrating and as a result teachers cannot work nicely or accordingly. There is nothing to encourage us to put in our best,” he said.

Mr. Chishatama further appealed to the new government to first upgrade teachers who are already in service before recruiting new ones so that no one feels left out.

“It is very painful to see a new entrant being put in the right salary scale when you as a serving teacher who upgraded and graduated 5 years ago are still in salary F or G. Therefore the union is pleading to the the New Dawn government to create PMEC vacancies for new entrants by first upgrading already serving teachers,’ he said.

He pointed out that it is saddening to see their hard earned academic papers being destroyed by termites before they can even get a raise.

“Most of the teachers are self-sponsored who struggled to upgrade and their Bachelor’s Degrees and Masters are now being eaten by termites in the cabinets.”

Mr. Chishatama, however, added that the union has trust that the new regime will bring sanity in the education sector and thereby improve service delivery.

“In light of the deeply challenging macro-economic environment that prevails, the new administration faces an urgent need to take steps to restore sustainability while protecting the vulnerable and creating more inclusive growth,” she said.

Ms. Holland said the discussions last week provided the IMF with a better understanding of how the authorities’ reform priorities are informing their 2022 Budget preparations.

“We look forward to discussions on a Fund-supported program in the near future.”

PF will not be intimidated by President Hakainde Hichilema’s threats-Given Lubinda

Patriotic Front party vice president Hon. Given Lubinda has said that the former ruling party will not be intimidated by President Hakainde Hichilema’s threats.

Speaking when he drummed up support for the PF Chisamba council chairperson candidate Alice Siabula, Hon. Lubinda said President Hichilema should focus on delivering on his campaign promises instead of threatening the PF.

“President Hichilema’s threats on the PF does not hold water. We will not be cowed. If he wants he should arrest us all. Zambia is for all of us,” Hon. Lubinda said.

Hon. Lubinda, the former Justice Minister said many Zambians are regretting voting for the UPND because of Backtracking on most of its campaign promises.

“UPND won based on fake promises and President Bally is backtracking on most of his promises. Farmers are waiting to buy a 50 kg fertilizer at K250, youths are waiting to be employed. Zambians have really been fixed,” Hon. Lubinda said.

Meanwhile, Hon. Lubinda said farmers risk having their maize going to waste following government delay in supplying sacks and paying for the maize that have already been delivered to FRA depots.

Hon. Lubinda also said the delay in delivering Fertilizer and other inputs will have adverse effects on the 2021/2022 farming season.

“Farmers have not been paid and most farmers stand to lose out because their maize risks going to waste because of shortages of sacks and delay by the FRA to buy and pay for the maize delivered to them,” he said.

“By now PF would have delivered Fertilizer to Farmers and Bally should also deliver the 12 bags of fertilizer as promised during campaigns,” he said.

And Hon. Lubinda urged the people of Chisamba to vote for the PF candidate Alice Siabula in the October 21 council chairperson by-election.
He said the PF has a proper track record which is there for all Zambians to see.

He said the loss has not only affect the family but the district and the nation at large adding that it will be difficult to recover from the huge loss.

And Chalilo Primary School Head Teacher Kelvin Kunda said the situation is even more saddening as three school – going pupils are among the deceased.

“I really cannot exist without pupils and if this is how people were dying, all of us seated here would not be alive. Losing a huge number of people at the same time is devastating,” he said.

Meanwhile, Chalilo Ward Councilor Mabvuto Phiri thanked government through the Disaster Management and Mitigation Unit for the help rendered since the disaster happened.

“I am 37 years old today and I have never seen such a disaster happen. All those causing such harm should stop because the long arm of the law will soon catch up with you,” he said.

And commenting on the matter, Central Province Deputy Commissioner of Police, Donald Mwandila said officers on the ground are not sleeping on the matter but are working hard to ascertain the cause of the incident and the outcome will definitely be communicated to members of the community.

UNZA, ILO and ZAPD embarks on a mass registration exercise for people living with disabilities

1

The International Labour Organization (ILO) in partnership with the Ministry of Community Development and Social Services, University of Zambia (UNZA) and the Zambia Agency for Persons with Disabilities (ZAPD) have embarked on a mass registration exercise for people living with disabilities in Western Province.

ILO Technical Advisor, Kagisanyo Kelobang said the aim of the registration is to identify and record details of all people living with disabilities so that they can also benefit from social protection.

Mr Kelobang disclosed that currently the Information Management System (IMIS) has very few numbers of persons with disability prompting ILO to embark on an ambitious exercise to capture all the people with disabilities in Western province.

Speaking during a courtesy call on Western Province Minister, Kapelwa Mbangweta this morning, Mr. Kelobang said the exercise will be conducted in eight districts of Western Province namely Mongu, Kalabo, Senanga, Shangombo, Sesheke, Mwandi and Lukulu.

“We want to capture all the details of people living with disabilities so that they too can enjoy full rights of the law,” he added.

Zambia Agency for Persons with Disability (ZAPD) Inspector, John Kinuna said the registration exercise will also enable people living with disability to be certified and access a personal disability card.

“There is a requirement in the government where for every one living with disability to access a service, they have to produce a personal disability card,” he pointed out.

Mr. Kinuna said most of their members have been disadvantaged from accessing government services because they did not have the required identity card.

Meanwhile, the Provincial Minister, Kapelwa Mbangweta has commended ILO and its partners for initiating such a programme that will benefit the people living with disability in the province.

Mr. Mbangweta has since urged the team to use the local radio stations to sensitize the people about the mass registration.

“You need to first sensitize the people through the local radio stations so that they are aware of this exercise even before you go into their districts,” he said.

Kitwe council to start arresting and prosecuting people buying merchandise from undesignated trading places

12

Kitwe City council Town Clerk Mbulo Seke says the council will next week start arresting and prosecuting people buying merchandise from undesignated trading places in an effort to curb street vending.

The Town Clerk says the move is in view of the observed unhealthy customer behaviour of preferring to buy from streets instead designated trading places, and also recent announcement by Local government and Rural Development Minister Garry Nkombo that the State will not tolerate street vending.

Mr. Seke observed that the preference by customers to buy from the streets is what is promoting street vending, street littering and loss of revenue in the markets.

“Under the law, any person found buying goods or merchandise from undesignated places or streets shall be liable on conviction to a fine of 666.67 penalty units or K200,” Mr. Seke said.

And Mr. Seke has stated that the council has secured 841 trading stands that are on offer to traders in Chisokone market.

He said priority will be given to the street vendors operating from Independence Avenue, Matuka Avenue, Obote, Kabelenga, Enos Chomba, Langashe and Chisokone One Way.

He further explained that the deadline for registration and allocation of the available market spaces is Monday 11th October 2021 at 17:00 hours.

“The Local Authority has secured 340 stands in Chisokone B market shelters, 30 stands at the Green market, 21 stands at Olympic and 450 stands at Chisokone A, making a total of 841 spaces available in Chisokone market alone against a self-imposed street vending population of 819,” Mr Seke explained.

Mr. Seke warned that those who will be found selling on the streets when there are spaces available in the market after the deadline will be taken to court.

Two weeks ago during the installation of Kitwe Mayor Mpasa Mwaya, Local government and Rural Development Minister Garry Nkombo warned that government will not tolerate street vending but he instructed the council to first avail trading spaces to those trading on the street after which the law should take its cause on those that will not comply.

ZRA says Tax on Gaming and Betting not new, but Peter Sinkamba disagrees on the threshold

15

The Zambia Revenue Authority (ZRA) has said that the law on gaming and betting being taxed at 20 percent of winnings is not new.

ZRA Corporate Communication Manager Topsy Sikalinda said that the Authority has noted with concern misleading statements related to taxes on gaming and betting sub-sector of our economy.

Mr. Sikalinda said that the facts are that taxes on gaming and betting have been in existence since January 2014, adding that the last amendment was done in 2020 September by the then, Minister of Finance on the floor of parliament as he presented the budget for the subsequent year.

Mr. Sikalinda said that taxes are paid at the rate of 20 percent of free money won and not on the total investment (a bet placed).

He said that the taxation of Gaming and Betting is contained in section sixty-four A of the Income Tax Act and the Income Tax (Betting and Gaming) (Presumptive Tax) Regulations of 2018.

The taxation of Gaming and Betting debate has been raging on social media and in a lot of circles.

However, Green Party President Peter Sinkamba said that his party is extremely disheartened that the UPND Government has decided to indiscriminately impose a 20% withholding tax on any amount that won through betting, without regard to budgetary and constitutional imperatives.

In a statement released to the media, said that all taxes in a given financial year must be approved by Parliament, adding that with respect to the 2021 Financial Year, Parliament directed that no revenue amounting up to K4 000 should be subjected to any direct tax (see page 25 of the Budget Speech 2021).

Mr Sinkamba said that the measure was taken by the previous Government to increase the disposal income of Zambians and as the Green Party, he would therefore demand that the indiscriminate measure the Government has taken to levy withholding tax should be withdrawn henceforth until the new Government put in place a mechanism that ensures that only persons who cumulatively or singly win above K4,000 in a given month are subjected to the withholding tax.

“If your Government will levy the withholding tax contrary to threshold approved by Parliament, then you will be contravening Article 199 of the Constitution of Zambia Amendment 2016 and thereby committing an illegality

“We remind you that you were elected on the ticket of rule of law and constitutionalism. It is too early for you to forget the election platform.
In this regard, we demand that you refund all persons that have been levied contrary to the Constitution and directives of Parliament,’ concluded the statement.

Lungu’s Immunity & HH’s Delicate Balancing Act

40

By Chimwemwe Mwanza

To lift or not to? It’s a question that’s captivated the political landscape since the change of the presidential guard and civil society, political pundits including lawyers alike have been discussing this matter ad infinitum.

For starters, Zambia like many democracies’ world oversubscribes to the principle that every citizen is presumed innocent until proven guilty or otherwise by a court of law. It’s on record that there is currently no case or investigation against former President Edgar Lungu – at least in the public domain for crimes he may have committed during his Presidency. What then is motivating calls for his immunity to be lifted? It’s a difficult ask and off course, answers may vary depending on one’s political affiliation.

Is it even necessary that parliament should consider taking this route should Lungu be found wanting? “We will cross the bridge when we get there,” remarked President Hakainde Hichilema (HH) when asked about this niggling matter during his recent press briefing. This response is a remarkable departure from the conciliatory speech he gave soon after he was declared winner of the 2021 Presidential elections.

Even though the then President-elect extended a gesture of goodwill to the former President, he didn’t directly broach the issue of Lungu’s, immunity. However, the undertones in his remarks somewhat gave a vague assurance that Lungu will be left in peace to enjoy his retirement. This seems unlikely.

Fast forward: While President Hichilema deftly dodged the simplest question at the briefing, he in the process gave the nation a glimpse into his mindset regarding Lungu’s future. “Now that I have the privilege of knowing what I know, I would like to warn you Zambians to be very careful of the people you elect as leaders,” Granted that HH now has the intelligence apparatus in his corner, the inference to this statement is that there might be a few but serious questions that Lungu requires to answer hence HH couldn’t be definitive on safeguarding Lungu’s immunity.

What does the future hold for Lungu then? Only time will tell, for now he remains on HH’s leash. Interestingly, Sesheke UPND Member of Parliament, Romeo Kangombe’s recent vow to table a parliamentary motion to lift Lungu’s immunity adds a different twist to this matter altogether. While his pronouncement smacks of misplaced bravado – because only the President can do that, Kangombe let slip what could be loud whispers doing the rounds in his party regarding the former President’s immunity. With or without evidence of wrongdoing, it seems that the UPND’s desire to force the former President to account for his reign is a foregone conclusion and all that this process is waiting to play out is some fuel and a matchstick.

Blame it on deeply flawed precedence set by former President Levy Mwanawasa (MHSRIP), there is almost an ingrained expectation in Zambia’s political psyche requiring that every immediate past president be dragged before courts to account for their reign. This is a dangerous vicious cycle and parliament ought to somehow put a stop to this madness and safeguard the office of the immediate past President. For clarity, this in no way implies that rogues be shielded from accountability but strengthening legislative oversight on the office of the sitting President is simply one of the many proposals for consideration.

HH’s delicate balancing act

How times have changed. Who could have predicted that Lungu’s future will someday be determined by a person that he once locked up on a trumped-up treason charge; here is a true-life lesson unfolding right before the country? While he has tried to conceal his anger regarding his incarceration – this despite his repeated calls to let the sleeping dogs lie, HH is still bitter about this experience.

The fact that HH kept whistling at sleeping beasts whilst asking others to stop as exemplified in the subtle reminder of the 15 times that he was thrown in jail, underscores this point. Visibly irritated, he yet again reminded the audience gathered at his presser. “As if this was not enough, they threatened to take me back to prison after elections.” While not every politician is as forgiving as Nelson Mandela, the President can’t have it both ways; he should either forgive and move on or at worst launch an open political warfare against his political opponents.

It’s in fact worrying that he chose to use the presser to send a chilling warning to the PF asking its leadership and its members to behave.

Question is, what did the PF do wrong to warrant his threat? This too, he couldn’t elaborate. This begs yet another question? Is it inimical for a defeated political party to regroup? So goes a Ngoni axiom, ndale zibala mkangano – loosely translated as politics do give birth to contestation. Unless the PF is engaged in subversions only known to the President and the intelligence community, it’s fair to suggest that the PF’s criticism of the UPND government has thus far been within prescripts of the constitution.

Fight against corruption

Whispers in corridors of power suggest that several former cabinet ministers are under investigations for various offences committed during PF’s tenure in office. Now, this poses a challenge to the new government’s fight against graft.

Notwithstanding the fact that the PF and its former leaders must account for wrongdoing, UPND should guard against perpetuating the notion that it’s using state institutions and its newly acquired position of strength to decimate the opposition. And how HH manages to navigate this challenge will shape his Presidency. While true that the PF leadership stepped on so many toes, it’s important to draw a distinction between personal differences among warring politicians and crimes politicians may have committed against the state.

While the new dawn which HH espouses is anchored in a departure from the past, the wanton dismissals from government of individuals – simply for having worn PF regalia ages back does not bode well for reconciliation. It’s indisputable that that the culture at the time called for subserviency to rulers of the day and cadreism was an easy ladder to career development.

As such, retribution and vindictiveness will not move the country forward – Zambia does not require a politically toxic environment but positive investor sentiment that will project the country as the perfect destination for Foreign Direct Investment in the region.
The President needs to reign in on this vindictive vice otherwise the country risks sliding back into the much-hated cadre mentality. This includes how he will manage Lungu’s immunity poser.

Copperbelt UPND youth urged to be calm following the suspension of mining activities at the dumpsites

4

United Party for National Development (UPND) youths in the Copperbelt province have been urged to remain calm following the suspension of mining activities at the dumpsite.

UPND Copperbelt youth chairperson Daniel Kamenga said the suspension of mining activities at the dumpsite is meant to allow government to put in place a proper system.

Mr. Kamenga regretted that there were a lot of illegalities at the dumpsite during the PF regime.

He said once a proper mining system is put in place, the young people in Copperbelt province will benefit more from the dumpsite.

He has since urged youths in the Copperbelt province to form and register cooperatives.

Mr. Kamenga said forming of cooperatives will bring about sanity at the mining dumpsite.

He was speaking during a press briefing held at the UPND party secretariat today.

And speaking at the same briefing, Lusaka UPND youth chairperson Anderson Banda said youths are proud and happy with the way government has started rolling out developmental programmes.

Mr. Banda predicted that in the next four years, Zambia is going to a prosperous country.

He said people will regret for not having put President Hakainde Hichilema in office early.

Mr. Banda has since assured the youths that the country is in safe hands as President Hichilema is putting measures in place to ensure that Zambia’s economy is back on right trajectory.

Meanwhile, Mr. Banda said the youths in the province will continue rallying behind the leadership of President Hichilema.

He stressed that the aspirations of youths is for the UPND to deliver on the promises it made to the people prior to the August 12 general elections.

Ms. Laranjinha said the recent elections have opened the possibility of a new and promising chapter for EU operations and bilateral relations between the EU and Zambia.

She further congratulated the Zambian people for the peaceful general elections and transition of power.

Government to re-launch Covid-19 vaccination programme

6

Minister of Health Sylvia Masebo has disclosed that government will relaunch the Covid-19 vaccination programme on Thursday, October 7 2021.

Ms Masebo said the much-anticipated relaunch of the vaccination campaign, which is expected to serve as a catch-up campaign, is a step closer to the target of achieving 30 per cent of the eligible population vaccinated by December this year.

She told ZANIS in a statement that in the last 24 hours, 1,921 doses of Johnson and Johnson, 1,009 dose one and 748 dose two of AstraZeneca vaccine were administered.

The Minister of Health said this brings the cumulative number of doses that have been administered to date to 757,241.

“These are broken down by dose type as follows, 328,179 dose one vaccinations and 429,062 fully vaccinated (of which 254,238 (59%) are the single dose J&J vaccinations),” she stressed.

Ms. Masebo noted stated that following the country’s impressive and consistent low numbers of cases, hospitalisations and deaths recorded recently, government last week took the decision to lift the restrictions put in place at the height of the third wave to protect lives and livelihoods.

“However, let me be quick to stress that the lifting of restrictions is by no means a green card to drop our guard completely,” she warned.

She further said, “the SARS-CoV-2 virus, which causes Covid-19, is still very much in circulation among us, and therefore, we must bear in mind that the restrictions were lifted in the context of continued adherence to the public health and safety measures, including the five golden rules,” she explained.

And Ms. Masebo has said that in the last 24 hours, the country recorded nine new confirmed Covid-19 cases, out of the 3,073 tests that were conducted. This represents a 0.3 percent overall national positivity.

She stated that the new cases were reported from seven of the ten provinces.

The provinces that did not detect any positive cases of Covid-19 from the tests conducted in the last 24 hours are Central, Northern and Southern.

“The breakdown of the new cases and within province positivity are as follows: Central province 0 (0.0%), Copperbelt province 1 (0.3%). Eastern province 1 (0.5%), Luapula province 2 (0.8%, Lusaka province 1 (0.1%), Muchinga province 2 (0.8%), Northern Province 0 (0.0%), North-western province 1 (0.9%), Southern province 0 (0.0%) and Western province 1 (1.2%),” she said.
