Banda scheduled to run another 400 kilometers for violence free campaigns

3

Scheduled to run for close to 400 kilometers from Chipata to Luangwa Bridge in Luangwa District, Morgan ‘Katatala’ Banda says his next long run is aimed at raising awareness on violence-free campaigns ahead of the 12 August polls.

ZANIS reports that Banda revealed this when he was welcome by his traditional leadership at Chief Chanje’s palace in Chipangali District.

Several people gathered at Chief Chanje’s palace to listen to Mr. Banda who narrated his exciting story after running from Chipata to the country’s Capital.

Soon after his arrival in Lusaka, Mr. Banda received accolades from not only government officials but the general public who awarded him several gifts and cash.

And announcing his next ran for the violence-free campaign ahead of the August 12 general elections, Banda re-emphasized that Zambians should always remember to guards the nation’s peace which they must jealously protect.

He charged that One Zambia, One Nation motto, as advocated by late first President, Dr Kenneth Kaunda country apart from Zambia and so we must guard this nation jealously by conducting violence-free campaigns as the country draws near the polls,” Banda said.

And thanking Mr. Banda for promoting the chiefdom with what he has embarked on, Chief Chanje advised him to work with his Indunas to ensure they send messages of peace during this time of campaigns.

“When we think about people like Dr. Kaunda, they never used violence when they were fighting for the freedom of the country and so, we must emulate them, ” he says.

Meanwhile, there was jubilation at Chief Chanje’s palace when word went round that the man who ran from Chipata to Lusaka was in the chiefdom.

A lot of people thronged the palace to catch a glimpse of Morgan Banda who hails from Muzilwa village near the border with Malawi in Chief Chanje’s area.

Teachers Commend Government Over Debt Swap Initiative

9

The Zambia National Union of Teachers (ZNUT) in Shiwang`andu district has commended the government for implementing the debt swap initiative for civil servants.

ZNUT chairperson in Shiwang’andu district, Stephen Kangwa, told ZANIS that the debt swap initiative will greatly help liberate teachers and other civil servants who borrowed from various financial lending institutions.

Mr. Kangwa observed that the teachers and other civil servants were overburdened with servicing concurrent loans. He said the debt swap initiative will therefore be a relief to the highly indebted workers and motivate them as they carry out their duties.

He said the teachers are the majority of the workers who were affected by loans adding that some of them were having zero net pay due to over-borrowing.

“Most teachers who were affected by loans were demoralized and this resulted in poor delivery of services and poor learner performance,” he said.

Mr. Kangwa has since assured the government that the teaching fraternity will retain integrity as their loan burdens have been lessened following the debt swap initiative. He said the move by the government to carry out a debt swap is timely amid the economic downturn. Mr. Kangwa further commended the government for its relentless effort towards improving civil service.

Meanwhile, Mr. Kangwa has cautioned teachers and other civil servants not to borrow money from unregistered money lenders. And some civil servants have appreciated the government for implementing the debt swap initiative.

Muchinga chiefs resolve to support President Lungu, PF

Traditional leaders in Muchinga province have resolved to support President Edgar Lungu and his Patriotic Front (PF) party because of their good performance in the last 10 years.

And the traditional leaders in the province have called for peaceful campaigns ahead of the August 12, 2021 polls.

Secretary of the Muchinga Provincial Chiefs Council, chief Lundu has told the Zambia News and Information Services (ZANIS) at his palace today that traditional leaders in the region have resolved to continue supporting President Lungu and the PF party.

Chief Lundu said the traditional leaders’ resolution to support Dr. Lungu was as a result of the good performance of the PF administration in the last 10 years.

He said chiefs in the province are confident that some development projects, which have not yet been completed, will be worked on in due course hence the need to support the ruling party and ensure that it is voted back into office during next month’s polls.

“We are happy with the extent of development in all the chiefdoms and where projects are still running, we know that they will be completed because even Rome was not built in a day,” said chief Lundu.

The traditional leader cited infrastructure development in the education and health sectors as some projects that have positively impacted the local people.

He added that every chiefdom now has a secondary school and a min hospital or a health post.

He observed that the maternal mortality rate has drastically reduced in rural communities because of the huge investments in the health sector through infrastructure development and employment of qualified staff.

“As chiefs in Muchinga Province, what we are saying is that we are rallying behind President Edgar Lungu in the August 12 general election because of the past performance,” said Chief Lundu.

He also said it is good that the contractor, China Jiangxi, who is working on the Lot 1 of the Chama-Matumbo road, will be moving back on site to complete the remaining 62 kilometres (km) of the road project.

And the traditional leaders in Muchinga have appealed to political parties taking part in the August general election to ensure they engage in peaceful campaigns.

Chief Lundu of the Senga people of Chama district said traditional leaders in the province want peace before, during and after the August polls.

He said it is important that the peace that the country is enjoying is safeguarded at all costs.

Meanwhile, Chief Lundu said traditional leaders in the province are also happy with President Lungu for choosing another female as his running mate.

He said traditional leaders in the province have confidence in President Lungu’s running mate Nkandu Luo because of her past achievements and performance in various positions she held in the government.

He said President Lungu’s decision to settle for another female as a running mate in the August general elections confirms the President’s commitment to support women by appointing them in various positions.

Opposition Leader expresses concern of the sudden strengthening of the Kwacha and its volatility

26

Opposition Leader of Patriots for Economic Progress (PeP) Sean Tembo has said that volatility in the exchange rate of the Kwacha against major convertible currencies is actually adverse to the economy as it undermines the ability of business entities and individuals to transact and often attracts significant foreign exchange losses to cross-border traders.

In a statement to the media, Mr. Tembo said that his party had noted with concern the huge volatility in the exchange rate of the Kwacha against major convertible currencies witnessed in the past few days.

He stated that PeP was particularly disappointed with the Bank of Zambia (BoZ) for sleeping on the job and failing to intervene to prevent the huge volatility in the Kwacha exchange rate.

“Between Thursday, July 22, 2021, and Friday, 23rd July 2021 alone, the Kwacha moved from K22.67 to K20.96 to the US Dollar as per BoZ website, which represents a 7.5 percent movement in a single day. It must be noted that one of the key mandates of the Central Bank is to maintain stability in the forex market and to intervene through Open Market Operations where necessary. This is where the Central Bank either sells or buys forex from the open market so as to prevent the Kwacha from over-depreciating or over-appreciating, as the case might be, and therefore keep it stable,” Tembo stated.

Tembo, a Chartered Accountant himself, further noted that the International Monetary Fund (IMF) in its governing rules and regulations defines a stable currency as one which records daily movements of between zero percent and 0.5 percent.

He stated that the 7.5 percent movement witnessed between 22 and July 23 was unprecedented in terms of currency volatility anywhere in the world and is an unequivocal verdict on the lack of competence of the Bank of Zambia and its leadership.

“As Patriots for Economic Progress, we are fully aware of the fact that as we draw closer to the 12th August 2021 general elections, the PF and its government will become more and more desperate and will try to present a cosmetic view of the performance of the economy. This is evidently intended to misled voters so as to create a false perception that the economy is on a path of recovery when in fact not,” he stated.

Tembo lamented that this appetite by the government to falsify the actual poor performance of the economy was now manifesting itself through the manipulation of the Kwacha exchange rate by the Bank of Zambia, among others.

He stated that his party had no doubt that the sudden appreciation of the Kwacha in the past few days was not supported by any fundamentals but was most likely a result of the Bank of Zambia off-loading forex reserves on the open market as it plays its part in trying to mask the poor performance of the economy so as to mislead voters.
“Such an approach is however not sustainable as we shall soon run out of the little forex reserves that we have. The forex volatility is also undermining any prospects of growth that the economy might have had, as it will definitely keep away foreign investors who normally prefer a stable economic environment.

As Patriots for Economic Progress, we wish to take this opportunity to remind the Zambian people to judge the PF government on the basis of the economic hardships that they have been experiencing for the past 5 years as well as the hunger they feel in their stomachs. The electorate should not be misled by these last-minute antics by the government, regardless of whether such antics take the form of sudden and unexplained appreciation of the Kwacha, debt swap, or commissioning non-functional power generation plants,” Tembo stated.

He further stated that it was evident there would be no limit to the acts of desperation that the PF and its government would engage in to window-dress their poor performance for the past five years.

“Indeed, the PF and its government are extremely desperate in their quest for political survival, but the electorate must not allow themselves to be hoodwinked into believing that the economy which has been performing extremely poorly for the past 5 years, has suddenly turned around only days before Election Day,” stated Tembo.

UPND Candidate urges Chilanga women to vigorously campaign for HH

THE UPND Chilanga District Council (CDC) aspiring chairperson, Champion Tembo has implored on the women in Chilanga district to vigorously campaign for the UPND torchbearer, Hakainde Hichilema, so that he can make Chilanga district his second home when elected into office.

PF will ensure Zambians benefit more from the natural resources -Nkandu Luo

President Edgar Lungu’s running mate Professor Nkandu Luo has assured miners on the Copperbelt that the PF will ensure Zambians benefit more from the natural resources the region is endowed with.

Professor Luo says most mines on the Copperbelt were on the verge of collapsing but President Lungu took a bold decision to save Konkola Copper Mines and Mopani Copper Mines.

Professor Luo says the PF is on the right track to save the mining industry which was disturbed by privatization saying some investors were arm twisting government so that Zambians do not benefit from the mines.

Professor Luo was speaking in Chingola when she addressed former miners and assured them that the PF is concerned about their plight.

She urged the former miners not to be cheated by some politicians who were behind the privatization of the mines saying they have nothing to offer them

And Professor Luo’s campaign manager Given Lubinda urged the miners to take advantage of various programs undertaken by the government so that they can venture in other activities such as agriculture.

PF accuse UPND of abrogating the peace accord which the two parties signed

14

RULING Patriotic Front (PF) Secretary General Hon Davies Mwila has accused the opposition United Party for National Development (UPND) of abrogating the peace accord which the two parties signed ahead of the August 12 General Elections.

Hon Mwila has also challenged the Electoral Commission of Zambia (ECZ) and some named Electoral Observers to come out and condemn the violence that was being perpetrated by UPND leader Hakainde Hichilema and his campaign team.

Speaking when he toured and held campaign meetings in the various wards of Mandevu Constituency in Lusaka, Hon Mwila said Mr. Hichilema had never condemned violence publicly which was a source of concern to the signed peace accord and the electoral process.

He said that the PF have still maintained their commitment to holding violence free campaigns of substance but would do everything possible to protect it’s members and property.

“We have made a commitment as a party that our campaigns are going to be issue based with no violence and we will still abide by that but we will not allow our members to continue being butchered and property damaged by the opposition,” Hon Mwila said.

He said that the UPND had resorted to engaging in violent campaigns to scare the electorates on the ground because they know that they were losing again on August 12.

The PF CEO has since directed the party structures on the ground to remain alert and ensure that their offices are protected from malicious damage by the violent opposition which was doing everything to deter the ruling party from campaigning on the ground.

He said President Edgar Chagwa Lungu had sent him to go and visit the electorates in the wards because he believed that was were votes are won.

“So I am doing door to door campaigns and we are happy with the progress made so far,” he said.

Hon Mwila has also advised the electorates on the ground to go out in large numbers and vote for President Lungu and other PF candidates on August 12.

He has urged them not to relent when they find long queues at polling stations because the rewards would be fulfilling.

The PF CEO has since assured the electorates that more party regalia would be delivered to them through their adopted Councillors in due course to boost their campaign activities.

Speaking at the same event, Member of the Central Committee (MCC) Hon Anne Kayula urged the electorates in Mandevu who had gathered to welcome Hon Mwila and his entourage to vote for President Lungu in large numbers because Mandevu along with Kanyama are known for producing the highest number of votes for the PF in Zambia.

And PF Lusaka Province Chairman Kennedy Kamba has promised to work with the all party structures in Mandevu so that they delivered maximum votes for President Lungu and the party on August 12.

Also in attendance was PF Mandevu aspiring Member of Parliament Hon Christopher Shakafuswa, PF aspiring Mayor for Lusaka Chilando Chitangala and all aspiring Councillors from the wards in Mandevu amd former PF Lusaka Province Chairman Paul Monga among others.

National Union of Miners and Allied Workers slams people questioning Zambians’ ability to run Mines

14

The National Union of Miners and Allied Workers (NUMAW) has criticized people doubting the capabilities of Zambians to run local mining firms. NUMAW president James Chansa said Zambia has capable human resources to run Mopani Copper Mines.

Mr. Chansa said people doubting Zambians’ capability to run and operate mines should be questioned. He wondered why some people are fond of politicking even when the country has enough expertise to run the mines. He said this when he featured on ZNBC’s weekly televised programme Sunday Interview. Mr. Chansa bragged that the country has adequate human resources to manage the operations of mining firms.

“The problem we have in Zambia is that everything is politicized, there is something as Zambians we must understand, we have experience to run the mines,” he said.

He explained that over the years, Zambians have gained various skills and experience needed to effectively manage mining firms. The NUMAW president said the current crop of Zambian engineers is capable of working in copper mines in foreign countries as expatriates. Mr. Chansa reminded ‘doubting Thomas’ that when Vedanta left KCM and Glencore left Mopani, Zambians remained managing the two mines.

“Zambians are supposed to be working as expatriates in copper mining in other countries,” he said.

He expressed confidence in the capabilities of Zambians to run the mines as they have vast experience. He added that, “…Zambians we can’t fail to run the mines, we will run them satisfactory”.

Meanwhile, the National Union of Miners and Allied Workers president has commended the government for allowing mining companies to continue operating in the face of Covid-19.

“One thing that we have loved about this government even if people look at us that we are sided with the government is that during the Covid-19 period, there is no mine in Zambia that has closed,” Mr. Chansa said.

Mr. Chansa said there was no mine worker who was put on redundancy because of the Covid-19 pandemic.

Zambia-China Economic Ties need Recalibration

13

By Mwansa Prospery Chalwe

It is a well-known fact that China is Zambia largest bilateral creditor; it is also Zambia’s largest trading partner, and it’s single largest investor. On the basis of this, it is a fact that if the there is one country in the World, that can influence and determine the economic fortunes of Zambia – positively or negatively – it is China. With a bit of thinking and patriotism by Zambian leaders, China with its capital and a massive market, can be a huge part of the solution to Zambia’s economic problems.

To just recap and put the analysis in context, in 2018, bilateral trade between Zambia and China was estimated to be in excess of $5 billion, whereas China’s total investment in Zambia was estimated to be more than $4 billion in various sectors. Zambia also owed China over $3 billion or 30 per cent of the total foreign debt according to official figures. However, according to the China-Africa Research Initiative (CARI) at the Johns Hopkins University, they estimated that Zambia’s accumulated loans from China were almost $9.7 billion including commitments (Credits in pipeline). These are huge sums of money to have “flowed” into such a small economy. Unfortunately, these billions do not seem to have made much economic impact on ordinary Zambians in terms of discernible job creation, poverty alleviation and lowering the cost of living. The big question is, why?

As the situation stands now, any objective analysis of the relationship between Zambia and China, would conclude that it is not the much touted ‘Win- Win” by the China. It is a rather lop sided one. China benefits much, much more than Zambia in so many ways. This view is supported by Chinese scholars of Hebei University of Economics and Business, Cheng Jian and Comfort Lubinda’s study.

“Even though the Sino-Zambia relation is based on ?win-win cooperation, the current pattern favours China more. These shortcomings of Chinese capital in Zambia call into question the widely held belief that Chinese investment in Zambia is a ?win-win for economic cooperation. By analysing various current Chinese development projects in Zambia, the paper has reviewed that Chinese investments are potential sources of new knowledge to Zambia, but despite this fact, the spill over of this knowledge is very minimal,” they wrote in their insightful research paper.

In view of the current dire economic situation that Zambia finds itself in, it is only rational that our
relationship with the most influential stakeholder in our economy needs to be revisited as part of our search for economic recovery solutions. And this, should be a non- partisan issue.

No Foreign Exchange inflow

In the first instance, the Chinese development financing model is structured in such a way that no finance or very little foreign exchange flows into Zambia as a result of loans obtained. In fact, Zambia has to make counterpart contribution to projects which constitutes forex outflow. China’s loan funds do not leave China and so, virtually very little transactions take place in Zambia’s economy. In funding Zambia’s infrastructure projects, China’s policy banks such as China Development Bank (CDB), the China Exim Bank (China Exim) and China National Aero-Technology Import and Export (CATEX), who provide finance for projects, pay Chinese Contractors directly. In Zambia, the main contractors include the following: Aviation Industry Corporation of China (AVIC), Sino hydro, China National Complete Engineering Corporation (CCEC), China Jiangsu International Technical Corporation, China Jiangxi Corporation for International and Technical Corporation and China Henan International Corporation. The net result is that the loans have no positive impact on the kwacha exchange rate.

Apart from the fact that very little finance comes to Zambia, in terms of labour, the bulk of the technical and manual labour employed on most of the Chinese infrastructure projects are brought in from and paid for in China. In addition, the machinery and materials that are used on these projects are also supplied by Chinese companies in China.

Sub-contracting ignored

It should be also noted that the structure of Zambia’s infrastructure projects are such that there is hardly any joint ventures formed between Chinese and Zambian contractors. In addition, despite the Zambian government policy of requiring Chinese companies to subcontract 20% of their works to Zambians, this policy has not been complied with and is mostly ignored. The former minister of the Infrastructure and Housing, Vincent Mwale, whilst on a site visit on one of the road works in Lusaka, blasted one of the biggest Chinese Contractors in Zambia, AVIC International for failing to comply with the policy.

“I am in receipt of a petition from small and medium scale contractors who have complained that you, Avic International are not complying with the 20 per cent sub-contracting Policy.” The Minister said. “As Government we want that, through the 20 per cent sub-contracting Policy, we build capacity in Zambians who in future may bid for bigger contracts because they would have gained the experience. Sub-contracting is also meant to ensure that part of the contract’s money is retained in Zambia to help build capacity in terms of equipment and training.”

Jobs exported and created in China

It is clear from the above scenarios that real economic activities including job creation happens in China and not in Zambia and all we have in Zambia is just brick and mortar which cannot be related to any tangible economic value addition in the short to medium term. It is the combination of the above factors, capacity issues notwithstanding, in certain instances, that are the main reasons why the ambitious, massive infrastructure projects for the past ten years have not had much multiplier positive economic effects. There is no question that Zambia has been a construction site for the past ten years. But, unlike other countries where such multi-billion construction activities transforms their economies, the Zambian construction boom has not led to economic growth and job creation. Instead, it has resulted in the massive depreciation of the kwacha by over 353 per cent in 10 years, inflation rising to 24%, high unemployment, high poverty levels, negative economic growth, high cost of living and high cost of doing business.

On the basis of the aforementioned experience and statistics, the current model, needs some recalibration in its implementation so that it promotes inclusive economic growth in Zambia in order for it qualify for the so called “win –win” situation that is claimed by China. The recalibration actions should be undertaken by China and Zambia both individually and jointly.
There are a number of possible suggested changes that are required in the recalibration process of Zambia and China’s economic relationship. The first issue that needs to be addressed is the prioritisation, sequencing, spreading out and proper mix of development projects funded. From the common sense point of view, the top two priority sectors for infrastructure funding in Zambia, which would have had a direct impact on ordinary Zambians while at the same time contributing to economic growth, was to increase agriculture productivity and the provision of reliable and affordable power. The bulk of the funds should have been channelled there.

Studies have shown that growth in agriculture is four times more effective in the reduction of poverty than non-agricultural sectors growth. Building dams for irrigation in agricultural areas like Eastern and Southern provinces, building feeder roads to peasants’ farmers to enable access to markets for their produce and training extension workers to improve peasant farmers’ productivity would have totally transformed Zambian economy already and there would have been something to show for the billions of Chinese loans. In addition, China could have provided a huge market for any massively produced agriculture produce such as soya beans by importing from Zambia, as a “favoured” nation rather than from USA and other Western countries – that is how “win- win” looks like.

China is a leader in renewable energy and it should have facilitated the electrification of rural areas through solar power plants which would have had massive impact already. Rural areas are key to Zambia’s development. These two sectors would have achieved multiple objectives of food security, tax revenue generation, employment creation, poverty alleviation, diversification of economy and foreign exchange generation through exports. This would have been a vote winner also unlike the expensive and uneconomical roads, airports and single sourced digital migration projects for example.

Value addition and Human Capital development

China should avoid falling in the trap of being another neo-colonial power whose interest is simply to make Zambia and other African countries as suppliers of raw materials. It should differentiate itself from the West by ensuring that while it imports a substantial amount of raw materials, it leaves some in Zambia, and help the country add value to those raw materials. The abundant copper, cobalt and manganese should be retained to develop the battery and copper cable industries to meet the demands of the electric car market and other clean energy industries in China and the other industrialized countries. China has also not paid significant attention to Zambia’s human capital capacity building. Chinese companies still import mostly skilled labour from China to work on large projects. The development of human capital and skills transfer is a prerequisite to development and no economic relationship is ever truly beneficial to host country if there is no technology transfer and building of the local capacity.

Vanity projects and debt trap

China has a “5 Nos” non-interference policy in relation to African countries by respecting their sovereignty. This is a very commendable policy indeed. In the commercial world, however, it is irresponsible for a lender to give money for projects that will not generate money to repay the loan unless they have some other hidden agenda. In order to avoid the current debt trap and sovereign default that Zambia has found itself in, China’s policy banks will need to do better project evaluation in future to ensure that no vanity projects are approved. This does not constitute interference in the internal affairs or the development path of a country but it just amounts to prudent lending, period.

Perceived Corruption Exporting

There are other issues where China should not use the excuse of non-interference which has contributed to Zambia’s economic ruin, is corruption. There is a perception in Zambia and the World that China is an exporter of corruption. In Zambia, it is alleged that corruption has gone up exponentially in the last ten years with Chinese nationals and corporations accused of being among the contributors to the scourge’s increase. Critics point to one case as an example. In 2020, the World Bank sanctioned State-owned Chinese company, China Electric Design and Research institute (CEDRI) for fraud and corruption on an electricity project. Western critics and media allege that the reason why China is not keen to fight corruption in African countries like Zambia is because it serves China’s interests well. China needs to work hard to change this perception. As part of the recalibration process, China needs to do more to fight this scourge in Zambia among its nationals and companies like the US does through its Foreign Corrupt Practices Act (FCPA). Corruption is a moral and values issue. If corruption is bad for China, it must be bad for Zambia too.

The proposed recalibration are possible to implement with some political will from Zambia as the Chinese leadership respect the views of their cooperating partners unlike the West. This has been borne out in practice by many countries like Indonesia, Rwanda, Ethiopia, as well as through research.

According to independent researchers Larry Hanauer and Lyle J. Morris of Rand Corporation in the United States of America, China is ready to adjust its policies depending on the reactions of African governments and populations to its presence in a country in order to accommodate any hostile concerns.

“Beijing has adjusted its policies to assuage Africans’ concerns and put the Sino-African relationship on a more balanced footing. These modifications include a greater emphasis on “sustainability” in the economic and trade relationship; the promotion of Chinese soft power, culture, and people-to-people exchanges; and proactive engagement in the security and stability of conflict-prone areas in Africa. Such adjustments represent an understanding among Chinese elites that China’s increasing presence on the continent is producing negative consequences that must be addressed. Beijing’s adjustments have the potential to benefit both China and its African partners; the resulting favourable climate will enable Chinese investments to continue securing natural resources and generating profits while also contributing increasingly to local job creation and economic development,” they wrote in their report.

China should always keep in mind that Africa is a diverse and complex continent. There are some countries with very poor quality leaders who need mentorship and handholding and where the blanket application of the “5Nos” policy will just ruin China’s name. Also, the security of its citizens and investments in Africa, lies in ensuring that the citizens of the host African countries are happy through job creation and poverty alleviation. It does not lie in propping up corrupt leaders, supplying surveillance and military equipment to insecure dictatorial governments.

To conclude, it is important that China recalibrates its Zambian policy by ensuring that it helps create more local jobs, transfers more technology, adds value addition to local raw materials, invests in agriculture technology and infrastructure, helps fight corruption and in building local capacity-both technical and managerial — because that is what ordinary Zambians are looking for.

UPND Warns Party Officials Against Fielding Inefficient Polling Agents

UPND Secretary General Batuke Imenda
UPND Secretary General Batuke Imenda
THE United Party for National Development (UPND) party secretary-general, Batuke Imenda, has warned party officials against fielding inefficient polling agents.

Zambia goes to the polls in the next 16 days – an election in which the PF is expected to ride on intimidation and other dirty tactics to survive an imminent defeat from their longtime arch-rival, Hakainde Hichilema.

Speaking yesterday when addressing senior citizens and the UPND party officials and candidates in Chilanga, the party CEO said the UPND doesn’t want to give the PF an opportunity to rig the coming elections through inefficient polling staff.

He told the party officials to recruit efficient polling agents who are going to stand against PF intimidation tactics and be able to correctly fill in the GEN 12 form.

He warned that the party officials who will field inefficient individuals as polling agents will be fired from the party.

“Let’s not hear of small boys and illiterates representing UPND in polling stations no. If we come here and find out that you’ve put your relatives and small boys as agents we are not going to only dismiss you but fire you from the party because you are a saboteur,” warned the party chief. “We are fed up of being in opposition because of the people who fail to protect the vote. I don’t want to be called a secretary-general of an opposition party. I want to be called a secretary-general of a ruling party.”

Mr. Imenda also advised that the party must move away from the tendency where people just vote and go home to follow results from their television sets or radios because this has been giving the ECZ an opportunity to fidgety around with figures. He said people must ensure that results are not played around with by sufficiently manning the polling stations.

And the party CEO dispelled rumours that the ECZ will demand the covid 19 tests certificates from the polling agents. He said the story is a hoax because such a thing would have been formally communicated to his office.

And speaking at the same function, UPND Chilanga district council aspiring council chairperson, Champion Tembo, implored on the senior citizens who have endorsed the party in the district to network amongst themselves and ensure they support the party. He said the senior citizens should assist the party in vote protection.

“….for me I feel from this meeting, the senior citizens must pick up the challenge and begin to mobilise amongst themselves. You know where your other colleagues are. It’s easier for you to pick up your call and call the people in Namalombwe, call the people in Kalundu [and] call the people in the rest of the wards,” said Tembo. “For me, I don’t want to sound like a baby to begin to tell you what our needs are, they are many. But the issue of vote of protection is important….is prominent. We want you to assist us in this area.”

Meanwhile, the UPND Chilanga constituency aspirant, Sipho Hlazo, has assured the party secretary-general that Chilanga has trained polling agents who are equal to the challenge.

He said that himself, the aspiring council chairperson and the councilors have actively been involved in the training of the polling staff and that no one will be allowed to sneak in relatives for monetary gains.

In attendance were the UPND district party chairperson, Chisambwe Chinyama, district IPS (Chrispine Chambwa), and the campaign manager (Ngenda Situmbeko). Others were the constituency vice chairperson (Alex Cheelo), constituency youth chairperson (Brandon Mutema) and the constituency coordinator (Trevor Mwiinga). In 2016, Zambia witnessed the most violent election in history with a poll day which international observers say was marred with irregularities which resulted in the UPND petitioning the vote.

Davies Mwila urges PF members to help garner more votes in party strongholds

The ruling Patriotic Front (PF) has implored its members to go flat out and ensure that the party garners more votes in its strongholds in the forthcoming general elections set for August 12, 2021.

PF Secretary General Davies Mwila cited Lusaka and Copperbelt as two provinces where the PF should maximize on garnering presidential votes for President Edgar Lungu.

He was speaking during the campaign meeting held in Mandevu constituency and streamed live on Facebook via the Smart Eagles page.

Mr. Mwila revealed that President Lungu has granted him permission to visit all the seven constituencies in Lusaka ahead of the August 12 general elections.

He has since urged PF members to work together and ensure that President Lungu is re-elected for office.

The PF Secretary General further called for harmony and unity within party structures.

He explained that the party will easily win once unity and peace prevail in the party.

Mr. Mwila expressed happiness after learning that all aspiring candidates who contended for the Mandevu seat but were not adopted have rallied behind the elected party officials.

“We need unity in the party and I am happy to learn that all those that applied to be adopted on the PF ticket are working with the elected officials,” he said.

The PF Secretary General also appealed to the electorate to support PF aspiring councilors, Members of Parliament and President Lungu.

At the same meeting, Mr. Mwila advised party structures to ensure that party properties are safeguarded at all times.

“Let us protect our property, our office must not be left alone. We should be having people looking after the offices,” he said.

And Mr. Mwila has predicted that the PF will scoop more seats in Western and North Western provinces in next month’s general elections.

Meanwhile, Mr. Mwila has challenged the Electoral Commission of Zambia (ECZ), Non-Governmental Organisations (NGOs) and the Commonwealth to condemn the opposition political parties that have allegedly abrogated the peace agreement.

The PF and UPND recently signed a peace accord, signaling commitment to ending the electoral violence that had engulfed the two political parties ahead of the August 12, 2021 general election.

Mr. Mwila wondered why some organization such as the Commonwealth, NGOs and ECZ have decided to remain mute after some parties allegedly abrogated the peace accord.

The Millers Association of Zambia (MAZ) has revealed that the exportation of mealie meal which is ground from millers’ own maize is going on well. Early this year, government gave MAZ a 20 percent produce exporting rights, which authorized millers to export 20 percent of their produce.

Millers Association of Zambia (MAZ) president Andrew Chintala said in Lusaka today that the association was on course with the exportation of mealie meal. Mr. Chintala said all modalities that were put in place have been very effective hence allowing the exportation of mealie meal to progress smoothly.

He has since reaffirmed the association’s commitment to ensure that the exportation process is carried out well with strict adherence to the 20 percent threshold.

“The cash flow in the crop sector has been on the rise. That has been brought about by the 20 percent exporting rights that were given, therefore ensuring that the prices of mealie meal in the country reduce drastically and ensure that every household can manage to buy a bag of mealie meal,” he explained.

Mr. Chintala further said there will be need for continuous engagement between the various milling companies and MAZ to ensure the association acquaints them with the requirements. He has since called upon more milling companies to come on board and ensure that the mealie meal export exercise is successful.

Mr. Chintala said currently, the association is only exporting mealie meal while the exportation of other products will commence soon after consultations with the government are concluded.

On 26 March 2021, government accepted the proposal by the Millers Association of Zambia to allow millers to export 20 percent of their mealie meal made from their own maize.

Child protection committee rescues two sisters from forced marriage

4

Katete District Child Protection Committee has rescued two sisters from being given away into a forced marriage by their mother. Katete District Social Welfare Officer Joyce Msoni has confirmed that the two girls are now under the care of Young Women Christian Association (YWCA) for their own safety.

Ms. Msoni narrated that Sophia Mwanza, a mother of Chipopela village in Chief Mbang’ombe area had started with giving away her 18-year-old daughter into marriage with an old man of Chief Msoro’s area.

However, when her 18-year-old daughter refused and ran away from home to go and stay with her father, the mother in desperation attempted to force the 15-year-old daughter to marry the same man.

The committee, working on reports from its informants, quickly moved on the ground to amicably counsel the mother to the girls, who are now under YWCA custody for their own safety.

Apparently, the parents to the two girls are separated and the girls have been staying with their mother.

“This is a broken family. These children are staying with the mother while their father stays with his own household, so we have decided to take these children to the Young Women Christian Association (YWCA) for safety as we counsel the mother,” she said.

And narrating her ordeal, the 18-year-old daughter said her mother forced her to marry a man, but she refused and ran off to her father’s house.

The teenage said she was later shocked to learn that her mother had decided to turn her desperation on her 15-year-old young sister.

She disclosed that her young sister, who has come of age, was locked up and being initiated by Alangizi ( traditional marriage counselors ) preparing for marriage with the same man.

“My young sister was beaten on several times by the Alangizi and she was even locked up in the house for the whole day,” she said.

The 18-year-old said when she discovered what was happening to her young sister she reported the matter to her father, who in turn advised her to report the case to the police.

The 18-year-old disclosed that she cleverly rescued her sister from her house confinement when the Alangizi were away and alerted the police station at St Francis Mission Hospital one stop center about their predicament.

And in her defense, the mother to the two girls Sophia Mwanza vehemently denied ever contemplating or even acting on forcing marriage on her daughters.

Ms Mwanza said she was not even aware that her children were going to be married off and hence accused their father of having knowledge of the whole ordeal.

“Those issues of marriage I am not aware, if you want information on that, maybe try asking their father,” she said.

Ms Mwanza accused her ex-husband of failing to providing support to the girls, while she accused her 15-year-old daughter of being promiscuous to the extent of luring other people’s husbands.

Under Zambian law, it’s illegal to “marry or marry off a child.” It’s also illegal to sexually abuse a child. Both crimes have a maximum sentence of life in prison.

Advocates say those existing laws don’t do enough to end child marriage.
