Endorsement: Hakainde Hichilema for President

In the media, endorsements are the responsibility of editorial boards. In this year’s presidential election, I am breaking tradition by endorsing Hakainde Hichilema for President of Zambia. I firmly believe Hichilema has garnered enough political experience, purpose, and vision to unlock Zambia’s potential.

I must emphasize that I have no formal or informal connections to either UPND or its president. However, this year, the election is a matter of urgency. The past six years have been desperate and frightening for Zambia; load shedding, gassing, killings, police brutality, tribalism, corruption, unemployment, colossal national debt, and Covid-19.

Without a doubt, Zambia is a fatigued nation urgently needing political experience, creativity, civil discourse, and common sense. Zambians of all walks of life and political affiliation are responsible for understanding what is at stake in the next five years. If Zambians do not vote as a referendum on Edgar Changwa Lungu, we shall not break the glass ceiling and reach the most significant potential. Instead, we shall remain mired in the same chaotic condition, if not worse.

The Elephant in the Room

In laying out this endorsement, it is imperative I first address the elephant in the room. Over the years, the Patriotic Front has portrayed Hakainde Hichilema as a criminal who stole from state assets thirty years ago. The claim hit the headlines again in August last year when former Finance Minister Edith Nawakwi accused Hichilema of theft and later cautioned he “should not be allowed anywhere near the corridors of power because he may turn the country into an Armageddon.”

Nawakwi’s allegation drew enormous public interest because she was the right person to produce compelling and admissible evidence and provide competent testimony to authenticate PF’s claims and send Hichilema to prison. After all, as a minister, she was the custodian of the funds realized from the sale of state-owned enterprises.

The nation waited in great expectation. Ten months have elapsed since the allegation, and no convincing circumstance or documents have been presented to the police or courts to incriminate Hichilema. On the contrary, Nawakwi’s failure serves to indicate the most natural inference that she and the PF are peddling a headwind of misinformation and deceit for political gain.

A tribute to all Zambians

Having dispensed with the innuendo let me begin my endorsement by first and foremost paying tribute to all Zambians for exercising patience the past six years. It is not the first time Zambians have faced economic turmoil. It is not the first time Zambians have faced poverty. It is not the first time Zambians have suffered death on a massive scale caused by a lethal pandemic. It is not the first Zambians have buried their beloved en masse. And it is not the first time a president has failed them.

Zambians are habitually taken advantage of in each election year. Yet all they want is happiness; that’s their chief end. They each have dreams regardless of their abilities and class. To realize their dreams, they relinquish their natural rights to the custodian of state law—the republican president. They expect the president to have a robust governing vision to take them to higher heights.
Kenneth Kaunda did that. At independence, his vision was to educate every Zambian child. He desired to make Zambians educationally empowered so “they can help me develop the country,” he said. To achieve this, he made education free up to UNZA and provided all students with books and meals, and realized the dreams of many, including Edgar Lungu. Like Mandela, Kaunda knew that education was the most powerful weapon which one can use to change the world.

What about Edgar Changwa Lungu? What has been his key ingredient in making Zambians realize their dreams?

On the day of his inauguration, January 25, 2015, Lungu promised to dedicate his presidency to the alleviation of poverty, stating, “I am fully aware of the depths of poverty that continue to afflict the great majority of our people. The fabulous wealth living side by side with abject poverty is a moral outrage and a slur on our collective conscience.”

For a moment, it looked like Zambia had made the right choice. Lungu gave the impression he would close the rich-poor gap. At the time of the speech, Zambia’s poverty level was 60 percent, with 42 percent living in abject poverty. Six years later, instead of going down, the numbers have gone up by 2%, with 82% of rural dwellers affected the most.

“One way to reduce poverty is to create jobs,” Lungu told the crowd at Independence Stadium. “I am aware of the many youths who are without jobs because the ‘economy is not big enough to absorb them.'”

At the time of his speech unemployment rate was 9.34 percent. Six years later, it stands at 11.43%, with many university graduates without jobs.

I have applied inverted commas to the quote “economy is not big enough to absorb them” because Lungu implied he would fix the economy. Yet, six years later, Lungu has lived down to Zambia’s lowest expectations and saddled Zambia’s economy with a crippling $12 billion. Consequently, he has triggered a worse economy than before he assumed power.

The following year, in the inauguration speech of September 13, 2016, Lungu promised to commit himself to the eradication of corruption, describing it as detrimental to society, adding; “engaging in corruption cannot be a substitute to the pride that comes from personal effort and determination to achieve prosperity.” Be that as it may, five years later, Zambia faces the worst corruption challenges in history, with government officials as the main culprits.

It is proper at this juncture to categorically state that President Edgar Changwa Lungu, who campaigned on numerous promises, has failed to answer the call of service. Instead, he has sought refuge in authoritarianism and reigns over the most violent ruling party in democratic Zambia.

Who can forget gassing—the spraying of people with chemicals, an act that claimed the lives of 43 people. Chemical weaponry classified as a weapon of mass destruction under the Organization for the Prohibition of Chemical Weapons (OPCW) is a human rights violation under the Hague Convention. President Lungu, who has failed to appoint a commission of inquiry, owns the crime.

Amnesty International is aware of the killings and other human rights violations. “There has been such a rise in the levels of impunity that it now seems like a bottomless pit,” said one human rights defender. “There does not seem to be any bounds in terms of impunity and violations.” He was referring to the police killing, in cold blood, of State Prosecutor Nsama Nsama and UPND supporter Joseph Kaunda.

Another added: “What we have seen in Zambia, especially in the past five years, is an increasingly brutal crackdown on human rights, characterized by brazen attacks on any form of dissent…opposition leaders, journalists, media houses, and activists have been targeted, and speaking out against allegations of government corruption or abuse has become more dangerous.”

Give Hakainde Hichilema the critical vote of your life

Before I proceed to Hakainde Hichilema, I want to pause and ask questions only you in your heart of hearts can answer: Has Lungu lifted Zambians out of poverty? How do you feel when you drive through a shanty compound? Is there a way life can be better for them as well? Has Lungu changed the University of Zambia and the education system in general for the better? Has Lungu curbed corruption? Are you and members of your extended family able to afford the daily needs of life? Do you and your aging parents in the village have access to proper health care?

If not, then why are you going to walk into the voting booth and cast a vote for the same person who has caused an economic meltdown and taken away your happiness? Why not try another leader? Why not try Hakainde Hichilema? In the last election, he came close to winning; why not give him the benefit of the doubt? It is not a matter of political party allegiance; it is the stuff your dreams are made on.
As of now, your dreams are windswept by a leader who, for the past six years, had an opportunity to afford you the privilege of living a meaningful, happy life.

Hakainde Hichilema may not be the president of your choice, but he has the skills and experience to provide you with a better life. An economist and a successful businessman, Hichilema is well suited to the challenge. Unlike Edgar Lungu, Hichilema, who in the past has contested five times (2006, 2008, 2011, 2015, and 2016), has enough political experience to recognize the magnitude of what the next president is being called upon to do. Building this country sits squarely within his skill and expertise.

A review of Hichilema’s speeches and interviews shows that he is a visionary man who believes Zambia has enough intelligent and skilled people who can band together to get the basics right and turn the country into an astonishingly successful modern nation.

Hichilema believes he can steer the nation out of the current recession by stopping reckless, unplanned, and excessive borrowing and strengthen the legal and regulatory framework for debt procurement and management. He believes this will create a stable currency, low inflation, good jobs, substantial foreign investment, and augment a much-needed middle class.

Hichilema has continually discussed the urgent need for an affordable educational system to spur invention and innovation in his various media appearances. So often, he has, with a sense of purpose, sounded like Kaunda, saying, “we will also be able to pay students descent meal allowances and help them buy books.”

Zambian lives matter

Take a moment to think about what Hichilema is offering. On Election Day, you will be left with two choices; to vote for Hakainde Hichilema, a conscientious individual who has laid out a comprehensive vision for your wellbeing; or the incumbent Edgar Chagwa Lungu, who has failed to deliver his promises. It is not about politics. It is about casting the right vote to avoid chronic suffering. Re-electing Lungu for another five years is a metastasizing threat to your survival.

Fashion Sakala Scores to Spark Rangers Victory Over Real Madrid

Chipolopolo striker Fashion Sakala on Sunday inspired Glasgow Rangers to victory over visiting Real Madrid with the equalizer in Sunday evenings 2-1 pre-season win at Ibrox.

The goal came in Fashions’ second game for his new club just 24 hours after making his non-competitive debut in Rangers’ 0-0 home draw against EPL side Brighton.

Fashion came on in the 62nd minute of Saturday’s friendly while compatriot Enock Mwepu played the first half for Brighton.

But on Sunday, Rangers coach Steven Gerrard handed Fashion his first start against the record 13-time European champions.

The Chipolopolo striker had a modest first half in which Madrid led 1-0 through an 8th minute Rodrygo goal.

But Fashion came to life six minutes after the restart when he saw his tame shot confidently cleared by the right foot of Madrid goalkeeper Andriy Lunin.

However, Fashion made no mistake in the 55th minute when he ran with the ball from halfway inside Madrid’s own half after collecting a short pass from Glen Kamara and finally beat Lunin.

The Chipolopolo striker then made way for Cedric Itten on the hour mark and his replacement completed Rangers’ rally with the winner in the 77th minute.

Sunday’s match was Rangers last pre-season friendly and they now prepare for their Scottish Premiership title defence on July 31 when they host Livingston.

PF accuse UPND of trying to force a Government of National Unity by causing Violence

The Patriotic Front has charged that the opposition United Party of National Development (UPND) has resorted to political violence in order to push for a government of national unity after the August polls.

PF Media Director Antonio Mwanza said that it is unfortunate that the opposition UPND has decided to cause anarchy in the country as a way of preparing a stage to push for a government of national unity after the August polls.

Speaking at a media briefing in Lusaka today, Mr Mwanza stated that UPND are in a panic mode after realizing that the PF has gained ground into their strongholds such as Western and North Western provinces.

“And what UPND is doing now is to go on a path of violence to disrupt the election process, to delegitimize the election outcome and strategically they have been attacking the judiciary, the electoral Commission of Zambia, attacking the police; denouncing these fundamentals of our democracy with a view of making the outcome of the 2021 general elections look illegitimate, ” Mr. Mwanza said.

The PF Media Director has since challenged Commonwealth Secretary-General Patricia Scotland and the church to give their stance on the current status of violence being perpetrated by the UPND.

The PF Media Director stated that it is regrettable that stakeholders such as the Commonwealth and the Church have remained mute on the continued violence being witnessed in some parts of the country.

Mr. Mwanza has since challenged the commonwealth and the church to tell Zambians what role they are playing in ensuring that the peace pledge that was recently signed at Mulungushi International Conference Centre is upheld by all political parties.

He has further appealed to the police to be on the lookout in order to thwart any plans of violence by the UPND.

Meanwhile, PF campaign Manager for Lusaka Mumbi Phiri has said that she is a very sad person today given the violence being perpetrated by the UPND, challenging the police Inspector General Kakoma Kanganja to arrest perpetrators.

Speaking at today’s PF virtual rally at Mulungushi International Conference Centre, Mrs Phiri said that the late Presidents, Levy Patrick Mwanawasa and Michael Chilufya Sata, reconciled their differences and she is scared of what would happen if HH is brought into government.

Mrs Phiri said in 2008, when PF saw violence on the Copperbelt, following Sata’s election loss, Sata went on ZNBC to stop the violence, adding that violence can be stopped by the opposition.

Mrs Phiri said that Mr Sata did not ask the Church to reconcile with Levy at State House, before asking: “Do you know why HH fails to recognise President Lungu as President?”

Mrs Phiri has challenged the Inspector General of police to arrest those perpetrating violence in Sioma and elsewhere in the same vein PF stalwarts are being arrested – an apparent inference to DEC’s nabbing of America One, who is called Innocent Kalimanshi.

New Covid Cases Continue trending down, 544 new cases recorded in last 24 hours

Zambia has in the last 24 hours recorded 544 new confirmed COVID-19 cases out of 4,318 tests conducted.

And the country has recorded 22 new COVID-19 related deaths in the last 24 hours, which have been classified as 18 COVID-19 deaths and four COVID-19 associated deaths.

In the routine COVID-19 statement obtained by the media, Ministry of Health Permanent Secretary for Technical Services, Kennedy Malama says the cumulative number of confirmed cases recorded to date now stands at 192,071.
Dr Malama said the COVID-19 cases in the last 24 hours represent a 13 percent positivity rate.

“The distribution of the new cases and positivity per province are as follows: Central 33 (18%), Copperbelt 27 (15%), Eastern 43 (27%), Luapula 41 (19%); Lusaka 161 (7%), Muchinga 50 (16%), Northern 94 (25%), North-western 39 (25%), Southern 22 (7%) and Western 34 (13%),” he disclosed.

And Dr Malama said 1,103 patients of which 75 are from facilities and 1,028 from community management have been discharged.

He said 81 new admissions in the last 24hours have been recorded.

Dr Malama said among those currently admitted, 432 which represents 72 percent are on Oxygen therapy and 157 which accounts for 26 percent are in critical condition.

He said the Ministry of Health is concerned with the amount of patients who are in a critical condition.

“We reiterate our concerns with the high number of critical patients at 26% of the inpatients,” Dr Malama lamented.

Meanwhile 5,236 Dose 1 and 2,220 Dose 2 AstraZeneca vaccinations as well as 3,182 doses of Johnson and Johnson vaccines were administered.

Dr Malama disclosed that the cumulative number of vaccinations to date now stands at 261,295 Dose 1 vaccinations which translate to 254,396 AstraZeneca and 6,899 Sinopharm doses.

Nkandu Luo says Zambians have made up their mind to vote for PF, and wonders where UPND is getting their confidence

Patriotic Front Presidential running mate Professor Nkandu Luo has said Zambians are resolved to vote for the PF and President Lungu in the August 12 polls.

Speaking on a campaign tour in Chililabombwe town today, Prof Luo wondered where the United Party For National Development (UPND) is getting confidence that they are winning the upcoming elections.

“You can see that there is no wind of change and you can see how the people here on the Copperbelt love the PF. Having traveled across the country, people are resolved that they are voting for PF and President Lungu and I don’t see where the opposition is getting the confidence that they are winning this election, ” Professor Luo said.

Prof Luo and her campaign team, who took time to distribute face masks to marketeers in the Central Business District and later on met the clergy, PF aspiring candidates, civil servants, ex-miners and women groups, said that, contrary to claims by the opposition that they are gaining ground, the Copperbelt still remains the stronghold of the ruling PF.

“We are set here in Chililabombwe and the reception I have received here is humbling and thank the people of Chililabombwe for the massive support to President Edgar Lungu and all the PF adopted candidates, ” she said.

“Copperbelt has not shifted to the opposition it still remains the bedroom of the PF and I don’t see the opposition carrying the day, I see President Lungu bouncing back,” Professor Luo.

Meanwhile, President Edgar Lungu has reminded Zambians that they are one family and must embrace each other. Speaking when attended church service at United Church of Zambia (UCZ) in Itezhi Tezhi today, the Head of State said that there is no Illa, no Tonga, no Lenje, no Lamba and that we are all one.

“When Dr. Kaunda said One Zambia One Nation I think he was very right. We all one in Christ and we must embrace each other,” the president said before adding: “If we are all one in Christ why should we let politicians to divide us.”

The president said that politicians just come to serve people and not divide them.

“Politicians who come to serve us must serve us in Christ. So some of us who are coming to visit you for the sake of campaigning receive us in Christ,” he said.

The “Debt Swap” Initiative Is a Sham!

Patriotic Front (PF) officials will stop at nothing in their quest to extract votes from any and all segments of Zambian society. They have directly asked chieftains to endorse them. They have directly asked chieftains to persuade citizens in their areas of jurisdiction to support them. They have induced chieftains to support them through donations and gifts of bicycles and other articles of value.

They have handed out cash to individuals and groups of individual at political rallies. They have bribed Cheshire Homes with a bus. They have bribed Copperbelt University Students with a Higer Bus. And they have now introduced a “debt swap” scheme to extract votes from civil servants and their families.

With respect to gifts and donations, recipients should be aware that whatever they are receiving or have received could be plundered from public resources, or they could be sourced from individuals and/or groups of individual whose interests are at variant with the interests of our beloved country. The gifts and donations could also be sourced through “dirty money” obtained from drug trafficking, human smuggling and/or other illegal activities.

So, the “debt swap” initiative is clearly just one of the many schemes mooted by PF officials to sway the public’s attention from the ruling political party’s failure to address the numerous economic problems and crises which have overwhelmed ordinary citizens over the last 10 years.

It is essentially a charade introduced by the PF administration disguised or wrapped in the spirit of facilitating the cancellation of payroll loans owed to the government by any given civil servant in exchange for money owed to the civil servant by the government.

A civil servant may owe money to the government in the form of payroll loans obtained for such purposes as paying hospital fees, purchasing medicines, meeting a family’s subsistence or basic needs, catering for funeral expenses, paying school fees, acquiring an automobile, purchasing a plot of land, and/or purchasing a housing unit.

The government, on the other hand, may owe money to any given civil servant in the form of leave pay, settling-in allowance, long-service bonus, and so forth.

Realistically, the “debt swap” arrangement is neither useful nor beneficial for the following reasons:

(a) It is going to deprive civil servants of expected and budgeted-for income in the form of leave pay, settling-in allowance and/or long-service bonus which they desperately need for paying off loans secured from shylocks and settling other unpaid family expenses.

(b) “Debt swaps” are not a solution to the overwhelming hardships facing civil servants and their families due to insufficient wages and salaries.

(c) Civil servants constitute only a tiny fraction of the country’s 18 million people who have continued to endure unimaginable hardships and who have continued to expect the PF government to create the necessary economic conditions in which they can improve their own lives.

(d) The initiation of the “debt swap” scheme is a clear indication that the government is seriously in debt and is, therefore, incapable of paying the amounts owing to civil servants let alone meeting its other financial obligations. And

(e) “Debt forgiveness” would have been a more useful and beneficial arrangement because it would have provided a bit of relief to civil servants and their families especially if the government would have been in a position to promptly settle the amounts owed to them in the form of leave pay, settling-in allowance, long-service bonus, and so forth.

Instead of spending time, energy and resources strategising on how to extract votes from the citizenry through the “debt swap” arrangement and the showering of donations and gifts of cash, vehicles, bicycles, and mealie meal on chieftains and societal groups, PF officials should have directed their efforts at addressing the extraordinary hardships which have been facing the country and the common people over the last 10 years they have been in power.

The unemployment situation, for example, is not only heartbreaking but unimaginable. As Ambassador Emmanuel Mwamba has noted, only 900,000 people in a country of 18 or so million citizens are employed in the formal sector.

We urgently need a government that will create millions upon millions of jobs in order to give our fellow citizens the opportunity to earn a decent living. I suggested how this can be done in an article entitled “Good News for Zambians.”

In fact, the widespread violence in the country is partly a result of having millions of capable youth roaming the streets without jobs. As an age-old cliché advises us, “An idle mind is the devil’s workshop.”

To exaggerate somewhat, PF officials must have been on vacation over the last 10 years, caring less or not at all about the consistently declining economic conditions in the country. I am even reminded of the following excerpt from one of the reports by Social Watch cited by Bivan Saluseki, which accurately reflects the unimaginable situation in Zambia today as it was several years ago:

“Even though the country has not formally been at war since independence in 1964, prevailing conditions affecting human existence are equivalent to those in a country at war.”

There are, of course, some of our fellow citizens who are gullible enough to grant the PF another 5 years for it to waste merely because of the ruling political party’s stratagems like the “debt swap” scheme that is essentially a hoax, a deception, a transparent ruse.

The UPND Alliance is much more likely to reverse the current socioeconomic decay and backwardness and improve the socioeconomic vistas of our people over the next 5 years because its administration will draw from the knowledge, expertise and experience of leaders from members of the Alliance who, by and large, hail from the country’s 10 provinces. This is actually one of the most important strengths of the UPND Alliance.

Low interest in voter education worries AVAP

The Anti-Voter Apathy Project Zambia (AVAP) has called on electorates to have interest in attending to voter education facilitators from the Electoral Commission of Zambia (ECZ) so that they are taught how to cast their vote come 12 August 2021 General Elections.

AVAP Executive Director, Richwell Mulwani told ZANIS that he is concerned that most people in Lusaka have become busy with trying to meet their daily needs and they have no time to listen to the voter education facilitators from ECZ.

He stated that most people in Lusaka feel like information on voter education is not important.

Mr Mulwani has challenged Zambians to pay particular attention to the voter education exercise as it will enable them to make informed decisions.

He noted that voting is a constitution right for every Zambian, therefore, electorates must take the voter education exercise seriously.

“We are in the election period and whatever information that has been provided on voting to the public from the ECZ and the civil society organizations should be given the attention that it deserves.

Meanwhile, Mr Mulwani has urged the media to be proactive and explain to the public the importance of taking part in voter education.

“The media is a cornerstone of information hence the need for them to be professional when reporting political and election related matters”, he said.

He pointed out that an uninformed citizenry is a danger to democracy as having people who are not informed in an election period can lead to anarchy.

Mr Mulwani appealed to Zambians to develop a culture of reading and listening so that they can understand the details of the elections.

“We the Zambian people have yet again an opportunity to choose the right leader to lead this great nation and so, let us take a keen interest to understand what the voter education facilitators are trying to teach us”, he said.

However, Mr Mulwani has commended the Electoral Commission of Zambia for voter education.

Zambia Railways transport 1 million tonnes of cargo in 2020

Zambia Railways Limited (ZRL) Northern Region Manager, Obed Galatia has described transporting of over one million tonnes of cargo in the year 2020 midst Covid19 challenges as a huge milestone.

Mr Galatia has commended the company’s employees for their effort to actualise the milestone.

Speaking during the launch of golf t-shirts for employees to celebrate the 2020 freight performance at ZRL offices in Kitwe, Mr Galatia said despite the railway company facing numerous challenges ranging from inadequate rolling stock and a rundown railway line, workers are still managing to work hard and achieved 1, 020, 115 tonnes of freight.

“The last achieved a performance of above one million tonnes in 2006, 14 years ago,” Mr Galatia said.

I want to encourage the workers not to relax but continue putting in their best to maintain the same achievement or even surpass it,” he said.

He said operating at optimal capacity, the railway company, has the potential to haul at least five million tonnes of freight per annum.

However, he stressed that the poor state of the railway track, coupled with inadequate rolling stock has contributed to the company operating way below its capacity.

He said at the moment, goods trains move at a speed of 25 kilometers per hour instead of the expected 80 kilometers per hour.

Mr Galatia said plans are underway to present a proposal to Government for purposes of finding resources to rehabilitate the railway track.

He said the cost needed to repair the engine track from Livingstone to Chililabombwe will only be known once the proposal is completed.

Ndola has enough land for burial sites-Council to last 10 years

Ndola City Council (NCC) has called on the members of the public not to panic over burial space in the city because the council has enough land.

NCC Director of Public Health, Hubic Mwanza told ZANIS in an interview that the four main burial sites in Mitengo ,Kawama Kantolomba and hillcrest cemeteries still have enough land to last 10 years before the council can consider planning for a new burial site.

The public health worker was responding to concerns by residents that Ndola city is running out of burial space and that it should consider opening a new site following high number of deaths recorded daily amidst the COVID pandemic.

He said the local authority has vast land to expand the Kantolomba cemetery despite it being one of the oldest burial sites.

He said the local authority is working hard to properly manage all the burial sites in the district so that it does not run out of space before the estimated time.

Meanwhile, Mr Mwanza said the local authority is managing garbage collection well in markets and other trading places.

Mr Mwanza has since called on the general public to refrain from throwing garbage anyhow, adding that the markets have bins in which residents and consumers can throw their waste.

Barbara Banda: Shepolopolo Is On The Rise

Shepolopolo captain and striker Barbra Banda has hailed the remarkable improvement Zambia has made in their second Group F match at the ongoing Tokyo Olympics in Japan.

The Zambian women drew 4-4 with China on Saturday to erase their 10-3 Olympic debut defeat at the hands of Holland on July 21 to put themselves in the hunt for a quarterfinal place.

In a post-match interview, Banda, who has scored two hat tricks at the games, told journalists that Zambian players showed character against China.

“I think there is a lot of improvement in the team – looking at the previous game we had. I think what we wanted most is to win,” Banda said.

“Most of the girls this is their first time having a big competition. I think they have gained the morale and are able to play. I like the team spirit we have,” she said.

Majority of Zambians are wallowing in abject poverty because PF has lamentably failed to govern-UPND Alliance

UPND Alliance acting spokesperson Thabo Kawana has charged that the majority of Zambians are wallowing in abject poverty because the Patriotic Front (PF) has lamentably failed to govern the country.

Featuring on East Star Radio in Kazungula on Saturday, Mr Kawana was shocked to learn that the majority of learning institutions in the district were community schools which did not have trained teachers.

Mr. Kawana also bemoaned the lack of Health care facilities in the area such as clinics when the PF government was forever boasting of having built hundreds across the country and yet there was Nothing to show for in Kazungula.

He said instead of public resources being channelled to social Services such as education and health care delivery, funds were ending up being stolen or misappropriated by unscrupulous leaders.

“This carelessness by the PF leadership is endangering the lives of our expectant mothers who have nowhere to go for maternity care and have consigned the future of our school going children in the doldrums because of lack of trained teaching staff in schools, they do not deserve your vote,” he said.

Mr. Kawana noted that citizens across the nation were bearing the brunt of grand corruption and misappropriation of public funds perpetuated by known leaders in government whose evil vices had also been cited in the Auditor General’s (AG) and the Financial Intelligence Centre (FIC) reports but with no punitive action taken against them.

He said the time had come for the PF to be kicked out of power and replaced by a more competent UPND Alliance government.

And speaking on the same platform, UPND Media Director Ruth Dante echoed the call for the people of Kazungula to resoundingly vote for UPND Alliance Presidential candidate Hakainde Hichilema in the August 12 polls to forestall the rampant mismanagement of the economy instigated by the gross incompetence of government leaders.

She said the people of Kazungula and Sikaunzwe in particular had been ignored by the PF for too long such that they lacked safe and clean running water 10 years since they assumed government.

Ms Dante cited the lack of telecommunication networks amongst other critical social delivery services that the people of Sikaunzwe lacked saying such incompetence by the PF was reason enough to vote them out of office.

” The UPND Alliance has a competent team that cannot be compared to PF government which has messed up the whole country.

“These are issues PF should have addressed but they were busy amassing wealth for themselves ignoring people that put them into office. Time has come for them to pack and give chance to the credible leadership of President Hakainde Hichilema.” Ms Dante said.

Bank of Zambia Issues Statement on the recent Kwacha Appreciation

The Bank of Zambia has received enquiries from the public to clarify the factors behind the recent sharp appreciation of the Kwacha against the United States dollar.

In the May 2021 Monetary Policy Committee (MPC) Statement, the Monetary Policy Rate was maintained at 8.5 percent despite the notable increase in inflation.
In doing so, the MPC had stated the following:

“…While inflation is projected to remain above the upper bound of the 6-8 percent target range over the forecast horizon, inflationary pressures are expected to ease in view of the improved supply of food, particularly maize and wheat following a good crop harvest. In addition, the significant improvement in copper prices and renewed interest in domestic Government securities by non-resident investors are supportive of the foreign exchange market and in turn lower inflation going forward. The decision also recognises existing vulnerabilities in the financial sector and fragile growth. To restore and anchor macroeconomic stability, the implementation of fiscal adjustment measures in line with the Economic Recovery Programme and understandings reached in discussions with the IMF remain critical.”

The expectations of the MPC with respect to the exchange rate have begun to materialise. Having come under immense pressure in 2020, owing to the weakening macro-economic environment, which was significantly exacerbated by the COVID 19 pandemic, the Kwacha has broadly stabilised in 2021. As at July 23, 2021, the year-to-date rate of depreciation of the Kwacha against the US dollar slowed down significantly to about 5.0 percent compared with almost 30.0 percent over the corresponding period in 2020. More recently, the Kwacha was trading at K21.39 on July 23, 2021 compared to K22.64 on July 1, 2021, representing an appreciation of 5.5 percent. The appreciation of the Kwacha largely reflects changes in the actual supply of foreign exchange and expectations of further improvements in supply associated with the forthcoming IMF Special Drawing Rights (SDR) allocation, improved prospects of a formal Extended Credit Facility (ECF) programme with the IMF, as well as buoyant copper prices.

The strong recovery in copper prices to the current level of US$9,521 per metric tonne from a low of US$4,745 in March 2020 has contributed to sustained strong export earnings. This has resulted in improved foreign exchange flows from the mining sector through tax receipts remitted directly to the Bank of Zambia in US dollars. In view of this, the Bank of Zambia has been able to provide more foreign exchange liquidity back into the market to reduce excess demand experienced since mid-2020. As at July 23, 2021, the Bank of Zambia sold US$687.5 million to the market compared to US$86.0 million over the same period in 2020. In addition, foreign exchange inflows from non-resident investors purchasing Government securities have significantly increased, further providing liquidity to the foreign exchange market. These inflows have contributed to the substantial reduction in outstanding demand to below US $5.0 million currently from an estimated peak of US $418 million in May 2021.

Besides supporting the market, the Bank has been able to build up international reserves, which stood at US$1.4 billion at the end of May 2021 compared to US$1.2 billion at end-March 2021. The Bank of Zambia has also continued with the local gold purchase programme, accumulating about US$22.0 million in monetary gold as at July 23, 2021. The improvement in the reserve position increases the country’s ability to respond to unexpected external events and the ability to address volatility in the exchange rate.

The Bank of Zambia will continue to use all available monetary and foreign exchange intervention options, as appropriate, to address developments in the foreign exchange market. This is consistent with the policy goal of maintaining a flexible but relatively stable exchange rate that reflects underlying market conditions over time.

It is important to note that monetary policy remains focused on containing escalating inflation back to the target range of 6-8 percent over the medium term. In this regard, managing risks to the inflation forecast, which include those associated with financial stability and the COVID-19 pandemic, remains critical. In addition, the full implementation of the Economic Recovery Programme (ERP), including the securing of an IMF programme, is a central element in addressing macroeconomic challenges and supporting sustainable and job-creating growth.

PF says it is not happy with the conduct of Inspector General of Police Kakoma Kanganja

The ruling Patriotic Front in Lusaka has expressed disappointment over Inspector General of Police Mr Kakoma Kanganja’s failure to curb violence being perpetrated by the opposition UPND.

PF Lusaka Province Chairperson MCC Kennedy Kamba wondered why the police service is paying a blind eye to violent acts by the UPND ahead of the August 12 polls.

MCC Kamba mentioned that the police are not doing enough to protect the lives of Zambians.

And the MCC reiterated that the UPND have resorted to violence because they don’t have any campaign message against the mighty PF.

He however appealed to the police to up their game as the country heads to the polls.

“Our colleagues from the UPND don’t have anything to tell the Zambian people and they have resorted to violence. So what happened yesterday along Kabwe Road, from Katuba, Kabangwe area up to Chisamba, people lost their merchandise, people were brutalized, people were beaten,” he said.

“As a party I want to put it very clear that we are disappointed with the leadership of Kanganja, the Inspector General of Police. The party is not happy with the way police are conducting themselves. Up to now we have not heard how many people have been arrested. Remember some few days ago our offices in Chawama were burnt?”

The Provincial Chairperson disclosed that cadres from the opposition party yesterday beat up people adding that they pulled down the PF Campaign Bill Board in Kafue.

Meanwhile, the Provincial Chairperson wondered why the Electoral Commission of Zambia (ECZ) is not intervening in the matter by suspending the opposition party’s campaigns.

MCC Kamba said the Commission should have intervened in the matter like they did when PF Founder Member Dr. Chishimba Kambwili was accused of using tribal sentiments.

“When Chishimba Kambwili uttered what they called tribal sentiments, they were very fast to react because Kambwili was speaking against the UPND, against tribalism. Today they are failing to warn Hakainde Hichilema, today they are failing to ban the campaign of the UPND which is very clear that theirs is to beat people,” he said.

“What they want to do is to instill fear in the members of the public so that they don’t turn up in numbers when 12 August comes…..especially in our strongholds.”

Muchinga Province Permanent Secretary Captain Davison Mulenga says President Edgar Lungu has propelled the province beyond imagination.

Captain Mulenga said the new Chinsali General Hospital possessed specialised services to avoid referring cases to other provinces.

The PS was speaking when he featured on Government Forum Discussion Programme on ZNBC this evening.

He said the area now had a Provincial fuel deport thereby creating self reliance.

The Provincial PS added that Muchinga now had a provincial studio under the Ministry of Information and Broadcasting Services to improve access to information.

Captain Mulenga further said a Provincial Medical Hub was currently in place to have sufficient drugs in the area.

The PS stated that the One Stop Border Post at Nakonde now made clearance of goods quicker including movement of goods.

He said out of 54 health posts allocated to Muchinga Province, about 6 were remaining to be completed.

Captain Mulenga said investment in water supply currently stood at 100% in Mpika, 98% in Chinsali while Nakonde managed to get clear water.

He stated that the new Kapasa Makasa University in Chinsali would this year produce the first graduates as Paul Mushindo University remained under construction.

The PS said the new Trades Training Institute in Isoka was further catering for unserviced districts while former TAZARA Offices in Mpika were turned into a branch of the Copperbelt University.

Captain Mulenga said Muchinga Province which had reliable rainfall and fertile soil compounded by early delivery of farming inputs resulted in over four bumper harvests in the last four farming seasons.

He said the PF Government was also rolling out Social Cash Transfer, Keep the Girls in School Programme and youth empowerment programmes.

750 Megawatts Kafue Gorge Lower Hydro-Power Station: Who gets the Credit?

I am not sure how President Lungu shouldn’t be given full credit for implementing a project which he discussed and negotiated for in 2015 as the nation begun facing crippling power shortages and blackouts. Granted the bilateral ties between Zambia and China date back to the KK era and there was a visit in 2007 by a Chinese Leader during the Mwanawasa era over which a regrettable “political quarrel” was referred to by Uncle Magande occurred.

Now, if it takes 8 years for a project to be revisited, signed – off and implemented it begs the question what was not done under Presidents RB and Sata over the Kafue Gorge Lower Power Project which Pres Lungu did and assured the nation that load – shedding would end? Matter of fact Chinese bilateral aid from TAZARA, Great North Road, Mwanawasa Stadium etc doesn’t take #years to move from signing to implementation.

In addition, apart from the 150 megawatts added from the first turbine at Kafue Gorge Lower, the PF Administration has ALREADY doubled the country’s power generation capacity from 1,600 to 3,200 over the past 10 years. (For argument’s sake, take away the 150 Megawatts added, there is still over 1,300 that has been brought on board).

It can be agreed that PF needs to do better in managing the #exchange rate because it has been driving the high INFLATION rate or the sharp increase in prices.

However, among the things that cannot be argued is that PF has scored very well in the ENERGY SECTOR. Load shedding is over and the addition of the remaining 600 megawatts from Kafue Gorge Lower Hydro – Power Station will add to the country’s future #export earnings.

In fairness, President Edgar Chagwa Lungu gets full marks for this. A daunting crisis chose him and he faced – up to it. It is fine to give credit where it is due – even to an opponent when he scores.
