Government dismayed with Doctors’ continued attempts to disrupt delivery of health services through a ‘GO-SLOW’

17

The Government has said that is is dismayed with the Resident Doctors Association of Zambia’s (RDAZ) continued attempts to disrupt delivery of health services through a ‘GO-SLOW’ which should have started on Friday, 28th May, 2021 at 20:00 hours.

In a statement released to the media yesterday by Boniface Chimbwali, Permanent Secretary Public Service Management Division, the Government said that RDAZ’s demands for Salary arrears for the 309 Doctors, dismantling of arrears and gratuities for medical Doctors, creation of positions for Senior Resident Medical Officers, Registrars and Consultants and Recruitment of 500 newly graduated medical doctors, have been addressed.

Mr Chimbwali said further said that the President of RDAZ proceeded to issue a unilateral directive through a memo dated 28th May, 2021 that a ‘go slow’ would commence with effect on the same day at 20:00 hours, despite a roadmap having been drawn at the meeting held on 21st May 2021 and RDAZ not having reverted to the Ministry of Health following this meeting.

Mr Chimbwali said that the uncalled-for action by the RDAZ president puts the lives of Zambians at risk, worse still at the time when the country is fighting COVID-19 and ensuring continuity of essential health services.

Mr Chimbwali further disclosed that the president of RDAZ is currently facing disciplinary action under Zambezi District Health Office in North Western Province and the disciplinary process will be concluded soon.

Below is the full statement

The Government of the Republic of Zambia through the Ministry of Health is dismayed with the Resident Doctors Association of Zambia’s (RDAZ) continued attempts to disrupt delivery of health services through a ‘GO-SLOW’ which should have started on Friday, 28th May, 2021 at 20:00 hours. The public may remember that the same RDAZ president had issued a similar statement for the ‘Go Slow’ which should have started on the 24th May 2021 but was later called off.

Government would like to commend all the well-meaning Doctors who have remained resolute and refused to be swayed by the actions of the RDAZ president and have continued to provide health services to the people of Zambia particularly at this crucial time when the number of COVID-19 cases have continued to escalate. Further we applaud the Zambia Medical Association for the continuous meangiful engagement we continue to have which have led the progress this far.

Government reiterates its unwavering commitment to ensure that the concerns of healthcare workers and Doctors are effectively attended to and this is demonstrated by the continued engagements with various stakeholders including Unions.

As you may be aware, the Resident Doctors Association of Zambia (RDAZ) demanded for Salary arrears for the 309 Doctors, dismantling of arrears and gratuities for medical Doctors, Creation of positions for Senior Resident Medical Officers, Registrars and Consultants and Recruitment of 500 newly graduated medical doctors.

These issues have been ably addressed as follows:

  1. Salary arrears for the 309 medical doctors – Government cleared arrears on all the 309 medical doctors.
  2. Payment of gratuity and other arrears for medical doctors – Government has mobilized funds to start dismantling arrears for health workers including doctors in a phased up manner.
  3. Recruitment of unemployed medical doctors – As stated before, following the issuance of Treasury Authority to recruit Health workers, Ministry of Health in collaboration with Public Service Management Division and Civil Service Commission has started recruiting 766 various medical personnel including medical doctors and this process will be completed soon.
  4. Creation of positions for SRMO and Registrars – The Ministry has included the creation of promotional positions in the Treasury Authority No. 5 and 6 of 2021 and in the 2022 Budget submission to be tabled before Parliament in September, 2021.

As you may recall Government through the Ministry of Health, Public Service Management Division and Ministry of Information and Broadcasting Services on many occasions has been engaging the Zambia Medical Association (ZMA) and RDAZ executives on the same matters and has been providing progress.

In the last meeting held on 21st May 2021, it was agreed that a follow up meeting would be held on 5th June, 2021 to provide further progress on the matters particularly on dismantling arrears.

Surprisingly, the President of RDAZ proceeded to issue a unilateral directive through a memo dated 28th May, 2021 that a ‘go slow’ would commence with effect on the same day at 20:00 hours. This is despite a roadmap having been drawn at the meeting held on 21st May 2021 and RDAZ not having reverted to the Ministry of Health following this meeting.

The uncalled for action by the RDAZ president puts the lives of Zambians at risk, worse still at the time when the country is fighting COVID-19 and ensuring continuity of essential health services. The nation may wish to know that the president of RDAZ is currently facing disciplinary action under Zambezi District Health Office in North Western Province and the disciplinary process will be concluded soon.

We would like to reiterate that RDAZ is not a Union but an Association of Medical Doctors and as such they are not a bargaining Unit. The Ministry of Health has kept its doors open to the Association for mutual engagements as part of its open door policy.

Government wishes to stress its earlier position that the announced ‘go slow’ by RDAZ president is not only illegal but a violation of the Professional Code of Ethics under the Health Professions Act and the Service Commission Disciplinary Code and Procedures for Handling Offences in the Public Service.

In this regard, individual Medical Doctors who will be found to be in breach of these provisions shall individually be liable to disciplinary action including dismissal from the Civil service. Government has noted the timely action taken by HPCZ against the RDAZ president and applauds the institution for putting premium on saving the lives of Zambians. Further Government has noted that some executive members of RDAZ have filed an injunction in the Ndola High court against the RDAZ president.

It is important to inform the public that in the past four (4) years, 24,875 health workers have been employed in the public service including medical doctors. Further, in 2021 Government is currently recruiting 766 health care workers including medical doctors using the granted Treasury Authority for 2021 and the utilization of existing vacant and funded positions.

Government would like to assure the public that all necessary measures have been put in place to ensure that there will be no disruption to health services in the country. Let me once again take this opportunity to commend the Medical Doctors who have continued to defy the call by the RDAZ president for Doctors to withdraw Labor even when Government has addressed some of the issues raised and is on course to addressing the remaining ones.

Government hopes that this Go Slow is not politically motivated.

I thank you and God bless!

Zanaco Bounce Back To Dent Napsa Stars Survival Hopes

0

Napsa Stars suffered a major blow in their survival battle following a 2-0 loss to Zanaco in Saturday’s delayed FAZ Super Division match at Woodlands Stadium in Lusaka.

After a goalless first half, Napsa collapsed in the last stanza as Zanaco recovered from a three match winless run with late goals.

League leading scorer Moses Phiri put the Bankers in front after 68 minutes and his captain Rodger Kola made it 2-0 in the 90th minute.

Zanaco have completed a double over Napsa whom they edged 2-1 in the reverse fixture last December.

The win pushed second placed Zanaco to 53 points, five behind leaders Zesco United, after playing 31 matches.

Napsa remained third from the bottom on 36 points after playing 30 matches.

Zambian Govt Assures Norwegian Energy Sector of attractive Investment Policies

GOVERNMENT has assured the Norwegian energy business community that it has introduced attractive policy measures that are favourable to companies that invest in the country’s energy sector.

Speaking in a speech delivered on his behalf by Director of Energy, Mr. Arnold Simwaba, Ministry of Energy Permanent Secretary, Mr. Danies Chisenda said that the Government has put in place an attractive policy environment through the revision of the National Energy Policy of 2019 and the review of legislation and regulations aimed at ensuring increased investments in the sector.

According to the statement released to the media by Nicky Shabolyo Counsellor Embassy of the Republic of Zambia in Sweden, this came to light on Wednesday during a virtual forum on investment opportunities in the Zambian energy sector organised by the Embassy of Zambia accredited to the Nordic region, in collaboration with the Norwegian-African Business Association (NABA).

The event held under the theme: Showcasing Zambia’s Investment Potential in the Energy Sector attracted 21 top energy companies operating in Norway. The aim of the forum was to foster economic cooperation through showcasing investment opportunities that exist in Zambia and to provide potential investors and the business community with information fundamental to how to invest in Zambia.

The Permanent Secretary assured the participants that Government remained committed to the provision of affordable and sustainable energy services hence the revision of the National Energy Policy, among other measures.

Standing at 2, 900 megawatts of national installed capacity, Mr. Chisenda pointed out that there was still enormous potential for investment in the energy sector to meet the country’s energy demand as well as that of the Southern African region, given Zambia’s strategic location in the centre of the SADC pool.

He added that main investment opportunities were in hydropower, solar, wind, petroleum, coal and biofuels energy sources.

The Permanent Secretary noted that rural areas and off- grid electricity space offered numerous opportunities for private developers to invest and supplement Government efforts of increasing electricity access rates.

And Zambia Development Agency (ZDA) Director-General, Mr. Mukula Makasa informed the participants that demand for electricity has been growing at an average rate of 3% per annum, mainly due to increased economic activity in the country, especially in the agriculture, manufacturing, and mining sectors.

Mr. Makasa pointed out that the country’s growing population has also led to an increase in demand for other sources of energy such as petroleum and solar energy for transportation and domestic use especially in rural areas.

Making a presentation on behalf of ZDA, Investment Officer, Ms. Tazizwa Mvula informed the participants that Government was advocating for a more diversified energy mix, particularly in the renewable energy sector.

Ms. Mvula further informed the participants that the Government of Zambia offered various incentives ranging from zero percent customs duty on capital equipment and machinery for a period of five years which can be extended, accelerated depreciation on capital equipment and machinery, and protection from nationalisation.

Meanwhile, two foreign companies operating in the Zambian energy sector have observed that the country has huge energy potential which could help improve the country’s social and economic standards if exploited.

Agualmara Chief Executive Officer, Mr. Kristian Haneberg told the Forum that despite challenges that included shortages of foreign exchange which led to delayed project completion, his company still believed that Zambia was well positioned to become a significant player in the energy industry on the African continent.

Africa GreenCo Chief Executive Officer, Ms. Ana Hajduka told the meeting that the benefits of investing in Zambia included the fact that the country was uniquely geographically located with connection to the Southern Africa Power Pool (SAPP) and the Eastern Africa Power Pool (EAPP), it had multiple other interconnections, abundant renewable energy potential and economic diplomacy benefits on regional scale.

Ms. Hajduka noted that Africa GreenCo was supporting Zambia’s vision to become a regional power trading hub pointing out that Zambia will benefit as this will harness the country’s renewable energy potential to drive economic growth at cheaper tariff and lower the fiscal burden. It will also contribute to the creation of a diversified energy mix and increase energy security.

She said that as a reliable and affordable seller of renewable energy, GreenCo sells power through long-term contracts to utilities and private buyers; it also executes shorter-term trades through the SAPP.

And Zambia’s Ambassador accredited to the Nordic and Baltic region, Her Excellency Ms. Rose Salukatula pointed out that the Embassy was delighted to have had a diversified group of major players in the Norwegian energy sector participating in the event.

The Ambassador added that the energy industry was one of the priority sectors that the Government of Zambia has, in line with its Seventh National Development Plan (7NDP), identified as one that had the potential to spur sustainable development across all other economic activities of the country.

Ambassador Salukatula advised the participants that they would be taking the right decision by making Zambia their next investment destination as the country had a wide range of business-friendly policies and was endowed with an abundance of natural resources that supported investment in the energy sector.

She assured the participants that the Embassy would remain open to engage entities or individuals in a more detailed approach on their specific areas of interest and facilitate linkages with the appropriate institutions in Zambia.

NABA Chief Executive Officer, Mr. Eivind Fjeldstad said his organisation was delighted to host the event with the Embassy and that he was positive that this would open up avenues through which business entities could collaborate.

UN, World Bank, AfDB, EU, private sector, CSOs endorse strategic focus of 8NDP

Secretary to the Cabinet Dr. Simon Miti has called for strengthened partnerships with cooperating partners, civil society organisations, academia and other non-state actors in the formulation and execution of the Eighth National Development Plan (8NDP).

Speaking at the one-day virtual special meeting of the National Development Coordinating Committee on priority setting for the eighth National Development Plan (8NDP), Dr. Miti said the Zambian Government wishes to work closely with all stakeholders including cooperating partners, the private sector, civil society and the academia in the development of the 8NDP to ensure that there is ownership by all stakeholders during its implementation.

“We are desirous to strengthen partnerships with all stakeholders and leverage on all available opportunities to support the implementation of development programmes contained in the Plan. This is because the implementation of the national development plan will require financial resources beyond the national treasury and human capital beyond the government system,” said Dr. Miti in remarks delivered on his behalf by Deputy Secretary to the Cabinet (Administration) Mr. Patrick Kangwa on Friday. “National development plans in our context are plans to be formulated and executed jointly by the Government, development partners and non-state actors. That is why as a government, we involve all stakeholders throughout the process of formulation and implementation of the National Development Plans because we are cognizant that through our combined efforts, we can go an extra mile in achieving our national development goals.”

He reminded the participants about the treasury’s constrained fiscal position and the need to formulate a Plan that will foster economic recovery.

Dr. Miti explained that at the commencement of the preparation of the 8NDP, the Cabinet guided that the Plan should be “reform and recovery focused”. He said this was keeping in mind the key pending reforms that need to be fully implemented to address the bottlenecks to development and unlock the development potential of the country.

Dr. Miti further said it was imperative to pay attention to the macroeconomic framework because it will define the economic environment in which the 8NDP will be implemented.
He said the proposals for inclusion in the 8NDP should be realistic, credible evidence-based planning anchored on key statistics and attainable within the projected resource envelope during the period 2022 to 2026.

Speaking during the same meeting, development partners who included the United Nations, the European Union, the African Development Bank, Private Sector, Civil Society Organizations, and the Academia among others all pledged to support the implementation of the 8NDP by providing suggestions that will enrich the 8NDP, prioritize economic recovery and provide all inclusive development.

Representatives of the Cooperating Partners, the private sector, Civil Society Organisations (CSOs) and Academia commended the Ministry of National Development Planning for coming up with a realistic and well-thought-out strategic areas of focus for 8NDP.

The stakeholders commended the Ministry and the Government leadership in general for being inclusive in their consultative process in the formulation of the 8NDP.
And in registering the United Nations’ support in the formulation and implementation of the 8NDP, UN Resident Coordinator Dr Coumba Mar Gadio said the UN’s Country Programme Documents (CPDs) will be based on the National Development Plans to allow for a developmental system that is harmonized with the country’s development agenda to foster a stronger, reliable, accountable and an effective partnership in achieving the 2030 Sustainable Development Agenda. Dr. Gadio assured the Zambian Government of the organisation’s continued support for the country to attain its development objectives.

The African Development Bank (AfDB) country manager Ms. Mary Monyau and World Bank country manager Dr. Sahr Kpundeh pledged their institution’s assistance to actualise the progressive objectives of the national development plan.

Ms. Monyau emphasised the need for private sector involvement and the important role that women, the youth and gender equality play in development.

Ms. Monyau said the AfDB recognises the need to support the development of industrial clusters and role that the agricultural sector plays in the development.
Head of the European Union delegation Jacek Jankowski encouraged the prioritization of educating the girl child saying the future depended on equal access to education and gender equality which will, in turn, create well educated and self-confident women. He further emphasised the need for efficiency in enforcing policies and resource mobilization for the implementation of the plans that will be outlined in the 8NDP.

Zambia Private Sector Alliance (ZPSA) Chairperson Mr. Chabuka Kawesha said the private sector is concerned about the education system and called for it to be revisited to bring on board what is relevant in to-days world, to produce industry-ready graduates in all sectors. Meanwhile, Civil Society Representative and Civil Society for Poverty Reduction (CSPR) acting Executive Director, Mrs. Christabel Ngoma, said the civil society organisations and citizens, in general, have insisted on the need to expand social protection programmes to adequately respond to the poverty and vulnerabilities resulting from emergencies such as droughts, floods and the Covid-19 pandemic. Mrs Ngoma said these reforms must further be accompanied by the enactment of the Social Protection Act and based on up to date statistics on poverty.

On behalf of the academia, the Zambia Centre for Accountancy Studies (ZCAS) Vice-Chancellor Dr Kelvin Kayombo advised the Government to prioritise vocation education and technical training programmes that encourage entrepreneurship and self-employment.

Meanwhile, a youth representative echoed the need for encouragement of entrepreneurship through empowerment and skill training to encourage self-employment among young people.

Zambia’s international reserves have increased from around 1.2 billion to over 1.4 Billion US Dollars-BOZ Chief

20

Bank of Zambia Governor Christopher Mvunga has disclosed that international reserves have increased from around 1.2 billion US Dollars to over 1.4 Billion US Dollars, contrary to assertions that the Central Bank has completely moped out strategic reserves.

Speaking after touring the Simon Mwansa Kapwepwe International Airport that is nearing completion, Mvunga said the current level of reserves represents 3.5 months import cover.
And Mvunga has also revealed that the Central Bank has so far bought over 289 kilograms of Gold through the two agreements signed with ZCCM-IH Gold and Kansanshi Mine.
He also said the Bank of Zambia is not trading in Gold but buying the material as an International reserve tool instrument.

Meanwhile, Mvunga says the completion of the Simon Mwansa Kapwepwe International Airport will expand economic activities in the country.

He said Zambia has now seen the infrastructure that was in a bad state rejuvenated not only in the road sector but other constructions taking place around the country.
And Copperbelt Permanent Secretary Bright Nundwe said over one thousand workers will be employed once the facility is fully completed.

The Copperbelt International Airport is almost complete, with only minor touches remaining and is costing Government over 397 million US Dollars.

Doctors on go slow, nurses plan to join in

35

Resident Doctors last night commenced their go slow after a failed government promise to meet their demands.

The Resident Doctors Association of Zambia directed that all emergency departments should be manned by the people on-call, emergencies on the wards should be attended to while those not on-call should report for work at 08 hours today and assemble at a selected meeting point until 16 hours which is knocking off time.

Association President Dr Brian Sampa said Doctors feel cheated after government failed to honour its promise to pay arrears and settling in allowances, gratuities, creation of SRMO/Registrar positions and the employment of the more than 500 doctors.

Dr Sampa said in a statement that the membership feel lied to and taken for granted and this has defeated the whole purpose of negotiation.

He said after a meeting held last week, it was expected that by the end of this week, something should have happened however none of the promises made by Government have been fulfilled not even in part.

And information emerging is that nurses across the country are also contemplating a go slow next Monday over failed government promises to pay their allowances.

AVAP advises use of other media podiums for campaigns

Anti-Voter Apathy Project Zambia (AVAP) has urged political parties to use other alternative media houses following the abolishment of public rallies.

AVAP Executive Director Richwell Mulwani has implored political parties and candidates to use social media and the mainstream media to sell their political ideologies to enhance voter participation ahead of the August 12 general elections.

Mr Mulwani advised political parties and candidates to adhere to COVID-19 health guidelines and use other platforms to sell their party manifesto to the public.

“When political parties and candidates are communicating using the media such as radio and television and social media platforms such as Facebook and twitter, they can still reach out to the masses,” he said.

Mr. Mulwani stated that the electorate need to be provided with information on the various political candidates in order to make an informed decisions.

“Information is critical, therefore, it is important that people are given information they need for them to vote for a political party of their choice,” he said.

Mr. Mulwani noted that AVAP understands that it is challenging for political parties to do their campaigns without holding rallies but that political parties should use other mechanisms so that Zambia does not have a huge amount of spoiled votes.

“We have seen that in the past elections the country recorded about 85,000 spoiled votes and so in this time of COVID-19 where political polities are advised to do the door to door campaigns, the situation is likely to repeat itself,” he said.

Mr. Mulwani has further appealed to political parties and independent candidates to take advantage of the approved permit from the Ministry of Health and meet in small groups with strict adherence to the COVID-19 health guidelines to enhance voter participation.

“People are waiting to see political parties campaign for them to get the message that is critical to the electorate,” he said.

Meanwhile, Mr. Mulwani has challenged political parties to avoid engaging in violence as they conduct their door to door campaigns.

Zambia needs new leadership, I am ready to deliver that new leadership for Zambia’s future

26

By Fred M’membe President of the Socialist Party

On August 12, Zambians will face a stark choice: a choice between the future and the past. Today the case I put before the Zambian people is that if we are to secure the future for our children, for our communities and for our nation – the government of Zambia must now change in the real and revolutionary sense. The neoliberal capitalist policies being pursued and advanced by our opponents belong to the past. Socialism is the future and we must build it now.

After a decade in power, the PF has lost touch with the poor and working people. They no longer understand what fairness, justice, equity and peace actually mean. They simply don’t understand the new challenges that we face now and in the future.

The challenge is to revolutionarise our hospitals and make health services free and socialised. And above all, the challenge to transform our education system and make it free and socialised.

The PF has no plans for the future because it’s not going to be there to deal with the challenges of the future. They are being sent to the wire on August 12. The way forward for Zambia is to elect a revolutionary party and President with progressive ideas to meet the challenges of the future.

A new President and a new government who understand and respect the values upon which our independence struggle was fought. Values of honesty, equity, humility and solidarity. We need to build a Zambia anchored on justice, equity and peace. We need a nation where there’s decency, fairness and respect. You can’t have a plan for Zambia’s future if you have lost sight of such basic values.

For us Socialists, these values are in our DNA.

Zambia needs new leadership with fresh ideas for the future. With barely three months to go of this election campaign, the PF government has put forward no really new ideas for the future. It has run out ideas. It has clearly run out of energy. And it has run out of time.

The Socialist Party is offering new leadership with a plan for the future. And whatever amount of words and money the PF may yet throw at these long standing challenges over the next eleven weeks, it is just not going to be real. The truth is, it’s all just too late to be believable.

Nation building requires vision. And the cornerstone of our vision for Zambia’s future is an education revolution. We believe passionately in the power of education. We believe education is the engine room of equity. And the engine room of the economy. I would not be standing as a presidential candidate today were it not for the encouragement, instruction provided to me by the teachers who shaped my life. They made it possible for a child like me from Lubemba and Bulozi to finish school, go to university and be here today seeking to lead our nation into the future. I know the difference a great education can make.

Our vision for Zambia is to build a very good education system – so that we produce an innovative, skilled and well trained workforce.

The economies we are competing against are making huge new investments in education. They know that knowledge intensive economies will be the wealthiest economies of the future. We must take decisive action now.

We need nothing less than an education revolution now to improve radically the performance of the education system.

Universities are critical to the education revolution that Zambia so urgently needs.

Undoing the damage which this government has done to our universities will not be easy. But this challenge begins today. Zambia cannot be put on the path of a knowledge economy if we do not help our universities attract and retain our best scientists, innovators and researchers into the future.

I approach this election with a passionate commitment to Zambia’s future. The values I bring to leadership are the values instilled in me by my strong Bemba royal upbringing. They are also the values that are intrinsic to this revolutionary party. I understand that life is sometimes harsh. But I believe that as a people we have a responsibility when one of us falls down, we must help to lift them back up. That’s what decency and fairness is all about.

Another thing I have learnt is the absolute value of hard work. Of not being wasteful. And the importance of planning for the future. For me, these are enduring values. And these are the values that as President I would bring to our nation’s challenges.

The nation now needs new leadership for the future. The nation now wants new leadership for the future. And today, I am ready to deliver that new leadership for Zambia’s future.

Ignore deceptive campaign slogans, Kafwaya advises Zambians

Former Minister of Transport and Communications Mutotwe Kafwaya has called on Zambians to ignore alleged deceptive political campaign slogans aimed at undermining the good legacy of President Edgar Lungu ahead of the August 12 general elections.

Mr. Kafwaya said the political slogans that some opposition political parties are devising should not be taken seriously by the electorates.

He said President Lungu is already on top of things as demonstrated by the visible infrastructure development the ruling Patriotic Front (PF) has delivered in various sectors of the c economy.

Mr. Kafwaya said President Lungu has also put in place a robust economic recovery plan aimed at transforming the local currency into one of the strongest currencies in the world.

“Zambians should ignore empty political slogans such as ‘this person will fix it’ because the PF under the leadership of President Edgar Lungu has already fixed the roads, hospitals, schools, water infrastructure and many other problems,” Mr. Kafwaya said.

He explained that government’s landmark decision to place the management of mines in the hands of Zambians is another demonstration showing that the PF administration is committed to safeguarding the country’s mineral wealth for the benefit of citizens.

He said the improvement of road infrastructure in various parts of the country will attract investors to set up businesses in rural parts of the country and create more wealth and jobs for Zambians.

Mr. Kafwaya said the PF has so far performed exceptionally well in the last 10 years another term in office to avoid disruption of developmental programmes being undertaken across the country.

Meanwhile, Chilubi PF parliamentary candidate has expressed confidence that the party will record a resounding victory in the general election.

Mr. Mulenga Fube said the PF has scored massively adding that there is need for Zambians to give it another mandate to complete the works that have remained to be done.

But UPND Northern Province Information and Publicity Secretary Edward Bwalya said his party will reduce the cost of agricultural production and work to eradicate corruption.

“Our president Mr. Hichilema means well and will reduce the price of fertilizer to reduce production costs for agricultural products,” Mr. Bwalya said

Charity Katanga warns political players not to dare the Zambia police by defying Covid-19 protocols

55

Deputy Inspector General of Police Charity Katanga has warned political players not to dare the police by defying Covid-19 protocols and that Zambia Police will not tolerate being dared by political parties who want to go against the health authorities’ advice by holding political rallies.

The Deputy IG was speaking in Kawambwa Constituency where she was to assess the security situation following some pockets violence recorded shortly after the nominations.

She said the Electoral Commission of Zambia and President Edgar Lungu have been on record discouraging Covid-19 high-spreader events such as rallies, hence the need for the Police to enforce the health regulations.

Mrs. Katanga has since advised political parties to canvass for votes using other means such as electronic and print media. Mrs. Katanga has warned perpetrators of violence in Kawambwa of arrests and imprisonment once found wanting.

The Deputy IG explained that she and Luapula Police Commissioner Chilije Nyirenda have engaged political parties that were involved in violence in Kawambwa.

Mrs. Katanga said calm has returned to Kawambwa following beefed up Police presence.

Police in Solwezi Summon UPND National Youth Chairman Gilbert Liswaniso over unlawful rallies

United Party for National Development (UPND) National Youth Chairman Gilbert Liswaniso was yesterday summoned by Solwezi police and questioned over the alleged holding of unlawful rallies in the Province.

Responding to the summons a defiant Mr Liswaniso, however, said that there nothing wrong with meeting people and mobilising party structures ahead on the 12 August elections in a democratic dispensation like Zambia.

“We are operating within the confines of the law and we will continue meeting the people on the ground and organise party structures. We are not holding any illegal gatherings but simply reaching out to the suffering Zambians,” he said said.

Mr. Liswaniso reminded Zambians to open their eyes to see the evil, confusion and anarchy the PF has sown in the country.

“They are using the police and the Public Order Act to suppress and disadvantage the opposition, mainly the UPND. They have forgotten that the August election is not between the UPND and the PF but it is a battle between the good and evil, the suffering Zambians and the PF,” he said.

Mr. Liswaniso, however, assured the police that the UPND will always engage them as long as they work in a professional manner.

“It is disheartening to see the PF use youths to orchestrate violence in the country. We as UPND youths are so committed and resolved to stop political violence by encouraging politics of ideas. We have witnessed PF thugs coming to our meetings with intentions to provoke our youths so that they respond, but we have disciplined youths who have said no to violence,” he said.

Meanwhile, -A media trainer, Herbert Macha has urged journalists to acquaint themselves with the Electoral Process Act to avoid false reporting during this year’s general elections.

Mr Macha said Section 84 of the Electoral Act makes it illegal to publish false statements in respect of the candidate.

He said journalists should have vital information on the Act as it is a tool that will guide them on how to provide accurate news on the entire electoral process up to the declaration of results.

“During elections journalists should by all means avoid the use of abusive editorial comments which might insight violence,” he advised.

Mr Macha said this during media training on investigative reporting hosted by Free Press Initiative (FPI).

He stated that interviews should be conducted with fairness, adequate time, and treatment should be given to all the participating candidates in the elections.

Mr Macha further said the importance of knowing the legal requirements, statutes and ethical issues to consider during the process of investigative journalism will help journalists with the dos and don’ts on investigative reporting.

He added that journalists should always get information from credible sources and should by all means avoid attributes on anonymous sources at all times as this does not give credibility to the investigative story.

Chipolopolo camp is in full-swing in Lusaka ahead of June’s three-match friendly tour.

The camp kicked off on Thursday, and on Friday saw Chipolopolo hold a full-day’s session at Nkoloma Stadium under the watchful eye of coach Milutin ‘Micho’ Sredojevic.

Chipolopolo have friendly dates away to Senegal on June 5, Benin on June 5 in Cotonou and Sudan on June 11 at Omdurman.

Amongst the 21 call-ups in attendance were two foreign-based players namely Lubambo Musonda of Slask Wroclaw in Poland and Klings Kangwa of Russian club Arsenal Tula.

“We have very good time to prepare and these friendly games have come at a good time for the September qualifiers,” Lubambo said.

Zambia are using the friendlies to prepare for their delayed 2022 Qatar FIFA World Cup Group B qualifiers this September against Mauritania away and Tunisia at home.

Second placed Zanaco are searching for their first win in four matches as they face relegation threatened Napsa Stars in Saturday’s rescheduled FAZ Super Division match at Woodlands Stadium in Lusaka.

Zanaco have posted two straight losses and a draw leading to the sending of Coach Chris Kaunda on forced leave last Wednesday.

The Bankers now under interim coach Robin Munsanka will look to overcome Napsa in a bid to consolidate second position.

Zanaco lost their last match to Buildcon by 4-0 on Tuesday while Napsa were edged 1-0 at Kabwe Warriors 24 hours later.

Zanaco are on 50 points, eight points behind leaders Zesco United, after playing 30 matches.

Napsa are placed third from the foot of the table with 36 points from 29 matches played.

Napsa are searching for a win to keep alive their chances of surviving relegation.

A win over Zanaco will move Napsa out of the danger zone.
