Kamanga inspects public places

Lusaka Province Permanent Secretary Elias Kamanga has warned that government may be forced to take drastic measures if people continue to ignore COVID-19 regulations as new infections and deaths continue to soar.

Mr Kamanga who this morning lead a team of officers from Lusaka city council, state police and Road traffic and Agency (RSTA) to inspect compliance levels at Lusaka Intercity bus terminus, Kulima tower bus station, city market and on the great East road, noted the low levels of adherence to COVID-19 guidelines.

He noted that people continue to appear oblivious of COVID-19 resulting in the increase of coronavirus cases and thus leading to inadequate space at health facilities and morgues within the capital city.

Mr Kamanga urged Zambians to take the fight against COVID-19 personal to avoid the pandemic from overrunning the already overburdened hospitals in the city.

The team visited the City Market, Kulima tower bus station, Soweto market, and mounted a road block at Arcades along Great East road while those without face masks in public buses were told to get off the bus.

Mr Kamanga has since instructed the council police to conduct inspections in all public places to ensure compliance.

“Our people should not die because of failing to mask up,” he said.

Mr Kamanga said people travelling in public buses without wearing face masks should be kicked out to avoid the risk of paralyzing the health services.

He announced that all markets and bus stations in Lusaka province will be disinfected on Saturday and business will resume after disinfection exercise.

And Mr Kamanga also commended Kulima Tower Management for maintaining the high level adherence to COVID-19 through ensuring that all the people entering the station are putting on face masks.

Meanwhile Lusaka City Council Town Clerk Alex Mwansa said there is a problem at Cemeteries because most mourners are failing to follow the guidelines of having only 50 people attending the funeral.

Mr Mwansa expressed concern that mourners are gathering huge numbers of 200, a situation that could lead to the spread of the disease.

Those who Championed the Privatization of National Assets should have apologized to Dr. Kaunda

57

President of the Economics Association of Zambia (EAZ) Dr. Lubinda Haabazoka has said those who championed the privatization of national assets should have apologized to late Zambia’s first Republican President Dr. Kenneth Kaunda whilst he was still alive.

Dr. Haabazoka said perpetrators of the privatization process in which leader of the opposition UPND Mr. Hakainde Hichilema played a key role destroyed that which Dr Kaunda created with so much sweat.

Mr. Hichilema reportedly enriched himself using dubious means at the expense of the majority of Zambians during the privatization process.

Dr. Haabazoka said individuals in question sold over 225 Companies that were immediately shipped out of the country.

“Whilst he is still alive, we should apologize to President Kenneth Kaunda for having destroyed that which he created with so much sweat…Insulting him and humiliating him in the 1991 polls, we went on to dismantle airlines, ZCCM and many companies that he created to provide jobs upon completion of school, college or university,” he said.

“We blamed him for our economic problems and paid a blind eye to the fact that he was fought by international forces that hated socialism, humanism, and African control of mineral resources!!! Instead of standing by KK, we allowed and aided international forces to defeat him!!! We sold over 225 companies that were immediately shipped out of the country.”

Dr. Haabazoka said it had to take Micheal Sata in 2011 and His Excellency President Edgar Chagwa Lungu in 2015 to restore the dignity of the founder of the nation from 1991.

“I lived under KK and I can attest to the fact that patriotism and love for one another was the order of the day!!! We produced most of what we consumed and had destiny over our resources,” he said.

“In order to remove control over the pricing of copper on global markets, KK mobilized the whole world and formed an OPEC-like organization called CIPEC. The Intergovernmental Council of Countries Exporters of Copper (CIPED) was created in 1967 in Lusaka with the objective of coordinating policies of the country members looking for growth in the revenues coming from copper.”

Dr. Haabazoka also mentioned that the mess created by privatization has created a huge gap in employment opportunities because many were sent to the streets and newcomers were not given jobs.

He added that Zambia created youth retirees in the 90s and sent economically active citizens into destitute while a few shared leftovers and became midnight millionaires.

“Those that misled us on Kaunda and guided privatization should apologize to us and also to our Founding father!!… International Institutions that guided privatization should not be listened to and only the national agenda should take center stage,” he said.

“We owe KK an apology!! He built a nation that was surrounded by countries either at war or under colonial rule but managed to feed us!!!”

UPND’s move to resume campaigns is a sign of desperation-GBM

The ruling Patriotic Front (PF) Vice National Chairperson for Mobilisation Geoffrey Bwalya Mwamba says the move by UPND to resume campaigns is a sign of desperation.

Mr Mwamba says the nation is mourning the first Republican President Dr Kenneth Kaunda, therefore, resuming campaigns shows that the opposition political party its only focus is to form government.

Mr Mwamba who is also PF Northern Province Presidential campaign Manager, says there is need for all political parties to respect the first Head of State by halting campaigns.

He says Dr Kaunda did alot for the country, people need to give the respect he deserves.

Mr Mwamba says UPND’s desperation has gone too far, which is unacceptable.

“See how our neighbouring countries are mourning him, why can’t we do the same,” he says.

“We will go into campaigns once the 21 days elapse. KK deserves respect.

If the UPND cannot respect the dead, especially the first Head of State, what can they do to you Zambians when voted in power,”.

The Vice National Chairperson for Mobilisation people of Zambia must scrutinise people who should be voted into the political office.

KK’s family will not comment on his burial arrangements

Colonel Panji Kaunda says Dr Kenneth Kaunda’s family does not want to start talking about the burial and funeral arrangements of the country’s founding father.

Reacting to the statement from the government that it was the wish of Dr Kaunda’s family that the remains of their late father be taken around the country, Col Panji said “that is the issue with the government.”

Asked if it was true that that was their wish as a family as the government is claiming, Col Panji said the family will not engage itself into talking about “the old man’s burial.”

“That is the issue with government. They are still within government circles. We have decided as a family not to talk about the old man’s burial. Confirm with the government spokesperson they will tell you our position,” said Col Panji, who is the late president’s first born child.

Efforts to speak with information permanent secretary Amos Malupenga failed as his phone went unanswered.

The Socialist Party Rubbishes LAZ Peace Accord for Political Parties

12

The Socialist Party of Zambia has rubbished the peace accord being put forward by the Law Association of Zambia.

In a statement made available to the media by Dr. Cosmas Musumali, the General Secretary and First Vice-President, the Socialist party said that LAZ should have been advocating for is the rule of law, the fair and impartial administration of our country’s criminal justice system, adding that

Dr Musumali said that Political violence is simply violence – a criminal offense in Zambia’s penal code and those who commit crimes must, without fear or favour, be arrested and prosecuted.

“Violence is violence and it doesn’t matter whether it is being committed in the name of politics, religion or otherwise, ” he said.

Dr. Musumali accused LAZ of failing to take on the big political parties perpetrating the violence.

“LAZ has clearly failed to directly denounce political violence, call a spade a spade and demand the arrest and prosecution of perpetrators of political violence. Why?” he asked before adding: “Our simple and only explanation is because they are not able and willing to take on the main, and politically powerful, perpetrators of this political violence”.

Dr Musumali said that their party members have not involved themselves in any form of political violence. Without being pacifist, their party members have not responded to political violence with violence because they teach their members to peaceful.

“We have a documented commitment to peace, justice and equity in our party constitution and manifesto. Our members have on many occasions been attacked by PF members in Eastern Province. We have reported the attacks to police but no arrests and prosecutions have to date been made,” he said.

“To us, this LAZ peace accord is nothing but a scheme to try and apportion blame or responsibility for political violence to all the political parties when the main culprits are well known,” he said

“We refuse to be part of this LAZ scheme to divert attention from the well-known main perpetrators of political violence and make us look as if we have also been involved in political violence,”

“Let those who have been attacking or fighting each other sign the LAZ peace accord – a cease-fire agreement – and refrain from political violence, ” he concluded.

The Threat Of Harmful Development On The Zambezi River Basin

14

It is with great concern that it has come to our attention that on the 7th May 2021 Zambia Environmental Management Agency (ZEMA) issued a letter approving the very controversial environmental impact statement (EIS) for a Large scale open pit mine located inside the Lower Zambezi National Park.

THE Zambezi basin, whose main flow is the Zambezi river, is one of Africa’s most important basins. It’s a natural asset shared between Angola, Botswana, Tanzania, Namibia, Zambia, Zimbabwe, Malawi and Mozambique directly supporting the livelihoods of over 47 million people. It is the main supplier of fresh water for household, agriculture, health and industrial use, and supplier of electricity and fish to the populations of these countries. This basin is a network of important ecosystems that is home to Africa’s most important wildlife and water tourism destinations.

Simply put the Zambezi basin is the most significant shared resource that contributes to economic, environmental and social development of Southern Africa. Sustainable management of this resource is crucial in securing the futures of over 250 million people in the region that depend on it.

To meet the needs of the growing populations the basin attracts a range of investments. The way these investments are identified, designed, sequenced and financed will deliver opportunities for the basin or destroy the futures of majority populations on the basin, if the water is either interrupted or polluted.

Despite the Zambezi River being central to enhancing economic opportunities and securing sustainable livelihoods in Southern Africa, it is undergoing serious threats, one of which is the proposed Kangaluwi copper mining project in Lower Zambezi by Mwembeshi Resources Limited.

The proposed site for the mine lies in Lower Zambezi National Park (LZNP), an International Conservation Union (IUCN) category II protected area in South-Eastern Zambia, on the Zambezi River, which lies within close proximity of the Kafue and Luangwa Rivers. The Lower Zambezi National Park (LZNP) provides refuge to globally threatened wildlife species such as Elephants and Wild Dogs and is home to unique vegetation types that include Zambezi endemics and the only protected and intact lowland deciduous thickets in the Southern African region.

If the mine goes ahead it poses a severe threat to the communities within the region as well as downstream where the risk of contaminating water is extremely high. This would impact the communities in Zambia, Zimbabwe and Mozambique, and the whole Zambezi delta, potentially destroying farming and fishing livelihoods and one of the largest tourism destinations for Zambia and Zimbabwe. While Zambia must benefit from the use of the mineral resources it is endowed with, it cannot do so at the expense of its people and other communities in those countries who have no connection to the mine.

It is clear that the potential long-term impacts of this mine and the environmental threat it poses to the renewable resources of the Zambezi River ecosystem far outweigh any short-term benefits. Local communities depend on the area’s renewable resources for water, fishing, agriculture, tourism and forestry. River pollution caused by the mine could threaten the mighty Zambezi river’s 2,000-ton subsistence fishery, which provides food and protein security to 20,000 people along the river’s banks.

In LZNP, eco-tourism in the area depends largely on the renewable wildlife and habitat resources and contributes significantly to the local and national economies around the LZNP.

Tourism establishments in the park and surrounding Game Management Areas (GMAs) employ more than 1,000 local people, generating a local wage bill of $4 million annually that indirectly supports thousands more people at a local community level.

The mine also threatens upcoming conservation projects such as the $12.5 million Lower Zambezi Flagship Species Restoration project, which received approval from the Ministry of Tourism and Arts in 2018. The project aims to bring back locally extinct species such as the Black Rhino and Eland, thereby restoring biodiversity and improving ecosystem processes in the area, which this mine could threaten.

In addition, the Lower Zambezi National Park (LZNP) shares boundaries with the Mana Pools World Heritage site to the south and is also being considered for designation as a World Heritage site by UNESCO. Although the mine is expected to cover about 980 km2, which is about 25% of the park, it is estimated that more than 50% of the national park will be lost (the entire northern part of the park). This means that the primary reasons for which the park was initially established will be lost forever.

The threat to the Zambezi River ecosystem was highlighted by the late Dr Kenneth Kaunda, whose recent passing we deeply mourn. Dr Kaunda said the mine planned for Lower Zambezi National Park “poses the biggest threat in history to the wildlife and pristine wilderness that has survived so many centuries of challenges”. We could not have said it better. We urge our leaders to honour his legacy, by protecting this area.

We implore the Government under His Excellency, The President of the Republic of Zambia and the Father of the Nation, Dr. Edgar Chagwa Lungu, to ensure a Secure Zambezi and a Safe Zambezi by considering the following:

  •  Take immediate measures to secure the entire Zambezi river’s waters as it is a shared
resource between five countries. Developing an open pit mine on top of the Zambezi
escarpment will accelerate the degradation of the Zambezi basin which is a source of many
lives and livelihoods and source of life for a range of important wildlife and biodiversity.
  •  Secure livelihoods of poor farmers and fishermen. Moving the proposed mine away
from Lower Zambezi will secure livelihoods and focus on expanding economic opportunities
offered by tourism, fishing and farming for local communities. Such sustainable investments
will protect the interests of the poor fishing and farming communities.
  • Take measures of sustainable development that will ensure intergenerational rights to
access and benefit from the Zambezi river are secured.
  • Work with conservation partners, fishing and tour operators to expand sustainable
economic activities in the areas that deliver sustainable jobs and sustainable ecosystems.
  • Invest in the protected areas network as it will secure some of the globally important but
threatened wildlife species such as Elephants and Wild dogs and deliver green jobs.
  •  Focus on resolving the negative social and environmental impacts of mining in mining
areas before it can consider opening up protected areas to similar degradation.
We join all our local and international stakeholders in appealing to the Government of the Republic of Zambia to reconsider and revoke the permission to mine the Lower Zambezi, which could jeopardise a renewable, sustainable asset of local, National and International importance. Save Zambezi for a Safe Zambezi.
