Sangwa’s ConCourt Petition Harms the Opposition and Benefits Lungu’s PF!

The negligibility of the petition before the Constitution Court concerning the eligibility of the Patriotic Front candidate, President Edgar Lungu in forthcoming elections are laughable, except for the harm it may cause to the opposition’s cause after August 12, 2021.

The ConCourt is a public institution and every citizen has the right to take any case to it, hence the petitioner is simply executing his constitutional rights. PF Cadre Kennedy Kamba’s childish kaponya threats against the petitioner are nothing but attempts to worship the big man. We are a democracy and we have the right to seek legal recourse in cases of interest, especially one which centers on the person who would become the most powerful individual in the nation. But is this case worth it?

The petition pertains to whether Mr. Edgar Lungu qualifies to contest the forthcoming election. The case borders on articles that speak to holding the office of, or being sworn in twice as President of Zambia, which is unclear if read in conjunction with other articles of the same Constitution. Mr. Lungu’s one year term in office was due to President Michael Sata’s death, thus he did not serve the minimum of three years required to constitute a full term under the same Constitution. So the PF’s argument is simple: Lungu has one more term to serve hence qualifies to contest the 2021 election. If he does so, however, he would be contesting the third time and should he win, he would serve three terms. This is the petitioner’s objection. Mr. Lungu has contested in, and won two elections–thus he cannot be eligible to contest the forthcoming election. It is this issue the ConCourt must rule on.

I don’t have confidence in the ConCourt as currently constituted; it has too much power and unaccountable. I believe that it cannot be above the Supreme Court of Zambia and that it must be under independent oversight. Despite my misgivings, it would take a tanker of Kachasu for the petitioner to force the ConCourt to block Lungu from contesting the election. The “poorly worded” and “copy and paste” Constitution is simply unclear even to the petitioner himself. We had an opportunity to amend it but we failed because of political interests. The countless flaws in the Constitution are set to bite us again and again. We wasted many years arguing about petty issues rather than straightening it. I understand the many flaws that characterized the PF driven Constitution, but we ended up with the very document that is self-contradictory and unclear. If we honored the senseless Grade 12 Certificate requirement, shouldn’t we do the same on other issues?

With merely two months to go before the election, I don’t understand the strategic goal of this petition. If the petitioner thinks he is doing damage to PF, the opposite is true. My worry is that the Constitution Court may be needed in case of legitimate petitions after the elections. Since the world would have been used to the ConCourt ruling against “opposition” challenges, Aesop’s Fable of “the boy who cried wolf” would become a bitter pill to swallow after August 12.

Besides, messaging is key in competitive politics. Many opposition cadres are celebrating the petitioner; the truth is these petty petitions are sending a poor message of desperation. It is simply “trumpian” and insane to repeat the same failed strategy over and over. The petitioner’s credibility on blocking Lungu from contesting in this election has suffered setbacks before, so another dismissal will only provide further political capital to PF. Yes, the petitioner is not running against Lungu, but these actions are perceived as the opposition’s untold fear of Lungu in the forthcoming election. Let’s face it–the battle is already set and the opposition can easily stop Lungu through the ballot, and not through a group of unelected people in ugly colonial wigs! Leave the ConCourt for when you need it! “14 days” is still unresolved.

Rampant Buildcon Dent Zanaco’s League Dreams

Buildcon have moved into fourth position on the FAZ Super Division table after thrashing second placed Zanaco 4-0 away at Nkoloma Stadium in Lusaka on Tuesday.

This was Zanaco’s second straight loss as the Bankers endured a three-match winless run.

Rampant Buildcon overcame the pre-match debacle of using borrowed jerseys from Red Arrows after their initial attire resembled that of Zanaco.

Attackers Najeeb Abbas, Gerald Chisha, Conlyde Luchanga and Patrick Ngoma scored a goal each for Buildcon in the lunchtime match.

Buildcon have moved to 46 points, four behind Zanaco, who have a game in hand.

Nkana Beat Red Arrows To Edge Closer to D-Zone Exit

Nkana have beaten Red Arrows 2-1 away in Lusaka to jump one place up to number fifteen on the FAZ Super Division table.

Kalampa rallied at Nkoloma Stadium on Tuesday afternoon as striker Alex Ng’onga sealed the win three minutes away from full time.

After a goalless first half, Arrows led in the 65th minute with Alidor Ali Kayembe beating Nkana keeper Kelvin Malunga from an alleged offside position.

The Airmen’s lead lasted just two minutes as forward Freddy Tshimenga 67 pushed in an equaliser for the Kitwe side.

The game was heading for a 1-1 draw when Ng’onga poked in the winner from close range.

Nkana are on 37 points after playing 30 matches and have one game in hand.

Meanwhile, Arrows drop one place down to fourth position as they remain stuck on 46 points after playing 31 matches.

Green Party President Peter Sinkaba has advised the ruling Patriotic Front(PF) rank and file not to waste time on the eligibility cases but focus on wooing voters for President Edgar Lungu and the PF because the issues in contention on the eligibility of President to contest the 2021 elections have already been settled by the Constitutional Court in previous decisions of the Court.

In a statement released to the media today, Mr Sinkamba said that he had gone through the issues being raised and said that the case appears to him the contest is on general matters that have already been determined by the Court and that people don’t go to the courts to solve general matters and shape law.

Re: My Message to PF Rank and File: Waste No Time on Eligibility Court Cases, Focus on Elections

As the Green Party, we would like to advise the PF rank and file not to waste time on the eligibility cases but focus on wooing voters for President Edgar Lungu and the PF because the issues in contention on the eligibility of President to contest the 2021 elections have already been settled by the Constitutional Court in previous decisions of the Court. PF members should leave the court cases to the lawyers and focus of campaigning for time is not static but running out. These court cases are merely distractions.

I have gone through various arguments advanced by proponents of the petitions. It appears to me that the contest is on general matters that have already been determined by the Court. You don’t go to the courts to solve general matters and shape law. For that, you go to the legislature. You go to the court to resolve particular disputes. For the health of the Nation and the rule of law, it is critical that we stop using courts as weapons to resolve general matters and shaping the law but instead view courts as avenues of recourse to resolve limited cases.

I say so because when the Constitutional Court or Supreme Court rules one way, it is likely to rule that way again. So continuing to push a law or policy that contradicts a previous decision essentially is an exercise in futility. A precedent that the court sets effectively is intended to prevent the same issue from arising. If parties are dissatisfied with the decisions of superior courts, the best place for them to go is to the legislature or parliament. The on-going elections present the best avenue to constitute a legislature that could refine policy issues or points of law that are in contention on the eligibility clauses. Otherwise, pushing the court route to resolve policy issues and refining the law is sheer waste of time.

The central issue in the current controversy is whether “held office” and “term of office” mean the same thing. In my view, such a question is a general matter that should be solved by the legislature and not the courts. What the court produces is not law per se, but a determination on how it interpreted an existing law for the purpose of settling a specific case or controversy. When the same issues and facts arise, they are settled based on that precedent.

In the previous cases, the Concourt generally held a consistent view that “held office” is linked to “term of office”, whereby a term means serving in the office of the president for a continuous period of three to five years. I agree with the court in many respects on this view. A Vice President usually holds the office of the President each time the President is out of the jurisdiction. In a five-year period or term, a Vice President can hold the office of the President for as many times as twenty, depending on the travels out of jurisdiction the President makes. Does such “holding” of office of President by the Vice President disqualify such a Vice President to contest as a presidential candidate in the next election? Was that the intention of the crafters of the Constitution?

What of a President, who, in a single five-year term more than twice handed over power to the Vice President, and in that manner more than twice held the office of the President, is that President eligible to contest the next election?

In my view, the issues that are being raised at this point are beyond the courts. These are now matters for the legislature to clarify. So, let’s not waste the court’s time.

Wedson Welcomes FAZ’s Five Foreign Player Quota Rule

Lusaka Dynamos and former Zambia coach Wedson Nyirenda ex-Chipolopolo coach says the newly introduced five foreign -player quota is exciting news.

Starting in the 2021/2022 season, all clubs will only be allowed to sign five imports, bringing to an end an unregulated deluge of foreign players that have flooded the FAZ league over the last six seasons.

The decision was ratified on May 22 at the FAZ annual general meeting held in Kabwe.

“We have diluted the game in Zambia, and because of the same thing, any Jim and Jack would come into Zambia as long as he can juggle the ball can come in,” Wedson said.

“That is not what we want; we want a good quality of foreign players and foreign coaches coming in and not just any other player.

“Remember a strong national team comes from a strong league so I am against foreign players who are not doing anything, I am against foreign coaches who are just bringing comedy into Zambia.

“Going into South Africa is not an easy task. You will be vetted and carpeted and they will look for a lot of things from you. It is not easy to get into other leagues but why it is that every other Jim and Jack will come in here?”

Wedson admitted that his club Lusaka Dynamos was not immune from the phenomenon.

“In my club, I am very disappointed with some of the players that have come in. I have found players, those who are not going anything and at the end of the day they are getting paid,” Wedson said.

“The wage bill is big and the job is less; that is stealing.”

Charmaine Musonda ditches UPND to Join PF

The United Party for National Development (UPND) has continued to lose key members of the opposition political party due to poor leadership.

The latest to ditch Hakainde Hichilema and his UPND is Charmaine Musonda who has since joined the Patriotic Front (PF) together with 351 other members.

And Speaking in Chilanga yesterday when she was welcomed in the party where everyone counts, Ms Musonda thanked President Edgar Chagwa Lungu for giving her an opportunity to serve the PF.

Ms Musonda who has also resigned from the position of Provincial Trustee for Lusaka in the UPND, promised to work tirelessly for the PF in Chilanga.

“We have come to work. I am humbled with the unity shown in the Patriotic Front. And allow me to make mention right from the start that we will work with the PF adopted candidate for Chilanga Honourable Maria Langa – mama ni mama,” She said.

Ms. Musonda described her former political party as a Cult of Cruel individuals whose only agenda is to use people for their selfish appetite for power.

She has since commended the Head of State for embracing all Zambians especially the women and the youths whom he has entrusted with leadership responsibilities.

The defectors were received by PF Member of the Central Committee (MCC) Joseph Malanji in the company of Provincial Chairperson MCC Kennedy Kamba and his Executive, MCC Frank Ng’ambi, PF aspiring Member of Parliament for Chilanga Hon Maria Langa and immediate past UPND Mbabala lawmaker Hon. Ephraim Belemu.

Meanwhile, MCC Joseph Malanji said people are joining the ruling Patriotic Front because they appreciate the ideologies of the party.

He said this is unlike the opposition UPND who seeks to frustrate every progressive move made by the government.

And Hon Malanji urged the people of Chilanga to give PF candidates votes so that the party can amass two-third majority in Parliament.

“There are decisions that we want to pass in Parliament but implementation is difficult because some people with their selfish leadership come with a preconceived mind to frustrate every government effort to better the lives of our people,” He said.

Meanwhile, MCC. Frank Ng’ambi said Ms. Charmaine Musonda’s defection was the beginning of the end of the UPND in Chilanga.

He said people can clearly see that Zambia under the leadership of President Edgar Lungu has been transformed.

“I want to assure those who have joined that you are thinking for generations to come. I am not seeing anyone currently who can be compared to President Lungu. I’m happy that my Sister who has been with the UPND in Chilanga, making inroads politically, has decided to join,” He said.

72 individuals Denied access into Zambia and 272 placed under 14 days quarantine- Health PS

As Point of Entry surveillance is being strengthened for surveillance of Covid-19 and several of its variants, the Ministry of Health has denied 72 individuals access into the country and placed 272 others under 14 days quarantine.

In a statement, Ministry of Health Permanent Secretary Technical Services Dr. Kennedy Malama said the government is working on strengthening laboratory and diagnosis platform with the participation of Private Hospitals with a focus on the Points of Entry (POE).

‘On the other hand, our ongoing POE surveillance saw 4,870 travelers screened in the last 24 hours, of whom 72 were denied entry and 272 placed under 14-days quarantine.” he said.

He added that school surveillance is also ongoing and in the last 24hrs, only 1 student was found positive out of the 326 screened and tested countrywide.

Dr. Malama said the government has noted evidence of ongoing community transmission and re-emphasized the call to enhance all pillars in the response as progress into the cold season amidst laxity in adherence to public health guidelines and the threats posed by the SARSCOV 2 variants of concern.

He also said that teams under the Ministry were conducting data cleaning and verification following the pause in administering of the AstraZeneca Covid-19 vaccine in order to ensure that those that got the first dose are able to get the second dose.

“As we informed the Nation, we paused the AstraZeneca vaccination program and now awaits the second dose administration scheduled to commence on 23rd June 2021.” Dr. Malama said

“However, in the past three days we have been administering the second dose of Sinopharm vaccine which has paused and will resume on 13th June for those who recently received their first dose of the vaccine,” he added.

He further said to date 136,763 doses of the vaccines of both AstraZeneca and Sinopharm have been administered in Zambia.

“In the last 24 hours, we recorded Seventy-Eight (78) new confirmed cases out of 3,471 tests conducted (2.2% positivity). This brings the cumulative number of confirmed cases recorded to date to 93,279.

The breakdown of the new cases and positivity (given in brackets) by province are as follows: Central 12 (3.6%), Copperbelt 6 (0.8%), Eastern 6 (2.3%), Lusaka 46 (5.1%), Luapula 1 (1.2%), Northern 16 (7.1%), North-western 2 (4.0%), Southern 2 (0.3%) and Western 4 (2.4%).

There were no new cases detected from the tests conducted in Muchinga province. By district, the 78 new cases were recorded from eighteen (18) districts, with the majority coming from Lusaka (43) and Kazungula (11) districts; the remaining 16 districts recorded fewer than five (5) cases each.

On a sad note, we recorded three new deaths in the last 24 hours, one each from Copperbelt, Eastern, and Lusaka provinces. All three deaths have been classified as COVID deaths a situation reminding us that COVID-19 is still with us and we remain vulnerable to further spread, increased admissions to hospitals, and deaths.

The cumulative number of COVID-19 related deaths recorded to date now stands at 1,271, classified as 714 COVID deaths and 557 COVID-19 associated deaths. A total of 44 discharges were recorded from both the COVID-19 isolation facilities and home management, bringing the cumulative number of recoveries to 91,200 (98% recovered). There are currently 808 active cases, of whom 760 (94%) are under community management and 48 (6%) are admitted to our COVID-19 isolation facilities; we had 5 new admissions in the last 24 hours. Among those admitted, 37 (77%) are on Oxygen therapy and 9 (19%) are in critical condition.”

Dr. Malama further urged people not to drop their guard in efforts to prevent COVID-19 adding that all must play a role diligently for the country to break the chains of transmission in our communities.

“The clarion call is to our leaders at various levels including Political leaders to provide the much-needed guidance to the communities to steer a social movement in adhering to the Public Health Guidelines. Countries who have won the fight against COVID-19 have all worked as a collective,” he said.

The election is more about attaining ECF rather than retaining ECL

Towards the end of 2001, after President Frederick Chiluba’s futile attempt to unconstitutionally extend his stay in office through an illegal third term, the self-proclaimed political engineer and master dribbler anointed Levy Mwanawasa, his first Vice President who had resigned from government in July 1994 out of disgust for Chiluba’s tolerance of Michael Sata’s corrupt ways, as his successor and set the end of December as polling day.

As a crack young intrepid reporter from the Post newspaper, on the evening of his resignation I spent over two hours interviewing the newly resigned Veep as trucks moved his personal possessions from his official residence, government house, to his private residence in Olympia Park. (That story is told in full in my upcoming book: 30 years of multi_partism, Zambia 1991-2021).

At the end of day Mwanawasa emerged victorious with cigarette paper thin margin, leading to an acrimonious and widely embarrassing election petition. The petitioners, by and large ,showed that Anderson Mazoka had won the election but in the minds of the Supreme Court bench, reversing the decision after Mwanawasa had been sworn in and was serving as president would be unhealthy for the country, politically, comically and socially.

Before the election, I was appointed project team leader of an Electoral Commission of Zambia project to produce a newspaper for civic education and voter sensitization called ‘The Choice’ . The European Union funded project entailed the interviewing of all presidential candidates and then producing 100,000 copies to be distributed to all 9 provinces at no cost to the reader, allowing voters to have greater insight into the policies of the candidates for what was expected to be informed voting, there after.

In what was then unprecedented and at the time quite honestly shocking, 13 individuals aspired for the presidency and qualified to have their names on the ballot, far more significant a number than 1991 when the ballot paper had UNIP’s Kenneth Kaunda and MMD’s Chiluba and 1996 when Chiluba faced ZADECO’s Dean Mung’omba.

Of the 13 candidates two were women, Innonge Mbikusita Lewanika and Gwendoline Konnie. Prominent candidates were Anderson Mazoka of the United Party for National Development (UPND) immediate past MMD National secretary Michael Sata (Patriotic Front), former defence minister Ben Mwila (Zambia Republican Party) and three former Vice president’s Mwanawasa (MMD), General Christon Tembo Forum for Democracy and Development (FDD), and General Godfrey Miyanda (Heritage party) (I personally interviewed Mr. Sata, Mr. Mwanawasa and General Miyamda’s representatives on the general’s behalf (the late Joe Kuluneta, the late Bright Chunga and current heritage party president and candidate Chishala Kateka) Needless to say the other candidates were so inconsequential that even their names have now been long forgotten. The highly disputed election result and the contentious post election petition that followed are similarly in the annuls of history.

Fast forward to 2021, and an astounding 20 candidates have stated their intentions to stand by paying the nomination fees. This is astonishing because only incumbent Edgar Chagwa Lungu (ECL) and opposition UPND leader Hakainde Hichilema (HH) have any realistic chance of carrying the day.

Even more interesting is that one candidate has withdrawn from the race while another has gone into an alliance with the UPND pledging to support the UPND’s candidate HH and his running mate former deputy speaker Mutale Nalumango.

The question is who has put up money for candidates who even had difficulty finding the requisite 100 registered voters per province for pre nomination formalities? In what can only be described as gross abuse of poverty stricken gullible voters over 80 individuals some with infants in tow, were left stranded in Lusaka after being ferried from Solwezi by an independent Presidential aspirant to make up the numbers required by the Electoral Commission of Zambia (ECZ) forcing the Lusaka District Commissioner’s office to intervene with help from the Disaster Management and Mitigation Unit DMMU to feed the hapless, starving multitude while arranging transport for their return to North Western province . Theis unfortunate incident came to an almost comical end when the 87 North Westerners joined the PF in a public display of desperation televised on ZNBC TV main news. Armed with means to go back and a little extra for incidentals, the erstwhile destitutes showered praises on the Samaritan PF and it’s leadership, breaking into song and dance, oblivious of the political expediency of this act of supposed charity.

While Felix Mutati’s camp has explained that the non refundable nomination fee was paid before the alliance was cemented, Pastor Peter Chanda’s reasoning raises suspicions. This is the same pastor who with Dan Pule and others went to the Constitutional Court to get the court to determine President Lungu’s status in relation to standing in the upcoming election getting a ruling that was in the incumbent’s favour, amidst jubilation and fanfare from the petitioners and their supporters. The ruling, nonetheless, remains a borne of contention the underlaying question being is being sworn in twice equivalent to holding office twice?

The sponsoring of candidates to weaken the opposition vote can not be ruled out, as shenanigans of this nature are right up the PF sleeve as is the buying of opposition leaders and members in the name of defectors who cite the lack of leadership and vision such as that found in the PF and the humble leader as reason for their exit.

I have already pointed out that only ECL and HH have any realistic chance of wining but this does mot mean all the other contenders are charlatans, puppets with PF as the Puppeteer.

Clearly my former boss and one time mentor Fred M’membe and others like Harry Kalaba. Anford Banda, Shone Tembo, Steve Nyirenda and the only woman Chishala Kateka are genuine candidates though it beats me what deluded them either individually or collectively, into believing they had a chance. Their money, in my considered view, would have been better spent helping children in orphanages, the blind, the handicapped and the elderly. In nutshell members of society who are victims of a lack of a sensible working social safety net, who might include council workers and unpaid long suffering government retirees, now that I think about it.

Regardless of the skullduggery in the back ground, the election will be won on economic issues particularly the dismal economic performance of the last ten years. The PF’s claims of huge infrastructure projects hold no water. Firstly, the projects were financed through debt. The government’s insatiable appetite for borrowing has put the country in the precarious position of seeking help to restructure or cancel debt, a situation every sovereign nation should avoid like the plague, avoid as if it were covid, cancer and Aids combined. Secondly, the infrastructure projects have been grossly inflated. In the road sector, for instance, roads that cost around US$500,000 per kilometre in the sub region, cost in excess of US$1 million here. Thirdly, roads have been built that have no tangible economic benefit and traffic volumes, existing or derived, will not generate the kind of resources required to pay for their construction. Additionally, hospitals have been built without requisite health care professionals and drugs.

The doctor patient ratio stands at one doctor to twelve thousand Zambians, while thousands of doctors, nurses and other care givers remain unemployed because government claims it has no money to recruit and renumerate them. The hospitals are devoid pf medicines rendering health institutions mere prescription issuing centres yet as elections approach millions are being dished out to informal sector traders, youth and women groups in the guise of empowerment funds without clear or defined criteria or repayment schedules, if any. Correspondingly, Corruption at all levels has become the norm, endemic and accepted if not expected and fortunes have been amassed. Inappropriately, institutions charged with f fighting these vices like the Anti Corruption Commission have been compromised and in extreme cases corrupted.

In a recent case a key prosecution witness an investigating officer in the ACC pleaded ignorance on why he was called to testify as the minister charged with multiple cases of contortion had done no wrong, in the witness’ opinion, forcing the magistrate to acquit the erring minister. Administrative disciplinary measures attempted by the head of the institution against the turncoat officer earned her summons to show cause why she should not be cited for contempt of court for interfering with a witness. A sick note accompanied by a profuse apology was promptly delivered to the court by her lawyers, a stern admonishing from the magistrate ostensibly ended the matter, at least for now.

Inevitably. the government has sought help from the IMF to get out of this self inflicted economic malaise, particularly the US$12.7 billion external public debt, with little success thus far. Hopes of attaining the much coveted or sought after Extended Credit Facility (ECF) seem indistinct, as conditions such as good, accountable, transparent government appear to be impossible to meet, unachievable by the current government.

In the minds of right thinking Zambians and well meaning foreigners the presidential election is more about attaining ECF rather than retaining ECL.

Zambia to commemorate Africa Freedom Day-Secretary to the Cabinet

Secretary to the Cabinet, Simon Miti has disclosed that the country will today Tuesday, May 25, 2021 join the rest of Africa in commemorating Africa Freedom Day.

Dr Miti said the commemorations will be led by President Edgar Lungu in Lusaka, while at the Provincial level the commemorations will be led by Permanent Secretaries.

Dr Miti further disclosed that the President will be accompanied by Secretary General of the Patriotic Front Party, invited Permanent Secretaries, Service Chiefs, the Dean of the Diplomatic Corps and invited Senior Government Officials in laying wreaths at the Freedom statue.

“Thereafter, His Excellency the President will, as per tradition, bestow Honours and Awards on deserving Zambians at the Investiture Ceremony to be held at State House” he said.

Dr Miti further disclosed that in observance of the COVID-19 guidelines, the commemorations will be held at a reduced scale with only 55 invited guests who will be present at State House.

He has urged the public to continue adhering to the COVID19 guidelines issued by the Ministry of Health.

Dr Miti has further encouraged members of the public to follow the live proceedings on Television and Radio.

Dr Miti has further advised the private and public institutions that offer essential services to ensure that they put measures in place to avoid any disruptions to the services in the wake of the public holiday.

He has also reiterated that Wednesday, May 26, 2021 will be a normal working day.

“Members of the general public and the business community are further guided that while tomorrow, Tuesday, May 25, 2021 is a gazetted public holiday, Wednesday, May 26, 2021 is a normal working day and should be observed as such”. He said

UPND Accuse PF of offering a Bribe to UPND Mpulungu Parliamentary Candidate to Withdraw from the Race

United Party for National Development (UPND) has accused the ruling Patriotic Front (PF) of offering the party’s Mpulungu Parliamentary candidate Leonard Mbao $1 million so that to withdraw his candidature in a electoral context with former Presidential Affairs Minister Freedom Sikazwe

UPND National Spokesperson Cornelius Mweetwa challenged Mr Sikazwe and the Patriotic Front to deny the fact that they have offered Mr Mbao $1 million to withdraw his candidature said reality is finally catching up with the PF that Zambians were annoyed with them.

Mr Mweetwa revealed during a media briefing in Choma that the Patriotic Front having sensed defeat for Mr. Sikazwe in the August Parliamentary election has offered the UPND candidate $1 million to have him withdraw and support the PF candidate in the election.

He said Mr Sikazwe has realised that his popularity and that of the PF in the area has reached its lowest levels having won the 2016 election through a paltry 200 votes difference with the UPND and now wants to use money as an escape route.

“Let the PF and Mr. Freedom Sikazwe who is a former area lawmaker deny the fact that on Saturday, they offered the UPND Alliance Parliamentary candidate $1million to withdraw his candidature. Let old man Sikazwe deny the fact that two weeks ago, he threatened Mr. Mbao with unspecified harm should he not withdraw from the 2021 Parliamentary race. Let him deny this. Leave the candidate alone. The people of Mpulungu just like the rest of the country are annoyed with the PF and are ready to vote for a more responsive government”, he said.

The UPND mouthpiece advised the PF to pack quietly and gracefully accept defeat because not even their illicitly obtained satanic money will save them from the wrath of Zambians this time around.

Mr Mweetwa added that Zambians have had enough of the PF and its poor socioeconomic performance while at the same time spent the entire five years not caring about the welfare of sectors such as small-scale traders,students and the civil service which they reigned on with terror.

“Time has now come for the Marketeers you were chasing around for their small earnings every day to now chase you out of power. Time has come for the civil servants you continuously downtrodden to have their voices heard through a ballot. Keep that illicitly acquired money to yourself because the people of Zambia do not want to share in your curse,” Mr. Mweetwa said.

Nkana Face Tricky Test at Arrows

Relegation battling league champions Nkana eclipse Tuesday’s doubleheader at Nkoloma Stadium in Lusaka when they visit Red Arrows.

It is a big match for both Nkana and Arrows with the visitors fighting for their top-fight life and the latter battling to qualify for continental football for the first time since 2012.

The match will come after the curtain-raiser game involving second placed Zanaco and eighth positioned Buildcon.

Third from bottom Nkana play the first of their last five league matches that they must squeeze precious points out of to ensure they avoid relegation.

Nkana also face Arrows in confident form armed with two successive league wins collected in a five match spell in which they have won four games and lost one.

Victory on Tuesday will see 16th placed Nkana go to 37 points and one point clear of Napsa Stars who are just above them.

Despite losing 2-1 away to Nkana in the first leg, third placed Arrows are also looking very motivated.

Arrows are unbeaten in their last five games with three successive victories heading into their clash against Nkana.

Furthermore, Arrows veteran striker James Chamanga has been key in their push for continental qualification this season with 11 goals and he is expected to be a major factor in the game against Nkana.
Nkana too are banking some inspiration from striker Alex Ngonga and goalkeeper Kelvin Maunga who have produced notable performances during the last five matches. 

Meanwhile, in the lunchtime kickoff,  Zanaco will host Buildcon in a match they must avoid another slip-up following Sunday’s 2-1 home loss to demoted Kitwe United.

Zanaco have 50 points with five games left to play and are eight points behind Zesco United who have six matches left.

Another defeat for Zanaco will technically hand the league title to Zesco who must also ensure they beat hosts Prison Leopards this Wednesday to ensure the champagne order is confirmed.

President Lungu’s eligibility case is still active- Sangwa

Constitutional Lawyer John Sangwa has refuted social media stories suggesting that he has filed to withdraw his petition against President Edgar Lungu’s eligibility.

In a brief interview Monday afternoon, Mr. Sangwa said the story is not true.

Mr. Sangwa since revealed that the matter comes up on Wednesday, 26th May, 2021.

“It is not true. The matter comes up on Wednesday,” Mr. Sangwa said.

He has since urged members of the public to dismiss the earlier reports that he had withdrawn the matter as a fabrication.

Mr Sangwa explained that what was withdrawn was the matter in his other client the Legal Resources Foundation was challenging President Lungu’s eligibility adding that the matter is still active as filed by Chapter One Foundation and Sishuwa Sishuwa.

He said the decision was taken to avoid duplication.

It was earlier widely reported that Mr. Sangwa had filed to withdraw his petition against President Edgar Lungu’s eligibility leading to many PF supporters online to start celebrating and ridiculing Mr Sangwa.

Napsa Stars and Fathi Part Ways

Mohamed Fathi’s three-year reign as Napsa Stars coach has come to an end on a day the clubs’ secretariat was also sent on forced leave following a poor league run.

Napsa’s successful continental romance that saw them become the first Zambian club to reach the group stage on the first attempt has turned sour as their domestic survival lies in the balance.

Fathi’s departure comes after two consecutive league defeats following a 3-0 away loss at Green Eagles plus a 4-1 downing at fellow relegation battling Nkana.

“The NAPSA Stars Football Club Secretariat and the Head Coach Mr. Mohamed Fathi have been placed on Administrative Leave with immediate effect,” club spokesperson Gwen Chipasula said in a statement.

“Members of the Secretariat placed on leave include the Technical Director, Mr. Honor Janza, Logistics Manager, Mr. Gift Chaipa and Club Administrator Mr. Daniel Chiboleka.

“The development comes after a string of poor performance by the team which has brought serious concerns to the Sponsors, the Board, fans and other stakeholders.”

First assistant coach Kampamba Chintu will be in charge.

Napsa are 15th at the top end of the bottom four relegation zone on 36 points with six matches left in which to ensure their survival.

The Lusaka club has been in the FAZ Super League since 2012 when they bounced back for the first time since 2000.

Integrity committees promote effective service delivery-Malupenga

Government has restated that integrity committees that have been constituted in public institutions are inevitable for effective service provision to the Zambian people.

Ministry of Information and Broadcasting Services, Permanent Secretary, Amos Malupenga says the committees help tangible interventions aimed at entrenching a culture of honesty, integrity and responsibility among public workers.

ZANIS reports that Mr Malupenga was speaking when he officially opened the Ministry of Information and Broadcasting Services, integrity committee workshop, in Lusaka today.

Malupenga hailed the Committee for the progress made on mainstreaming integrity in the ministry’s operations.

He disclosed that among the milestones achieved was the development of the gifts and benefits guidelines to uphold high levels of integrity in the execution of duties.

“Integrity is enshrined in our constitution as a national value that we use to guide our everyday decisions and every policy we formulate. As employees you are the custodians of public assets and resources that you have been entrusted to preside over,” Mr. Malupenga stated.

Mr. Malupenga further implored members of the integrity Committee to be champions of integrity in the workplace for others to emulate.

“Mere parroting of integrity while you do the opposite will negate the purpose for which the committee is established,” he stated.

Mr. Malupenga also commended the Anti-Corruption Commission (ACC) for the importance placed on the promotion of integrity in the management of affairs in both private and public institutions.

Meanwhile, Ministry of Information and Broadcasting Services Integrity Committee Chairperson, Nalituba Mwale said the team was determined to develop the ministerial code of conduct and the Gifts policy for the ministry.

“You may wish to know that these documents are actually what we have put in our action plan for the year 2021 and we are striving as a team to ensure the documents are developed and shared with members of staff,” Ms. Mwale told the Permanent Secretary.

The workshop had an objective to develop the Code of Ethics and Gifts Policy for the Ministry of Information and Broadcasting Services Integrity Committee.
