President Lungu’s Economic Diplomacy Reaping Dividends

After his election as transition President to complete the residue of the unfinished tenure of President Sata, President Lungu has brought about some reforms towards foreign policy.

His Government has embarked on what was known as “economic diplomacy” which basically meant that international relations were to be used as the means tor mutual economic benefits.

Partnerships were to be established between Zambia and its allies and how the ripple effect can benefit the Zambian citizens. The Lusaka decongestion project is among the projects that were initiated out of economic diplomacy.

Within the last 1 year, President Lungu has commissioned 4 fly-over bridges which have been constructed through a joint venture with the Indian Government.

The recent addition is the Long Acres fly-over bridge which has not only added beauty to the city but will foster a number of economic opportunities.

President Edgar Chagwa Lungu does not want to leave anything to chance, his resounding resolution is to ensure that every vow he made on the podium in the run-up to the previous elections became a reality.

This is at the height of when he is required to give attention to the winding up of affairs of cabinet and Parliament whose automatic dissolution is expected in less than two weeks’ time.

Ahead of the historical modernization of Lusaka, with all the reservoir of average intellect imbued in us, we took up it ourselves to interrogate the notable benefits of this mammoth PF signature project which is an access route to and from the central business district.

We have emphasized the economic benefits arising from decongestion projects and we will do so to remind those who might have forgotten.

The four flyover bridges that sit in the heart of Lusaka are not ordinary monuments but are a symbol of catalysts that will aid the various human aspects.

To mention but a few; the Makeni, Arcades, Munali and now the Long Acres fly over bridges will stimulate the various human activity and it will among other things lead to;

  1. Reduction of road traffic accidents:
  2. lessen fuel consumption;
  3. it will save the time that is spent on the road to access town;
  4. They will promote local tourism as they will stimulate traveling.
  5. they will lead to job creation owing to the skills which have been acquired by local contractors who participated in the construction of this facility.
  6. They will modernize Lusaka city.
  7. They will promote Foreign Direct Investment as this will reduce the cost of doing business.
  8. They will make Lusaka accessible during the rainy season.
  9. They will increase productivity.

We, therefore, wish to thank the PF for improving our quality and standard of living through the ambitious infrastructure developmental projects.
We also acknowledge the role that was played by the Indian Government in ensuring that this project came to pass.

This is evident that President Lungu’s Administration is winning trust owing to their exemplary and unmatched prudent and accountable financial management.

With the campaign promises which have been fulfilled, we should collectively unite and ensure that we renew President Lungu’s mandate for another five years.

To the opposition politicians, the unprecedented economic activities of this nature are depleting your campaign messages. There is no politician who will put cogent arguments to convince Zambians that they are going to build roads. When they take their usual muddling, we understand their pain.

This is why some rational and discerning minds are defecting to the ruling party. We can only assure them that in the boat, there are so many seats.

In conclusion, we warmly acknowledge and congratulate President Lungu and the PF for giving us Lusaka fly over road, the promise fulfilled.
These represents collective efforts of Economic diplomacy under the tenure of President Lungu.

Government procures a 22-seater speed boat for Chilubi District

Government through the Transforming Landscapes for Resilience and Development (TRALARD) Project has procured a 22-seater speed boat for Chilubi District.

Northern Province Minister Chungu Bwalya handed over the boat with a call on the district administration to use the boat for effective monitoring of the TRALARD programmes.

Mr. Bwalya has since cautioned government officers against abusing the vessel.

“This boat has been procured at a great cost for the purposes of monitoring TRALARD projects, ensure that it is used for the intended purpose,” Mr. Bwalya said

He noted there is need for close supervision of groups benefiting from TRALARD for the project to yield the desired results.

And Mr. Bwalya said he will engage the Ministry of Transport on the need for a landing jet in Chilubi to facilitate the safe landing of bigger boats.

“We have seen that Chilubi is changing for the better and now we even bigger boats coming here, definitely there is need for a landing jet,” he said

Earlier, Northern Province Permanent Secretary Royd Chakaba said his office was aware of the water transport challenges faced by government departments in implementing the donor funded project hence the decision to request for the boat.

Mr. Chakaba also urged the local leadership in Chilubi to work in unity for the betterment of the area.

“I saw how difficult it was for our officers to monitor TRALARD programmes when I visited Chilubi and through the office of the Provincial Minister, we requested for a boat,” said Mr. Chakaba

And Chilubi Member of Parliament Mulenga Fube appealed to people to desist from politicizing of developments taking place in the district.

Mr. Fube said it is sad that some sections of society want to politicize the strides made by the PF government in the recent past in developing the Island district.

“Development should not stall because of elections, Chilubi people will continue to receive what they deserve from President Edgar Lungu’s government,” said Mr. Fube

Meanwhile, Chilubi District Commissioner Gilbert Mwila thanked government for working with various partners in addressing the plight of the people in the area.

Mr. Mwila has hailed government for the TRALARD project and procurement of the boat.

The Roads Sector Require Reforms

THE Zambian Roads & Highway Safety Group (ZRHSG) is disappointed that it takes ages for damaged roads and highways to be repaired despite them being busy tolled roads.

According to a statement released to the media by Mthoniswa Banda, the Group Admin for ZRHSG, the Group is therefore calling for urgent reforms in the manner these roads and highways are monitored, managed and repaired.

The Group has noted that despite motorists and advocacy road safety groups reporting that the stretch on the Great North Road between Chisamba and Ndola being badly damaged and ridden with dangerous ridges that make them unsafe for use as a highway and busy road, the Road Development Agency (RDA) and the National Road Fund Agency (NRFA) have not moved on-site to remedy the situation.

The Group also notes that the everyday rush-hour congestion at 10 miles, caused by traffic turning into Chief Mungule’s Road or joining the Great North Road at that junction, no solution seems to be in the offing by the RDA and NRFA.

The Group also notes that several critical roads throughout the country have remained unsafe and prone to accidents without these agencies, the RDA, NRFA, moving on-site to remedy the situation.

The Zambian Roads and Highway Safety Group therefore proposes that the managing of toll fees be given to local councils who will in turn ensure that stretches of the highway passing through their jurisdiction are well maintained, and that damages on these roads are fixed within the shortest times possible.

That local roads joining the highways in small towns be restricted to designated highway junctions such as traffic circles or traffic lights, to avoid slow moving cars joining and leaving the highways and creating un necessary traffic jams.

That small towns have their own roads for their own domestic traffic and be restricted from tampering with the operations of the busy highways, including mounting roadblocks.

That local company is given contracts to remove broken-down vehicles on the highway to keep the roads safe and clear of obstacles.

Nawakwi is Trying to use The Hatembos to Wipe Off her K88 Million DBZ Debt – Mweetwa

Opposition Forum for Democracy and Development President Edith Nawakwi is using the Hatembos as a bait to clear the Eighty Eight million kwacha debt owed to the Development Bank of Zambia, says UPND National Spokesperson Cornelius Mweetwa.

Speaking at a media briefing yesterday, Mr Mweetwa says the party is in receipt of information that the opposition leader has entered an unholy pact with the PF of insulting and issuing desperaging remarks against UPND leader Hakainde Hichilema to avoid paying the huge debt.
He challenged Ms Nawakwi to dispute the reports of her failing to settle the almost 90 million kwacha debt owed to DBZ with the bank on the verge of grabbing some of her properties to recover the money.

“Everyone has been wondering why madam Nawakwi has been making all manner of attacks against the UPND leader Hakainde Hichilema.But now my desk is in receipt of information and very authentic that she has entered into a pact with the PF to do so as a way of saving herself from paying the huge 88 million kwacha debt she owes DBZ.She is left with no choice but becoming the PF’s vuvuzela in order to be shielded from the legal action against her by DBZ for defaulting.We pity her but we shall not allow her to continue along that trajectory,” Mr Mweetwa said.

He further revealed that the party has recieved petitions from the Mazuba family from whom President Hakainde Hichilema bought the Kalomo Farm and are now demanding to speak out on the matter.

“You might be aware that HH did not buy that farm from the Hatembo family but from the Mazuba family who have since petitioned the UPND to allow them take part in settling the circus which they said was being taken advantage of. They have asked me to communicate to madam Nawakwi to respect the dead. They told me that if their father was alive, the issue of the said farm would not have arisen. I insist that politicians needs to begin giving credence to politics,” he said.

The outspoken UPND Mouthpiece also questioned the decision by the PF to engage the Disaster Management and Mitigation Unit as a frontline rigging conduit through the distribution of 10kg bags of mealie-meal to retirees from whom NRCs and Voters cards are grabbed as he challenged the DMMU to deny the allegations.

Illegal immigrants, human trafficking reduce – Immigration

Immigration Department Director-General Denny Lungu says the country has recorded a decrease in the number of cases involving illegal immigrants and human trafficking through the Copperbelt and Muchinga provinces.

And Mr Lungu has bemoaned inadequate office accommodation and housing for immigration staff on the Copperbelt province, with Sakanya boarder in Ndola district worst hit.

“We have recorded a reduction in the number of illegal immigrants and human trafficking cases through the Copperbelt province, and Muchinga province through the Nakonde boarder which has become notorious in the past” he disclosed.

He attributed the reduction in the number of cases to the extensive patrols that the department had engaged in since government equipped the department with motor vehicles for all offices countrywide.

“ Let me emphasize that we have arrested the situation, the department is able to conduct extensive patrols, arrest, detain and prosecute as well as deport the culprits using the motor vehicles that government has given to all 98 stations in the country” he explained.

He added that despite the reduction in the number of human traffic cases from, Copperbelt and Muchinga provinces, it was however worrying that human trafficking cases were slowly building up through the eastern corridor.

“we are working hard to arrest the situation of human trafficking that is prevailing through the eastern corridor, through Mwami boarder in Chipata, coming into Lusaka,” Mr Lungu observed.

He however said the department was understaffed and hoped that government will next year give the department the authority to expand the structure.

“Over the years, migration issues have increased in terms of numbers, these are general issues including both illegal and legal and professional immigrants seeks work permits, with that the we need to increase staff numbers to effectively address the issues” he said.

And Mr Lungu has bemoaned inadequate office accommodation and housing for immigration staff on the Copperbelt province, with Sakanya boarder in Ndola district worst hit.

The immigration department Director General disclosed that the government was however addressing the accommodation challenge and has built houses for officers in Kasumabalesa in Chilibombwe and Mokambo in Mufulilra districts respectively, but that the housing was inadequate.

“Government has shown commitment to addressing this challenge of accommodation for immigration officers and has built 20 houses in Kasumablesa and another 10 houses in Mokambo, but there is still a deficit, basically the major challenge has remained the issues of housing and in other cases office accommodation” he explained.

And District Commissioner Patrick Maipambe said the district had no immigration issues and that the department in the district was working effectively.

Mr. Maipambe commended the Immigration Director General for taking time to interact with officers, which he said would also boos the working morale among immigration staff.

Mr. Lungu is on the Copperbelt province to interact with officers and appreciate operational challenges among others that the department was facing.

He was accompanied by the Copperbelt province regional commander Stewart Chiyaika among other immigration staff.

Ignore social media propaganda against vaccines, Health Minister tells Zambians

Minister of Health Jonas Chanda has announced that an additional 3,847 doses of both the AstraZeneca and Sinopharm vaccines were administered in the last 24 hrs that included 2,559 and 1,288 doses respectively, bringing the cumulative number of vaccinated persons to 43,147.

“Today marks day 18 since the national launch of the vaccination programme and it is encouraging to note that we have vaccinated 43,147 people with an increasing upward trajectory. It is gratifying that the Zambian people have come to accept and understand the importance of the COVID-19 Vaccines,” he added.

In a statement issued to the media yesterday, Dr. Chanda who reiterated his call on everyone to get vaccinated, said currently the Country has 236 vaccination sites with 21 sites in Lusaka, 12 in Muchinga, 30 in the Northern, 11 in North-western, 31 in Eastern, 30 in Central, 27 in Luapula, 35 on the Copperbelt, 30 in Western and nine in Southern province.

He further stated that progress has been made with the printing of vaccination certificates and the distribution will begin tomorrow with issuance of the cards expected to commence by mid-week.

“We further urge Zambians to ignore social media propaganda, including WhatsApp videos against vaccines being spread by conspiracy theorists and the anti-vaccine lobby. Please, only listen to health experts,” he cautioned.

Meanwhile, Zambia has in the last 24 hours recorded 23 new COVID-19 cases from 8 provinces out of 3,116 tests conducted bringing the cumulative number of confirmed cases to date to 91,693, Minister of Health Jonas Chanda has announced.

The Minister indicated that two new deaths were recorded both from the University Teaching Hospital (UTH) in Lusaka and classified as COVID-19 associated deaths.

Dr. Chanda has since noted that the cumulative number of COVID-19 related deaths recorded to date stands at 1,253 and classified as 703 COVID deaths and 550 COVID-19 associated deaths.

He said a total of 70 discharges were recorded from both the COVID-19 isolation facilities and home management, bringing the cumulative number of recoveries to 90,082.

“There are currently 358 active cases, of whom 310 are under community management and 48 are admitted to our COVID-19 isolation facilities and among them 31 are on oxygen therapy and 9 are in critical condition,” noted Dr. Chanda.

Nkana Free Fall Continues , Napsa Stars Lose Too

Struggling Nkana were thumped 3-0 by Green Eagles away in Choma to remain second from the bottom of the FAZ Super Division table.

Nkana remain nine points away from the survival line and have 11 matches left to play before the season ends.

On the road to victory, Eagles confused Nkana with two early goals at Independence Stadium.

Striker Maybin Kalengo put Eagles in the driving seat with a seventh minute goal before Amity Shamenda doubled the lead five minutes later and the last goal was inked two minutes into the second half added time.

It was sweet revenge for Eagles who lost 3-1 at Nkana in the first round match played last December in Wusakile.

The Eagles moved two places up on number 11 on 33 points after playing 26 matches.

In Lusaka, Green Buffaloes edged Napsa Stars 2-1 at Nkoloma Stadium on Sunday.

Striker Nicholas Mulilo scored the winner in the 75th minute via penalty after the two teams went to the break with a 1-1 scoreline.

Buffaloes led on 21 minutes with striker Friday Samu as the scorer but his goal was cancelled by Jimmy Mukeya in the 45th minute.

Napsa remained stuck on 16th position with 27 points from 22 matches as Buffaloes jumped two places up to number 12 on 32 points after playing 26 matches.

Mutapa Laments Stalemate Against 10-Man Nkwazi

Coach Perry Mutapa is disappointed with Power Dynamos’ goalless draw against ten-man Nkwazi in Saturday’s FAZ Super Division match at Arthur Davies Stadium in Kitwe.

Mutapa said Power would have easily beaten Nkwazi had they converted the many chances created in this Week 27 match.

He is now hoping Power will improve in the remaining matches in order to finish in the top four and qualify for the CAF club competition.

“I think our biggest problem is just putting the ball in the net. As you can see today we had a lot of chances,” Mutapa said.

“Very disappointing because we needed to win especially after drawing and losing against Forest Rangers. We needed to pick maximum points.”

Fourth placed Power are on 38 points after playing 27 matches.

Nkwazi coach Dennis Makinka was pleased with the away draw after suffering a numerical disadvantage.

“It is a great result. I think I am happy with the boys and the way they expressed themselves. It is never easy to play against Power at Arthur Davies especially being a man down,” Makinka said.

Nkwazi have 37 points after playing 27 matches.

Visiting Bangladeshi Chief of Army Staff urges people around the world to visit the Victoria Falls

Visiting Bangladeshi Chief of Army Staff, General Aziz Ahmed has urged people around the world to visit the Victoria Falls and enjoy not only its uniqueness but also the friendliness of the Zambian people.

Gen. Ahmed has told journalists after touring the Victoria Falls with Zambia Army Commander Lt. General William Sikazwe that what he has read and heard about the Victoria Falls is nothing compared to what he has experienced.

And Gen. Ahmed said through his visit, Zambia and Bangladeshi armies will become closer, increase interactions in terms of exchange of trainings and other facilities of mutual interest.

Meanwhile, Lt. General William Sikazwe said the trip by Gen. AHMED will benefit Zambia because that country has a lot of experience in conventional warfare.

Lt. Gen. Sikazwe said that Zambia has a lot to learn from Bangladeshi and that the exchange visits will promote the interest of both countries.

He said Gen. Ahmed’s five days visit to Zambia is a reciprocation of his visit to that country

2022 National budget consultative process to yield positive results

Government says it is hopeful that the consultative process between government and various stakeholders for the 2022 National budget will yield positive results.

Muchinga Province Permanent Secretary Davison Mulenga said the process should not only bridge the information gab of the prevailing tax environment but also serve as a forum to encourage various economic factors on how government can engage domestic resources.

The PS said this during the 2022 National budget consultative meeting at Chinsali’s civic center in Muchinga Province this morning.

Capt. Mulenga said the aim of the meeting is to discuss measures which will be considered for possible inclusion in the 2022 National budget.

He said the consultative meetings is an important one taking place in all the ten (10) provinces in the country adding that the act will help in coming up with a conclusive budget with submissions from stakeholders.

“The initiative to hold these budgeting consultative meetings is a demonstration of government’s commitment to involve citizens in decision making,” he said.

The PS added that the transparency associated with the consultations is also key in building consensus on how government can better address the challenges that the people are facing especially during the COVID- 19 pandemic.

He stated that the need to generate resources domestically cannot be over emphasized saying the act can only be achieved if stakeholders are involved in the planning of the National budget and other important matters of the Nation.

He further called on stakeholders attending the consultative meeting to make their submissions as they are important to the nation.

Meanwhile, various stakeholders made their submissions and concerns towards the 2022 National budget.

Chamber of commerce provincial president, Aggrey Musamba appealed to government to consider allocating more resources to Muchinga Province saying the Province needs urgent attention in all the sectors.

Mr Musamba said development can only be attained if resources are available and adequate.

“We need the Province to change its face in 2022 with more infrastructure in all the sectors,” Mr Nsamba said.

During the meeting a number of presentations focusing on the overview of the first quarter budget performance in 2021 and key tax measures in the 2021 National budget were presented to the stakeholders.

Research in innovation, industrialisation cardinal – Mushimba

Government has retaliated the need for research in innovation and industrialization by public.

Minister of Higher Education Enginer Brian Mushimba said this in a speech read on his behalf by Ndola district commissioner Antony Katongo during the 29th Copperbelt University (CBU) graduation ceremony for over one thousand graduating students held at Levy Mwanawasa stadium in Ndola Friday.

Eng. Mushimba said scientific solutions are critical in situations such as the Covid19 pandemic that their contributions will be paramount in probiding economic solutions.

Eng. Mushimba noted that CBU has been a partner of the government in research and development as it has taken steps to domesticate aspirations contained in 7NDP and the vision 2030 within the university’s strategic plan.

“I note the commitment and passion the university has shown in the transformation of Mukuba University and establishment of Kapasa Makasa University into research and innovation centers. I have in the past bemoaned the lack of a strong scientific voice amongst the public especially in the light of the covid19 pandemic amongst public universities.” he said.

He added that the government is fully aware of the many challenges CBU is faced with but assured the university that it is putting necessary measures in place to address them as resources permit.

Eng. Mushimba also congratulated the graduating students and cautioned them to be exemplary in their behavior as their achievement meant a lot not only to themselves but the nation as a whole.

And CBU Vice Chancellor Prof. Naison Ngoma called on various stakeholders to partner with the university to help fulfill its role of teaching, research, community service, innovation and industrialization.

Do not promote violence ahead of elections – CCZ

The Council of Churches in Zambia (CCZ), has appealed to political leaders in the country not to promote politics of violence ahead of the August 12, General Elections.

CCZ General Secretary, Father Emmanuel Chikoya said it was the desire of the Council to see a commitment by all political party players to peaceful and issue based campaigns focused on manifestos and ideologies; not machetes, guns and insults.

Father Chikoya who is also Chairperson of the Christian Churches Monitoring Group (CCMG), said the church mother body was interested in issues of peace building and dialogue before, during and after this year’s General Election.

He said this in Livingstone on Friday during a press briefing held at the Anglican Church.

And Fr Chikoya called on all well-meaning Zambians to have zero tolerance for violence, corruption and regionalism for the country to be a better place.

He noted that the country comprised 80 percent Christians and appealed to religious leaders to use their platforms to influence people positively.

Fr Chikoya urged religious leaders not just to appeal to prominent people’s wallets but to their souls as well.

“We should not get carried away as religious leaders. We should not speak under the influence of gifts, because the chances of getting off track are high and we may miss an opportunity to influence political leaders positively…” he said.

Fr Chikoya said CCZ and CCMG were not straying from their biblical mandate but trying to use their position to contribute to good governance in the country.

He said this would be done through interactions with the media, labour movement, political stakeholders and religious leaders.

President Lungu given an Adoption Certificate as the official Presidential Candidate for PF in 2021 Elections

The Ruling Patriotic Front (PF) has handed over an Adoption Certificate to President Edgar Lungu as the official Presidential Candidate in the August 12, 2021 national polls.

The document was signed by PF National Chairperson Samuel Mukupa, PF Secretary General Davies Mwila, and PF President and Republican President Edgar Lungu.

This came to light following an MCC meeting at Mulungushi International Conference Centre in Lusaka yesterday.

PF Secretary General Davies Mwila said the PF Members of the Central Committee (MCC) deliberated on the matter as per PF Constitution which indicated that a person elected as PF President is automatically adopted to represent the PF in the elections.

Vice President Inonge Wina, PF National Chairperson Samuel Mukupa, the MCC, among others attended the event.

The official adoption paves way for the people that opposed to President Lungu contesting to go to court. Last month Lusaka Lawyer John Sangwa confirmed that he will go ahead and petition President Edgar Lungu’s eligibility to contest the August 2021 general elections.

Mr. Sangwa said now that it is abundantly clear President Lungu wants to stand as President in the August polls, he will go ahead and challenge his eligibility in the Constitutional Court.

Speaking on Phoenix FM’s Let the People Talk radio programme, Mr Sangwa said it is now up to the Court to determine whether President Lungu qualifies to stand or not.

“I have deliberately avoided the eligibility matter on this programme because I know that this is a matter that will be resolved by the Courts and I think we would have all the indications on the ground that the matter would have to be resolved by Court soon,” Mr Sangwa said.

“I think we have debated enough, I think people have given their positions, I think the one camp is saying this issue is already resolved by the Court and I am saying that no it has not been resolved by the Courts but you know you can have a debate up to a certain point and when you are stuck in your respective positions, the only civil thing to do is to allow the matter to be decided in court.”

“And it’s not fair, it’s only next month and of God willing, we will still be standing then we will see how the matter will be settled,” Mr Sangwa said.

“You see, we need to have faith in ten institutions that we have, we have our judicial system, although they are lowly paid but the truth is that these are the only institutions we have and when there is a dispute and we are falling to agree on, we take the matter to court for interpretation.”

He said,” There has been a lot of time expended on the issue of eligibility and we can’t seem to agree and the next thing we have to do is leave it for the Court to decide.”

President Lungu has demonstrated that he is a leader that wants to unite all Zambians

Patriotic Front Deputy Media Director Antonio Mwanza says political violence works against the values of Zambia and the Patriotic front (PF) party because citizens in the country expect the ruling party to be a shining example.

Speaking during the discussion forum organized by Diamond TV, Mr Mwanza said President Edgar Chagwa Lungu has demonstrated that he is a leader that wants to unite all Zambians, adding that this is the more reason the motto of the party manifesto and constitution is ‘One Zambia One Nation’.

“That is the motto President Lungu and the entire Patriotic Front have been pushing,” he said.

“As a party we strongly believe that violence works against our values as Zambians and we also strongly believe that that violence works against the Patriotic front (PF) party, because citizens in the country expect the party to be a shining example, this is the more reason we have made progressive steps to ensure that campaigns ahead of August 12 are violent free,”.

Mr Mwanza noted that the Head of State has given very clear instructions to all members of the party and the general citizenry that the police will do their work by ensuring that people that violate others and those that engage in political violence are brought to book, and the party has never shielded any member accused of violence.

“We have cases of people serving prison sentences for political violence, because the party does not tolerate, shield or protect anyone that engage in the vice,” Mr Mwanza explained.

He further stated that his Excellency President Edgar Chagwa Lungu has taken a step to reconcile politicians and all Zambians, and this is the reason why he has declared 18th October, every year as a day of National prayers and reconciliation.

“This is to remind everyone that we are Zambians first, before belonging to any political party, either, PF, NDC or any other political party in the country, and that when wrong each other we can still come together as one Zambia one Nation,” he said.

Mr Mwanza added that the other step the Head of state has taken is to create the Ministry of Religious Affairs and National Guidance, particularly to remind every Zambian about the National Values that include Peace, Love, Patriotism, Kindness and accountability towards each other.

“I want to assure the Zambian people on behalf of the President that we are committed to making sure that we have a free and fair election and am very happy that even the European Union ( EU) has endorsed the stance of the President to his commitment to have a free and fair election.
