KCM Saying Caving in of ground at the Nchanga Open Pit happening as predicted

5

Konkola Copper Mines has announced that the Caving in of ground following slope instability within a section of the Nchanga Open Pit Cut 2 in Chingola started to occur as predicted, and there is no threat to the safety of employees or people in nearby communities.

The Geo-technical team monitoring the sloughing following a series of multiple tension cracks at the Open pit noticed visible ground failure during the night of 7 July 2020.

The team continues to monitor ground movement and KCM will provide further details on the occurrence at a later stage.

“The amount of ground that has caved in will be known only after the area becomes safe for the technical team to conduct physical inspections,” KCM Chief Executive Officer Christopher Sheppard commented on the matter.

Mr Sheppard said the monitoring will continue using the modern technology installed a few years back to determine the movement of ground at the Open pit, which has helped KCM to predict the sloughing and appropriately advise stakeholders in communities and the nation at large on the matter.

The CEO said that Konkola Copper Mines top priority remains the safety of employees and people in communities around the mining area.

Mr Sheppard has assured stakeholders that they should not have any safety concerns about the sloughing and continue with their businesses or activities, but avoid attempting to enter in the hazard exclusion zone.

“People in nearby communities are advised that there will be no sound of ground fall during the period when the ground continues to fail as it is a gradual process with the ground sliding towards the Open pit”, he said.

Mr Sheppard said historically, global open pit mines have had similar incidents without warning, but the current occurrence at KCM was predicted because of the company’s investment in modern technology on ground movements.

“The rerouting of power lines to the Kafue Pump Station in Chingola is due to be completed on Wednesday, 8th July 2020 while there-routed water pipeline from the Kafue Pump Station to the Nchanga mining complex and eventually to Mulonga Water and Sanitation Company would be completed and become operational on Thursday, 9th July 2020”, he added.

Mr Sheppard thanked stakeholders, especially members of the community for adhering to safety protocols announced to them during engagements conducted before the sloughing started to occur.

UPND MP Cornelius Mweetwa refuses to apologize to the Vice President Inonge Wina for calling her disgraceful

58

Choma Central UPND Member of Parliament Cornelius Mweetwa this morning refused to apologize to the Vice President for calling her disgraceful over the gassing incidents which affected the country early this year.

Mr Mweetwa who is the UPND Deputy spokesperson is said to have attacked Inonge Wina’s character calling her shallow and shameful over her insinuation that the people behind the gassing wanted to trigger regime change in Zambia.

When asked to apologise by speaker of the National Assembly Patrick Matibini who ruled on a point of order raised by the Mandevu Member of Parliament Jean Kapata on whether Mr Mweetwa was in order, Mr Mweetwa said he was in order to describe the Vice President as shallow and shameful.

In his ruling, Dr Matibini said the Choma Central lawmaker was out of order to disrespect the Vice President when he featured on Diamond TV.

The speaker who admonished Mr Mweetwa said the sentiments issued by the lawmaker were demeaning, in contempt of the house and in breach of parliamentary privileges.

But Mr Mweetwa said asking him to apologise was like asking him to stop breathing because he had done nothing wrong by exercising his freedom of speech.

Mr Mweetwa said the Vice President is the one that should apologise for misleading the nation on the issue of gassing.

He later walked out of parliament escorted by opposition Members of Parliament.

Resolve Football Differences, President Lungu urges FAZ as FIFA deadline looms

16

President Lungu has said that he is hopeful that football stakeholders will resolve their differences before today’s FIFA deadline, which will see Zambia banned from Football activities.

According to a statement released to the media by his Special Assistant for Press and Public Relations, Isaac Chipampe, President Lungu, who is FAZ patron, is concerned that football continues to be fraught with wrangles and today directed Presidential Affairs Minister Freedom Sikazwe to chair a meeting called by Youth and Sports Minister, Emmanuel Mulenga between FAZ and Mr Damiano Mutale, who was stopped from contesting FAZ elections.

Mr Mutale has since sued FAZ.

The President has emphasised that Government will not interfere in the administration of football and all he wants is to see to it that Zambia is not punished by FIFA so that Zambians continue to enjoy the game they love.

The meeting held at the Ministry of Sports was attended by FAZ president Andrew Kamanga, FAZ officials and lawyers for Mr Mutale.

Others were Special Assistant to the President for Press and Public Relations Isaac Chipampe, Sports Permanent Secretary Joe Kapembwa and National Sports Council Chairman Patrick Mutimushi and Ministry officials.

After the meeting, Presidential Affairs Minister Mr Sikazwe said the Sports Minister will brief the media today on the outcome of the meeting.

Last week International Football Federation (FIFA) warned Zambia that it will be sanctioned in the next 10 days if they do not resolve their disputes outside ordinary courts.

In a letter dated June 30, 2020, FIFA Head of Member Associations Veron-Musengo Omba said that FIFA would forward the Zambian case to the relevant body for sanctions should the matter not be resolved in 10 days.

Omba said that the Zambia case had dragged on for too long and needed to be resolved.

“We note with concern that, to date, proceedings against FAZ still remain active, before Zambian courts of law. This situation thus being in total breach of the FAZ and FIFA Statutes article 59, paragraph 21. It is worth mentioning at this stage that any decisions, of any court in Zambia shall be deemed third party interference and would result in FAZ being sanctioned accordingly. In this context should the situation not be normalized within the next 10 days, we would be compelled to submit the present affair to the competent FIFA body for further action” reads the letter in part.

FAZ was due to hold elections but some members among them Damiano Academy proprietor Damiano Mutale who is under a FAZ ban and Patson Lusaka have dragged the local football mother body to court.

Mutale and Lusaka are protesting the FAZ electoral rules that have seen some of their preferred candidates like two-time FAZ president Kalusha Bwalya being knocked out of the race.

Kalusha had taken his case to the International Court of Sports Arbitration but lost his bid to have his candidacy restored.

Parliament hail Students for contributing to works on youth

THE Zambian Parliament has hailed the Zambia National Students Union (ZANASU) for its significant contribution to the report on the report on “implementation of the Youth Development Fund (YDF)” adopted by the National Assembly on 26th June, 2020.

ZANASU has continued to remain a representative voice of students of higher learning in Zambia in the legislative process and decision-making by the Executive arm of the Zambian Government.

In a letter dated 8th July, 2020 addressed to ZANASU, Clerk of the National Assembly conveyed the gratitude from the Parliamentary Committee’s on Youth, Sport and Child Matters ZANASU’s submission which formed part of the basis for the adopted report.

The current leadership of ZANASU has raised the bar to ensure students of higher learning are recognised as forming a part of Zambia’s youthful population that is strategically positioned to shape the governance of the country.

ZANASU, an umbrella body of students and their Unions in Zambia, has patterned with Norwegian Students’ and Academics’ International Fund (SAIH) – a Norwegian solidarity organization of students and academics – and the Zambia National Education Coalition (ZANEC) to ensure students meaningfully engage in causes that advance academic freedoms and ensure young Zambians have access to quality education enabling them to contribute to a more just society.

In response to Parliament, ZANASU Vice President Steven Kanyakula has assured the National Assembly that “ZANASU shall continue to ensure that Zambian students, at home and abroad, continue to exercise and defend their right to raise their voice in national matters.”

“In pursuit of this task, ZANASU is working towards decentralizing by establishing provincial committees of students whom your Committees can interact with in your national duty to legislate,” read part of the letter.

KBF rules out working with HH, HH Can’t be led by anyone and only wants himself to be president

PF 2021 Presidential aspirant Kelvin Fube Bwalya has ruled out the possibility of working with opposition UPND Leader Hakainde Hichilema ahead of the 2021 polls.

Mr Fube says Mr Hichilema does not want to be led by anyone and only wants him to be the President of this country.

He said anyone that wants to lead him as Presidential running mate must prove better in thinking, strategizing, planning and all other areas which Mr Hichilema does not posses.

Mr Fube said although there is need for politicians to work together for the betterment of the nation, they must all put aside their egos and pick a person who is suitable to lead the country.

Featuring on the Hot FM Hot Seat Programme, Mr Fube said having been UPND leader for a long time does not make Mr Hichilema a better leader than all the other politicians in Zambia.

He admitted that he does not have more money like Mr Hichilema but said he has the vision to prosper the country.

“I have two books to my name and if you read them, they will tell you how we intend to prosper this country economically”, he added.

Mr Fube said having failed to work with late President Michael Sata, Mr Hichilema is not ready to embrace anyone that is more ambitious than him and he will not attempt to work with him.

UPND should not be deceived that they are about to form government

Kabwe Central PF Member of Parliament Tutwa Ngulube has defended Commissioner General of the Zambia Correctional Service Dr. Chileshe Chisela who castigated the opposition UPND for shunning the commission of houses for his officers by President Edgar Lungu in Monze recently.

Mr Ngulube who is the Deputy Chief Whip and Lawyer says Dr. Chiselas sentiments were not in any way harmful and the PF supports the stance that he has taken.

He said Dr Chiselas sentiments of castigating the UPND were very innocent coming from a man who is aware that all Civil Servants are supposed to work with the government of the day.

Mr Ngulube said he expects the opposition to embrace development and not what was witnessed in Monze where President Edgar Lungu went to commission the houses.

“If the UPND continues with that same spirit they will never campaign in any PF strongholds”, said Mr Ngulube adding that the opposition party should not be deceived that they are about to form the government.

He added that Zambians will collectively ensure that the UPND does not form the government.

“Moreover, they have failed to choose a vice president, that is a sign already of deepening problems in the opposition and this will cost them a vote.

Ndola Teaching Hospital has run out of accessories required to treat people with kidney problems

13

Green Party President Peter Sinkamba has revealed that Ndola Teaching Hospital has run out of accessories required to treat people with kidney problems.

Mr Sinkamba says he has received information that patients have been advised that starting on the 10th July 2020, the Hospital will not have the accessories needed for dialysis.

He says this is now turning to be a national problem as some other Hospitals that have the capability to offer such services do not have the stocks.

Mr Sinkamba has demanded that the Ministry of Health should immediately restock to prevent deaths among people that depend on the same accessories for survival.

“We may see a spike in the number of people dying from renal failure which the Ministry of Health will claim its COVID-19 when they are not providing the necessary requirements to treat renal problems. They are now treating every BID as COVID-19”, he said.

Mr Sinkamba said the government should immediately move in and restock the hospitals to prevent people from dying like rats.

He has also warned the Ministry of Health against faking COVID-19 deaths for purposes attracting donor funding.

Zambia’s debt burden to exceed 110% of GDP this year- Moody’s

29

Rating agency Moody’s has predicted that Zambia’s debt will go beyond 110% of its Gross Domestic Product this year.

Moody’s expects the persistently large budget deficit and exchange rate depreciation to push the debt burden above 110% of GDP this year.

In its annual report, Moody’s says the huge push will be caused by the persistently large budget deficit and exchange rate depreciation.

Moody’s also predicts that Zambia’s sovereign credit fundamentals will remain very weak for the foreseeable future.

It says Zambia’s very weak credit profile (Ca stable) reflects unsustainable debt dynamics and heightened liquidity and external vulnerability pressures in the context of exceptionally difficult global conditions.

“The weaknesses in Zambia’s credit profile have left it extremely vulnerable to acute risk aversion and a prolonged period of low commodity prices linked to the coronavirus,” said Daniela Re

Fraschini, a Moody’s AVP-Analyst and the report’s co-author said, “This increases the likelihood of a sovereign debt restructuring to address its debt sustainability issues.”

The report says Zambia’s fiscal deficit again exceeded the budget target in 2019, largely because of higher than planned interest payments and capital spending, as well as support for the farming sector.

It says the fiscal slippage will continue in 2020 because of the coronavirus pandemic, while debt affordability continues to weaken.

It added that the slippage and accumulation of arrears underscore Zambia’s weak government effectiveness, which has prevented quick and decisive policy action to confront the challenges stemming from rapidly increasing debt.

“While debt restructuring has become Moody’s baseline scenario under these challenging conditions, the stable outlook on Zambia’s sovereign rating reflects a potential contrast in outcomes for private-sector creditors because a re-profiling of some non-commercial debt could limit their losses.

It says smaller losses for private-sector creditors than implied by the Ca rating as part of a debt restructuring could lead to a higher rating.

“Conversely, a lower rating would result from the increased likelihood of investors facing larger losses than implied by the Ca rating as part of a debt restructuring that Moody’s would consider to be a default under the rating agency’s definition.”

Anger after Malawi President Chakwera appoints family members to cabinet

Malawi’s new President Lazarus Chakwera has named relatives as ministers in his new cabinet, sparking criticism.

The president’s former running mate in the 2019 elections Sidik Mia has been appointed minister for transport while his wife Abida Mia is the deputy minister for lands.

Kenny Kandodo is the new labour minister while his sister Khumbize Kandodo is the health minister.

Businessman Gospel Kazako has been appointed information minister and his sister-in-law Agnes Nkusa Nkhoma is the deputy agriculture minister.

President Chakwera’s previous appointee in the justice ministry lawyer Modercai Msiska refused to take up the position saying it would look like a reward for representing him in court during the case that nullified President Peter Mutharika’s election win.

The president criticised his predecessor for being nepotistic and filling his cabinet with people from his region.

Another criticism of President Chakwera’s cabinet is that it comprises more than 70% of people from the central region which happens to be his political stronghold.

Ex-Kitwe DC Adds Voice to Miseshi Stadium Land Saga

Immediate past Kitwe District Commissioner Binwell Mpundu has warned against the planned selling of the land housing Miseshi Stadium in Mindolo, Kitwe.

Uncertainty has surrounded the future of Miseshi Stadium, which was previously owned by ZCCM, as the private owner seeks to sale the land housing this sports infrastructure.

Currently, FAZ Copperbelt Division 1 side Miseshi Blue Stars are using the same stadium as squatters.

“Let us all get involved in helping resolve this impending sale because the consequences may be dire. My appeal to the local authority and the Stadium owner is to sit down for a win-win situation as the stadium remains the only facility in Miseshi used for recreation and recreation,” Mpundu posted on his face book page.

“When I was serving as DC for Kitwe myself and Mayor Christopher Kang’ombe had a meeting with our elder brother Mr Chibwe who had initially entered into a transaction to buy Miseshi Stadium from the original owner who bought the stadium from ZCCM.”

“The agreement from the said meeting was that the local authority may have to enter into an agreement to find alternative land for the owner of the stadium who had intentions of turning it into a garage for trucks so that the stadium then can be owned by the council,” Mpundu said.

“I am therefore disturbed to learn that plans to sell the stadium have advanced owing to the fact that Mr Chibwe backed off from the transaction noting the community interests in the matter,” he said.

Miseshi Stadium was once the home of defunct Mindolo United – a club that groomed past stars Peter Kaumba, Brighton Sinyangwe and John Kalusa among them.

“We should also be reminded that this facility has produced great men and still remains a reservoir for talent especially football,” Mpundu added.

Over 4,200 tour Vic Falls over the Heroes and Unity holidays

10

About 4,268 visitors accessed the Victoria Falls during Heroes and Unity holidays, the highest number ever recorded.

Livingstone Tourism Association Board Chairperson Rodney Sikumba said Sunday and Monday received 1,948 and 1639 respectively.

Mr Sikumba said the Livingstone Museum and the Mosi-oa-Tunya National Park had impressive numbers of 900 and 2,800 respectively.

“We the Livingstone Tourism Association would like to express our sincere thanks and gratitude to the people of Zambia that chose Livingstone as the No.1 Holiday Destination over the just-ended Heroes and Unity holiday period,” Mr Sikumba said.

He added that the overwhelming support as evidenced by the influx of local tourists and holidaymakers is a clear indication that the Zambian tourism sector can thrive with the support of Zambians even under challenging circumstances such as COVID-19.

“Indeed, this period has shown that Zambians are resolved to keep the economy and the tourism sector afloat and enhance its resilience for sustained job creation and economic development, and as such, as LTA, we shall continue to incentivize local tourism through reasonable pricing for enhanced access to tourism services and further invest in the development of additional tourism products for all to enjoy,” he said.

“Thank you and we very much look forward to welcoming you back to Livingstone soon.”

Founded in 2015, Lupiya is an online marketplace for microloans.

It is a branch-less, innovative digital microfinance platform that leverages technology to make the process of borrowing simpler and easier so that people and businesses located across the country even in rural, remote areas can access financial services.
Loans are tailored to either personal, business, or for women.

The investment will enable Lupiya to further its goals in fostering financial inclusion through its service offered, with a focus on ensuring women are able to participate in the economy through its financial inclusion strategy.

The fintech startup is working hard to close the gap and provide access to financial services to all.

Evelyn Kaingu, CEO and co-founder of Lupiya expresses her excitement on receiving the investment.

“We are thrilled with this investment, it has come at the right time in the interesting financial climate many businesses are experiencing as a result of the Covid-19 pandemic,”

Statistics have revealed that an estimated 70% of Zambians do not have access to formal financial services due to lacking the necessary collateral required to secure a loan.

Lupiya’s goal is to provide this 70% of Zambians access to financial services by 2022.

Sarah Dusek, Managing Partner and co-founder of Enygma Ventures explains that the investment will have a far-reach effect.

“We believe the access to capital is a key strategic initiative to enable job creation, enterprise stimulus and in turn economic growth.”
“We are excited to partner with Lupiya to make an extraordinary difference to the lives of particularly female Zambian business owners, who run small and medium sized businesses,” she said.

Muchu Kaingu, co-founder of Lupiya, expresses that the investment is integral to aiding the startup in reaching its goal but also in positively impacting the SADC economic region.

“This investment will enable us to continue ensuring Zambians can easily access financial services when they need them. We are excited to work with Enygma in transforming the economic outlook of the SADC region.”

People Declaring “No Go Areas” Should be Arrested for Breaching Article 22 of the Constitution-CiSCA

CiSCA Statement on the Possible Breach of Article 22 of the Constitution

The Civil Society Constitution Agenda (CiSCA) is greatly concerned with the non-arrest or censure of people declaring “No Go Areas” for fellow citizens contrary to the provisions of Article 22(1) of the Constitution of Zambia. Under this Article, all citizens of Zambia are free to move and reside anywhere in Zambia, and leave and return to Zambia freely and willingly without interference.

It is disturbing that despite this clear provision in the supreme law of the land, the Zambia Police Service have remained mute, unmoved, and unaffected by such public utterances.

Soon, the country may start witnessing political fights and violence in the so-called no-go areas for others as happened in Chingwere Cemetery in Lusaka yesterday, on 8th July 2020. The police will be overwhelmed with such incidents while hiding under the guise of “still investigating the matter” yet the instigators were left untouched and walking the streets freely.

The trend now emerging of police not touching ruling party officials breaching the law unless commanded or ordered to do so is clear display of the extent of the capture of the institution and the levels of partiality and selectivity in the application of the law. CiSCA calls on the police to be more impartial in the application of the law and arrest those that have openly declared certain areas No go areas for certain citizens in this country contrary to the law before lives are lost.

The declaration of no-go areas by some people associated with the ruling party is divisive and an Act of lawlessness and must be condemned in strongest term possible. We call on the Electoral Commission of Zambia (ECZ) to condemn this unconstitutional declaration of certain places as no-go areas for some citizens, as this has potential to skew the electoral playing field.

Further, some party officials and political commentators’ misunderstanding and misinterpretation of booing of elected political leadership as disrespectful instead of as a form of freedom of expression of dissatisfaction against an elected leader is extremely amazing.

Almost all presidents in Zambia, including the current one, were at some point booed by people when the people got fed up with their leadership deficiencies. It is for this reason that CiSCA finds it difficult to appreciate the hullabaloo that has associated the Monze booing of President Lungu. We also find the demands for apologies for the people of Monze to be misplaced, baseless and unfounded.

God Bless Zambia, God Bless our Nation. Thank you.

Bishop John Mambo
