President Edgar Lungu says value addition plays a key role in the industrialization agenda of any given country.

President Lungu explained that he is delighted with the response from all key players involved in the food value chain.

The Head of State said this today in an interview with journalists shortly after touring stands at the ongoing 31st Agriculture and Commercial Show in Lusaka.

On the diversification programme, President Lungu encouraged farmers across the country to consider switching to other crops, from the traditional maize crop.

He said farmers need to tap into the production of other nutritious crops such as cassava and yam among others.

“Having toured the standards we are on the right path to attain industrialization agenda because of the positive response from stakeholders on value addition and it’s only the successful implementation of value addition that will lead to industrialization. Farmers should also diversify from maize to other crops such as cassava and yam,” he said.

Meanwhile, Show Society of Zambia President Caroline Silwamba said the construction of the state of the art Members’ Pavilion building, is a sign that the society is part of the country’s infrastructure development.

Ms Silwamba said the pavilion building that has been commissioned by President Lungu today started in 2015 and completed this year.

She disclosed that the building has provided employment for 400 people at construction level, with 80 percent of the building materials sourced locally.

Earlier, President Lungu toured over 10 stands which included Saro Agro, Zambia National Service demonstration plot for Horticulture and Seed_Co limited, among others.

This year’s Agriculture and Commercial Show runs from July 31st to August 5th 2019, under the theme embracing industrial development.

The Zambia National Educational Coalition (ZANEC) has welcomed the announcement made by newly appointed Minister of Higher Education Brian Mushimba to the reopen the Copperbelt University (CBU).

ZANEC Executive Director George Hamusunga has also appreciated the decision taken by the Minister to re-instate all union leaders that were expelled earlier.

Mr Hamusunga stated that the coalition is delighted that the Minister has responded to calls and concerns made by various stakeholders to re-open the higher learning facility.

“We would however like to inform the government that the reopening of CBU is the first step towards addressing the many problems that our higher learning institutions are facing,” he stated.

Mr Hamusunga added that the challenges currently obtaining in Higher Learning Institutions can only be resolved by using an open and honest dialogue system involving university management, students and the Minister of Higher Education.

He further advised the new Minister to establish a platform where issues at the Copperbelt University and the University of Zambia can be resolved.

“Additionally, as a coalition, we would like to advise management at both Universities to be flexible and open to divergent views,” he noted.

Mr Hamusunga further advised government to adequately fund the two institutions in order to avoid closing the facility and unnecessary confusion.

This is contained in a statement released to ZANIS in Lusaka today.

The Copperbelt University that was closed indefinitely in April this year, will reopen on August 19th , 2019.

Eight-star Nachula inspires Shepolopolo to record win

Rachel Nachula fired in eight goals in an 15-0 annulation of Mauritius on Thursday to catapult Shepolopolo to the summit of Group B in their opening game at the 2019 COSAFA Women’s Cup tournament in Port Elizabeth , South Africa.

Nachula’s haul puts the former women’s 400 meters sprint national champion and 2008 Zone 6 Games gold medal as early contender for the tournaments golden boot ahead of Refiloe Jane who scored four goals in hosts and defending champions Banyana Banyana’s 17-0 rout of Comoros 24 hours earlier.

Shepolopolo lead Group B with a very healthy goal difference ahead of second placed Botswana who also won their first pool match with victory over Namibia in the second kickoff on Thursday.

“It feels good to score for my country and i want to thank my team mates for the team work. It’s not the end there still more goals coming,”Nachula said.

Compatriot Grace Chanda scored a brace while Rhoda Chileshe, Hellen Chanda, Mary Mwakapila all chipped in with a goal each.

Mauritius defender Marie Jerome’s 71th minute own-goal gave Zambia an 11-0 lead in the match.

The victory was also a Zambia record for both women’s and men’s football.

Shepolopolo return to action on August 3 to face Namibia in a match they need another win to secure their place in the semifinals with a game to spare.

Namibia head into the match after losing 1-0 to Botswana.

Minister of National Guidance and Religious Affairs, Godfridah Sumaili says there is need to devise a mechanism that will change certain negative behaviours and cultural traits being practised in certain parts of the country.

Reverend Sumaili said that her ministry has already identified stakeholders that will help in devising the mechanisms and has taken a deliberate move to explore ways of inculcating Christian and national values and principles in the citizenry.

The Minister added that her ministry looks forward to having stakeholders embrace, champion and enforce messages of Christian values and principles, which are guided on the principle of Zambia being a Christian nation.

Reverend Sumaili further commended ministry of chiefs and traditional affairs for the role it is playing in working with traditional leaders in the country as agents of change.

And the Minister observed that the Ministry of Chiefs and Traditional Affairs was strategically placed for government to effectively implement its programs and policies through enhanced cooperation with traditional leaders as custodians of the people.

Rev. Sumaili said the Ministry of Chiefs and Traditional Affairs is key and strategic in inculcation national values and principles in society.

She said this when Minister of Chiefs and Traditional Affairs Lawrence Sichalwe called on her at her office.

The Minister explained that her ministry is already working with some chiefs who are working with chaplains in helping transform people’s lives through fostering messages of Christian values.

And Minister of Chiefs and Traditional Affairs Lawrence Sichalwe thanked the Ministry of National Guidance and Religious Affairs for the role it is playing in soliciting to change some long standing traditional beliefs and practices which are in conflict with Christian values and principles.

Mr Sichalwe noted that it is not easy to change people’s long standing practices and behaviour but that messages of change should be embraced and accepted by all well-meaning Zambians.

He however assured of his ministry’s support as it implements its policies and programs.

Mr Sichalwe has further indicated that as a way of helping enforce the implementation of Christian and national values and principles, his ministry will facilitate for the inclusion of such messages during traditional ceremonies.

The Zambia National Students Union (ZANASU) has welcomed the decision taken by Minister of Higher Education Brian Mushimba to reopen the Copperbelt University (CBU), and reinstate all expelled students.

Zambia National Students Union President (ZANASU), Misheck Kakonde says the decision to reopen the Higher learning Institution has been long overdue, adding that closing of an academic institution for such a long time, has adverse effects on the academic progress of the students.

“We welcome the decision, though it has been long overdue because closing up of such an institution has a huge effect in terms of the academic progress of students,” he said.

He added that such closures paint a bad picture on institution and its entire administration, adding that the facility does not only admit local students but also international students who cater for their own fees, thus disturbing their progress.

He stressed that government should be able to find other ways of handling conflict resolutions within academic institutions, to avoid building up of anarchy among the students.

Mr Kakonde further commended the authority for reinstating the institution’s Students Union as it is constitutional and within right that such a facility is provided with a union, in order to operate diligently.

“It is constitutional that for every university to operate, it must have union leaders because there must be a proper channel of communication between the students who are also the major stakeholders of the university and the government; and that can only be effected if a student union is present,” he noted.

He has further urged the reinstated students to focus on their studies and further find better ways of showing their displeasure by engaging management and government as equal partners, in finding lasting solutions.

The Copperbelt University is expected to reopen on August 18th, 2019, after being closed indefinitely on April 2nd 2019, by then Minister of Higher Education, Nkandu Luo, following student unrest.

Zambia committed to fostering warm relations with China

Tourism and Arts Minister Ronald Chitotela says government will use existing cultural agreements and other bilateral relations to promote exchange in culture, education, sports and tourism.

Mr Chitotela noted that culture is cardinal in promoting closer ties between Zambia and China.He said this in a speech read for him by Director for Arts and Culture in the Ministry of Tourism and Arts Thomas Mubita during the official opening of the Chinese gourmet wuxi fine food workshop.

Mr Chitotela stated that government attaches great importance to developing the tourism, arts and other cultural sectors.He said government has put measures in place designed to enhance the preservation, promotion and development of cultural heritage in the country.The Minister hinted that cultural exchange initiative are key in enabling people from different cultures to interact and learn from each other.

And speaking earlier at the same event, Chinese Ambassador to Zambia Li Jie said cultural exchange programmes will help build strong ties between the two countries.
Mr Jie explained that the event was organized in a bid to enable Zambians appreciate the Chinese cuisine.

President Edgar says if the current culture of misrepresentations and falsehoods continues, civil servants will find it difficult to execute their functions for fear of destroying their reputation.

The Head of State says in as much as he wants corruption to be defeated in Zambia, he would not like innocent people to be accused of corruption and left to suffer the shame for the rest of their lives.

Speaking during the swearing in ceremony of Simon Miti as Secretary to the Cabinet at State House today, President Lungu commended Members of Parliament (MP’s) present during the ratification of Dr. Miti’s appointed and said he was impressed by the spirit exhibited by the members.

He said their act revealed the confidence that the people of Zambia have in him.

President Lungu stated that he is confident that Dr. Miti will serve the nation well, taking into consideration his track record as an experienced civil servant who has served for many years in different capacities.

“Your qualifications are exemplary as a public administrator who has worked in three different political administrations in Zambia. You were a Medical Doctor at State House, ascended to Principal Private Secretary to the President, Permanent Secretary at Ministry of Health, Office of the Vice President-Parliamentary Business Division among others”, he said.

The Head of State further noted that he expects Dr. Miti to find ways of improving the civil service, as well as execute his mandate exceptionally.

He encouraged Dr Miti to change the mindset of civil servants who are renowned for inefficiency, incompetence and indiscipline.

“People who have served in the private sector and have excelled once brought into the civil service become inefficient and indiscipline, while those in the civil service taken to the private sector excel. What is wrong with the civil service that it has become the depository of inefficiency, indiscipline and inefficiency?” the President said.

“There is need to change the system and retire some Heads of Departments and not transfer incompetent and inefficient civil servants as they will contaminate and cross infecting the civil service,” The President added.

President Lungu further reminded civil servants not to be partisan but to carry out their duties in a professional and efficient manner.

He has since directed Dr. Miti to ensure that politics are uprooted from the civil service.

The Head of State added that he expects the new Secretary to the Cabinet to ensure that government programmes and projects are implemented by ensuring government performance management contracts of Permanent Secretaries are cascaded to the rest of the civil service.

Addressing journalists shortly after the swearing in ceremony, Dr. Miti promised to be a results-oriented Secretary to the Cabinet by ensuring effective implementation of government’s programs.

Dr. Miti added that he will work in an integrated multi-sectorial approach in implementing government projects and programs.

US Ambassador to Zambia Daniel Foote has bemoaned the lack of adequate geological information on the country’s mineral resources.

Mr Foote says there is interest for American investors to penetrate the Zambian mining sector, but they are lacking geological information on the country’s mineral deposits.

He says Zambia is endowed with a lot of natural resources, but it takes a lot to attract capital investment into the mining sector.

Mr Foote was speaking when he called on Mines Minister Richard Musukwa and his Permanent Secretary Paul Chanda.

He said advanced aerial geological data has become a game changer in the mining industry, but this can only be achieved through access to current geological information.

On Oil exploration Mr Foote inquired from the Minister if there is more room for other international investors in the sector.

And Mr Musukwa assured Mr Foote that Zambia has partnered with China to do geological mapping in the Northern parts of the country with the aim to provide best data which will spur growth in the mining sector.

Mr Musukwa invited other countries to partner with the ministry to carry out further mappings of other parts of the country.

The Minister stated that the detailed information obtained from the surveys will be packaged for investors and other stakeholders.

48 Houses scandal: President Lungu orders further probe as HH gives him 48 hrs to locate owners

President Edgar Lungu has instructed Home Affairs Minister Stephen Kampyongo to ensure the case regarding the 48 houses is probed further.

The directive was issued to Mr Kampyongo at State House on Thursday morning during the swearing in ceremony of newly appointed Secretary to the Cabinet Simon Miti.

This follows a revelation by Anti Corruption Commission Acting Director General Rosemary Khuzyayo when she featured on ZNBC’s Sunday Interview that the Commission has closed inquiries in the case of the 48 Houses because there was no one who came forward to claim ownership.

“Following the announcement made by the Anti Corruption Commission, I have instructed the Minister of Home Affairs, Hon. Stephen Kampyongo through the agencies that fall under his ministry to collaborate and ensure the case regarding the fourty eight (48) houses is investigated to it’s logical conclusion,” President Lungu states.

He has further directed all investigative wings to help in the new investigations.

“All investigative wings are under strict instructions to collaborate and ensure this matter sees its day in our Courts of Law,” President Lungu said.

And in an interview with Journalists at State House, Mr Kampyongo said President Lungu is not satisfied with the investigations undertaken by the ACC.

Meanwhile, opposition leader Hakainde Hichilema has charged that the ACC is insulting the collective intelligence of Zambians in the manner it is handling corruption cases.

“Can we for once stop insulting the intelligence of Zambians on the recent case of who owns the 48 mansions in Lusaka’s Woodlands (Chalala) area. How can Mr. Edgar Lungu and his corrupt PF regime know the so-called saboteur who cut one tiny electricity pole costing about K300 in some rural part of Southern Province, but cannot know who built 48 multi million worth of flats right in the capital city?”

Mr Hichilema has since given President Lungu a 48 Hour ultimatum to locate the owners of the Houses.

“We are giving Mr. Lungu 48 hours to locate the owner of the 48 mansions and bring the culprit to book. We can’t buy the nonsense being peddled that they failed to identify the owner. Properties, particularly land, has a proper paper trail,” Mr Hichilema said.

Mwepu starts against Chelsea, Sunzu wins in France

Midfielder Enock Mwepu on Wednesday started in RB Salzburg’s pre-season home loss to English side Chelsea.

Chelsea routed the Austrian champions 5-3 away in Salzburg.

Mwepu started the match and played in central defence for the hosts while striker Patson Daka was on the bench.

Mwepu was substituted in the 46th minute while Daka came on at the start of the second half but the Chipolopolo duo were not on target.

In France on the same night, defender Stopilla Sunzu played the full 90 minutes for promoted Ligue 1 side FC Metz’s pre-season win over Belgium amateur league club RFC Seraing.

Metz beat Seraing 2-0 and they play two more pre-season matches this Saturday against visiting German side Mainz ahead of their opening Ligue 1 match on August 11 away at Strasbourg.

IT’S likely that some Anti-Corruption Commission (ACC) officials may have been coerced into concealing the names of the people who own the 48 housing units suspected to be proceeds of crime, Zambia Republican Party (ZRP) president, Wright Musoma, has charged.

Mr Musoma told the Daily Nation in a telephone interview in Lusaka yesterday it was strange that the ACC could fail to trace the owners of the housing units when it had competent investigation officers.

He said the situation raised suspicion that some people in the system may have been paid in order not to disclose the information as there were so many ways of finding out that information.

ACC acting Director General Rosemary Nkonde Nkuzwayo announced on Monday the Commission had closed the case against a named Ministry of Finance official who allegedly owned 48 housing units recently forfeited to the State for lack of evidence linking him to the said property.

She said no one had come forward to declare ownership of the said property after publication of the gazette notice while the person in whose name the property were registered had equally disowned them.

Ms Nkuzwayo said the ACC could not prosecute the matter in the absence of evidence.

But Mr Musoma said the matter at hand was serious and the ACC should do everything it could to trace the owner of the said properties.

He described the commission’s justification for closing the matter as unreasonable and urged them to re-open it so that the person or people behind it could be punished.

“The Commission chief is showing us that some officials were most likely bribed in order to hide the names of the owners of the housing units. So the ACC is saying that those houses built themselves, which is unacceptable. We are urging ACC to re-open the case and institute investigations so that people involved are brought to book,” Mr Musoma said.

He said the nation would not tolerate mediocrity from the Commission because it is entrusted with an important task to burb in the nation.

Government accumulates $10 million in the Sinking Fund for the Euro bond redemption-Finance Minister

GOVERNMENT has so far accumulated US10 million in the Sinking Fund to use towards redeeming the Euro bond, Finance Minister Bwalya Ng’andu has announced.

Dr Ng’andu told Parliament that the fund, set up in 2018, was one of the options Government intended to use towards redeeming the Euro bond.

He indicated that Government, through the Ministry of Finance, had also set up a technical committee to draft a strategy for redeeming the three Euro-bonds but was currently awaiting approval by Cabinet before implementation.

He also observed that the measures Government was undertaking towards the redemption process had no adverse effects on the fiscal performance of the current budget, as it was already provided for in the 2019 budget.

The minister was responding to Solwezi West Member of Parliament, Teddy Kasonso, who wanted to know the measures Government was taking to ensure that the Euro Bonds were paid when they fell due.

“The strategy towards the redemption of the three Euro-bonds, which is yet to be approved by Cabinet, identifies various options available, once Cabinet grants approval, the Ministry of Finance will implement the recommended measures and currently there is US$10 Million in the Sinking Fund which is one of the options,” Dr Ng’andu said.

He named the major components of the public debts as external debt, domestic debt and Government arrears.

Dr Ng’andu indicated that external debts and domestic debts would be paid when due in accordance with the respected financing arrangements, while Government arrears would be dealt with in an annual budget provision.

“Payment of debt is prioritized and the reason for that is to ensure that there is no default of the debt. The debt service takes precedence on the consolidated fund of the budget,” he said.

PF maintains stance that it will not support the re-introduction of Deputy Ministers

Patriotic Front (PF) Secretary General Davies Mwila has maintained that the party is against the re-introduction of deputy ministers as proposed by the National Dialogue Forum.

However, former deputy minister in the Ministry of Energy Charles Zulu said said that he strongly supports the National Dialogue Forum proposal to reintroduce deputy ministers, contrary to the position of the PF central committee.

The PF Chief Executive Officer told journalists in Lusaka that the decision not to support the re-introduction of deputy ministers was made by the highest supreme organ of the party and it stands that way.

Mr. Mwila made it clear that the PF government is implementing austerity measures in order to reduce on costs.

“We as a party in government, have embarked on austerity measures aimed at reducing costs, how then can we support the re-introduction of Deputy Ministers,” he questioned.

He stated that all the policies of government are made by the party and that they will be answerable to the people of Zambia hence the need to do the will of the people.

Mr. Mwila emphasized that the Central Committee has made it very clear that the party will not support this issue of reintroduction of deputy ministers and that party members should support it.

Home Affairs Minister Hon Stephen Kampyongo has said that the former Roan Member of Parliament and National Democratic Congress leader Chishimba Kambwili is treading on dangerous ground with his continued ridicule of President Edgar Lungu as head of state.

Mr Kampyongo said that Mr Kambwili should be reminded that President Edgar Lungu is Republican President today because he has supporters countrywide who may not tolerate his continued abusive language on the Head of State

Mr Kampyongo said that the architects of the Zambian laws had foreseen the potential abuse the Office of President would be subjected to and provided adequate laws to deal with people like Mr Kambwili.

“If his vulgar language is instigated by a perception of popularity, then Kambwili should remember that His Excellency, the President is Head of State because of the support he enjoys across the nation. Kambwili is treading on dangerous waters by continuing with the abusive language on the Head of State because it is not every supporter of the President who will tolerate his continued ridicule.

“Besides, Kambwili would have still been in government today had it not been for corruption allegations slapped on him. He is still appearing before our Courts of law and as such, he should be the last person to scream corruption on every side.”

Hon Kampyongo told the NDC leader to draw lessons from his 213 votes in Lubwa ward in a district and Constituency where the former Roan lawmaker claims to have gained considerable ground to the extent of undermining the political relevance of his alliance partners.

“Let him draw lessons from his 213 votes in Kitwe’s Lubwa ward. He has been claiming of gaining ground in the district yet he can’t even beat the UPND in simple Lubwa! This should show him that our people are not gullible to be influenced by sarcasm and vulgar language.

“Kambwili should also remember that he is not the only person with potential to be vulgar. If we were to reduce ourselves to his level, we would take him on from the way he looks and walks to the manner he takes care of his family, but we will not do that because we are leaders,” said Mr Kampyongo.

Chief Government Spokesperson Dora Siliya has called on Zambians to ignore assertions being touted by prophets of doom on various media platforms regarding President Edgar Lungu’s development agenda for Southern Province.

Addressing Journalists in Lusaka at her office yesterday, Ms Siliya said these misleading and unfounded assertions must never at any time, overshadow the wider mandate of the President who was elected to deliver development to all parts of the country.

“Contrary to allegations that he has neglected Southern Province, President Edgar Chagwa Lungu attaches great importance to the development agenda of Southern Province as can be seen from the ongoing massive developmental projects in the province. Projects such as construction of 99 health posts – the largest number of health centers to be given to any region in the country, construction of the Kazungula bridge and other bridges in rural parts of the province, rehabilitation of the Kariba Dam wall and the electrification of Dundumwedzi,” she indicated.

“Other projects include the construction of the Kafue Lower Hydro Power Station, construction of aquaculture ponds along the Kariba Dam, construction of schools and the construction of communication towers to connect Dundumwedzi to the rest of the county, are but some of the projects being undertaken in Southern Province.”

She added that the projects are an affirmation that President Lungu holds Southern Province close to his heart.

Ms. Siliya, who is also Information and Broadcasting Services Minister, said government takes great exception to individuals creating an impression that the President is trying to divide Zambians on regional lines.

“It ought to be stressed that ever since President Lungu assumed office, he has been championing the One Zambia One Nation motto and other national values of uniting the nation. Government has taken a step further to ensure that the national motto and values are widely disseminated to the public through various platforms such as print and electronic media and via mobile phone text messages,” she said.

Ms. Siliya stated that the fact that Zambia is a democracy with her people holding divergent views on various national matters should never cause any citizen to issue statements that border on dividing the nation.
