President Edgar Lungu is today expected in Mwinilunga district – North-western Province where he is scheduled to flag off and launch the 2018/2019 farming season.

According to the programme obtained by ZANIS from the provincial administration in Solwezi , President Lungu is scheduled to land at Solwezi airport at 09:15 hours and proceed to Mwinilunga for the launch at Chief Chibwika farm.

After delivering his keynote speech, the President will have a field tour of Chief Chibwika’s farm where he is expected to demonstrate the tractor ripping, planting and hand hoe with other small- scale farmers in the area.

Meanwhile, North-western Province Permanent Secretary Ephraim Mateyo has called on the people to maintain peace as always and turn up in numbers to welcome the President.

Mr. Mateyo was speaking during a media briefing at his office in Solwezi on yesterday.

Government says it has noted with concern that most Chiefdoms in the country have continued to experience succession disputes after the death of a Chief or Chieftainess with most cases currently before the courts of law.

And Southern Province Minister Edify Hamukale has implored people in Choongo Chiefdom to continue with late Chieftainess Choongo’s legacy of spearheading development in the area.

Speaking during the burial of the late Chieftainess Choongo at the Royal Burial site today, Minister of Chiefs and Traditional Affairs, Lawrence Sichalwe said government is deeply concerned with increase in number of the succession disputes which not only derail development but are also a serious threat to peace and stability in the country.

He stated that it is government’s wish for all Chiefdoms to have peaceful transition to the royal throne devoid of any disputes that are detrimental to all facets of development.

Mr. Sichalwe said it is in this regard that government is confident that the Choongo Royal Establishment will have a smooth and peaceful succession of the heir to the throne.

“It is government’s expectations that this chiefdom has already a documented family tree which clearly states the succession lineage therefore, government is confident that there shall be peaceful transition to the royal throne in this chiefdom,” he added.

Mr. Sichalwe who described the late Chieftainess Choongo as a leader who was a beacon of peace, and receptive to development with exceptional leadership qualities, said during the transition period government will continue to communicate its development programmes with the Choongo Royal Establishment committee under the leadership of the Ngambela untill a new Chief is installed.

The Minister said government and his Ministry hope for harmony, peace and development to continue prevailing in the chiefdom and Monze at large adding that,it will forever be indebted to the late Chieftaness Choongo for the remarkable efforts she made to improve the wellbeing of people in the Chiefdom.

And Dr. Hamukale urged people in the Choongo Chiefdom to embrace and forge ahead with developmental programmes to improve the welfare of everyone in the area and fulfill her passion for development.

He noted that all the people in the area have a duty to remain united and ensure that the welfare of their children is improved.

“ As we put our mother to rest we all have a duty to continue with her legacy of having a passion for development and also emulate her for being accommodative to everyone regardless of tribe, race, political affiliation or otherwise and respect every human being,” said Dr. Hamukale.

He further challenged young men and women in the chiefdom to emulate late Chieftainess Choongo’s personal traits of fearing the Lord, hard work and inclusiveness.

The Provincial Minister also thanked President Edgar Lungu for being supportive throughout the illness of the late Chieftainess Choongo until her demise on November 9, 2018.

Meanwhile, Senior Chief Monze requested government to continue helping the bereaved Royal family with financial support for them to be able to survive during the trying moment.

He appealed for calm, unity and peace as the Royal family choose the successor to late Chieftainess Choongo.

And United Party for National Development (UPND) President, Hakainde Hichilema appealed for peaceful morning of the late Chieftainess Choongo who was his Aunt.

He also advised the Royal Family to have an opportune time to discuss succession matters and not during the time of morning and thanked all mourners who came to pay their last respects to the late Chieftainess.

Among notable people who attended the burial included Chiefs Chikanta from Kalomo, Mungaila, Mukobela, Muchila from Namwala, Singani and Mapanza of Choma, Sinazongwe of Sinazongwe, Sikute of Kazungula , Hamaundu, and Chiefs Mweemba, Mwanachingwala, Munyumbwe Representatives.

Others included Senior Government oOficials from Western, Copperbelt, Lusaka, and Southern Provinces.

The late Chieftainess Choongo aged 68, who died on 9th November, 2018 was born on 19th February, 1950 and left behind six children and a number of grandchildren.

The late Chieftainess whose real names were Diana Beene Choongo was gazetted as Chieftainess Choongo on 8th January, 2014 through Statutory Instrument number 13 of 2014 and was officially installed on 20th April 2014 and reined on the throne for four years

Jarabos in Kitwe Join the anti Xenophobia protests march

Hundreds of Patriotic Front (PF) members together with the Small Scale Miners commonly known as Jerabos today held protests match in solidarity against what they called as xenophobic attacks on the foreign investors.

The small scale miners, mostly from the Black Mountain have marched through the streets of Kitwe to show support to President Edgar Lungu and his investment policies.

The youths drove their famous tipper trucks in the city centre chanting slogans calling for peace and co existence with foreigners.

According to PF Copperbelt Youth Chairman Nathan Chanda, the solidarity was to march in support of peace and unity and against incitement of xenophobic attacks on all foreign investors and riots on the copper belt province.

Mr Chanda with his executive and Kitwe district youth chairperson also joined the protests march which started at Wusakile Round about, through town to the Kitwe Fire brigade office near Kitwe Teaching Hospital along Kitwe-Chingola road.

“The desperation and conduct of Mr Hichilema and some of his friends in opposition are causing a lot of worry to us the young people on the copper belt. We are aware that the UPND is mobilising some youths to cause havoc but we want to remind them that as PF youths on the Copper belt, who are many in numbers and will not just sit and watch them because no one is above the law.

“Mr Hichilema and some other frustrated opposition leaders are obsessed with the development by the PF government which will make PF win in 2021 general elections so they are trying by all means to paint the government and Zambia black and making this country ungovernable, in order for them to get attention from the public when the government reacts but Mr HH should not take the maturity and tolerance of government for granted.”

“It is a pity that some international community (commonwealth) and some churches are mute on the behaviour and careless ranting of Mr Hichilema. These politics of copy cat will not work for him. People of the copperbelt province knows him very well when it comes to selling of things and trusting him with power is as good as putting alfalfa or Miret together with goats,” Mr Chanda said.

Later, the Small Scale Miners representative Samuel Mpembwe said the miners want to see peace in the province. Mr Mpembwe said the small scale miners are happy with the gesture that has been extended to them by the Republican President. Mr Mpembwe said their livelihood is currently being sustained by foreigners who are processing the ore they are mining at the black mountain.

He said they will not entertain leaders bringing confusion and anarchy in the region.

And General of the Small Scale Miners Richard Chileshe who is known as Chile 1 said the miners do not want to be disturbed.

Mr Chileshe warned that the youths on the Copperbelt will not allow the UPND to continue causing confusion on the province.

He said the small scale miners could be forced to start acting like Jerabos.

And Commander of the Jerabos Cym Kalobo said the youths should not be pushed to far by those who want to bring confusion through xenophobic attacks.

Mr Kalobo said the youths on the Copperbelt and Zambia at large are behind the leadership of President Edgar Lungu.

Mr Kalobo said any opposition leader that wants to peddle lies and bring confusion will be dealt with by the youths.

ZDA looks forward to Northern Province Investment Forum and Expo

The Zambia Development Agency, the primary institution with the mandate of promoting Zambia’s economic growth and development says it looks forward to the Northern Province Investment Forum and Expo slated for 19th to 25th November.

With a multifaceted mandate of promoting investments, trade and enterprise development, the Agency says it is looking forward to the Investment Forum and Expo so as to interact with various private sector players, both local and foreign investors and small enterprises in various sectors to foster and facilitate business synergies.

ZDA Public Relations Officer Russel Haamubbi says the Agency is looking at the Investment Forum and Expo as an opportunity to create linkages both forward and backward between the big investors and the local Small and Medium Enterprises in various sectors of the economy including agriculture and agro processing, tourism, infrastructure development and energy sectors among others.

Mr. Haamuubbi said ZDA’s focus at the Northern Province Investment Forum and Expo is on partnerships and joint ventures between local businesses and foreign as a conduit for technological transfer, access to cheaper funds and access to export markets.

He said the Agency wants to attract investments and stimulate entrepreneurship among the local Zambians in the rural areas of the country so as to create jobs and reduce poverty levels.

Mr. Haamubbi said the Agency will also provide information on market access for various nontraditional export products in foreign markets using platforms such as the Common Market for Eastern and Southern Africa, Southern Africa Development Community, the European Union and the American markets through African Growth and Opportunity Act (AGOA).

“Further, on the sidelines of the Forum and Expo, the Agency with the Ministry of Commerce Trade and Industry with other Statutory Bodies under the auspices of the Ministry will be conducting business clinics meant at helping local enterprises to formalize their businesses and many other business development services aimed at building capacity of the local enterprises”, He added.

Mr. Haamubbi said the business development services will include the provision of market information, product development, facilitation to access to finance, business linkages and facilitation of possible joint ventures between local and foreign partners.

Inspector General of Police Kakoma Kanganja has urged Police Officers deployed in Mangango Constituency of Kaoma District to ensure that law and order prevails in the area before, during and after the 20th November parliamentary by elections.

Addressing officers in Mangango today, Mr. Kanganja said all lawlessness should be dealt with in accordance with the provisions of the law and cautioned them against participating in active politics as their responsibility is to protect all members of the public irrespective of their political affiliation.

Mr. Kanganja has however thanked all political parties taking part in the by-election and members of the public for conducting themselves peacefully during the ongoing campaigns.

He has urged all political parties and members of the public to continue on the prevailing peaceful path adding that the officers deployed in the area were not meant to intimidate anyone but to see to it that people conduct their electoral activities in a peaceful environment.

And speaking when the Inspector General paid a courtesy call on him, Kaoma District Commissioner, Kennedy Mubanga said despite it being the only Constituency holding elections, Mangango has been peaceful as there has been no serious election related incidence recorded so far.

Moody’s: Chinese lending to Sub-Saharan Africa can support growth, but brings risks

Moody’s has published a report showing that while the increase in Chinese lending to Sub Saharan Africa has the potential to support economic growth, it also amplifies credit risks for African countries with already high debt burdens and deteriorating external positions..

“Unless African investment financed by Chinese loans generates substantial economic gains that boost debt servicing capacity of Sub-Saharan African governments, the credit implications of such lending include higher debt burdens, weaker debt affordability and weaker external positions,” said David Rogovic, a Moody’s Assistant Vice President – Analyst and co-author of the report. “China’s willingness to renegotiate existing loans and the terms of these renegotiations will influence credit trajectories in Sub-Saharan Africa in the coming years.”

Report’s key points

  • Chinese lending to SSA governments has increased tenfold to more than $10 billion annually between 2012 and 2017, from less than $1 billion in 2001

China’s increased lending to governments in Sub-Saharan Africa has the potential to support economic growth, but also amplifies credit risks for countries with already high debt burdens and deteriorating external positions, Moody’s Investors Service said in a report today.

“Unless African investment financed by Chinese loans generates substantial economic gains that boost debt servicing capacity of Sub-Saharan African governments, the credit implications of such lending include higher debt burdens, weaker debt affordability and weaker external positions,” said David Rogovic, a Moody’s Assistant Vice President – Analyst and co-author of the report. “China’s willingness to renegotiate existing loans and the terms of these renegotiations will influence credit trajectories in Sub-Saharan Africa in the coming years.”

Chinese lending to SSA governments rose nearly tenfold to more than $10 billion a year between 2012 and 2017, from less than $1 billion in 2001. Much of the lending has focused on infrastructure projects, including the power, transport, and communication sectors.

Angola (B3 stable), Republic of the Congo (Caa2 stable), and Zambia (Caa1 stable) are among the most indebted to Chinese creditors. In Ghana (B3 stable), Angola, Zambia , and Nigeria (B2 stable), interest payments already absorb more than 20% of revenue. Zambia’s external position is particularly fragile, given its very low foreign exchange reserves.

A further increase in China’s lending – or even maintaining the current pace of lending – should go some way to addressing Africa’s financing gap. However, the lack of transparency over the conditions attached to Chinese lending and a lack of reform and governance requirements, compared with those required by multilateral official creditors, may limit the long-term benefits.

In some cases, where Chinese lenders have provided liquidity relief, this has come with higher resource concessions, which reduce future export earnings. Even if debt restructuring alleviates immediate liquidity pressure, the loss of natural resources revenue or other assets is credit negative.

The Basic Needs Basket for a family of five living in Lusaka for the month of October has reduced by K38 to about K5, 317 from K5, 356 recorded in September.

The October BNB did not keep pace with the national inflation because the price reduction recorded in selected items outweighed the price increases in other items.

Significant decreases were noted in prices of Kapenta which by K18 from K188 to K170 per kilogram, Beans by K5 from K34 to K29 per kilogram and Tea bags by K4 from K84 in September to K80 in October per kilogram.

Dry bream fish however increased by K5 from K131 in September to K136 in October per kg.

Despite the cost of living reduction in the month of October, it still remains high and above incomes of many Zambians who continue to struggle to access basic needs of life, according to Chanda Paul Chileshe.

Mr. Chileshe the JCTR Social and Economic Development Programme Officer has recommended that government should look to promote alternatives such as gas for industrial use which can have an effect in lowering fuel dependability and reducing the impact of a fuel hike on locally manufactured commodities.

He said government may further need to review its taxation policy on crude oil so as to mitigate any possible adverse effects on the economy especially if global oil prices continue to rise.

Mr. Chileshe said increased fuel prices had an adverse impact on transport costs and prices of basic foods like mealie meal and bread.

He emphasised that the effect of fuel hikes on inflation in Zambia is thus a reality that is likely to increase the incidence of vulnerability and inequality.

The Office of the Fourth Republican President Rupiah Banda has refuted media reports suggesting that the former President is this Saturday 17th November 2018 expected to attend the card renewal for the MMD at Government Complex in Lusaka.

The Office says it has learnt with dismay of news items on various media platforms purporting that the former President will be attending a card renewal event.

Chibeza Mfuni, who is Mr. Banda’s Deputy Administrative Assistant said the former Head of State has a verv busy schedule of international engagements, between now and the end of the year 2018, to which he has been invited, to the extent that he has had to regrettably decline to attend some of them.

He has however explained that Mr. Banda is a bonafide member of the MMD and as a free citizen of this country it is within his rights to meet with the current leaders of the party that he was privileged to lead, and or any other persons.

Mr. Mfuni has since cautioned the country, not to embrace the growing trend of toxic, fake news-based politics if the country is to remain united and achieve its desired goals of national development.

Mpika businessman pleads guilty to illegal firearm possession

A prominent Mpika Businessman in Muchinga Province who was found in possession of eight unlicensed guns and more than 200 rounds of ammunitions has pleaded guilty to all the charges.

Appearing before Magistrate Chinkashi Chilingala today was Modecai Sichalwe, 45, of Mpika charged with 3 Counts of; Failing to renew a firearm licence contrary to Section 14(1), (6), (8) and 54 (1) of the Firearms Act Chapter 110 of the Laws of Zambia and 2 Counts of being in possession of Ammunition in excess of the authorized quantities contrary to Section 10(1) (2) (a) (b) as read with Section 58 regulation 25 of the Firearms Act Chapter 110 of the Laws of Zambia bringing the total to 5 counts.

Particulars of the offence are that Modecai Sichalwe, on a date unknown but between 15th May 2018 and 2nd November 2018, at Mpika in Mpika district in Muchinga Province willfully and unlawfully did fail to renew a firearm Licence No. 1204005, 9006184, and Licence No.608018 as required by law.

According to Magistrate Chilingala, also on 2nd November 2018 at Mpika in Mpika district, Mr. Sichalwe was found in possession of 302 excess ammunition of a 223 Rifle, contrary to authorized quantity of 100 ammunitions to be possessed at any one time.

The Magistrate added that, on the very day, the accused person was also found in possession of 63 excess ammunition of a pistol contrary to the authorized quantity of 50 ammunition to be possessed at any one time.

Mr. Sichalwe has since pleaded guilty on all 5 charges and is set to appear in court tomorrow, November 15, 2018 for Facts of the matter and possible judgement.

Zambia National Men says castration is the only solution to stop sexual violence against innocent girls

The Zambia National Mens Network says the defilement of two girls aged 13 in Lusaka in separate incidents is a tip of the ice berg regarding the extent to which this violent crime against girls has reached in the country.

In the first incident, a girl of Mtendere compound was repeatedly defiled and impregnated by her step father who is on the run, while in the second incident a girl of Lusaka’s Garden House was defiled and brutally beaten by unknown criminals and is now admitted in the University Teaching Hospitals.

National Mens Network National Coordinator Nelson Banda says this cause for change of legislation in dealing with this crime against innocent girls and women as the lives of the two girls have been severely ruined by the irresponsible men.

Mr. Banda said his Organisation feels that castration is the only solution to stop sexual violence against innocent girls.

“We are enraged that the country is being robbed of potential women leaders who have made meaningful contribution to their communities and the country as a whole”, He said.

Mr. Banda added that this is a disturbing reminder that the country cannot continue doing business as usual of sending defilers to long jail sentences as this has not deterred would be offenders from committing sexual violence on women and girls, but castration should be considered as a lasting solution.

He has since called for legislation to allow for castration of defilers and rapists as this will be permanent and ex-convicts will never engage in the crime again even after serving their long-term jail sentences.

Recent statistics issued by the Zambia police service has recorded an increase in the numbers of defilement cases in the third quarter of 2018 standing at 6,114 compared to 5,096 reported in 2017.

Out of the 2018 statistics 664 cases were defilement and Lusaka province recorded the highest number of 320 cases simply meaning the future of these 320 girls has been ruined as some of them could have been infected with sexually transmitted infections-STIs.

Mr. Banda said his Organisation will petition members of parliament by collecting 1000 signatures from members of the public to support the proposed piece of legislation and has no doubt law makers will rise to the challenge and act for the preservation of the girl child and women.

The Czech Republic has increased Zambian scholarship slots from 4 to 15 per year. The scholarships cover medicine, agriculture, mining, veterinary medicine and Information Technology.

Director of the department for African countries Nicol Adamcova said in Prague Wednesday that the increase is a reflection of the importance the Czech Republic attaches to its relations with Zambia.

“You know that Zambia is one of the only six countries on the African continent that we have diplomatic relations with”, Mrs. Adamcova said.

She made the disclosure in her office when Zambia’s ambassador to Germany Anthony Mukwita paid a courtesy call on her ahead of his presentation of credentials to President Milos Zeman.

In response, Ambassador Mukwita expressed gratitude to the Czech Republic for their gesture in helping to build the Zambian human capital.

“We are extremely grateful for this gesture as the areas of study you have chosen are all relevant to the economic priorities of the government of President Edgar Lungu”, Ambassador Mukwita said.

Mr. Mukwita who upon presentation of credentials will become an ambassador to the Czech Republic on a non-residential basis, said under President Edgar Lungu, the development of human capital is paramount.

“The policy of the government of President Lungu is to empower especially the young population with education so that they may interact effectively with the real world and the challenges it presents”, he added.

AU call for strengthened commitment in pursuing the African Union institutional reform process

The African Union 20th Extraordinary Session of the Executive Council has opened in Addis Ababa, Ethiopia with a call for strengthened commitment in pursuing the African Union institutional reform process.

And Vice President Inonge Wina is tomorrow expected in Addis Ababa, Ethiopia to attend the 11th Extraordinary Session of the Assembly of Heads of States and Government of the African Union.

President Edgar Lungu has delegated Mrs. Wina to attend the summit that will discuss the AU institutional reform process including reform of the AU Commission, mandate of the AU Development Agency and financing the AU.

AUC Chairperson Moussa Faki Mahamat who officially opened the Executive Committee called on the need for member states to embrace the reforms as they would enhance the operations of the African Union Commission.

‘’I would like, particularly with regard to the reform of the Commission, to stress the crucial importance of this issue. The Commission is supposed to be the driving force of our Union. The capacity of our Union to carry out the many tasks that have been opened up depends on its ability to fully assume its immense responsibilities, ’he said.

He said the commission envisages that the reforms will help in meeting the human, material, financial, political and legitimate expectations of States and peoples.

The AUC Chairperson expressed concern that some member states where not meeting their financial obligations towards the Commission. ‘’I am hopeful that financial issues will be discussed in the light of ongoing processes on the scale of contributions and sanctions for non-compliance by Member States with their obligations in this area’’, he said.

Mr. Mahamat further expressed disappointment at the low levels of implementation of treaties that are ratified by member states. He said it was unfortunate that some countries were not domesticating some of the treaties that they were signatory too.

He has since called on Member States to speak with one voice when they speak on international fora about issues affecting Africa.

‘’The 2063 Agenda, which serves us as a compass in this new phase of the Pan-African movement, obliges us to accelerate integration, to put an end to the poverty and underdevelopment afflicting our populations; to silence the weapons and thus put an end to the suffering of all kinds generated by the conflicts; and to ensure that Africa speaks with one voice in the international arena to better defend its interests and work towards a more just and inclusive world order’’, he said.

And Foreign Affairs Minister Joseph Malanji has announced that President Edgar Lungu has delegated Vice President Inonge Wina to attend the 10th Extraordinary Heads of States and Government summit in Addis Ababa, Ethiopia.

Mr. Malanji said the AU reforms shows that Africa is united and emphasized on the need to ensure that the AU reforms are formulated with input from all member states.

He said Zambia aligns itself to the SADC position on the reforms and feels inputs from all members states should be taken on board.

A Businessman in Nakonde District has donated K100, 000 towards the completion of Waitwika Secondary School.

Nakonde District Education Board Secretary (DEBS) Stanley Mwambazi has commended Ndozo Lodge proprietor Clint Sichamba for supplementing government efforts in the education sector.

Mr Mwambazi said the business community in the district should emulate Mr Sichamba’s gesture and plough back to their communities.

And Mr Sichamba has also donated K70, 000 towards the construction of Chilonga United Church of Zambia (UCZ) in the same area.

Nakonde District UCZ Consistory Chairperson, Festus Chulu also thanked Mr Sichamba for donating towards the construction of the church.

Rev. Chulu said this will go a long way in ensuring that the church continues to grow in the district.

He assured that the donation to the church will be used for its intended purpose.

Mukuba Hotel management urged to modernize facility

Copperbelt Permanent Secretary Bright Nundwe has called on Mukuba hotel management in Ndola to mobilize resources and give the hotel a facelift.

Mr Nundwe said despite the financial challenges the hotel is facing, management should go an extra mile and see how best they can source for finances and modernize the facility to meet the modern hospitality standards.

He observed that the province has in the recent years seen a number of hotels being constructed making the hospitality business competitive.

The permanent secretary said this when he inspected the hotel to see its condition ahead of the provincial investment expo slated for June 2019

Mr.Nundwe added that the provincial administration is ready to support the hotel in order for it to reach the apex of operations and development.

He added that the province will soon have a five start hotel which will call for stiff competition.

And Mukuba Hotel Managing Director Emmanuel Chileshe said the facility is due for massive face lift next year.

Mr.Chileshe said management has plans to construct a big conference center and modify all the rooms to meet the hospitality standards.

He also assured the PS that next year the facility will be ready to host both local and international gusts ahead of the Copperbelt investment expo.

The opposition UPND says it never knew a day would come when the Zambia Police Service under Charity Katanga would allow Zambians to match in support of those stripping the country national assets and taking people back into colonialism.

Party Deputy Secretary General Patrick Mucheleka says even more shocking is the express speed with which Copperbelt Police Commissioner Charity Katanga processed the PF permit to match in support of the Chinese who are grabbing everything in the country from minerals, land, assets such as ZNBC, ZAFFICO and even grave sites in Chongwe.
