Chief Justice Ireen Mambilima has noted the need for speedy dispensation of cases and affordable justice for all.

Justice Mambilima says a predictable legal system contributes immensely to the development of the country as recent trends have shown that investors are more inclined to invest their money in jurisdictions where litigation is predictable.

She has noted the need for lawyers to tell their clients with confidence when a particular case will end once it has commenced.

The Chief Justice said this when she officiated at the sensitization workshop for over 200 members of the bench and the bar on the proposed amendments to the high court rules and ethics organized by the Law Association of Zambia.

And the Chief Justice has noted the need for a proper administration of justice with a call on lawyers to perform their duties according to the set rules.

She says a proper administration is not only beneficial to the court but also the client and community at large.

And Supreme court Judge, Justice Nigel Mutuna shared some of the proposed amendments to the high court rules and ethics and understanding publicity rules.

Meanwhile LAZ president, Eddie Mwitwa is hopeful that the amended rules once approved will change the status call of the justice system in the country.

Mwanakatwe appeals to cooperating partners to release more funding

Minister of Finance Margaret Mwanakatwe has appealed to cooperating partners to release more funding through the International Development Association (IDA) to enhance development support to poor countries including Zambia.

And Mrs. Mwanakatwe has assured the cooperating partners that the government will do everything possible to ensure such resources are used for the intended purpose.

She says Zambia is grateful with the invaluable role that the IDA is playing in the global development process by availing resources to the poorest countries.

Mrs. Mwanakatwe says IDA funding eligible countries, are faced with several challenges which include inadequate financial resources to address infrastructure deficits that limit economic growth.

The minister says she is hopeful that under the IDA 19 which has been launched in Livingstone, more resources will be availed to eligible countries including Zambia and is looking forward to the start of replenishment negotiations.

Mrs. Mwanakatwe was speaking on Wednesday evening in Livingstone during the IDA 18 High Level Mid-Term Review Meeting Cultural Gala Dinner hosted by the Zambian government for the IDA delegates.

And IDA Chief Executive Officer Kristalina Georgieva thanked Mrs. Mwanakatwe and the Zambian government for hosting a successful and memorable meeting.

Ms. Georgieva said Livingstone IDA meeting will go down as the most memorable event ever hosted so far.

ZESCO says it has reduced corruption from 15 % to about 2.5 %

Zesco Managing Director Victor Mundende says the institution has managed to reduce corruption from 15 percent in 2000 to about 2.5 percent in 2017.

Mr. Mundende says this shows that the integrity programme against corruption which the corporation has implemented is bearing fruit.

He says the company has resolved not to relent in preventing all forms of corruption in line with government policy of zero tolerance to corruption.

Mr. Mundende was speaking during the official opening of the Zesco integrity programme awareness in Lusaka.

And Zesco acting Senior Manager Legal Nancy Sikazwe said the role of the Zesco integrity committee is to spearhead the prevention of corruption in the institution.

Former Bank of Zambia Governor, Caleb Fundanga has warned that negative sentiments have a likelihood of worsening the country’s debt situation if left unattended to.

Speaking at a public debt indaba under the theme “addressing Zambia’s economic challenges for a stronger future”, Dr Fundanga says the speculation on the country’s current debt situation is as a result of lack of effective communication from government.

And Dr Fundanga has implored the business community to stop bad mouthing international lenders such as the International Monetary Fund (IMF).

He has also stressed the need for the country to strengthen its ties with other countries offering financial assistance including China.

He however, notes that the China/Zambia relationship currently is not benefiting the ordinary people in view of the conditions attached.

Dr Fundanga has further called for the urgent need to publicize the terms and conditions of Chinese loans in order to explore ways of how future debt can be contracted without undermining the future growth of private business.

Speaking at the same event, Ministry of Finance Permanent Secretary for budgetary and economic affairs, Dr Emmanuel Pamu says government remains committed to addressing emerging threats to the advancement of its development agenda, including rising debt and vulnerabilities in public financial management.

And Civil Society for Poverty Reduction (CSPR) Executive Director, Patrick Nshindano is hopeful that the Indaba will come up with solutions to the current debt situation in the country.

Tourism Minister Charles Banda in a meeting with Angola's Minister of Environment Paula Cristina Francisco Coelho at the London Conference on Illegal Wildlife Trade.

Ministry of National Planning and Development Director for Population and Development Charles Banda says Zambia needs to show case her achievements in Family Planning to maximize benefits from the global community.

Mr. Banda said Zambia is a model for many countries in sexual reproductive Health and rights but information on what is obtaining on the ground is not reaching the wider global community.

He said there is need for all actors to appreciate that Family planning is key to harnessing the Demographic Dividend as per AU Agenda 2063.

Mr. Banda noted that stakeholders need to embrace Family Planning as a development and not just Public health issue.

He was speaking in an interview with ZNBC news at the 5th ICFP in Kigali Rwanda.

And Center for Reproductive Health Education Executive director Amos Make said Zambia has to embrace the use of Data in planning for family planning programmes.

Meanwhile, Copper Rose Founder Natasha Salihuanji has called on young people to drive the family planning agenda.

President Lungu assures of development countrywide

President Edgar Lungu has reaffirmed his continued commitment to take development to all parts of the country.

President Lungu says from the time he was elected as President his focus is to ensure that all parts of the country are developed for the benefit of the people regardless of their political affiliation.

The President was speaking at Solwezi Airport upon arrival for his one day working visit.

The Head of State who arrived at about 09:30 hours, is in Northwestern Province for a one day working visit where he is expected to flag off the 2018/2019 planting season in Mwinilunga district.

President Lungu is also expected to hold a public rally to drum up support for the PF candidate Emmanuel Mupampanya in the Tuvwanganayi ward by-election in Solwezi Central.

The President is accompanied by Presidential Affairs Minister, Freedom Sikazwe his Press Aid Amos Chanda and other senior government and PF officials.

And Mr. Lungu took a swipe at the decision by opposition political leaders who are refusing to work with government and opposing all the developmental activities being undertaken by government.He stated that the decision has a negative impact on local people.

President Lungu also expressed sadness with the decision taken by the United Party for National Development (UPND) to suspend its Kafue Mayor for welcoming him when he recently visited the area.

He said such kind of action by opposition leaders is a hindrance to the smooth implementation of development in areas perceived to be opposition strong holds.

The Head of state explained that his government is ready to work with the opposition because they are a special purpose vehicle that can be used to deliver development in areas that they dominate.

And speaking earlier, Patriotic Front Provincial Chairperson Jackson Kunga assured the President that the party in North-Western has grown and expressed confidence of scooping the forthcoming Tuvwanganayi ward by-election slated for Tuesday, November 20 next week.

Mr. Kunga said the party has attracted people because of massive developmental activities undertaken by government in the area.

He cited the construction of the Chingola-Solwezi road and the dual carriageway as some of the major developments that have taken place in the area in short period of time.

Mr. Kunga also appealed to government to quickly complete the Mushitala-Kimasala bridge and the township roads.

Shepolopolo suffer injury setback before 2018 Women’s AFCON

Second choice Shepolopolo goalkeeper Catherine Musonda is ruled-out of the 2018 Women’s AFCON.

Musonda sustained an injury in Monday’s 7-0 friendly loss against Cameroon in Abidjan.

“Our second-choice goalkeeper Catherine Musonda was injured in the international friendly that we had against Cameroon,” team physician Doctor Faith Chibeza said.

“She collided with a Cameroonian striker and sustained a fracture on her ankle and she will be out for a good three months.”

The setback has left Coach Bruce Mwape with Chiko Nkhoma as cover for first-choice Hazel Nali.

But Doctor Chibeza said midfielder Helen Chanda, who also sustained an ankle injury in that friendly, will recover in time for Sunday’s opening Group B match against Equatorial Guinea.

South Africa and defending champions Nigeria are the other teams in Group B.

Meanwhile, Shepolopolo arrived in Accra on Wednesday after a five-day camp in Cote d’Ivoire for the tournament Ghana is hosting from November 17 to December 1.

President Lungu jets off to Mwinilunga

President Edgar Lungu has travelled to Mwinilunga district in North-western Province to flag off the launch of the 2018/2019 farming season.

The Head of State was seen off by Vice President Inonge Wina, Defence Chiefs, Cabinet Ministers, and senior government and party officials.

The Zambia Air force Force (ZAF) plane carrying President Lungu who is accompanied by Presidential Affairs Minister Freedom Sikazwe, his Spokesperson Amos Chanda and other government officials, left Lusaka’s City Airport about 08.25 hrs.

President Lungu is upon arrival at Solwezi Airport, expected to proceed to Mwinilunga district to launch the farming season at Chief Chibwika’s farm.

The President will later in the day participate in a field tour of Chief Chibwika’s farm and engage small scale farmers in the area in hand hoe farming as well as to demonstrate the tractor ripping and planting among others.

The President is expected back in Lusaka later today after concluding the launch of the farming season.

Mighty Mufulira Wanderers map out top flight survival plan

Mighty Mufulira Wanderers are already plotting how to sustain their FAZ Super Division status next season less than a week after winning promotion.

Nine-time champions Wanderers have secured their top flight promotion after winning the 2018 Division One Zone Two championship with one match to spare.

The legendary club has suffered demotion from the Super Division three times in the last 16 years.

“Unity from all departments made it easy for us to bounce back. The sponsors, executive, coaching bench, players and supporters were all united this season,” Wanderers coach Justin Chinama said.

Chinama said concerted efforts will be key as Wanderers compete in the Super Division.

“For us to stay in the Super Division we need unity starting from the top. All the systems must function well. We will meet, discuss and make sure we have a better plan to sustain our team in the Super Division,” he said.

Wanderers suffered demotion at the end of the 2017 season.

Chinama is expecting Wanderers to strengthen the squad ahead of next season.

“We have to sit and discuss the issue of beefing up the team. It is not a one man show that is why I am emphasising that it is we and not I. I don’t want to bulldoze,” he said.

This is the second time charismatic trainer Chinama is guiding a team to the Super Division having helped Green Eagles in 2013.

“It is good for me. This is simple because I emphasise on unity,” he said.

Lundazi maternal mortality rate reduces

The Ministry of Health in Lundazi district has recorded a reduction in its maternal mortality rate this year to 107 per 100, 000 women from 190 per 100, 000 women recorded in the last Quarter of 2017.

Speaking during District Multi-Sectoral Maternal and Perinatal Death Surveillance and Review meeting held in Lundazi today, District Health Director, Dr. Davy Zulu reiterated that the department is working hard to reduce the numbers further.

Dr. Zulu attributed the 83 per 100, 000 women maternal deaths reduction as a result of community engagement of SMAG’s, chiefs and traditional healers who played a pivotal role in sensitizing the communities on safe motherhood.

He said routine visits embarked on by health personnel to check on pregnant women at mother’s shelters in health facilities have also contributed to the reduction of maternal deaths.

Dr. Zulu disclosed that the department is working around the clock to ensure that they reach a legacy goal of reducing the number of maternal deaths to below 100 per 100, 000 women by 2020.

He emphasized the need for all stake holders such as community based agents, chiefs and other partners to continue with community sensitizations through a local radio station on safe motherhood awareness in order to achieve the desired goal.

Parents urged to take Immunisation seriously

Mumbo Tuta Ward Councillor in Milenge district, Carlos Mumba has called on men to take an active role in parenting especially taking their children for immunisation programs.

Mr. Mumba observed that most health programs patterning to children are left to women adding that, the practice should come to an end.

ZANIS reports that Mr. Mumba said this yesterday, when he addressed the Shitambuli community during the immunisation sensitisation exercise organised by the Campaign for Female Education (CAMFED).

He said bringing up children is a responsibility of both fathers and mothers.

And CAMFED Assistant District Officer, Paxina Mwansa said her organization has been contracted by an international organisation called Vaccine Alliance (GAVI) to carry out the immunisation sensitisation program in the district.

She said K16, 000.00 has been allocated towards sensitising communities on the importance of taking their children for immunisation during the child health week which will take place from 19th to 24th November, 2018.

Ms. Mwansa said the exercise is aimed at improving the response rate as Milenge was identified as one of the districts in Luapula Province with a low turnout in the previous immunisation programs.

She said CAMFED is reaching out to communities through drama performances by the CAMFED Association and has targeted six zones from the Sokontwe, Kapalala and seven health facilities surrounding communities.

Government begins the implementing the transformation plan for ZESCO

Government has commenced implementing measures aimed at transforming Zambia Electricity Supply Corporation (ZESCO) into a more viable public utility company.

This is contained in a statement made available to ZANIS in Lusaka yesterday by Secretary to the Cabinet, Roland Msiska.

Dr Msiska, who is also Chairperson of the ZESCO Reforms Implementation Team, explains that in the recent past, ZESCO has been experiencing serious operational challenges.

He added that in 2017, Cabinet commissioned a technical study, which accordingly made recommendations to improve the operational performance of the utility company.

Dr. Msiska said arising from the study report, Cabinet, at its meeting held on 16th July, 2018, approved the recommendations and directed that an implementation Team be constituted to carry out the accepted recommendations.

The Secretary to the Cabinet further stated that the overall objective is to turn ZESCO into a viable company that efficiently generates, transmits and distributes electricity to both domestic and industrial clients as well as the export market.

He said in accordance with the Cabinet directive, the implementation Team has since began its work in earnest and will regularly update the public and other stakeholders on the progress made.

Lack of funds stalls Kanyama Water Project

Works on the Kanyama Peri-Urban Emergency piped water connection project have slowed down due to financial challenges.

But Water Development and Sanitation Permanent Secretary Ed Chomba says Government will pay off the contractor as soon as funds are sourced so that works can be done before the rainy season.

Speaking in an interview with ZNBC news, Bishop Chomba said up to 75 percent of the works intended in the last eight months have been completed despite Kanyama’s difficult terrain.

Bishop Chomba said over one hundred and ninety thousand households will benefit from the piped water project that is meant to avert incidents of cholera.

The project is being pushed under the China civil Engineering company.

Only students on registration system qualify for exams-UNZA

The University of Zambia (UNZA) has charged that unregistered students, who are not appearing in their Registration System, do not qualify to write any UNZA Examinations.

In a statement to media in Lusaka yesterday, UNZA Public Relations Manager, Damaseke Chibale has advised self-sponsored students and those not fully sponsored by government, to take advantage of their flexible payment system.

Mr. Chibale said for a student to be registered in the University, they must pay 37.5 percent of the total tuition fees.

He noted that online registration for UNZA begun on 27th November 2017 and ran up to 31st March 2018.

Mr. Chibale said late registration was scheduled for 15th April and noted that in July 2018, when students were writing their Mid-Year Examinations, UNZA management had extended the registration period to students who had expressed willingness to register.

He said the extension ran throughout the academic year and management is of the view that the registration window was long enough for student’s sponsors and parents or guardians to make arrangements to pay for tuitions.

Mr. Chibale said according to their examinations guidelines and policy, it indicates that for any student to sit for any examinations conducted at UNZA they must be registered with continuous Assessment which meets the high standards of the institution.

Below is the Full Statement

OFFICIAL POSITION ON UNZA FINAL EXAMINATIONS 2018

The University of Zambia (UNZA) Management would like to correct the alarming remarks in some media houses being attributed to the newly-elected University of Zambia Students Union (UNZASU) President, Mr Warren Hamusunga that about 17,000 students might not sit for the end of 2017/18 Academic Year which is scheduled to begin on 19th November 2018.

Firstly, we would like to indicate that UNZA has procedures and policies that govern its operations including the enrolment and registration of students as well as conducting of its examinations. Moreover, the Student Registration Policy clearly stipulates how students should be registered, pay for tuition fees online through the flexible payment mode.

Secondly, we would like to appeal to students, who are self-sponsored and those not fully-sponsored by Government, to take advantage of this flexible payment system which is stipulated as follows:

  1. First instalment         :           37.5% of total tuition fees
  2. Second instalment    :           25% of total tuition fees
  3. Third instalment       :           25% of total tuition fees
  4. Fourth instalment     :           12.5% of total tuition fees

For a student to be registered in the University, he/she must pay 37.5% of the total tuition fees. It should be noted that online registration for the University of Zambia begun on 27th November 2017 and ran up to 31st March 2018. The late registration was scheduled for 15th April 2018. Further, the public may wish to know that in July 2018 when students were writing their Mid-Year Examinations, UNZA Management had extended the registration period to students who had expressed willingness to register. This extension ran throughout the academic year and Management is of the view that the registration window was long enough for students’ sponsors and parents/guardians to make arrangements to pay for tuition fees.

Thirdly, we would like to explain the registration process. Each student has easy access to an online student portal. The portal has the following stages which all students are supposed to go through in order to be dully registered:

  1. Awaiting Student Input – at this stage, the student should clearly input or indicate online the courses he/she will take during a given academic year. Then he/she sends to his/her school/department for approval. The Student online status changes to Awaiting Approval.
  2. Awaiting Approval – the school/department has to approve the courses according to the capacity and entry points. Once approved, the status changes to Awaiting Payment.
  3. Awaiting Payment – at this level, the student has an option to pay either the entire tuition fees or pay through the flexible four-instalment payment. The payment is done through the bank whose details are given to students. After paying the fees either at once or the first instalment of 37.5%, the status changes to Registered.
  4. Registered – at this point the students are required to strictly adhere to the flexible payment mode as indicate above. In this way, students should be able to clear their tuition fees before writing their final examinations each academic year.

As of Wednesday, 14th November 2018, the summary statistics of the 2017/18 Academic Year on Student Registration is as shown below:

Registered                     = 13,679

Awaiting payment          = 509

Awaiting Approval         = 8

Awaiting Student Input = 785

From the above information, students in the last three columns should take advantage of the flexible payment so that they can be considered among the registered ones.

Fourthly, the UNZA Examination Guidelines and policy indicate that for any student to sit for any examinations conducted by the University, he/she must be a registered with Continuous Assessment which meet the high standards of the institution. Therefore, unregistered students, who are not appearing in the University Registration system, and have no Continuous Assessment DO NOT QUALIFY to write any UNZA Examinations.

Fifthly, it should be indicated here that the University of Zambia need these tuition fees to do the following:

  1. Pay for the University operations and maintenance expenses
  2. Pay for end of academic year examinations
  3. Pay for laboratory reagents and apparatuses
  4. Pay for internet services
  5. Pay for electricity, water and sanitation and solid waste management services
  6. Pay salaries for academic and non-academic staff
  7. Pay for regulatory obligations such as NAPSA, ZRA PAYE, Insurance

We would like to put on record that students have been continuously communicated to about the flexible payment mode for tuition fees. It is, therefore, incumbent upon students and their sponsors to honour their obligations and responsibility to pay for the services UNZA has been offering to them. It should be noted that these services are offered to them at a cost to the University.
